◆ COVER STORY

Transplant times two

For the second time in a decade, Dave Jansma will receive a transplant KATYA SLEPIAN

Fortunately, the VGH team worked quickly and within eight days of being there, Dave was diagnosed with chronic bronchiolitis due to his autoimmune issues. “When you’re on anti-rejection meds, on immunosuppressants, it paints a different picture,” she said. Within 24 hours of diagnosis, Dave was able to breathe again. “I could talk to him on the phone and he wasn’t gasping,” Colleen said. With Dave’s condition stabilized, he now needed a kidney donor. His kidney donor, Allison Dupuis, entered into the picture almost by accident when a mutual friend of hers and the Jansmas mentioned that Dave needed a transplant. “And that was the end of it for me,” said Depuis, who instantly asked for Dave’s blood type. They were both type O. She didn’t say it out loud, but the thought that flashed through her mind was “I’m going to have to give him a kidney now.” Then began the process of becoming a kidney donor, a process that wasn’t finalized until Friday, Oct. 24, less than two weeks before the transplant date on Monday, Nov. 3. The process involved intensive medical and psychological testing to make sure that Depuis was suitable. As a police officer, Depuis needed to ensure that she could work with only one kidney and that she could take the time off to recover. Depuis also ran the idea by her husband, Steve, “because he’s my spouse, he’s really along for the ride.” “It’s just the way I’m wired. He needs, I have,” she said. “It wasn’t a conscious decision.” It was more like a calling. “I firmly believe that this was set in place long before, that this was the answer. Every single thing was in line, it’s God’s hand.” The spiritual side has been hard for Depuis to explain to others but it’s the reason why the decision was so easy for her.

ew people are lucky enough to have even one person in their lives willing to give them an organ, but Dave Jansma has two. Jansma’s sister Marianne donated part of her liver to him eight years ago after Dave developed primary sclerosing cholangitis. The disease causes the bile ducts in the liver to become blocked due to inflammation and ultimately leads to liver failure. When Dave was diagnosed, he had only a six-month window during which he could receive a transplant. Fortunately, Marianne was a match and Dave received what was then only the 13th living donor transplant ever performed in B.C. and the first of the year in December 2006. With liver transplants generally expected to last more than 25 years, Dave never expected to have go through the organ transplant process again so soon. However, during the 2013 B.C. Day long weekend in August, Dave started to have trouble catching his breath. “I had a cough, I had a hard time catching my breath,” Dave said. It was bad enough that he went to the emergency room to have doctors take a look at what was going on. Not wanting to spend the night at the hospital, he went home to see if it would get better on its own. Dave spent the next few months having a variety of tests and procedures performed but nothing helped. “It’d get better, it’d get worse, it’d get better, worse,” he said. In December 2013, fed up with a lack of results, Dave went back to the emergency room. This time, he spent two weeks at West Coast General Hospital (WCGH) where he was put on an anti-inflammatory drug called prednisone. Unfortunately, the short-term length of the dose wasn’t enough to help much. Feeling slightly better, Dave was discharged from the hospital

KATYA SLEPIAN/ALBERNI VALLEY NEWS

Ten years ago Dave Jansma received a life-saving liver transplant using a piece of liver his sister donated. Next week Jansma will receive his second life-saving living donor transplant when Allison Dupuis donates a kidney to Jansma, whose own kidneys are failing.

for two weeks until he started feeling worse. “At the beginning of January, it hit me again.” He was sent to Nanaimo Regional General Hospital (NRGH) for more testing. It was then that Dave found out that his kidneys were failing. Earlier in 2013, he’d found out that his kidneys were functioning at 30 per cent, which is high enough to be asymptomatic. However, on Jan. 15, 2014, his kidney function had fallen drastically enough to qualify as renal failure and he began dialysis. “They still couldn’t nail down what was the cause of the respiratory issues,” Dave said. “Or even the kidney issues,” his wife Colleen said. “Why did it go from 30 to zero so fast?” Colleen felt a horrible sense of deja vu when an ambulance attendant told her Dave would need a kidney transplant.

‘I firmly believe that this was set in place long before, that this was the answer... it’s in God’s hand.’ – Allison Dupuis “As soon as those world came out of her mouth it was just, oh, another one? That was horrible because that liver transplant was really hard.” But even getting Dave on dialysis didn’t help much. “His reactions post-dialysis were horrible,” she said, adding that post-dialysis “Dave looked like a wind could blow him over.” It all came to a head one dialysis day in the spring of 2014. Dave underwent a bronchoscopy in the morning and then dialysis in the

afternoon and finished the day looking so weak that Colleen was scared to take him home. But Dave insisted and went home, falling asleep quickly. “Then a little while later he texted me from the bedroom” asking Colleen to call him an ambulance. Dave was diagnosed with a pulmonary embolism, a blood clot in the lungs. Tired of never seeing Dave getting better and worried that his lungs would fail before the NRGH team figured out the problem, Colleen insisted that he be transferred over to the transplant team at Vancouver General Hospital (VGH). “This lung thing was ready to take him out, he was gasping for air. He couldn’t brush his teeth without taking breaks, he couldn’t eat.” By the time Dave was taken to VGH, he was doing so poorly that Colleen wasn’t sure if she would see him again.

Huu-ay-aht sign tentative LNG deal in India KATYA SLEPIAN ALBERNI VALLEY NEWS

The Premier’s India Trade Mission was a successful one for both the Huu-ay-aht First Nations and the Port Alberni Port Authority. Huu-ay-aht executive director James Edwards said that “the India trip was very productive” for them.

are typically empty and that provides an opportunity for the Huu-ay-aht to fill the space with timber. Edwards said that while three- to fourstorey houses in India are often made out of concrete, he’s optimistic that Indian construction companies will see the value in making them out of wood instead.

