College trades effort receives $100,000 TERRACE - A junior resource company with plans to develop a gold mine in northwestern BC has given Northwest Community College $100,000 to develop a trades program aimed at secondary school students.

Seabridge Gold also gave the college $100,000 last year in support of the college’s trades program.

The second cheque was presented this week at the Association for Mineral Exploration British Columbia’s Mineral Exploration Roundup Conference 2014 in Vancouver.

It’ll help promote trades education for Grade 10 students

in secondary schools in Terrace, Smithers and the Hazeltons.

“We know there will be challenges finding and retaining skilled workers so we are using our resources to help ensure that the local labour market is ready for us,” said Seabridge chief executive officer Rudi Fronk.

“We are pleased with Seabridge’s continuing support.

Because of their generous donation, we are able to further advance trades training in Northwest B.C.,” said college official Dave O’Leary who accepted the $100,000 cheque.

“That’s been the key with Seabridge. Training has been a

number one priority and they’ve taken a very planned approach,” said O’Leary.

Based on Seabridge’s development plan, O’Leary said the first graduates coming the region to benefit by Seabridge trades training spending could be ready for work when the mine is scheduled to open.

“It’s a matter of starting early and being consistent,” said O’Leary of training.

Seabridge is deep into the provincial environmental approval process for its KSM project northwest of Stewart and expects a decision the middle of this year.

The KSM project is billed as one of the largest gold projects in the world with a potential mine life of 50 years.

Seabridge also has an agreement with the Nisga’a Lisims Government to work on an economics benefit agreement covering employment and business opportunities.

At the same time, the Gitanyow First Nation is worried about the effects of the mine on moose populations and on the potential for acid drainage from its tailings pond. It has asked the provincial to slow down the environmental approval process to better focus on environmental considerations.

Researchers continue probe into Kitimat life

KITIMAT - After three visits to the community, researchers at the University of Northern British Columbia (UNBC) have released their second interim report, titled “Tracking the Social and Economic Transformation Process in Kitimat, B.C.” Researchers Laura Ryser, Gerald Pinchbeck and Greg Halseth come to Kitimat at least once a year to ask a series of questions to local residents, picked out of local government, community groups and others.

“What we’re hoping to do is just track the changes as it’s going through all of these transformations,” Ryser told The Northern Connector, noting that research will continue until the community is through the bulk of its changes and transformation.

The report itself doesn’t track local satisfaction with the community, but merely seeks to record what changes are happening, such as changes to the retail sector or to community services.

Among the report’s positive findings is that people are reporting that the town is giving attention to temporary and long-term housing needs, businesses are expanding to fill need from industrial growth, and there’s ongoing continued efforts to renew relationships with industry, First Nations and community stakeholders.

Service providers and community groups share 25 per cent each of the persons interviewed for these reports.

The local government represents approximately 27 per cent of respondents, and businesses provide 11 per cent.

The rest is shared among industry representatives and seniors.

The report tracks positive changes as well as pressure points, but Ryser says it’s hard to pinpoint any particular area as that of greatest need.

“Even if you get a housing pressure, you can’t say that’s more than something else because often that will snowball into something else.”

For instance she said the pressure could begin with more workers coming into the community, which then puts pressure on people without industry wages, which opens up needs for other services.

“You really do need that comprehensive look at it.”

But she said tracking these changes is helpful to other groups and communities. For instance towns in the Northeast of B.C. are looking to see how Kitimat handles changes, just as Kitimat at times looks to them.

Under retail changes from their latest report, a majority of people identified Tim Hortons’ arrival. The PTI Lodge proposal topped housing issues.

Meanwhile under services the Food Bank took up the top three spots on that list. Traffic was also seen as a large issue for transportation.

Kitimat has been one of the busiest industrial growth locations in BC in recent years, thanks to the ongoing reconstruction of Rio Tinto Alcan’s aluminum smelter.

That project is to finish in October but there are expectations of growth continuing to take place in an anticipation of the development of as many as three liquefied natural gas facilities.

Fishery could be doomed, union representatives warn

PRINCE RUPERT Prince Rupert’s United Fishermen and Allied Workers’ Union (UFAWU) representative is concerned with changes the Department of Fisheries and Oceans (DFO) is considering to the BC salmon fishery.

The DFO is planning to change the salmon fishery from an open fishery model to individual transferable quotas (ITQ), which Joy Thorkelson said could put the fishery at a conservation risk and could leave fishermen on the North Coast holding the short end of the stick.

