District shores up deer plan Central Saanich anti-feeding bylaw applies to deer, raccoons, rabbits and squirrels Devon MacKenzie News staff

Central Saanich took another step in their efforts to quell the fast-growing deer population on the Saanich Peninsula at a recent council meeting. Council voted unanimously on Monday, Aug. 12 to adopt two bylaws which prohibit the feeding of wild animals in the District. Bylaws 1814 and 1815 prohibit the intentional feeding of deer, rabbits, racoons and squirrels in the municipality and make feeding the wild animals a ticket-able offence. The bylaws are part of the District’s participation in the Regional Deer Management Program spearheaded by the CRD. Central and North Saanich indicated an interest in participating in rural pilot projects last year which will provide things like community outreach on conflict reduction with wild animals, as well as investigate population reduction options and performance evaluation of management measures used. In Central Saanich, police have worked to streamline the permit process for farmers seeking to do crop protection as well as council has requested the province allow use of deer harvested through crop protection measures (right now, any deer killed by farmers during crop protection has to be buried, left in the field or used only by First Nations.) The CRD has also involved two of the First Nations communities (Tsartlip and Tsawout) in talks regarding harvesting and using deer meat. Oak Bay and View Royal agreed to participate in an urban pilot project that has some similar aspects to it including public outreach projects and bylaws concerning the feeding of wild animals. reporter@peninsulanewsreview.com

Flippin’ flapjacks for a cause Steven Heywood News staff

The staff of Hale Hughesman Chartered Accountants and Business Advisors will be flipping pancakes this Friday morning. The Sidney firm will hold its fourth annual pancake breakfast from 8 to 10 a.m. outside their office at 9768 Third St., close to Starbucks Coffee. Kristen van Dinther, a chartered accountant for the company, says the event is a fund-

raiser for the Sidney Lions Food Bank. “We want to raise awareness and raise money for the food bank,” she said, adding it’s the second year in a row they have made the food bank their cause. The first two years of the breakfast fundraiser were to help local people with health issues. This Friday, there will be tents set up in the Hale Hughesman parking lot and collection bins available for non-perishable food donations for the food bank.

Van Dinther said they are expecting 200 to 250 people to turn out, based on past events. If everyone eats an average of three pancakes, she said they will be flipping around 600 of them that morning. The event is being supported by generous donors, said van Dinther, who will be supplying the coffee, food as well as other supplies. Town to revisit Beacon Avenue debate SIDNEY — Town of Sidney municipal staff have been tasked to research business and safety concerns and the social impacts on potential change to the oneway section of Beacon Avenue. Mayor Larry Cross raised the issue at council’s Aug. 12 meeting, citing ongoing calls for council to consider changing

the street to a two-way traffic system. The most recent request, he said, came from the Town’s own Community Development Committee. Cross used the mayoral power of bringing back an issue for reconsideration. Council had previously put off any debate on the matter until

their strategic planning sessions in the fall. “I believe the conversation should take place,” Cross said, adding the issue of two-way traffic versus one-way needs study. A recent traffic report stated any change would require debate in the community. — Steven Heywood/News staff

The B.C. Green Party’s first elected MLA is so far playing down the possibility he may replace the outgoing Jane Sterk as the party’s leader. Andrew Weaver said he won’t take on the role of interim leader and prefers someone else do that while he learns the ropes of MLA work and advancing the Green cause in the Legislature. “The next few years will see many challenges for the province, and possible opportunities for the party, should by-elections be held,” said the noted climate scientist and new Green MLA for Oak Bay-Gordon Head.

“I recognize that in the lead up to the 2017 election, should I decide to seek re-election, and if I am the only sitting Green party MLA, then it would be natural to seek leadership of the party at that time.” Sterk announced this month she will resign Aug. 24, adding she hopes Weaver runs. She said in an interview she leaves the leadership with the party strong and well-positioned. Greens might have captured more seats had the May provincial election not suddenly narrowed in the final days from a previously anticipated NDP win, Sterk added. There had been a chance, she

said, of a Green breakout, mirroring that of the fledgling BC Liberal party in the 1991 election against the NDP and then-ruling Socreds. “The conditions of the election were not amenable to getting more Greens elected,” Sterk said. “This election was just a really weird election. There was a lot of fear-based stuff that happened at the end that moved people away from considering an NDP government.” Sterk said she doesn’t regret running against Carole James in the ex-NDP leader’s Victoria stronghold instead of targeting a different seat. — with a file from Victoria News