He did caution that the Huu-ay-aht “will have to see if there’s a market there” but added that “I anticipate that this won’t be our last trip there.” Port authority president Zoran Knezevic was also optimistic about PATH’s prospects. “We met with a number of potential

investors in our project,” said Knezevic. However, the port authority is not yet at the point of having investors officially sign onto the project. “It is fairly early to speculate at this point whether we have that firm commitment or not,” he said. Prior to the trade mission, Knezevic,

who’s trip took him to China as well as India, saw more promise in Chinese investors. According to him, that hasn’t changed. “China is still a preferred location for the investment in B.C.,” he said, but added that “India may prove to be as good down the road.” reporter@albernivalleynews.com twitter.com/AlberniNews

ACRD commits cash to improving Alberni airport AVIATION: | $6.2M in improvements planned. The AlberniClayoquot Regional District wants to invest more than $8 million in the two

airports it operates, in the Alberni Valley and on the West Coast. The ACRD operates both the Long Beach Airport (airport designator CYAZ) and the Alberni Valley Regional Airport (CBS8).

The regional district’s plan will see improved scheduled services, support for the aerospace industry and overall increase in air traffic in the region. The strategy includes lighting improvements

and advanced GPS navigational aids for both airports and an extension of the AVRA runway. Currently the AVRA runway is 3,952 feet in length and 75 feet wide. A Runway Extension Pre-design

Report commissioned by the ACRD offered three options for improvements. The option chosen by the ACRD would increase the runway to 5,000 feet by 100 feet, add lighting and improved navigational aids at a

cost estimate of $6.2 million. Geotechnical analysis has determined that the current runway can support the aircraft anticipated from the expanded surface. ACRD chair Cindy Solda sees this as

an exciting project that will bring the ACRD’s airports into this century, while offering benefits in the form of business, jobs and tourism. The total costs will be $6.2 million at AVRA and $2.36 million at CYAZ.

Jansmas hope people will talk of donation From / A3

And while she’s had the odd panicked moment, she’s never questioned her choice. It’s a choice that Dave and Colleen will be thankful for forever, but the real reward for Depuis is how blessed she

feels and how many people’s lives she’s been able to touch. “For me the best way to thank me is to give God the glory that this is what love looks like... Jesus gave me his life, I can give a kidney.” The Jansmas and Depuis are hoping

that sharing Dave’s story will start a conversation here in Port Alberni. “This is a community with a heart,” Colleen said. As of Aug. 12, 2014, 473 people in B.C. are waiting for an organ transplant. Seventyfive per cent of those

need kidneys and few will have family members who are a match, making living organ donations like Depuis’ all the more crucial. For more information, visit BC Transplant at www. transplant.bc.ca. reporter@albernivalleynews.com twitter.com/AlberniNews

council candidates and incumbents Jack McLeman and Wendy Kerr supporting the use of taxpayer money for the initiative. While candidates

were asked to choose either yes or no to each question, many were unable to prioritize either Johnston Road or Third Avenue as their main focus for future development. Mayoral candidates Kevin Wright and Mike Ruttan stressed the difference between what enhancing the two areas would accomplish, saying that Johnston Road improvements would attract tourists while Third Avenue enhancements will attract business. Candidates also felt that both young families of the Alberni

Valley and seniors on fixed incomes were key. Just over half of the candidates, including more than twothirds of the mayoral candidates supported an expansion of the city’s boundaries to include the regional district. Subsidizing McLean Mill National Historic Site received support from less than half the candidates, while both beautifying the city and protecting the China Creek Watershed proved popular with all of the candidates. reporter@albernivalleynews.com twitter.com/AlberniNews

Eric Geall

My name is Patty Edwards and I am asking Beaver Creek residents for their support in my bid to represent our community on the regional district board. This is a position that I held from 1996–2011 and during those 15 years of service I worked hard to keep property taxes from increasing. I have 25 years of experience in the Alberni Valley working on community development and social justice issues. I have held the position of poverty law advocate at various non-profit agencies including the women’s centre, Friendship Centre and the New Horizon Centre. The Beaver Creek community is experiencing a major transition from an improvement district water system to a regional water service and the costs of this transition are high. There is public concern about the quality and source of their water.

Rising costs for the water system come at a time when food and utility costs are projected to increase by 30 per cent in the next few years. At this time more than ever it is time for restraint and it is time for the community to come together to find creative ways to enhance our rural lifestyle without just throwing money at a problem. The old way of “barn raising” where citizens come together to share their skills for a common vision was also a method of building a strong community. Beaver Creek is a diverse community of residential, farmland and home based businesses. Maintaining the rural lifestyle we all enjoy requires a shared vision of a healthy community. I commit to being a strong voice for Beaver Creek at the ACRD board to get the most for our tax dollars and to ensure that the quality of services is maintained.

I am a longtime resident and business owner in the Alberni Valley. I previously served two terms as a city councillor and was elected as Beaver Creek area director in 2011. My main interest at the time was the water system and the referendum deciding its future. I and staff of the regional district and the water advisory board have worked to provide a compliant water system at the lowest possible price to the residents. We now have a new reservoir, with reclorination system, a new pump station, a

I am Dennis DallaVicenza and for the last 10 years I have lived within the Alberni-Clayoquot Regional District. I am asking you to allow me to be your district representative for Cherry Creek as well as a school trustee on the School District 70 board. I will work for the betterment of our district within the whole. We have values that we have to uphold if we are to go forward as a community. Our community must remain consistent with our values if we are to remain viable. Our infrastructure has to be maintained and our tax rebates from senior government have to be garnered to our benefit. I am requesting that you allow me to be the Cherry

Creek representative to ensure we get the best value for our tax dollar. I am also asking you to allow me to be a representative on the School District 70 board. Too often we hear people proclaiming that we shouldn’t close schools and I agree, but only if that is the proper thing to do. I have no children or grandchildren in SD70 schools so I will be able to vote with my head instead of my heart. Our children’s best interests are not being looked after by any rash promises made by candidates. Consider all the expectations our school boards have to meet and contemplate during the year. Please exercise your right to vote.

