Video cameras follow Bradner shootings By VIKKI HOPES Black Press
Abbotsford Police are conducting video surveillance of a neighbourhood that was the site of two drive-by shootings in 18 months. Two signs declare “area under video surveillance.” They are on two telephone poles on either side of a rural property in the 2500 block of Bradner Road, just north of Simpson Road. Abbotsford Police Const. Ian MacDonald said well-hidden video cameras were installed in the area about two weeks ago. “Our primary mandate is public safety, and we’re going to use every tool at our disposal to ensure public safety,” he said. The first shooting occurred in January 2011, when eight to 12 shots were fired as a 25-yearold woman driving a pickup pulled into a driveway in that area. One shot blew out the back window of the truck, narrowly missing the woman’s head, while another went through the living room window of the house. Police said two male residents of the house – ages 21 and 27 at the time – were well-known to police. The second shooting was on Sept. 4 of this year, when a 24-year-old man suffered a gunshot wound to his arm. The victim had been in a Ford SUV along Bradner Road with an unknown number of people when the vehicle was shot at several times.
The man was treated in hospital and released. MacDonald said although no suspects have been charged in connection with the incidents, police have some solid leads and have gathered “a fair amount of evidence.” He said this is the first time that police have installed video cameras in a neighborhood since October 2008, when they were set up along Strathcona Court, where the Bacon family lived at the time. Brothers Jarrod, Jamie and Jonathan – members of the Red Scorpions gang – were the targets of a murder plot at the time. Police said they installed the cameras to protect the neighborhood and prevent violence. Jonathon was killed in a drive-by shooting in Kelowna in August 2011, and Jarrod is currently serving a 12-year sentence for a drugconspiracy conviction. Jamie is in prison awaiting trial in the “Surrey Six” slayings. Their parents no longer reside in Abbotsford. The name of one of the men connected to the Bradner Road home that was shot at in January 2011 came up in court proceedings earlier this year during Jarrod Bacon’s drug conspiracy trial. The Crown alleged the man, a longtime friend of Bacon’s, was whom Bacon was referring to, on wiretap evidence, when he said he had a funder who could supply to up $3 million to purchase cocaine from Mexico.

Hockey bags full of $500,000 worth of cocaine were dumped out of a van and into a ditch in Aldergrove on Thursday morning, Oct. 4. Around 7:30 a.m., Langley RCMP received an anonymous call to report a suspicious scene in the 27200 block of 8 Avenue. The caller said he witnessed an eastbound van, with three occupants inside, throw what looked like three hockey bags into a ditch at that location. Police went to the location and recovered two hockey bags containing what appeared to be 21 bricks of cocaine. Lower Mainland Integrated Police Dog
Services attended and attempted to locate the third bag, however, they were not successful. Police could not locate anyone associated to the bags, said Cpl. Holly Marks. These bricks of cocaine have an approximate street value of half a million dollars. Langley RCMP has not been able to identify the owner of the drugs so no charges will be laid. “This is a substantial seizure that we are happy to have off the streets,” said Langley RCMP Supt. Derek Cooke about the 21 kilograms of cocaine. “There is no doubt these drugs would have caused significant harm to many people’s lives. I am hopeful that instead, this seizure will have a positive impact.”

