Oak Bay residents can fill ‘er up for free – if they own an electric car that is.

“This will be the first vehicle ‘filling’ station in Oak Bay since the last gas station closed about 20 years ago,” Mayor Nils Jensen said.

Last week, the district installed its first charging station, an all-weather, double pedestal charger from AddEnergie

Technologies that cost approximately $10,000, at municipal hall.

The charging station has a 30-amp 240-volt charger.

“We’ve added a 110-volt outlet which will recharge neighbourhood zero emission vehicles, such as the one owned by the Oak Bay Beach Hotel,” Jensen said.

Oak Bay was the first municipality in the province to allow neighbourhood zero emission vehicles on all its streets. Provincial regulations allow such vehicles on municipal roads only if the speed limit is under 40 km/h unless a municipality passes a bylaw to allow the vehicles on roads 50 km/h and under, which was done in Oak Bay. “We received a provincial grant of approximately $7,500 (for the charger),” Jensen said. “This is one more step

towards making Oak Bay the greenest community in B.C. We want to support the move away from fossil fuels to greener forms of energy.”

The grant came from Plug In B.C.’s Community Charging Infrastructure Fund which was set up to help build of a network of 570 electric charging stations throughout the province.

The district will monitor the usage and the electricity costs for the charger, which is available at no cost for the time being. “This will allow us to determine the need for more stations throughout the community and how much to charge for the charge,” Jensen said. “We want to encourage the move to cleaner forms of energy.” editor@oakbaynews.com

There is something unusual about 11-year-old Oak Bay figure skater Alisa Lyesina, and for anyone who has seen her on the ice, they’ve seen it first hand. Lyesina jumps high, really high.

“People are always astounded,” said Oak Bay Figure Skating Club director Jamie McGrigor from the figure skating World Championships in London, Ont. “She jumps unbelievably high for her size. One lady asked me how I get her to jump that high, I said, ‘I’m telling her to take it easy.’”

Recently, Lyesina put her jumping in addition to her great skating, flexibility and spins to use, winning the provincial title in her category (prejuvenile ladies 11 and under) at the Super Series in Kelowna.

But Lyesina didn’t just win, she blew her competition out of the water, taking the title by 20 points.

“She was way ahead,” McGrigor said. “She went into the last skate and was 23 points ahead of second place, and to really nail down the win, she won the last skate as well.”

The provincial title is one of Lyesina’s first wins, but McGrigor thinks there are more ahead.

“I’m at the World Championships now and have seen kids her age with similar ability skating at this level now,” he said. “As a skater you always have a long way to go in this business and the stars have to line up like anything else. But she certainly has a lot of God-given ability.”

Following this season, which McGrigor calls Lyesina’s breakout year, she will be taking a break until April when a new season starts again.

In the new season, Lyesina won’t be continuing with the same category, instead she’ll be skipping two and competing with pre-novice.

Former Oak Bay councillor remembered Peter Bunn leaves a legacy in community Megan Cole News staff

For 12 years, Rod Prewett and his friend Peter Bunn met on Thursday at 2 p.m.

In the early part of their friendship, they would meet for Tim Horton’s coffee – Bunn’s favourite – and visit various development sites, which interested the former general contractor.

But once Bunn lost his driver’s licence, the pair would get in Prewett’s car and go for drives.

“He loved to go out to Metchosin,” said Prewett. “In fact that was the very last place I took him. I think the reason he liked it here was because parts of Metchosin reminded him of the English countryside.”

The former Oak Bay councillor (1978 to 1996) and 15-year Greater Victoria School Board member and chair died on March 11.

Bunn was born June 27, 1922 in Croydon, England.

“Dad was an eminently practical man,” said one of Bunn’s three children, Pauline Shepherd. “He faced life and its problems squarely and always looked for the most constructive and practical solution. His clarity of vision was something that served him very well in all aspects of his life and marked him out among his friends and colleagues.”

Prewett first met Bunn, a recent widower, when he was trying to achieve his vision of a standard market seniors housing project in Oak Bay, which became Carlton House.

Four years after he left the Marina Restaurant, Jeff Keenliside has returned, ready to make the place his own. “We are absolutely delighted that Executive Chef Jeff Keenliside has come home to the Marina Restaurant,� said manager Jennifer Gidora. “In just a few short weeks he has already launched a new menu that features a wide variety of fun and inventive dishes like fish monger’s stew, lamb curry, a ploughman’s lunch and miso cured sablefish.�

Keenliside has lived most of his life on Vancouver Island, working in kitchens while pursuing post-secondary education until landing at the Aerie Resort where he started his apprenticeship.

