Development of the abandoned Catalyst pulp mill property is “frozen” and the city will not have the ability to issue re-development permits any time soon, an Environment Ministry official has told the Mirror.

Senior contaminated sites officer Vincent Hanemayer says two parallel review processes are underway and until the City of Campbell River receives the appropriate sign-off from the environment ministry, the municipality’s ability to “issue demolition, subdivision rezoning, soil removal, development or development variance permits is still frozen.”

“We are nowhere near that,” Hanemayer said Thursday when asked how soon the city may be able to turn on the re-development green light.

Earlier this month Catalyst Paper said it had received partial pre-payment of the $8.6 million purchase price for the Elk Falls site from Alberta-based Pacifica Deep Sea Terminals developer Harold Jahn. It also said the deadline to finalize the sale had been extended indefinitely. It was the third extension of the sale completion.

Simultaneously, Jahn declared the Pacifica Industrial Park “open for business” and said he was “accepting business and lease proposals for the use of the buildings, lands, and water lots” on the 400-acre site.

The city’s hands are tied until it receives an approval in principle for a remediation plan, a certificate of

compliance of remediation completion or a release from the ministry, Hanemayer says.

Jahn originally told the Mirror: “The current state of the site will be our liability.

When we have gone through the sale closing process we will meet with the government’s environmental officials and with the (Catalyst’s) environ-

mental consultant.”

He said the “rejuvenation” process at the mill site will include water and sewer technologies that should help reduce the operating costs on the property. Meanwhile, Rivercorp CEO Vic Goodman tells the Mirror he has e-mailed Jahn this week to try and find out what, if anything, is going on.

A 29-year-old Calgary woman is facing impaired driving charges after a Nov. 15 crash on Alder Street that left one car upside down in the front yard and two other vehicles heavily damaged in the driveway.

Just before 2 a.m. police responded to the accident in the 100 block of Alder. The driver was located at the scene being tended to by witnesses and BC Ambulance. An odour of liquor was detected on the female driver’s breath.

A screening device was used and resulted in a fail reading. The driver was treated at hospital and released. Breath samples were then obtained resulting in readings one and a half times over the legal limit.

This incident was one of 246 calls for service handled by the Campbell River RCMP last week.

11th Avenue street name change proposed to honour veterans KRISTEN DOUGLAS CAMPBELL RIVER MIRROR

City council is contemplating renaming a portion of 11th Avenue.

Mayor Walter Jakeway brought forward a motion to Tuesday night’s council meeting to change the name of the section of 11th Avenue between Cedar Street and the cenotaph in Spirit Square to Veteran’s Way. “I think it’s a great way to honour our vets, that the street right in front of their building over to the cenotaph – which we all meet there November 11 – that it would be wonderful if we could designate it to the honour of our vets,” said Jakeway, referring to the Campbell River branch of the Royal Canadian Legion which fronts the section of 11th Avenue Jakeway is proposing to rename.

If the name is changed, it would affect three local businesses and the city’s Community Centre.

The Legion, Uptown Willie’s cafe, and Britches and Hose Vintage Clothing would all be faced with the cost of having to change their address.

But Jakeway’s motion also includes having the city reimburse those businesses for costs up to $2,500.

He said since only a few businesses would be impacted, costs to the city should be minimal.

“There shouldn’t be too much affect on businesses needing remuneration for costs incurred,” he said.

Coun. Claire Moglove said she would feel more comfortable contacting the three businesses before committing to Veteran’s Way. “I’d like to make a motion that this be referred to the three groups that you (Jakeway) named, i.e. the Legion, Uptown Willie’s, and the dress shop, for their comment,” Moglove said. “I don’t want to do anything if they are opposed to what is proposed here. I think it’s a great idea.”

Coun. Mary Storry suggested the proposal also be brought to the Downtown Business Improvement Association (BIA) for its recommendation.

Council voted in favour of getting input from the affected businesses and Downtown BIA before proceeding.

Clean up proposal has councillors scratching heads KRISTEN DOUGLAS CAMPBELL RIVER MIRROR

A unique approach to cleaning up Campbellton that will have seniors and youth working together created some confusion on council Tuesday night.

The Campbellton Neighbourhood Association, a group of Campbellton business owners and residents that are working towards improvements to the northern end of town, came to council looking for its support of an application for a provincial government grant.

The $20,000 grant through the Union of British Columbia Municipalities targets projects focused on making a community age-friendly, meaning older residents are supported to live active, socially engaged, and i n d e p e n d e n t l ive s through policies, programs and services designed to support them.

A group of active seniors participating in the Campbellton Neighbourhood Asso-

ciation believes it fits the bill for one of the grants, as the seniors are working on a beautification project at the entrance to Campbellton that would promote community pride and showcase Campbell River to out of town visitors.

Morgan Ostler, a former city councillor who works at a greenhouse in Campbellton and is part of the beautification group, said the city’s Youth Action Committee is working with the Campbellton group to share its vision for how to improve the area.

“We met with the youth group and we were pleased with their enthusiasm in being a part of this process,” Ostler said. “We feel they will gain a great deal by working with us, as well, we will benefit as they will bring their own ideas.”

Brian Shaw, vicechair of the Campbellton Neighbourhood Association, said both groups will work together to change the character of Campbellton and create a new sense of place.

Coun. Claire Moglove said she liked the route the group has taken of having both seniors and youth working together.

