GLOBAL WINS SOEC CONTRACT Steve Kidd

A little competition is a good thing, especially when it comes to negotiating a new contract for the South Okanagan Events Centre.

After a months-long request for proposals process, Penticton city council voted Monday to award the next contract for operating the SOEC to Global Spectrum, who have operated it since it opened in 2008. Remembering the concerns of the early years of the SOEC, Coun. John Vassilaki expressed surprise to find himself voting to renew the contract with Global.

“No one, anywhere, has gone through as

much criticism as we received over those five or six years since the event centre started,” said Vassilaki. “If someone was to ask me two years ago would we hire Global to take over again, my answer would have been absolutely not. But the differences between then and now are as different as night and day.”

Besides Vassilaki, Garry Litke is the only other current councillor that was in office when the SOEC was brought into being.

“The first months were filled with criticism and problems,” said Litke, explaining that the city had been trying to create a new economic driver, only to watch their hopes and vision fizzle out almost immediately.

Global’s management were shaky, Global has worked hard to change the situation, according to Mark Ziebarth, chair of the SOEC committee. Ziebarth said that with Global knowing other competitors were bidding for the contract encouraged them to make a submission that was much more favourable for the city and expertise on the evaluation committee helped identify the best deal.

“I think the city is much better off with this contract. Global Spectrum worked for this, earned this and the city benefits, Global benefits,” said. “Without that competition, we wouldn’t have that deal we got today. Without the expertise the city now has, that didn’t exist five years ago, we wouldn’t have got this deal.

The operating deficit for the complex is continuing to decline from the $2.2 million it was at prior to Global changing their management team at the SOEC. It’s expected to hit the $1 million mark in 2014, which city manager Annette Antoniak points out is near to the $750,000 deficit the Trade and Convention Centre operated at prior to the building of the SOEC. “In the last three years there has been a significant difference in SOEC management and subsequent performance,” said Antoniak. “We believe the new terms represent a significant improvement from the previous contract.”

Stroke of success in paint contest Steve Kidd

Main Street does matter, at least in Penticton.

Penticton has been selected as one of the top 20 communities in Benjamin Moore’s Main Street Matters competition, putting the city on the list for enough paint to refresh a three-block area of downtown.

City Hall, the Downtown Penticton Association, the Chamber of Commerce and a variety of other community organizations all spent the month of June exhorting everyone in the community to get out and vote in the online contest day and on as many devices as possible.

While voting in the competition was easy enough, Penticton started out at a disadvantage, entering the contest two weeks after it started and competing with 130 communities also vying to be in the top 20.

With nearly half a million votes and an incredible outpouring of stories, viral videos and passionate pleas on paintwhatmatters.ca, the city had a big job to get into the top 20.

Tracy Kelly, who, along with her husband John, just purchased the Penticton Benjamin Moore outlet on May 1, said that as soon as she learned about the contest, she knew the city had a shot.

“You know when you read something and you think this would be possible?” said Kelly, who said it was the community effort that pushed Penticton over the top.

“There wasn’t just one organization involved. There was so many organizations and everyone was doing their own promotion on it. In store, we did so much advertising about

the promotion and everyone we talked to on our Facebook page, our Twitter. And the DPA did the same, and the Chamber of Commerce and the City of Penticton.”

Kerri Milton, executive director of the DPA, said even the vendors on the street at the community market got in the act, voting on their phones while working the Saturday morning market.

“There was a lot of very stiff competition out there. There are a number of communities that got behind this as well, like Gibson’s Landing, they were using the fact they are a historical landmark and tried to play on that,” said Mark Hodge, director of market development with Benjamin Moore. “It was exciting for us, but Penticton was the best.”

Acting mayor Garry Litke got into the act, offering to paint his arms and legs for the Granfondo if Penticton won. But the announcement came the day after the bike race, the same day Litke resigned from council to run for mayor, so it appears he has escaped from having to fulfill the promise, at least for now. Hodge said Litke’s commercial caused some buzz at Benjamin

Moore as they considered taking the challenge to the other mayors and seeing what they would do to win.

The amount of paint that is going to come Penticton’s way is yet to be determined, according to Hodge, who said it will be determined based on the requirements of the area to be painted.

Benjamin Moore will provide all necessary paint, stain and supplies for façades, porches, railings, shutters and other exterior building trims.

Hodge said their crew will work with the city, the local retailer and painting contractors to determine how the project will proceed. The areas to be painted will be determined jointly with town representatives and residents, and Benjamin Moore colour experts will consult on colour choices.

“That will ultimately decide how much is needed,” said Hodge.

“There is a process involved with making sure we have the right people involved, getting the right colour selected and working with the local businesses. There is a bit of work to be done.”

Hodge expects that will be completed late this year, with painting starting in 2014.

“We don’t want to be painting here in November, December or January,” he said. “In all likelihood, we will see it early next year, but everything will be in place well before that time.”

Litke tenders resignation to run in byelection Steve Kidd

For the second time this year, Penticton has lost its mayor.

Coun. Garry Litke took the centre chair as acting mayor in April, after then-mayor Dan Ashton took a leave of absence to run for, and eventually win, provincial office as MLA for Penticton.

Ashton tendered his official resignation as mayor on June 14, after he had been sworn in, and now Litke has resigned from council, freeing him to run for mayor in the municipal byelection scheduled for Sept. 7.

Litke’s resignation took effect at 5 p.m. Monday, allowing him to stay on council long enough to be part of the process of awarding a new management contract for the South Okanagan Events Centre to Global Spectrum.

Litke said his resignation had to occur Monday so the tim-

ing would be possible to have a Sept. 7 election, just before the annual Union of B.C. Municipalities conference on Sept.

16.

“We thought it was really important to have a fully intact mayor and council attending the UBCM because of the hospital expansion project,” said Litke. “We are going to be working hard on that and that is one of my prime objectives should I get re-elected.”

Litke is currently the only declared candidate for the byelection, which will include both mayor and a single councillor seat, now that Litke has resigned.

