There is something that is a regular occurrence at Camp Winfield, one of three Easter Seals camps for disabled children run by the B.C. Lions Society for Children with Disabilities. As parents drop their kid off at Camp Winfield the children dissolve into tears, not wanting to let go of the warmth and security of the parental unit. A week later, after the child has spent time with camp counsellors and friends, has taken part in activities and bonded with peers, the parents come back and so do the tears, as the child doesn’t want to leave Camp Winfield. Such is the way things go at Camp Winfield, where up to 35 camp counsellors and a multi-

tude of volunteers host hundreds of children each summer in a variety of week-long camps. “Having a disabled child takes 24-7 care,” explained Rick Harker, manager of Easter Seals Camp Winfield. “Quite often it’s mom and dad who have to sleep with one eye open. When the child comes to camp they get one week of respite. It’s a good break for the parents and the child gets away from TV, gets away from routine and from all the activities they are forced to do.” While at Camp Winfield, children are pushed to explore new boundaries all the while with camp counsellors close at hand. Usually there is one counsellor for every two children as they take part in activities like canoeing, rock climbing, swimming and arts and

crafts. But last weekend Camp Winfield did things a little differently. For the first time ever, parents and siblings of the disabled children were invited to take part in Camp Winfield, spending the weekend with their family at the camp and experiencing the things that take place together with their disabled child. Harker said it’s a way of bonding for the families and something that is different than their day-to-day lives. “What happens is a lot of the children that we host have siblings that aren’t disabled,” he said. “They come with their brother or sister to drop them off and they see the camp and they think they’d like to be here too. Because there was an interest from

the parents wanting to know what the camp is all about this will help them rest at ease so they can see where the kids sleep and what activities they do.” The first ever family weekend at Camp Winfield featured eight families for a winter camping weekend. Activities planned included arts and crafts, games and anything else that the

weather allowed. Most importantly, families of disabled children were able to get an idea about the camp and its benefits for their kids. “Now siblings and families can witness and see what their brothers and sisters are doing,” said Harker. “It’s a very positive thing.” Camp Winfield is one of three Easter Seals camps in B.C. with the

others located in Squamish and Shawnigan Lake on Vancouver Island. Winfield’s camp is located on 32 acres of land near the town and, for the past 30 years, has hosted five camps each summer. Learn about our ranching heritage The Lake Country Museum has announced its latest public lecture in which local ranching will come under the spotlight. Called Cowboys East and West; Ranch Hands on the B.C. and Alberta Ranching Frontiers, the lecture will be given by Ken Mather, the curator of the O’Keefe Ranch. Mather has been involved in heritage site research, planning, administration and collections management for the past 38 years. He started as an historical researcher at Fort Edmonton Park and later spent three years doing independent research and interpretive planning in Alberta. In 1979 he went to Barkerville

Historic Park as the interpretation and education coordinator and later was curator for two years. He accepted the position of manager/ curator at the Historic O’Keefe Ranch in 1984 and remained there, living on the site, until 2004. During that time, he did a number of independent research projects and served on the BC Museums Association board for 10 years. In the spring of 2010, Mather took a position as the general manager of the historic Hat Creek Ranch near Cache Creek but his love for the Okanagan brought him back to O’Keefe Ranch in 2011. Mather has written a number of articles and research reports for

different magazines and websites. His first full-length book, Buckaroos and Mud Pups—The Early Days of Ranching in British Columbia, was published in 2006. His second book, Bronc Busters and Hay Sloops—Ranching in the West in the early 20th Century came out in May of 2010. His third book Cowboys and the Great Divide—Early BC and Alberta Ranching, is due out in April 2013. Mather’s lecture will take place Sunday, Nov. 25 at the Creekside Theatre. Man’s death deemed suspicious by RCMP in Lake Country

Gallery readies for Under 100 art display

The RCMP’s Southeast District major crimes unit is investigating the suspicious death of a Lake Country man. Lake Country RCMP were called to a residence with regards to a man down complaint on Saturday, Nov. 3. The man has since died. At around 12:13 on Nov. 3, the Lake Country RCMP and B.C. Ambulance Services attended a residence in the 9000-block of Highway 97 in response to a report of a man laying by a vehicle. Emergency repsonders found the man in an unresponsive state and in

medical distress. The 61-year-old man was taken to Kelowna General Hospital by Ambulance for medical treatment where he remained until his passing on Nov. 6. The RCMP major crimes unit and the B.C. Coroners Service are continuing their investigation into the man’s death, which has been deemed as suspicious in nature. RCMP investigators are asking anyone with information regarding this incident to call the Lake Country RCMP at 250-766-2288 or contact Crime Stoppers at 1-800-222-8477.