“I was pleased with the inter-generational aspect of this,” said Moglove. But she didn’t know why the Campbellton Neighbourhood Association was applying for the grant, as eligible applicants to the program are local B.C. governments.

“As I read the guidelines only the city can apply, so would this be a city project?”

Moglove asked.

Amber Zirnhelt, the city’s sustainability manager, said the city will support the grant but the beautification work would fall to the

“Staff would work with the Campbellton Neighbourhood Association to support the application as well as running the project, though it would be the Campbellton Neighbourhood Association steering the project,” Zirnhelt said. “Staff would have a limited role.”

That caused concern for Moglove and Coun.

Moglove asked staff.

Adams wondered the same thing.

“As for the responsibility of the city administering this, knowing we’re going into financial planning, do you see this as doable or an impediment?” he asked.

That prompted council to pass a motion to support the application and to send a letter of support with the Campbellton application.

Campbell River is one of the top recyclers in the province.

T h a t ’s a c c o r d i n g to Tom Boatman, the manager of solid waste for the Comox Valley Strathcona region, who said Campbell River has managed to reduce the amount of waste going to the dump by eight per cent in 2011 and just over five per cent in 2012.

“The amount of total tonnes diverted in 2011 and 2012 through recycling has increased,” Boatman said during a presentation to council Tuesday night.

And at 52 per cent, Boatman said Campbell River has “one of the highest recycling/ diversion rates in B.C.” Though a motion was passed by the Comox Strathcona Solid Waste Management Board in February to maintain just one recycling centre in Campbell River, in Courtenay, and in the Comox Valley, Boat-

man said the board, through discussions with the city, will support two recycling centres in Campbell River to accommodate recyclers.

Right now there are two recycling centres in operation – at the Sportsplex and at Strathcona Gardens.

There is also a recycling area set up at the dump on Argonaut Road.

Boatman revealed Tuesday night that the Comox Strathcona Waste Management is looking to set up a new and improved recycling station on Maple Street at the former BFI Canada recycling centre and remove the bins at Strathcona Gardens.

Boatman said Sun Coast Waste Management is looking to buy the old BFI centre which was removed May 28 of this year after its property lease expired.

“We’re hoping it’s a go and (Sun Coast) promised us they will reopen that site as a full recycling centre,” Boatman said. “We hope to

The closure of the Campbell River dump is expected to begin next year.

Tom Boatman, the manager of the Comox Strathcona Solid Waste Management Service, presented the region’s new solid waste plan –which was approved by the solid waste board in September – to city council Tuesday night and explained the landfill closure process, which could take up to five years.

“We will close the landfill, it looks like at this point, at the start of the construction season in 2013 but we still have the transfer station,” Boatman said.

That means people will still be able to dispose of their waste at the dump and it will be trucked to the landfill in Cumberland.

Boatman said plan A is to open the site on Maple and relocate the Strathcona Gardens bins there.

The Strathcona Regional District has been pushing to have the bins taken away from the recreation complex citing a lack of staff to maintain the bins which have presented security problems and complaints that the area is unsightly and hostile.

“We have some major concerns over maintenance at that facility,” Coun. Andy Adams told Boatman. “While it’s central and well-used, maintenance is very poor and that causes problems for staff. And I’ll be blunt – it’s a Dogwood eye sore.”

Boatman said the Comox Strathcona Waste Management Board would “be happy to open up the facility that may occur with the Sun Coast folks and move out of (Strathcona Gardens).”

The cost to taxpayers is expected to be $41 per year. Expanding just the Campbell River dump would have cost almost $190 million over the same time frame while expanding both facilities would have been more than $185 million.

“That wall is about 60 per cent completed in the design process and we feel really good about it...because right now (the landfill) is practically full,” Boatman said. “That will give us enough time to

Recently, RCP commissioned local artist Dan Richey to design and execute an 88-foot

long mural along the broadside of the cinder block building.

The mural has raised RCP’s profile in the neighbourhood, and serves as an indicator of the exciting works b e i n g u n d e r t a ke n inside, said RCP president Linda von Zuben.

Working under the direction of the City of Campbell River, and with local service contractors, the society’s overall plan for the building is to make the interior space more conducive to an enjoyable and intimate theatre experience.

The society plans to add additional accessible washrooms, relocate the building’s furnace, complete electrical upgrades which will allow for better control of lighting and to undertake the necessary upgrades to meet the building code requirements for a facility permitted to hold small gatherings.

“Through Nelson’s generous gift, the society now feels confident these long overdue renovations will be enjoyed for years to come, and that they needn’t concern themselves with relocation or rent woes,” von Zuben said.

Rivercity Players recently received a $10,000 grant-in-aid from the City of Campbell River to upgrade their building’s accessibility.

The club is also coming off an artistic accomplishment with von Zuben being judged best director in a one-act play festival in Qualicum Beach earlier this month.

The numbers of special needs students in Campbell River classrooms is “shocking” and “needs to be an election issue” says Elaine Thompson, President of the Campbell River District Teachers’ Association.

Thompson says an association survey of teachers reveals that in Campbell River middle schools there are “at least 32 classes with four or more Individual Educational Plan (IEP) students. There are a significant number of classes with seven, eight and even nine IEP students. In our secondary schools, we have at least 16 classes with four or more IEPs. There are even classes with 10 or 11 IEP students.”

