Heavy equipment hauler Mammoet transports a 254-tonne polyethylene reactor to Nova Chemicals’ Joffre plant on Wednesday. The reactor, which was manufactured in Tofield by KNM Process Equipment, is a central component of Nova’s billion-dollar expansion of its polyethylene facilities. Measuring 38 metres by 7.6 metres, it made the journey to the plant over two days, with cold weather necessary to avoid road damage. The expansion project, which is scheduled for completion in early 2016, will boost Novas polyethylene production capacity at Joffre by 40 per cent. The construction workforce, which numbers about 150, is expected to peak at 800 in April 2015.

In fact, it just heightens our resolve.” Glover and the others, including a senior woman, were arrested by Sundre RCMP on Tuesday afternoon near a capture corral, about 30 km west of the town. Protesters had set up a camp near the corral to draw attention to the roundup.

BY DEAN BENNETT THE CANADIAN PRESS EDMONTON — Alberta is on track to record a $1.4-billion surplus on day-to-day spending this year, but it will be $8.5 billion in the hole on the capital side due to borrowing for new schools and roads. Finance Minister Doug Horner had originally forecast a $451-million deficit on day-to-day operational spending, but he said Wednesday that higherthan-expected oil prices, along with a low Canadian dollar, have changed the economic outlook. “We’re turning the corner,” Horner told a legislature news conference as he delivered his third-quarter budget update for 2013-14. “But we know that we must still be careful about

what lies ahead. We need to be ready for what we can’t see around that corner. We all know how much our revenues can fluctuate in a short period of time.” Horner said given the volatility in oil and gas prices, the province will continue to hold the line on spending when he brings down the 2014-15 budget on March 6. “We will deal with the pressures that come from a rapidly growing population, but we’re not opening up the spending taps. Today’s surplus will be used to cushion future drops in revenue.” Horner said this year’s projected surplus will be added to the province’s Contingency Fund, bringing it to $4.6 billion.
Now is the time to get smart about crime control, an expert told a Red Deer audience on Wednesday. Irvin Waller, a government advisor and University of Ottawa professor, said proven strategies can reduce violence and property crime in a city like Red Deer by about 50 per cent in three to five years. He said one strategy is to invest in community partnerships, early childhood, youth and family programs. Waller was the keynote speaker at a crime prevention workshop in Red Deer on Wednesday. He shared some insights from his third book, Smarter Crime Control: An Agenda for Action. Waller called the city’s recent crime control investment — equivalent to the salary of one police officer — a minimalist start.
