The long-stalled development that was to become Colwood’s Capital City Centre may soon have a new owner. On Oct.9, the Supreme Court of B.C. approved an agreement that will see North American developer Onni Group begin to take control of the development. “The transaction is a two-step process that is expected to close in December,” League Assets CEO John Parkinson said in an email. Though Onni’s application was approved in court, there are still a number of steps that need to be taken, including a 30-day waiting period before the deal is finalized. Onni Group submitted a bid of $17.5 million for the properties, which will be used to pay out two Colwood secured creditors, the priority claim of Peoples Trust and outstanding property taxes. Onni will also provide an additional $8.9-million consideration, which will be given to unsecured creditors after adjustment for costs. Though the consideration falls far short of completely paying off the unsecured debt, which amounts to nearly $135 million in claims, it’s at least a partial recovery that wasn’t expected with other offers on the properties. Onni’s acquisition also means that the City of Colwood could expect to see some forward development of the site in the future, though the company has not released any specific plans at this time. “It’s in a very prominent location, so any activity to bring it to completion would be welcomed, that’s for sure,” said Colwood Mayor Carol Hamilton. acowan@goldstreamgazette.com

Prison play reflects on inmates’ experiences Acting a ‘transformational experience,’ says director Angela Cowan News Gazette staff
Prison-based theatre group William Head on Stage is offering the community something a little different this season, with a play written by the inmates and based on their collective experiences. “Time Waits for No One: A Prison Play” was inspired when several of the inmates of the minimum security prison read The Five People You Meet In Heaven, a book which looks back and reviews the protagonist’s life after his death. The question, “If you could travel back in time, what advice might you give your younger self?” evolved into the central theme of the William Head play, with main character Eddie coming to terms with what he has given and taken from people
throughout the course of his life, and the ripple effects created by his actions. An old man looking back over his life, Eddie revisits an amusement park he explored as a kid, and finds a magical carousel that takes him back to relive pivotal days in his past, with five spirit animals helping to guide him through the experience. The inmates hired Kate Rubin, an actor, director and drama teacher with more than 25 years experience, to help bring the story to life. “We’re calling it a fable, because it’s a simple story, but it holds many of their stories within it,” she says, adding that of the 20 inmates in the theatre company, practically every one of them has contributed their experiences through writing, workshopping and group discussions. “These men’s stories are a combination of moving and amazing, challenging and painful,” she says. “(This experience) can be very transformational for these people.”

The inmates have been involved with every step of the process. They’ve worked throughout the summer to transform the prison gym into an interactive amusement park, designing and building sets and interactive carnival games. And at the end of all the hard work, they’ll experience the thrill of being onstage in front of a live audience. “There’s something really amazing that can happen just in that audience-performer

It can really shift someone’s direction.” This is Rubin’s fourth year working with WHoS, and her second experience as a director after 2012’s sold-out performance of “The Hobbit.” She and seven other women in what they call the Prison Arts Collective have been working hard with the inmates to see the show come together. “Time Waits for No One” is running now until Nov. 8. Penalty points added for distracted driving
Talking on your handheld phone or fiddling with a music player while driving will cost you three penalty points in addition to a $167 fine, effective Oct. 20. Justice Minister Suzanne Anton announced the additional penalty points last week, making it the same as the penalty for texting and driving. Penalty points are also added for infractions such as watching a video or programming a phone’s GPS system. Anton said the B.C. government is also reviewing its fines and could increase them, but not to the $1,000 fine Ontario drivers face for a first offence of distracted driving. “I think a $1,000 fine is rather high,” Anton said. Penalty points remain on a driving record for five years, and result in a $175 increase in insurance as soon as they exceed three points. Fines and points for two distracted driving tickets in a year add up to at least $634. At nine points, the Superintendent of Motor Vehicles considers licence suspension. Anton said there were 51,000 tickets issued last year for distracted driving of all kinds. “Ticket volumes show us that more drivers are ticketed for talking on an electronic device than for texting and driving, and so that is where we decided to start with the new penalty points,” Anton said. Distracted driving is the second biggest cause of fatal vehicle accidents, with an average 88 people killed per year from 2009 to 2013.

