In the midst of their many projects, the Community Initiatives Committee of Oak Bay decided this year to get some music into Willows Park, much to the delight of the community.

“We talked about more music in the park two or three times, and this year we decided to do it,” said Coun. John Herbert, who chairs the CIC. Herbert, who also chaired the Centennial Committee for Oak Bay’s anniversary in 2006, said the CIC was an “outgrowth of the centennial committee.” Over 100 events were organized for the centennial celebration, including bringing the symphony to the park, which was a resounding success.

The CIC, a mixture of council members, local business owners, staff and community members, had been talking about putting more music in the park for several years, said Herbert, and this year the funding and the manpower fell into place.

“We thought, ‘well, let’s just get started.’”

Herbert said that while the support they received in putting the project together was substantial, it was Janet Barclay, manager of Oak Bay recreation program services, that pulled it all together.

“Janet Barclay was really the person who did all the bull work, and she should really be commended,” he said. “Staff is always helpful, and Janet in particular is wonderful.”

All the hard work paid off in dividends. Ray Herman, director of Oak Bay Parks and Recreation, was there to see the O’Briens perform the inaugural concert in July.

Red Herring will lead you astray but keep you laughing promise both the writer and director.

Bill Adams of Oak Bay wrote the one-act play that appears at Langham Court Theatre as part of the Victoria Fringe Theatre Festival this month.

Adams, who has in his life been a research biologist, house builder, graphic designer, advertising artist, teacher, painter – “It was hard to pin me down,” – decided it would be fun to write a comedy.

He was right.

“It was tremendous fun. I had a blast,” he said. “I appreciate absurdist comedy. Finding that absurd and unexpected comedic element in a story and in characters appeals to me.”

Comedy is a departure from his previous dramatic Fringe creations Liberty (he also portrayed the one-man show) and Foot and Mouth.

“I’ve acted in Oak Bay community theatre through the school.

The school would cast non-students in roles where it was appropriate,” he explained.

“It was good for the students because they could then work with seasoned actors, to get a feel of how you’re supposed to do it.”

He sees groups already showing interested in community use of the school theatre.

“It’s a good experience all around for people involved,” he said.

“There’s a lot of groups that are very interested in the possibility of using this community venue.”

Booze, boats don’t mix well As temperatures continue to soar on south Vancouver Island, staying cool is important.

However, the Canadian Safe Boating Council is reminding all boat owners that drinking and boating is illegal and unwise.

According to CSBC, about 40 per cent of all boating-related fatalities are alcoholrelated.

The CSBC, along with law enforcement agencies across the country are using this month to remind all boaters, including sailboats, canoes and kayaks to raise awareness about boating and drinking with Operation Dry Water.

In the second year of the campaign, Operation Dry Water aims to reduce the number of alcohol-related fatalities on Canadian waterways as well as provide a visible deterrent to drinking and boating.

With several gorgeous lakes and miles of ocean to choose from, Island boaters and visitors have plenty of opportunities to cool off without having to resort to alcohol.

According to the Criminal Code of Canada, a boater can be charged with impaired operation of a vessel if their blood alcohol concentration exceeds the .08 threshold while operating a vessel.

A first offence can see the boater liable for a fine of $600. A second offence carries a 14-day prison sentence, and a third offence extends that to 90 days.

With the number of vessels plying the waters off Victoria, it is imperative that all vessel operators be alert to their surroundings.

Be dry, be safe.

Deer population yet unknown Re: Two interesting letters written about deer and statistics recently in the News.

A good point was made about the number council wants to cull and the number that have died from various reasons.

Do the mayor and council really believe that culling 25 deer will make one iota of difference?

With so many deer deaths already has there been a change in deer population?

Apparently a deer count has taken place so where are the numbers? Do we have an over-population and if so how is that defined?

If a cull does take place don’t be lulled into thinking its a one-time deal for the taxpayers. Furthermore, scientific history shows culls don’t work.

Our mayor and council don’t seem to believe it.

Recently I was returning home from a theatre evening with two grandchildren.

