She noted that if there isn’t a second overpass soon, there will be an accident, and she’s worried about what will happen to the truckers and trucking culture once families begin moving into the area. The city is inviting public comment on the land use proposal, leading to what it expects a final plan to emerge later in the year.

TERRACE - A vision of what a substantial portion of Keith Ave. stretching west of the Sande Overpass could one day look like is beginning to come into focus. City council members recently examined a draft map containing ideas for shifting what had been property devoted to industrial use only to a mixed use for apartments or townhouses, hotels, commercial businesses, cultural institutions and green spaces. The area in question is nearly 50 acres on the north side of the section of Keith Ave. from the overpass west to Kenney and 20 acres, also on the north side of Keith, from the intersection of Keith and Kenney west toward Blakeburn. The larger parcel, now privately-held, once held a sawmill complex and the smaller parcel contained the log storage yard for the sawmill. This smaller parcel is now owned by the city but it has a deal in the works to sell five acres to a local automotive dealership group. City officials hired a consulting company to plan for the area’s re-development to invigorate it and to accommodate population growth based on projected large scale industrial development within the region. Internal cross streets, a park running along the train tracks and a pedestrian overpass at Munroe Ave. are also on the map prepared by Urban Systems and shown to council members at an Aug. 6 committee of the whole meeting. KITIMAT - A zoning amendment for the Strawberry Meadows area will reduce the number of agricultural zones in the area, but won’t outright prevent any agricultural business from opening in the area. The proposal calls for three lots that are currently C10 Commercial Agriculture to move to G3-A Rural Residential. It also calls for three other lots to move from G3-B Strawberry Meadows to G3-C Residential. The lots are located near the intersection of Dewberry and Lo-

ganberry Avenue. No public comments were received by the public hearing date last Monday. The C10 Commercial Agriculture allows primary uses such as greenhouses, nurserys, veterinary offices or hospitals. The G3-C Residential zone allows a detached residence with no more than two dwelling units. Accessory uses can include bed and breakfasts, child day care and agriculture, depending on where it specifically is located in relation to other zones. The G3-B Strawberry Meadows zone is largely the same as

TERRACE - This week’s high temperatures raised the fire danger rating from “moderate” to “extreme” leading the forest service taking preventative action by placing a fire ban through portions of the northwest effective at 4 p.m. today. Prohibited are campfires, open fires, tiki torches, fireworks and sky lanterns until Sept. 15, or otherwise notified. With temperatures on the rise,

forest service officials are predicting an increase in naturallycaused wildfires, so this fire ban will ensure that human-caused fires won’t be adding to the problem. The ban does not apply to cooking stoves using gas, propane or briquettes. Portable campfire apparatus that use briquettes, liquid, or gaseous fuel, marked with a CSA or ULC rating are also not included in the prohibition, so long as the flame does not exceed 15 cm. Notification of Initiation: Timber Supply Review for the Pacific Timber Supply Area (TSA)

BC Timber Sales (BCTS) is initiating, in partnership with other tenure holders, a Timber Supply Review (TSR) for the Pacific Timber Supply Area. The Pacific Timber Supply Area was established on July 15, 2009 and is comprised of 30 blocks located on Vancouver Island, the Sunshine Coast, coastal areas on the mainland and the Douglas Channel area. A Timber Supply Review gives the province’s chief forester the information required to determine the allowable annual cut (AAC) — the maximum volume of timber to be harvested from the Timber Supply Area — for the next 10 years. This Timber Supply Review will start in August 2014, with the goal of having the chief forester determine the allowable annual cut by December 2015. There will be two opportunities for public review and comment during the Timber Supply Review process: once the draft information package is made available to the public (late 2014); and once the draft analysis report is available (mid 2015). The chief forester will consider the timber supply analysis, public comments, the results of consultation with First Nations and other information required under the Forest Act when a new allowable annual cut is determined. Liberal, NDP leaders skip Prince Rupert PRINCE RUPERT - By the end of the month two national party leaders will have visited the Northwest, but neither scheduled meetings in Prince Rupert. Federal Liberal Leader Justin Trudeau was in Prince Rupert earlier this week, but was flying to Hartley Bay for meetings before flying back to Vancouver as part of a B.C. tour that included meetings in Kitimat. Federal NDP leader Thomas Mulcair will be in the region on Aug. 18 with meetings scheduled in Terrace and Kitimat. Mulcair’s trip also includes travelling down the Douglas Channel to visit Hartley Bay. Skeena – Bulkley Valley MP Nathan Cullen said the original plans for Mulcair’s visit did include Prince Rupert, but those plans had to be scrapped. “This is something we have been working on for quite a while and obviously there was a lot of interest around the Enbridge Northern Gate-

way and the proposed route. Originally we had planned a circle route, but the logistics got in the way of the transportation and time available to us,” he said. “But Tom and I have spoken for years about coming up to Prince Rupert and going to Haida Gwaii and some of the coastal communities, but it’s just been a matter of time ... he’ll get here, I have no doubt of it at all.” Nevertheless Cullen, who celebrated one decade as the MP of the region this year, said these kinds of visits show just how important the the Skeena – Bulkley Valley riding is to the country. “As compared to 10 years ago when I first got elected, the difference in Ottawa and the national media with respect to the Northwest is night and day. People know where we are, they know it is important what is going on here and we expect all national leaders to be visiting and spending time much like they do in places like Fort McMurray or any of the other centres.”