ACRD Area E Beaver Creek-INC grants. Clean water in Bamfield will not be a burden on the taxpayers. My second concern is to prioritize local parks, trails, linkages and maintenance. Priority trails in Bamfield include: Bamfield to Anacla Trail and Cape Beale Trail upgrades and linkages. Through serving as your representative on regional committees, including Alberni-Clayoquot Health Network, Marine Advisory Committee, and the Solid Waste Plan Implementation Committee, I have provided Bamfield with a strong voice at the regional level. I have learned many things formally and informally about our neighbours, Huu-ay-aht First Nation. The BamfieldAnacla bond has stood the test of time as we live, learn, work and play together. As a familyoriented, year-round resident I understand our unique issues.

In learning how to best represent you I have acquired many new skills and friendships. I humbly thank you for the privilege to serve as Area A director and ask for your support on Nov. 15. Moving into another term, it is my goal to provide Bamfield with exceptional clean and safe drinking water. Working with your local water committee and regional district staff we have developed short- and long-term plans to meet and exceed Island Health regulations. new main on Strick Road, a new waterworks work office and two newer service trucks—all at very low cost to the district. The water system has to be a sustainable system that we and our children can depend on and afford; this continues to be my goal as we go forward. Other key concerns are maintaining our excellent fire department, planning for future parks and trails and controlling the regional district’s overhead cost. I hope the job that I have done will earn your support.

It’s been almost two years since I took the oath of office to represent the residents of Cherry Creek and a great deal has been accomplished during that time. Gas tax funds: This was one of the main reasons for putting my name forward in the by-election. I felt strongly that Cherry Creek needed solid representation on this critical matter. It took nine months to win over the support of the other area directors to gain $385,000 for main line upgrades to our water system. Dangerous dog bylaw: Driven by concerned parents who have had unfortunate experiences with loose dogs in the

area, this bylaw does not apply to dogs that are not dangerous. Residents can still have guard dogs protecting their property. I had regional district staff apply for a $10,000 water system capital planning assessment grant. Cherry Creek Hall fell on hard times and a leaking roof was a significant concern. Using a grant, the hall received $20,000 for the necessary repairs. If re-elected, my objectives would be to bring in new gas tax funds, investigate how the Build Canada Fund can improve our infrastructure and improve and expand Cherry Creek Trail. Thank you for your support.

Larry Ransom

Mike McLeman

SD70-INC

Elected to the School Board in 1997, I am completing my sixth term and sixth year as chairman. Students will be encouraged to stay in school by developing programs recognizing their different learning styles and environment where all students can successfully complete their graduation requirements. I am interested in maintaining opportunities for students in fine arts, music and sports programs and courses related to career development with emphasis on trades and technical training. My leadership and experience in decisions that benefit students and their schools and the neighbourhoods they live in is why I’m asking voters

SD70 for re-election. I have been privileged in serving the community as an elected school board trustee and chair of the board, a role that is challenging yet rewarding. During the new Alberni District Secondary School project, a complicated political process involving the school district, Ministry of Education, capital planning and the City of Port Alberni in extensive lobbying, negotiating, planning, and completion of the new ADSS, is a highlight as chairman. When students demonstrate their learning or test their leadership skills at school events culminating with district graduation ceremonies each year, I am thankful for the opportunity to be a school board trustee.

Jane Jones

I have lived in Port Alberni my whole life and I currently have a child in the school system. I’m running for the position of School District 70 trustee because I want to take a stand for our children’s education. I want to ensure that they have the best chance to succeed in life. I view education as a stepping stone for the development of well rounded citizens and therefore a healthy society. The biggest issue plaguing our school system is money. The quickest way to save money is with closures. The public came together to formulate a plan to close three schools to

SD70-INC save money. This plan was voted down at the last minute. If closing schools ensures that no programs are cut, allowing our teachers to best educate our children, then I feel that we need to revisit this discussion. Our teachers do not need budget cuts to hinder their ability to educate our children. Every decision that I make will be based on what I feel is best for the students. I support and want to see the continued success of the VAST program. We need integrity and leadership to make important decisions. This is where I believe I can help make a change.

Pat Dahlquist

SD70

My name is Jane Jones (nee Linda Watts) from the Tseshaht First Nation. I am running for trustee in SD70. I encourage everyone to vote, it is important that the communities’ voice is heard. School District 70 includes Sproat Lake, Tseshaht Nation, Beaver Creek, Hupacasath Nation, Cherry Creek, the City of Port Alberni and Bamfield. I am seeking this leadership position to better the lives of children and youth in our school district and to reverse the trend of neglect in public education. In our rapidly changing, technologically-driven world, children need more skills. They face ever-increasing challenges to live in our fast paced society. Aboriginal students are presented with even more challenges. I am motivated to create positive change for all the children whose educational needs are not being met.

Pam Craig

I offer good, honest, logical participation on a school board who must work together for all students in SD70. I was first elected in 1999 and have served for the past 15 years as a trustee. I was previously employed as an education assistant (EA) and a secretary for the district; I bring a wealth of knowledge to a trusteeship. I understand the many challenges school districts in the province are facing and I believe the government needs to step up and provide more funding for public education. Through our provincial body, the British Columbia School Trustees Association (BCSTA)

Students need every opportunity to succeed, whether, it be in postsecondary education at university or in training for trades and technology. School trustees have a responsibility to look at the “big picture” to ensure all decisions balance the needs of all students. My goal is to work to set a direction for our district that has high expectation for student achievement and quality instruction. I support a collaborative approach with all stakeholders both within the district and the community to share in the belief and values about what is possible for students’ ability to learn. As a trustee for SD70, I will work to build a school system that reflects local priorities, local values and local expectations.

