Premier Christy Clark thinks highly of Michelle Stilwell, in fact, she said she doesn’t know anybody else as determined and hard working as the local B.C. Liberal candidate. “I know people say that politicians say that about each other all the time, but I think Michelle’s history stands by itself. I don’t think we’ve ever seen anybody like her get into provincial politics before,” Clark said in an interview with local reporters Saturday. Clark was on hand to celebrate the official opening of Stilwell’s campaign office in Parksville, and took a moment to answer questions following her address to the crowd. Clark’s message to her crowd of supporters was frank but enthusiastic, in her usual style, starting off with, “you know we’ve had a heck of a week, I don’t know if you heard about that...” she joked. But despite the media’s best efforts to make the ethnic vote scandal seem like “the doom of the province” the Liberals “miraculously survived” in the eyes of that doubtful bunch, she said. Whatever the Liberals will be called in the days leading up to the election, resilient is sure to be on that list, she said, and the best example of resiliency? Michelle Stilwell, she added. Clark said when people around the province ask her how the Liberals are going to win the election she begins by listing all the group’s candidates, and the person she always starts with is Stilwell. “Here’s what I say,” she said, “we have a candidate who has won multiple Paralympic gold medals, she just set her 17th world record in Australia two months ago, she home-schools her son and she runs her own small business,” she said. Clark went on to say the approaching election isn’t a sure bet and if ever there was an underdog, it’s Clark, but it’s worth it, she said. She concluded that the fight to win the election and make sure the children of the future aren’t saddled with debt is the most important fight that the B.C. Liberals and any free enterprise party have been engaged in in the last several decades. See I WILL, page A7

The Parksville Qualicum Beach News has once again been selected as a finalist in the General Excellence category for the 2013 B.C.Yukon Newspaper Association Ma Murray Community Newspaper Awards. The competition this year featured almost 2,000 entries for various categories. Kulth festival cancelled this year, may return The Kulth Music Festival, dubbed the folk festival with an edge, has been cancelled this year after two years at the Coombs Rodeo Grounds. David Fisher, organizer of the event, said they got hit with really bad weather the last couple of years and he needs some time to recover financially, as well as to spend some time with his family. “My son just said to me one day, you know we’ve done a music festival every year of my life,” Fisher said about his 10-year-old. Fisher has been a big part of the Soundwave Music Festival in Ucluelet for over a decade, as well as other large shows, and said they really eat up a lot of your time. He said he would like to reintroduce the festival down the road, as he has had great feedback and has been contacted by a number of interested artists this year. — NEWS Staff

Residents will be a little more fit this summer with the installation of the Parksville Lions Club’s GreenGym outdoor exercise equipment in Community Park, thanks to a $65,597 federal government contribution. Nanaimo-Alberni MP James Lunney made the announcement on behalf of Lynne Yelich, Minister of State for Western Economic Diversification, Monday morning in Community Park. The government’s Community Infrastructure Improvement Fund (CIIF) money nearly completes the Lions Club’s fundraising effort and will allow them to construct the special nine piece outdoor fitness park beside their famous Ventureland Playground. The nine pieces will include 14 stations and provide 56 different exercises and though it is a “senior’s fitness” package, it will be suitable for
all ages, explained Lions’ building chair Duane Round. The area will have a rubber surfaced sidewalks to make the facility fully accessible. The club has been fundraising for over a year and Round thanked the Government of Canada and the many other contributors. He had said in December that they were almost ready to start, but would have to pay for much of the estimated $70,000 out of their own funds and continue fundraising for the foreseeable future. “Parksville Community Park is a focal point for tourists accessing our renowned warmwater beaches,” Lunney said. “I am pleased that our federal government has partnered to expand recreational exercise opportunities for adults in partnership with Parksville Lions Club. This project will…improve accessibility and contribute to enhanced quality of life for residents and tourists alike, while creating expanded economic opportunity for years to come.” They plan to install the equipment in April or May, as soon as the weather allows.

The Friends of Foster Park are the latest Parksville Qualicum Beach group to consider cancelling an event due to a lack of resources, in what has become a familiar pattern. Started by local residents to help create and take care of the Parksville neighbourhood park, the small group started the annual Easter Egg Hunt in the park a dozen years ago and it has since grown into one of the region’s major holiday events. Last week, a Friends of Foster Park member told The NEWS they may be forced to cancel this year’s event unless they get a huge surge of support and/or another bigger service group wants to step in and take it over or provide a lot of support. The Easter Egg Hunt is just the latest in a long string of big events or organizations to face cancellation or closure, along with KidFest, the Bethlehem Walk, the Fire and Ice chili cookoff and the Canadian Cancer Society office in Qualicum Beach, among others. Like most cancelled or threatened events in the area, organizers say they get plenty of help the day of the event, and they get a huge public turn-out, but they need more long-term support. The issue with the egg hunt is more financial than lack of volunteers. With the growth of the event crucial issues of liability, safety, insurance and costs have complicated things to the point the little group can’t do it themselves. It looks as if the event could be killed off by its own success as the number of families showing up in the park to search for thousands of eggs has caused concerns that require insurance beyond the organizer’s capabilities. The Friends of Foster Park executive made a quick decision that they can’t settle the issues

in time for this year’s holiday, but are still hopeful that another group may step up and help. Otherwise, they say they will have to skip Easter in the park this year and try again next year. The Oceanside Volunteer Association (OVA), a registered charity, acts as a sort of match maker in the area connecting over 500 volunteers with organizations and events needing help but has said that individual volunteers may be committing less time and there seems to be a constant need for more help in the community. If using raptors such as hawks and other birds of prey works well to keep seagulls away from the Regional District of Nanaimo landfill, maybe it could prove useful in other areas, says Parksville director Marc Lefebvre. The issue arose at Tuesday’s regular RDN board meeting as directors voted to ratify a decision to award a three-year, $649,500 contract for bird control to PK Bird Control Services at the landfill. Lefebvre pondered whether the raptors would be able to control the Canada goose problem at Parksville beach. Dennis Trudeau, the general manager of transportation and solid waste Services said he had never heard of raptors being used in this manner, but he surmised they could be trained to deal with all sorts of different birds. That idea didn’t fly, but what really had directors squawking was the tab — which comes in at over $200,000 per year. “Holy smokes, that’s a lot of money,” said Deep Bay-Bowser director Bill Veenhof. “Do we really need to do this?” When asked if there were not any alternatives to the pricey peregrins and high-priced hawks, chairman Joe Stanhope was blunt. “There are shotguns, but those are illegal,” he said. The birds give the best bang for the buck, countered general manager Paul Thorkelson. “There are also noisemakers, but the birds adapt quickly to them, but they don’t adapt to raptors,” he said. Despite the misgivings about the price, directors agreed to award the contract.