Suddenly a deer was in front of us, which then sauntered off. Parking next at home we saw two bucks, complete with large antlers, looking at us but not moving. (They had been grazing on my windfall apples that I put on the street for passersby but had inadvertently left on the ground that evening.)

Neighbours across the street and next door said that deer were there. Next, a couple of people came around the corner. The deer eventually ambled slowly off despite being surrounded by eight people.

By my oversight I confess to breaking the by-law on feeding deer.

I repeat my question. When will the deer cull in Oak Bay start?

Drivers to get $38 million of ICBC overcharges Jeff Nagel Black Press

ICBC is preparing to mail out 309,000 refund cheques ranging from $1 to $350 to optional auto insurance customers it overcharged since 2008.

Wrong rates were used because of incorrect descriptions assigned years ago to many vehicles that are only now being fixed.

The average customer who overpaid all six years will get a refund of around $108, ICBC spokesman Adam Grossman said. The cheques will begin to go out around Aug. 20.

The average overpayment was $18 per year.

The refunds plus interest being paid total nearly $38 million.

Nearly 370,000 other motorists were undercharged because of the glitches. ICBC won’t go after them for the $53 million in lost revenue.

The faulty vehicle descriptions affected only optional insurance, not basic rates.

The refunds were calculated as part of two independent external reviews that checked millions of insurance transactions over the past six years.

Auditors who examined ICBC’s handling of the issue concluded ICBC knew the problem was systemic as early as 2009 but management hid it from ICBC’s board of directors until mid-2013.

Various fixes were contemplated but discarded, according to the auditors’ report.

ICBC managers feared a solution might harm its relationship with brokers and that disclosure of inaccurate pricing would hurt ICBC’s business position against optional insurance competitors.

The corporation ultimately opted to fix the errors and issue refunds as part of its sweeping $400-million technology upgrade program.

The long-running overcharges were finally made public in April by Transportation Minister Todd Stone – only after he was directly questioned by the media.

ICBC’s board had intended to wait until it had a refund strategy ready to roll out.

The event kicks off at 10 a.m.

Funds raised go to the Kidney Foundation of Canada.

Participants can choose between three events, a 2.5-kilometre walk, a five-kilometre fun run or a five-kilometre timed run sponsored by the Running Room.

“The walk and the fun run are both free to participate in and are a way for us to get people out to support the foundation and raise awareness,” said Jamie Boittiaux, one of the event’s organizers.

For the timed run, participants are asked to pre-register

($35) online at victoriakidneywalk.ca. Race day registration is $40.

“Last year we had around 100 people come out and participate so we’re hoping to surpass that this year,” said Boittiaux, who is also a kidney patient and well aware of the benefits of the Kidney Foundation of Canada.

“I only became more involved with the foundation in the last couple of years,” she explained.

“I’ve had three kidney surgeries and a kidney removed and afterwards I felt so alone. When I got involved with the Victoria chapter of the foundation I found that I wasn’t alone at all.

My hope is that all people who are newly diagnosed with kidney problems will know they have somewhere to turn and the Victoria Kidney Walk helps with that.”

The funds raised through the walks, which happen all over B.C. and Canada this month and next, go to the Kidney Founda-

tion which supports people like Boittiaux and the Wallace family from North Saanich.

Coen Wallace, now four-yearsold, lives with his mother, Tanis, father, Chris and brother Layton. He was born with diseased kidneys and spent the first two years of his life hooked up to a dialysis machine.

Fortunately for the family, in November 2012 after working with the Kidney Foundation, they found a donor match for Coen. He received a new kidney in February 2013 and is now happier and healthier than ever.

According to the Kidney Foundation, one out of every 10 British Columbians suffer from chronic kidney disease.

In the past 10 years there is an inexplicable increase of 60 per cent and with no cure, there is a pressing need to raise money for kidney disease research and patient care. Visit kidney.ca for more information. editor@oakbaynews.com

Getting the whole family behind the wheel for fun British Columbians start driving at an early age.

We can barely walk on two feet before many of us are pushing replica models over the carpet at home, complete with self-generated engine sound effects. Then it’s dodgem cars at the fun fair or pedal cars like those that youngsters will be revving up at the 2014 Vancouver Island Motor Gathering on Sunday at the Viscount Aero Centre, at 9800 McDonald Park Road, in Sidney.