Late night assault suspect sought Aldergrove Star
Langley RCMP is seeking the assistance of the public to identify an individual responsible for a physical attack near Steel Park very early Friday morning. The park is located at 248 Street and 54 Avenue in northeast Langley. Police were called just prior to 3 a.m. after a young female of 17 years advised she had been walking in the area at approximately 2:30 that morning when a male, not known to her attacked her brandishing a knife. She was able to fight him off and the male ran away. Lower Mainland Police Dog Services attended, however, they were not able to establish a track. The female attended a local hospital for treatment of her minor injuries. The male is described as between 5’9” and
5’10”, slender build, wearing all dark clothing and a dark mask or balaclava over his face. Langley Serious Crime has assumed conduct of this investigation and need the assistance of anyone who saw anything related to this crime, possible suspects or suspicious persons in that area around that time, any suspicious vehicles in the area or even if the victim herself was seen walking in the park. The victim has long dark hair and was wearing a grey jacket, boots (medium brown, similar to UGG’s) and pink and white silk pajama bottoms. Retail staff are being hired this week, new racks are being installed and quality used goods are being sorted and priced, but the Army is calling for donations of more quality used goods to be dropped off, during regular business hours only, please (see advertisement on page 4 for details). The thrift store, located at the former Fields Store site, will provide needed revenues for the operation of the Army’s Gateway of Hope emergency and transition shelter in Langley City.

Fire fighters were called out to what appears to have been an electrical fire inside the walls of a commercial and apartment building on Fraser Highway’s 27200-block, Thursday, Oct. 4, shortly after 4 p.m. The occupant of the apartment attempted to extinguish the fire when she spotted smoke coming through the southern exterior wall, but the flames leapt up the outside wall’s vinyl siding, where firemen doused it. Fire damage was minimized but water and smoke damage has made the building uninhabitable for now.
Hog-fuel fire tough to battle Aldergrove Star
It took Abbotsford crews four and a half hours to extinguish a fire in a large pile of hog fuel on Thursday night, Oct. 4. Abbotsford Fire Rescue Service (AFRS) was called to the blaze just before 10 p.m. at 140 Mt. Lehman Rd. Assistant Fire Chief Dave Rivett said that, when crews arrived, there was a deep-seated fire in a 10-metre-high pile of hog fuel in a farmer’s field. “This type of fire is extremely difficult
to extinguish … Fortunately, there were no buildings in close proximity,” he said. The property is in a rural area with no fire hydrants, and this resulted in AFRS having to shuttle water from a hydrant near the Abbotsford Airport. Two AFRS engines and four water tenders/tankers responded to the incident, with a total of 20 firefighters. There were no injuries. Rivett said the suspected cause of the blaze is spontaneous combustion of the wet hog fuel.
The municipal tax increase for 2013 should be as close to zero as possible. That’s according to a staff report, presented to Abbotsford council on Monday afternoon. In the presentation, the 2013 budget objective is listed as a “near zero” increase as part of a goal to implement a “financial sustainability strategy” for the city. Staff is asking council for direction on the 2013 budget in hopes it can be completed and adopted by Dec. 17, 2012. The new budget will have to take many factors into account. They include police and fire services, collective bargaining for union staff wages, a proposed review of all
city services as well as a slower rate of growth than originally expected, the current economic uncertainty and the under-performing Abbotsford Entertainment and Sports Centre and Heat hockey team. In 2012, the city raised municipal taxes by 1.66 per cent. In 2011 the hike was 4.3 per cent and 4.5 per cent in 2010. “We cannot continue to go down the road of having budgets that are greater than growth or inflation,” said Abbotsford Mayor Bruce Banman. “The great news is staff agree.” Banman said staff are working hard to take the burden off the backs of taxpayers. He also noted that new sources of tax income, including the huge shopping mall
being constructed at Mt. Lehman, will add to city coffers. “That’s the largest mall that’s been built in the last 30 years between Vancouver and Calgary. That comes with a bit of a bump in the bottom line of the city.” According to the report, a representative house in Abbotsford paid about $4,012 in municipal tax in 2012. That’s higher than Surrey, Langley, Maple Ridge, Kamloops, Kelowna or Chilliwack, but less than North Vancouver, Richmond, Burnaby, Coquitlam or Delta. Those cities were chosen as examples because they have a population base between 75,000 and 500,000. Public meetings on the budget are scheduled for Nov. 6 and 7. Times and locations are to be determined.
Drivers get free week to try new Port Mann Bridge By JEFF NAGEL Black Press
Drivers won’t pay a nickel to cross the new Port Mann Bridge for the first week after its official opening this December. Transportation Minister Mary Polak said the province wants all drivers to get a chance to try to the new crossing and experience its promised time savings without having to worry about paying the tolls. She wouldn’t yet reveal the the exact date of the official opening or when the toll-free week will be. Hundreds of workers were on
the bridge deck Thursday for an appreciation barbecue that also marked the Port Mann’s inclusion in the Guinness Book of World Records as the world’s widest bridge. At just over 65 metres wide, the Port Mann beat the record held by the 48.8-metre Sydney Harbour Bridge in Australia. The free week announcement came a day after the province unveiled its plan to offer a one-year half-price toll of $1.50 a trip for regular vehicles to encourage drivers to register under the electronic
tolling system. Passes will also offer unlimited crossings for the equivalent of 50 trips a month. The first chance for regular motorists to cross the Port Mann comes Tuesday Sept. 18, when three eastbound lanes will open across the new span as part of construction staging. The Golden Ears Bridge offered a month of free crossings before its full-priced tolls kicked in in 2009, and use of it has fallen short of forecasts ever since – something the province wants to avoid with the new Port Mann.