IEP students with designated special needs have disabilities of an

intellectual, physical, sensory, emotional, or behavioural nature, or have a learning disability or exceptional gifts or talents. Thompson says before 2002, when the association bargained locally, there was specific and adequate language in the collective agreement to allow teachers to properly manage special needs students. In some classes there was a twostudent limit.

“I understand the teachers want more resources and that is laudable, but this is a simplistic view of a complex challenge. Special needs students can be tremendous contributors in the classroom.

Thompson says the government’s Bill 33 sets a limit of three IEPs in classes at all levels, although this limit was frequently breached over the years. However, under the current legislation, Bill 22, there are no limits on the numbers of special needs students allowed in classes.

“But those numbers do not tell the whole story,” the association president claims.

“There are many more students that teachers refer to as ‘grey area students.’ These are students who are recognized by staff as having significant special needs, but because they are not designated there is no extra funding provided to the district to assist them.”

When these students are added into the mix the problem is seriously exacerbated. “In our elementary schools, we

have 29 classes with a combined total of four or more designated and non-designated special needs students. In our middle schools, we have 36 such classes. In our secondary schools teachers who responded to the survey reported 33 classes with four or more combined designated/non-designated special needs. A few classes have up to 15 and even 20 students with special needs.”

Thompson says: “For teachers the additional workload is huge and the stress they incur as they try to meet everyone’s needs is often overwhelming. This needs to be an election issue and continue to be an issue long after the election is over. We who work in the system all feel that education is the single most important service provided to the public.”

And, it is very troubling that so many special needs students are going undiagnosed, that their needs are not being funded and that they are falling into the cracks.”

Thompson says teachers understand that the school board and senior administration would support efforts to alleviate these problems, but that they have a finite budget and everyone is doing the best they can in the current circumstances.

Restorative justice a valuable resource Volunteers accomplish a variety of tasks in our communities, but those who give their time to restorative justice programs may do more than meets the eye.

As we recognize Restorative Justice week in B.C. this week, we should take time to rethink our idea of justice.

We say: Too The biblical credo of “… An eye for an eye, and a tooth for a tooth,” is a far often, traditional cry from today’s somewhat less clear approaches to definition. Traditional theories of justice run from retribution to deterjustice fail rence, rehabilitation to incarceration and each has its place in our judicial system. We all want violent offenders off our streets and all criminals made accountable for their actions.

We want a justice system that is fair to all of those involved, both offenders and victims.

Too often, a traditional approach to justice fails to change the attitude of the offender, much less give them an appreciation of the harm they’ve done. Those incarcerated may be even more dangerous upon their release and recidivism rates are high. Victims are often left feeling frustrated by the judicial process.

When we look at justice, we frequently focus on punishment. Making sure the victim feels the punishment fits the crime and the chance for reparation are often overlooked. This is where restorative justice has the greatest impact.

In cases where the practice is used, the victim plays an active role in how the perpetrator is dealt with. This

allows the victim’s voice to be heard from the beginning of the process, unlike the court system, which often leaves victim impact statements to follow a conviction.

For the restorative justice system to work, however, requires offenders to admit their guilt and show remorse, victims who are willing to use the alternative to the justice system, and a supportive community for both. We are fortunate to have volunteers run restorative justice programs in our communities. But with the court system overburdened, it’s time for government to invest in expanding these programs, both to relieve pressure on the courts and to help deliver justice over the long term.

Hang up on cell tower idea There is no doubt that better cell service is needed in Willow Point.

That is not the issue. The issue is where the city has offered Telus to place such a needed tower. The proposed location is at the edge of the Sportsplex grounds near the baseball diamond and the bocce ball field, by Parkway Road. It is in direct proximity to children and adults playing in the park and for those residences across the street.

We can argue both sides of the story but the fact is, there is evidence showing that chronic low level exposure to cell phone tower radiation has increased the risk of developing cancer and many other health problems. Numerous studies have indicated this trend.

The Kempten West Study in 2007 by Dr. A. Blanz et al, showed a significant decrease in serotonin and melatonin production in those living within 300 metres of a cell tower. Physical effects can include depression, insomnia, daytime sleepiness and behavioural problems.

Honouring our veterans that way is a nice touch

Well, it’s a another week of news and views and here’s some of mine.

■ Nice touch proposing to change one of the downtown streets – in this case, part of 11th Avenue – to a name that honours our veterans.

Calling the approach to the Campbell River cenotaph Veteran’s Way is a classy touch and I expect that Mayor Walter Jakeway’s proposal will get passed. It’s one of those ideas where you’re inclined to say, why hasn’t it been done before?

■ Meanwhile, the Elk Falls Mill site sage continues.

We get word today about something I’m sure is on everybody’s mind, that being the environmental status of the mill site. Given the age of the mill

site and the less stringent environmental regulations in previous years, you have to expect the site is polluted.

That means it has to be cleaned up, which means it has to be assessed as to how bad it is and that process is nowhere near completed. In fact, it appears to be barely begun.

It may seem like badgering the new mill owner, Harold Jahn, but this is a prime property that has great potential to secure Campbell River’s economic future – much like it secured the city’s economic past. So, it has to be done right.

It’s somewhat related but I was living in Whitehorse when it was discovered that a brand new housing subdivision was releasing contamination

originating from the site’s days as a military operation decades before.

Not something you want to discover.