Gaelle Frey

SD70-INC With children coming to school on empty stomachs, I see a pressing need to build a web of support around each and every child by using all the resources in our community. I fully acknowledge the programs in place and commend those that have taken the lead. I pledge to facilitate better communication between students, the board, First Nations, PAC, parents and other organizations working with students. Since teachers are the ones entrusted to deliver education, I respect them and understand the difficulties they are experiencing. As a trustee, I want to hear from parents, teachers and community members from all walks of life. I want your ideas and creative solutions to revive public education. Then, I will work tirelessly to implement these solutions.

I am seeking re-election for school trustee for the board of education in School District 70, Alberni. I am passionate about the work of school trustees and I wish to continue working for the students of SD70. I was first elected in 1991 and served four terms to 2002. I returned to trusteeship in 2011 and I wish to continue in this next term to 2018. My board experience includes working on all committees of the board as well as board chair from 1996 to 2002. My primary focus is on the educational needs of all students in SD70. The most important work of a trustee is to put in place the resources that will prepare students for careers as contributing members of society.

SD70-INC we are lobbying the government constantly for appropriate funding. In my opinion, the needs of students and staff should come first and foremost in any decisions that come to SD70’s goard table. We have a wonderful loyal, dedicated staff who provide some terrific programs in this district, music, the arts, sports, alternative programs, special services, just to mention a few—we don’t want to lose them. I hope that you will let me continue to work for the students, parents and staff in the Alberni Valley and the West Coast to help create the best education that we can possible provide.

Hello, I am Gaelle Frey and I am running in the 2014 election as an incumbent for school board trustee. I was elected in a by-election in 2013. The biggest lesson that I have learned as a trustee is that it’s our job to help each individual student achieve their educational success. This is done by focusing on putting students first which is a valuable lesson I have been taught from my fellow trustees, administrators and staff within this district. I have been a proud resident of the Alberni Valley since 2000 when my husband and I relocated from Nanaimo to raise our family. I am a mother to three wonderful children ages 13, 10 and 8 who are all attending school in the Valley. I have gained invaluable firsthand experience of SD70 through volunteering my time to organizations designed to enhance the learning environment

within our community. As a re-elected trustee I will continue to help develop an environment that breeds success for each and every student. I believe a key in this equation is to build successful relationships within the school district with administration and staff to achieve a solidarity. In this we will be able to nurture students on a individual level.Through working together with administration and staff with a direct focus on a student first agenda we will accomplish this task. As trustee I will continue to foster the idea that students all have their own individual ways of learning. I will collaborate with other trustees to empower administrators and staff to accomplish greater success in the classroom. I will continue to think outside the box by exploring other avenues for all students to achieve their objectives.

Fear hinders Ebola fight A Burnaby company is playing a small role in the battle against the newest health scourge that is tearing through Africa and threatens to spread elsewhere. Tekmira Pharmaceuticals has linked up with an international consortium that includes representatives of the World Health Organization (WHO), U.S. Centre for Disease Control and Medecins Sans Frontieres to advance its development of a vaccine for Ebola. Other companies are also working on vaccines. Some, including Tekmira’s, have reportedly already been used to treat patients, foreshortening the often long and arduous trials and regulatory approvals process. The need to stem the epidemic is that urgent. If the epidemic isn’t stopped, it could soon become endemic, a disease that will be forever entrenched in a region, ready to spread in a moment’s inattention. WHO estimates there could be 1.4 million cases of Ebola in West Africa by the end of January. Meantime, there has been only a trickle of volunteers among the medical community of the western world. The fear and stigma hearkens back to the early days of AIDS. “We talk about stigma and ignorance in Liberia, but let’s be frank, there’s plenty of stigma and ignorance in our own countries, and irrational fear of being on the ground. We have an obligation to counter that fear,” Sheldon Yett, the UNICEF country representative in Liberia, told the The Globe and Mail. Ebola is not an awful, frequently fatal disease. But we must act quickly and decisively, and not let fear prevent us tackling what could soon become the AIDS of our era. —Burnaby NewsLeader

Mailbag: Feedback on elections, tanker issues ‘Dave’ gets this writer’s vote To the Editor,

The Alberni Valley News’ “capsule comments” by candidates for mayor (Oct. 23 election coverage) were read. A cruise around town to look at signs was insightful. It’s quite a choice we have. Here are some disjointed impressions based on more than just these “self promoting” snippets. “Slugger” Wright is up to bat but seems to have missed the signs. “Black bear” Savard is consistent once again. Magnate Chopra, our self proclaimed penny pinching councillor, has failed, under his watch, to stop residential taxes from skyrocketing. Platitude Mike Ruttan? Likeable and bright, but hasn’t the community “hug in” (Mayor Douglas’ coffee talks) already been tried? “Pay raise” Douglas didn’t get the increase sought as a councillor, but got it as mayor. “Maurice Chopin”, now he makes music to my ears, but who