The third annual Under 100 art show and sale is set to open at the Lake Country Art Gallery on Nov. 17 and continues until Dec. 22. A Christmas Carol comes to Vernon Arts Centre The Vernon and District Performing Arts Centre Society presents Monster Theatre’s A Christmas Carol on Dec. 9. It is the second of four shows in the society’s 2012/13 Kids’ Series. Monster Theatre offers a new take on Charles Dickens’ classic Christmas tale. Two actors portray more than 50 characters in this heartwarming re-telling of a Christmas classic. It features puppets, songs, dance numbers and flying ghosts that the whole

family can enjoy. “This A Christmas Carol honours Dickens’ original work, but adds a layer of comedy, heart, and spectacle that you wouldn’t usually get in a traditional staging,” said artistic producer and actress Tara Travis. Mystery of Fraser River salmon far from solved

efore the 1,200page, $25-million Cohen Commission report on the Fraser River sockeye salmon fishery slips beneath the waves, allow me to dip my toe into the river of data that has flowed by in the past three years. If your information on this hugely complex subject consisted of skimming a few news stories or watching protesters on TV, you will likely conclude what urban people have been indoctrinated with for years—that the whole issue is salmon farms and whether they are bad or catastrophic. “Freeze new salmon farms on sockeye migration route: Cohen” said the headline on a Black Press report. Those who read past the headline would learn that Justice Bruce Cohen recommended a freeze on further salmon farms around the Discovery Islands group near Campbell Riv-

Tom Fletcher er until 2020. It’s up to the industry to show by that time that the risk is “minimal,” or farms there should be shut down. A B.C. Salmon Farming Association spokesman said only nine of 70 B.C. salmon farms are in that area. There are no current applications for more. Let’s say you decide to plunge in, and download the full report from www.cohencommission. ca. If you go to Volume 2, page 102, you will see a series of graphs that show sockeye runs from rivers other than the Fraser, from Washington all

the way up to Alaska. It’s not a pretty sight. From Washington up to the Central Coast, the Skeena, Nass and up to Yukon’s Klukshu and Alaska’s Alsek, most runs show a decline starting in the 1980s or early 1990s. This includes runs that migrate down the west side of Vancouver Island, away from salmon farms. Alaska doesn’t allow farms, preferring “ranching”—a strategy that floods the ocean habitat with millions of hatchery fish. These are commercially fished and marketed as “wild.” B.C.’s North Coast has never had salmon farms. The area has been subject to a moratorium since an NDP-controlled legislative committee gave its verdict on the problem in 2008. The popular villain in those days was sea lice. Skeena MLA Robin Austin chaired the committee that called for an end to open-pen sal-

mon farms in five years. Then-agriculture minister Pat Bell approved one NDP recommendation, a moratorium on salmon farms in North Coast waters. This was after the Pacific Salmon Forum conducted its own fouryear study, led by former fisheries minister John Fraser. Similar to Cohen, Fraser concluded that there is no simple answer to this complex problem. And they agreed that salmon farms don’t explain it. Cohen’s report makes it clear that the problem is far larger than could possibly be explained by salmon farms. How about logging impact? Cohen concludes after much testimony that stream protection has improved significantly during the time of observed sockeye decline. Impact from extra runoff due to pine beetle infestation couldn’t be evaluated. Poaching on the Fra-