Summer fete at Woodwynn CENTRAL SAANICH — On Aug. 24, Woodwynn Farms and the Close to Home Society will host a community celebration featuring world class local music, food and fun to raise funds and awareness for their work to combat homelessness and create a therapeutic community for people ready to transition away from street life. Believe in People: A Summer Celebration at Woodwynn Farms is a daytime festival with musical entertainment, activities, refreshments and fun. Beacon traffic debate is back

hanging Beacon Avenue in Sidney to a full two-way traffic flow from its current hodge-podge of two-and-oneway segments requires public debate. To date, however, there has been very little of that and more of an effort has been made to put the matter on the back burner in hopes that it might simply go away. The Town council is, however, now promising to open up the issue to public input sooner than later — but only just barely. Mayor Larry Cross used a rare portion of the Local Government Act that allows the mayor of a municipality to ask council to reconsider an issue on which they have already ruled. Cross suggested the staff research the two-way versus one-way debate, in advance of public strategic planning sessions this fall. It passed unanimously (Councillor Mervyn Lougher-Goodey, who has spoken out against considering change on Beacon, was not at that meeting). The vote is a nod to the recent traffic movement study the Town commissioned in the spring. The consultants, Urban Systems, wasn’t specifically tasked with addressing Beacon’s unusual configuration in its report, but it did so in a limited way. They stated any change would have to be done in consultation with residents and business, while pointing out certain unintuitive aspects of the current flow of traffic. That’s a feeling shared by some members of the downtown business community, who have taken up the cause to make all of Beacon Avenue a two-way street. Their ongoing pressure, and recommendations by the Town’s Community Development Committee, have prompted the mayor’s action. It’s only a slight change in the Town’s current way of thinking on Beacon Avenue. To date, there has been little appetite to change it — and it might remain as-is in the end. At least the Town appears more willing to get the work — and the public debate — started now, rather than keep the issue off the table and out of mind.

Ministry statistics show that about 30 per cent of students take out loans from the federal-provincial program, and the average is $20,000. One of the latest changes is a program of grants that go toward student debt as a reward for those who complete their chosen program. With 23,000 students collecting $41 million in grants, it might be working. For all the fuss about student debt, students pay only about a third of costs. The rest is on taxpayers, whether it produces any useful education or not. Virk is under instructions to review the student loan program “to find further improvements to meet students’ needs.” Given the magnitude of the gap between what skills our education system produces and what the economy needs, a larger shift in priorities is needed. Looking for help from MLA in odour issue

t is out of complete frustration that has turned to anger that we send this letter. In the privacy of our own home we are being assaulted, once again, by the owners of a waste processing facility that has been licensed to operate in our neighbourhood. The smell is continual, unrelenting and stomach turning. One day last week, the only escape we experienced from this continued assault was during the time my husband and I were in our car in another municipality on errands and during the hours we were

asleep. It is becoming tiresome listening to our municipal elected officials and some members of the public that are not suffering the same repeated assaults, telling us that they understand that it is unpleasant that we are unable to enjoy sitting outside on our patio in the nice weather. It is condescending and insulting. We have run out of adjectives to describe the experience of continually being violated by the owners of Foundation Organics in every room of our private residence.

It appears that the owners of this facility are quite confident that they will be able to continue operating knowing they are protected by a long list of agencies and bylaws supporting these activities. Mr. Holman, we are looking to you to assist in directing this issue to a solution, one that will see this and other facilities like it shut down and/or relocated to a more appropriate area. Many have suggested a garbage dump that already exists in Saanich that has infrastructure in place. Should this not happen and our munici-