NEW HAZELTON - Police continue to investigate an accident on Aug. 9 at 7:20 pm when a Mazda MPV Minivan with 3 occupants traveling South on Highway 62 collided with a marked police vehicle that was travelling on Highway 16. A male passenger in the minivan

was arrested at scene for breaching a no contact order and the driver and other passenger along with the driver of the police vehicle were taken to hospital where they were treated for minor injuries. The cause of the accident is still under investigation at this time.

Traffic through the Port of Prince Rupert down in 2014 By Martina Perry THE NORTHERN CONNECTOR

PRINCE RUPERT - While overall cargo volumes increased last month, terminals within the Port of Prince Rupert have handled less cargo so far this year. All together the terminals moved five per cent more tonnage month-over-month, with 2,102,694 tonnes being handled this July in comparison to 1,999,971 last July. However, year-over-year there has been a six per cent drop in tonnage handled, with 12,762,501 tonnes being moved by July’s end in contrast to 13,550,909 by last July’s end. In July, Fairview Terminal saw a 49 per cent jump in the number of twenty foot equivalent units (TEUs) moved through the operation month-over-month, with 64,355 TEUs being handled last month in contrast to 43,219 in July of 2013. There has been a 12 per cent increase in the number of TEUs moved through Fairview year-over-year, with 345,428 TEUs being moved by July’s end compared to 307,065 by July 2013’s end. Imports at Fairview were up 72 per cent, with 40,686 TEUs being moved in July in

comparison to 23,721 last July. Exports at Fairview were also up 21 per cent, with 23,669 TEUs being handled last month compared to 19,498 in July 2013. Of that, there were 14,024 loaded TEUs, up nine per cent from July of 2013, and 9,646 empty TEUs, up 45 per cent month-overmonth. Prince Rupert Grain (PRG) also saw a spike in the amount of product it handled last month, with the operation experiencing a 36 per cent increase in tonnage. By July’s end, 567,989 tonnes had been handled compared to 417,633 in July of 2013. Year-to-date there has been 3,895,378 tonnes moved through PRG, which is up 25 per cent over the same time period last year when 3,114,954 tonnes were moved. The harbour saw a two per cent decrease in tonnage last month, with 41,151 tonnes being handled compared to 41,853 tonnes in July of 2013. So far this year the harbour has experienced an 11 per cent drop in tonnage, with the 2014 year to date total being 226,496 tonnes compared to 254,196 by July’s end in 2013. Ridley Terminals saw a 26 per cent decline in tonnage month-over-month, with

VICTORIA - The B.C. government has expanded its program to offer coupons worth $15 a week for farm market produce to pregnant women, seniors and low-income families who take a nutrition course. Health Minister Terry Lake announced on the weekend that an additional $750,000 has been added to the program for its third year of province-wide operation, in addition to $4 million provided in 2012 and 2013. The program runs July through October, as harvest comes off local farms. It is administered by the B.C. Association of Farmers’ Markets. Participants take a

free nutrition and skills program that includes cooking, canning and preserving, and are issued weekly coupons that can be used like cash at participating farm markets to buy locally grown fruit, vegetables, meat, eggs, dairy products, nuts and herbs. The program is expanded this year to include additional farm markets in Maple Ridge, White Rock, Clearwater, Salmon Arm, Lytton, Fort St. John, Terrace, Whistler, Nanaimo, Qualicum Beach, Port Alberni and Victoria. A total of 49 markets around the province take part, teamed with local social service agencies that offer the courses. Kidney Walk a success in Rupert By Kevin Campbell THE NORTHERN CONNECTOR

PRINCE RUPERT - When Teri Forster moved from Terrace to Prince Rupert, she received a request from the Kidney Foundation of Canada to help organize the city’s first ever formal Kidney Walk. She agreed wholeheartedly and has received positive feedback from the community with volunteers and participants raising more than $1,500 for this year’s inaugural Kidney Walk in B.C. “I used to work at the dialysis unit [in Terrace] and I volunteered with the Kidney Foundation there,” said Forster. “Not only have I worked in the unit and seen the struggles people go through living in the north and dealing with kidney disease, having to travel for medical appointments or even move completely out of your home community. My cousin’s husband is actually in kidney failure and he’s been waiting a few years for a transplant. It’s a long list.” Approximately a dozen participants took part on the 2.5 kilometre walk around Patullo Field, which translates to seven laps, in the wind and pouring rain on Sunday morning. “We’re hoping to expand that to make it also include a run and possibly a paddle boat [course] in the future,” she said.