ser? Cohen didn’t get around to that. His biggest concern was climate change, warming sensitive river waters and affecting ocean conditions. During the Cohen commission hearings, the 2010 Fraser sockeye run came in gangbusters, with 35 million fish. One leading theory is that ash from an Alaska volcano fertilized the ocean, producing algae that supported more salmon feed. Could it be that salmon ranching from Alaska, Japan and elsewhere is simply depleting the food supply? That too is inconclusive. Finally, Tides Canada, a U.S. front group that diverts attention from U.S. salmon and oil tankers, spent $25,000 to publicize Cohen evidence. Can you trust a collective wisdom that includes ignorance? TAYLOR FROM A4 ment were linguistically correct. (I’m being charitable in suggesting that possibility; almost inevitably, some “improvements” will be just plain wrong.) Committee members are entitled to their opinions, of course. But a collection of inputs needs to be filtered through a single competent mind to produce a readable document. I can think of only one significant exception to this rule—the King James Version of the Bible, created by a committee of 74 independent scholars in 1611. But even there, they borrowed two-thirds of their text from a previous translation done by one writer, William Tyndale. For his heretical efforts, Tyndale had been executed by strangulation. Then his dead body was burned at the stake. Unfortunately, editing by committee has gained popularity in the digital age of social media. Anyone can now contribute their knowledge—or their ignorance—to any subject. It’s called “crowdsourcing.” James Surowiecki’s book, The Wisdom of Crowds, Why the Many Are Smarter Than the Few, popularized the concept. Its philosophy is the more, the merrier. And the more creative. Yes, there are times when crowdsourcing seems to work. Wikipedia is an example. Random sampling of its contents apparently proves it fractionally more accurate than even the venerable Encyclopedia Britannica. Still, there are times when its entries seem to reflect the obsessions of a few fanatic individuals. But now Collins has thrown open its dictionary to anyone with an Internet connection—in other words, anyone. Which means, for example, that someone can insist that flout and flaunt are the same thing. Or career and careen. And is it you’re, your, or yore? There, they’re, or

their? You’re not sure what the difference is? Look ’em up. Oh, sorry, you can’t. Well, yes, you can, but can you trust a collective wisdom that includes ignorance? As Jonathan Green asked, in Britain’s Guardian: “If it is not intensively researched, edited, proofed and rendered as ‘true’ as possible, why bother to consult it? If a reference [text] is to remain useful, it cannot become amateur hour.” There is a place for wisdom, for knowledge, for expertise. Forum muted parents’ views about district’s strategic plan for Lake Country’s Grade 6 students To the editor: I would like to express some thoughts on the “open” meeting that was recently held in Lake Country regarding the September 2013 move of Grade 7 children into the current George Elliot Secondary School, which is part of the School Disrict 23 Long Term Facility Plan. The meeting started out with the superintendant discussing who else would be speaking at the meeting. Right from the start, you could tell there was going to be more output from the school district than what would be allowed from parents in attendance. The meeting had a continuous bombardment of stats from the school district, which included stats from a group covering North America as a whole.

Sorry, but Lake Country is a tiny part with its own needs and challenges to be included with the rest of North America. Several of us parents continued to notice all of the contradictions that kept coming up from the speakers, but as the superintendant said, “You don’t have to take notes tonight as all of the information will be on the website tomorrow.” I hope people did take note of all of the items that did not make sense, from sending the children across the major highway to the school district not having a plan in place for busing the students from their current school catchment area down to the high school several more kilometers away. Pretty soon into the meeting, this just sounded like they were trying

to sell us something. I guess they are with this big plan, which is not really a long-term facility plan but a plan that can change at any time the school district sees fit. Even the school district said the associated costs are about the same for putting in a middle school now in Lake Country or sending the 11-year-old children to school with the 17 and 18 year-olds, and then building a middle school later. At the end of the pre-

sentation, the superintendant’s voice became quite loud and for a better word “pushy.” He sounded like a bully trying to tell us these were our options and he would “allow” us to speak. At that point the administrators divided the room into several sections for people to stay and ask questions and voice opinions. At that point, several of us felt again like we were in kindergarten. Could they not handle hearing from the parents

and public as a whole room with a common interest? I am sure everyone there would have wanted to hear everyone else’s comments and concerns, not the most productive way to hold an “open” meeting. Maybe that was the whole point—to only make it productive from the school district’s point of view.