The Coombs Museum is a project operated solely by a group of dedicated community volunteers who will be hosting the fundraiser to assist with the ongoing operational expenses of the museum. Unsafe structures demolished The work is expected to be done by the end of April
Nanoose Bay residents wanting to take a stroll around the grounds of Moorecroft Regional Park are going to have to wait a while to access much of it. That’s because the park — a former church camp — is currently a demolition site as the Regional District of Nanaimo began pulling down old cabins and other unsafe structures. The work will be completed by the end of April. The park will remain open while work is ongoing, but specific areas of the park will be closed for safety purposes. The main trail from the park-

As a condition of sale, a conservation covenant was developed with the Nature Conservancy of Canada to ensure the protection of the Nanoose Bay property’s natural habitat and ecosystems. In 2011, the RDN conducted a risk management survey report on all of the property buildings. The report showed that most of the buildings are in poor condition and in most instances do not meet public safety and risk management requirements. Removals are also necessary due to the prohibitive costs to bring the buildings up to safety standards. Some buildings, including Kennedy Hall, will remain on site. — NEWS Staff/RDN
Scientist speaks to Streamkeepers The Qualicum Beach Streamkeepers will kick off their annual general meeting with a presentation from an internationally recognized salmon scientist. That scientist is Dr. Brian Riddell, president and CEO of the Pacific Salmon Foundation. The event will take place at St. Ste-
phen’s church hall in Qualicum Beach beside the Community Hall at 10 a.m. on Saturday, March 16. Riddell joined the foundation in 2009 after 30 years in various scientific research and management positions with the Government of Canada’s Department of Fisheries and Oceans.

Henry Morgan may have been a bloodthirsty pirate and privateer, but officials with the province and the regional district, along with members of the Bowser community got a chance to see his softer side on Friday. That’s when MLA Ron Cantelon, RDN chair Joe Stanhope and Area H
director Bill Veenhof turned the sod to officially begin the construction of Henry Morgan Community Park. The projected cost for the half-acre park is $185,000, of which $100,000 came from the Area H community parks budget reserves and $85,000 came from the province. The park is located within walking and biking distance of Bowser, which makes it ideal for area residents, said Veenhof. “It’s about connection,” Veenhof said. “It connects residents here with downtown Bowser and makes it safer
to go to Bowser. It’s another avenue to walk and stay healthy.” Cantelon said the park will be a valuable asset to the area. “These community parks are extremely important to be a centre of the community,” he said. “We put aside $30 million to respond to what people want and this is a part of that. This is going to be a great park.” The facility will include a BMX track, playhouse, basketball hoops, a hill slide, a live willow tunnel and a system of trails. Veenhof said he expects the park to be completed within two months.

Parksville city council has advanced a small-lot development on Stanhope Road to the zoning and OCP amendment process. The 2.2 ha (5.4 acre) property runs between Stanhope Road and Foster Park near Wembley Mall in the city’s northwest corner. Coun. Bill Neufeld said he liked the proposal, which fits with the form and character the city is trying to foster, but he had concerns about about what he called low development cost charges (DCCs). Chief administrative officer Fred Manson said the city is currently working toward updating the DCCs, which was last done in 2009, and added that proposals would be grandfathered in
with old rates for a year after new ones are introduced anyway. The staff report says the project will contribute $607,884 in DCCs to cover
Coun. Carrie Powell Davidson said she liked the proposal, suggesting it is a good location so close to Wembley Mall the cost of the project to the city’s infrastructure. The report also says that squeezing 43 smaller lots onto the property will contribute approximately $4.7 million more tax revenue than the vacant land or $2.5 million more than a subdivision with the current RS-1 zoning over the average 50 year life of residences.
The lots would range from 331 square metres (3,563 square feet) to 497 square metres (5,350 square feet), considerably smaller than the current single family minimum of 560 square metres but similar to the strata development across the street. Director of community planning Blaine Russell said lots that size are common in stratas, but this subdivision would offer fee simple lots. Coun. Carrie Powell Davidson said she liked the proposal, suggesting it is a good location so close to Wembley Mall and said she looks forward to hearing comments from residents. Russell pointed out the current OCP and zoning amendment process won’t lock in a specific design or layout for these lots.

Volunteers honing their skills When volunteers with Arrowsmith Search and Rescue scramble to save a lost hiker, they do so with calm efficiency and professionalism. That ability doesn’t come without effort however — and many hours of training. The ASAR team was out in force last week with 27 members honing their skills with map and compass. “Joe Kinch, one of our SAR managers, set up a course with different clues hidden then had teams go along the route to see how many they could see then mark waypoints with compass bearing to each item,” said spokesperson Ken Neden. “Joe had 10 items hidden but the teams also found many others that had been tossed into the woods. The exercise tested how well the teams searched for different types of objects and also how fast they travelled.” The exercise included several ground search teams along with