Dodgem cars are not the recommended way to learn how to drive as the intent is to ram into as many others as possible! Despite the moniker, that’s what I found to be the aim when I got behind the wheel of what were called bumper cars back in the 1960s.

However, the pedal cars from the Tom Thumb Safety Program teach traffic and pedestrian safety to children from five to eight years old and thus intro-

duces hundreds of kids every year to the joys of being at the wheel.

Of course, the annual Vancouver Island event, presented by the German Auto Import Network (GAIN) is not Dodgem just for kids. It promises cars are not the four-wheel fun for the entire family and raises recommended way money for the Children’s to learn how to Health Foundation of drive.

Okay, it isn’t all fun and games, especially with 11-year-old and nine-year-old boys bickering in the back seat, but for the most part it can be enjoyable.

For the first time I recently decided to take a road trip to one of my many car-related events. Usually I fly to a vehicle launch, but this time I thought I would take some extra time, and the family, on the road from Vancouver to Portland, Oregon. While I attended the 2015 Dodge Challenger event at the Portland International Raceway, my family could take in some of the local sites.

I checked in throughout the day and the comments were universal. “This is the best waterpark ever!” As I wrapped up the day at the track, I did get a frantic call from my wife “The Jeep has lost power, I can’t drive over 30 mph, what should I do?”

The gang at Chrysler jumped to attention and before I knew it, I was on the road with another Jeep Diesel and being accompanied by two PR reps in a 2015 Challenger.

From the track to my stranded family took over an hour; in total they sat at a Shell station for two hours waiting. To pass the time, the kids ate what they wanted from the Shell convenience store and taking “selfies” seemed to do the trick.

Once we arrived, we realized a Dodge dealership was literally five minutes up the road!

Day Four

With a belly full of Voodoo Doughnuts, including Double Bubble flavour, fruit loops, coco puffs and good old chocolate, we were ready to go. It took a while for our repaired Jeep to arrive so on we went to sample more tax-free shopping and some of Portland’s

Grand Cherokee is solid in heavy rain, on highway many food trucks. When the Jeep did arrive, it turns out the Diesel went into “limpmode,” enabling the driver to get to the next dealership. The fix was a simple computer program flash, which took no time at all.

Regardless, we were on the road, heading to Seattle for some underground fun.

Day Five

After a great night in Seattle, we woke up to rain, lots of rain, so we went underground to visit the old, hidden city of Seattle.

These tours take visitors on a walk through the ruins of Seattle after the massive fire of 1886 and the rebuilding that took place.

Seattle is built on top of the old city; there are tunnels and abandoned sections of buildings there to explore.

Time to head home.

The Grand Cherokee never set another wheel wrong; it was fantastic in the heavy rain and very solid on the highway. After 1,300 plus kilometres behind the wheel, I averaged 8.5L/100km.

PAC parents offer tips on transition back to class

September marks the biggest transition of the year for students, and while the switch from endless summer nights to six hours days in the classroom is never painless for them, or their families, some local parents shared their own tips for making back to school time a little smoother.

Audrey Smith, vice-president of Spectrum community school PAC, said that one of the first steps should be physical preparation. For elementary students, this means buying and labeling school supplies. For middle and high school students, this means going over reading lists. Going over supplies and books also helps get students into a school mindset.

Reading lists for most ministrymandated courses are available online at each school’s website.

Kyla Ward, a director of the

Victoria Confederation of Parent Advisory Councils (VCPAC), said that the best way for a parent to prepare their child for school is to ask questions about what they’re wondering.

“Just to clear up any concerns we (parents) don’t often get answers from kids unless we ask open-ended questions,” Ward said. “If we just give solid info, it’s sometimes wrong, and that can leave them disappointed.”

Sleeping schedule is also important, and though younger kids are may be more influenced by their parents’ rules, Smith said that teenagers just need to be given a reason to get up early, so its helps to plan activities for the morning.

With younger kids, Ward said that its important to help them deal with things not going exactly as planned, and with the ongoing labour disputes, its unclear if the start of the school year will go as, or when, planned.