For those considering training prior to joining the workforce, demand for skilled workers in the industry is likely to grow—to 2020 and beyond. There are a number of reasons for this. For truck drivers, the industry is facing a North America-wide shortage because most are 45 years of age or older and nearing retirement (in fact, in Canada, according to a report by the Canada Trucking Human Resources Council, 58 per cent of longhaul truck drivers fall in this age range). Similar shortages exist for other jobs, including diesel engine and heavy duty mechanics. Aside from worker shortages, econom-

Road closures required for blasting Construction work on the Highway 97 bypass in Lake Country will include rock blasting this week. Windley Contracting (2010) Ltd. is conducting clearing work between Winfield and Oyama, on Wednesday, Nov. 14 and Thursday, Nov. 15, between the hours of 9 a.m. and 3 p.m. As this work will include rock blasting and its removal from

the highway, motorists should expect traffic delays during these times. A 30 minute highway closure from Oceola intersection to Ponderosa Road is scheduled to take place between 1 p.m. to 1:30 p.m. on both Wednesday and Thursday. This is necessary as blasting activities must be completed during daylight hours for the safety of the public and our workers. Motorists may want

Road naming process has not taken publicâ€™s input seriously To the editor: The District of Lake Country never ceases to amaze me. Why ask people to submit names for the old Highway 97 if they have already decided on a name. Thanks to the 536 people who took time to submit a name, but it would have been nice if you were told that it would be named Parkway. The district then takes the obvious Lake Country and Wood Lake and throws in the aborigin-

al name of Wood Lake and says: Now you can choose which of the three you want. So, what happened to the public input? Letâ€™s see the list of the 130 unique names and go from there. Parkway just gives the wrong impression; according to Wikipedia a parkway as defined as â€œa divided limited-access road with grade separated interchanges. Also known as an expressway, freeway and interstate highway in North America.â€?

My dog has started to slow down over the last few months. Is this just part of normal aging? As dogs age, we generally see changes in their behavior. The playful ball-chasing and constant running around that we associate with puppies gives way to adult dogs napping in the sun and lounging during evening TV time. With senior dogs, we accept even more slowing down. However, it is important to remember, however, that old age is not a disease. We need to differentiate between normal behavior changes of aging dogs and abnormal behaviors that can be important signals of pain. Unfortunately, detecting pain in our canine companions isnâ€™t always straightforward. Some visibly obvious behaviors are important signals that a dog may be in pain. These include: avoiding slippery ďŹ‚oor surfaces, difďŹ culty getting up from a down position, difďŹ culty lying down or getting comfortable, limping/lameness, lying down while eating or drinking, reluctance or inability to get up onto furniture or a bed, reluctance to go up or down stairs, reluctance to sit when asked, reluctance to turn the head to one side or the other, sitting on one hip or the other with the rear legs off to one side. Any of these behaviors should prompt a visit to the veterinarian so he or she can ďŹ nd the cause of the pain and start to treat it.

Road Closure Notice: 30 minute, Hwy 97 closure for rock blasting work 1:00-1:30pm Wednesday, November 14 and Thursday, November 15 from Oceola intersection to Ponderosa Road. Highway construction traffic delays can be expected 9am-3pm. Motorists may want to use alternate routes during these periods. A detour route will be available via Oyama Road on the east side of Wood Lake.

Final Public Input Opportunity – naming “Old Hwy 97” The “Old Hwy 97” section of road is close to having its own name. District of Lake Country Council has narrowed the naming choices down from 160 unique names submitted, to a shortlist of three based on public feedback, historical naming by Aboriginal inhabitants of the area, a corridor theme for future parks, and consideration of potential naming conflict with other jurisdictions.

Community Information Just a few more weeks to have your yard waste picked up at your curb! Fall yard waste curbside pickup ends November 30th. That’s the last day for the curbside yard waste pickup program this year until collection resumes again March 1, 2013. So gather your leaves, grass clippings, fruit droppings, needles, prunings and branches, put them into your yard waste cart with the green lid closed and wheel it out for your regularly scheduled pick up. The District of Lake Country’s sports fields are now closed for the season to begin winter maintenance. Over the winter, District crews inspect sports fields to determine what repairs are required and perform annual general maintenance. Field closures are necessary and help maintain the quality of turf for the best possible playing conditions once spring arrives. District staff appreciates the public's support by staying off all District fields until they are opened in the spring of 2013.

Burning in the region: Residents from West Kelowna to Lake Country may see smoke from a series of controlled fires over the next month, as a contractor working for the Okanagan Shuswap District collects and burns waste wood and other forest fuels in the Gillard Creek area to the south of Kelowna.