February 22 was a night of celebration for the Vancouver Island Real Estate Board (VIREB) as it presented its prestigious Realtors Care and Realtor of the Year awards. Sponsored by longtime supporter Coast Capital Savings, the gala event took place at Nanaimo’s Coast Bastion Inn and was the evening follow up to the VIREB Annual General Meeting (AGM) that took place at the same location earlier in the day. Coast Capital’s Ken Villines presented one of five 2012 Realtors Care Award to Matt Breedlove of Royal LePage Parksville Qualicum Realty. The award, which has been presented annually since 2007, recognizes individual realtors for their outstanding community service and professional leadership. This year’s Realtors Care Award nominations could be received from the general public instead of solely from VIREB membership as in past years. The additional input helped to increase the number of candidates for the honor. Breedlove is a member of the Rotary Club of Parksville, where he served as president, received the Paul Harris Award, and is a youth exchange Officer. Breedlove is also a former director of the chamber of commerce in Qualicum Beach, past president of the Arbutus Toastmasters, a volunteer for the Salvation Army Christmas Kettle Campaign. Recently when some publications were choosing their yearly list of influential persons in Nanaimo, it occurred to me that one other person has had a tremendous influence on the business and community growth throughout Central Vancouver Island. When the announcement came that Dave Hoy was resigning as general manager of Mid Island Co-op it was met with profound sadness by many Co-op members, and the staff of the Co-op. The 12-year legacy that he has left behind may be one that hopefully will continue under new management. This is a time to reflect on the achievements of this Co-op with Dave as the manager. The structure of organizational development that has been practised by Mid Island Co-op for many years clearly delineated the responsibilities of the board of directors and the general manager. The Co-op board sets the policies of the organization, and the general manager is hired to operate the business according to accepted financial and business principles. The earnings are returned to the shareholders (members)

reserves of the members, and long term members were in jeopardy of losing the equity in their business, that had been built up in better times. With good management, and board support, the business became profitable and the earnings were paid out to the members and to the communities.

Change in Water Rates for Parksville Residents On utility notices to be mailed at the end of the month, residents will see a change in water rates for the next billing cycle. The new rates include a fixed charge of $86; $70 for a water infrastructure charge (based on the annual depreciation of capital assets currently in place) and $16 for an infrastructure fixed charge for the purpose of building reserves for the construction of the water treatment plant mandated by Vancouver Island Health Authority. An amount for water consumption is also included in the utility bill. The new rates reduce the tiered charges for residential and increase the commercial sector rate. Overall the revenues from the residential sector are projected to increase 12.25% while revenues from the commercial sector are projected to increase 25.1%. Increases are necessary to ensure the water utility has sufficient revenues and reserves to maintain the water infrastructure and deliver potable water. In 2012, the commercial sector used 32.4% of the billable water and the residential sector used 67.6%. This new fee structure attempts to equalize costs for residential and commercial customers based on total water consumption. Residential customers will be charged a new tiered rate based on consumption to promote water conservation and commercial users pay a base rate of $86 plus $1.68 for every cubic meter of water consumed. Beaches Closed to Dogs in March and April
The Parksville Fire Department relies on volunteer firefighters and is now recruiting for 2013. You need to live in the Parksville fire protection area, be reasonably fit, with a good driving record, available for weekly fire practices and between the ages of 19 and 60 for regular members and 16 and 19 for the junior member program.
Parksville beach is a popular spot for Brant geese that have flown non-stop from Mexico. Most have only a few days to regain strength before making another non-stop flight to Alaska and then to nesting grounds beyond. Because Brant feed at the tide-line, they are especially vulnerable to disturbance and for this reason, our beaches are closed to dogs in March and April. This allows the Brant the critical time they need to rest and feed undisturbed.

Reminders to Residents PVFD Survey The Parksville Fire Department invites residents to complete an online survey as part of the process to update their strategic plan. The department’s mission is to provide the most effective and efficient fire protection and fire rescue services to the residents of the Parksville Fire Protection Area. The survey will take about ten minutes and your comments are welcomed. The survey will be online until March 17 on the City’s website and at www.pvfd.ca.
Water Main Flushing The City’s annual water main flushing program runs until March 29, from 7 am to 3.30 pm, weekdays. Residents should expect some discolouration of water and intermittent drops in water pressure. During flushing, residents are encouraged to keep a fresh supply of drinking water and to check for discolouration of water before doing laundry. If water is discoloured, run an outside tap (after 3.30 pm) until the water runs clear.

Talk local issues
T
he leaders of the three parties that have candidates in this constituency have all been here for a visit now, so we believe it’s time to get to some local issues related to the provincial election May 14. So far, the likes of Barry Avis (NDP), David Coupland (Conservatives) and Michelle Stilwell (Liberals) have been reading from the party playbook. Thanks a bunch, but we can get that from the provincial media or shallow sound bites on TV. At some point, and right now would be nice, the people of Parksville Qualicum Beach need to know specifically what these candidates believe is important for this region and, more importantly, how they intend to use our tax dollars to improve our constituency. Do we want to hear old-fashioned, campaign promises of money and infrastructure, and the jobs and improved quality of life that comes with them? Absolutely we do. Don’t tell us the province will be better off, and therefore this constituency, if your party forms government — that is simply not good enough, Mr. Avis. Spare us the rhetoric about the (debatable) status of the economy because of the gains made by the prudent Liberals, Ms. Stilwell. And you can save the talk about being a different, better option for B.C. voters, Dr. Coupland. You may want to think globally (provincially, actually), but we are looking for some action locally. Tell us your government would improve (at long last) the ambulance service in Parksville Qualicum Beach by committing the dollars needed to upgrade the equipment and staff training in the ambulances that respond to calls in this, the most elderly region in the country. Tell us what government office or service will be created or re-located here, along with its jobs. Give us a plan, and the promise of money to back it up, for a way to better bridge the downtown of Parksville to its world-famous beach, because that quasiprovincial roadway 19A is a barrier that needed to be dealt with long ago. Tell us what you are going to do to help Qualicum Beach’s waterfront, which needs some serious work to protect it from erosion, because it’s getting a bit ridiculous watching the mayor and councillors go cap in hand all the time to federal agencies. What have you got for us, candidates of the Parksville Qualicum Beach constituency? What money that we send to Victoria will you bring back to fund real, onthe-ground, quality-of-life-improving projects for the people you say you want to represent? — Editorial by John Harding

