Mission council stopped short of prohibiting licensed marijuana grow operations when new regulations from the federal government are introduced next April. At the last council meeting Monday night, Mission politicians voted to prohibit licensed marijuana producing operations within the District of Mission borders, but council could consider a site-specific application if the proposal benefits the taxpayers of Mission. Planning staff will prepare another report to council outlining conditions of use, such as setbacks, which would restrict the size of the lot it can operate on and distances from daycares and schools. Each application can be brought forward on a site-specific basis, said Barclay Pitkethly, deputy director of development services, who will leave the “taxpayer benefits” to council’s discretion. District staff sought input from council after receiving numerous inquiries from potential licensed marijuana producers. Pitkethly also noted a new federal condition requires prospective operators to notify local government, including fire and police services, of their operation.

“We haven’t been able to give them any direction about whether or not they can locate in Mission,” said Pitkethly, noting the federal government will be issuing licenses for commercial operations next year. He also explained after April 2014, all existing licenses will be void and any left over will be turned over to the RCMP. Coun. Jenny Stevens questioned whether any action should be taken until the new legislation is revealed, but agreed this would stop speculations. “Doing nothing will not work and we can always revisit this,” she reasoned. “We’re moving into a new era with the federal regulations,” commented Coun. Jeff Jewell, who suspects this is the first step to legalizing marijuana. “This is providing legal ways for those who want to get into the business, and it seems a lot of people do.” “There could be jobs or tax revenue (for Mission),” added Coun. Tony Luck. Nobody knows what the new law will look like, said Coun. Nelson Tilbury, the only one opposed to the move. “I want to see something that will work before we go chasing something else down the rabbit hole.”

Downtown Action Plan bolstered by $150,000 federal grant Money received from federal Gas Tax Fund will cover most of the planning costs for downtown revitalization By Maria Spitale-Leisk MISSION RECORD

Around the same time Mission council adopted the Downtown Action Plan in July, the district received a $150,000 grant, from the federal Gas Tax Fund, which should cover most of the planning costs. Sharon Fletcher, director of long-range planning and special projects, said the district applied for the federal money last fall, prior to starting work on the plan that would revitalize Mission’s downtown core. “A plan of this magnitude would approximately cost $200,000,” Fletcher told The Record. If the planning costs turn out to be less than $150,000, leftover funding would be reallocated towards implementing the plan or other municipal projects. District staff has already begun work on a key component of the Downtown Action Plan: reclaiming First Avenue from the Ministry of Transportation and Infrastructure, and having North Railway Avenue be a two-way street for vehicle traffic. “We have support in principle from [the Ministry of Transpor-

tation and Infrastructure] provided that we can prove that Railway Avenue can handle the traffic volumes over time,” said Fletcher. Fletcher anticipates the district should learn by late fall if Highway 7 commercial traffic will be re-routed to Railway Avenue — and if the province will cost-share the project. Designed to attract business investment, the creation of an incentive package — which could include tax exemptions and building facade improvements — is another facet of the downtown plan currently being explored. A report, which will include recommendations for policy changes to make it more economically viable to invest in the downtown area, is expected before council in the fall. Overall, the plan is a series of “doable,” discrete capital projects for improving public spaces in downtown Mission, said Fletcher. The changes to the downtown core will be rolled out methodically, and council will need to approve projects within the plan. “If I were guessing, I’d say we will be done in five to 10 years,” said Fletcher.

One of the most exciting events of the racing season hits Mission Raceway Park this weekend. Sponsored by SMS Komatsu, the Smoke Fire and Thunder is an event like no other, and has proven to be one of the most family friendly events of the year. The show features five different classes Aug.24-25. Jet Cars, Wheelstanders, Nitro Harleys, Pro Street, the NW Outlaws and the Canada West Doorslammers will wow the fans both days. The flames and sparks will fly from both cars racing down the strip. The ever popular Nitro Harleys will also be ripping down the quarter-mile at speeds of more than 200 mph in six seconds. The Canadian Pro Street Association including Pro Street, Outlaw 10.5 (which will be run 1/8th mile), and Open Comp will take to the track. Pro Street could see a couple of teams battle for a five-second time slip.