He finished at CafĂŠ Brio under Sean Brennan, building a strong foundation in local food, seasonality and menu composition. “The most important thing I’ve learned over the years is that innovative cooking can come from applying traditional methods to local, seasonal products presented in a modern but natural way,â€?

Keenliside said.

Keenliside joined the Marina Restaurant in 2005, and received honours as Vancouver Island Chef of the Year. He also helped his pastry team achieve top honours two years in a row at the Grand Marnier Challenge. He was vice-president of the Island Chef’s Collaborative and helped organize its first annual event, Defending Our Backyard, recognizing the relationships between local producers and top local restaurants, Gidora said. Keenliside was also asked to sit on the apprenticeship advisory board at Camosun College to help define the changing needs of the education component for the industry. “I am very excited to be back at the helm of such a beautiful kitchen and I look forward to maintaining the Marina Restaurant as a culinary destination for years to come,� Keenliside said. editor@oakbaynews.com

Cyclist struck near Camosun A 28-year-old Oak Bay man suffered minor injuries when a car turned in front of his bike last Thursday morning.

The resident was cycling south on Foul Bay Road in the bike lane

One of two people charged in the wake of a drive-by shooting outside Club 9one9 in the Strathcona Hotel has had her next court date set.

Whitney Rae Furber, who remains in custody, appeared via video conference on Monday in Victoria Law Courts. She faces charges of attempted murder, use of a prohibited firearm, aggravated assault and dangerous operation of a motor vehicle, among others.

Her case will next come to court April 8 at 9:30 a.m.

The charges stem from an early morning incident Feb. 25 on Douglas Street in which club doorman Michael Mizerski was shot in the leg. He was released from hospital later that day.

Dennis Grant Fletcher also faces charges of attempted murder, aggravated assault, use of a prohibited firearm and others in relation to the drive-by shooting. His case will be back in court on March 25. reporter@vicnews.com

As a trade show that bills itself for active people, this year the Vancouver Island Outdoor Adventure Expo has taken the bull by the horns.

The fourth annual expo launches Friday at Pearkes arena with dozens of vendors linked to fishing, ATVs, fitness and off-road activities, but also with mechanical bull riding, and “zorbing,� a floating human hamster ball.

The Cyclone mechanical bull, complete with a bull head and horns, will give aspiring cowboys the thrill of rodeo riding, but without the spinal injuries. Cushioned all around, it is designed for kids and adults.

The same company will set up a pool for “Wild Zorbing Water Balls,� people-sized floating plastic balls that require exceptional balance to stand and walk on water. “It’s a big ball in a pond. It’s quite a workout and a lot of fun,� said Beckie Ross, with trade show organizer Pacific West Displays in Nanaimo.

The three-day outdoor recreation trade show drew a few thousand people last year to see dozens of vendors. This year Western Speedway will bring out a winged spring car, TNT Paintball will host a 40-foot paintball target range and the Victoria Fish and Game Club will host an airgun range.

In the theme of guns ‘n’ ammo, this year the expo will also host a display from Sterling Cross Defense Systems, an Abbotsford-based company that supplies items such as heavy machine guns, cannons and riot control gear to military and police agencies, and weapons for civilian sport shooters.

Ready to rock region’s house It’s high season for on-ice sports around the Capital Region, whether you’re a hockey fan or an aficionado of the rockin’ sport of curling.

While Victoria might be known more for its love of hockey, it’s curling that has the upper hand in upcoming events.

Starting today (March 20) at the Esquimalt Archie Browning Sports Centre, the Victoria rink of Neil Dangerfield will be out to earn some respect from some of the top names in Canadian curling, during the eighth Victoria Curling Classic.

With the Classic draw winding up Sunday on the hockey ice, the high-flying Victoria Cougars will start their Vancouver Island Junior B championship final in Courtenay on Saturday against Comox Valley. The teams resume the series in Esquimalt next Tuesday, giving local fans a chance to cheer the Cats on.

Meanwhile, the Victoria Royals, who beat Everett twice to end the regular season, open the Western Hockey League playoffs Friday in Kamloops. However, the boys in blue-and-white took a scheduling nose hit from the 2013 Ford World Men’s Curling Championships.

The Ford Worlds are back in Victoria for the first time since 2005, when the competition helped christen the newly opened SaveOn-Foods Memorial Centre. The event gets underway March 30 and promises plenty of exciting action, with Brad Jacobs’ Northern Ontario rink representing Canada.

With the worlds scheduled through April 7, the Royals’ first-round playoff games, March 26 and 28, and April 1 if necessary, will be played at 2,780-seat Bear Mountain Arena. It’s a fine venue in its own right, but a far cry from the potentially thunderous 7,000-seat Save-On Centre.

If the Royals can get by the Blazers – the teams went 4-4 in head-to-head games this season – they can hope for a return to the familiar confines of Save-On for round 2.