The official nomination period runs from July 23 to Aug. 2, with the campaign period starting Aug. 3. Advance polls will be held on Aug. 28 and 29.

“The by-election in September will only provide our city with a mayor until the municipal election next year. It is important to maintain stability,” said Litke, who was first elected

to council in Nov. 2005.

Litke said the knowledge and experience he has gained over the past 7.5 years on city council, including the last three months as acting mayor, have prepared him well for the position of mayor.

“I was heavily involved in the construction of the SOEC and served on the steering committee for the new pool which came in on budget,” said Litke who lists implementing the downtown improvement plan, developing the Challenge Penticton triathlon race and negotiating a new contract with the Penticton Vees as ongoing issues for the city.

“I want to bring my experience particularly from the pool expansion, learning from the mistakes of the SOEC,” Litke continued.

“I have been involved in a couple of significant projects and learned a bit about oversight and project management and about coming in on budget and on time.”

GLOBAL - city realizes substantial savings for the Soec Those terms, Antoniak explained, include lower performance and management fees, along with terms that are more incentive-oriented to Global.

Much of the improvement comes from consolidating the contract with Global, rather than separate contracts for management, food and other services.

The only service not covered under the

umbrella of the new agreement is ticket sales, which will require a secondary contract with New Era Ticketing, another Global Spectrum subsidiary.

“There is an event fund we have managed to negotiate — it was never achieved before — to the tune of $150,000,” said Antoniak. “It will be used to motivate and entice different events coming to the city of Penticton and will

constantly be replenished.”

The City of Penticton received five submissions in response to the RFP, which closed on April 30. Two were from companies only offering ticketing services, while the other three — Global, RG Properties and SMG Canada — were all four parts of the RFP: food, management, marketing and ticketing. Global’s submission came out ahead on the evaluation

committee’s rating system.

“There is nothing to suggest that SMG wouldn’t have done a good job, or RG. Global had a better rating according to the scale we were looking at,” said Antoniak. “And I do believe past experience plays a part. I think overall we have managed to see substantial savings to the bottom line for the citizens of Penticton.”

Late Friday, a $2 environmental levy imposed on people floating down the channel was lifted, less than a week after it was imposed.

Chief Jonathan Kruger of the Penticton Indian Band said they came together with the City of Penticton and the Regional District of Okanagan-Similkameen at the 24th hour, with an agreement to work on a co-operative structure to deal with keeping the Okanagan River channel and the walking path beside it clean and well-maintained.

When the band took over Coyote Cruises, Kruger said, they had complaints from the public that they needed to keep up the river channel.

“We wanted to do that, we felt it was a good responsibility. But the cost and the capacity of dealing with cleaning up the river channel was more than we anticipated,” said Kruger, who estimates that Coyote Cruises, a Penticton Indian Band-owned business, captures less than five per cent of the general population using the channel.

“It’s been a challenge and it’s been a struggle for us to keep it moderately clean,” said Kruger, who estimates they collect between six and 10 large garbage

That’s where the environmental levy for all channel users came in. The city and the regional district helped for a while, according to Kruger, but then declared they didn’t have money in their budgets.

“We have approached the city and the regional district in the past and they said they couldn’t put it in their budget,” said Kruger. “Our leadership told Coyote Cruises to start putting in an environmental levy to help fix the situation.”

Kruger was surprised at the negative feedback the levy generated.

“We wanted to be as fair as

possible. A lot of the people that go down there through the year weren’t paying for Coyote Cruises,” said Kruger. “I understand it is something they have gotten for free for a long time, but they leave a big mess. Someone has to take care of it, and it does cost money.”

All the PIB wants, according to Kruger, is a great experience for the people that use the area, whether they are in the channel, or walking or running on the path beside it. It doesn’t matter whose jurisdiction the channel falls under, he said.

“It’s all of our land, we have to come together and we have to do something,” said Kruger, who said he didn’t want to get into a land title discussion over the issue. “This is about enjoying the land and taking care of it together.”

To that end, the city of Penticton and PIB have signed a letter of intent agreeing to enter into discussions with the aim to resolve outstanding maintenance concerns relating to the channel cleanup.

“The channel obviously is of mutual interest, it’s a huge tourist draw for the City of Penticton, one of our iconic scenes,” said acting mayor Garry Litke.

“Whenever you see a brochure about Penticton, there is someone floating down the channel.”

The co-accused involved in theft from the Penticton Boys and Girls Club in April plead guilty to charges on Monday.

Curtis Anthony Sopkow entered guilty pleas to theft under $5,000 and possession of methamphetamine for which he will serve 74 days in jail.

Defence counsel for the 32-year-old man asked for house arrest.

“Given Mr. Sopkow’s lengthy record and the facts of circumstances of the charges, these are not in my view in conditional sentence land,” said Judge Gale Sinclair. “I am not satisfied he is not a danger nor am I not satisfied he should be sitting in jail for a long, long time.”

On April 3 Penticton RCMP received a call that a Ford Windstar, which later was identified as the vehicle stolen from the Boys and Girls Club, had struck a car on Lakeshore Drive and its two occupants had fled the scene on foot. Mounties located a male, later identified as Sopkow, walking near Westminster Avenue East carrying a backpack. RCMP found 15 different vehicle keys in the backpack and in a second bag witnesses saw Sopkow stash away they found a cutting torch with canister, tools, gloves, a laptop, camcorder, several cameras, two watches and 103 keys on four different key chains. Some of the property Sopkow had in the bags was identified as stolen from a recent break and enter. He also had two small bags of methamphetamine and a glass pipe in his possession.

Co-accused Megan Anne Roberts was sentenced in June for the break and enter into the Boys and Girls Club on Manitoba Street. Mounties chased after the stolen van from the club but had to pull back because of safety concerns after the driver ran through three stop signs. The judge at her court date heard Roberts arrest put an end to a six-month crime spree that involved several thefts. Roberts admitted she was using drugs every day and was sentenced for all her charges, including the Boys and Girls Club theft, to 120 days in jail, a 9.5-month conditional sentence and one year probation. She was given 60 days credit for the time she has already spent behind bars. Other charges pressed on Sopkow related to the

Boys and Girls Club theft were stayed. Crown counsel Mallory Treddenick said Roberts had taken the Boys and Girls Club decals off of the van, therefore it could not be proven that Sopkow had knowledge it was stolen.