Coast Guard didn’t deserve criticism To the Editor,

There are those who complained that US Tugboat Barbara Foss had been dispatched from 675 kilometres away in Neah Bay, Washington, to tow the Russian MV Simushir, and asked why

a tug was not available from Port Hardy or Prince Rupert. In fact, the tug was dispatched from Prince Rupert, where it had just delivered a barge towed from Whittier, Alaska; that route is the current regular employment of the tug. This is not the only error surrounding the Russian container ship incident to air. On Friday, Oct. 17, newspapers, radio, television and their websites reported verbatim from the Haida spokesman that the vessel would go aground at 9:30 p.m.; he even had a rocky bay on Haida Gwaii picked out for the disaster to occur. At the time of all these reports, the vessel was harmlessly drifting

parallel to or away from shore due to the current, and at no time was closer to land than 12 nautical miles. Canadian Coast Guard vessel Gordon Reid was tethered to the vessel about 18 hours after the initial breakdown, and larger Canadian and US Coast Guard vessels arrived on scene about that same time. Sunday night the CTV National News anchor reported that the vessel had been towed safely to Prince Rupert after three days drifting off BC’s pristine coastline. The drift-time had suddenly quadrupled, but at least she added that all crew were safe. My wife and I took a lot of interest in the incident, as we have more than 40 years ocean-going experience between us. We would suggest in our learned opinion, that the Canadian Coast Guard did a great job; yet readily acknowledge that more ocean-going tugs would be welcome. Bernie Smith, Parksville

Difficult birth for LNG cash cow TOM FLETCHER B.C. Views

V

VICTORIA – Debate is underway on the B.C. Liberal government’s tax and environmental plan for liquefied natural gas exports, amid the usual political theatre. Most media reported that the government “slashed” its proposed seven-per-cent LNG processing income tax by half, caving in to demands of international energy giants led by Petronas of Malaysia. The 3.5 per cent tax wouldn’t even take full effect until the massive capital investment is written down, and would rise to five per cent after 20 years of production. All of this casts further doubt on Premier Christy Clark’s extravagant election campaign promise to use LNG revenues to wipe out B.C.’s debt, currently approaching $70 billion, and provide an Alberta-style “prosperity fund” to perform further miracles. The seven per cent figure was the top end of the range

BLACK PRESS

Before Premier Christy Clark can launch a natural gas prosperity fund, BC has to stop the bleeding from loss of US export.

presented this spring while negotiations with LNG investors were ongoing, so it’s not really accurate to say it was “slashed.” This cash calf hasn’t been born yet, and it remains to be seen if it will survive. Finance Minister Mike de Jong pointed out some of the shifts in the global gas market that have reduced expectations. Japan, one of the potential investors, is considering restarting its nuclear plants as it recovers from the 2011 Fukushima earthquake. China’s manic growth is slowing, and it has signed a longterm deal to import cheaper Russian pipeline gas. Oil prices

have dropped. The government’s change of tone started with the recent throne speech, which emphasized the fate of B.C.’s only current export market. “Like forestry, B.C.’s natural gas industry has relied on exports to the United States,” the speech observed. “But the American shale gas revolution has meant the export south has dried up – and is never coming back.” So before B.C. gets to that prosperity fund, it’s got to stop the bleeding. You may recall it was a U.S. hurricane-induced spike in gas revenues that allowed the province to spread an extra billion to calm

its labour waters for the 2010 Olympics. The finance ministry estimates that after the startup period, a medium-sized LNG export operation would pay total taxes of around $800 million a year to the province. De Jong notes that this is more revenue than B.C. will collect from the entire forest industry this year, from a single plant. There are 18 currently proposed. This new LNG income tax is nowhere near the biggest source. The biggest source of revenue from this hoped-for plant is “other taxes,” which include sales tax and corporate income tax, which B.C. increased

to 11 per cent last year. University of Calgary economist Jack Mintz, who supported B.C. on its ill-fated harmonized sales tax, says this additional LNG tax is wrongheaded at any rate. “If other provinces take the same view with respect to resource taxation, new levies would be applied to oil refining, forest product manufacturing, mining processing and a host of other activities linked to resource industries,” Mintz wrote last week in the Financial Post. If B.C. does get a substantial LNG export industry, it will include gas from Alberta, with royalties going there, not here. And companies are also wrangling with the federal government over its taxes, with local governments and First Nations still in line for their cut. The big question isn’t whether B.C. will get its fair share. It’s whether there will be anything to share. Tom Fletcher is legislature reporter and columnist for Black Press.

Candidates struggle with age-old tax questions From / A7

Clement said that the city is “fighting with taxes as is... to implement any new projects would be inappropriate.” Candidates grappled with how to keep tax increases low to nonexistent while not

cutting city services. Denis Sauve said that he would “revisit what council has done and what it can afford in the future” and that he would hold any future initiatives accountable for sticking to their budgets.

Pat Kermeen said that council would have to “look at everything” they spend money on, whether it be consultants or travel and prioritize what the city really needs now versus what can wait till later.

Incumbent Jack McLeman said that he would “change [the] managerial structure at city hall” and reduce the funding spent on consultants. Incumbent Dan Washington cautioned the audience against expecting a tax freeze, stating that “no one can promise no taxes” but that he would work on a “simple strategic plan” to focus council’s efforts.

Ron Paulson spoke to beautifying Port Alberni and making it a place where people want to live and visit. According to Paulson, there needs to be an incentive for residents and businesses to renovate, rather than the disincentive of being punished by higher taxes. According to Chris Alemany, the city needs to lobby the province to bring

more long-term health facilities to the city instead of having those patients take up room at the hospital.