Under the current Open Fishery Model, the DFO establishes a

species-specific allowable catch for a period of time, which is usually only a few days. The DFO is able to open up the fishery for additional days if the allowable amount isn’t caught.

According to Thorkelson, one issue with a quota fishery is that the DFO has to be more precise with its allowable catch when managing the season.

“They can’t really be precise with salmon because they really don’t know how large the salmon run is every day or every week,” said Thorkelson.

Conservation is also a concern because under the ITQ, fishermen are given more time to catch the allowable amount. If DFO makes a mistake

with numbers, overfishing of a species is possible.

Thorkelson said another issue with ITQ is that quota can be bought, sold or leased.

“It’s a privatization of the fish because it

comes a commodity, before it’s even caught, that you can buy, sell trade. It becomes like the stock market and the working fishermen is the one who loses,” Thorkelson said.

“Fishermen will buy quota from people

to fish their quota, and get paid very little for it, while the person they’re buying from cashes in,” she said.

The union notes ITQs are already in place in the halibut and bottom trawl fisher-

ies where the majority of the resource must be leased by fishermen.

The UFAWU claims that fishery proves lease holders reap the majority of the profits while crew members are left with the risk and ex-

penses but poor pay.

“The union believes the value of the catch should go 100 per cent to the people who are working to catch the fish.” said Thorkelson in response to the current system.

Crime numbers hit a fiveyear low in Prince Rupert

PRINCE RUPERT - Numbers released by the RCMP show crime in Prince Rupert reached a five-year low in 2013.

The number of offences handled by the detachment in 2013 was 4,084, a drop of 633 from 2012 and a drop of more than 1,350 from the five-year high of 5,439 recored in 2011.

However, not each of the seven offence categories saw a five-year low and some actually hit a five-year high in 2013.

Crimes against persons was at a five-year low after falling 22 per cent from 2012, from 668 to 523, and most of the crime types were down. Aggravated assaults were down 75 per cent, assaults with a weapon were down 28 per cent, common assaults were down 17 per cent and instances of criminal harassment, uttering threats and sex-

related offences were down. The only personal crime category that increased in 2013 was robbery, which rose from nine cases in 2012 to 13 cases in 2013.

Property crimes hit a five-year low in 2013, falling nine per cent yearover-year to sit at 1,069. While instances of shoplifting and arson were down, break and enters to businesses and residences increased in 2013, the number of stolen vehicles increased, theft from motor vehicles was up and fraud was also on the rise last year.

The number of drug offences hit a five-year high in 2013, reaching 193 cases compared to 134 in 2012. Possession, trafficking and production of cannabis crimes all rose last year, 26 per cent, 44 per cent and 28 per cent respectively. Possession of cocaine remained level with 13 instances last year and there was one count of possession of ecstasy compared to none last year, but the trafficking of other drugs fell by 67 per cent.

KITIMAT - The Kitimat Food Bank is not moving, or at least not yet.

Food Bank President Marjorie Phelps says they’re hanging on and will stay in their location in the lower City Centre Mall for right now.

And while their rent has increased, she said it’s still manageable for the short term. That’s partially thanks to the support of local industries who are in town for the projects.

That said the organization is open to alternative locations.

“Right now I think we’re okay,” she said about being in their usual location.

Even if they suddenly had to leave she said there have been offers from people to store the FREE WORKSHOPS For TENANTS & LANDLORDS

food while they move.

A local church has offered their space to run a food bank as well but Phelps said they’re hoping to find a location that’s convenient for their clients.

The food bank is currently serving about 110 active families, she said, but their number of clients is actually down from early last fall.

“We are down, we’re down from early last fall, but we still have our main core group, and we had four new people come in last week.”

One couple which recently came in were both working, she said, but had no place to stay.

But as for some of their former usual clients, she thinks many have moved on from Kitimat.

“I think what happened is many of our people have left or

moved in with family,” she said. “We notice a few people that are not

Teacher turns over his licence to teach after conviction TERRACE - A teacher convicted of a sexual offence against a minor will not be in a classroom with students in B.C. anytime soon.

Robert Robinson Sturney, who was teaching at a school in Hazelton when the offence happened between 2008 and 2009, signed a consent resolution agreement with the Teachers Regulation Branch (formerly the BC College of Teachers) commissioner Bruce Preston late in 2013. He agreed to not apply for a certificate of qualification as a teacher or a letter of permission to teach for 12 years, the end date of which is October 30, 2025.