Sopkow also had outstanding charges from March 21 which he plead guilty to including theft under $5,000 stemming from an incident in Summerland.

RCMP caught up to Sopkow who was identified by a witness as the driver of a Toyota Camry that was parked nearby. Sopkow told the officer he was waiting for a ride but when plates for the parked Camry were checked they did not match the vehicle, which was actually stolen from Kelowna a few days earlier. Sopkow was searched by RCMP and the keys for the stolen Camry were found on him. The judge sentenced Sopkow to 96 days in jail and time served on this set of circumstances as he has been in jail waiting for court.

Sopkow appeared by video and told the judge he wants to return to a drug rehabilitation program he previously had success with. He will be under probation for one year once he is released and among his conditions he is not to have any contact with Roberts and not to be in possession of tools that could be used for breaking into a house or vehicle with the exception of work.

Fee or not, garbage problem remains It turns out that a lot of people in Penticton don’t think an environmental levy to float down the channel is a good idea.

The decision to allow Coyote Cruises to collect the fee was overturned before a full week was up, in part due to vociferous objections from Penticton residents who wanted to see the channel float remain a free ride.

Few, though, objected to the $2 that the levy was set at, or the idea of cleaning up the channel. Concerns raised ranged from distrust that the levy would go to cleaning up the channel, making it the onus of Coyote Cruises to do it out of their existing funds, or even that it would encourage people to litter if they had to pay the levy.

Many, if not most, people float down the channel for free, not using Coyote Cruises’ services. The levy was intended to level the playing field, having everyone contribute a share of the cleanup.

Though the City of Penticton and the Penticton Indian Band have said they want to keep the lines of communication open on this issue, the problem remains.

Day by day throughout the summer, the trash builds up in the channel, along the edges, and dog feces pile up on the walking trail alongside, while the exit point — a prime tourism site — slowly decays.

Any discussions between the Penticton Indian Band and the city to deal with the problem are likely to take some time; it’s highly unlikely that anything will be resolved this year.

PENTICTON We suggestWESTERN that Coyote Cruises install a donation box in lieu of the levy, giving concerned citizens a chance to contribute. As well, one of the parties involved, be it the Penticton Indian Band, the city or Coyote Cruises, could organize some volunteer days for folks willing to lend an hand in the cleanup, since few seem to want to pay for it.

Get ready for Hydro rate hikes There’s a new sheriff in town for BC Hydro, and it didn’t take long for the political range war to resume.

The new sheriff, Kootenay East MLA Bill Bennett, found himself on the barricades as soon as he got the hugely complex responsibility for energy and mines. His saddlebags bulge with reports on BC Hydro’s seemingly runaway costs, along with Premier Christy Clark’s “core review” to cut $50 million a year from government operations.

NDP energy critic John Horgan highlighted the latest BC Hydro troubles in his assault on the B.C. Liberal budget.

First there was a $140 million cost overrun on the Northwest Transmission Line, under construction north from Terrace to the tiny Tahltan village of Iskut and adjacent mine properties.

Then BC Hydro revealed results of an audit of its earthquake preparedness. “Condition red” was the key message.

Basically, the sprawling utility has disaster plans for each of its dams or other power facilities, but no overall way to get the provincial power grid back up

Horgan recited his list of BC Hydro sins after a decade of meddling by the BC Liberals: huge deferred debt revealed by the Auditor General, enormous liabilities for private power contracts, and more rate increases that Bennett has already admitted are on the way. And now they can’t even keep us safe from the big one.

Bennett fired back. About $2 billion of that debt is for seismic upgrades for the 80-year-old Ruskin Dam in Maple Ridge, and the equally frail John Hart Dam on the Campbell River, built with wooden water pipes.

Major BC Hydro works slowed down after completion of Revelstoke and Mica dams in the 1980s, and now the work is more expensive.

The Northwest Transmission Line is a partnership with Imperial Metals, which wants to power its Red Chris coppergold-silver mine. Bennett said the company is not only paying for the last section to Iskut and the mine site, but pitching in for the main line as well. Ottawa paid $130 million to get remote communities off decades of dependence on diesel generators.

AltaGas, owner of one of those private power projects in the region, puts in $180 million to get connected to the grid. The line will open up more mining and hydro possibilities.

The cost overrun traces back mainly to the shortage of highskill labour such as geotechnical engineering that the remote region already faces. And this is before natural gas pipelines and LNG plants gear up.

Bennett takes over from the last sheriff, Rich Coleman, who put BC Hydro through the wringer in 2011. Coleman soon abandoned his idea of putting

off the Ruskin and John Hart upgrades (again) to keep rates low through the election, and saw the B.C. Utilities Commission jack up the rate increase to seven per cent to help slow the ballooning debt.

What’s ahead for rates? The utility is looking for 32 per cent in the next three years, says energy lawyer David Austin. He calculates that only 2.5 per cent is attributable to increased private power costs. Among other things, BC Hydro needs regional emergency centres capable of functioning after a Japan-sized quake, plus expansion.

Bennett came clean on another reason for rate increases – the government’s increasing dependence on taking a “dividend” as BC Hydro’s lone “shareholder.”

The newly updated budget tells us this annual “dividend” is past $500 million and rising fast: $545 million this year, $611 million next year and $684 million the year after.

Losing patience over hospital parking Last week when I was trying to park in the designated hospital parking lot, I noticed that 35 spots are now allotted to “Staff Only” and no longer available to visitors or patients.

Frustrated people were circling around and around trying to find a parking space. Two parking attendants were being besieged by people who were venting their anger at the situation.