The public is being asked to comment on Parksville’s draft Official Community Plan (OCP) as part of the review process. After attending the open house and reading the draft OCP, I wondered why our original small town ideas had morphed into a detailed big city plan of complete compact neighbourhoods with the creation of extremely small lot sizes. At the open house, I asked if the OCP had to be compliant with RDN growth strategies or Agenda 21 policies. I was assured the draft was a result of community based decision making. The presenter had not heard of Agenda 21. Residents believe we are involved in a process to actuate a community driven OCP. The OCP collaborative consensus process actually leads to pre-determined policy outcomes developed to meet the requirements of UN Agenda 21 as outlined in the Local Government Act (Bill 27) and the International Council for Local Environment Initiatives (ICLEI). With World Bank assistance, urban planners work with ICLEI guidelines to implement policies at the local level through the Local Agenda 21 Planning Guide. In 2011, the City of Parksville endorsed the RDN’s updated Regional Growth Strategy in accordance with the Local Government Act. Parksville’s OCP must be consistent with this plan (OCP page 22). Regional districts and municipalities across Canada are conforming to Agenda

Wonderful benefits — billions of dollars, thousands of jobs, absolute protection of the environment — are promised over a life-span beyond what most of us can reasonably expect. We see all this same-old, same-old as David Black’s proposal for his Kitimat Clean Ltd. gains further boosts from the spinmeisters. Unfortunately, the two main objections are ignored: transfer of bitumen goo in a safe and hazard-free way across a thousand miles of sensitive ecology; and the introduction of hundreds of oil tanker ships into one of the world’s most sensitive coastlines. Stay alert. The plot thickens.

So when you show up for work tomorrow, see it as spiritual work to help build the kingdom of peace.

Notice to Parents Re: Cross Boundary Requests Parents of students wishing to attend a school outside of their attendance (catchment) area next year are required to complete the “Student Transfer Request Form” PRIOR to April 1, 2013. Forms may be picked up at your catchment area school and need to be signed first by the principal of the student’s catchment area school. The catchment area school will ensure that the form is delivered to the requested cross-boundary school by the April 1 deadline. All new student transfer forms will be numbered and consideration will be given on the basis of Policy 7015 criteria and the date of submission. A student who has spent the previous school year in an approved cross-boundary placement at a District 69 school will be deemed to be a catchment area student for the duration of his/her attendance at the school. This status will be retained upon transition to the middle or secondary school which students from that school would normally attend based on district catchment areas. As schools cannot accept cross-boundary students until confirmation of approval is received from the District office, it is important that parents register their child(ren) at their catchment area school and then await confirmation before registering at the requested cross-boundary school. Wherever possible, requests will be approved. The District does, however, reserve the right to rescind any approved cross-boundary transfers up to and including September 30. The decision to return a student to his/her catchment area school will be based on current legislation regarding class sizes and Board Policy 7015. Parents are responsible for providing transportation for their child(ren) who will be attending a school outside of their catchment area. Further information may be obtained from your school office or by contacting the District office at 250-248-4241.

Just the facts please Based on the number of letters to the editor recently published on smart meters, I feel obliged to comment I am a professional electrical engineer with over 30 years of experience and have no affiliation whatsoever with BC Hydro. The opposition to smart meters is not based on faulty reasoning, only faulty science. BC Hydro has done a terrible job of promoting the use of these devices and has caused a backlash that seems to have taken on a life of its own. For example, the WHO is nearly always quoted as stating that EMR (electromagnetic radiation) produced by smart meters is carcinogenic. Of course, if you actually read it, this is not what the WHO literature states and there is no specific reference to smart meters. It’s like everything in life, if you climb a cell phone tower and stay immersed in the EMR for a few hours you probably won’t be having any more children. On the other hand, the minute amount of radiation produced by a smart meter is far less than anything else each of us are exposed to everyday in the form of cell phones, tablets, wireless networks, etc. Another example is the claim that the “burst” of energy from the meter (read signal generation) travels throughout the home wiring and may come out of the outlets as some sort of deadly force. Not so. The signal is way too small and using an electric heating pad plugged into your wiring will give you thousands of times more EMR than a smart meter ever will. There are many causes to fight for to protect our environment and hold large corporations accountable for their unsafe actions. This isn’t one of them. Anthony Grice Parksville