A consent resolution agreement is used when the commissioner determines that the facts require some action against the individual’s teaching certificate or certain conditions on his or her practice and is a voluntary process resulting in a written agreement on the facts and outcome as they relate to the certificate holder’s practice, explains information on the branch website.

On Dec. 7, 2009, Coast Mountains School District 82 made a report to the college about Sturney, said the agreement. A report is made when it is believed there is an issue of competence or a breach of certification standards.

On Feb. 14, 2012, Sturney was convicted of sexual exploitation of a young person when he was in a position of trust or authority towards the young person between October 2008 and September 2009, continued the agreement.

Sturney was sentenced to 14 days of intermittent imprisonment and 18 months of probation, said the agreement.

A court ban was issued prohibiting the publication of any information which could identify the young person, continued the agreement. On Aug. 15, 2013 the commissioner issued a citation, which is done when the commissioner is taking further action against the person, according to section 56 (1)(b) of the teachers act.

On Aug. 20, 2013, the commissioner proposed a consent resolution agreement to Sturney, as per section 53 (1) (a) of the teachers act.

In the consent agreement, Sturney admitted the facts stated about his professional certificate, its cancellation, his employment by the school district, the district’s report, his criminal con-

viction and the commissioner’s citation were true.

Sturney admitted that conduct described in his criminal charge was professional misconduct and contrary to the standards for educators in the province, continued the agreement.

He agreed not to apply for certification and understood that the director of certification would be required not to issue to him a certification of qualification, an independent school teaching certificate or a letter of permission for 12 years, ending Oct. 30, 2025, said the agreement.

No further actions would be taken under the teacher’s act unless Sturney failed to comply with one or more terms of the agreement.

Rupert man facing multiple charges The Northern connector

VANDERHOOF - A Prince Rupert man is facing multiple charges following a series of criminal offences in the Prince George and Vanderhoof area.

On Jan 21, members of the Prince George RCMP located and arrested 32-year old Anthony Halmut Pfrang after reportedly finding him committing a residential break and enter and an attempted theft of a vehicle at separate locations on South Shelley Road, just east of Prince George.

Pfrang allegedly also resisted arrest and assaulted two officers prior to being taken into custody.

As a result of evidence obtained by investigators upon his arrest, police have also linked Pfrang to a commercial break and enter that occurred in Vanderhoof the day before.

On Jan. 20, 2014, the Vanderhoof RCMP received a report of a break and enter at the Brookside Resort near Cluculz Lake, on Highway 16 approximately halfway between Vanderhoof and Prince George.

Pfrang now faces charges of break, enter and theft, break and enter with intent, a total of eight counts of possession of property obtained by crime over and under $5,000, attempted theft of a vehicle and two counts of both assaulting a peace officer and resisting arrest.

The investigation is continuing and further charges are possible.

Winterfest to mark its return

KITIMAT - The Association des francophones et francophiles du Nord-Ouest (AFFNO) is bringing back a Kitimat tradition with the return of Winterfest.

The group, which at a time was based in Kitimat but is now in Prince Rupert, are eyeing the end of February as the time to host the fun events.

rector Patrick Witwicki says that they’re choosing a later date — February 20 to 22 — because when they’ve held it before it has always conflicted with the All Native Tournament in Prince Rupert, which draws a lot of Kitimat and Kitamaat Village people out, and they didn’t want to have anyone excluded.

There will be a number of events, but the primary one will be the Winterfest brunch at the Riverlodge on

February 22.

“It’s a celebration with maple syrup and francophone food,” he said.

The popular toffee on the snow will also return, but it remains to be seen if it will be the traditionally outdoor activity or if they’ll bring it indoors.

“We, by the looks of it, will have to import snow from somewhere as well.

But it will take place,” he said.

AFFNO had been look-

ing for a local Kitimat coordinator for the event however funding did not materialize from applied for grants.

He said their group is looking at rebuilding the connections in the community, which aims to serve francophones and francophiles throughout the Northwest region. Venues are being organized still for other events, including live music from Barefoot Caravan.

River Kings end Rampage’s CIHL campaign

TERRACE - The Terrace River Kings put an end to the Prince Rupert Rampage’s 2013-2014 Central Interior Hockey League campaign over the weekend.