Lifelong County Line resident Cal Caplette is distraught and sick to his stomach after a municipal sewer line break emptied thousands of litres of raw untreated sewage into West Creek Thursday, Sept. 27. The rupture occurred next to West Creek at the southeast corner of the 272 Street and 56 Avenue intersection. Ironically, a roadside sign marks this area of West Creek as protected, and there are storm water retention ponds to regulate storm water flow into West Creek. These retention ponds are where the effluent first entered West Creek. The effluent almost immediately killed all the trout and stickleback fish in the beaver pond below the Caplette family’s home. Dead trout floated to the top of the creek Thursday evening and by Friday morning had settled to the bottom. Hundreds of dead trout and stickleback are visible on the creek bottom, and are slowly but surely being covered by solid particles also settling to the bottom. The pungent smell of sewage lingers in the water. Caplette, whose family has lived here since 1949, said he has never seen anything like this before. “The Township and Ministry of Environment say they are on top of it but I really don’t think there is anything they can do,” said Caplette, who has been in constant

The Township has installed an aerator in Caplette’s pond to put oxygen into the water, but it’s too little, too late, for the fish that were there. The pond is dead. He notes that the Township has pumped the tainted water out of the retention ponds, but rainfall on Friday night flushed more waste down West Creek. Most of it was trapped in the pond created by a beaver dam on Caplette’s property. “The irony is they recently trapped the beaver that saved their butts on this spill,” said Caplette. Langley Township is working hard to clean up a “significant”

The Township found out about it quickly, and crews worked fast to shut shut down the flow of sewage so they could get at the broken main. “We worked through the night and had the pipe fixed by the weekend,” said Zwaag. “But the clean up of the creek is complicated and ongoing.” Both the Ministry of Environment and the Department of Fisheries are aware and in contact with the Township about the spill. But the damage is done and now they are conducting tests to see what levels of coliform are left in the water.

Zoo passes CAZA with flying colours Aldergrove Star
The Greater Vancouver Zoo has successfully passed re-accreditation with Canada’s Accredited Zoos and Aquariums (CAZA). The accreditation process takes place every five years in which the zoo goes through a very comprehensive application submission in February, followed by a review from the CAZA Accreditation Committee Board and then a team of inspectors is selected from this committee for an on-site inspection in the spring or summer months. The inspection team visited the Aldergrove facility for a rigorous 3.5 days in August to inspect all aspects of zoo operations, including animal health care, exhibits, husbandry of all animals, educational programs, safety and security, guest services, conservation, research, staff training programs, finance and physical facilities. The CAZA inspection team was comprised of a veterinarian, specialist in education and communications, and operations expert. Canada’s Accredited Zoos and Aquariums (CAZA) is a charitable organization dedicated to promoting the welfare of animals and encouraging the advancement and improvement of education, conservation and science.

