Regional district plans to renew cell tower contract By Karl yu THE NEwS BULLETiN

The Regional District of Nanaimo board is in favour of renewing a cellphone tower deal with Rogers Communications Inc. Under a statutory right of way agreement in place since 2003, the communications company pays a rental fee to have the tower situated at the regional district’s 6300 Ham-

mond Bay Rd. location. At Tuesday’s committee of the whole meeting, directors gave their support to renew the contract with an annual fee of $12,600 until 2018 and the allowance of an additional five-year extension beginning June 2023. The regional district and Rogers entered into an agreement in 2008 for three straight five-year terms. The board supported a proposal from Rogers last April that increased the yearly fee from $10,500

to $11,550 but turned down two additional five-year extensions, prompting Rogers to offer a new proposal, featuring the increased fee and only the extension beginning in 2023. According to Joan Harrison, regional district director of corporate services, Rogers will have to give notification of its desire to renew the agreement prior to each five-year extension. u See ‘ANY’ /4

The bill for the Colliery dams continues to mount as the city’s technical committee hunts for a solution to remediate the century-old structures. Golder Associates has been drilling core samples from the lower Colliery dam this week to test the state of the structure. According to the city’s technical committee, the work is needed to fill information gaps on the condition of the dams and will help narrow down potential longterm options for repair. But the work also delays answers about the future costs of the dams by another month, and will come at an “additional cost” to the city, according to Mayor John Ruttan, who says the overall bill for the dams is now close to $1 million. City staff members did not have the exact cost of the core-drilling work nor were they able to provide a budget for the technical committee, but said work will still be within the $100,000 to $400,000 range estimated for this phase of a twoyear risk mitigation strategy. “The engineers say we need this information. We don’t want them to do it. We don’t want to spend on information, but they say without drilling they are not able to give us a precise estimate on what it will cost to do the work,” said Ruttan, who has expressed concern about escalating costs. u See ‘DRILLING’ /6