Residential taxes a big issue with mayors From / A7

Hira Chopra repeated his campaign promise of “no increase in residential taxes for two years,” citing the city’s ability to freeze industrial taxes as proof that residential taxes could also be frozen. “11.5 per cent is not acceptable,” said incumbent John Douglas, adding that taxes must be kept at an affordable rate “that allows us to keep the core services that give us the quality of life that we want in our community.” According to Mike Ruttan, “spending taxes is a matter of choices” and that if the city is looking to cut taxes, they need to take a look at what city services can be reduced. “Why do we need a tax increase to the amount of 11.5 per cent next year?” asked Jacques Savard,

[more-online www.albernivalleynews.com

adding that the answer was simple; city hall has been spending more money than they should, including the $5.7 million sewage lagoon that they acquired from Catalyst in 2012. “I don’t agree” with the 11.5 tax increase, said Cindy Solda, but cautioned that she couldn’t promise a zero per cent tax increase because “yes, we could do that if we start cutting away and doing things that aren’t what you want but we do have fixed costs” like hydro and road repairs. Kevin Wright cast doubt on any candidate’s ability to freeze taxes. “We have to look at how taxation is applied in our community,” he said,

adding that he’s frustrated by the more than 40 empty stores in the city that pay little tax, leaving residents to pay the brunt of taxes. While none of the candidates were in favour of next year’s proposed 11.5 per cent tax increase, they all admitted that services could suffer as a result of tax cuts. “If you’re going to cut the amount of expenditures that you’re making, something has to go,” said Ruttan, adding that choices have to be made. Chopra was more optimistic. “If there’s a will there’s a way. If council works together you can do it” and leave the services alone. “Whatever’s essential we have to keep that,” added Chopin. “What we can

do is assess our models of delivery of service and maybe there’s ways, if we’ve been doing things repetitively year after year we need to look at those and see if there’s ways we can do them differently and more efficiently,” said Douglas. “To cut costs and not services I would visit every department in this city as your mayor and see what needs to be done and iron out the kinks,” said Savard. “You’re asking can we cut costs and not kill the services? No we can’t,” said Solda, adding that more discussion and consultation was necessary to decide where services could be cut to save money while stil keeping residents happy. Wright said that a business structure needed to be brought

back into the community. The “administration model” that the city has been following means that city departments “actually dedicated to spending their budgets, making sure that all their money is spent so

that they can return and get more money the next year,” while “during a business model you tend to go in and try to find efficiencies and try to eliminate those extra costs.” The 10th Avenue crossing was deemed

too expensive and potentially too environmentally disruptive by several candidates. Other issues brought up at the meeting included education, a possible coal port, the watershed and more. reporter@albernivalleynews.com

BILL RANDLES for council

TAX RELIEF - NOT TAX INCREASES RESIDENTIAL TAXES - The city's 2014 - 2018 Financial Plan calls for an 11.5% tax increase

in 2015. We have reached the tipping point where further tax increases are simply not acceptable. The 2014 - 2018 plan also states "that the planned annual increase will not keep pace with service cost increases and reduction in services will be necessary." I believe the next mayor and council must realize it can no longer be business as usual and that the annual cycle of tax increases has to stop. They must provide oversight to cut costs - not services.

DISTRIBUTION OF TAX BURDEN- In 2006, residential taxes provided for 40% of total taxation with industrial & business paying the other 60%. In 2014, the residential proportion had risen to 58.7% and the 2014 - 2018 plan has the residential portion going to 65.1%. I realize that to attract new business, the business tax rate needs to be low. I, also, believe the present model is flawed - you don't lower business and industrial taxes by shifting the burden onto residential homeowners. What is needed is cost cutting and tax relief across the board for all.

LIQUID NATURAL GAS PLANT (LNG) AND TRANSHIPMENT HUB - There is a potentially large financial gain for our community if these projects are built: but, we must realize they hinge on attracting investors with $billions to invest and if they are built, it is years into the future. We cannot base today's city finances on something that may happen in the future. We must stay grounded in today's reality and live within our means. WATERSHED PROTECTION - I believe the next council should join in with local groups and vigorously lobby the provincial government to

negotiate a swap of crown lands for Island Timberlands private lands in the China Creek Watershed. It should be a priority to bring our primary water supply under local government control and protection.

Huu-ay-aht adopt living wage Huu‐ay‐aht will become the first First Nations community in Canada to adopt a living wage policy for all of its employees. Out of respect of all Huu‐ay‐aht employees, executive council voted in favour of implementing a living wage policy on Friday, October 24. The decision was made based on the belief that B.C.’s current minimum wage is not high enough to meet the needs of families to promote health and wellbeing.

Huu‐ay‐aht believes people should not have to decide between paying rent and feeding their family, and with today’s high cost of living, this is a reality many people face. “Too many of our people are living on minimum wage or below the poverty line,” explained Elected Chief Councillor Jeff Cook. “It is our hope that this will offer our employees choices other than to just survive and live pay cheque to pay

cheque.” The living wage that has been calculated for Port Alberni is $17.22 per hour, or $33,579 annually. Using the Canadian Living Wage Framework as its guide, Huu‐ay‐aht has agreed to adopt this as their minimum wage. By doing so, it becomes the second community in BC (after New Westminster) to adopt a living page policy for its employees. “The Treaty has given us the ability to

make decisions based on our values and goals, and implement those decisions in accordance with our own laws. The living wage policy shows how the Treaty gives us the ability to chart our own future,” said Councillor Tom Mexsis Happynook. By paying its employees a living wage, the Huu-ayaht are making a significant investment in the future and building long‐term prosperity for the economy.

Valley SENIORS

Our writer: Valley Seniors is a monthly feature compiled by Orlando Delano and featuring residents living in Port Alberni seniors complexes.

