There were 15 people out for the latest Greenwood Economic Development Committee meeting on Nov. 27 in council chambers. Mayor Nipper Kettle praised the initiative for bringing together representatives from the Greenwood Board of Trade, Community Futures Boundary (CFB), Boundary Country Regional Chamber of Commerce and city council to the same table to set an action plan for economic development.

The meeting began with CFB General Manager Wendy McCullough providing a review of the Nov. 7 strategic planning session at McArthur Centre that was facilitated by Dr. Kyleen Myrah. killer whale. “The idea of the thunderbird being the messenger of the Creator and overcoming the darkness of the whale and the undersea world,” explained Jackson. He said that in northwest Native art, the thunderbird typically represented the messenger from the Creator and was a sacred creature from the sky world and the mountains. “When you saw it would be very awe inspiring.” In most of the stories the thunderbird would take the whales and eat them at their nests up in the mountains. “They say you can still find whalebones up in the mountains,” said Jackson. Thunderbird represents that the Creator is much bigger than the whole scene that we see. It’s bigger than the world of darkness. When you see them together the thunderbird is always overcoming the whale. The whale represents those parts of our personality—the instinctual parts of our personality that don’t have consciousness. “Some call it the reptilian part of ourselves,” explained Jackson. “We are just going by the instincts there is not any kind of illumination or consciousness to what we are doing. “The underwater world represents the unknown—the unseen.” The BCSS students are working with Aboriginal education teacher Marilyn Hanson, while the GFSS students work with Wanda Hecht. GFSS is also fortunate to have filmmaker Chris Bose who has documented the processes. The primary funding partner is the non-profit group called ArtStarts, which has a long history of bringing professional artists into classrooms across B.C. The local school district also provided funding through the Aboriginal Education budget. ArtStarts supports projects that put students in direct contact with a professional artist in residence in their classroom and aims to connect an art form and another subject area to meet evolving objectives in both. A blessing ceremony for the BCSS mural will be held on Jan. 21, 2014.

Metcalf takes top trophy home Local racer Darrin Metcalf took home the Driver of the Year trophy from Eagle Track Raceway in Republic, Washington this year. Darrin says he’s been racing at the track for 20 years now. He also races for the money at invitational events on tracks in Merritt, Penticton, Vernon and Northport, Washington. Metcalf, who finished second in points this year, is a five-time season champion at Eagle Track—most recently in 2012. He drives car # 11X, a Super Stock class 1971 Chevy Chevelle. There were 14 races on the half-mile clay track in 2013. “I feel very honored to receive an award like this,” Metcalf posted on his Facebook page.” There are many talented drivers at this racetrack. I think each and every one of them should be acknowledged for their outstanding efforts. Thank you to friends, fans, and especially family. I couldn’t do it without you!” The Driver of the Year is selected by a vote of the other drivers and their pit crews along with random polling of the fans in the stands during the course of the year. When asked why he races Metcalf said, “I do it because it is a stress reliever and I like to go fast; and it’s better to do that on the track than on the street.” Metcalf is also a director with the Kettle Valley Racing Association. The group is looking forward to their annual snowmobile drag races at the Midway airport in early February.

Tax Planning: Care Home Fees As each year passes, many seniors face rising health expenses, especially when it comes to nursing home fees. Personal care homes equipped with governmentsubsidized beds charge fees based on each resident’s personal tax return. Therefore, in years of medical need, the greater the income you report on your tax return, the greater the fees you will pay at your nursing home residence. In essence, the government will charge you 80% of your after-tax income for residential care home fees. This amount is determined using your net income (line 236 of your tax return), less your Registered Disability Savings Plan income, Universal Child Care Benefit income, and any income taxes paid. For example, if your net income was $30,000, and you paid $3,000 in income tax, your after-tax income would be $27,000. Eighty per cent of this amount would be $21,600. Dividing this total by 12 would result in a monthly personal care home charge of $1,800. There are allowances for lower income individuals who have an after-tax income less than $19,500. If you were in this situation, you would deduct $3,900 from your after-tax income to determine your monthly fee. The final fee would be subject to a minimum monthly amount that is set each year. This year, British Columbia’s minimum monthly public personal care home fee has been set at $958.90.

