Outlaw’s quest for redemption ends

The path of an outlaw is never an easy one, but sometimes it’s the only one. John Jarrett, a man few may know today, was feared by many in the days of yesteryear. Buried in the Greenwood Cemetery over 110 years ago, Jarrett’s gravesite was the scene of a service and marker dedication last Saturday. Losing his father, his home and having his family displaced by men his father trusted, the Union side of the U.S. Civil War, left retribution in his heart. Jarrett fought in the Civil War with the Quantrills guerrillas and even saved his general, Joe Shelby from becoming a prisoner of war. After the war, he rode with the James-Younger Gang, robbing the men that robbed him, shooting down his enemies, and running from the law until he was reported to have died with his wife in a house fire in 1868. This brought an end to a long and turbulent life for Mr. Jarrett… right? Well, this is where history tripped over the curb. Enter Lorna Mitchell, a vibrant woman whose eyes open wide when you begin to mention history, and has just as much passion for the truth and the old west with its outlaws. She came across an interesting

tidbit of information: a death certificate of a “John Jarrett” dated 1906. “Since I was a young kid I was interested in the James Younger Gang and I just wanted to learn the real story. Many thought he had died in 1868, but a genealogist in Missouri had found a death certificate that said he died in Greenwood in 1906, so I took that and ran with it.” Her face was vibrant with excitement. “The whole historical community is excited about this, not just the James-Younger Gang, but the Quantrills Society, and they’ve gotten really stirred up.” With a lot of work and just as much luck, Mitchell came into contact with a descendant of the Younger gang: Frank Younger. Unlike his outlaw ancestors, however, he is quite a pleasant man to deal with… he still rides a Harley though. Frank is part of the James-Younger Gang Association, a group of historians that follow the gangs’ history. Frank and his wife Sharon began speaking back and forth with Mitchell, helping her with editing and facts, and becoming friends all the while. “I don’t know why she does it, she just shakes the subject like a dog shaking a bone!” Frank joked. And with that, Mitchell began looking further into Jarrett’s relationship with Greenwood with the

Road to be closed

At the regular meeting of Greenwood Council on Monday, Sept. 8, MIDWAY council agreed to permanently close the entrance to North Government on Hwy 3 as recommended by Ministry of Transportation and Infrastructure. Ministry District Program Engineer Ryan Oakley wrote to council last month saying there is a history of motorists at this intersection who are travelling south along Hwy 3 perceiving the highway as continuing on straight—when it actually curves to the right. “The alignment of North Government street, which stretches off into the distance, causes this potential confusion and subsequent safety hazard.” While council agreed to the proposed work there were some who expressed disappointment that what they view as more dangerous intersections weren’t given a higher priority. The work will be funded and carried out by the ministry. *** Council voted to ask the Regional District of Kootenay Boundary planning department to put the Greenwood Official Community Plan on their 2015-2016 work schedule. According to Mayor Nipper Kettle the OCP review is long overdue since they are meant to be a reviewed every 10 years and the last one for the city was signed in December 1996. The project will be returned on the agenda of the first regular meeting of December 2014, ensuring all members of the newly elected council are aware of the motion and the need to consider it during budget

meetings in 2015. LIBRARY *** Council approved McArthur Centre kitchen renovation plans presented by the community association. *** Council approved expenditures for the ball field of $19,595 to recondition the field and just over $13,500 for the purchase of two sets of aluminum bleachers. The Community Recreation Program grant of $263,200 is being matched with $52,640 from the city (20 per cent). To date the grant has built a new concession and washroom. The city has until March 31, 2015 to complete the project. *** Resident Christopher Yates came to council complaining about the level of service he’d received from city hall; however, he was told that the issues he was raising were not, as is required by the Procedure Bylaw, related to the current agenda. He was told he would have to write a letter or apply to appear as a delegation at the next council meeting. He responded with a verbal attack on CAO Robin Dalziel and warned council that he would come as a delegation and ask them for a vote of non-confidence in the CAO. Dalziel later told the Times that he’d been caught off guard by both Yate’s statements at the council meeting and the email Yates had sent in earlier that day. The CAO said he felt that Yate’s concerns were not presented in a proper manner, that as a personnel matter it should have been dealt with out of the public eye.