I doubt housing will ever go on the Catalyst site but it would be a prime spot for it. Still, we’re keeping an eye on the process to develop the site and we certainly don’t want it to be an environmental liability.

■ What an amazing gash that was ripped through the Gold River Highway on Monday.

The power of water, eh? We ran a picture of the road after it was gouged out by the creek running under it through an apparently inadequate culvert. The washout was about four metres deep.

I saw an RCMP picture that showed

the flood in the early stages and the water was flowing over the road surface. A short time later, it had washed away tons of asphalt and gravel to a depth of four metres. Wow! I have to say, we frequently criticize anybody in public works or who contract services to the public, but the crew that got that road working again were pretty darn fast. Kudos to them.

BC Highways was predicting the road would be open to single lane, alternating traffic by Tuesday afternoon. But work crews laboured through the night and the road was open both ways by Tuesday morning.

Good job.

Breast cancer saw the highest rate of increase, but others included prostate, pancreatic, and colon. (H.Eger et al, “The Influence of Being Physically Near to a Cell Phone Transmission...”) I’m sure if you Google how safe cell phone towers are, there will be just as much data saying there are no increased risks.

Industry Canada has a wonderful website that will convince you that chronic low level radiation is safe. But Industry Canada stands to profit on all the towers being put up, so why would they admit there is a plausible link between cell towers and negative health effects? Let’s be practical here, how many times in the past have we made the mistake of accepting something as safe before all the data was conclusive only to find out that, oops, we were wrong. This is the perfect time to practice the precautionary principle. Maybe we don’t know for sure whether our kids playing disc golf or splashing at the new waterpark will be affected, and maybe we can’t tell for certain that the people living on Parkway will develop cancer at a higher rate than people living on Evergreen, but do we really want to find out?

Let’s hope it’s not too late. Telus says they will have a hearing where the public’s concerns will be considered. However, rumor has it they’re already surveying the site and are looking at signing the lease agreement. We need to band together and convince them this is not the site.

Choose a safer location! Watch for the announcement in the paper and voice your opinion.

Vancouver Island H e a l t h Au t h o r i t y (VIHA) spokesman Dan McLennan has apologized for overcrowding at Campbell River Hospital that has forced patients into “hallways” and “alcoves.” “ C a m p b e l l R ive r Hospital has been very busy during the past several weeks. We are doing everything we can to address the situation to support patient care. We recognize that busy hospitals are stressful for patients, and we apologize for the inconvenience,” McLennan says.

The VIHA official says when the hospital is over capacity it may be necessary to place a patient in a non-ward area. “We recognize that this is far from an ideal situation for patients and for staff and we apolo gize.

When it is necessary

to place a patient in a non-ward area (hallway, alcove) this is a temporary measure and everything is done to make the patient’s stay is as comfortable as possible, and to get the patient into an appropriate bed as quickly as possible.”

The overcrowding problem has prompted Nor th Island NDP MLA Claire Trevena to fire off a letter to VIHA CEO Howard Waldner in which she charges that VIHA has grossly underestimated population growth in the region.

“The new hospital will have 95 beds. Today, there were 92 people in beds in Campbell River Hospital. Simply put, there are not enough beds available for the current population let alone the expected population. We have had many debates about population statistics over the last few years and it still appears that VIHA is grossly under-

estimating the First Nations’ population in the area served by Campbell River Hospital. It is extremely short sighted to build a hospital which will not accommodate the population over its 50 year lifetime.”

Last week the Mirror reported that C a m p b e l l R ive r Hospital was filled to overflowing and that concer n was being expressed that the new hospital is not going to solve the acute crowding problem. One physician reported that “the number of people admitted now is roughly the number of beds VIHA is planning in the new hospital that we hope will last us for many years.

The new 95-bed Campbell River Hospital will replace the existing acute care facility which was built in 1956. Construction is expected to begin in

2013 and be completed in 2017.

M c L e n n a n s ay s : “There is no one factor contributing to the current situation. It is the result of several different things, including high volumes of very sick patients and alternative level care patients in the hospital.

“As you know, VIHA has made a commitment for an additional 40 care spaces to be located in community settings prior to the opening of the new 95-bed hospital to support long-term, nonacute (non-hospital) care.”

City council will help the city’s Homelessness Coalition address the immediate needs of the community’s street people rather than wait to save up for a longterm affordable housing project.

At Tuesday’s meeting, city council voted in favour of spending 25 per cent of a $319,644 lump sum from the Vancouver Island Health Authority to address the short-term needs of the city’s homeless.

As was reported in Wednesday’s Mirror, roughly $45,000 of that will go towards keeping the city’s Extreme Weather Shelter open every single night this winter from now until March 31 – a first for Campbell River.

Paul Mason, the chair

of the Homelessness Coalition, told council the coalition came to an agreement that there are pressing needs in the community that need to be addressed now.

“We haven’t lost sight of our goal, we’re just saying that there’s people out there right now,” Mason said.

“There’s things we can do. We have the opportunity to do this and we feel it’s what the community needs.”

Mason originally came before council in September to ask for the funding to be released to the coalition to be put aside for a 30-unit, co-ed affordable housing facility, consistent with the coalition’s housing first model.

That model focuses on har m reduction through the provision of permanent low-bar-

rier, supportive housing.

The goal is to immediately house those who are homeless no matter what their situation, whether they engage in substance abuse or they struggle with mental illness.