There are several strategies you may wish to consider in order to keep your residential care home costs down. One of the most important strategies would be to split your pension with your spouse. Ordinarily, the higher income spouse would want to split their pension with the lower income spouse, allowing for lower income tax rates. However, the nursing home fees are essentially an 80% tax, compared to a maximum 43.70% income tax rate. Therefore, it may make more sense for the lower income spouse to split their pension with the higher income spouse, if the lower income spouse is living in a nursing home. In other tax-planning situations, pension-splitting percentages could allocate a maximum income to the lower-income spouse/resident which would still result in the minimum monthly fees. In addition, if you are planning on transferring investments to your adult children in the future, it may make sense to transfer them now. This step could reduce the amount of investment income realized on your personal return, potentially allowing for a reduction in residential care home fees. K. The Boundary Invasive Species Society (BIS) held their fall stakeholder meeting in Midway recently to report on what invasive plant management was done this past year and to discuss needs for 2014. Brenda LaCroix with the Christina Lake Stewardship Society (CLSS) shared the activities completed out at the lake to inform Lake users about the risk of introduction of mussels and other species and what they can do to prevent introduction. Clean, drain, dry your watercraft was the main message. Under the Controlled Alien Species Regulation it is illegal to have mussels (live or dead) in the province, however very few inspections are being done. The potential impacts of Zebra and Quagga mussels on the lake would be devastating not only to infrastructure (fouling of waterlines, docks, boats) but also to recreation with changes to the fishery and risk of beaches lined with sharp mussels that cut your feet. With a major recreational border crossing in our area CLSS is being proactive to try to get people complying with the new law. The plan for next year is to expand the awareness program to the rest of the Boundary however without any dedicated funds for aquatic species education, securing funding to do it will be the major challenge. Don Gayton, well-known grasslands

expert, presented on his monitoring results in the Johnstone Creek area grasslands. The area has a long history of knapweed and other weeds. The knapweed has declined in the area with suppression by the bio-control insects but other weeds are increasing even in the ungrazed areas. He suggests that research needs to be done to look into whether pocket gophers, which appear to have quite high populations and cause quite a bit of disturbance with their burrowing, could be the cause. This presentation showed how complicated grassland systems can be and that management is not always as straightforward as you think. Barb Stewart, Boundary Invasive Species program co-ordinator, presented some highlights from this year including a restoration project out at Boothman’s Oxbow Provincial Park that is being funded by Environment Canada’s EcoAction Community Funding Program. The education program including promoting an online youth education program on invasive species with funding from the Phoenix Foundation. She also spoke of the Goats on Weeds workshop held in Grand Forks and provided an update on what is going on around BC with respect to invasive species. The Boundary Invasive Species Society presented the annual report on management activities this past year. There was an 9 per cent decline in funding for management which is a real concern since six new plant species were found

this year and if funds continue to decline it will be more challenging to address both new and existing invasive plants. An increase in diffuse knapweed was observed throughout our grasslands this summer, which we hope is just a blip in the expected population cycling. Monitoring of knapweed bio-control insects found one of the root boring weevils more widespread than we had thought, which is very good news. Manual pulling crews removed invasives on over 19 hectares of public land this year including several large patches of yellowflag iris along creeks. Longspine sandbur was found late in the season along the highway in Christina Lake at a new location so crews pulled as much as they could to reduce spread by pedestrians walking along the road. This was a challenging summer for the herbicide contractors since the hot weather limited what work they could do. Overall a lot of work was done. Midway improves spending ranking

