ISKUT - A group of Tahltan and others who had been blocking access to the nearly-completed Red Chris copper mine owned by Imperial Metals have, for now, stopped their action.

The decision earlier this week followed the granting to Imperial Metals of an interim junction to stop the blockade and, as of Oct. 14, an enforcement order which could have resulted in the arrest of people at the blockade.

“When 15 of our elders were arrested in 2005 to protect the Tl’abane [Klappan area] it had huge impacts on our community. Although we were willing to make this sacrifice again, to protect our elders and children from this trauma, we’ve decided to not

be arrested,” the Tahltan group known as the Klabona Keepers said in an Oct. 14 statement.

“Instead, we will fight the injunction in court and are calling on Imperial Metals and government to come meet with us to discuss the matter under our own jurisdiction.”

The statement was accompanied by a letter sent to a group of provincial politicians, including Premier Christy Clark, and Imperial officials, including president Pierre Lebel, for a meeting this week.

ing taken to protect the elders, grandmothers, women and youth from RCMP action ordered by the provincial and federal system of government. The Tl’abanot’in [Klabona Keepers] have already been arrested as they stood on their land to protect it, but not today,” the Oct. 14 statement continued.

The blockade by the Klabona Keepers went up Sept. 29 and is assisted by environmental activists and by the Secwepemc First Nation whose traditional territory takes in the Mount Polley copper mine in the Cariboo.

The Klabona Keepers set up a first blockade in August after the Mount Polley spill but it was taken down after the Tahltan Central Council and Imperial Metals reached an agreement for Imperial to pay for an independent review of the tailings pond by a company chosen by the central council, something which the Klabona Keepers first agreed to.

That review is ongoing.

At the same time, the province still has to issue a effluent discharge permit to Imperial before it is in any position to open the mine. Final power line work to the location still needs to be completed as well.

PRINCE RUPERT Voters now have one month to decide on whom they will cast a ballot for after the cutoff for nominations came and went on Friday.

There were no new entries for Prince Rupert’s mayoral race last week. As of 4 p.m. on Oct. 10, Lee Brain, Tony Briglio, Sheila GordonPayne and Jack Mussallem were candidates battling for the mayor’s chair.

Five of six Prince Rupert councillors presently in office have entered to run again, with Anna Ashley, Barry Cunningham, Gina Garon, Nelson Kinney and Joy Thorkelson all submitting their names into the race. Wade Niesh and Gurvinder Randhawa, who both ran for a seat in the 2014 by-election, are also seeking one of six city council seats, in addition to Blair Mirau and Raymond Pedersen.

In Port Edward, Mayor Dave MacDonald is pursuing his third term as the community’s leader, with Alice Kruta also putting her name forward for the mayor’s seat.

There are 10 individuals going for one of five chairs around the School District 52 board of education table. Current trustees Terri-Lynn Huddlestone, Bart Kuntz, Tina Last and Louisa Sanchez are all seeking

election in November, with James Horne, June Lewis, Fanny Nelson, Kimberly Williams and William Spat also entering their names into the race. Interestingly, city councillor Judy CarlickPearson has decided to run in the school board race this year.

Janet Beil will be returned by acclamation, as the lone candidate running for the board’s rural seat.

Tanya Ostrom, the City of Prince Rupert’s chief election officer, said candidates are able to withdraw their names

up until Oct. 17 at 4 p.m., at which time the list of candidates will be finalized.

There will be three opportunities for advance voting in Prince Rupert and one in Port Edward. There will also be a special advance vote at the Prince Rupert Regional Hospital for those unable to leave the facility.

General voting will be on Nov. 15 at the Jim Ciccone Civic Centre in Prince Rupert and at the municipal office in Port Edward. Results will then be announced.

KITIMAT - The much-dilapidated Alexander Townhouses could be in for a refreshing future with a developer seeking to rebuild the plot of land with new, modernized townhouses and apartment units.

Speaking by phone from Quebec, Coast to Coast’s Chief Development Officer Gloria Couillard said the proposal is a two phased effort.

First phase is eight buildings, with a mix of apartment units at three storeys high, and semi-detached townhouses at two storeys high.

Phase two will be two additional apartment buildings at 12-units each, and two other rows of townhouses.