After falling to the Rampage in game one on Jan. 25, the Kings took full advantage of home ice and eliminated Prince Rupert from the CIHL playoffs with a series of one-sided wins on Feb. 1 and Feb. 2.

On Saturday night, the Rampage found themselves down 3-1 through the first period of play.

Terrace controlled much of the play in the second period, but Rampage netminder Warren Hanson turned away everything he faced and neither team was able to notch a goal in the frame.

That would not be the case in the third, however, as the River Kings lit the lamp three times to even the best-of-three series at one game apiece with a 6-1 victory.

Tensions were high on Sunday as both teams teetered on the brink of elimination.

But much like Saturday’s game, the River Kings controlled the play while keeping the Rampage offence at bay until there were just two minutes on the clock.

The end result was a 7-1 victory for the River Kings that allows them to advance into the CIHL Western Conference championship game.

Around the League The River Kings will be competing for a spot in the CIHL championship game against the defending champion Smithers Steelheads, who swept the Kitimat Ice Demons from the playoffs on Saturday night with a 3-1 home victory.

In the east, the Williams Lake Stampeders earned their spot in the conference finals after sweeping Lac La Hache from the playoffs with a 7-3 victory on Saturday night.

The Quesnel Kangaroos forced a game three with a 4-3 victory over the Houston Luckies. They then eliminated Houston with a 4-3 win on Sunday.

KITIMAT - The Kitimat Marlins had 33 swimmers competing at the Terrace regional swim meet over the weekend with other regional teams from Terrace, Prince Rupert and Smithers also in attendance.

With strong performances from all the Marlins they won the swim meet with the highest overall points.

Leading the way Kleanza Cathers placed first in all seven of her races taking the gold medal for overall points in the 13-14 girls age division. She broke three pool records in the 13-14 girls 100 meter individual medley, the 50 butterfly and the 50 backstroke. In the 100 m she clocked a time of 1:11.66.

The old record was held by Kitimat swimmer Sheena Bartel 1:12.83.

Bartel at one point was ranked first in Canada for her age group as a swimmer in 50 freestyle. Cathers clocked a time of 31.98 in the 50 butterfly eclipsing the old mark of Jennifer Horwood of Kitimat’s 32.61. Horwood went on to swim with Simon Fraser University. In the 50 backstroke two swimmers went under the pool record as Cas-

sandra Hornit Wandler from Smithers also went under the old record.

Cathers out touched her though by 8/10 of a second and clocked a time of 32.62 breaking the old record of 33.52 set by Maria Checkley of Terrace. All three of the previous records had been set in the late ‘90s.

Also breaking pool records for the Marlins was Brander Pacheco.

Pacheco in the 15 and over boys division. Pacheco broke the records in the 50 meter and 200 meter butterfly. His time of 28.27 in the 50 meter fly broke the old mark of 28.41 held by Paul Scholz of Smithers from 2005. In the 200 fly Pacheco’s time of 2:19.35 broke the old record held by Garth Coxford of Terrace from 1998 of 2:19.71.

Pacheco took the silver medal for overall points in the 15 and over boys division.

Two more swimmers punched their tickets to the upcoming AA Provincial championships in March in Chilliwack by reaching two AA qualifying times. Morgan Winterburn reached the time standards in the 13 and under 100 and 200 backstroke while Robyn Alderman achieved the standards in the 16 and over girls 100 and 200 meter breast-

stroke. Alderman also took the silver medal for overall points in the 15 and over girls division.

Zachary Dumas reached his first AAA provincial time (the highest provincial level) in the 15 and under boys 200 meter butterfly. Dumas also took the bronze medal for overall points in the 13-14 boys division.

Also reaching her first AA provincial standard was Vanessa Lamarre in the 13 and under girls 200 meter backstroke.

Other medalist for the Marlins for overall points were Adrianna Florit silver in the 10 and under girls division, Leah Desousa bronze medal in the girls 11-12 division, Alivia Soares bronze in the 13-14 girls division and Paige Collier bronze in the 15 and over girls division.

Ethan Velho had the largest one swim improvement for the Marlins a three minutes and 44 second improvement in his 1500 Meter freestyle. Swimmers who achieved the tough task of swimming personal best times in all their races were Charlotte Collier, Leah Desousa, Vanessa Lamarre, Marianne Tremblay and Ethan Velho.

TERRACE - A regional conservation group is expanding efforts to broaden its financing base.

