Police release sketch of robbery suspect who posed as RCMP Robbery took place under Agassiz-Rosedale bridge in June

Police are still searching for three robbery suspects and have now released a composite sketch of one of them to the public.

The robbery took place on June 18, under the Agassiz-Rosedale bridge.

A 21-year-old man had stopped to check directions when a white Ford F350 crew cab with three men pulled up behind him. The passenger in the truck got out, approached the victim's vehicle, and identified himself as an RCMP officer.

RCMP said the suspect asked for the victim's identification, and took the ID back to the truck for a short time. He eventually returned it and sent the victim on his way.

Both vehicles left the area, driving in the same direction. The suspects' truck then stopped in the middle of Rosedale Ferry Road, forcing the man to stop behind it.

The driver and passenger of the truck then exited and robbed the victim of his keys, including his

car keys, and a Motorola Atrix cell phone. They ran back to the truck and left, and the victim managed to flag down a passing vehicle to call police.

Police conducting extensive patrols in the area at the time, but never found the pick up truck. They did find one set of the man's keys on the Haig Highway.

RCMP said the suspects' vehicle was a newer model, between 2006 and 2010.

CX-5 RAISES THE BAR

The story of the 2013 Mazda CX-5 began in 2005 when Mazda began mapping out its long-term strategy in a post-Ford world. This is how the car business works. What you see in showrooms today was conceived long ago.

Yeah, but why should you care?

You’re not a technogeek. But if you’re like 300,000 other Canadians or so, you will be buying a compact SUV of some sort this year or next year or the year after, each and every year. Canadians love their

heart of the new-vehicle market in Canada with a crossover that is very capable, looks sharp and is fun-to-drive. All at an appealing price. If Mazda gets this right, the CX-5 will not be a niche player.

You’re going to see them all over your neighbourhood.

The CX-5 is, for the present, the future of Mazda. It’s Mazda going all in for the first time with SkyActiv fuel-saving technologies.

For instance, there is a new global platform architecture here, and it is 8 per cent lighter and 30 per cent more rigid than the company’s previous small-car architecture.

Most interesting, I think, is that this small-car architecture has yielded a fuel-efficient crossover that not only isn’t a bore to drive, but is almost as big as the current Mazda CX-7. SkyActiv at work.

Speaking of which, the heart of it, really, is Mazda’s new Skyactiv-G direct-injected, 2.0-litre, inlinefour-cylinder gasoline engine.

Director Technobabble had a long and detailed presentation to explain why this engine is so good, so strong, and so efficient and if you must know, the essence of it all is the 13:1 compression ratio using regular gas. Those who care about compression ratios will know that’s a pretty good number for an

enforcing the new speed limit, and will continue to do so.

Sgt. Stuart Falebrinza said they managed to hand out more than 40 tickets or warnings in a twoday period.

While he said most were warnings, as a way of educating the public about the new school zone, tickets involving fines and points will be handed out in the

near future.

The new school zone is on Highway 9, and drivers need to slow down to 30 km/hr between the hours of 7:30 a.m. and 5 p.m.

“Please help in keeping our kids safe,” Falebrinza said. “Slow down and be extra vigilant in school zones.”

The area is also monitored regularly by Speed Watch volunteers.

Most importantly to Mazda, the CX-5 offers the “best highway fuel economy of any SUV sold in Canada – including hybrids:” 7.8 litres/100 km in the city, 5.7 highway for frontdrive models with the six-speed manual transmission. Front-drivers with the six-speed automatic get 7.7 city/6.1 highway and with AWD and the automatic, 8.0 city/6.4 highway.

If you could not care less, suffice to say the 155 horsepower and 150 lb-ft of torque are all there and pretty quickly. This Mazda is no slug. And thanks to some fancy engine plumbing, the power comes on smoothly, without any knocking or hesitation. All very impressive.

Then there’s the new automatic transmission. Delicious. Again, only a geek would care why the shifts are so good (the torque converter is basically on the job only during gear changes) but let me tell you, up-shifts are smooth and downshifts are rev-matched. They are seriously snappy, too. As is the overall handling of the CX-5.