Langford resident Roy Tennant, the longest-serving Buffalo in the room at 64 years – he turns 94 soon – proudly listed some of the local group’s previous works. They include funding a playground on Carlow Road, securing truckloads of sand and hauling it down for the original beach at Langford Lake and of course, cooking up their famous buffalo burgers at the Luxton fairs as a charity fundraiser. The Buffaloes convene their
Grand Lodge, a regional gathering of local lodges, every six months and rotate its location between the primary lodges in B.C. and Alberta. The largest and most active of those is in Medicine Hat. Senior members from that group, including Deputy Grand Primo Leslie Shepard and Grand Chamberlain Peter Allibone, were on hand last week to help guide the meetings and share in some social good times. Next April it’ll be their turn to host. The Royal Antediluvian Order of Buffaloes, which has local lodges all over the world, originated in England in 1822 and still has its overarching Grand Lodge there. editor@goldstreamgazette.com

A local fraternal and charitable group with an exclusive and exotic-sounding name recently hosted their brothers from across Western Canada. Guided by elected Grand Primo Ian Howes of Langford, the Royal Antediluvian Order of Buffaloes gathered for “Grand Lodge” meetings at their hall in a residential section of the city to go over common business, compare notes about fundraising events and generally hobnob with members from Medicine Hat, Alta., Nanaimo and the Lower Mainland. “First and foremost we’re a fraternal order,” said Howes. He pointed out, however, the local lodge regularly donates to such groups as the Royal Canadian Legion, supports local ball teams and contributes to Santas Anonymous. While relatively small in num-

Colwood Corners may rise again The final chapter has yet to be written in the unhappy story of League Assets, its disintegration and the financial hit taken by its many levels of investors. But word that a $17.5-million bid by Vancouver development company Onni Group to purchase the spun-off portion of League’s assets at the former Capital City Centre has been approved by the B.C. Supreme Court came as good news to the City of Colwood and its taxpayers. Not only does the complex restructuring deal call for secured creditors such as the city – owed roughly $700,000 in unpaid property taxes – to be paid out first, it could well breathe new life into the original vision for Colwood Corners as a residential and commercial hub for the city. The tentative deal opens the possibility to restart a project left as an eyesore when League pulled the plug in 2013. A part of Onni’s bid proposal that we particularly like is the extra $8.9 million injection of cash, designed to provide at least some payback for the numerous unsecured creditors left in a lurch by League’s bankruptcy. Those investors, owed roughly $135 million, deserve to share in this good news, even if it’s a small portion of their original investments. To us it not only shows good faith by Onni in the future of the project, but good corporate citizenship, the kind Colwood can use right now to remind other potential investors the city is a good place to do business. While the $250,000 non-refundable bid deposit paid by Onni to be part of the process is a cost of doing business for such a company, we see that as another sign they are serious about making a project work at this location. Just what Onni’s plan for the site might be has yet to be determined. But as a deeppocketed company experienced in all facets of development, from residential to commercial, they are the kind of partner Colwood should be able to work with to create the kind of centrepiece long desired for this high-profile area of the West Shore. The commission is calling for an “exit strategy” for these communities, starting with loan forgiveness that would allow them to pursue economic activity. There are First Nations, Westbank and Osoyoos prominent among them, which are thriving without treaties. Haida and Klahoose have developed successful forest products businesses as they move toward self-government. Federal and provincial governments must recognize the successes, and the failures. LETTERS Kudos to council for burning bylaw A big thank you to those on the Langford council who voted to put Langford residents’ health and the environment first and take the big step to modify the burning bylaws. I understand that it will inconvenience some who will now have to pay to dispose of garden waste they used to burn, however due to the drastic increase in new homeowners, Langford’s property tax revenue has also increased exponentially keeping annual taxes often thousands of dollars less than other municipalities. Easy and quick to prepare and tastes so satisfying with the wonderful combination of the pumpkin and the spices. Perfect for fall lunches and snacks on the go.
Pumpkin Spice Muffin
Ingredients: 1 cup canned pumpkin puree ( no spices added) 3/4 cup all-purpose flour 3/4 cup whole wheat flour 3/4 cup sugar 1 tsp baking soda 1/4 tsp baking powder 1/4 tsp cloves 1 tsp cinnamon 1/4 tsp nutmeg 1/8 tsp allspice 1/2 tsp salt 1/3 cup vegetable oil 2 eggs room temperature 1/2 tsp Vanilla 1/2 cup chocolate chips ( optional) 1/4 cup pumpkin seeds ( optional) Directions Preheat oven to 350 degrees. Line muffin pan with paper liners. In a large bowl combine flours, sugar, baking soda, baking powder, cloves, cinnamon, nutmeg, allspice and salt. In another bowl, beat together pumpkin puree, vegetable oil, vanilla and eggs. Combine pumpkin mixture into dry mix and stir until smooth. Scrape down sides of bowl. Fold in chocolate chips and pumpkin seeds if desired. Scoop batter into prepared muffin cups.