A major contributor of Terrace-based SkeenaWild Conservation Trust is phasing out its support over the next two years, meaning it needs to diversify its revenue sources, says trust employee Julia Hill.

The San Fransisco-based Gordon and Betty Moore Foundation (Gordon Moore is a co-founder of the Intel Corporation which pioneered the development of microchips leading to the explosion in personal computing devices) had a specific program to promote wild salmon initiatives, something that fit SkeenaWild’s work to build Skeena River salmon populations, but is now turning its attention to food security issues in South America.

“We’ve been incredibly fortunate and the foundation has been very good, but now it’s shifting its focus,” said Hill.

Now seven years old and with six people on staff, SkeenaWild has an annual budget in the neighbourhood of $500,000.

The Moore foundation, depending upon the specific activities of SkeenaWild each year, provided as much as half of its budget, Hill added.

“Our mission is very much science and research and we can say our work has resulted in an increase in fish populations,” she said. “Fishery resource issues may not be sexy and it isn’t sexy work but it is important.”

SkeenaWild has also received money from American clothing giant Patagonia, Mountain Equipment Co-op and the Northern Savings Credit Union.

SkeenaWild has also sold clothing with its logo, something that’s gone over well, said Hill.

“We have been reaching out to the community and we are feeling supported in our work on salmon conservation but now our task is to translate that into financial support,” she added.

To that end, SkeenaWild is now selling a limited edition print created by local artist Joe Mandur Jr. It’s available at SkeenaWild’s offices and at the Flying Fish. It’s called “Everything is One” and demonstrates how connected everything is within the Skeena watershed.

“Healthy communities are built on the foundation of clean water, clean air and accessible food,” said Mandur in explaining his work.

NEW HAZELTON - New Hazelton RCMP responded to 49 calls during the week of Jan. 23 ro 30th.

January 24, Police responded to a fire at a nurse’s residence situated beside the hospital.

Hazelton Fire responders were at the scene within minutes along with BC Hydro.

Unfortunately a dog was in the home which burnt to the ground.

The two residents of the home were out at the time but have lost everything in the fire.

January 25, Police attended a traffic accident located at the Mud Flat area involving two vehicles.

Sadly, one person was killed in the accident and three others were transported to the hospital and later released with minor injuries.

January 25, Police stopped a vehicle to conduct a check. A passenger in the vehicle was arrested for possession of a controlled substance.

January 28, Police responded to three different traffic accidents during the day.

In all three accidents, witnesses reported the vehicles slid out of control.

Tires were good on all the vehicles involved.

The accidents occurred at Seeley Lake, Whiskey Creek and near the Ross Lake turnoff on Highway 16.

January 30, a male was arrested for Criminal Harassment. The file is still under investigation.

Motorists are urged to consider road and weather conditions when they venture out on to roads and highways. A mild winter still makes driving tricky.

These bylaws will replace sign regulations currently within existing zoning bylaws.

TERRACE FEB. 11 – Pacific Northwest Music Festival committee meeting is at 7:30 p.m. to 9:30 p.m. at the Terrace Academy of Music, in the basement of 4907 Lazelle Ave. All committee members and those interested in volunteering for the upcoming music festival are encouraged to attend.The music festival will be held on March 27 to April 12. Programs will be on sale at Sight and Sound after March 15. Tickets for scholarship and gala nights on sale during the festival at Misty River Books.

FEB. 14 – One Billion Rising event dances from noon to 2 p.m. at Brolley Square to help put an end to violence against women and girls. One in three women will be raped or beaten in her lifetime – that is, one billion women.

Everyone is encouraged to wear something red.

FEB. 16 – Attention all Terrace seniors: The Kinsmen are hosting their 31st annual “Seniors Sweetheart Dinner and Dance” at the arena banquet room. Doors open at 4 p.m. with dinner served at 5:30 p.m. with dance to follow.

FEB. 21, 22 – Hobiyee celebrates Nisga’a New Year in Laxgalts’ap (Greenville) starting at 10 a.m. Friday and 9 a.m. Saturday.

MARCH 1 – Terrace Science Fair for kindergarten to Grade 12 students shows off students’ projects for judging at the Veritas Catholic School gym. Doors open at 8:30 a.m. Project judging is from 9:30 am. to 12:30 p.m. with awards ceremony at 1:30 p.m. to 2:30 p.m.

FEB. 12 – Interested in community theatre? On Cue Players is holding a meeting to read through possible short plays for dinner theatre for the end of May.