TERRACE - Nearly 450 unionized Coast Mountains School District employees have ratified a new contract, one of a series of deals that have been signed between school districts and their non-teaching staff in B.C. The deal provides maintenance, custodial, information technology, educational assistants, First Nations support workers, clerical staff, rehab workers and other non-teaching employees a wage increase of 5.5 per cent over five years, says school superintendent Katherine McIntosh. “That means an increase from $1 an hour to $1.55 an hour by the time the five years is up,” she said adding the amount of the increase will depend upon an employee’s current wage. Non-teaching unionized employees in this school district are represented by the Canadian Union of Public Employees. The increase falls in line

with what the province calls its “economic stability mandate” which seeks to hold the line generally on wages. Employees can receive more money based on growth of the provincial economy. The Coast Mountains agreement is one of five recently ratified between school districts and their nonteaching employees. The term of the new agreement will be in place effective immediately and it will expire on June 30, 2019. One sweetener calls for school districts to pay each employee for all scheduled hours not worked because of the on-going BC Teachers’ Federation strike against school districts. Unionized non-teaching workers did not cross picket lines set up by striking teachers. In the meantime, negotiators for the B.C. Teachers Federation and school districts have resumed talks aimed at securing a new contract and ending the strike which disrupted the last weeks of the 2013-2014 school year.

Ambulance service shortages hit southern Haida Gwaii By Martina Perry

SKIDEGATE - The B.C. Ambulance Service’s failure to meet needs of rural and remote communities received province-wide attention last week following the passing of a Skidegate man who waited an hour for an ambulance to arrive. The family of Godfrey Williams, a 48-yearold Skidegate band councillor, quickly called for an ambulance after he had suffered a heart attack on Aug. 2. While the nearest ambulance station was only 10 minutes away in Queen Charlotte City, one of the two paramedics scheduled for that particCarol Kulesha ular shift had booked the day off. Linda Lupini, executive vice-president of the Provincial Health Services Authority and B.C. Emergency Health Services, said when the call arrived there was only one responder on-call who didn’t have the training required to operate the ambulance. Lupini said preliminary information shows the paramedic was on scene in about 11 minutes to administer CPR, however it wasn’t enough. Williams passed away shortly after an ambulance arrived. “I express my deepest condolences on behalf B.C. Emergency Health Services [board], our management team and paramedics on the unfortunate passing of Godfrey Williams. This is not the outcome we work so hard for, and it is a heartbreaking tragedy,” she said. Like many on Haida Gwaii, Queen Charlotte Mayor Carol Kulesha was outraged by the incident. Kulesha has been calling for changes to the B.C. Ambulance Service since 2011, after the community lost a longtime volunteer who had covered most of the empty on-call shifts. Despite two recruitments being made earlier this year, Kulesha said there continues to be ongoing coverage gaps in the community’s ambulance schedule, mainly during the daytime. Kulesha attributes this to volunteer staff being paid $2 per hour on standby wages, with paramedics having to find additional income to survive. “I am eternally grateful for those who have put their hand up to serve. But for $2 an hour they still have to go get jobs,” she said. “You can’t expect this to be a volunteer-run organization. You need to pay some sort of basic wage.” Lupini said the B.C. Ambulance Service is constantly trying to recruit on-call staff and said limited resources prevents the service from having full-time paramedics at all stations in the province. “Historically having volunteers on call in the community worked ... That is not the case anymore,” she said. “We do have to redesign how we deliver emergency medical services in rural and remote commu-

Ambulance Service has committed to short and long-term solutions that will be put in place to prevent more tragic incidents from occurring. Lupini said short-term solutions will come from a working group that will be established immediately. “This may involve shifting resources looking at a different type of position that could provide more availability and shift patterns,” she explained. For a long term solution, Lupini said the agency is looking to implement “community paramedicine” positions that would have paramedics work on their training while providing other services in communities, such as working in health clinics. “We have to create the plan, create the additional training and decide what other kinds of services they could provide, but I think that’s a good long term solution,” Lupini said.

