Council waves big parking fee for new downtown business
CREATIVE TOUCH
BY SHERI REGNIER Times Staff
The recent investment in a landmark building took centre stage during Trail council Monday night. The large brick building on the YEAR-END IS corner of Cedar Ave. and Farwell COMING... Street stood mostly vacant for a number of years before it was purchased and we by an engineering firm earlier this bookkeeping! year. It's been five decades since the (no kidding) second floor suite facing Cedar Ave. 778 Rossland Ave was home to boarding house ten250.364.2235 ants, now Austin Engineering Ltd. is ready to refresh the space to house six www.JBSbiz.net shared-use offices. Therein lies the very expensive problem. Once a change-of-use is granted, meaning a change from residential to commercial use, the city's zoning bylaw kicks in along with a pricey parking fee. Based on the 1,800 square-foot renovations, the building's new owners are required to provide seven off-street parking spaces in connection with the change-in-use. Because the off-street parking cannot be provided on the property, which was developed in the 1920s, at the award winning Mary and Roger Austin are subject to Columbia River Hotel pay the City of Trail $21,000, ($3,000 Trail each) in a lump sum in lieu of the seven parking spaces. The costly fee can be tantamount to making or breaking a start up business, and doesn't jive with the city's downtown tax incentive program that is meant to encourage re-developcell 250.368.1960 ment in the city's core. bus 250.368.5000 ex.29 The Austins attended the council TF 1.877.368.5003 meeting to request the city waive the jedemelo@telus.net $21,000 levy, citing the straight cost a disincentive to site a professional office downtown. “We located our space there to All Pro Realty Ltd. access allwe’ve the services downtown Trail If you’ve been searching for more, been waiting for you. 1148 Bay Ave, has to offer,” Mary Austin explained Trail BC to council. Voters set to mark ballots on Saturday Advance voting draws steady turnout BY SHERI REGNIER Times Staff
The local mayors' race and plenty of council candidates seems to have bumped up voter turnout prior to Saturday's general voting day for the 2014 civic election. During Trail's advance polling opportunities the past two Wednesdays, 1128 people turned up to cast a ballot at the Aquatic Centre voting stations. That's about 20 per cent of the city's electorate so far, which is a good sign considering the 2011

municipal race only brought out 31 per cent of Trail voters. Polls are open tomorrow from 8 a.m. until 8 p.m. in the Trail Memorial Centre gymnasium. Michelle McIsaac, Trail's chief election officer (CEO), reminds
anyone with mobility challenges who would like to curbside vote, to have their driver park in the facility's front parking stalls or in the building's parking lot, and then have the driver come to the polling station. “Let election officials know there is someone waiting on us to go out to the vehicle with the voting supplies,” she added. “Also a reminder that people can drive around the back of the Memorial Centre to gain access to the parking stalls out front.” Besides choosing one mayor and up to six councillors, Trail See TRAIL, Page 3