The presentation to council was a general overview, as a proper application for any potential rezoning or development per-

mits has not been submitted at this time.

The proposal did peak interest in council, no doubt pleased at a development that would revitalize existing property.

“This is very, very, very exciting for us, I can tell you that,” said Mayor Joanne Monaghan after Couillard concluded her presentation.

“No doubt not just council, I think the whole community has been waiting for somebody to come and possibly redevelop that area,” added Councillor Phil Germuth.

Responding to question, Couillard said the market would dictate whether the development would gear towards rental or ownership.

Between phase one and two, the complex could see about 105 living units, compared to the 65 constructed on the site today.

On density, Couillard said the

development would better use the land than the existing townhouses.

“The way that it was developed initially is definitely not exploiting the capacity of that land,” she said.

There are residents who live in the Alexander townhouses but given the conditions of those units Housing Resource Project Worker Paul Lagace said it’s best for them to move out anyway.

That said it will impact those who are still paying fairly affordable rents in those places but rent is rising up to $1,500 for many anyway.

“Question is, where do these families go?” he asked. “But honestly, they couldn’t continue staying there anyway.”

He said the development would be a great contribution to the city. “Is it affordable stuff going in there? No, but it’s not affordable anyways.”

Election race in the Hazeltons

HAZELTON - There’s a race in the Hazeltons to determine who will represent that area on the Coast Mountains School District board.

In the running are Shar McCrory and Larry Joseph. Both filed by the deadline of Oct. 10.

There’s also going to be a race in Kitimat where three people have filed for that area’s two

school district seats.

Ray Apna-Ral, an incumbent, is running again as is Tim Carter and Margaret Warcup.

And there will also be a race in Terrace for its two seats on the school board. As of Oct. 10, only current board chair Art Erasmus had filed. But when the nominating period was extended until 4 p.m. the afternoon of Oct. 14, two

more nominations had been received. One was from current vice chair Roger Leclerc, who had said he wouldn’t run again, and the other was from Diana Penner, a former trustee.

Gary Turner, the existing trustee for Thornhill, was the only person to file there. And Angela Brand Danuser was the only person to file for the Stewart seat.

Rushbrook Harbour in November reopen date for pool need of beautification

PRINCE RUPERT - The City of Prince Rupert believes Rushbrook Harbour is in need a facelift.

Coun. Joy Thorkelson brought the topic to council last week, stating when compared to other facilities in the province, Rushbrook Harbour is in rough shape.

“I don’t want to make anyone think our floats aren’t safe. What I’m saying is that they are not up to the tourist standards that the other floats [are],” she explained.

Thorkelson visited various floats on Vancouver Island this summer and said the community’s main tieup floats are “the absolute worst”.

“We need to talk to the Port Edward Harbour Authority about spending some money beautifying our main float,” she said.

PRINCE RUPERT - A new exhaust fan is proving to be more trouble than originally thought while being installed in the Earl Mah Aquatic Centre’s pool.

Due to a number of factors, the City of Prince Rupert and Northern Health have deemed the pool unfit for public use while an ongoing series of upgrades are performed.

City manager Robert Long explained in detail the lengths pool workers are going to open the pool as fast as possible last Monday night during a city council meeting .

“Because of a number of issues, particularly the fabrication of the exhaust fan for the pool boiler and the need for us to continue to work with Northern Health,” explained Long, “... that we’ll be doing a number of things through October with the idea to open the

Thorkelson said Rushbrook Harbour is not as user-friendly as the other floats she visited this past summer for a number of reasons, including limitations on its facilities.

“People are defecating along the trail because on the weekends and in the evenings the washrooms are closed there, and people are down there working on their boats,” she said.

Members of council agreed the city should have a discussion with the Port Edward Harbour Authority about making improvements to Rushbrook Harbour, as well as highlighting its concerns with the Department of Fisheries and Oceans’ Small Craft Harbours program, which provides funding to the harbour authority.

Come celebrate the 35th product of the Aluminum City Telethon (ACT) on October 19, beginning at 11 a.m. with an opening by the Mount Elizabeth Middle Secondary School (MEMSS) concert band with a medley from Disney’s The Lion King.