But Mason said the affordable housing project will be an expensive one and the 25 per cent it will be taking from the lump sum wouldn’t make much of an impact anyway in the grand scheme of things.

“We’re looking at several million dollars so the $79,000 we have right now doesn’t really make much of an impact on our bargaining power,” Mason said.

“We’re still investigating other avenues of funding that we can tap into.”

Chamber honours its past, looks to the future The Campbell River Chamber held a cocktail reception Tuesday evening in celebration of 80 years of service and support from our membership and the business community. Over 100 members and special guests, including past Chamber presidents and long standing Chamber Members (30+ years) filled the room to capacity and enjoyed sumptuous appetizers, networking and reminiscing. Maureen Kirkbride, Chair of the BC Chamber of Commerce brought congratulatory remarks on the Chamber’s 80th Anniversary noting that the Chamber was founded before the Village of Campbell River was even incorporated and commending the Chamber on its role in contributing to the growth of the community. She also congratulated the Chamber on its growth and achievements as a respected business organization resulting in recognition with Honourable Mention for Chamber of the Year 2012. Gary Thulin, Board Chair of the Campbell River Chamber, and Colleen Evans, President and CEO thanked the Chamber Members for their support and participation in Chamber initiatives.

A unique seminar s eries requested by local residents will h ave f a r- re a ch i n g effects on the community’s most vulnerable as participants chose to pay it forward.

A group of 35 people attended a series of 12 meetings held on Tuesdays and Saturdays for one month at the Salvation Army’s Lighthouse Centre on Cedar Street. The sessions delved into the many factors that lead to addiction and the requirements for recovery as practised through the 12 Step Program with a heavy emphasis on healthy, holistic and spiritual living.

The lectures were not associated with Alcoholics Anonymous or Narcotics Anonymous rather they were based on the spiritual path.

“It was literally demanded of us to do it,” Curley said. “People asked and it spread by word of mouth, we didn’t advertise it.”

Still, Curley said the series, which was facil-

itated by Rick Peterson who has a background in the treatment of addictions through the recovery process, was extremely popular and well-attended.

“We were bursting to capacity,” she said.

“We had to turn people away.

“These sessions have

been held in Vancouver, at various times in the past, providing a service to the community – to people who are interested in learning about addictions and recovery.”

In Campbell River’s case, not only did the participants benefit from the seminar but

others who were not in attendance will too.

Each guest at the lecture series made a donation to attend and at the end of the day, $500 was raised and will go towards the Lighthouse Centre which hosts a soup kitchen and functions as the Extreme Weather Shelter to get the homeless off the streets during the winter and provide them with a warm place to sleep for the night.

“Thanks goes to the people who attended and who voluntarily donated funds,” Curley said.

“People also generously donated a large quantity of winter clothes and blankets for people in need of such items” for the Lighthouse’s Winter Escape program.

Curley also thanks Robert Palmer who recorded the entire lecture series.

A tale of six composting families is told The first of two videos based on Campbell River’s reality-TV style compost competition is ready to air.

After 30 days of steep learning curves and fierce competition this past summer, the composting stories of six families are revealed in a professionally-produced film. Campbell River Composts! documents the local drama of barriers, successes and solutions when it comes to composting and diverting waste from the landfill.

The video was also aired on Shaw TV. “A true tale of the trials and tribulations of composting, this video highlights the fun and the learning that unexpectedly occurs when a family comes together and begins composting.

With these entertaining stories about how the families learned to compost, we hope other Campbell River residents will be inspired to start composting,� says Amanda Taylor, the City of Campbell River’s Compost Challenge Coordinator. “And news is spreading fast about the success of this challenge.

The City was invited to present the video at the Coast Waste Management Association’s Annual Conference at the end of October in Victoria, where 350 delegates saw a snapshot of Campbell

River’s waste reduction initiatives.�

In the first film, viewers get an overview of the different types of composters, and how much composting helped the families reduce the amount of garbage they had been sending to the landfill.

A debut from compost superhero “Compost Katie� shows how easy it is to begin composting, while the Spetch family was inspired to use cloth diapers to cut back on garbage.

Cathy Revoy, one of the Video Compost Challenge participants, summed up the challenge: “I think the biggest thing has been the whole paradigm shift in our family.

The kids are on board – it’s not even a second thought. They know what they are doing and are excited about it – [Composting] has become the norm.�

“Each member of the family is being really conscious as to what is going into the garbage and what can be recycled,� added Rosanne Bains, another Video Compost Challenge participant.

This summer’s Video Compost Challenge was funded by the Comox Strathcona Waste Management Service. A composter rebate program running at the same time saw 160 composters picked up by local residents.

MORITZ, Stanley Allen July 1, 1947 - November 17, 2012

MORITZ, Stanley Allen, 1289 days after his successful lung transplant, our beloved Stan passed away surrounded by his loving family. Born to Ray & Hazel Moritz on July 1,1947 in Olds, AB. Stan in his early years was a typical prairie boy spending 5 years as a cadet in the RCAC 185. His love for hockey had him refereeing for 13 years in both AB & BC. From 1966 to 1976 Stan served in the RCMP stationed in Campbell River, Courtenay and Quesnel, BC. Stan was very involved in serving his community, volunteering and working with the local CB radio clubs. When leaving the RCMP he transitioned to BC Corrections, starting with Snowden Work Camp in Campbell River then to Jordan River Work Camp and finally Vancouver Island Remand Correction Centre where Stan was very proud to play an active role in the beginning of the electronic monitoring program.