VICTORIA – My column on skills training a couple of weeks ago gave short shrift to the NDP position: tax the banks and hand out grants for women’s studies, sociology and other worthless pursuits, while skilled jobs go begging. That’s a pretty crude caricature, so I sat down with NDP leader Adrian Dix in his legislature office last week to get a better sense of his thinking on the subject. Dix has been devoting a lot of time lately to skills training, in trades particularly. He meets frequently with business people now, and his recent speeches emphasize that every one of them talks about the growing shortage of skilled employees. Dix credits Premier Christy Clark and jobs minister Pat Bell with making some good moves recently, announcing equipment upgrades for vocational programs around the province. He says it’s because the NDP have been “pounding away at them for eight months” about freezing advanced education spending in their March budget. Dix calls that a crucial mistake and predicts the government will reverse it soon. “So I think, if we’re going to have a mission for four years as a government, if we’re elected, this is the mission: to start to address the skills shortage,” he told me. In his speech to the recent municipal convention, and
again at an NDP provincial council meeting, Dix zeroed in on B.C.’s apprenticeship system. Since the B.C. Liberals took it from trade unions and set up a Crown corporation called the Industry Training Authority in 2004, the completion rate for apprentices has fallen to 37 per cent, he said. Dix assured me he isn’t proposing to “blow up” the ITA, or hand control back to unions. They will have “a voice,” along with business. Speaking to the NDP executive, Dix referred to Phil Hochstein, president of the non-union Independent Contractors and Businesses’ Association, as the symbol of trades training decline. Not surprisingly, Hochstein has a different take. The 37 per cent figure is misleading, Hochstein said, because under the ITA there are currently 32,000 apprentices in the system, twice as many as when it was union controlled. Many drop out in the first year, and Alberta claims a better completion rate because they don’t start counting until the second year. And when Dix touts Alberta’s “mandatory” trade system, Hochstein said he means returning to a system where all work is restricted to journeymen or registered apprentices of that trade. “What it does is impose union jurisdiction on the
training system of the entire construction industry,” Hochstein said. “So multiskilling, multi-tasking, organizing the work in the most efficient way is blown out of the water, and it’s stuck in the old craft system of training.” The marketplace has spoken on that restrictive system, he said, and unionized construction is down to about five per cent of the market, based on payroll. Hochstein said the NDP talks a great game about getting more young people into trades. But when unions have the upper hand, they will always favour seniority. A quota of two apprentices per journeyman means another one can’t be hired. Dix agreed with me that the public school system has over-emphasized university, to the detriment of not just industrial trades but lab techs, chefs and other skilled workers that are in short supply. As B.C. Federation of Labour president Jim Sinclair recently noted, tradesmen themselves often don’t encourage their kids, because they’ve been told all their lives that they are “tool monkeys” in a dead-end job. Editor: I understand the Township of Langley has the opportunity to build another pool in Aldergove, which is a real bonus for the community. This legacy to the citizens of Langley will be for generations to come that will make for a healthy vibrant community. The ability to provide the community a swimming pool that will function as a useful pool for many user groups is paramount when designing and building this pool. The Township currently has two indoor pools, the Walnut Grove Pool which allows many different uses in the community to use each and every day and the W.C. Blair Pool which has very limited use for community. Healthy living is a big part of everyone’s lives and the Township must understand that the community needs when designing and building this new facility. Short term thinking cannot be considered when coming up with building design. Pools, arena, fields, etc. do not have to be fancy, expensive and over the top. The pool decks and change rooms could be concrete and not be tiled, the roof does not need to be too high, etc. The expense needs to be in the space and ability for multiple users being able to use the pool on a daily basis. Currently the Township has the Walnut Grove Pool that accommodates competitive competitions in Langley. What is needed in Langley is another facility that can accommodate swim club, lap swimming, swim lessons, public swimming, therapy, seniors and young children on a day to day basis. In my opinion the W.C. Blair pool missed the mark in trying to accommodate the community on a daily basis, rather they built and operate a play/seniors pool that has a difficult time when it tries accommodating many other users. Some inexpensive design items were not done and therefore the pool lacks its potential. Having a pool which has eight lanes is paramount for accommodating lessons, public swimming and user groups. Having a separate space/tank for diving boards, a slide drop zone, therapy area, water walking/exercises area will make for a much more versatile community pool. I know there is talk about a portion of this pool being outdoors but this is not really a plausible idea. This would make for another WC Blair Pool which does not do justice for the Township and the money that is going to be spent. Short term thinking with regrets in the community. The name says it all -- Starting Point. Langley’s homeless outreach services in partnership with Aldergrove Neighbourhood Services has opened up an office in the heart of Langley City, on Eastleigh Crescent, that is a drop-in spot for those in need, said outreach worker Fraser Holland. A one stop-shop, if you will, for young and old looking for help with filling out welfare forms, tax returns (which are now required to receive welfare) and to find housing or emergency help of all kinds, said Holland. “Before I was out in the community at different locations, from the soup kitchens to the bush and I was hard to track down,” said Holland. “Now, people can come here five days a week and there will always be an outreach worker here.” The success of the outreach program has allowed Stepping Stone to hire a fourth outreach worker. His function is mainly to work with the homeless at the Gateway of Hope. Langley’s homeless population is growing. Holland said his oldest client is 89 years old. Here’s another telling number: Out of the hundreds Holland works with, 255 are 55 and older. “That means I’m dealing with cognitive issues and other age related health problems,” he said. As they got older and stuck in their addictions, along with age related issues, they become harder and harder to house, he said. Just through word of mouth, they have already had 280 different people through the doors of Starting Point. In the meantime, the Gateway of Hope homeless shelter is running at 108 per cent. “We have to look at prevention, making sure youth get the help the need before being homeless becomes entrenched in them,” he said. Poll finds support for B.C. refinery By TOM FLETCHER Black Press
Kitimat Clean Ltd. has applied for environmental assessment of a proposed oil refinery, after commissioning a poll that found nearly three out of four B.C. residents support the idea. A province-wide phone survey conducted during September found 78 per cent of respondents were aware of the proposal to build a large refinery at Kitimat to process Alberta heavy crude oil. Provincially, 72 per cent either favoured or were “somewhat supportive” of the proposed $13 billion refinery, which would ship gasoline, diesel and aviation fuel to market rather than tankers of diluted bitumen. Kitimat Clean president
David Black said he was pleasantly surprised that so many people have heard of the refinery proposal, and that most support the idea. “Obviously the concept has struck a chord with the public,” he said. Black remains chairman of Black Press Ltd., and formed Kitimat Clean as a separate company to pursue the refinery project. He is financing the provincial environmental assessment for it, which he expects to take two years and cost several million dollars. Black first proposed the refinery to the B.C. government seven years ago as chairman of the B.C. Progress Board, an advisory panel set up to examine
economic and social development of the province. His interest was renewed when Enbridge Inc. applied for federal approval to build the Northern Gateway pipeline from northern Alberta’s oil sands to a new tanker port at Kitimat. The Enbridge project has met strong opposition from communities, aboriginal groups and environmentalists, much of it based on the threat of a tanker spill on B.C.’s North Coast. Black argues that a refinery not only reduces the spill risk, it means 6,000 construction jobs and 3,000 permanent employees to run it. Since he announced the Kitimat Clean project in August, Black said he has been con-
tacted by Korean and Chinese people looking for more information. Earlier discussions with Enbridge and other Canadian oil companies did not produce financial support to reverse a decades-long decline in B.C. refinery capacity. The poll was conducted by non-editorial Black Press staff during September. It gathered 1,400 responses from the Cariboo, Kootenay, Northern B.C., Lower Mainland, Thompson-Okanagan and Vancouver Island regions. The margin of error is estimated to be plus or minus 2.62 per cent, 19 times out of 20. More information on the project is available at: www.kitimatclean.ca