In a recent report released by the Canadian Federation of Independent Business, the cities of Grand Forks and Greenwood were shown to be more free-spending than their neighbours in the Thompson Okanagan region—and did not fare much better when ranked with 153 municipalities across the province. Midway, on the other hand, improved its’ ranking. In the BC Municipal Spending Watch 2013 report that was released this month. The report measures how much municipalities spend, in relation to the rate of inflation and population growth.
Ranking 33rd out of 153 communities Grand Forks was the second worst community in the Thompson Okanagan region, ahead of Summerland that was ranked 20th (the lower the number being a worse ranking). The city dropped from 52nd last year as its municipal spending per capita from 2010-2011 rose by nine per cent to $2,176,

with real operating spending per capita growth rising from 2000-2011 by 36 per cent.
 Greenwood had a 32 per cent rise in real operating spending per capita growth from 2000-2011, and shells out $1,733 in operating spending per capita. The city’s municipal spending increased by eight per cent from 2010 to 2011, dropping the nation’s smallest city to a rank of 54th, down from 78th last year. Midway was a model of responsibility and consistency, raising its real operating spending per capita (2000-2011) by only four per cent, spending $1,503 per capita and actually decreasing its municipal spending per capita (2010-2011) by six per cent.
The community ranked 118th, bettering its rank of 100 from last year.
 The Village of Kaslo scored best in the province. The village has decreased its spending from 2000-2011 by nine

per cent, 11 per cent from 2010-2011. It spends $1,017 per capita.
 Regional districts were not included in the report.
The Municipal Spending Watch rankings are based on an equal weighting of growth in inflation-adjusted operating spending per capita (20002011) and the 2011 operating spending per capita.
Policing costs, while technically a component of municipal operating spending, are largely beyond the political control of municipal governments and are instead determined by negotiations at the provincial level. For this reason, policing costs from overall operating spending have been excluded.

Truly a gift On Sept. 7, 2013 the Stephen Lewis Foundation hosted a people’s tribunal in Vancouver to shed light upon the plight of many African grandmothers and their orphan grandchildren. According to the report of the African Grandmothers tribunal—Seeking justice at the frontiers of the AIDS crisis—the current mantra in dealing with AIDS is “zero deaths,” “zero new infections.” It’s a strategy promoted by UNAIDS with the support of the scientific and political establishments. And it’s admirable except for one fatal flaw: it leaves out whole categories of people who are aversely affected by the virus. Two of those categories are grandmothers and orphans. Incredible enough, in the latest issue of the comprehensive UNAIDS update on the pandemic, 2013, published just a few weeks ago, grandmothers and orphans are written out of the text. They appear nowhere. Thank goodness for the good people of the Grandmothers-to-Grandmothers campaign. Grassroots women both here and in Africa whose work gives profile to the grandmothers of Africa and the staggering demands they face in raising orphan grandchildren. Grandmothers have stepped in to care for orphaned grandchildren, putting them through school, supporting them through the loss of their parents to AIDS and teaching them about HIV prevention and treatment. They tend to the sick, set up support groups, harvest the crops and create income-generating programs. There is a local Grandmothers group—the Boundary GoGo’s. They too are active in the fight for justice for African grandmothers and orphans. The Boundary GoGos will have a table at the Rock Creek Christmas Fair this Saturday. Take the opportunity to hear their story and perhaps shop where your dollar will truly be a gift.

Re: Deer populations and hunting regulations in the Boundary Why are the local deer populations in trouble? Many people believe the main problem is that hunting seasons are too long and far too lenient with wide open seasons on small mulie bucks and whitetail does. To a degree this is true. However, there are several other factors contributing to the population declines. Even though the number of hunters is less than half what it was 20 years ago, the overall hunting pressure is greater. How so? In B.C. there are approximately 500,000 kilometres of bush roads with hundreds if not thousands of kilometres more being built every year. Thirty years ago the road systems went into the bush and hunters walked from there. Now they go through the bush and the hunters drive everywhere. These roads provide nearly unlimited access to virtu-

ally all areas of the province with the Boundary area likely having more roads/unit area than most other areas in the province. With such good access, the deer no longer have any refuge areas where they are safe and can be at peace; and even though the particular hunting season, say on mulie does, may be closed, as the whitetail season is open for much longer, all animals experience increased stress because of the constant traffic through their “back yards”. Added to this are the ever-present ATVs the owners of which build trails off the ends of the roads so they can access every nook and cranny of what were once respectfully called the “back woods” areas. All of these ATV riders are well armed. Some carry both rifles and shotguns; many have winches and carry chainsaws in the back so they can, and often do, go anywhere they want. Because of such blatant disrespect for B.C.’s forest and range lands, there are no more “back woods” areas and hence far fewer deer. Fred Marshall, Midway