Around the world with Derek Drewe For the past 22 years, the seniors in the Valley and other community groups have “travelled around the world” in the comfort of their homes, thanks to Derek Drewe. “Memories of a wonderful time my husband and I had in Greece came back

to me when I saw those lovely pictures by Derek,” a senior commented recently. That is true also to hundreds others who have enjoyed the thousands of photos presented on the large screens of Fir Park and Echo Villages, Heritage Place, Westhaven,

Abbeyfield, among others, by the former Port Alberni Harbour Master. Before he began sharing his photos from countless trips around the world, Drewe had an active and meaningful life at sea. Born in London, England, in 1928, the son of a Metropolitan police detective sergeant, young Derek joined the British Merchant Navy as an apprentice, training to become a deck officer and soon after, during the part of the war, his ship made two convoy trips across the Atlantic to pick up grain and other food products from North America to European ports. “We brought the grain from Canada to Europe to feed the hungry affected by the war,” he recalls. Shortly after the war ended, his ship was

Liberty ship called “Sam Vigna,” a 10,000ton vessel with a crew of 30. In addition to food, they also carried coal and iron-ore from South American ports to Belgium. Drewe and the crew did several trips. “On one of those trips, we went completely around the world in 15 months,” he adds. His last months in the Merchant Navy, saw him working for

job, he joined the Canadian Air Force ground crew, and because of his marine experience, he was transferred to Comox marine division of the Air Force. From there to Holberg. In 1955 Drewe left the Air Force and got a job with a British freighter, carrying aluminium from the Alcan plant at Kitimat to Europe. The ship made stops in various ports in Nor America to load up canned fruit and also took on machinery parts for construction of the St. Lawrence Seaway. He then worked in Sussex for a short time. “I started to get itchy feet again so I set off for Southampton and got the first freighter heading to Canada!” he says. Once in Halifax, he applied for the RCMP and in a few months he found himself training for the police force.

After he got a job with the Esso Transportation Company in Venezuela. After two years with Esso, he decided to immigrate to Canada. He had thought that some day he would move to this country. Well, he landed in Montreal and then moved across this vast land and reached the West Coast by train. Travelling a historic road in a car for the 21st century

Question of the Week

Chuckanut Drive is a winding, scenic, during my time in the Prius v, which is mostly coastal and historic driving route right in the ballpark. in Washington State. In addition to a standard driving mode, Overlooking Samish Bay and offering the Prius v offers three additional drivspectacular views of the San Juan Islands, ing modes that are selected by pressing this narrow cliff face road was, up until a switch on the centre console. Scenic splendour is a constant distraction on The wagon-like body of Prius v is a little longer and your right (heading south), but there’s a steep 200 taller than a regular Prius. There’s more room for rear feet drop in some stretches, an unforgiving rock face passengers and there’s an impressive 58 per cent on the left and lots of sharp bends. An interesting historical footnote, at one time (in the late 19th century, Edison was a community of Utopian Socialists known as the Equality Colony). Not sure if I’ll ever get completely comfortable with the central instrument panel in a Prius. A switch button on the dash that changed kilometres to miles, however, was brilliantly simple and perfect for this trip. My biggest beef with the Prius v was cabin road noise at high speeds. Depending on the highway surface it can be so loud that it’s hard to converse with a front passenger. Bigger and better, the Prius v offers the functionality and versatility of a wagon, for a relatively small price premium. Toyota’s tried and trusted Hybrid Synergy Drive system offers outstanding fuel economy and surprisingly good power, when needed. Interestingly enough, a few people plan to do only half the journey... seems to me that’s like climbing half way up Everest!

Driving all 3,945 kilometres of the famous Route 66 from Chicago to Santa Monica has always been on my bucket list. However, I’m hoping that after enduring a week on that often rocky and

rough road that it will not be the last of my ever expanding must-do-beforeI-die list! On Saturday, November 1, I head to Chicago for a route briefing and meeting with Gary Fleshman, who has driven the route more than 100 times. I am one of 14 journalists from across Canada participating in the drive staged by Nissan Canada to launch the 2015 versions of the Altima sedan and Rogue sport ute. Interestingly, a few people plan to do only half

of the journey . . . seems to me that’s like climbing half way up Everest! The daily trek will range between 450 and 600 kilometres, getting us to California by the evening of Saturday, Nov. 9. We’ll pass through Illinois, Missouri, Oklahoma, Texas, New Mexico, Arizona and California. Along the way, we’ll visit many locations made famous through Hollywood and TV documentaries, not to mention dozens of books. Personally, I’m looking forward to

An overnight stay at the El Travatore Motel, in Bullhead City, AZ, where we pick a theme room, quickly follows that chill night. Elvis Presley or Marilyn Monroe? Wonder if this drive was on their bucket list. The organizers suggested we swap partners part way across before fights break out. My drive buddy for four days will be Toronto Star scribe Mark Richardson. Second prize was eight days with my fellow Brit. Truth is neither of us will spoil another couple, well at least for four days. I’m currently watching as many episodes of the 1960s’ era Route 66 TV series as I can and digesting every story. Of course, I’m making a compilation tape, I mean picking a playlist for my MP3 player. I’ll be sharing my adventures with Driveway readers during and after the trip. Bulldogs’ Josh Adkins celebrates after scoring the winning goal in Alberni Valley’s 3-2 win over Cowichan Capitals last Friday. The Bulldogs scored five of six points in three games, beating Cowichan and Chilliwack and tying Langley. The Bulldogs are 6-3-1 in their last 10 games.

Sheep defeat Piggies at home SUSAN QUINN ALBERNI VALLEY NEWS

The dregs of Hurricane Ana failed to stop the Port Alberni Black Sheep last weekend as they beat Cowichan Piggies 20-7 on a soggy home rugby pitch. Anthony Selva opened scoring for the Black Sheep with a No. 8 pick, running by three Piggies before scoring between the goal posts. Neil Thurley kick the convert and the Black Sheep were up 7–0. Thurley connected on a penalty kick to make it 10–0, then Ty Shannon scored and Thurley converted to give the Black Sheep a commanding 17–0 lead. A final penalty kick from Thurley late in the half gave the

Sheep a 20–0 lead at halftime. Cowichan scored a try late in the game but it wasn’t enough to do any damage. “It was a huge win for us; it was Cowichan’s first loss of the year,” head coach Jas Purewal said. editor@albernivalleynews.com Twitter.com/AlberniNews