save the herring The Brant are here. They came early this year. Mustn’t take your pooch to the beach for apparently it is the Brant’s worst fear. Although I would argue it is humans they fear more. The Brant are here because the herring are here. The Brant are a protected species. Soon after the Brant arrive dozens of 60-foot seine boats and skiffs with nets of which there is no escape descend into the Brant feeding area and rape the female herring roe for taste buds on the other side of the Pacific. So much for protecting the protected species and their food supply on route their incredible migration. Why are we interrupting and not protecting the herring that are a vital part of the food chain that feeds the marine life that feed the human life? The Georgia Strait is the last of the five major herring fisheries to open due to over-fishing on the Pacific west coast and it too will be decimated this decade and with it go the Brant and the wild salmon stocks, and everything else that depends on them. You won’t hear a peep from the mayor who participated in this fishery for many years, nor will you here from our federal MP who may not even know where the beach is. Recently, I received a telephone call from Larissa, an employee at Gary Murphy’s office. Murphy is the chief project officer for BC Hydro’s Smart Metering Program. On Jan. 4, I received a letter from Murphy’s office stating that a smart meter would be installed on our home even though I refused the initial installation. I suffer from electric magnetic field (EMF) sensitivities resulting from exposure to things such as cell phones/towers, wifi, cordless telephones, etc. I suffer migraine headaches, loss of balance, loss of memory, deafness, anxiety, depression. It also affects my eyesight. The symptoms increase with more exposure. I had to quit my job as a teacher over one year ago as a result. I wrote Murphy a letter to tell him that it was not possible to have a smart meter and thus the phone call today. Larissa told me that I have “no choice” and that a smart meter will be installed on my home or in a location near our home. I told her that I have a disability, but she would not accept this as a valid reason. She said that the existing meter is obsolete and it will be changed. So, for all of your readers who are under the assumption that “things have changed,” beware. Nothing has changed. British Columbia residents have no
I have just recently tackled the T1 General British Columbia tax return package after allowing my wife to suffer through this chore for many years. I have a very simple submission with a very complicated, 62-page package of information, boxes and numbers. I have a strong feeling of frustration as I flip back and forth from page to page as the instructions note, not because I do not understand it, but because the whole thing seems so unnecessary. I flip from page to page, calculating things that do not apply, subtracting numbers that have no meaning to me and filling blank spaces with the same numbers time after time. When did the short form disappear and why? Two or three hours of my life are wasted and cannot be retrieved and I dash off to let the professionals take over. I write this with tongue in cheek and compare this madness to my four remote controls, all with 40 to 50 buttons of which I use 12. A person with the ability could, after tuning one’s television and satellite or cable, come up with a remote with only buttons needed for simple control so some of us seniors could not get into trouble. The B.C. government has announced a $1 million boost to its seniors’ abuse protection programs, including extending the hours for a hotline to report suspicions of abuse or neglect. The bulk of the funding is to allow the Vancouver-based Seniors Abuse and Information Line to extend its hours to 12 hours a day, seven days a week. It offers information, advice and emotional support for seniors and their friends and relatives who suspect elderly people are being abused or taken advantage of. The number is 604-437-1940 in Metro Vancouver and toll-free province-wide at 1-866-437-1940. Saanich councillor and former MLA Susan Brice, a volunteer with the seniors’ support organization Silver Threads, said members see cases of abuse frequently. “It’s the elderly woman who comes to her craft class with unexplained bruises,” Brice said. “It’s the couple who lose thousands of dol-
lars through a telemarketing scam. And it’s the quiet-speaking gentleman, who while living with family, appears neglected and uncared for.” Minister of State for Seniors Ralph Sultan said he has encountered abuse and exploitation of seniors in his own family, and it comes up frequently as he has traveled B.C. asking seniors and their caregivers what they need from government. In an interview, Sultan acknowledged that the funding is a modest effort to bolster volunteer efforts. “It is a beginning step, but it also reflects the fact that this problem can not be solved top-down,” Sultan said. “It will have to be solved bottom-up by mobilizing many different organizations around the province.” The B.C. government also provided $1.4 million last year to the B.C. Association of Community Response Networks, for prevention and education to reduce elder abuse and neglect. Katrine Conroy, NDP critic for seniors, said she agrees with extra support for the information line, which is supported by lawyers and other experts to help seniors find help.

Premier Christy Clark surprised the opposition Thursday with a statement in the B.C. legislature endorsing a proposed heavy oil refinery near Kitimat. Clark emphasized that the project would be subject to the five conditions about environmental safety and aboriginal consultation that she has demanded for heavy oil pipelines. But she praised the job creation potential and added that a refinery would help supply the “fair share” of benefits for B.C. that is her most controversial condition. David Black, owner of the Black Press newspaper group in B.C., Alberta and the U.S., set up a separate company called Kitimat Clean Ltd. last year to develop the refinery plan and seek permits from the B.C. Environmental Assessment Office. Black an-
nounced this week that he is finalizing details for $25 billion in financing and purchase agreements for the gasoline, diesel and jet fuel that the plant would produce. “Our government takes the view that we should work together to address legitimate environmental and safety concerns and find a way to get to yes on projects that will grow our economy,” Clark said, adding that the B.C. government has been working with Black’s team to secure a suitable site. Energy Minister Rich Coleman said there is Crown land in the Kitimat area held in an industrial reserve that could be leased or sold to the company for use of the land. Black’s proposal specifies a 3,000-hectare site 25 km north of Kitimat that is on the proposed route of the Enbridge Northern Gateway pipeline. With capacity to process all the pipeline carries, it would be one of the largest refineries in the world. Black said this week he is pessimistic about the prospects for Enbridge, but the refinery could bring in Alberta

Alex Helin carving his own legacy

Alex Helin grew up watching his father, renowned Tsimshian First Nations artist Bill Helin, carve his way into history, but today he’s the one sparking people’s attention with his own line of distinctive hand-carved Tsimshian jewelry. “Being surrounded by his gift kind of rubbed off on me in a way,” said the 25-year-old Parksville resident. Alex grew up in the area and graduated from Ballenas High School. He began working with his father at a young age, after seeing him work on his art at home on a daily basis. By age eight, Alex assisted his dad on the world’s tallest totem pole for the Commonwealth Games in Victoria and a couple of years later he worked with him on the historic Raven’s Song canoe, which was donated to the Ravensong Aquatic Centre. Alex started carving Tsimshian jewelry as a part time job before he entered high school, and by Grade 11 he really started getting into it, he said. After high school he apprenticed with his dad and he’s been honing his craft full time since then. Every year Alex has been getting busier, he said, and sells his bracelets, rings, earrings and pendants with Tsimshian
animal crests in galleries in Prince Rupert, Vancouver, the Lower Mainland and the Island, as well as takes custom orders. Some of his work includes silver and gold combos, some bracelets are set on leather cuffs and some of the intricate designs are inlaid with colourful stones and diamonds. Recently Alex started up a Facebook Page with pictures of his work and within two weeks he had over 1,100 likes, with over 300 comments on one particular wrap wedding ring. Friends shared his page with friends, and Alex ended up getting a large number of likes from Northern B.C., he said. He now has over 1,500 likes and his recent post of a silver baby bracelet has lots of people talking. Although he and his aunt Leanne both apprenticed with Bill, and they all carve using the same techniques and Tsimshian Native designs, Alex said they have their own distinct styles. His, for example, may have deeper engravings and more of a modern flair reflective of his personality. Alex said carving the jewelry to his satisfaction was difficult at first but the work has almost become second nature now. But the best part for him happens after he finishes a piece, he said. “Mostly I enjoy seeing the people react and how unique and custom a piece can get, so I definitely seek to impress,” he said.