The Canada West Doorslammers and the NW Outlaws round out the show for the final feature race of the year at Mission Raceway. Both classes have just a couple events left to crown their series champions. The Doorslammers have four competitors within two rounds of each other (Mike Bedsworth leads) so their final races will be epic. Steve Horne leads the NW Outlaws. The Bracket classes have their final race before they head to Spokane for the NHRA Summit ET finals, so they will be looking to get their race cars dialed in. Thousands rock in Mission Country music fans enjoy three-day Rockin’ River Music Festival Carol Aun MISSION RECORD

Big and Rich closed down this year’s Rockin’ River Music Festival with an audacious show Saturday night. Thousands of fans swarmed the main stage at Mission Raceway Park and danced into the night to songs like Party Like Cowboyz and Save a Horse, Ride a Cowboy. This was the biggest event yet in the festival’s five-year history, said organizer and performer, Kenny Hess. “It was a world-class show. Everyone walked away in awe and not sure what hit them.” About 26,000 fans enjoyed the three-day music concert. Advanced ticket sales alone totaled attendance from the last three years combined. “I think they’ll be back in droves next year,” said Hess, who admitted this year’s show costed three times as much to put on as previous years, and despite the jump in numbers, the festival still fell short on breaking even. “It takes years for these things to work and we’re just on the cusp of it. We’re in the land of major festivals.”

Hess said he enjoyed every act and the “shows were amazing.” This year’s festival drew some of the biggest names in the country music world to the Fraser Valley, including Brad Paisley, Trooper, Joe Nichols, Chris Young and Emerson Drive. Paisley, who headlined Friday’s show, has won numerous Grammy Awards, Academy of Country Music Awards, and Country Music Association Awards. His light show was incredible, shared Hess. Although he enjoyed every minute of the festival, Hess says his favourite moments were away from the stage and spending time with his friends, like taking Kenny Alphin from Big and Rich, on a loop around the Fraser River on a boat for the first time. “He absolutely loved it,” said Hess, who is already working on plans for next year’s festival. Hess thanked those who helped put the show together and everyone who supported it. He also encouraged those who didn’t make it out this year to stop by next year. “You don’t know what you’re missing.”

Lowering speed limit a good start

The debate around the current 50 km/h default speed limit in British Columbia, and by extension, much of North America, will be front and centre at next month’s Union of B.C. Municipalities convention in Vancouver. While UBCM won’t release its final list of resolutions until the week before the event, City of Victoria councillors are confident their unanimous suggestion to lower the default speed limit to 40 km/h is an idea worth their counterparts’ time. The “us versus them mentality” that tends to flare up between drivers and alternative transportation advocates is a misguided and non-constructive approach, particularly when one examines plans that call for greater emphasis on cycling and pedestrian-friendly greenways. Additionally, more ways to include

both groups in the conversation in a respectful way is what is required. As fuel prices rise, giving extra consideration to ways to converse fuel — either by slowing down or hopping on your bicycle — are well worthy of discussions. But will lowering the default speed limit on residential streets by 10 km/ hr really serve that end? Safety is only one piece of a complex puzzle that hasn’t been rethought since the 1950s, when speed limits were set primarily to fan the embers of urban sprawl. A 40 km/h default speed limit won’t create a cohesive approach to shared road space overnight, but it is an effective conversation starter to rethink 70 years of unencumbered car-centric infrastructure development.

B.C. Views VICTORIA – Advanced Education Minister Amrik Virk has offered some advice for students heading for post-secondary education this fall. In a commentary sent to B.C. newspapers, Virk reminded students that his task “is to ensure post-secondary students obtain the experience and qualifications needed to put a paycheque in their back pocket.” B.C. is forecast to have one million jobs to fill by 2020, through a combination of retirements and economic growth. More than 40 per cent of them will require trades and technical training, and for students, likely a move north. “My advice to students is to look at where the jobs are based and tailor their education and training to match,” Virk wrote. “Our population is concentrated in the Lower Mainland and southern Vancouver Island, but as a resource-based economy, many directly and indirectly related jobs are located