“I’m still working on it myself,” Smith said, “to help my own kids be aware of what they are planning on studying and to be ready to do some ‘pre-homework’ if the semester doesn’t start on time. If that happens, they may have to rush through their curriculum, so students who’ve already looked ahead are going to be more prepared.”

Ward said that some parents are talking about different temporary solutions should the strike continue into the school year, but all parents should keep in mind a few things they can do at home.

“That 15 to 20 minutes of home reading a day is key,” she said.

“Engage with kids about their day, have that conversation or dialogue around the dinner table, and look for learning opportunities in everyday activity. If your younger ones are helping you cook, have them measure ingredients out.” reporter@vicnews.com

Make lunchtime fun time, says expert Daniel Palmer News staff

Kids can often be much pickier eaters than their parents, particularly when it comes to healthy options.

But there are ways to pack a healthy lunch and get kids excited about eating well – even if they don’t realize they’re doing it, says Sarah Voldeng, a registered nutritionist and founder of Absolutely Nutrition in Victoria.

“Eating creative is really important: when packing fruit and vegetables, make it fun for kids by cutting food out into different shapes, or making it a bit more decorative,” Voldeng says.

Including yogurt or salad dips is one simple way to make vegetable and fruit healthy and exciting at the same time, she says.

A second tip? Parents tend to skimp on protein when packing school lunches, often forgetting that plenty of protein helps stabilize blood sugar.

“Protein is good for focus and stamina during the long school day, whether it’s meat, cheese, yogurt or other vegetarian options, that’s a substantial part of

a healthy meal for kids,” Voldeng says.

A lot of parents tend to go “carb-heavy” with packed lunches and snacks (think crackers and chips) while forgetting about the importance of protein, says the nutritionist.

Last, don’t forget about healthy fats.

Avocado, salmon, tuna, or fatty seeds like pumpkin and sunflower do the trick while satisfying that snacking itch.

“Stay away from foods that will cause fluctuation in behaviour, and foods definitely do that,” Voldeng says. “Putting in something that’s too high in refined sugars will speed kids up and cause them to crash too quickly. But healthy fats supply the brain with what it needs for healthy functioning.” editor@saanichnews.com

Planning the morning routine is just as important. “Try to make it as stress-free as possible. Having things ready the night before is a big help.”

Parents can help by promoting self care as well, that means letting kids choose new shoes and snack kits for school. “They feel empowered and a sense of freedom when they can untie or unvelcro their own shoes. … Make extra time for those kind of things that they may need to do at school. If your school has indoor shoes and outdoor shoes, let them choose a new pair of shoes – how exciting is that?”

Those few small things will help them feel empowered and special during their time away from their parents.

Be prepared for pick up time as well.

“Have a snack and a drink ready. They may have had snack time at school, but that doesn’t mean they ate anything. And don’t plan too many new things. Wait a month until you put them in swimming lessons or soccer, or keep it to Saturdays.”

Parents’ positive attitude goes along way to happy school days First day of school jitters are a normal right of passage, but for kids experiencing their first day of school ever, parents can do a lot to set the tone for years of happy school days ahead.

“Send the message that you’re confident,” said Oak Bay Parent Owned Preschool teacher Amy Grbavec. “If you exude an air of confidence about preschool or school, your child will feel that and they will have the same confidence about school.”

As an early childhood educator for 23 years, Grbavec has some experience with ensuring a smooth transition to school.

“As parents, we’re excited about this new stage in our child’s life. But it’s very abstract to children,” she said.

She lists a variety of ways to ease your child into a new learning environment.

BACK TO SCHOOL Staples’ Stock the Lockers reaches out to those in need Angela Cowan News staff

With back-to-school season fast approaching, Staples is once again collecting donations for their Stock the Lockers fundraiser.

The office supply retailer has partnered with a number of elementary and middle schools, as well as the 1Up Single Parent Resource Centre, to ensure that no child goes without the necessities when school starts up again.

Staples is collecting cash donations until the first day of school. Proceeds from those efforts will purchase a back-to-school kit for any child whose family can’t afford it. The way it works is parents let their schools know if they need help, then the schools send a list of every child in need to Staples.