Layla Zoe has cancelled a number of shows due to a back injury and a benefit concert to help her get back on her feet will be held in Errington march 30.
Former resident turned international blues sensation Layla Zoe is back in the area, but she’ll only be watching a concert with her name on it this month at the Errington Hall. Zoe has been off work for more than two months with a back injury and a benefit concert to help pay for her recent emergency back surgery and related medical costs is slated to take place March 30. Local musician and sound/video engineer Chris Raines is organizing the event. He’s a friend of Zoe’s and has produced a couple of her albums. “She needs (the help),” said Raines. “She’s one of ours and she’s talented and we wanted to make sure she gets back on her feet.” Zoe suffered from back pain last year while touring, but was unaware she had had a disk extrusion as she was in Europe and unable to get a proper diagnosis, she said. She also suffers from degenerative disk disease in her lower lumbar. When
she came home in December she collapsed and was unable able to walk, and spent Christmas Eve in the emergency room of the Nanaimo Hospital. She has since had back surgery but it will be several months before she can walk normally again, she said. She has had to cancel shows in Canada and Europe and postpone the recording of her new album in Germany. Zoe is a resident of Quebec which has different health care regulations than the rest of the country, she said, and therefore she’s had to pay for every doctor’s appointment, MRI, blood test and other consultations herself, and she may not get any of that money back. Zoe is trying to stay positive though, and is flattered and humbled by this concert her friends have organized. “It means so much to me to know that the community is coming together for a great night of music, and trying to help me right now. The support of my family, friends and fans is what has helped me to get through this dark time.” See TICKETS, page A27

Celebrate the first year of music at an intimate community space in Coombs March 16 with a triple-bill show. Organizers at the Soundgarden have been successful in getting a myriad of musical styles to entertain at the venue and have achieved an enthusiastic following. The fun continues on Saturday with their One Year Anniversary Show at the Soundgarden with Ryan McMahon, named Artist of the Year at the Vancouver Island Music Awards last year, who recently performed in Parksville with his group The Lion The Bear The Fox. Shelley Beeston (from Baby Jane) will perform with her producer Michael Behm, showcasing original tunes the two have written and released over the last few years. Finally up-and-coming indie rock band Counting Time will perform, who are currently working on releasing their first album. The Soundgarden is located at the Coombs Fairgrounds on Ford Rd. Youth who believe they have talent in any artistic discipline are encouraged to try out for the Mosaic Youth Talent Showcase, where they’ll have a chance to take home a scholarship to help them reach their dreams. Local rising country singer Beth Marie Anderson is producing the show once again, which is sponsored by the Parksville Rotary Club. Youth under 25 years of age need to contact Anderson as soon as possible and she’ll set up an audition time. Those that are chosen will move on to perform at Knox United Church May 4, and every performer at that event takes home a scholarship to further their education in the discipline of their choice, each of varying amounts. Last year over 60 people applied and 13 were chosen for the Showcase. Anderson said there’s room for all kinds of diverse perfor-

Musician, instrument maker join forces

A new company in Qualicum Beach combines the musicality and passion of a home-grown music star with the brains and brilliance of a local instrument technician. It’s called Sea Wind Musical Instruments, a Phil Dwyer Edition line of tenor and alto saxophones, adorned with the designs of a local first nations artist and assembled by local musician and instrument technician Claudio Fantinato. Dwyer and Fantinato were friends years ago, playing in bands together in the early 1980s before they both moved away from the area to pursue music-related careers. They became reacquainted about 10 years ago when they were both back living in the area, and Dwyer learned Fantinato had other skills beyond playing music. “I didn’t realize this when we were kids but he’s a mechanical wizard, it’s just ridiculous,” Dwyer laughed. Fantinato approached Dwyer, a multi-Juno-awardwinning saxophonist, with the idea to go into business last year, to produce quality instruments and accessories, and Dwyer agreed. Within a month the two were on a plane to Taiwan, which Dwyer said has become the hub of quality musical instrument manufacturing. After a number of meetings with factory owners and musical instrument company representatives, the pair found all the components they were looking for to make

their ideal saxophones. The body of all the saxophones have First Nations engravings on the bell, designed by award-winning Aboriginal artist Jeremy Humpherville, from Coastal Carvings in Coombs. Dwyer said the design depicts the true life story of Luna the Killer Whale from Nootka Sound. “It’s a really interesting, heart-wrenching story about Luna the baby killer whale, so that’s the design on the
bell, a beautiful picture of an Orca.” All the parts are shipped to the Island where Fantinato assembles them and tweaks them with custom features, and then Dwyer tests them out. Building a nest egg for your child or grandchild

Sissons, Norma Joyce October 6, 1931-February 27, 2013 With the diginity and quiet strength that defined her life, Norma slipped away from her family on February 27, 2013. She will be deeply missed by daughter Vickie (Patrick), son Doug (Debbie) and grandchildren Dani, Trevor, Colton and Adam. Norma is predeceased by her husband, Bob (1993) and recently by her Jack Russell terrier, Ladye. Born in Pine Falls, Manitoba Norma and her family moved to West Vancouver where she grew up. After marrying, Norma and Bob raised their family in North Vancouver. Norma was employed in the travel industry in Vancouver and when she relocated to Qualicum Beach in 1994 she continued her career at Qualicum Beach Travel and later worked with Welcome Wagon. She loved promoting the Parksville-Qualicum Beach area to newcomers. Norma’s greatest joy was being able to spend time with her four grandchildren and watch them mature into incredibly talented young adults. If she was able she would not miss a sporting , musical or dance event that they were participating in. Norma’s passing will be celebrated privately by her immediate family. The family wishes to thank Dr. Penelope Bartlett and her caring staff, the wonderful home care nurses who visited on a daily basis, the doctors and 6th floor nurses at NRGH and the wonderful staff at the Medicine Centre, Fern Rd.
Norma, you were a great lady, a friend, a teacher and most of all, our mother and grandmother and we will miss you, but now we know that you are in a better place and with us in spirit.