Yesterday, knowing this, I arrived at the parking lot an hour early for my appointment at the cast clinic. It took me half an hour of circling to find a spot, and then, as I waited for the person in the spot to back out, with my indicator blinking to show that I wanted the spot, a large pickup roared into the vacated spot from the other side. I tooted my horn and a burly man exited the pick up, strode over to me, gave me a rude finger sign and yelled that he had been trying to park for 15 minutes, he had to visit a dying friend. I said that I had a hospital appointment and had been waiting to access the spot. He mouthed obscenities, kicked my car hard, and stormed off.

I found another spot, parked and as I was walking to the side door, passed another person waiting as somebody left.

Council plays name game

“What’s in a name? That which we call a rose, by any other name would smell as sweet,” Juliet proclaimed to Romeo.

Penticton city council was not mindful of this Shakespearean advice when it struck forward, without public consultation, to change the name of Westminster Avenue East to Backstreet Boulevard.

The City has a bylaw relating to the naming of streets and the process to change them; however, notwithstanding the bylaw, council approved the name change to Backstreet Boulevard.

For clarification, Westminster Ave. E. begins at the Starbucks/ReMax corner and Front Street, and runs east toward Penticton Creek and winds around the curve where the Kokanee/En-Tee-Tuek sculpture is, goes south emptying onto Nanaimo Avenue.

What happened was, city council did a quick motion to change the name of Westminster Ave. E to Backstreet Boulevard, and learned later they had violated their own bylaw, and, had to quietly rescind the motion and start again.

I’m not sure where the name ‘Backstreet Boulevard’ comes from, nor, what process was used to choose it among other choices, if there were any others put forth.

What’s in a name? Lots. Our city has been trying to brand the name ‘Penticton — A Place To Stay Forever’ as a concept, or, more importantly, an emotion.

What does Backstreet mean to most people in our community? Something cool? A business opportunity?

Another strip joint? We have Front Street, so, why not a Backstreet?

Maybe it means nothing, or, sounds better than simple old Westminster Ave. E. What about naming the street after some of the women, First Nations women, who have made our community what it is.

So, if we are going to start re-naming streets in our community, let’s have everyone involved, not just a neat idea for a passing trend, or, a business. A friend of mine who is a mattress warranty inspector, not kidding they exist, told me, “It’s all a matter of personal choice.” Let’s make this a community choice.

We have not had an opportunity to have our choices heard.

Let’s write, telephone, or email members of city council with your choice, that is if you think we need to change the name in the first place.

She too, had her indicator flashing. A SUV nipped into the spot, and she too tooted her horn in frustration. The driver got out of his parked car, grinned at her, waggled his fingers and sauntered to the hospital door. She burst into tears. I saw another car about to leave and went and stood in the spot so the lady could park. We walked in to the hospital together, she had a cane and was in obvious pain.

How much is being hidden behind closed doors at Penticton city hall?

In the June 12 Western News, the editorial concluded by saying: “We advocate a return to the committee of the whole structure, where councillors have a wider opportunity to publicly debate issues, and there are stricter public limitations on what issues can be debated behind closed doors.”

Incamera proceedings are there to protect the integrity of the action being contemplated by council on our behalf. The only basis for incamera sessions are three issues: land, legal, or labour.

In the case of the recent Munson Mountain land sale, the incamera session was there to protect the integrity of the sale. It was not there to conceal the decision making of individual councillors and the acting mayor; when it was not revealed which councillor voted for or against the sale.

Under former Mayor Dan Ashton, the committee of the whole was discontinued. committees of the whole had open discussion and stricter limits on what issues were debated behind closed doors. Compounding this was the added decision to hold cosy little catered suppers in city hall back rooms before 6 p.m. regular council meetings. What was discussed during these supper meetings?

Are today’s council meetings simply a rerun of what was discussed at supper?

Incamera sessions are hidden from view and the press has little opportunity to question or report on what decisions are made by council. We taxpayer do not know what is on the agenda or how often incamera meetings are held; whether the agenda items being discussed have no ‘incamera validity’ or whether agenda subjects should be publicly disclosed and publicly debated.

Why the secrecy? What are they hiding?

Whilst the decision to change the system was made in a previous term, everyone at the present council table must take responsibility for the present irresponsible obscurity of incamera meetings. These secret meetings leave the public with no alternative but to suspect they are being kept deliberately in the dark as to what city council is doing, saying or what decisions they are making behind closed doors.

The secrecy involved in secret incamera decision making by this council was revealed recently when change in taxation rates was discussed incamera and incorporated within the budget without open public consultation.

It is past time to return to open committees

The staff of the hospital have legs. They can walk from their proper parking lot. Many of the people visiting the hospital are injured and find walking difficult. It is hard enough to be visiting a doctor, or to be ill, nobody wants or needs the added frustration of circling for ages to find a parking spot.

The rude actions of two people yesterday were brought about, I am sure, by the total frustration of not being able to park.

I know that hospital is very stressed, both for beds and for parking spaces. But this sudden removal of 35 parking spaces in an already crowded parking lot is unnecessary and I ask you to please reinstate the spaces for patients who need them.

It was a remarkable Mutt Strut of 2013 on June 1.

Thanks everybody for coming out and supporting the work that Critteraid does to help those animals that seem to fall between the cracks.

It is always amazing to see how much fun the dogs have strutting their stuff along Main Street in Summerland while the onlookers cheer and applaud.

This is a day when the dogs know they are special and it pulls at the old heart strings when a dog realizes that the people are thrilled to see them.

Our pledgers, our donors, our strutters - all so appreciated and valued more than words can express.

We raised just over $5,000! It is that support that enables our volunteers to do the work they do to ensure the animals in our care receive veterinary care, proper nutrition and a life free of anxiety.

Great effort was made by the city of Penticton to beautify the Okanagan beach promenade.

It is disgusting to walk along it and see dog feces on the artificial turf and also on the grass area from what seemed to be from large dogs.

I don’t think the visitors from the antique car rally appreciate such irresponsible behaviour of people from this city.

Whether one likes or hates dogs, the sentiment should be unanimous that these pets have no place on the promenade or public beaches when there are designated beaches for dogs.