elsewhere.” That’s not the only blunt message for students deciding on a career. While defending his ministry’s spending plans in the recent legislature session, Virk described some of the problems that are entrenched. Parents, particularly in immigrant communities, push their children towards medicine, law, dentistry or engineering, he noted. Students themselves gravitate toward areas that are familiar to them, such as teaching. B.C. universities graduated 2,000 new teachers last year. Another 850 arrived from out of province and were licensed to teach in B.C. During the same year, the B.C. school system hired 800 teachers. And many of those jobs were outside metropolitan areas. It’s been hammered into us by the B.C. government’s endless “jobs plan” advertising, and a similar campaign by Ottawa, that more students need to focus on trades and resource industries. Virk acknowledges that his budget contains another $1 million for advertising, the same as last year, much of it to reinforce the need to fill skilled jobs. But he danced around the question of whether there will be spaces in technical programs. NDP critics say the waiting list for these

kinds of programs at Kwantlen University and B.C. Institute of Technology are running between a year and three years. And they have frequently noted that advanced education spending is budgeted to decline by $42 million over the next three years. Virk said post-secondary institutions working with industry have produced 456 additional seats in high-demand programs for this year. It’s a start.

Brunswick Premier David Alward were assigned to find an alternative to this drastic shift and report back in the fall. As usual, the NDP spent lots of time grilling Virk about student debt and the alleged need to reduce it. Ministry statistics show that about 30 per cent of students take out loans from the federal-provincial program, and the average is $20,000. One of the latest changes is a program of grants that go toward student debt as a reward for those who complete their chosen program. With 23,000 students collecting $41 million in grants, it might be working. For all the fuss about student debt, students pay only about a third of costs. The rest is on taxpayers, whether it produces any useful education or not. Virk is under instructions to review the student loan program “to find further improvements to meet students’ needs.” Given the magnitude of the gap between what skills our education system produces and what the economy needs, a larger shift in priorities is needed. I would first like to state that I am sorry that You Care We Care is going through this situation at this time. I can only imagine how trying it must be for all the staff and families involved. The reason I am writing to you is because through this situation in the community, some rumours have surfaced that include my centre. I would just like to clear up the biggest rumour which is that You Care We Care will be moving into our building when we close.

Snakes take over Mission home

Authorities were in for a surprise when they visited a Mission home in which the renter had been evicted last Thursday. Chris Doyle, an inspector with the B.C. Conservation Officer Service, said the agency was called to the small one-storey home on Van Velzen Avenue in Mission after the renter was evicted and dozens of snakes were found in the residence. Conservation officers discovered 46 reticulated pythons, which are prohibited under the Controlled Alien Species Regulation of the Wildlife Act, as well as about 50 other snakes, including boas and gopher and king snakes. Doyle said all the snakes were in enclosures and none appeared to be unhealthy or mistreated. He said the pythons – the longest of which was 14 feet – were euthanized by a veterinarian because there was nowhere for them to go and they posed “a public safety risk.” The remaining snakes, which were not prohibited, have been moved to a facility, Doyle said. He said the Conservation Officer Service is continuing its investigation, including how the man obtained the pythons. The owner could face potential charges, such as possession, breeding and transportation of a prohibited species. Local reptile expert Mike Hopcraft, who runs the Reptile Guy Rescue and Education Centre in Abbotsford, was angered that the pythons were euthanized. His site is not currently licensed to accept the prohibited species – a situation he hopes to change in the future – but he said

Campfire ban in effect throughout province Residents and visitors to Mission are reminded that all open fires, including campfires are banned in all areas of the district. The ban, initiated by Coastal Fire Centre (CFC), will help prevent human-caused wildfires and protect public safety. The fire danger rating is currently high to extreme throughout the CFC. The prohibition does not apply to cooking stoves that use gas, propane or briquettes, or

to a portable campfire apparatus with a CSA or ULC rating that uses briquettes, liquid or gaseous fuel, as long as the height of the flame is less than 15 centimetres. This prohibition will remain in place until Oct. 15, or until the public is notified that it has been rescinded. Oil refinery plan needs Canadian lenders David Black says Chinese bank wants him to find 25 per cent at home Jeff Nagel BLACK PRESS

