Fairview surpasses 500,000 TEU design capacity

PRINCE RUPERT - After just over five years of operations, Fairview Terminal has surpassed its original design capacity.

The terminal began operations in October, 2007 with a capacity of 500,000 TEUs, and on Nov. 18 the COSCO Vancouver moved the 500,000th container of 2012. So far the terminal has handled 515,9254 TEUs in the first 11 months of the year.

By comparison, in the first full year of operation in 2008 the terminal moved 182,523 TEUs. That growth is something everyone involved should be proud of, said Prince Rupert Port Authority president and CEO Don Krusel.

“The year-over-year growth

we’ve experienced has made the Port of Prince Rupert the fastest growing container terminal in North America and one of the fastest in the world. Reaching and surpassing 500,000 TEUs is a testament to the strength of the partnerships we created with government, our port stakeholders, the public, and the labour community,” he said.

“This project leveraged infrastructure investments by the federal and provincial governments into the Asia-Pacific Gateway. It has made a profound impact on

Prince Rupert and communities across Canada that now benefit from a direct connection to China, Korea, and other economies of southeast Asia.”

Currently the terminal handles three weekly calls that see approximately 3,000 containers per vessel moved through the Prince Rupert.

The terminal leads others in North America in terms of the number of container moves per hour and has the lowest total time containers spend moving between ship and rail.

“Prince Rupert’s expansion is also a vital part of Canada Starts Here: the BC Jobs Plan that has created more than 45,000 new jobs since August 2011, many of them in northern B.C.”

PRINCE RUPERT Prince Rupert teachers have no confidence in the school board’s ability to govern the district.

The Prince Rupert and District Teacher’s Union (PRDTU) unanimously passed a symbolic motion of nonconfidence stating the vote was held to defend the value of Prince Rupert teachers and to ensure education funding is spent on students and not the legal costs associated with the ongoing labour dispute.

Prince Rupert union representatives said the unusual step was taken because of four years of a “tumultuous relationship� with the board. “The level of disrespect teachers have been shown the past four years is unprecedented in Prince Rupert. They have unsuccessfully tried to gut our collective agreement and it has cost them hundreds of thousands of dollars in process; money that should have been spent on students,� Joanna Larson, head of the PRDTU, said.

Since June 2010, the PRDTU and the board have spent 17 days in arbitration/mediation sessions due to grievances the teacher’s union launched ranging from freedom of expression to contractual obligations.

Larson said teachers are frustrated with

the board because addressing these grievances costs approximately $10,000 a day, not including fees and expenses of the consultant. “The costs continue to mount with seven more grievances set to go to arbitration, including two based on the right to freedom of expression,� Larson said.

One of upcoming arbitration sessions will revolve around Dave Stigant, the acting director of instruction at the time, telling a local teacher a quote from Dr. Suess’ book Yertle the Turtle was too political. The story of Yertle the Turtle in Prince Rupert got international attention earlier this year, with more than 2 million online posts and tweets surrounding the topic. “I don’t think there’s anyone that can look at [the Yertle the Turtle situation] on the face of it and think what our school district is doing is right,� Larson said.

Tina Last, board chair, said the district cannot avoid arbitration sessions. “The board has an obligation to defend the district in the face of grievances and often they go to arbitration. If there’s a grievance that has to go to arbitration, you can’t avoid the arbitration cost,� she said.

Murdered teen likely knew her killer

Fowler used to attend Parkside Secondary School in Terrace, but had not been to school there since last year. She was originally from Kitwanga, but had lived in Terrace with her mother, said a Parkside support worker reached by phone earlier this week.

“We were trying to get her back in to school,” she said, noting that they believed she had been out of the Terrace area for a while.

“She had quite a few friends.”

Kamloops RCMP believe Fowler had been in the Kamloops area since Dec. 1.

“From what I understand, she has been staying at different locations, either direct family members and/or extended family members,” said Learned. “[A] quasi-nomadic lifestyle, in a number of different homes in the last little while.”

Fowler had been reported missing at the time of her death, but police will not say where the missing persons report was filed.

Almost $2,000 was raised at that event and another food drive outside SuperValu.

Terrace council backs the call for a northwest shuttle service TERRACE - City council has endorsed a call by the Town of Smithers for the creation of a Hwy16 shuttle bus service to minimize risks to vulnerable travelers.

The idea for a shuttle bus is a recommendation sprung from the Highway of Tears Symposium Report, which was further endorsed by B.C. municipalities at the Union of British Columbia Municipalities Convention this fall.

The UBCM resolution put forth by the Town of Smithers, and endorsed by council here Nov. 26, reads: “Therefore it be resolved that UBCM petition the British Columbia Government to implement the recommendation of the Highway of Tears Symposium by establishing and funding a shuttle bus service between northern communities.”