Dr. Guðrún Ingimundardóttir is the chairman of Ríma, the traditional folk singers group in Fjallabyggð, Iceland. She founded Stemma—The Icelandic Traditional Folk Music Association in March 2013 and is the first teacher of Icelandic traditional singing (kveðskapur) in an official music school in Iceland (Tónskóli Fjallabyggðar). Her presentation will focus on rímur and other traditional musical forms. Guðrún has a M.A. in music theory and composition and a Ph.D. in music composition with a minor in ethnomusicology (2009) from the University of Arizona.

It’s taken until game 15 of their Vancouver Island Junior Hockey League season, but the Westshore Wolves finally get to test their mettle against the Victoria Cougars. As the teams prepare to face off for the first time this season tonight (Oct. 15, 7 p.m.) at The Q Centre, Wolves head coach Brian Passmore said there’s a feeling of excitement around his club. “It’s going to be a good test for us and we’re really looking forward to it,” he said of facing the two-time defending league champions. “A lot of the players have been talking about this game for a couple weeks.” Passmore figures both teams will come out and play physical from the get-go to try and throw the other team off their game. With Victoria known as a strong defensive team and the Wolves more of an offensive-minded team, it has the makings of an epic battle. “We try to play tight-checking defence and let the offence take care of itself,” Passmore said. Tonight’s game marks the second time in just over a week that the Wolves will play a division leader. On Oct. 7 at The Q Centre, the Wolves battled Campbell River, the top team in the North, to a 5-5 tie. While it provided fans with exciting, end-to-end hockey, it wasn’t the kind of game Passmore hopes to see more of. “That was not defensive hockey, that was a shootout,” he said. “But it was fun to watch, even from the bench.” After taking a 5-2 lead with four straight goals in the second period – three of which came from Nick Guiney – the Wolves gave up three goals to

The hope is to take what they learned in that game and bring it forward against the Cougars, Passmore said. “If you take two shifts off, those teams are going to score,” he said. “The momentum’s crazy in Junior B hockey. That’s what we’ve gotta learn playing those teams, to battle through and do the little things when you’ve got the lead.” While Passmore is starting to see the Wolves care more about playing for each other every night and improving their team play, there have definitely been some individual bright spots this season. Heading into last weekend’s road games in Saanich and Kerry Park (both finished after the Gazette’s long weekend deadline), Kyle Richter led the league scoring with 11 goals and 13 assists in 12 games. A relatively quiet veteran who provides leadership on the ice, Richter has “been a real workhorse” for the team so far, Passmore said. “He scores at even-strength, on the power play, shorthanded – he plays through pain and he’s showed real determination.” Guiney’s breakout game last week was a good reward for his consistent hard work and great attitude, the coach added. The 18-year-old forward parlayed his big game into some shifts playing for the Junior A Victoria Grizzlies the next night, a scenario Passmore expects to happen more this season. Wolves forward Brett Lervold, who turns 19 next month and had 15 points in 11 games before last weekend’s games, has been practising with the Grizzlies of late and may yet see some playing time with the big team. At six-foot-seven and more than 300 lbs, the 19-year-old Langford resident who bench pressed 290 lbs as a 12-year-old has proven that size does matter, becoming the first Canadian ever to win the U.S. Sumo Open in California. “I didn’t picture this five years ago, it was just something I thought I would do for fun,” the soft-spoken Henderson said. “I am proud to have competed for Canada and be the first Canadian to win the U.S. Open and bring back a trophy for my country, so I am pretty proud.” Originating in Japan, the sport sees two competitors charge each other off a line and then open-hand strike, grapple, topple, throw or push the opponent to the canvas or outside a 4.55-metres diameter circular ring. Every team he played on he was well liked and respected,” Lee said. “Everyone recognizes him and he is a fine young man, sumo or no sumo, sport or no sport, I am just very proud of him.” Brodi doesn’t know yet know what the future will hold but hopes to give Japan a shot before it is all said and done. “I think it is going to be very difficult at first and a lot of getting used to, I have quite a good life here,” he said. “I like to think I can do it for sure but I will definitely do my best, and do my best to shine down there and move up as fast as possible. Findlay Durward (Jerry) Morrison August 9, 1936 October 2, 2014 Jerry passed away peacefully at home, with family by his side, after a short battle with lung cancer. Originally from Bonneville Alberta, Jerry joined the navy at an early age which landed him in Victoria where he met his wife Joan in 1959, settled in Langford, and raised his family. He was a member of the Langford Volunteer Fire Dept and enjoyed being a flagman at the Western Speedway in the 60’s. A proud member of the ILWU local 514 and longtime Legion 91 member. A reliable father, devoted husband, fantastic dancer and an avid fisherman who shared his catch. Jerry will be remembered for his strong presence, steadfast beliefs and words of wisdom. He is survived by his loving wife Joan of 54 years and 4 children; Gerry (Carol), Lorraine (Rob), Debbie (Frank), and Scott (Martine): 9 grandchildren; Shaelen & Riley, Bailey & Daniel, Chase, Mathew & Liam, Graham & Zoe; 2 brothers; Allan (Linda) and Donny. In-laws Iris Allen, Liz Gee (Don) and David Allen, nieces & nephews. May he rest in peace with his brother Kenny, parents and friends. At Jerry’s request there will be no service. Donations in his name can be made to the Arthritis or Hospice Society. At a family gathering in the spring, Jerry will return to the ocean to run with the salmon.