B.C. businessman David Black has been forced to seek Canadian lenders to build his proposed oil refinery near Kitimat at the insistence of the Chinese bank that would act as the main financier. The Industrial and Commercial Bank of China declined to fully finance the $25-billion project, Black said, sending him to find a quarter of the required money within Canada. “It really came down to the fact that they wanted some skin in the game out of Canada and they would put 75 per cent of the money up for the refinery,” he said Monday. Black has billed the project, announced a year ago, as a way to create thousands of jobs in B.C. refining Alberta crude oil while ensuring diluted bitumen isn’t shipped in tankers, eliminating one of the biggest objections to construction of the proposed Northern Gateway pipeline that could supply the crude. Black is advancing the project through his firm Kitimat Clean Ltd., but is also majority owner of the Black Press group of community news-

papers in B.C., including this paper. He said he believes he has found lenders in Canada but gave no details, except to say he does not intend to take on equity investors. “It’s too early to say where or how, but I think it’s there,” he said. “Financially, it’s going to work out.” He aims to file a project description with the provincial government in September to

“I understand all that and decided early on I just had to find a way around that and I think I’ve found it.” The $25-billion cost includes roughly $16 billion for the refinery – more than initially estimated due to a new refining process that promises to emit half

as much greenhouse gas –  with the rest covering a natural gas pipeline, a fleet of tankers and the cost of the oil pipeline, if necessary. Besides securing financing, Black said he must secure sites for the refinery and the marine terminal with the Kitselas and Haisla First

Nations, determine if inland first nations along the proposed pipeline corridor can come on board and to button down formal supply agreements with Canadian oil companies. He said an engineering firm from Calgary has endorsed the alternative refining pro-

cess. Black reiterated his position that he could build the refinery even if the Enbridge’s Northern Gateway pipeline project is rejected and instead bring oil via train, but he emphasized pipelines are safer.