PRINCE RUPERT - They’ve faced the Hazelton Strikers in the finals in countless tournaments before this one, so why would Terrace Riverboat Days be any different? The Prince Rupert Football Club (PRFC) United made it all the way to the championship game in the eight-team tourney and their opponents were none other than the Strikers in the men’s open division. But unlike previous matches this summer, PRFC couldn’t topple their opponents and lost 2-1 in extra time. “It was a pretty good exchange. There was a lot of technical play at first and then basically we played back and forth,” said manager James Brown. “We had a number of chances to win the game, but they were also pretty good at moving the ball up.” Hazelton opened the scoring on a scram-

ble in front of PRFC goaltender Rampi Gill before Rupert struck back on a goal by Jurgen Wagner, who used his teammates to his advantage. “[Wagner is] a young player on our team, he did pretty good. He had a real nice goal from a header set up by Marcel Barrelon,” said Brown. A few athletes were down for the count by the final day as well due to some higher temperatures and the wear and tear of the tournament. “Some of them were cramping up, but no excuses. [The match] just went back and forth. We had fun.” Facing seven other teams from the Northwest, the Terrace tourney features some of the best competition this area has to offer. Included in the contests, among others, were two teams from Terrace and one from Kitimat, Gitsegukla, Greenville and Kispiox as well as two from Hazelton. “I thought it was a real clean game; a little bit of physicality but ... we never had any

confrontation. Everyone was there to compete. I thought it was one of our better games of the year. It could have gone either way,” said Brown. The Strikers scored in the first half of extra time to put them up for good at 2-1, and gave Prince Rupert its second second-place finish this summer, to go along with two championships. They’ve won $10,700 in four tournaments and collected $1,200 from Terrace’s tourney. Along with the United, Fabio Pomponio’s master’s division team of players aged 35-plus fared decently but fell along the way to the finals in their first big tournament. “They seemed to be in good spirits,” said Brown. “It’s always nerve-wracking figuring out what your lineups are going to be especially when you slap together a team, but we tried to help them and give them advice.” The next scheduled tournament for the United is the Labour Day weekend competition in Prince Rupert.

KITIMAT - When we last left Al Marleau he was off to Spain for a duathlon. His training more than paid off, finishing 11th in the 55-59 age group at the Worlds, on what he says was a hot and hilly course. He keeps on running—well, maybe not continuously—to Toronto where he competed in early July at the Duathlon Nations. He won the national title in his age group, and finished 13th overall, despite rain and wind, he said. His stats were 39:35 for the 10 kilometre run, then 1:07:10 for the 40 kilometre cycle, then 20:26 for the five kilometre, with an overall time of 2:10:21.

New derby coach looks to up Nightmares’ national ranking By Caitlin Clow

TERRACE - The North Coast Nightmares said goodbye to their head coach Beny Bones in July, but they have opened their hearts to new head coach Chris Thomas, or as he is better known Skimo. The former assistant coach has taken the reins and he said he is looking forward to the upcoming season. Skimo was first introduced to the sport by his wife Trina Thomas, who skates under the name T-Virus and he decided right away that he wanted to participate. If participating meant reffing or coaching, he was game either way.

“I think I’m a good fit because I am enjoying myself,” he said. “When you’re doing a sport you have to be having a good time.” Skimo has some experience coaching. In fact, he used to coach the speed skating team in Terrace, so the coaching and skating skills learned from that experience will have useful application to the Nightmares in giving them a new competitive edge. “I’m looking forward to the team advancing,” Skimo said, noting that the team has been growing in the national ranking for roller derby. He’s right, in a year the North Coast Nightmares jumped 15 spots

on the national ranking from 195 to 180 according to the flat track stats and their score increased by 23.6 points in that time. Leading the ranks is Vancouver’s Terminal City Roller Girls with 831.7 points, followed by Montreal with 820.2 and Toronto with 809.8. “The team is hoping to continue becoming more competitive within the league and with the neighbouring teams,” Skimo said, “and I’m hoping to help with that.” If all goes according to plan than the Nightmares will continue to see their rank climb. With this season wrapping up and fresh meat starting, Skimo said

it’s time to start getting prepared for the upcoming season. “I am looking forward to seeing the skaters improve,” he said, “and that’s already happening, noticeably.” The fresh meat days started August 5 and Skimo said that it’s been going well. Twelve people showed up to skate and more are planning to come out throughout the week. The team had to borrow safety gear from Smithers’ Hudson Babes to accommodate the new skaters. “Not everyone is interested in joining, but we’ll see where they are at the end of fresh meat,” Skimo said, “I’m hoping to get three to

five people from it so we can get a full roster from it,” noting that he’d like to get another local team going so there could be more games sans six hours of travel time to Prince George. The fresh meat event is being run by T-Virus — Skimo’s betrothed — he explained that it’s a chance to watch his wife coach and see what her tactics are, “it’s been a learning opportunity,” he said. With Skimo’s speed skating coaching experience, his passion for competitive sports, his interest level in derby and, of course, his personal ties invested in the team, the North Coast Nightmares can only go up from here.