There has been a recent drop in gang violence throughout B.C. after a crackdown by police units. Currently, B.C.’s anti-gang police unit is looking to the courts for closure on several major outstanding cases. The significant decline comes after a series of high-profile investigations leading to charges, as well as new initiatives to prevent or reduce gang membership, said Kevin Hackett, Combined Forces Special Enforcement Unit (CFSEU) chief officer. His comments were published Monday in the unit’s 2014 annual community report. It can be found online at www.bc-anti-gang.com. The number of gang-related killings in B.C. fell to 13 last year from 18 in 2012 and has been cut by almost two-thirds from the 36 gang murders committed in 2009. Nearly 100 organized crime figures or gangrelated individuals were arrested and charged last year with more than 270 offences in close to 30 B.C. communities, Hackett said. The report’s release came after the province announced policing cuts that will pare the CFSEU budget by $2.8 million. Gang activity has spread from the Lower Mainland to the Okanagan and particularly to the Kelowna area in recent years with the growth of that centre. However, the Kootenays remains fairly insulated from gangs and their impact, although Grand Forks detachment Staff Sgt. Jim Harrison says that the local RCMP members are well aware of the gangs and how they operate. “At this point, to clearly say there is a pile of gang influence in Grand Forks would be wrong on my part,” said Harrison. “We suspect that certainly there are criminal things happening (here) that are associated to gangs and possibly even run such as drug distribution and, in some cases, drug cultivation and that type of thing does occur and is in many cases gang related and we know it’s there.” Harrison said the visible presence of gangs in the Boundary area is limited.

“We do have a chapter of the Throttle Lockers that have taken up residence in Beaverdell,” he said. “They are a known outlaw motorcycle gang as far as we are concerned.” Harrison said he believes they are an off-shoot, puppet group of the Hell’s Angels from Kelowna. Harrison also added that the RCMP is continually educating people in the dangers of gang life. “Sometime in the near future we hope to bring someone into the local high schools to talk about gang life and what the dangers are,” he said. “Especially for young people, they see some of this stuff and they think it’s glamorous and set themselves up for a life of heart ache and the violence associated with gang affiliation and gang activities. We’ve seen it through the Lower Mainland and recently in Kelowna with homicides and brutal beatings. We see drive-by shootings and all of that stuff. Most of that is related to struggles between gangs for turf.” Harrison said he has known of young people who have moved from the Grand Forks and Boundary area to the bigger communities and got involved with the gang lifestyle. “So it definitely has touched our community and continues to do so,” he said. “We don’t see a chapter of, say, Independent Soldiers or Hell’s Angels taking up residence and being very visible in our community. On the other side of the scale, there is lower level gang-type activity. When you think gangs, people get the idea of Hell’s Angels or the Asian gangs, that whole bunch that operate out of the Lower Mainland and Kelowna. But on the lower side of the scale you have organized crime on a much lower level that does occur.” Harrison said the RCMP, particularly with the Crime Reduction program, has targeted methamphetamine dealers and their network. “We’ve had some real success there,” he said. “That was really having a major impact on property crime and crimes of violence in our community. So we have been successful in addressing that. So again, very low level organized crime.” –With files from the Surrey Leader

End gang life Almost 30 years ago Canadian author Brian Fawcett wrote a book called Cambodia: A Book for People Who Find Television Too Slow. It had an intriguing format. Each page of the book told two stories. Thirteen short stories and social commentary essays take up the top two-thirds of each page. Running the full length of the book – on the bottom one-third of each page was a single essay on Cambodia and the Khmer Rouge. One of his 13 essays in the book was a piece entitled The Huxley Satellite Dish. Huxley is a fictional village up the coast from Vancouver that, until a satellite dish is introduced to the community, enjoyed little or no contact with the outside world. But the satellite dish exposes the community to television straight from Detroit. This changes the community. For instance, traditional local outdoor activities such as hunting and kayaking are shunned in favour of watching the NBA. The youth of Huxley are also changed too. They begin wearing gang colours from Detroit. They take on the “cool” hand signs and language of the inner city. The kids of this community were attracted to the gang lifestyle – largely based on the limited information that they received from the dish. That this story took place before the Internet had come on the scene is significant—wbecause these days it is even easier for the young and innocent to be lured into the real gang lifestyle. That’s why the work done by the anti-gang focus of the Combined Forces Special Enforcement Unit and their End Gang Life awareness campaign is important. Settle strike, agree to artibration—do something! Editor, The Times: An open letter sent to MLA Linda Larson: My son is a special needs student at Boundary Secondary in Midway. This is his last year of school. This teachers’ strike is seriously affecting both his present and future well-being. I find it unbelievably hypocritical of your party to fail to reach a settlement with the teachers. I believe your party will lose your [court] appeal, you have lost twice already. I think that you are trying to starve the teachers out in order to force them to give up a position the courts have stated they are entitled to. I also believe if it was your child’s education and future on the line, you would take a different course of action. Your party