pal elected officials and Capital Regional District continue to award permission to more and more private waste processing businesses that thumb their noses at the governing bodies, we, and I’m sure many of our neighbours, will look forward to a significant reduction in our property taxes. Readers respond: Smoking fines, garden maintenance, compost odour, Harper Tougher fines needed Regarding C. Scott Stofer’s letter in the Aug. 9 issue of the PNR. He is 100 per cent right! But I would like to go further. Stop the nice guy films about being careful and come down hard on careless smokers and campers who cause fires. Why won’t the B.C. Liberals get serious and stop the carnage that happens every summer? One year, the fine was up to one million dollars and five years in jail. The problem, it appears to me is, that our politicians appear to be afraid to actually get tough with people who break the law. When you cry about a two cent increase in gas prices, just think of the millions we pay out each year for smokers. Weed gardens disappoint Recently Central Saanich spent millions of dollars upgrading East Saanich Road south of Saanichton, including landscaping the boulevards. Unfortunately, their vision of the future did not include maintaining the boulevards — unless the cultivation of weeds is a demonstration of the creative use of local plants. Apart from the occasional splash of water on their weed gardens, the Saanichton boulevards are all but neglected by Central Saanich public works staff. This is a stark contrast to the almost daily crawl through and maintenance of the boulevards in Brentwood. Do the residents of Saanichton pay their property taxes at a lower rate than the residents of Brentwood Bay? If level of service by the public works and municipal staff

Odours should be expected I read with disbelief that the CRD has suspended their contract with Foundation Organics because of the smell they claim to be coming from that facility. Has the CRD not noticed the stench that comes from its very own sewage treatment facility? Maybe the CRD should not be pointing fingers until it addresses its own problem. I have lived in Tanner Ridge for the past 15 years and have noticed many smells during that time. How can they all be blamed on a facility that has only been around for the past little while? In my opinion, the smells are to be expected, given that we have chosen to live in a rural area surrounded by farms. If people are going to be angered by smells, shouldn’t they also be complaining of the organic fertilizers used in local farming? Let’s get rid of all the farms. Let’s also fight to get rid of all the cows, pigs, horses and chickens in Central Saanich because their smell is also offensive. And let’s not forget the highway traffic with its smelly fumes. What ever happened to live and let live? Why not applaud and support those who are cleaning up our garbage and helping to reduce our carbon footprint? Isn’t that what rural life is all about? Friends or farce? The recent press regarding Friends of Shoal Harbour is a classic case of self-appointed, self-important busy bodies inserting themselves into a process that is really none of their business. Naturally, the group relies on

inflammatory rhetoric to try to make a case against an apparent array of evils which are never really spelled out. It sounds to me like a solution looking for a problem. Perhaps the Friends could find something more useful to do with their obviously abundant time. Ted Thompson North Saanich

Harper did it right Your editorial (Tories Fumble Senate Reform, PNR Aug. 14) criticizes the Harper government for abandoning its pledge to push for Senate reform and criticizes the Prime Minister for having appointed “dozens of new senators.” You forget PM Stephen Harper initially appointed senators from provinces that had agreed to hold Senate elections and finally had to fill a growing number of vacancies where provinces did not follow that course. He also introduced term limits and new stricter accounting rules which facilitated the current expense account issue. As you point out, the government has asked the Supreme Court to clarify what changes it can make without opening a constitutional can of worms, which has been the reason for not moving ahead with other improvements. The NDP campaign to abolish the Senate may be good politics in the current environment, but it has no chance of success because it would involve a divisive constitutional debate among provinces, including a separatist government in Quebec, which polls show the Canadian people do not want. A governing party must act responsibly which, by referring the question to the court, is exactly what Mr. Harper has done without diminishing his long-held and often expressed belief in meaningful reform. Vocal for Local event to benefit neuroblastoma research Devon MacKenzie News staff

After a successful summer raising funds for neuroblastoma research through various events including the popular Touch a Truck day, Team 4 Hope is once again taking the reins to organize another fundraiser. The second annual Vocal for Local formal night will be held Sept. 7 at the Sidney Pier Hotel and will include all local beer, wine and food as well as a silent auction and live music by The Archers. Team 4 Hope is a group of local women dedicated to raising awareness and funds for neuroblastoma research in B.C. The team was founded in 2011 by Lisa Hopkins whose 14-yearold son Jordan was diagnosed with neuroblastoma when he was only two (he’s now healthy and cancer-free). “When Jordan was diagnosed the one thing I remember when I asked about the odds of him beating it was the doctors telling me, ‘well there’s always hope.’ That’s always stuck with me so on the 10 year anniversary of his diagnosis I decided to start Team 4 Hope,” she explained in an interview with the News Review this past spring. Team 4 Hope, which is made up of 13 members, four of which are from the Saanich Peninsula, now participates in races all over North America and has become known as the largest neuroblastoma fundraisers in