The store, in turn, sends out the kits, which can be delivered anonymously through the

schools.

The kits, part of the company’s School Tools program, are new this year for Staples stores in Western Canada. They give parents the chance to buy a put-together pack at a fixed price for their kids while avoiding the shopping chaos that abounds in late August.

As well as binders, pens and art supplies, the kits also contain coupons from many local businesses including Pizza Hut, the YMCA and Pita Pit. For Gerry Denis, general manager of the Langford Staples, giving back to the community is one of the most important things the company does.

“Whenever you’re dealing with education, it’s so important to support any causes that lead to better education and equal opportunities,” he says.

A burst pipe is a home owners’ nightmare, but ask any plumber and rare is the owner who pro-actively replaces old or suspect pipes.

“You see $50,000 renovations to a house, but you have to think, the house is like your body: just because you put new clothes on, it’s what’s going on inside that tells you how healthy you are,” says John Hurley, owner-operator of Olympic Plumbing and Draining.

“It’s the same with plumbing. You never see proactive homeowners when it comes to plumbing. It’s all reactionary.”

Hurley’s crew handles calls all over Greater Victoria including a fair share of emergency calls for burst pipes in Oak Bay. Whether it’s the sewer line, main water line or a drain, the costs to fix and replace the pipes escalate quickly.

To avoid any immediate plumbing issues upon moving in, have a plumber do a camera inspection as part of the purchase agreement.

“Plumbers can run a camera through the main lines and make sure there are no serious catastrophes waiting to happen. I especially recommend it when there

Whitfield faces legal action Victoria’s Patrick Kelly seeks compensation in civil claim Travis Paterson News staff

Simon Whitfield has been praised for his passionate expression on Twitter. But a civil suit filed this week is suggesting he went to far in targeting Paula Findlay’s coach Patrick Kelly following her disappointing result, finishing dead last in the women’s triathlon at the 2012 Summer Olympics in London.

Now Whitfield is the target.

The retired Olympic athlete and Fairfield resident is the defendant in a notice of civil claim filed with the Supreme Court of B.C.on Aug. 1, by triathlon coach Patrick Kelly. As of Monday morning, Whitfield hadn’t been served and was still waiting to respond, though he confirmed having read about it in the newspapers.

Kelly’s background goes far back in Victoria. He was part of the city’s first wave of triathletes in the 1980s.

As well as coaching Canada’s elites, such as Findlay, Kelly was best known in Greater Victoria as the National Triathlon Centre program co-ordinator for most of the last decade.

The NTC was based out of Saanich Commonwealth Place, where Kelly coached dozens of up-and-coming junior triathletes (16 to 23), including 2016 Olympic hopefuls Kirsten Sweetland (25) and Matt Sharpe (23) of Saanich, who recently represented Canada at the 2014 Commonwealth Games in Glasgow.

The B.C. government has expanded its program to offer coupons worth $15 a week for farm market produce to pregnant women, seniors and low-income families who take a nutrition course.

Health Minister Terry Lake announced an additional $750,000 has been added to the program for its third year of province-wide operation, in addition to $4 million provided in 2012 and 2013.

The program runs July through October, as harvest comes off local farms. It is administered by the B.C. Association of Farmers’ Markets.

Participants take a free nutrition and skills program that includes cooking, canning and preserving, and are issued weekly coupons that can be used like cash at participating farm markets to buy locally grown fruit, vegetables, meat, eggs, dairy products, nuts and herbs.

The program is expanded this year to include additional markets across B.C. including Nanaimo, Qualicum Beach, Port Alberni and Greater Victoria.

A total of 49 markets around the province take part, teamed with local social service agencies that offer the courses.

Lake said the program helps people make a transition to a healthier diet that lessens the risk of chronic diseases, while increasing the customer base for local farmers who sell directly to the public.

The nutrition coupon program began as a pilot in 2007, funded by the social services ministry. Its goal for this year is to support 10,000 people.

Existing farmers’ market coupon programs are already in place on Saltspring Island and elsewhere.