This irresponsible behaviour by dog owners is intolerable to the rest of us and deserves hefty fines. Since the police cannot be everywhere at all times, it is incumbent on the public to report such acts, using cell phones to alert the police.

City rolls out bike plan

In May, our city council approved Penticton’s bike network program after more than one year of public consultation and planning.

Cyclists first noticed the addition of green coloured bike boxes at six busy intersections around town. They serve to remind drivers that bike lanes are considered a traffic lane and must be treated as such when vehicles are crossing over them for turns, parking etc. We are excited to see the new lanes and developments that the city plans to put in place since the approval of this new program.

Another thank you goes to Argo Road Maintenance for their great service this past month. When the company was requested to sweep the accumulated gravel off the road and shoulders to Naramata, they responded immediately with a sweep and a cheery follow-up phone call.

Local and visiting cyclists appreciate such attentive follow-up and a safe, clear area to enjoy their ride, while trying to stay out of the flow of traffic.

Similkameen BBQ King to be crowned Western News Staff

Ladies and gentlemen, start your grills the Similkameen is about to name a new BBQ King.

The annual Similkameen BBQ King event will be held on July 13 from 5-9 p.m. at the historic Grist Mill and Gardens in Keremeos. This truly unique Similkameen wine and food experience is a competition where nine featured chefs compete for the coveted title of Similkameen BBQ King or Queen.

The competing chefs will create unique dishes for guests using organic ingredients from local farmers in the heart of Canada’s organic capital.

Attendees at the event will go from station to station enjoying the foods prepared by each chef, along with Similkameen wines specifically paired to go with each dish, and then all attendees get the opportunity to cast their vote for the Similkameen BBQ King or Queen.

“The Grist Mill provides a stunning venue for the event,” said George Hanson, president of the Similkameen Wineries Association. “It truly is an extraordinary evening and a very special Similkameen experience.”

Chef Greg Fuchs (Gregor’s Gourmet), the 2012 Similkameen BBQ King and Chef Chris Van Hooydonk (Artisan Culinary Concepts), the 2011 Similkameen BBQ King are returning.

During both of these years, the event placed second overall

in the Best Food/Drink Experience of the Year category for the Exceptional Eats Awards from readers of Eat Magazine.

The field of chefs will also include Karl Schorb from the Branding Iron, Derek Uhlemann from Covert Farms, Ross Derrick from the Delta Grand

Okanagan, Natasha Schooten from Terrafina Restaurant, Justin Paakunainen from Walnut Beach Resort, Jonas Stadtlander from Watermark Beach Resort and Marianne Baraham of the Whitewater Cooks team.

In addition to these amazing chefs, there will also be some delicious appetizers from Benia Thai to enjoy.

In addition to the food and wine, there will also be live entertainment by Karen Fowlie, an acclaimed entertainer from Horseshow Bay performing acoustic rock. She has been acknowledged by B.C.’s Attorney General and has opened for the classic rock band Trooper.

A silent auction will take place as a partial fundraiser for the Grist Mill with unique wine and food experiences themed around the competing chefs and Similkameen member wineries.

Strawberry season celebrated at Covert Farms Western News Staff

Covert Farms in Oliver has been making a rosé since 2006 and acclaimed winemaker Sandra Oldfield’s first rosé was created in 2009, covertly in the wee hours of the morning.

Now you can enjoy these two covertly made rosés side-byside.

On Thursday, award-winning chef Jeff VanGeest of Tinhorn Creek’s Miradoro restaurant, along with Covert Farms’ chef Derek Uhlemann will create a multi-course culinary tribute to organic strawberries.

Rosé wines from past and present will be paired individually with each course. Farmer/winemaker Gene Covert will talk about growing vines and strawberries side-by-side while Tinhorn Creeks Vineyard manager Andrew Moon will speak about the South Okanagan terroir and the challenges of growing vines in a desert sagebrush environment.

This rustic dinner will take place in the strawberry fields of Covert Farms. Organizers suggest casual dress with sturdy shoes.

Boizan shares history through music Kristi Patton

If Beatriz Boizan had it her way, she would become the Beyonce or Madonna of the classical piano world.

The Cuban-Canadian pianist has the charm and vibrant personality of a mega-superstar and her musicality isn’t too shabby either.

“You always hear people saying they think classical music is boring and I have this dream of touching the hearts of millions of people around the planet. My biggest satisfaction is when I get skeptical people coming to a concert and they leave excited thinking classical is something they enjoy, need and makes them happy,” she said. “I understand classical musicians are not rock stars like Madonna or Beyonce. Could you imagine me on a big stage with a grand piano like that? I guess it is possible, and that is what it is all about: people thinking outside the box who have an idea that it could be possible.”

Born into a musical family in Baracoa, Cuba, Boizan began studying piano with her grandmother, Esclarecida Guilarte. An honours graduate from the National School of Music in Havana, Boizan continued her music studies in Vancouver at the University of British Columbia, getting her masters in music degree at the University of Alberta. Boizan said she has only returned to Cuba once because it brings up difficult memories since her mother passed away when she was just 13.

“Now that I am away from Cuba, the music that comes from there has more meaning. When I left, I hated Cuban music, but I think Canadians were the ones to push me to play it again,” she said.

“It means so much more now to play from this perspective.”

Boizan’s grandmother and great-grandmother lived long lives and they were able to share with her some of the most interesting and turbulent times for the small country.

“I heard all this history that was passed through them because they saw Cuba in 1910 up until the 1960s and so on. How music was back in those days. You can read it in a book but it is more interesting to hear the direct stories.

the way from Baracoa to Havana to hear these concerts. All of these classical musicians from North America and other places would come and play there in the 50s, it is fascinating,” she said.

While she loves to tell the crowd a little story about each of the pieces she performs, Boizan is excited to play on a piece of history herself using the 103-year-old Bechstein piano that was recently donated to the Shatford Centre.

“It is a delightful instrument, light and bright. I don’t even feel like I am working,” she said. “It sounds beautiful with the combination of the acoustics in the Shatford Centre.”