Smithers is also writing its own letter and has asked local governments, First Nations and social service providers in northern B.C. to endorse their letter or write their own.

By the deadline, seven had signed on board, including the Regional District of Kitimat Stikine and Ksan House Society.

“It’s had really great support from one end of the region to the other,” said Smithers mayor Taylor Bachrach. “It’s an opportunity to demonstrate leadership and one thing we can work together on as municipalities.”

“We wish to express our strong support for this initiative,” reads the letter. “Such a transportation service will not only increase the safety of young women and other vulnerable individuals, it will facilitate affordable travel in a part of the province where important services are becoming increasingly regionalized.”

son, some councillors said endorsing this letter would work against recent efforts the city has made to keep Greyhound from cutting its service here, possibly in half.

“It would seem that this would be against Greyhound continuing its service if the business was cut,” said Terrace Mayor Dave Pernarowski at a meeting last month.

Councillor James Cordeiro agreed.

“It diminishes the credibility of asking Greyhound to continue its service while at the same time advocating the undercutting of the service that we asked for,” he said.

But councillor Bruce Bidgood disagreed.

“This is the moving of people who are vulnerable for security purposes,” he said.

“I saw them as being somewhat complimentary.”

Councillor Stacey Tyers emphasized that a bus service of this kind is needed, noting the city has no control over whether or not greyhound continues to offer bus service.

Ultimately, all of council gave support to the call.

“We need a plan in case [Greyhound} decides not to listen to us,” she said.

In Smithers, Bachrach said he understands Terrace council’s position, but sees the shuttle bus and Greyhound as separate issues that would work together in a system-wide approach.

Petronas moving ahead with plans for LNG terminal in Rupert

PRINCE RUPERT - The LNG terminal proposed for Lelu Island in Port Edward is advancing into the next stage of development under a new name.

A comprehensive feasibility study for the newly-dubbed Pacific Northwest LNG terminal has been completed and proponents Petronas and Progress Energy are carrying on to the pre front-end engineering design phase to create a clearer picture of the scope, timelines, cost and workforce requirements. The company is hoping to submit the project description to the federal government early next year.

“It is a big project, a big undertaking, and we’re quite pleased to complete the feasibility study and move on to the next stage.

The feasibility study commenced in the fall of 2011, so it has been about a year in progress,” said Progress Energy president and CEO Mike Culbert.

After initially being denied, Prime Minister Stephen Harper announced late last week that the Petronas takeover of Canadianowned Progress Energy would be approved.

Petronas had said they would sweeten the deal by promising to build a bigger and more costly plant should the takeover go ahead. The two companies had planned to build a terminal capable of exporting 7.6 million tonnes per year, but with the acquisition approved, the company will increase the throughput to 12 million tonnes of LNG per year.

According to Culbert, the difference has to do with the amount of resources dedicated to the project.

“What we have now is the current relationship between Progress and Petronas, which uses the North Montney property.

That includes about 20 per cent of Progress’ land...With a successful acquisition, we have the ability to include 100 per cent of the land possession of Progress Energy,” he said.

“We see the markets are there to take the amount of additional LNG being incrementally proposed.”

The investment in the project is expected to be between $9 billion and $11 billion depending on how big the terminal is. A final investment decision is expected in late 2014 with the first shipment of LNG in 2018.

The terminal would create up to 300 direct jobs and up to 3,500 jobs during the construction phase.

“I have done a lot of travelling in the interior and the north and what I am finding is a huge numJohn Cummins ber of people are upset with the slowness to get resource projects underway, whether that is mining, LNG or pipelines. They are really concerned that we could be creating more wealth and jobs if government responded quicker and gave these projects the green light,” said Cummins, alluding to a twodecade delay in the Prosperity Mine proposal.

“If you expect people to make an investment in B.C... If they face a 20-year wait then investors are going to go elsewhere and B.C. needs those jobs.”

As an example of the impact projects of this nature have, Cummins pointed to the containerization of Prince Rupert’s own Fairview Terminal.

“It was a long, hard struggle to get the container port running, but I don’t think you will find anyone in the community that wants to turn back the clock and see the high paying jobs that were created lost...

Those are the kind of jobs people in the province need,” he said.

“There is a huge opportunity for B.C.” But with all developments in B.C. there is the question of Aboriginal rights and title, and Cummins said that issue needs to be addressed to really move the projects forward.

“The title essentially belongs to the Province, it is only logical to assume that. If the Province doesn’t have the title, then what is the point of the Legislature... We can’t assume one group can veto the power of the Legislature,” he said, adding that he does believe consultation with Aboriginal groups is still required.