Maria Georgina Sved nee Szent-Ivany
Born Aug. 7,1923, passed away peacefully with her family by her side at Nanaimo Palliative Care Unit, after a short illness. She is predeceased by her son Michael Feb. 22,1997 and her husband Stephen on Dec. 25,1997. Maria was born in Hungary to a line of country gentry. She nursed during the war until she was swept off her feet by Stephen who married her on December 21,1944. ( the shortest day and the longest night)who was working for the American Embassy. Soon after they started a family and Elizabeth was born. They moved to France after one year and then again to South Africa, where Maria gave birth to three more children, Martin, Michael and Dorothy. In 1961, once again Maria had to start all over again as they decided to move to Canada. They had to leave behind their friends, their home and pets in tropical South Africa and come to an Ontario winter and snow for the first time. They lived there until 1972 when they took the train across Canada with Dorothy and one dog (Lady). After 17 years in West Vancouver, they moved to Nanoose Bay, in 1989. Maria was fluent in Hungarian, French, German and English. She was an avid gardener, restarting gardens in new countries many times. She loved animals, was a dog obedience trainer, Champion Dog Breeder. She loved to play tennis and volunteered with Meals on Wheels, and took dogs to visit the infirm at hospitals. Her last dog Libby was a P. A. D. S. hearing assist dog. Service was held March 8th, 2013 and Burial at Yates Cemetery on March 9th, 2013 alongside her husband Stephen. She leaves behind her children: Elizabeth (Robin) Gillespie, Martin (Susan) Sved, Dorothy (Joe) Morrison and five grand daughters; Jackie, Katie, Ally, Justine, Molly and Rebecca. Betty entered her rest on March 5, 2013 in Parksville, BC at the age of 85. She was born in Bainbridge (Port Alberni), BC on Dec. 29, 1927, to Harry and Gena Cowley. Betty was a creative soul who wrote poetry, prose and had a great love of God, family, nature, animals and music. Survived by her children, Larry (Brenda) Kearton of Parksville, Susan Kearton of Calgary, AB and Kim (Paul) Lloyd of DeWinton, AB; grandchildren; Sarah Lloyd and Phillip Lloyd; great grandchildren Ryley and Keltyn Goldstein; sisters, Margaret Jacobs and Kay Green; sister-inlaw Yvette Cowley; and many nieces, nephews, great nieces & nephews and cousins. December 23, 1923 - February 27, 2013 Born Anastasia Siwicki, December 23, 1923 in Mszaniec, Ternopil, Ukraine. Came to Canada in May 1928 on the Empress of Scotland, which sailed from Liverpool. Mom passed away Wednesday, February 27, 2013 in Parksville, BC. Daughter of the late Joseph Siwicki and Ksenia Dosvocz, predeceased by her husband Leo Alho (July 2012) and her sister Sylvia Adair (August 2012). Survived by her sister Stella Quaiattini (late Zelio Quaiattini July 2012). Mother of Lynn Shushkewich (Don), Edward (Brenda Fleming - with special thanks) and Joann (Arthur Hawken); loving Baba of Seth Fleming-Alho, Senja (Gard Garshol) and Richard Hawken. Mom was a warm, wonderful woman who embraced life. Whether on a farm, in a city or in the bush, she thrived! A hunter, fisher, forager, gardener, Mom introduced us to the wonder and beauty in the world. After successfully running the bowling alley in Wawa for twenty-two years, she and Dad enjoyed many happy years in retirement travelling all over this continent and Europe. In her eighties, Mom took up painting and examples of her incredible talent grace our walls. A welcoming, kind person, Mom loved people, especially children. She knew how to really play, enticing everyone to the magic of life. Mom was very proud of her grand-children; through her, they experienced many adventures not for the faint of heart. With her engaging smile and positive outlook, Mom saw splendor and joy everywhere, everyday, always making the best of challenging situations. She was an amazing woman who touched so many people. We will miss her courage, her energy, her determination, but especially her love. Cremation has taken place. A service celebrating Mom will be held this summer in Sudbury, Ontario where her ashes will be interred with her parents and grandfather. Your stories and memories about Mom would be much appreciated and will be shared at her memorial. Please email joannalho@gmail.com. We would like to thank Stanford Place for giving Mom a wonderful home over the past three years. They’re going to have to make room in the rafters at Oceanside Place as it’s been a banner year for Oceanside’s hard-charging Midget C girls Icebreakers hockey team. The local squad ran the table on their regular season, finishing tops in the standings in their VIAHA eight-team league unbeaten at 13-0-1, and as such played host to their playoffs over the weekend. “They’re actually really fired up,” Icebreakers’ assistant coach Marissa Jordan chuckled moments before her team took to the ice Saturday. “They want this. That they did. Led by head coach Mike Squire, the Icebreakers, who were presented the banner for winning the league title prior to the start of Saturday’s game, opened the four-game single knockout showdown with a well-played 4-1win over the fourth place Nanaimo Clippers, then clinched their second banner on Sunday with a thrilling 3-2 win over their rivals from Comox in the final. As has been the case so many times this season the Icebreakers road to victory in both games was paved by way of a swarming forecheck — first on the puck and committed to the player to getting shots on the opposition net. “We really stressed that this weekend,” Jordan, a trailblazer for girls hockey in these parts that has taken to coaching like a duck to water, said after, confirming the team knew going into the year end showdown that being undefeated meant they had a target on their backs.