Long years of study ends in ordination ADELE HAINES-PASCO Submitted

After years of study to become an Anglican priest, Cathy Straume was ordained at St. Michael and All Angels, the Anglican cathedral in Kelowna on Nov. 24. Archbishop John Privet officiated. Cathy was raised in Ontario and moved to the Boundary Country, living in Greenwood for the past 30 years. She has always been involved in the church and as a community volunteer. She started the Thrift

Shop and community garden at St. Jude’s in Greenwood. She has been and continues to be a great help to many people in her community. Cathy started her studies 12 years ago to be ordained in the Anglican Church. This journey came to fruition in May 2013 when she was ordained a Deacon and on Nov. 24, 2013, a priest. She completed her required courses of theological education, by extension, in the four-year Education of Ministry Program from the University of the South, Michigan. She has also com-

pleted the required courses from the Kootenay School of Ministry, a three-year programme. The Kootenay School of Ministry was established for the ordination of locally ordained deacons, priests or lay people who wish to broaden their theological education. As a locally trained priest Cathy will continue taking courses through the Kootenay School of Ministry. An Anglican priest must be educated through the local training programme, university or seminary. Cathy will be officiating on occasion at services at St. Jude’s Anglican Church in

Greenwood the first, third and fifth Sundays at 4 p.m.; also, at St. Mary’s in Kettle Valley on the second and fourth Sundays at 10:30 a.m. She will be sharing some of the Sundays with the Rev. Simon Shenstone and assisting him with various duties throughout the parish. You are cordially invited to attend the Rev. July 19, 1950 – November 20, 2013 Fran, aged 63, after waging a second battle with cancer, left this world November 20, 2013 with a smile on her face and as usual, the last word. She was predeceased by her parents, Harry and Dorothy Bjerke and half-sister Patsy Babiuk. Survived by her husband of 42 years, Ross Elliott, daughters Maegan (Martin) Elfert, Garrity Elliott, son Jared Elliott, grandchildren Rylee and Dwight Elfert, sister Linda (Marlin) Timko, many nieces and nephews, her best friend Vivian Desgagne and her daughter Courtney Crawford along with a ton of in- laws and extended family. Over her 35 years in Midway, Fran formed many friendships through her volunteer and community work throughout the valley. She went through life with gusto, humor, a smile on her face, and along with her honesty, her open mind and sharp tongue, she called a spade a spade. She was not afraid to tackle anything or anybody and she loved to go to battle for the underdog and downtrodden. She will be greatly missed by her many tax clients, especially her seniors and students for whom she waged and won all of her battles against her arch-enemies, the bureaucrats at MSP and Revenue Canada. R.I.P. Fran, your earthly battles are done. At her request, there will be no service and she said, “I’d like the memory of me to be a happy one and I’d like to leave an echo”.

never get around to it! Old age is dreaded by almost everyone because it usually means loneliness, physical decline, and a retreat to inactivity. Some people tend to lose their enthusiasm for life and spend too much time in fruitless reminiscing and self-pity. They feel like “Old Jimmy”, an elderly gentleman George Mueller often told about. When this man was asked what he did all day since he had retired, he replied, “I just sit and think, and sit and think,...and sometimes I just sit!” That’s getting old in the worst way—ceasing to live before we die. History records that many people made some of their greatest contributions to society after the age of 65. The Earl of Halsburg, for example, was 90 when he began preparing a 20- volume revision of English law. Goethe wrote Faust at 82. Galileo made his greatest discov-

ery when he was 73. At 69, Hudson Taylor was still vigorously working on the mission field, opening up new territories in Indochina. And when Caleb was 85, he took the stronghold of the giants (Josh. 14:10-15). God never intends for us to retire from spiritual activity. The Bible says we can “still bring forth fruit in old age.” Even as Jesus kept the “best wine” for the last at the wedding in Cana (John 2:10), so He seeks to gather the most luscious clusters of the fruit of the Spirit from the fully ripened harvest of our lives. You may be sure God wouldn’t keep you on this earth if He didn’t have a worthwhile ministry for you to accomplish. So keep on serving the Lord!