While there is no candidate in the North Coast riding for the BC Conservative Party yet, Cummins said there has been interest expressed. Cummins plans to put the policies and platform of the party out to the province over the months leading up to the election, and said the Conservatives has high hopes for the election this spring.

“It’s going to be a tough three-way race... You don’t get into politics to finish second. We’re gunning for first place, there is no doubt about that,” he said.

TERRACE - It looks as if one Terrace RCMP officer used a bit of muscle power to solve a problem.

Last weekend an officer responded to call that a person’s driveway was blocked by what officers called a case of “inconsiderate plowing.”

“Police spoke with the people involved,” read a police report about the situation.

“The situation was resolved when the police officer borrowed a shovel and cleared the driveway.”

School district paying consultant $800 per day for services

PRINCE RUPERT Documents obtained by the Prince Rupert Northern View show the Prince Rupert School District has been paying consultant Dave Stigant $800 per day for work done over the past several years, as well as paying $500 per month for Stigant’s rent while he was in Prince Rupert.

The information was obtained through a Freedom of Information Act request by the Prince Rupert and District Teacher’s Union, and it shows more than $125,000 was spent for services over the course of 14 months. Between September 2010 and December 2011, the Prince Rupert School District paid out $128,859 to Dave Stigant Professional Services Inc. for services rendered, which averages out to

$9,204 per month. In addition to the daily rate and nine months of rent at $500 per month Stigant, who also served as acting superintendent from March 1 to July 31, 2009, was paid airfare from Penticton to Prince Rupert on three occasions.

The additional expenses added up, meaning in some cases the District paid over $1,000 per day. For example, in September 2010 Stigant worked 15.79 days and the total invoice amount was $15,832 and in November 2010 Stigant worked 8.74 days and the total invoice paid was $9,133.

“From my perspective it is not an unreasonable wage... I frequently see consultants charge $1,000 per day or more for this kind of work,” said secretary-treasurer Cam McIntyre, adding that the payment of rent was a cost-saving measure.

“If you look at the number of days he was here during the month, the amount paid for rent is actually less than if he were to be in a hotel. Any more than eight or nine days and it is cheaper for an apartment than a hotel room.”

However, Prince Rupert and District Teacher’s Union president Joanna Larson said there is no reason for the payments.

“I think this is absolutely ridiculous. We don’t require a consultant, we have upped the staff in the board office and there is just no justifiable reason to hire a consultant for $800 per day. If you look at the wages of a teacher or a child care worker in the district, this amount is absolutely ridiculous,” she said.

“It comes down to the choices you make with the money you have, and I don’t think

these are the right choices.”

As well, a contract between the board and Stigant to serve as Acting Director of Human Resources outlines an $800 per day salary while on the job, a rate prorated for part days.

The contract also stipulates that the School District reimburse Stigant for “all reasonable expenses incurred in the discharge of his duties” and reimburse him for “travel to and from Prince Rupert and accommodation and meals in Prince Rupert”. The contract was to run from Feb. 1, 2012 to June 30,

2012, following the departure of director of instruction Marcy Van Koughnett.

But the invoices show payments continued once the contract expired.

In July and August, 2012, Stigant invoiced the district for $7,768.31 and in September the invoice amounted to $6,044.85. According to McIntyre, Stigant still plays a big role in the district.

tor, but she came from outside of the education system so Mr. Stigant is providing consulting and helping her with some of what is unique in the education system.

He is also working on some of the cases where the union is filing complaints or seeking arbitration, and it is much less expensive to have him do the work than it would be for legal counsel,” said McIntyre.

“We believe it is value for the money.”

The fact that there is a human resources director gives less credence to the need to retain Mr. Stigant, said

Larson.

“We have never had a dedicated human resources position in the district, so it is more unreasonable to have that position filled and still pay a consultant $800 per day for their service,” she said, while also taking issue with how Stigant handles the union.

“Since this person has come, because of the labour management, it has led to the increase in legal fees. We have the second highest amount in the province in terms of administration expenses going toward legal services.”

Spill response plan

Although statistics and reports suggest a marine oil spill is unlikely, you want to know — what if one does occur? How will Gateway be prepared? While the chances are slim, we continue to develop a world-class marine response program.

The Northern Gateway Project includes a spill response capacity that’s more than three times the Canadian regulation. And while the Canadian requirement for oil spill response is 72 hours plus travel time, our response time will be a fraction of that number — 6 to 12 hours in the marine channels. This is a significant increase to the response capability available to B.C.’s north coast. Additionally, for immediate response, our tug escorts will be

equipped with booms, oil skimmers, and firefighting equipment to provide enhanced initial containment, and they will be available to all marine traffic in the event of an incident.