Boizan will be touching on her range of graceful Baroque sonatas by Soler and Scarlatti to the rhythmically percussive compositions from Spain and Latin America along with the lyrical romantic works from the European standard piano repertoire. As well she will play music from her debut CD Pasion, which features 17 solo pieces.

Saturday’s concert is a fundraiser for Pathways Addictions Resource Centre in Penticton.

They promote the well-being of people affected by, or at risk of developing alcohol and drug-related problems. The concert will also hold special meaning for Boizan who is dedicating a song to her friend, Andrea Crouch, who was in a tragic accident in Vancouver.

Crouch died in a freak accident when her car slipped out of gear knocked her over and trapped her underneath.

Boizan become friends with the woman when she first moved to Canada and attended Vancouver Community College. Still trying to get a grasp for English, Crouch would share notes with Boizan.

“I wanted to make sure I would dedicate a piece to her. I’m going to be playing my favourite Cuban composer Cervantes. It is really beautiful music and it is called The Charming One, talking about a charming lady. She was very bubbly and charming,” said Boizan.

Boizan plays at the Shatford Centre on Saturday at 7:30 p.m.

Tickets are $15. Her CD will also be available for purchase at the concert.

A former Penticton man has avoided jail time for his role in a gun-related incident at a local motel.

Sean Conrad Douglas Gunn, 42, pleaded guilty Tuesday to a single count of possession of a prohibited firearm and received a sevenmonth conditional sentence.

The matter had been scheduled for a two-day trial on five charges, but

the other counts were dropped in exchange for his plea.

In relating the circumstances of the “fairy alarming” offence to the court, Crown counsel Ian Currie said police were called to the Highland Motel late on Nov. 25, 2011, after a witness reported seeing a man with a gun.

Currie said the witness, who lived at the motel, told police she heard a commotion in the room beside her and heard someone say,

“Don’t make me do it. I don’t want to hurt anyone.”

She went to look and saw Gunn with a firearm pointed at a neighbour. She said Gunn then told her to call police.

Mounties arrested Gunn without a struggle and a loaded, black revolver was found on a table inside the motel room, Currie said.

The Crown said Gunn was using cocaine at the time of the incident but has since

turned his life around, so a sentence of up to nine months to be served in the community would be appropriate.

Defence counsel Alain Hepner said his client works as a welder in Fort McMurray and was in Penticton to visit his mom, but also met up with old friends and “cocaine was unfortunately part of that backdrop.”

Hepner said his client pulled the gun because he “believed he

was going to be the victim of an assault or worse.”

Gunn’s work schedule includes long shifts and stretches in camp, so the Crown asked that the conditional sentence not include a curfew.

Judge Gale Sinclair went along with that request, but did impose conditions on Gunn that prohibit him from consuming drugs or alcohol and visiting bars.

He must also warn Penticton RCMP when he plans to visit.

Fire dispatch upgrades to move ahead Western News Staff

Less than one per cent of eligible voters put their pens to paper to register opposition against a planned $1.6-million upgrade of the regional fire dispatch system.

According to figures received Thursday by the board of the Regional District of OkanaganSimilkameen, only 63 valid response forms were submitted during the 30-day alternate approval process, which closed July 2.

If 6,884 eligible voters — 10 per cent of the electorate — had registered opposition, the RDOS would have been forced to hold a referendum to get voter consent to borrow the $1.6 million.

Instead, the loan bylaw is expected to be in front of the board for adoption on July 18.

Although directors from Summerland and Osoyoos previously expressed concern about limited benefits they may receive through the upgrade, RDOS board chair Mark Pendergraft said the low voter turnout shows a majority of people support the changes.

“It was a little bit of a surprise, but it is an important thing to have taken care of,” Pendergraft said.

The upgraded system as proposed will group 16 regional fire halls into three zones and keep Penticton’s direct link to dispatch in Kelowna. It also calls for new radio gear in some departments and a new repeater on Okanagan Mountain.

It’s expected to take several years to get the new system operational.

Records fall at Granfondo Mark Brett

Records are meant to be broken, which was definitely the case in Sunday’s running of the third Valley First Granfondo Axel Merckx Okanagan cycling event.

Ironically, however, neither the men’s or women’s winners had any idea they had set new best times for the course.

Andzs Flaksis of Riga, Latvia, a member of Axel Merckx’s Bontrager Cycling Team, finished the 160-kilometre Granfondo in a time of three hours, 55 minutes and 12 seconds, knocking several minutes off the record.

On the women’s side, it was former Kelowna resident Gillian Moody, now living in North Vancouver, topping the standings with a time of 4:11:16, about 16 minutes better than the old record.

Afterwards, both riders admitted they spent more time looking at the scenery than concentrating on winning.

“I was just riding and enjoying the surroundings and putting in some good work,” said Flaksis as he sat with other participants following the ride. “It was beautiful here — all the lakes and mountains. It was nice.”

He and his teammates had been in Boulder, Col. training for the Tour of Utah and decided to come to the Okanagan. It was his first Okanagan Granfondo.

“It was worth it,” he said.

Meanwhile, Moody edged out her closest competitor by just over six minutes, however there was some confusion at the finish line over who finished first.

“I do remember passing her (Frank) at McLean Creek Road,” said Moody, adding the pair exchanged some pleasantries at the time.

“But really it was very enjoyable the whole way. I was with a nice group and we were going at a nice pace and I didn’t even know what the record was.”

In addition to the Granfondo, there was a Mediofondo of 92 kilometres and a Cortofondo of 55 kilometres.

As well, there was a Piccolofondo for kids the day before.

While organizers keep track of results for age categories and the records set, officials stress the enjoyment and recreational aspects.

Reported as a sell out at 2,800, the actual number of riders on the course was 2,527.

The two B.C. women are triathletes and both treated the Granfondo as

a training session for the upcoming Ironman in Whistler. According to Frank, even events like Sunday’s ride can have their difficulties.

“You kind of go through dark moments when you’re out there, so it’s really great to have people around you so you can laugh and joke a little bit,” she said. “When you’re racing no matter what it is, whether its swim racing, cycling or running you go up and down but once you’re confident you’re coming out it, you’re fine.”

