FOIP handling under review BY PAUL COWLEY ADVOCATE STAFF City of Lacombe is reviewing how it handles and charges for freedom of information requests following a review by the office of privacy commissioner related to a local taxpayer group’s queries. The Lacombe Taxpayers Association had asked the Office of the Information and Privacy Commissioner to review a decision by the city to not waive fees for its requests for information around servicing costs for a proposed commercial development, known as Wolf Creek Crossing, and the city’s dealings with a local newspaper and its editor. A review of the length of time taken by the city to respond to the taxpayer information requests was also requested. In its response, the privacy commissioner found that city chief administrative officer Norma MacQuarrie properly exercised her discretion to refuse to waive the freedom of information fees, noting the records “did not appear to be compellingly in the ‘public interest.’ � Likewise, the city provided the appropriate information as allowed under the Freedom of Information and Privacy Act, says the letter from senior information and privacy manager Ryan Komarnicki.

RDSO faces financial challenge in 2015 BY LANA MICHELIN ADVOCATE STAFF Financial challenges have seldom been greater for the Red Deer Symphony Orchestra, which is looking to maintain quality programming in 2015 with less operational funding. Both federal and provincial grants have been cut significantly in recent years, leaving the RDSO seeking new ways of getting donations from the community. Executive director Chandra Kastern said one novel way is through a crowd funding campaign started on the orchestra’s website. It encourages people to donate directly, and spread awareness about the RDSO’s needs through social media. Prizes are available to those who can give different levels of financial support. These include tickets or a season subscription, a backstage pass and champaign reception, the chance to be conductor for a day, or to have Maestro Claude Lapalme and his wife cellist Janet Kuschak perform at a private dinner. “It’s certainly a challenging time to run an orchestra,� said Kastern, who heard finances were only this tight once before in the RDSO’s 28-year history. She believes it was near the beginning, when the RDSO was mostly volunteer run.

Donations are pouring in for a Rimbey couple who were injured and lost two of their three sons in a collision on Hwy 20 at about 1 p.m. on Sunday. Angus and Rachel Dixon and their boys, Tristan, Lynus and Baillion, were heading to Red Deer for Christmas shopping when their vehicle collided with a northbound car that went out of control on the icy highway. The driver of the oncoming car was killed in the crash, as was seven-yearold Tristan. Lynus, three, was airlifted to Calgary Children’s Hospital, but died of his wounds the next day. Angus, Rachel and Baillion, 18 months, remain in hospital being treated for their injuries. Originally from Chatham, Ont., Angus is a welder for a local manufacturer and a recently-recruited reservist with the 78 Field Battery in Red Deer. “Rai� is a stay-at-home mom, formerly employed at a Rimbey sports equipment dealer. Her husband had become fast friends with the operators’ son. Game-On Outdoors owners Jesse and Sandra Von Hollen and their son, Justin Skjornsberg, jumped into action as soon as they heard about the accident, setting up a fund with ATB Financial and starting an online auc-
tion to raise additional monies. Customers were lined up in the shop on Christmas Eve, as word about the auction started to spread — thanks in part to Skjornsberg’s social media connections. Skjornsberg confirmed on Wednesday that both parents suffered injuries that will make them unable to work for some time. His and his family’s original goal was to raise enough money to cover funeral expenses and buy burial plots for Tristan and Lynus. They reached that goal in the first five hours, and have since been working on raising money to help Angus and Rai pay their living costs while they recover from their injuries. “There are no words to describe the generosity that we’re seeing. It’s absolutely unreal. The way that it is going, they should be able not have to worry about bills or anything and should be able to just worry about grieving and healing both physically and spiritually.� In a posting on his Facebook page, Skjornsberg describes the tragedy felt by himself and others in the community in which the Dixons had chosen to make their home: “This is very near and dear to my heart. Not only are they my best friends, but I had just purchased Christmas gifts for the whole family,� he wrote.

Recent problem stem from various government grants being reduced by as much as 50 per cent, said Kastern. The RDSO used to count on having nearly three-quarters of its operating costs covered by grants and season subscriptions. But this has been now reduced to 60 per cent (26 per cent of the budget comes from federal and provincial grants and 34 per cent from concert ticket sales). To make up the 40 per cent gap, Kastern is hoping to get a higher feefor-service grant from the City of Red Deer. More donations must also be solicited from the community. RDSO supporters are being encouraged to give in a variety of ways, including a pledgeraising walk or run for the orchestra, or launching a personalized RDSO campaign. Other ideas are being considered to replace the orchestra’s annual gala, which Kastern said has not been overly lucrative as a fundraiser. In light of the new financial reality, RDSO has been tightening its belt, reducing costs for the 2015 season to $485,000 from a previously budgeted $515,000. “We trimmed costs as much as we can without a concert from the program or cutting any people,� said Kastern.