A veteran coach from Port Alberni has hit a home run with a book about baseball on Vancouver Island. The book 20 Years of Royals by retired Alberni teacher Jim Seredick chronicles the 20-year history of the Parksville Royals junior boys baseball team. Seredick has been the pitching coach for the Royals for 15 years. The self-published 300-page book has 65 pages of photos, including 20 team pictures of every team in the Royals history. Seredick, coach Dave Wallace and general manager Clyde Inouye also offer personal perspectives about the team. The initiative has been a labour of love, Seredick said. “I initially thought it would take three weeks at most to write the book...four and a half months later I gave the final transcript to the printer,” he said. The book has sold out two printings and now is into the third run of books, Seredick said. The Royals are a high school team

Other Alberni players over the years include Warren and Dustin Holland, Ryan Chenard, Gurpreet Rai, Curtis Dolynny, Brad Thomas, Mike Seredick, Ryan Tebbutt, Gerritt Van Kooten and Sam Visona. Part of the book is devoted to players who have gone on to play baseball past the junior level. “Over the years we have placed close to 100 players in college or university baseball programs,” Seredick said. Several players have played on Canada’s junior national team including Alberni’s Ryan Chenard. As well, a number of Royals have been on Canada’s National Baseball team

and played in the International Baseball World Cup series. Some of those players have gone on to professional careers, like Courtenay’s Taylor Green who plays in the Milwaukee Brewers system. The book costs $20. There are plans to digitize it and make it available on Amazon. “Once it is digital it can be constantly updated and in a sense will be an ongoing story for as long as the team is in existence,” Seredick said. The book is Seredick’s second. His first, Totem 50 was penned in 2005 and was a record of the Totem basketball tournament’s then 50-year history. reporter@albernivalleynews.com Twitter.com/AlberniNews

Above, Alease and Chris Arcus made it a family day at Arrowvale with their children, from left to right are Eve, Ellie and Jaris. The sun on Sunday brought throngs, below, to Arrowvale Campground and cottages for the hay ride to the pumpkin patch. This Saturday they are having an apple press.

Abbeyfield residents, above, volunteered their time to assist in the monumental task of stuffing the envelopes for the West Coast General Hospital Foundation fundraiser that will soon appear at your door. Below, Sunshine Club members also volunteered their time to stuff envelopes for the West Coast General Hospital Foundation. Chair of the foundation, Ed Francoeur stands behind to collect the envelopes along with Mary Booker a board member.

City crews have been busy installing the final pieces to the centennial fountain in front of Echo Centre. The four pieces to the fountain were sculpted by artist Walt Collins, commissioned by the 2012 centennial committee. At the closing ceremony to the year-long centennial celebration in January 2013, members of the community signed rocks that have since been affixed to the four bowls of the fountain.

Ryan joined our carrier team in April and has been providing excellent service to the 68+ residences on his route. Ryan’s favourite pastimes are playing video games, watching movies or cheering on the Bulldogs at local games. He enjoys having an AV News paper route because he gets fresh air and exercise as well as spending money for fun stuff!

We Are All One show opens MUSEUM: | Residential school art exhibit provokes thought, reflection as it opens at Alberni Valley Museum. SUSAN QUINN ALBERNI VALLEY NEWS

Paintings hanging in galleries often elicit emotions in people— they love them, they hate them, they find them confusing—but the emotions filling the Alberni Valley Museum’s gallery were palpable last week, as the We Are All One exhibit opened. Fifty years ago, children at the Alberni Indian Residential School (AIRS) created paintings in an extra-curricular art class led by late artist Robert Aller. Now, a selection of these paintings have returned to the Alberni Valley in an exhibit honouring residential school survivors. Many of the artists/ survivors were on hand for the opening. “This has been an amazing journey,” says Dr. Andrea Walsh, a visual anthropologist at the University of Victoria. Walsh is one of the people behind the exhibit, who has done an enormous amount of research to find the artists and gain permission to exhibit the work. The artwork was unveiled in a ceremony at the Alberni Athletic Hall in March 2013, when the artists were reunited with their paintings. The artwork has also been included in X some of the 10.375" 2.857

Georgina Laing discusses her artwork with a patron during the opening of ‘We Are All One’ at the Alberni Valley Museum last week. Art has been a catharsis for Laing, who said she was deeply affected by her time at the Alberni residential school.

truth and reconciliation process for residential school survivors. There are 75 pieces in the AIRS exhibit, 37 of which are included in the show, Walsh said. Some artists have not yet been found, so their work is not displayed; others have declined to put theirs on display. Georgina (Cootes) Laing is one residential school survivor who allowed her work to be included: a picture of home in Kildonan, where she grew up with the Uchucklesaht First Nation. “I didn’t paint the houses (on the beach) because I knew what was going on in some of them,”

she said. Some of Laing’s paintings that she completed while

in treatment on Quadra Island are hung beside the piece she did in Aller’s

class; she included them to show the after-effect of attending residential school. She asks that they not be photographed as they are not part of the original intent of the exhibit. “What I realized later is (residential school) impacted people. I feel it’s a really good thing to educate people on what happened so it never happens again. If they can feel it, they seem to be able to remember it.” Huu-ay-aht Chief Councillor Jeff Cook, also part of the survivor’s group, has a piece in the exhibit, and although it is his signature on the piece—depicting a black crow on a gray background—he admits he doesn’t recall painting it. “When I first saw my painting back in April 2012, it was a very emotional thing for me,” he said. “it was something from my past, something physical I’d never had a chance to hold onto when we left (the school). “We left with what we had, our suitcase and our shoes. We never took our personal belongings because they generally threw them away. “It’s a godsend Mr. Aller saved these paintings.” We Are All One will be at the museum until March 7, 2015. editor@albernivalleynews.com Twitter.com/AlberniNews