Regardless, we encourage Greater Victoria fans to get out and enjoy the games, whatever your fancy. It’s a chance to be part of the greater community and support local sporting events.

In fact, it was the NDP-Yiu operation that inspired a B.C. Liberal copycat plan.

The NDP quietly stopped the budget skimming after Doyle pointed out the blindingly obvious, which is that constituency funds are to serve constituents and are not to be diverted to political organizing.

It was kept under wraps by the secretive Legislative Assembly Management Committee. This is the B.C. Liberal-NDP co-managed trough of undocumented MLA expenses and other questionable payments that Doyle has only recently dragged into the light.

Both of these schemes have the same stink. Both are intentional abuse of taxpayers’ money for the political gain of the dominant parties. There is no moral high ground for either of them.

Party politics drives citizens from process Re: Independent MLAs have a dream (B.C. Views, Feb. 13) A report on democracy released last year by citizen engagement non-profit Samara Canada found only 55 per cent of Canadians were satisfied with how democracy was working in this country.

Green Party of Canada leader Elizabeth May’s perception – that Members of Parliament are simply mouthpieces for their party – is raised in the report.

Samara suggests refocusing politics, saying, “With the citizen at the centre, the political system would be both more representative and accountable, something that would contribute to citizens’ increased satisfaction with

Canadian democracy.”

In the mid-1800s, educator and school promoter Egerton Ryerson rebuked the “partyism” which he believed endangered the very existence of the new Canadian nation.

Partyism drove able men from public life, he said, attracting in their place “partisans and sharpers,” who deceived and corrupted the people and plundered them “for their own party and selfish purposes. Government ought to represent justice, honour and virtue, but was deprived of all three when the people came to see it as the tool of party domination.”

Opt out should be option Hydro-Québec is in the process of installing smart meters and there is as much opposition to them in that province as there is in B.C. The Quebec National Assembly has launched a petition to allow those who do not want the meter to be able to opt out and those who have had them installed the ability to have the installation reversed.

The government cites four clauses in its petition, including the fact the Canadian guideline for microwave exposure limits, on which HydroQuébec and the Energy Board base their decision, doesn’t take into account the biological, non-thermal effects of radio frequencies, effects reported by citizens whose homes are equipped with meters emitting potentially

carcinogenic radio frequencies (World Health Organization) and that measurements of high density peaks of radiofrequencies emitted by new generation meters were ignored by Hydro-Québec, which chose to disclose only much lower average density measurements.

Currently there is a plan to allow customers to opt out with a monthly surcharge for manual meter reading. This petition addresses that as well. If HydroQuébec can allow opting out there is no reason why B.C. Hydro cannot do the same. Obviously in Québec they do not see the need to have a 100 per cent inclusion of the smart meters.

A day of blarney Like any kid who grew up in a predominantly Irish home, I was dragged to Irish dance classes and forced to wear a green ribbon in my curly locks. Make no mistake, I’m Irish.

Although I’ve always been proud of my heritage, I’ve only grudgingly endured the annual celebratory displays of it, cringing at the way every year Irish becomes synonymous with adorable wee folk and public urination. Then there’s “pot o’ gold” and “Always after me Lucky Charms.” Blah, blah blarney.

I love my family and I love my identity, in a way that has nothing to do with shamrock shakes and green beer or great throngs of people celebrating intoxication and cereal-box leprechauns.

According to legend, St. Patrick banished snakes from the rock and used a shamrock to teach the concept of the Holy Trinity. Maybe he can do something about the commercialization.

Sports & Eye Injuries With the arrival of spring and summer comes a surge of energy and an abundance of outdoor sports. As a result, every year a great number of sport-related eye injuries occur; for example: an elbow in the eye in rugby, a scratch from a fingernail in basketball, or a miscalculation of the path of a fly-ball.

Common sports-eye injuries include corneal abrasions, blunt injuries, and penetrating injuries.

A corneal abrasion is a scrape to the outer surface of the eye, which is usually painful, but not severe.

A blunt injury to the eye, from impact by a ball, fist, or elbow, can result in a black eye, or bleeding of the blood vessels which lie on top of the white, outer portion of the eye. More severe blunt trauma may cause further damage to important eye structures such as the retina or optic nerve, and can result in vision loss. Penetrating injuries occur when an object pierces the eye. Symptoms include vision loss, bleeding on the surface of the eye and foreign objects imbedded in the eye.

Prompt treatment is the key to preserving your vision. With most eye injuries, it is best to have them immediately examined by an optometrist.

An exception would be something sticking into the eye. Leave the object in place and go directly to Emergency.

This summer, when you or your loved ones take to the field, be sure to protect your eyes with appropriate sports eyewear. Though they do not completely eliminate the eye injury, they will greatly reduce it.