There is a wide variety of talent throughout the day including demonstrations of the Kitimat Karate Club at 1 p.m. and the Kitimat Dynamics Gymnastics Club at 5:45 p.m.

Organizers have pulled together an impressive line-up of musical groups as well: Cameron

Lutz at 2:55 p.m. and then again just after 3:00 p.m. along-side Eugene Chang. The Chrilons at 3:25 p.m., Liz Hoffman’s band at 4:15 p.m., December Stars at 6:10 p.m., Bill Vollrath at 7:15 p.m. and One to Wait at 8:30 p.m.

Official Community Plan Bylaw – the purpose of the Official Community Plan is to document a vision for future development in Stewart and to provide policies that will guide District Council and the community at-large to help achieve the vision. The Official Community Plan includes a Land Use Plan component which provides policies directly related to the future development of various land uses (i.e. residential, commercial, industrial, institutional) and a Community Development component which provides policies and actions relating to economic development, infrastructure, social development and housing among others.

Zoning Bylaw – the purpose of the Zoning Bylaw is to regulate how land is used. It addresses issues such as the permitted uses on various parcels of land, setbacks from property lines, building coverage and siting, use of accessory buildings, parking requirements, and other key matters that relate to the development and use of a property.

Stewart’s previous Official Community Plan Bylaw and Zoning Bylaw were adopted in 1996. Both of these documents have been rewritten and apply to the entire District.

TERRACE - Pacific Northern Gas employees pooled a large sum of their individual safety incentive points resulting in the purchase of a little better than $5,000 in toys that were handed over to the Salvation Army at the 2014 Annual Terrace/Kitimat Toy Run which was held on Sept. 27. Firearms stolen from Gitsegukla

NEW HAZELTON - New Hazelton RCMP responded to 95 calls during the period of Oct. 2-8 October 4 - It was reported that on the 800 block of Sunset Ave in Gitsegukla, a home was broken into through a window and some firearms were stolen.

Firearms are described as a .22 cal Marlin rifle and a 30-30 Winchester rifle.

October 6 - 9:46 am, four mud tires were reported stolen from the back of a truck on the 3400 block of Templeman St in New Hazelton.

October 7 - 7:03 pm, police attended the John Field school for a break and enter in progress. A teenage male with black hair, wearing red sweatpants and a black jacket had entered the school through a window and was found by staff in an office. The investigation is ongoing.

October 7 - 8:27 pm, RCMP responded to a complaint of mischief to a vehicle on the 1800 block of Aspen Lane in Gitanmaax. The owner of a Chrysler Intrepid reported that their gas tank had been tampered with.

With winter on the way, authorities are also reminding people that as of Oct. 1, winter tires are required on many highways throughout the province.

As a result of the technical analysis completed during the provincial government’s Rural Highway Safety and Speed Review, winter tires have been defined as those labelled with either the winter mountain/snowflake symbol or the mud and snow (M+S) designation.

Winter tires must also be in good condition with a minimum tread depth of 3.5 mm.

Campaigning underway for Terrace elections TERRACE - Nominations for local government positions closed Oct. 10 with the result being as much about the few people running for some offices as about the number running for other offices.

While there is going to be a race for mayor of Terrace between two people and there 13 people running for the six council seats, only one person was nominated, current school district chair Art Erasmus, for the two Terrace seats on the Coast Mountains School District and one person, current trustee Gary Turner, was nominated for the Thornhill seat on the school district board.

Meanwhile, in the Regional District of Kitimat-Stikine, current Thornhill director Ted Ramsey was the only person to be nominated again for that seat and only one person, newcomer Jessica McCallum-Miller, was nominated for the seat that takes in the rural area north of Terrace stretching down south past Lakelse Lake toward Kitimat.

In those situations where only one person was nominated for one seat, that person will be declared elected by acclamation.

In a situation when no one was nominated, as is the case with one of the two Terrace seats on the school board, the first step by returning officer Cathy Jackson was to extend the nomination period until yesterday.

The Terrace mayoral race is between current city councillor Bruce Bidgood and a former councillor Carol Leclerc.

Of the 13 Terrace council candidates, all of the current councillors are running again – Lynne Christiansen, James Cordeiro, Brian Downie, and Stacey Tyers.