One participant who was especially happy with the day was Axel Merckx, a long-time professional rider and Olympic medalist.

“Once again our volunteers and the City of Penticton proved that the South Okanagan hosts some of the best events in North America,” said Merckx, the son of five-time Tour de France winner Eddy Merckx who rode in the first Granfondo here.

“Every rider I spoke with had nothing but positive experiences.

Our motto has been ‘Ride Hard. Smile Often.’ and I saw a lot of smiles out there.”

Jason Curran, who wears a variety of hats for Granfondo, echoed Merckx’s sentiments on the day.

“By all accounts it

was fantastic,” he said.

“We keep growing and these type of events are complex and there are a lot of details involved but fortunately Penticton steps forward again

with its volunteers and community support and we’re really looking forward to next year.”

The 2014 race is set for July 27.

It was four times the charm for the Penticton Pinnacles FC U18 boys who after three straight years of hunting for gold at provincials nabbed it last weekend.

Having earned a silver and two bronzes in previous years, the U18 boys defeated Vancouver Coastal in the finals 3-1 to earn their gold bauble at the B provincials.

“They were a strong and physical team but the whole key for us during the provincials was teams didn’t know how to approach us because we played a tactic called low-pressure defending and none of the teams could penetrate us,” said coach Murali Venkataraman. “They were very confused and getting frustrated.”

Venkataraman said it comes as a huge compliment to the Pinnacles FC that coaches, refs and others were coming up to them after the game saying they were impressed by the strategy. The tactic, said Venkataraman, is something that all teams across the Pinnacles FC have been incorporating since executive director Ezra Cremers came into the fold. It is a European style of playing with quick, short passes that emphasize a possessionstyle game. Venkataraman said his team completely embraced the concept after winning regionals against Salmon Arm which took them to provincials.

And, the U18 boys dominated on the pitch in their first game with goaltender Marc Klering earning a 1-0 shutout against Bulkley Valley. The team then dominated their second game against Surrey ISCF but Ven-

kataraman said they couldn’t finish on the opportunities they were given and ended up with a 1-1 tie. Needing to defeat Prince George to advance to the finals Penticton goalie Laurenz Schirrmeister secured the win, shutting them out 2-0.

“The scores of the game don’t reflect the amount of chances we had. We just didn’t finish our opportunities. We did really well defending, moving up the field and holding onto the ball. A lot of that was because of our fitness and the training we did with Sean Bacon allowed us to keep running,” said Venkataraman. “To me with this style of play it really is the whole team attacking together. It takes one person to score the actual goal, but in reality it takes the whole team to give that player the opportunity and the boys did that with a total team effort.”

U18 girls With a shortened bench of just one sub, the Penticton Pinnacles FC U18 girls managed to hold on to take the bronze medal in the B provincials defeating Comox Valley 2-1.

“We were expecting to go back and win gold again but we had a few girls that had to leave on Saturday so I was down to 12 players in the medal game. We went up 2-0 and were playing very well but then the team ran out of gas and just held on,” said coach Derrick Webb. “Overall we played very well on the weekend, we just couldn’t catch any breaks.”

The team kicked off the tournament with a 2-1 win against Terrace but missed opportunities in their second match against Surrey United they had the tables turned on them with a

2-1 loss.

“We out-chanced them and had possession for most of the game but they got a couple of lucky breaks with a hand ball called and they scored on a penalty kick,” said Webb. “We hit two posts, one cross bar and we just couldn’t score. Had we tied that game we would have gone into the finals and played Victoria’s Lakehill, who ended up winning the provincials.”

The U18 girls then found their scoring groove and defeated North Shore 7-0, with Caitlyn Spooner earning the shutout.

Leading the team in scoring over the weekend was Shayla Hearne with three and Emily Jones and Alix Varchol with two goals each.

U14 boys The U14 boys had some tough bounces and couldn’t repeat the success they had last season at provincials when they returned with a medal.

This time around they finished in sixth place at provincials held in Prince George on the weekend.

“We were missing a few players and had an injury to a defender which really hurt us.

Other than that I thought the boys played really well and just to get to provincials is a huge achievement,” said coach Joe Afonso.

Two of their stronger matches came in their first and third games. Afonso said even though they lost to Terrace 4-2 all 15 players were exceptional.

“I thought we worked hard we just came up short. We were up in the beginning but they caught us by surprise in the second half,” said Afonso.

“The third game we beat Prince

George 1-0 and we played really well opening scoring right in the first half and holding onto it.”

U16 girls With a win, a loss and two ties at provincials the U16 girls finished in fifth overall.

“It was a good weekend and good football,” said coach Carlos Mendonca. “We played defensive and probably played the best we have all season except for being able to finish off around the net. I’m very proud of the girls.”

The team only gave up three goals over their provincials run, but deposited just two themselves. After losing their first match 1-0 to Kelowna United the U16 girls entered into a goalkeepers duel in a 0-0 tie against the North Shore Vipers.

Mendonca said Penticton goaltender Natasha Reimer played outstanding, adding the Vipers goalie also made some key saves off a free kick and another ball labelled for the top corner.

“Marisa Mendonca then broke through three players on the wing and curled a ball for the far post that everybody was on their feet about thinking it was going in but the goalie made a fantastic save with her fingertips,” said the coach.

Penticton’s Elizabeth Bradley put a ball past the Coastal champion Ladner Vipers goalie to give them 1-0 lead in the third game. Webb said just two minutes later Ladner snuck one by them off a free kick to end the match 1-1. In their final game, against Nelson, Reimer had another shutout and Mendonca scored the winner. The coach said again they played a strong possession game, stringing together 16 passes in a row.

Okanagan Hockey Academy is beginning its 12th year of offering high quality athletic and academic programs to outstanding hockey players from all over the world.

The Penticton Harlequins fell just short of repeating as the Okanagan Rugby Union champions on Saturday.

A close match left the Harlequins on the short end, losing 3120 to the Salmon Arm/Enderby Manthers at McNicoll Park.