Hwy 3 cell tower goes live

The new TELUS cell tower on the Bugeaud property just east of Ingram Bridge went live last week. TELUS media relations representative Liz Sauvé confirmed reports on local Facebook accounts that the site has been activated. According to Sauvé, TELUS invested $475,000 to build this new site which now provides coverage to about 5 kilometres of Hwy 3 between Midway and Rock Creek. “This site not only provides critical wireless service to travelers along the highway and enhances the safety of travel in the area by providing access to 911 emergency services, it also brings wireless service to houses along Ingram Creek and Bruce Creek for the first time,” she said in an email to the Times. She explained that this site, as well as the four others currently in construction, is part of the 10-year Connecting British Columbia Agreement signed with the Province of B.C. in 2011. Under the agreement, TELUS and the province are working to enhance the safety of travel across B.C. by connecting highways to wireless services.

This allows residents and travelers the ability to phone home, engage on social media, and most critically— phone 911 in the case of an emergency. “Wireless service is so important these days, bringing peace of mind for motorists as well as convenience for locals and visitors,” said Linda Larson, MLA for Boundary-Similkameen. “Better connectivity means safer roads so it’s great to see TELUS expanding its coverage and bringing more service to Hwy 3 and the region.”

Bear scares youth on bike

Midway RCMP responded to a complaint of a bear in Midway at approximately 8 p.m. on Tuesday, Sept. 9, when a male youth was riding his bike and feared for his life when an adultsized bear walked towards him. Cpl. Judson Mayes said that Midway residents are to be mindful that this is the time of year when bears are known to come into city limits and look for food sources, such as fruit that is on the trees or garbage that hasn’t been stored properly. “When you see a bear do not alarm the bear but rather call the Midway RCMP who will respond and deal with the situation,” Mayes said. “Be mindful

Dr. Slatnik starting private practice With the departure of Dr. Henry Ajaero from the Boundary at the end of last month the communities of Greenwood and Rock Creek have been putting plans in place for continued coverage in each of the clinics. The City of Greenwood has announced that Dr. Michael Slatnik will be starting his private practice at the Greenwood Medical Clinic in December 2014. “The City of Greenwood also wishes to

send our sincere thanks to Dr. Mike Figurski for filling in from September to November so that residents of Greenwood have uninterrupted Health Care,” said a press release issued by the City. Rock Creek Community Medical Association president Terry Keough told the Times that the Rock Creek Health Centre also has Dr. Figurski serving as a locum for five weeks—two half-days days per week:

Each September since 2007, Midway Village Council has invited the community to join them in celebrating the hard work done by volunteers in the community. Mayor Randy Kappes told village residents assembled at the gazebo in Frank Carpenter Memorial Park on Saturday that the purpose of the annual event is to recognize some of the volunteers who spend countless hours making the village what it is. “This year we get to see two ends of the spectrum; we have relatively new residents, and one has been a long-time resident,” said Kappes. John and Jan Kohlhauser, who moved to the Boundary six years ago from Tumbler Ridge, were acknowledged for their many hours of service to the library and museum. Former Midway library director Stephanie Boltz spoke well of the pair. “Jan was an amazing help at the library,” she said. “She came in when I needed an extra volunteer; she came in one day a

week to help out. When we were transferring from the old computer data system to the new computer data system, Jan, Cathy Hilton, Grace Hart and Leslie Draper were amazing. The library received a letter from Victoria congratulating us on doing it in record time.” Boltz said John served on the library board for a number of years, including a term as board chair. “He worked really hard to make sure our library progressed.” He now sits on the board at the Kettle River Museum. “Thank you everybody, especially those who nominated us,” John said with a laugh. “I don’t know what came over them. We don’t feel that we’ve done all that much but we are certainly thankful. We don’t feel that we did anything special, it’s just what we do.” Kappes said, “That seems to be a common feeling amoung most of the volunteers that we recognize; none of them ever feel deserving. But it’s the vol-

unteerism that they do that makes this community feel like home.” The other recipient in 2014 is Ross Elliott, who was away on holiday and wasn’t able to attend. Elliott is a second time recipient of the award, also receiving it in 2009. Elliott is known for his contributions to the Midway Community Trails network (including major support for the JLB Kettle River Memorial Run) and his work with the West Boundary Community Forest for which he serves as secretary. In addition to the certificates, the Kohlhausers and Elliott also were given medallions and their names will be added to a plaque in the village office. “Volunteering is important,” Jan said. “If you want services in the community you have to contribute. And you get to meet new people.” Following the presentations the community was invited to stay for hamburgers and cake served by village council members.