In 2000, Stan met his love Angela and they were married two years later. In 2002, Stan took an early retirement due to health issues that were later diagnosed as idiopathic pulmonary fibrosis. After a very bumpy road, Stan received his gift of a lung transplant in 2009. He is survived by his wife Angela, mother Hazel, daughters Christel & Sherry, stepchildren: Fred, Paulina, Anthony & Aneilla, siblings: Â Dennis, Norma (Gulbe), Larry (deceased), Floyd, & Ron, their loving families, and 11 dearly loved grandchildren.

Everyone who had the opportunity to receive the gift of Stan’s friendship will sadly miss him. Thank you to all of the friends he made on his incredible life journey and to those who have supported us with their kindnesses, love and prayers. We would like to thank his doctors, nurses and staff at the ICU and 8 North at RJH. Special thanks to his respiratory therapists, the transplant team, and Dr’s Levey, Wilson, Waters, Polson & Smardon; A heart felt thank you from his family as without you, Stan would not have brightened this world for as long as he did.

Concert kicks off Music Week Canada Music Week (CMW) is a National program organized by the Canadian Federation of Music Teachers Association to support composers and performers of Canadian Music.

All across Canada music students are celebrating CMW in concerts and other musical events during this week in November, the date specifically chosen because it includes Saint Cecilia Day – the patron saint of Music.

On Sunday at 2:30 p.m. the United Church at 415 Pinecrest Road is the place to be to hear a student concert sponsored by the local North Island Registered Music Teachers’ Association. All of the performers in the concert will be playing compositions written

by Canadian Composers.

Rather than wondering if we need to until we are quite close, this would allow drivers to make the identiďŹ cation from a distance and take action well ahead of time.

Remember, slowing down for stopped ofďŹ cial vehicles at the side of the road is mandatory under all circumstances. Not moving over is only an option if you cannot do it safely. The rule was enacted to protect emergency workers when they are looking after us. Let’s look after them too.

Mamma Mia! What a night at the Tidemark Theatre Sing Along Mamma Mia! The Altrusa Club of Campbell River fundraiser was a rollicking fun night on Saturday.

Sing Along Mamma Mia! is the screening of the classic movie (which features 27 of Swedish supergroup ABBA’s best known tracks), complete with subtitles, so that the whole audience can sing along. Audience members were encouraged to come in costume a la the 1970s – and boy did they ever. Prizes were handed out after a costume parade. The Sing Along Mamma Mia! was presented by the Altrusa Club of Campbell River, a group of 28 local women who have been helping the community since 1984. The club supports 20 local community groups and organizations, such as the Campbell River Womens’ Center, the Campbell River Food Bank, the Salvation Army, Parks and Rec summer programs, and Ann Elmore Transition House.

Big Band bash set for Royal Coachman Saturday Catching a big band live is a rare enough thing these days but finding two sharing the same stage is unheard of.

However, this Saturday afternoon that’s exactly what’s going to happen at the Royal Coachman Pub. Campbell River’s own Strathcona Little Big Band has played at the pub on the occasional Monday night to packed houses every time.

The Georgia Straight Big Band builds on

musical roots that go all the way back to the days of the Campa Big Band and has been playing in the Comox Valley for almost ten years developing a loyal following of devotees.

Campbell River’s own Little Big Band, also no stranger to the stage, has been together for close to four years playing weddings, engagements at Spirit Square, the Coachman and the Willows as well as regular appearances at the Elks in Courtney.

Both bands feature vocalists and are made up of local musicians f ro m N a n a i m o t o Campbell River playing a wide range of musical styles ranging from early swing stan-

ures.

That’s up substantially from the last estimated budget deficit of $550,000 back in December.

The picture looks bleaker now because of a change in the prop-

erty assessment value of the defunct Catalyst mill site. The BC Assessment Authority announced early last month that Catalyst no longer meets the requirements of a major industrial property, and

has been reclassified as business/ other, which means a significant reduction in Catalyst’s property taxes.

That decision results in a loss of $1.8 million in tax revenue for

2012. Included in the deficit is a $1.1 million tax shortfall carried over from 2011, plus a $1.3 million increase in costs related to contract commitments and inflationary increases, said Laura Ciarniello, the city’s general manager of corporate services.

If the city were to maintain the current level of services it provides to citizens, the tax rate would have to increase by 24 per cent in order to make up the $3.6 million.

The loss of $1.8 million from Catalyst alone, equates to a 12 per cent residential tax increase.

To put that into perspective, Ciarniello said a one per cent residential tax increase would bring in $150,000 in revenue for the city.

That one per cent increase would mean roughly $12 more per year in property taxes for the average homeowner.

Campbell River Living Big Truck Parade kicks off Starlight Shopping F

or the fourth year in a row a parade of more than 30 trucks shining with Christmas lights will launch the Campbell River Downtown Business Improvement Area’s Starlight Shopping extravaganza Friday, Nov. 30.

Business Improvement Area (BIA) Events Coordinator Jan Tees says: “There is nothing like watching these rolling works of art.

The parade is magical. Again this year, we have more than 30 participants taking the time and making the effort to become involved. We have trucks of all description – antique fire trucks, dump trucks, semi trailers, crane trucks, tow trucks, a school bus, cement mixers and trucks towing boats.”