The 13th candidate, Jessica McCallum-Miller, who turned 21 Oct. 10, is the same Jessica McCallumMiller who was the only person to file for the rural Terrace area seat on the regional district.

Cathy Jackson, the chief election officer for all three local government elections, confirmed that McCallumMiller has been nominated for both Terrace city council and the regional district.

“Yes, she can,” said Jackson of McCallum-Miller’s dual nominations.

Jackson said she checked into that possibility before nominations began as there was a query about someone wondering if they could be elected to city council, to the regional district and to the school board. If elected to city council and if named by acclamation to the regional district, McCallum-Miller could not then also serve as the city-appointed director on the regional district board.

Speaking late last week, McCallum-Miller said she originally wanted to run only for Terrace city council but then also decided to run for the regional district seat.

“I want to run for the people behind the curtains that don’t normally get applauded,” she said, noting she has volunteered for several social causes and that running for council has been a dream of hers since she was 16.

She said she wants to be part of the changes underway in the area.

General voting day is Nov. 15 but there will also be advance polling for those unable to make a trip to the ballot box on the general voting day.

Dolly’s Fish Market featured in recent episode of Pitchin’ In

PRINCE RUPERT Dolly’s Fish Market’s delicious Halibut Elite Burger had viewers drooling across Canada last week when the Prince Rupert restaurant was featured in the Food Network’s popular series Pitchin’ In. Charmayne Carlson, owner of Dolly’s, said it was an honour to be recognized by the Food Network and to have celebrity chef Lynn Crawford visit her restaurant. Carlson is not only a fan of Crawford, but also looks to her as an idol.

“You can’t get bigger in my eyes,” she said.

Crawford has more than 25 years of culinary experience, starring in the Pitchin’ In series that follows her as she visits fishermen, farmers and food growers around North America searching for the freshest and best ingredients.

The Food Network contacted Carlson back in April with

Yaishia Schlez, Dolly’s front-end manager and Carlson’s daughter, said filming was a blast.

“The whole time Lynn was here it was like a ball of laughs.

She was picking up our phone and answering calls and walking through the kitchen like it was no big deal,” Schlez said.

While filming, Crawford learned how to make Dolly’s acclaimed Halibut Elite Burger, which she refers to as “the most incredible halibut burger” in the episode.

“Watching Lynn and mom work together in the back mak-

ing the halibut burgers was probably the most fun,” Schlez said.

“All you could hear back there was laughter.”

The episode, titled “Pitchin’ In at the Lodge”, follows Crawford on her journey to Eagle Point Lodge, 30 kilometres away from Prince Rupert. Crawford offers to prepare a dinner for the lodge’s owner JR Shaw and his staff, catching fresh halibut with the help of its guides.

After a successful fishing trip, Crawford stops in Prince Rupert to pick up some ingredients, taking the opportunity to stop by Dolly’s.

“In Prince Rupert, I’ve heard of this special halibut burger that they prepare at Dolly’s Fish Market,” Craw-

ford said in the episode.

“I’ve dreamt about those burgers.”

Clips taken at Dolly’s include Carlson and Schlez, along with cooks Marshall Nelson and Basil Lewis.

“I got all my staff to come in. That was [important to me to do] when the Food Network came. All my staff that wanted to be on T.V. got on T.V. which was awesome,” Carlson said, noting the entire Dolly’s team is responsible for its success.

Carlson and Schlez also appear in interviews scattered throughout the episode, starting off with a remark by Schlez that halibut are ugly.

“When I first saw myself I got a little teary-eyed, I won’t lie,” she said with a laugh, calling the experience both surreal and gratifying.

Carlson said she hopes the episode will attract more visitors to not only her restaurant, but Prince Rupert in general.

“It’s not only Dol-

ly’s, they showcased Prince Rupert so well,” she said.

Approval for project modifications

PRINCE RUPERT - Pacific NorthWest LNG brought its modifications in the design of the Lelu Island terminal to the public last week, changes that were largely met with approval.

“Overall, I think it has been positive. We are very pleased to see our design mitigations are being positively received,” said spokesperson Tessa Gill at the Oct. 8 open house in Prince Rupert.