Outlaws no match for wily Kodiaks Aldergrove Star
The Aldergrove Kodiaks bounced back from defeat with a 5-2 victory. The Kodiaks had lost 5-1 at home to the Abbotsford Pilots on Oct. 3, but turned the tables on the host Mission City Outlaws the next night at the Mission Leisure Centre. The split leaves the junior B hockey club with eight points and a 4-4-0-0 record in the Pacific Junior Ice Hockey League. Against the Outlaws, Aldergrove enjoyed a two-to-one shots on goal advantage, firing 49 pucks at the Mission goal. But despite the huge discrepancy in shots on goal, the score was tied at one after 20 minutes and the Kodiaks had a slim 3-2 lead after two. MacLean Hewitt and Cole Gastel gave the visitors some breathing room
with goals five minutes apart in the third. Scott McHaffie had opened the scoring for the Kodiaks while Stephen Ryan tallied twice in the second. Cole MacInness made 22 saves for the win. A couple of Langley players led the way for Mission as both Adam Callegari and Kenny Prato had a goal and an assist in a losing cause. Against the Pilots the night before at the Aldergrove Arena, Abbotsford blew open a 1-0 game with four goals in the second period, including three on the power play. Matthew Vela broke the Pilots’ shutout bid in the third period. The Kodiaks are back in action Wednesday, Oct. 17 when they host the Delta Icehawks at the Aldergrove Arena. Game time is 7:15 p.m.