The Big Truck Parade will kick off Starlight Shopping and the Christmas season in Campbell River next Friday.

Big trucks festooned with Christmas light displays will make their through downtown starting at 5 p.m.

Starting at 5 p.m. at the bottom of Rockland Road the parade of trucks will travel along the Old Island Highway arriving at Tyee Plaza at approximately 6 p.m. where Coun. Andy Adams will be front and center as emcee for the

opening ceremonies at Spirit Square “On board the last truck driven by the Campbell River Fire Department will be the Big Guy himself – Santa,” Tees says.

“With Santa will be a lucky boy or girl who has won the opportu-

nity through 97.3 the Eagle to ride in the fire truck and help Santa light up the big Sequoia Tree in the Plaza.”

This will be the fourteenth year the Campbell River BIA has marked the beginning of the holiday

shopping season with the Starlight Shopping event.

“Downtown comes alive,” Tees says.

“Shoppers Row, Tyee Plaza, 11th Avenue and Pier Street businesses decorate their windows and stores.

Most stores are open

until 11 p.m. offering special promotions plus hot mulled cider, hot chocolate, cookies or appetizers.”

There will be entertainment everywhere you look. Spirit Square will feature Doug Folkins, Cat & the B-Sides, Shoo Shoo the Clown and the Willow Point Old School Jugglers.

To keep everybody toasty there will be a fire pit compliments of Spirit Square Manager Jim Creighton.

Pacifica Ukes, Carihi Composition, the Salvation Army Brass Band, Job’s Daughters, the Girl Guides and Detailed Face Painting will liven up the Tyee Plaza with music, face painting, taffy pulling, hot chocolate and cookie decorating. Children will enjoy pictures with Santa plus free glow sticks, candy

canes, reindeer hats and colouring books.

All this will be scented by the aromas of warm mini-donuts, Kettle Korn, a salmon barbeque and tacos.

Tees says: “Take a stroll over to the Art Gallery and learn how to create home- made Christmas cards.

“Head up 11th Avenue and check out the inviting shops.

Wander along Shoppers Row and enjoy the new Christmas lighting of red and green set off by white snowflakes.

“Stop in at Shot in the Dark and listen to the music of Fiftieth Parallel.

“A quick hop across the street from Spirit Square and you can enjoy music and coffee at Nesbitt’s Island Coffee and dancing by Raincoast Creative in the Tidemark Courtyard.”

Locals qualify for BC team Last weekend several athletes took part in the 2012 Karate BC provincial championships.

Local athletes competed in the recreational divisions under 14 and the elite divisions aged 14 and over brown belt and above.

The Campbell River Shito Ryu Karate Club sent six athletes to the provincial championships held this past weekend at BCIT in Burnaby.

Natalia Bellefleur received a second and a third in girls 10-11 blue brown kata and weapons kata. Not to be outdone, her older sister Antonia Bellefleur advanced in the

BC team selection tournament with both a medal in 14-15 kata and 16-17 kumite. Her first provincial selection tournament Bellefleur has been working hard for these results and knows the work has just started.

Kyell Erickson qualified in the 16-17 boys kumite, after several national medals.

Kyell is being challenged by some of the upcoming talent in BC. Courtenay Brake, in her second attempt at a BC team selection, qualified in girls 16-17 kumite.

Jordan Foy in his first attempt failed to advance but lost a close contested match in the

boys 14-15 kumite. He is excited with his performance, a personal best and will be back to try next year.

Valerie Doyon qualified in the 14-15 kumite division that she placed third in at the Karate Canada national championships. Doyon also qualified in the 16-17 kumite and the 16-17 kata division.

In order to advance to the Karate BC team final selection tournament, you must place in the top four at provincials.

Other locals who qualified were Jason Higgins of the Campbell River Wado Club in men’s black belt open weight kumite

and Alison Guilderson of the Northwest Shior Kai in her first attempt to advance.

The Storey Creek Trading Midget B Tyees played a game at home last Sunday against the Comox Chiefs in their second meeting of the season.

The Tyees took to the ice with a few regulars out of the line up for various reasons but got lots of support from affiliate players and one Bantam player. Campbell River came out fast and tested the Chiefs goalie early on forcing Comox to take a penalty just 20 seconds in.

They compounded their problems taking another minor a minute later.

The home team failed to take advantage but gained momentum and took control of the game. Their hard work paid off with Matthew Barker getting a shot from the point through traffic and past the netminder for the early lead.

The Tyees maintained pressure and controlled the play giving Comox little to work with until late in the first when the Chiefs managed to even up the score. Ken Fornari finished up a play from Jaret Knowles and Austin Simper regaining the one goal lead before the end of the first period.

Eight minutes into the second Jaret Knowles buried a juicy rebound on a Tyson Dumont blast from the point for the two goal lead before the midway point ice clean. Campbell River lost some of their earlier discipline taking the team’s first penalty early into their return to the ice and giving up a power play goal. A short time later the Tyees took their second penalty and gave up their second power play goal tying the game at 3-3 before the end of the second

The third period was barely a minute old before Caleb Hanson restored the lead to the home side, picking up a puck near the blue line and fooling the goalie. Hanson got his second of the game on a behind-the-net feed from Royce Barrie, giving them a 5-3 lead with 15 minutes to play.

