The City of Grand Forks will be taking over building inspections within city boundaries under a new Land and Development department on July 1. Up until this point, the Regional District of Kootenay Boundary (RDKB) has handled the service. The new department will create a one-stop shop for future development within the boundaries of the city. The department’s building inspection objectives include assisting developers in the planning process, creation and development of an accurate GIS (geographic information system) mapping plan of the city and a building inspection official. “We have been working with the regional district on this for many years,” said Doug Allin, the city’s chief administrative officer. “We pay a fee to have (building inspections) done and right now we are not adding anybody to our staff, we are just simply absorbing that (service) within our current staff.” In 2012 it cost the city over $100,000 to pay the regional district for those services, said Allin. “The city will be saving significant money,” he said. “We do have the qualifications on staff to provide all of the levels of inspection, but within that, there will be a requirement for us to cover other costs; there will be advertising costs, there

will be administrative costs for delivery of the service. Until we get set up, we won’t realize what all the savings are but it will be a requisition amount that we are not sending over to the district,” said Allin. The new building inspector for the city will be Wayne Kopan, current manager of environmental and building construction services. “I think it will be a good move for us to keep things in-house and be able to process stuff quicker for the people out there,” he said. Kopan said the RDKB would still be conducting building inspections, but only within Area D (rural Grand Forks). “The only portion that we are taking from (the
regional district) is within the boundaries of the city,” he said. One of the key objectives is the GIS mapping, said Kopan. “The GIS is going to get us accurate mapping and complete detailed data on where everything is located in the city.” The city will map out GPS coordinates so the building inspector can go out to a location and find a marker instantly, instead of having to look for reference points that are no longer standing and source maps that are outdated, he added. Mayor Brian Taylor said the creation of the department has the stamp of approval from the city and the RDKB. “It’s been passed at city council and at the regional level, we have adjusted the budgets, and now we will be taking over this service from the regional district. “For us it’s a money saving measure,” said Taylor. Once the department gets under way, the process of building inspections will become more efficient. “The (departments) will all be working under one umbrella; it will definitely be streamlined and create better communication internally because it won’t be involving another agency,” said Allin. “The City of Grand Forks is looking at making this a priority for businesses, and building inspections will become a priority for our organization to help stimulate the economy,” he added.