“They scored a late try and up until very close to the end of the game we were down by four point, so certainly within reach,” said coach Ken Sommerfeldt.

“They scored late when a fellow ran the length of the field to score and just put it out of reach for us right at the end.”

A kick right at the end of the game could have clinched a victory for the Harlequins, but it just missed. The Harlequins only played the Manthers one other time this season, losing by two points. The team knew going into the finals, after slipping by a depleted Vernon Jackals roster in the semi-finals 29-22, that it was going to be a squeaker.

“We have been very evenly matched all year and knew what we were up against with the Manthers. For the most part our game plan worked but they also knew what we were like and worked their game plan against us. It was a good, hard-fought game and could have went either way,” said Sommerfeldt.

Harlequins were Vic Fullard, Scott Naylor and Sam Shine.

Converting one of the tries and kicking a penalty goal also was Shine.

Sommerfeldt was hoping the Harlequins would come out on top to send them to the B.C. Championship Saratoga Cup, which Penticton is supposed to be hosting in September. The Harlequins had a 5-2 record this season and the coach said he has seen big growth in some of the players, including Ben Garrod.

“He has certainly turned into one of our stronger players. He missed one game this season and it was very noticeable that he wasn’t there and was one of two losses,” said Sommerfeldt.

Garrod has only played with the Harlequins for three years and comes from the UK, and only had experience playing rugby at a school level.

“In the last three years he has turned into one of our stronger players and really stood out for us the whole year,” said the coach.

Mathilde

Mathilde Guelzow passed away on June 24, 2013 at the age of 82. She was born in Erlangen, Germany on July 5, 1930. Post secondary education at a University where she studied economy and business and graduated with high marks. She was offered a job at the Siemens Corporation in the Head Offices in Erlangen and worked there for 10 years. She knew all the top executives and Werner Von Siemens in person. In 1958 she followed Rudolf, the Love of her Life, to Canada. In 1963 she and her husband spent 3 years in Santa Monica, California where her daughter Belinda was born in the Hollywood Community Hospital in 1964. In 1966 the family moved back to Canada where her son Andrew was born in North Vancouver. She was also an active member and leader of the Boy Scouts in North Vancouver. She worked in accounting, was never unemployed and payed a lot of taxes in her life. She was a great asset to this country. She loved Canada and its kind and gracious people. Special thanks to the staff of the Moog & Hospice House and very special thanks to Dr. Leitner who gave her the best care possible. We all miss her very much. Rudolf and Andrew Guelzow, Belinda and Ken Scott, granddaughter Samantha. A private Celebration of Life will be held at a later date.

Fire ignites in carport School schedules will Western News Staff

A fire investigator began work Tuesday to determine what lit up a carport late Monday at a home on Wade Avenue West.

Penticton Fire Chief Wayne Williams said crews were dispatched just before 11 p.m. to a report of smoke and flames coming from the residence.

Firefighters arrived on scene to find the blaze centred in the carport and moving towards the house through the soffit and ceiling, Williams said.

The home’s occupants and a pet made it out safely and spent the night in a hotel. The house itself sustained

some smoke damage.

Williams said a vehicle that was parked in the carport was also damaged and investigators are still trying to determine what sparked the blaze.

The fire was “not as bad as it could have been,” he continued.

“We’re lucky that the home is just a couple of blocks away (from a fire hall) and the guys were coming back from another call so they were already geared up.”

And in Okanagan Falls, volunteer firefighters were called out around 9 a.m. Monday to a garden shed on fire at a home on Brockie Place.

Fire Chief Bob Haddow said the incident is still under investigation.

Adjustments of two school schedules in Penticton and Summerland next year will see occasional late starts for some students and afternoons off for others.

And while kids are out enjoying their free time, teachers will be putting their heads together under the new collaborative-time pilot project.

“Surprisingly, with a staff of 70, it’s shocking how few opportunities there are to give teachers that chance to get together and share,” said Penticton Secondary School principal Alan Stel.

He said his teachers will be given one hour on 11 Wednesday mornings throughout the 2013-14 year to focus on themes like literacy and numeracy, and discuss how best to improve student achievement in those areas. On those days, classes will start an hour later than usual at 9:33 a.m. To make up for that lost instructional time, four minutes will be added to each school day.

“Kids are not actually, literally losing any time; it’s teachers offering their time,” Stel explained, adding staff members voted 85 per cent in favour of trying the pilot project.

The model has already been in place at Princess Margaret Secondary for four years, and its trial run at an elementary school is set for next year at Giant’s Head in Summerland. Students there will be dismissed at 12:15 p.m. on six days throughout the year.

Three minutes will be added to school days to cover that time. Principal Darcy Mullin said he explained the changes to the parent advisory council and at a

public meeting, but still expects some working parents will be concerned about finding child care on those days. He noted, however, that there is a daycare at the school and he’s been in touch with the town’s recreation department about adding programming on those days.

Teachers at Summerland Secondary School will also get collaborative time next year, although it won’t require a schedule adjustment. Instead, once a week for an hour, staff members there will split into two groups, one of which will share knowledge, while the other will supervise students. The groups will then switch places.

Leslea Pryde, president of the Okanagan Skaha Teachers’ Union, said educators will use collaborative time for professional development related to school-based initiatives, rather than the more personalized training they receive on regular professional development days.

“We need to do that professional development to keep on top of new things coming out and research and whatnot,” she said. “And a lot of teachers take that on their own time and they spend their summers doing it as well.”

Pryde said the provision of collaborative time is a growing trend in B.C. schools, although it’s relatively new in this district.

“Two heads are better than one, right? And if you work well with someone you can accomplish a lot more and you can gain a lot more from each other,” she said.

Meanwhile, the Okanagan Similkameen School District will also next year try a similar pilot project.

To accommodate it, all students will be dismissed 90 minutes early on seven days. Marieze Tarr, who chairs the school board, said synchronizing early dismissal days across all schools will head off any problems with bus schedules. She acknowledged the concept has gotten a rough ride from some working parents, but said the district is working with local governments to provide extra recreation activities.