A brief history of the Metchosin Museum Society

In 1971, the 100th anniversary of Metchosin School was around the corner. The PTA was intent on celebrating this occasion with a meaningful and lasting contribution to the area, and so galvanized the citizens of Metchosin to form a School Museum. Volunteers accomplished much in that first year: applying
to the Provincial Government for ‘point of interest status,’ calling for artifacts like slates and books, moving the entire school to new foundations. Even the former outhouse was moved from its place as a bus shelter at Taylor and William Head Road and restored behind the school as a garden shed. Only the
portrait of Queen Victoria – which hung in the original school – was proving to be beyond the ability of the committee to bring back to its rightful home. As the grand opening of the museum approached, invitations were sent out around the world to past pupils. Artifacts and donations rolled
in, including an organ from Father O’Brien of St. Thomas Roman Catholic Church which claimed to have “1887 mouse-proof pedals.” Committees were formed to learn how to catalogue donations, apply for society status and gather stories and history from the school and the district as a whole. It seems

every volunteer group in the “western communities” was included in the planning of the great day. On March 25, the Lieutenant Governor of B.C. officially unveiled the “stop of interest” sign and declared the School Museum open. That was the first day of the Museum Society, now the long haul work began. The first official meeting took place in the school house on April 26, 1972. Among the housekeeping decisions, a concerted effort was now made to repatriate the Queen Victoria portrait to her rightful place in Metchosin. The Queen’s Diamond Jubilee in 1897 was marked around the British world by many different celebrations, and in Metchosin, a Mr. W. H. Hayward initiated an Esquimalt District school essay competition, with the winning school receiving the honour of hanging the royal portrait for the year. The competition carried on for a few years, and the last student to win was Miss Annie Duke, later Mrs. Trotter, of Metchosin. Over the years the six-foot-tall portrait was shuffled about. Students must have used it as a dart board at some point, as

when it surfaced it was punctured with many holes and tears. The Sooke School Board was approached by a Mrs. Morgan to restore the painting. On completion it was decided that there was no suitable place to hang the portrait, and so the Queen made a series of moves from the Provincial Archives to the Dingle House restaurant, and then to Craigdarroch Castle. The Castle Society acquired the portrait and gave it a proud place to hang. They were loath to part with it, and it took over a year of negotiating to finally have them agree to allow the portrait to go “home” to the last school that had won the contest. With much fanfare the portrait was re-hung on Thursday Dec. 13, 1973. Our Museum is propelled by the enthusiasm and dedication of volunteers, some of whom worked in those heady first months. We welcome new friends with the history “bug” who wish to help or simply wish to spend some time reflecting on the past through our many artifacts.