Campbell River gave up a third power play goal on their fourth penalty of the game bring the Chiefs to within one at the 10:36 mark. Hometown goalie Mike Sampson was solid, making his best save so far with his glove while rolling around in the net on a bullet shot from a wide open Chief. With less than three to play in the third, the Tyees decided to make it interesting for the large crowd gathered to watch. Campbell River was given a double minor for tripping and chirping, but that wasn’t exciting enough, they took another penalty killing that penalty. 5 on 3 advantage with 1:21 to go, no wait, it is now a 6-3 advantage after Comox pulls its goalie. Now it is exciting, thank Tyees for giving the crowd something to watch midway through a Sunday. Comox put everything they had into getting the tie but Campbell River maintained their positions and made no mistake clearing the puck as soon as it hit their sticks. Penalties and penalty kills were the only weak spot, giving up three goals on just eight attempts.

Hurricanes are Golden at Wickenheiser Tournament You can’t find a more inspirational person than Haley Wickenheiser when it comes to women’s athletics.

She has set the bar when it comes to Women’s Hockey and is a role model for many young athletes. Attending the Haley Wickenheiser International Women’s Hockey Festival is more than about playing hockey, it is an educational and empowering experience for all the girls involved in the tournament.

The Campbell River Bantam Hur ricane Girls were no exception.

They faced a tough North Shore Avalanche team who were fresh off their big Sooke Tournament win from last weekend. The opening game found the Hurricane’s losing a close 2-3 game after opening the scoring with goals from Jessica Grant and Lisa

Lloyd. The Avalanche answered back with a goal in each period to take the tournament opener.

The close game against the Avalanche inspired the local Campbell River girls to raise their game, knowing that they could compete with some of the bigger teams.

Their second game against the Tri City Blues was a one sided affair, as the Hurricanes had a five goal first period with goals coming from Callie Ann Massee, Lloyd, Grant, Rebecca Manson and Haley Hunter Goal assists coming from Julia Mercer and Rylee Nelson. Cassidy Bellavance, Hunter and Alyssa Palmer rounded out the goals in the later periods while goalie Jadylin Spooner continued to frustrate the Blue’s players, not allowing a single goal.

With each game the Hurricane girls gained momentum and confidence and began to believe they could win the tournament.

Coach Guy Germyn gave a motivational speech just before the semi-final game and the girls cruised through with 6-1 victory over a Vancouver team.

This win would put them in a final against none other than the North Shore Avalanche who received a bye into the final. The Campbell River girls had a few hours to recuper-

ate and get focussed for the big game. The team was game ready and it was a battle, with the local side scoring early in the first period with a snipe from Manson.

Nelson and Bellavance added two more in the first period to take a 3-0 lead.

The second period found the local side playing short handed for much of it as the squad were penalized for their tough physical play. Killing off the penalties and a rock solid effort in net by Spooner only further inspired the girls to go for gold.

The score would remain 3-0 through the second and third periods to seal the win for the Hurricane girls.

Coaches Dennis Bellavance, Guy Germyn and Chris Jochimski could not have been more proud of the character shown by the girls throughout the entire tournament.

The Timberline Wolves Senior Girls Volleyball Team has achieved its goal for the year; to qualify for the B.C’s.

The girls won bronze at the Vancouver Island AAA Girls Championships, securing a spot in the provincials. The 10-team event was held at Parkland Secondary in Sydney. The Wolves were ranked third going in and knew they had to play their best to place in the top three.

In pool play, the Wolves beat Frances Kelsey of Mill Bay 25-13;25-18 before moving on to defeat Esquimalt 25-7;25-6. Next up was Wellington of Nanaimo who fell to Timberline in straight sets, 25-11;25-10. The first few matches served as a good preparation for our final pool match of the day against the No. 2 ranked team in the province, Nanaimo Secondary. Once again, as they had done at North Islands, the Wolves came close to NDSS, but just couldn’t finish. They were the only team at the tournament to take Nanaimo to a deciding set. They get closer and closer to them each time they play. Unfortunately, they lost 23-25; 25-16 and 12-15.

That left the Wolves second in their pool and into the play-off round. The first play-off match was against Mark Isfeld of Comox.

Timberline served tough and played with an aggressive attack and beat Isfeld two straight, 25-14; 25-17. This put them into the semifinal against Ballenas of Parks-

ville, the No. 5 ranked team in B.C. The semifinal matches were best of five and Timberline took Ballenas to five sets.

It was a very exciting match, probably the best of any in the tournament. In the semifinal, Vanessa Schulz had the team high passing percentage, while Sarah Chase lead in kills. Farryn Elhorn had the best serve percentage while Kaitlyn Herbert had the most blocks. Tommi Corder and Nicole Herbert shared setting duties and did a great job running the offense.

The final match of the tournament was for the bronze medal and was the same match-up as North Islands against Carihi. As in the North Islands, the Wolves defeated Carihi in straight sets but this time to earn a berth to the provincial championships.

“It was a total team effort,” said coach Terry Philp. “Our defense and tenacity got us that medal.

We have really come a long way in becoming a team this year. It hasn’t been easy and we’ve had a lot of bumps along the road to achieving this goal, but we did it and we are ecstatic.”

Sarah Chase, who had a great weekend both offensively and defensively, was named to the allstar team.

The B.C’s are next week in Vancouver and it is an opportunity for the younger players to be exposed to this type of tournament.