Meanwhile, the exterior design is an eye-grabber and the cabin is roomy, intelligently useful and airy.

Outward visibility is exceptional, rear-seat room is good for adults and the big cargo area expands thanks to near-flat folding rear seatback.

As family haulers go, the CX-5 looks like a winner. No, that’s damning with faint praise. Mazda, in fact, has just thrown down the gauntlet in this segment. The competition should start tearing down CX-5s ASAP.

Students in Fraser Cascade public schools will once again participate in the McCreary Survey, despite concerns from one trustee.

Annie Smith, executive director of the McCreary Centre Society, addressed the school board on Tuesday night, and answered questions about the purpose of the survey.

She explained that the survery is a list of personal questions relating to sexual health, peer pressure, drugs and alcohol use and family life, and are handed out to randomly selected students in Grades 7 through 12. While students' answers are kept strictly confidential — the survey is conducted entirely by public health nurses — the results of the survey are shared with school boards to help shine a light on an area's most pressing problems.

But the content of the some of the questions troubled Trustee Tom Hendrickson, who said he would vote against it "just on principle alone."

"I'm very leery of any kind of survey," he said. "I have a problem with some of these questions about sex for the 12 year olds. I'm talking about smoking marijuana, I'm talking about oral sex."

But after a lengthy discussion around the table, and questions answered by Smith, Hendrickson conceded that it would be acceptable with written parental consent.

This isn't the first time the McCreary Survey would be executed in Fraser

Cascade. The district participated in the last one, in 2008. That year, 160 students were given the survey (also with written parental consent) in three local schools — Hope secondary, Agassiz elementarysecondary and Silver Creek.

"No child takes that survey without consent," Smith assured the board, and parents will have a chance to visit their child's school and read the questions once they are notified of the survey. That will take place in the spring of 2013.

Superintendent Dr. Karen Nelson said she had no record of any complaints from parents following that survey. It has been conducted every four years across public schools in B.C., starting in 1992. There have been minor changes in the survey over the years, Smith said, especially those surrounding technology use.

Trustee Marv Cope said he recalled the last time the board discussed the McCreary Survey.

"We decided the value of the results outweighed the challenge for many parents," he said. "I think it's fine, and I don't think we have to have our heads in the sand."

While the board was given a draft of the 2013 survey, the questions are not released to the public, to protect the integrity of the survey.

Cafe cooks up winning recipe

Oasis used local ingredients to woo judges at garlic festival Jessica Peters The Observer

Most of us are familiar with using garlic in daily cooking.

You may chop it up for a steak marinade, or mash it into your potatoes, or spread it onto your toast.

But it’s not too often that the herb is used along with candied popcorn.

That is, until Reese Ollmann and her staff decided to enter a recipe into the Fantasy Farms 2012 Chilliwack Garlic Festival Master Chef Competition and Demo.

The event was held over the weekend, with the competition on Sunday.

“The best part of this story is that Agassiz as a whole own this,” said Ollmann, who owns and operates The Oasis Coffee and Bistro. In her business, they maintain a 20km menu when

possible. And they decided to use that theory when creating an entry for the competition, too.

And since it was Fall Fair weekend, and the theme was hazelnuts, they knew they had work the local crop into the mix.

And there was also no doubt that there had to be corn, Agas-

siz’s pride and glory.

They decided on a Candied Garlic and Hazelnut Caramel Corn dessert, and the result was definitely a crowd favourite.

All the ingredients were donated from local businesses.

The garlic came from Island 23 Farms and the hazelnuts came from Canadian Hazelnut. The popcorn came from True North Kettle Corn and the honey to candy the garlic was donated from Canadian Hazelnut, but was originally from Honeyview Farm.

And to finish off the presentation plate, they were given flowers from Sandy Lance at Holly Tree Florists and Gifts.

This was Fantasy Farm’s second garlic festival, and it ran throughout the weekend at their farm on Gibson Road.

"If you are ever in a situation where you are uncomfortable dealing with a police officer in plain clothes ask for identification and the officer should provide a badge or other identification, if they can't provide ID then they probably aren't the police."