“We have taken a lot of effort to listen to the community and First Nations in terms of their concerns about the project and, as you can see, we have put quite a few measures in place to overcome those concerns.”

The Prince Rupert open house, which attracted more than 75 people, followed an open house in Port Edward the previous day that attracted more than 40 residents. Gill said she was glad to see that kind of interest in what Pacific NorthWest LNG is proposing.

“It is important for the community that they are being heard. We are taking considerable effort to demonstrate that and seriously consider their concerns and mitigations,” she said, noting consultations are ongoing.

“We hope to have a further open house either in December or January, depending on demand and how much people want to know about the project, but we decided it would be important that people were informed of these mitigations and what we are

doing ... as soon as we get an idea and the idea is formed to the point that we think it is something we can do, that it is feasible, then it is very important to bring to the community so they can be involved early on.”

Along with information on the design changes, the open house included renderings of what the terminal and associated trestle would look like both from Port Edward and Kitson Island.

Pacific NorthWest LNG remains on track for a final investment decision by the end of the calendar year.

Rampage fall to River Kings in Terrace

TERRACE - Battling back from two three-goal deficits, the Prince Rupert Rampage’s valiant third-period comeback efforts were snuffed out in a 6-4 loss Saturday night at the Terrace Sportsplex against the River Kings.

Down 3-0 after the first period and later 4-1, the Rampage found themselves in a hole early against one of the Central Interior Hockey League’s (CIHL) most imposing teams to begin this 2014-15 season.

“We have a good skating team and so do they,” said Rampage trainer Jules Robinson on Sunday.

“They’re getting a lot better each time we meet them.”

And the Rampage (1-1) almost had the game tied 5-5 with under four minutes left in the contest when forwards Kory Movold and Tyler Bates streaked down the ice on a 2-on-0 rush.

Movold shot but the puck went wide, and the Rampage’s hopes of winning their first road test were put to bed, but not without a furious third period that saw Rupert score three times to make the game 5-4.

“We weren’t happy with the way the last 10 minutes of the first period went but the team regrouped and got back to the game plan the coaches put together for us,” said defenceman Derek Baker on Sun-

KITIMAT - Sometimes to play hard you have to work hard.

That’s the mantra adopted by the Kitimat Snowmobile and Hikers Club (KSHC) with respect to the most current and more-than-bite sized project they have undertaken to improve outdoor recreation opportunities in the Kitimat Valley.

Through an existing relationship with Recreation Sites and Trails BC, hundreds of hours of volunteer labour, the use of club funds generated through fundraising and membership dues, and with support from sizable grants from the District of Kitimat and the Northern Development Initiative Trust, the local nonprofit organization is replacing the existing Robinson Ridge recreation area sub-alpine cabin.

The existing 1980s vintage stick framed, plywood clad, one room cabin is being replaced by a dovetailed log cabin pre-manufactured in Prince George and complete with loft and covered front deck.

Given the remote location and difficulty in accessing the sub-alpine installation location, the primary means of transport must be by helicopter, something the club has, to date, worked closely on with Quantum Helicopters. Given the cost of materials, the non-profit status of the club, and the perceived benefit of the project to Kitimat and surrounding area, KSHC has been overwhelmed by generosity of local businesses in their donation of materials and services.

With a cabin package delivery date of August 14 the rate of progress through late August and September has been rapid, starting with cabin location, and an end goal of the cabin being fully outfitted and ready for use by the end of October.

TERRACE - Nearly 150 people braved one of the raniest days in month for the annual All Seasons’ Fall Run Oct. 5.

“It was actually very amazing that we had so many participants due to one of the worst weather days we have had in months,” said organizer Nadene Butler. “The rain started at 8 a.m. during set up and did not relent until the race was well over.”

The run saw 21 people in the 21 km race, two in the 10 km walk, 96 in the 5 km, and 33 in the 10 km. And 14 students from Lax Kw’alaams came from the coast to participate.

“Thank goodness for all our super volunteers,” she said.

“I wish I could list them all but we had so many and without them this event would not have happened. Also the community sponsors. The All Seasons’ run really is a great community event that promotes healthy active living for all ages and hopefully it will continue next year.”