T

he basement of the Hudson building, with its collection of concrete pillars, appears more like a construction site than a place to find fresh produce.

In a few short months the Douglas Street space will be a literal beehive of activity, with real honey farmers setting up shop here, along with a variety of other food producers.

Members of the Victoria Downtown Public Market Society, including chair Philippe Lucas, have been plotting the creation of a permanent year-round facility for the past three years.

“We’re getting so close here that I can taste it,” he said, after the society announced it has 70 per cent of the vendor spots filled and a floor plan laid out.

“For me, this has always been a beneficial social enterprise. I think the potential to marry the ‘eat local’ movement with the ‘shop local’ movement (creates a) unique proposition for positive social change.”

The hope is the market will become a destination for visitors and locals alike, much like the public markets at Pike Place in Seattle and the Ferry Building in San Francisco.

Established merchants Silk Road Tea, Wildfire Bakery and Salt Spring Island Cheese join a sweet and savoury pie seller, Mexican food kiosk, seafood shop and spice merchant as confirmed permanent or one-year contracted vendors.

“We’re actively looking for a butcher,” said general manager Maryanne Carmack.

The plan is for the seven-day-a-week market to open up sometime in June.

When Congregation EmanuEl’s cornerstone was laid in place in 1863, its founders had no idea the building would persevere to become Canada’s oldest continuously used synagogue.

Community members from varying religions, cultures and creeds came together to give the roughly 50 Jewish families living in Victoria a dedicated place of worship and congregation.

To celebrate the 150th anniversary of that event and to help raise money for Emanu-El’s aging roof, the 2013 Jewish Arts Festival kicks off on Saturday night with a multicultural concert at Alix Goolden Performance Hall.

he University of Victoria’s Phoenix Theatre presents Clark Gesner’s beloved Broadway hit, You’re a Good Man, Charlie Brown, a musical that brings Charlie Brown and the rest of the Peanuts characters to the stage with a Grammy nominated score.

This charming play follows the loveable loser through a day pondering the meaning of life and pining over the Little Red-Haired Girl.

He finds solace in friendships with Linus, little sister Sally, bossy nemesis Lucy, musical genius Schroeder – and, of course, man’s best friend, Snoopy.

Director Fran Gebhard, an acting instructor in the Department of Theatre, said Charlie Brown continues to resonate with audiences young and old because everyone can relate to feeling like the underdog. “Charlie Brown has already stood the test of time,” Gebhard said. “He doesn’t need to be changed to be relevant.

UVic’s competitive ultimate frisbee team is happy to play the victim, but in name only.

The sport is popular but doesn’t draw the spectators as many of its bigger tournaments are out of town, says Kevin Underhill, captain of UVictim, the university’s men’s club team.

Victoria did host the 2012 nationals at Royal Athletic Park in August, but it will be years before they return.

That’s why Underhill and former UVictim player Graeme Barber came up with the plan to showcase the sport with an annual

event that pits UVic’s collegiate level men’s and women’s teams versus the rival UBC Thunderbirds with the newly created Douglas Bowl.

“We named it the Douglas Bowl to tie into some historical B.C. flavour,” Underhill said.

“Obviously (Sir James Douglas) is the namesake for so many natural landmarks in B.C. and we wanted to associate with them.”

This semester is Underhill’s last with UVictim. The 24-year-old has played for them since the fall of 2008 and is in his final year of history and journalism.

“Barber and I decided it would be fun to host a showcase event with friends and family. People tell us they want to watch us play but we’re usually away.”

UVictim’s respective men’s and women’s teams practise up to five days a week and travel to tournaments on the West Coast.

The women scored a huge win, finishing first in the Santa Barbara (University of California) Invite in late January. UVictim’s men were ninth.

Based on those and other results on the U.S.A. collegiate circuit, both UVictim teams are ranked in the top-30 of North American universities.

The Thunderbirds are also highly ranked, and though UVictim defeated them this year, the latter have yet to qualify out of the North West conference playdowns and into the U.S.A. nationals, which UBC has done a couple of times.

“The plan is to make (the Douglas Bowl) an annual event, with the (UBC) hosting it next year.”

Coastal ferry users are braced for reduced sailings on some under-used routes, and many are open to cable ferries, barges, passenger-only vessels or bridges where practical to contain rising costs.

Transportation Minister Mary Polak released the government’s consultation report recently on ways to save $26 million on operations by 2016. That was the target set by B.C. Ferry Commissioner Gord Macatee.

About 4,000 people took part in the consultation, with more than half saying they agree with the need to reduce costs.

When the government • announced the service review last year, it added an extra $20 million to the subsidy for the service over four years, bringing the total taxpayer subsidy to about $180 million per year.