“For sure. The other teams were grinding . They want to win, so when you’re a team that wins a lot it’s easy to sit back on your heels, get a bit cocky I guess you could say, and as a coaching staff we really stress about moving their feet, about getting excited about playing. It’s playoff hockey, and the other teams want to win,
really want to beat us — you just can’t let ‘em.” Sunday afternoon’s final she confirmed, “was a tough fight. It’s a pretty big rivalry between us and them.” Comox had beaten Oceanside a couple times in exhibition action over the season.
“It was a really well-played game,” she said, adding “as a coach I really push smart hockey, and this week they just did a phenomenal job of figuring it out on their own, and they executed everything. This team as had a lot of potential all year and they’ve come a long way,” she said, confirming “it was very rewarding, especially today (Sunday). As coaches we didn’t go with big speeches or anything, we just told them set the tone that other teams can’t keep up with, and today they went out there and they did it.” Playing their final season with the team and doing their bit to make their swan song something special was the Icebreakers’ starting goalie Maddy Meyer, d-girl and team captain Shayna Twamley, and forward Addy Abdurahman. On Sunday in the final against Comox, Oceanside led 1-0 after the first and took a 2-0 lead into the final frame. D-girl Robynn Olson opened the scoring nearing the midway mark of the first period with a hard slapper from the point. Bantam Icebreakers call-up Payton Bray buried a rebound off a point shot midway through the second and speedy centre Erin Murdoch, 17, scored the game winner with about six minutes remaining when she walked out from the boards and buried a shot over the goalie’s shoulder. “She’s a phenomenal skater,” said her coach, adding “Erin goes hard every game, and she definiltey generates a lot of offence — she been our top scorer this year. In a classic case of thinking outside the box, Kwalikum Secondary School has officially launched its new KSS Centre for Soccer Excellence. “It’s really about taking our soccer program to the next level,” KSS athletic director and longtime soccer coach Butch Gayton explained. An important shift for a school that was on the ropes not that long ago, but totally in keeping with the faculty’s commitment to the future of KSS. “We actually have a lot of special programming here at KSS,” he said, pointing to programs already in place such as Metal Mechanical Co-op, Sustainability Program and Biology Co-op, along with district programs such as Explorations in Entrepreneurship; Community and Outdoor Leadership, and the Qualicum Music Academy. “We’re developing new things to keep the kids interested in school,” said Gayton, adding “we as teach-
ers thought we have to diversify ourselves so we can attract more students to the area. We want to keep all the kids in school, and the best way to do that is offer them something that they’re really involved in.” KSS becomes the fifth Island high school to offer a soccer specific program. The KSS Centre for Soccer Excellence is open to students in grades 9-12 (male and female) “and will foster growth in all areas of their soccer future.” The course will run year-long and include three days a week (about four hours in total) of on-field training with former national and Toronto FC coach Shel Brodsgaard.
The student/athletes will also partake in weights, fitness, nutrition, video production, scholarship prep, sport psychology, coaching, and officials levels. In the video production course for instance Gayton explains the students will make a highlight package of their play on the pitch which they can send off to any universities or colleges they’re interested in. Gayton says the idea first surfaced last summer and didn’t take that long to pull together. “Once we got board approval we went into high gear, and it will continue to evolve as we clear each hurdle.” See well, page A39

Spring is in the air, the clocks sprung forward, and Parksville’s Quality Foods Royals were in great spirits on the weekend as the local boys of summer showed plenty of jump up at Springwood Park for their first outdoor practices on home field. “I was really impressed with the practices,” Royals’ assistant coach Wes Dieleman said, adding “the energy was really good. They’ve been cooped up indoors for the last two months and it was evident they were really excited about playing outside. It was great to get out there, and for the two hours both days it was complete focus. They had so much energy. They were having fun.” Dieleman is in his third season helping coach the local BCPBL club and was filling in for Royals’ skipper Dave Wallace who is in Phoenix for his annual MLB spring training pilgrimage. “It’s nice to be dry and warm,” he said of practicing indoors at Arbutus Meadows, adding “it’s great to have such a nice facility — you’re not going to find a team in the league with a better indoor practice facility — but there’s nothing like getting outdoors. It’s why they play the game, and on a nice sunny day like Saturday I was glad to be outdoors too.” They worked on arm conditioning, agility drills and plenty of ground ball drills along with some live hitting. “They’ve been hitting whiffle balls the last two months, so they were very happy about that (facing live ball).”

Dieleman said it looks like the Royals will have about 18 players on the roster this year — up slightly from last season. About a dozen players showed up for the weekend at
Springwood, which he said is what they expected, adding the Royals have four players — two returnees and two new — that are in Arizona working out with Protrain Baseball Academy headed by longtime MLB scout, B.C.’s Jim Chapman. Tuning up south of the border were returning seniors Calvin Sandau and Clarke Ohman from Vancouver, along with newcomers Cameron Forbes from White Rock and Alex Hendra-Brown from Victoria. “I think that bodes well for the organization,” Dieleman said. “It’s no coincidence that players want to come here. Everyone thinks that the program (Dave) Wallace and (pitching coach) Jim Seredick run here is top notch, and it’s well respected round the league.” The Royals were one of the youngest squads in the BCPBL last year, but are not this season as more than half are Grade 12’s, “so I don’t think inexperience is going to be a factor, and from what I’ve seen, the arm strength and power of the bats has improved dramatically. I’m looking forward to a good season,” he said, adding “I don’t know about wins and losses, but in terms of development you can see quite an improvement over last year. “That one year,” he said, “makes a huge difference.” The Royals are back at it up at Springwood Wednesday evening for another practice. GAME ON: The Royals open their regular season against the Mariners in Victoria April 13 and return home the next day to host the Victoria Eagles in a double header starting at 12:30 p.m.

The sun was out and there was a whole lot of puffing going on at the field behind Ballenas Secondary School on Saturday as 39 young athletes aged 11 to 18 including six girls turned out for the first-ever ATP High Performance Training Camp. “It’s going really good,” Justin Andrushko, 25, a former all-star running back in his playing days with the Whalers and the man behind ATP, said during the lunch break moments before putting the troops through their paces in the afternoon shift. Designed to benefit young athletes no matter their sport of choice, the camp started with registration where each participant was given a keepsake T-shirt and drawstring backpack. After that they met on the field for the camp warm-up. “Because this camp was designed to educate the participants on the funamentals of several different components to training, even the warm up was broken down and the value and purpose explained,” Andrushko said after. The morning session saw the participants — a number of those from Nanaimo — split up into three groups. Fundamentals of resistance training were instructed by Jim Miller and Travis Schug from Jim’s Gym, speed training was instructed by Laurie Ritche “and a superb support staff” that are members of the Oceanside Track and Field club,

As for the future: “I do hope to run another camp. I felt that this being my first camp it had a few hiccups, but I learned from them and I believe things can only get better from here.