Norden wins top honour for 8th time

Mission’s Norden the Magician earned his eighth Children’s Magician of the Year honour earlier this month. Norden performed his 10-minute act in Burbank, Calif. at the Pacific Coast Association of Magicians (PCAM)’s 80th annual convention. This association represents more than 1,000 magicians on the coast from Alaska to California, with representatives from Japan and Australia. Norden and his business partner, Gord Boyes, also earned first place in the duo improv magic event, defeating a number of other professionals. With the win Norden has completed the Grand Slam of awards this year, winning first place in Comedy, Children’s, Variety Arts, and the Fraser Valley Magic Circle’s Celeste Evans award for his dedication to the art of magic. Norden will be appearing at the FVMC’s monthly show at Mission’s Opening Nite Theatre on the third Monday of each month. Tickets are $10. The Envision Twilight Concert Series continues tomorrow (Aug. 23) from 7 to 8 p.m. as Julie and Carli Kennedy perform in Mission’s Fraser River Heritage Park. The Kennedys are a powerhouse duo with a musical bond that only identical twins can share. With Carli on vocals and guitar and Julie on vocals and violin, they have developed a sound that is all their own – a fusion of their background in country, folk, jazz, and Celtic music. Originally from Powell River, these sisters are known for their exceptional harmonies, fine musicality, and sincere songwriting style. An undeniably energetic duo, the Kennedys’ performances bring a mix of toe-tapping tunes and intimate, heartfelt songs to the stage. Also appearing on the Twilight stage will be Maria in the Shower (Aug. 28) also from 7-8 p.m. Maria in the Shower is an entertaining band at the leading edge of Canada’s new folk sound. Their musical approach is a simple but potent blend of traditional folk and jazz with lyrics that explore fundamental human questions, delivered with pure fun and energy. The band’s music is a part Vaudeville, part cabaret, part punk and part folk, featuring Tin Pan Alley ditties, Cuban shuffles, spirituals, roots, rockabilly and more. They call their music swing/folk/gypsy, and see themselves as wandering minstrels, entertainers hewn “from the old cloth.” These four young men (none of them named Maria) have the entertaining power of a traveling circus with the musical depth to back it up. Bob Robertson and Linda Cullen make up the comic duo who have set a new standard in satire since the 1980s. They started out with a weekly radio comedy program on CBC called Double Exposure which ran for more than 10 years. The pair toured Canada in the 1990s and wrote, produced and performed in the annual CBC New Yearâ&#x20AC;&#x2122;s Eve television special. They also produced a weekly comedy program for the CTV network. Home field advantage paid off handsomely for the Mission Twins boys baseball team, as they took the bronze medal at the B.C. mosquito AAA Tier 2 championship. The tournament, held at Mission Sports Park earlier this month, drew teams in the 10-11 age group from across the province. Following a strong round-robin performance, the Twins saw their title hopes derailed thanks to a 10-1 defeat to the North Delta Allstars in the semifinals. But they bounced back in a big way, knocking off the Cloverdale Red Spurs 11-8 in the bronze medal game. â&#x20AC;&#x153;Overall, it was a heck of a team effort,â&#x20AC;? Norman Elliot Hicks aged 75 years passed away peacefully at his home on Sunday, August 11, 2013. Survived by wife Delores; sons Clinton (Lark) and Jeffrey (Darbie); grandchildren Benjamin and Kimberlee (Chris); nieces and nephews Tanja, Lori, Jason, Justin, Leanne, Deborah, Garry, Barry, Michelle and Darren, as well as many relatives and friends. He is predeceased by his parents Benjamin and Lydia, and brothers Frank and Ken. Norm is at peace and is in a better place now. We all will miss him very much. He was a father of two boys, Clint and Jeff, and a grandfather of two, Kim and Ben and Chris by marriage to Kim. Norm worked hard all his life as a mechanic and supervisor at Arrow Transfer and Magnum Trailer, and IRL Truck Shops. Dee is his wife of fifty-four years and along with everyone else, will miss him very much. See you later Norm. A Celebration of Life will be held at his son’s farm, 8536 Deroche Landing Rd., Deroche, BC on Saturday, August 17th at 4:00 pm. CASTLE , Wayne Douglas Nov 26, 1951 - Aug 12, 2013 It is with great sadness that we announce that Wayne passed away on Monday August 12. He was predeceased by his mother Winnifred and brother Robert. For those of you who knew Wayne, he was a hard working man who gave everything to make others happy and touched the lives of all he met. Wayne was always happy giving the fruits of his garden to anyone who wanted them, and enjoyed crafting with his grandchildren. He is survived by his loving wife Margaret of 40 years. Children Robert Castle , Katrina (Duane) Mcdonagh, Leia (Ryan) Paddon, Beautiful Grandchildren Alexis Mcdonagh, Christopher and Bradley Paddon, father Douglas Castle, brother Lawrence Castle, sister Lynda (Marshall) Frankson and so many other family and friends! LASKOWSKI, Janet Penfrid (Mysdke) (1922-2013) Janet was born in Seattle on August 5, 1922. After having served the Lord most of her life, she now lives forever with the Lord Jesus, having passed into His presence on August 8th, 2013. With her family of Norwegian background she became part of Emmanuel Bible Church, made a public confession of Christ at age 17. Janet graduated from Prairie Bible Institute in 1945 and went to Brazil as a missionary with the mission Crossworld, formerly Unevangelized Fields Mission. She met and married missionary Ted Laskowski of the same Mission and with him served in Brazil for 40 years. For 12 years she was the hospitality arranger of the Mission Base “Grand Central”type hostel in the port city of Belem at the mouth of the Amazon. She is survived by husband Ted, daughter Joanne and son Philip and their spouses, and her sister Thelma and youngest brother, Norman, as well as five grandchildren and twelve greatgrandchildren. On retiring in 1988 in Canada, Janet accompanied her husband’s ministries in churches and to the local Portuguese immigrant fruit farmers of the South Okanagan in central British Columbia. For these they had a weekly Portuguese gospel radio program, which Ted recorded in his home studio and which were aired on the local radio station in Osoyoos. In 1997 they moved to Abbotsford, on BC’s lower mainland, just two hours from their children living in the Seattle area. If alive today, she would say, “Even so, come, Lord Jesus!” Memorial Service will be held on Saturday, September 14, 2013 at 1:00 pm at Immanuel Fellowship Baptist Church, 2950 Blue Jay Street, Abbotsford, BC.