That’s right; they couldn’t even bother to give their father the right to a proper burial. But Mitchell, the James-Younger Gang Association, and staff of the Greenwood Museum changed that. Essentially re-writing history, they have now shone a new light on this man and his legacy. Two very talented local men, Alan Wright and Regge Gosling, volunteered to carve the wooden grave marker that now marks Jarrett’s resting place in the Greenwood Cemetery. A proper military service and grave marker dedication took place Saturday. But why have a service for a criminal who has had a less than clean past and a filthier record? The nine beef members are energetically practicing their showmanship skills in preparation for the upcoming fairs. This involves washing, clipping, combing, and hauling their steers to practice days so the steers become used to being trailered and being in a ring with others. Recently, this involved a weighin and it sounds like there’s going to be some well-fed animals walking into the show ring. If you make it to the beef ring and see an animal you would be interested in purchasing, contact club leaders for information on how to place your reserve bid for the auction at the Provincial Winter Fair. The horse members have been out on the trails for rides and an overnight campout, which included their annual swim in the swamp. It seems Doug Fossen (horse leader) has interesting tastes in swimming holes. The members have also been taking part in clinics with Wendy Price, who is a certified Equine Canada competition coach specialist from Grand Forks. She is teaching the members about showmanship and Western pleasure classes, and as she works with them, she helps them with their basic riding skills as well. The sewing girls have been finishing their final projects, and working on items for the auction in Barriere. Their first projects were done for the dress revue, which was on June 22. Renauds produce champ pumpkin

The annual Greenwood pumpkin weigh-in took place at the Race Trac Gas last Sunday afternoon. At the beginning of the season there were 14 competitors vying for bragging rights and cash. Four pumpkins were brought in for the weigh-in. There was $300 in prizes up for grabs; $150 first place this year going to Ray and Karen Renaud with their 62 kg (137 pound) champion. Jacob Colin took $100 for second place with his 39 kg (85 pound) entry. Len Hardy’s 31 kg (68 pound) pumpkin brought him $50. Honourable mention went to Kristi Mallach for her 13 kg (29.5 pound) gourd. Organizer Buff Colin says there is room for more participants – the competition is open to Greenwood residents. Sometime around the May long weekend they each pay $5 for one of 20 Atlantic Giant seedlings started by Neufeld’s Greenhouses in Rock Creek. Buff says that if you want to know anything about growing pumpkins you should talk to Ray Renaud. Ray, in turn, recommends his own source of information— howarddill.com; an online source of all things to do with Atlantic Giants. According to Renaud the website has a formula for converting the measurements of a pumpkin into an estimated weight. That formula told him his pumpkin would come in at 60 kg (133 pounds) and it’s actual weight was 62 kg (137 pounds).

There is a sign at the intersection of Fifth and Haynes in Midway that says Stop of Interest. That sign was actually put up to point visitors toward the Entwined Trees in the park that sits just half a block north. But there is another stop of interest on the same corner—the rock garden of Norm Ohlhauser. In his garden the rocks seem to defy gravity as piles of stones are balanced into fascinating works of art. It seems that as they reach toward the sky they are held up by gravity. Norm said most of the rocks came from “the pit” though many people drop off “cool rocks” they come across too. Like the fellow from Alberta who stopped the first time he saw the garden; the next year when he was travelling through he brought a few unique rocks from Alberta to give to Norm. Norm says he has been balancing stones for a long time—something he began doing long before he moved here a few years ago. He explains his motivation as twofold. It provides exercise for a back injury that forced him to retire early. He also uses the rock garden to cover the most difficult to mow parts of his lawn.

There is an obvious meditative quality to the work too. If you walk the Trans-Canada-Trail near Midway or take a hike on the Midway trail network you will come across other stones piled where Norm has been. “Wherever I happen to go I mark the spot – that’s where I stopped and turned around or just where I saw some funky rocks.” The garden is a work in progress too. In 2012 there were only half a dozen of the pieces of art; now the yard is filled with them. Aside from the obvious challenge of earthquakes there are other hazards as well - birds, deer and the odd severe rainstorm are the biggest challenges. In the winter water will freeze in the cracks and cause the structures to shift out of balance. Looking closely at them you will see that Norm uses more than just stones and rocks in his balancing. There are all kinds of unique things: railway spikes he’s found on the rail grade, oddly shaped or coloured rocks, broken lengths of drill core and a piece of jaw bone found while on a hike.