Volleyball Canada liked what they saw and as a result another international competition will be staged at the Langley Events Centre. “We had talked about it but really we wanted to see what would happen with this event,” said Hugh Wong, the president of Volleyball Canada. “And after we saw how well it was organized, how smoothly things worked, then the three parties — the Langley Events Centre, Volleyball BC and Volleyball Canada — got together and made the decision we are going to do it.” Wong spoke to Black Press following the gold medal game between Brazil and Argentina at the inaugural U23 Pan American Cup. Brazil won 3-0 (25-18,25-13,25-18) to win the five-country men’s volleyball event, which was hosted at the Langley Events Centre.

Canada. Wong said the LEC is the right size to host another event, so the decision was made to stage the 2013 NORCECA men’s Continental volleyball championships next
September. It will be the biggest international volleyball tournament ever held in B.C. “(The Langley Events Centre) is the right size for a Continental championship,” Wong explained. “They want something more than 3,000 but they don’t want a 10,000 seat arena, so the size fits. “And it is close enough to Vancouver but at the same time, far enough so that it is not lost with all the other events in Vancouver.” The event will once again be staged in the LEC’s arena bowl, with seating for 5,200 fans. Wong also said that the LEC staff — whom he called “very accommodating and very efficient” — showed they have the organizational capacity to deliver another successful event. “And there is also a very strong volleyball presence in this area, so there is a source of volunteers and a SEE: Page 14

When the dust had (literally) settled at Abbotsford’s Exhibition Park the firstever BMX Supercross World Cup event to be held in Canada had turned into a Dutch treat. Laura Smulders and Twan van Gendt of the Netherlands won the women’s and men’s races, respectively, in the final event of the World Cup season. Both races were wars of attrition that showcased both the pulse-pounding excitement and the fragile nature of success in the sport of BMX. For Coquitlam’s Tory Nyhaug, the weekend wasn’t a total loss – the Canadian Olympian hopped back on his bike and pedalled his way to fourth place in Saturday’s race, and he also picked up a silver medal in Friday’s time trial event. He covered the course in 30.396 seconds, finishing just behind Willoughby (30.073) and just ahead of van Gendt (30.502). “I’m really happy,” Nyhaug said.