We will store equipment, such as containment and absorbent booms, skimmers, and waste storage, in multiple well-maintained, readily accessible response bases, providing a wider area of coverage in a shorter amount of time. Barges will also be located throughout the marine channels for additional storage and equipment mobilization. We are committed to having staff, contractors, and partners in place to maintain that enhanced state of readiness.

Obituaries KELLER, Muriel, Colclough June 3, 1921 to December 2, 2012 Muriel Keller passed away peacefully in Nanaimo Hospital at the age of 91. Muriel was born in Pictou, Nova Scotia, to Stewart and Hilda Murdoch (Moss). She grew up in Westville, Nova Scotia with brothers Arthur and Robert, and sister, Jean. Muriel will be sadly missed and lovingly remembered by her husband Arthur of 67 years, daughter Kathryn, and sons Robert and Scott, partners and seven grandchildren.

Muriel graduated with Honours from Acadia University and later UBC with degrees in Education, Food Science and Economics.

Subsequent to positions with Robin Hood Foods and other companies, she moved to Kitimat, B.C. in 1955 where she raised her family with husband Arthur.

She served as school teacher and counselor at Mount Elizabeth Secondary School and is recognized for her significant contributions to the early Home Economics and Food Sciences programs in the Kitimat School system. She retired as Department Head in 1985 before moving to Qualicum Beach.

Muriel lived in Qualicum Beach for 27 years before her passing. The family has requested a donation to The Heart and Stroke Foundation of Canada in lieu of flowers.

Born in the United Kingdom Molly Nattress spent twenty three years in Terrace, British Columbia from 1960 to 1983 with her late husband H. D. (Nick) Nattress. Very active with the Terrace Little Theatre, Molly also derived great pleasure in serving Terrace as a City Council member.

She would often recall her former home, community and many friends in northern B.C. with great affection. Molly died peacefully at home in the United Kingdom.

My brother William Grootendorst was killed several kilometers north of Kitwanga in a single vehicle accident on an extremely icy, unsanded stretch of highway on Oct. 29 when he lost control of his company truck. River Kings defeat Rampage on home turf

PRINCE RUPERT On Saturday night the Prince Rupert Rampage faced off against the Terrace River Kings, who were fresh off a Friday victory over the Kitimat Ice Demons, in a game with implications on the CIHL playoffs as the season winds down.

It was the visitors who opened the scoring in front of the raucous crowd at the Jim Ciccone Civic Centre, as Rajan Sangha put one past Keano Wilson just 3:32 into the period to give the River Kings a 1-0.

It was back-andforth for the rest of the period, with neither team able to light the lamp giving the Kings a 1-0 lead heading into the second.

Less than three minutes into the period Rampage captain Jared Meers tied things up, and while it may have brought the game closer the River Kings put away three goals in less than two minutes to pull away again. Calen Findlay made it 2-1 with 14:42 to play, Derek Jurista added another just 40 seconds later and Corbin Legros netted a powerplay marker 56

seconds later to give Terrace a 4-1 lead. Before the period ended, Meers added his second of the game with 6:09 to play to less the gap to two heading into the final 20 minutes.

But in the third a goal by Tristan Murray of the River Kings was the only one recorded, giving Terrace the 5-1 victory.

With the win Terrace secured an eightpoint lead over the Rampage in the west with six games remaining on the schedule, while Prince Rupert falls to the bottom of the CIHL standings with five points - two below the Omenica Ice and the Houston Luckies. The Kitimat Ice Demons, Williams Lake Stampeders and undefeated Smithers Steelheads have all secured playoff spots.

The Rampage will travel to Kitimat on Friday for a rare weeknight game against the Ice Demons, and will play at home next on Dec. 29 against the River Kings.

Snow Valley Skating club hosts seminar in Kitimat

KITIMAT - The Snow Valley Skating Club hosted 67 skaters in town recently at a special seminar.

On Nov. 24 and 25 the skating

region’s director of high performance skating, Steve Muff, came to town to give a boost to the local skaters and coaches.

“He came up and worked with us from eight in the morning to 10 o’clock at night on Saturday,” said

head coach Cynthia Medeiros.

Muff was in Terrace last year for a similar seminar.

Skaters came from all over to hear what Muf had to say. They came from Terrace, Hazelton and Prince Rupert. The skate zone

which Muff represents goes from Kitimat to Williams Lake, and Prince George north to Dawson Creek and Fort St. John.

Medeiros said skaters learned a few techniques, such as edging and stroking, as well as some on-ice and

off-ice jump classes.

On the Sunday he worked with skaters to improve their performances.

“It was definitely a big success for us,” she said. “We get a lot of knowledge of him.”