To reach their end, you may have to travel further afield — thanks to the efforts of the Capital Region Food and Agriculture Initiatives Roundtable (CRFAIR). This organization has taken on the North Saanich Flavour Trail (NSFT) this year, with support from the District of North Saanich, which had run the event for years. This year’s NSFT runs Aug. 23 to 25 with a new lineup of events and plenty of farm favourites. Robert Thompson is the Flavour Trails co-ordinator and has 15 years of experience working with the local farming community, producing the Farm Fresh Guide and managing the Peninsula Country

New and existing events — such as a Wine and Words literary event, Chef survival Challenge and the Saanich Peninsula Harvest Feast — are being caught up in a marketing net with the creation of Flavour Trails as a marketing hook. What Thompson hopes this will do is help the people on local farms realize some added value to their work and maintain their operations throughout the year. “This isn’t a new idea for the Peninsula,”Thompson said, “but it’s just never happened. Things are coming together more and more.”

he Peninsula Singers are on the hunt — for more singers. The group, which has been delighting audiences on the Saanich Peninsula and beyond for over three decades, is in need of new singers — altos to be precise. “Usually choirs have more altos than sopranos, but for some reason we have the opposite problem,” explained choir

sopranos by singing elaborate harmony while they get to sail along singing the melody,” she laughed. Rouslin added the group is looking to boost its alto roster before rehearsals start for their Christmas concert series in September. Uphill battle on the Tour F

our months ago, I barely knew a single rider or trainer on the Tour de Rock team. Looking around at the faces gathered around a horseshoeshaped table at the Saanich Police Department, I remember a sea of unfamiliar faces chatting and laughing with each other - and feeling somewhat removed from a group comprised primarily of members of the police and RCMP. It was February, and I had just been selected by Black Press to Arnold Lim. represent them as a media rider on the Canadian Cancer Society’s Cops for Cancer, Tour de Rock. After a month-long process involving an internal selection process and personal essays written to the president of Black Press and the Canadian Cancer Society on why I wanted to be part of tour - I had gotten as far as the first orientation meeting at SPD, and I was uneasy. Having followed the tour for the five years and worked as a photojournalist for various media outlets across Vancouver Island, I was extremely excited for the opportunity, but had yet to be officially selected by the CCS - but I knew I wanted to be. In fact I had wanted it for years, but for one reason or another the stars had not aligned. I hoped this was going to be my year. I certainly didn’t feel like I was a lock. At 280 lbs., with limited biking experience and two decades removed from any athletic endeavours, a sense of self consciousness was front and centre. I certainly wasn’t poised to break any land speed records on a bike and knew I had an uphill battle regardless of where the chips fell. The only certainty in my mind was I needed to do this. I have lead a fortunate life and granted opportunities I never dreamed of, including working as photo manager for B.C. Place for the 2010 Olympics, shooting and travelling in exotic locales around the world, and photographing multiple

Ultimate Fighting Championship (UFC) events octagon-side. But this was an opportunity I wanted more than anything. Truth be known, I don’t think I truly understood what I was getting into when I first signed up. I didn’t fully grasp that I wasn’t just signing up to be a bike rider for the CCS. I wasn’t just writing personal essays about how much I wanted to be a part of the tour so I could fundraise for a 1000-km bike ride down Vancouver Island. What I didn’t fully understand then, was that I was signing up to be part of more than a bike ride, I was signing up to be part of a team. I was getting an opportunity to do my part in the battle against paediatric cancer, and although I signed up alone, I realize now Tour de Rock is experienced alongside 21 other riders, a fleet of trainers, CCS staff and volunteers who make up a family - and not something I would experience just myself. Every bike crash, fall or illness is shared equally by all riders, including trainers who put their bodies on the line biking into busy intersections to stop traffic. Every pedal stroke on tour is a pedal stroke fuelled not only by the riders, but by unsung volunteers and staff behind the scenes that may never get the recognition they deserve. That is the way it is, that is the way it has always been. Four months ago I walked into a crowded room of unfamiliar faces, not know whether I would have the chance to ride alongside these strangers for the Canadian Cancer Society. Today those faces are teammates I couldn’t of hand-picked better if I tried. Anyone who tells you biking is an individual sport, hasn’t ridden Tour de Rock.