School zone signs mean slow down Harrison elementary school has finally been granted a school zone along the highway.

It's a decision designed to keep children safe, and possibly save lives. It should be noted that it's not easy to get a highway speed reduced for any reason, even a school. Because of that, this is a change to applauded.

But it seems it's being ignored.

Judging by the number of violations local RCMP were able to catch over a short twoday period, it's possible some people simply haven't noticed the new signs on their daily drive. (See page 2 for story).

Sure, it takes a while to adjust to anything new, and old driving habits are hard to break. But that school has long been sitting along that highway, so the fact that children are milling about shouldn't shock

any driver.

And to snag 40 drivers speeding in a school zone over two school days, during school hours suggests that it's most definitely not a problem caused by visiting tourists.

This is exactly what Speed Watch volunteers have noted in the past, when monitoring that same area. It is most often local people cruising through there, on their way to work early in the morning.

So here's an idea. Slow down.

Leave a few minutes earlier.

The world will not end if you arrive to your destination two minutes late. There's no reward for getting to the next stop sign 15 seconds faster than the guy behind you.

Relax. Enjoy the beautiful drive, and help our local kids get to school and home again safely.

Stakes go up in B.C. gas gamble

Tom Fletcher VICTORIA – Mike de Jong’s debut as B.C. finance minister was a grim one. The first financial update for this election year projects a $1.4 billion decline in natural resource revenues from Kevin Falcon’s one and only budget in February.

Most of that is from declining natural gas revenues in the next three years. And it’s not just the price of gas that’s lower than the finance ministry’s array of private sector experts had forecast.

The volume of B.C. gas sold is down as well, as abundant new sources of shale gas come onstream in the U.S. As with oil, that’s currently the only market Canada has.

And it wasn’t long ago that the

energy ministry was trumpeting its monthly totals for “bonus bids” paid by gas companies for drilling rights in northeastern B.C. That gold rush has wound down as shale deposits are staked and the price falls.

De Jong’s response shows how serious this problem is for any B.C. government. He inherits Falcon’s political commitment to present a balanced budget next spring. How he will do that, and be believed in a heated post-HST election campaign, remains a mystery.

De Jong announced a hiring freeze for government staff, and a management salary freeze across health care, universities and Crown corporations as well as government operations. He hinted at an even harder line with unions, as the government’s largest employee group continued selective strike action.

The one glimmer of hope in what de Jong called the “ugly” resource revenue picture is that natural gas revenues don’t have much farther to fall. And then there is the light at the far end of the tunnel, exports to Asia where

the price remains much higher.

That project took two important steps forward last week. Spectra Energy and British multinational BG Group unveiled plans for a third major pipeline to bring northeast gas to the coast, this one to a site near Prince Rupert proposed for a liquefied natural gas facility.

And on Friday, the Haisla Nation and the B.C. government announced a land use agreement to develop another LNG export facility on the Douglas Channel near Kitimat. Two proposals in that area have already received federal export permits and financing from global energy players, including Chinese, Japanese and Korean companies.

One of the bills jammed through by the B.C. Liberals in the hectic legislative session this spring was to do away with another of those federalprovincial overlaps that make industrial development so slow

and difficult. Ottawa has sole authority to regulate reserve lands, but agreed to delegate that to B.C. and the Haisla, allowing them to pioneer the latest agreement.

This is a major breakthrough, not just in the industrial development of northern B.C. but in dismantling the centuryold logjam of aboriginal resource claims.

At the centre of Premier Christy Clark’s much-promoted jobs plan is the target of having three LNG export terminals and associated pipelines in production by 2020.

That now looks like a more realistic target. But the jobs and revenues won’t arrive in time to save the B.C. Liberals from their current predicament.

Harrison Village Great Canadian Shoreline Cleanup a success

A successful Great Canadian Shoreline Cleanup was held in Harrison Hot Springs on Saturday, Sept.15.

Eleven people actively picked up garbage while many others perused the information displays by the Miami River Streamkeepers and Bear Aware. The bearskin and model skull and tracks were a big hit. Invasive plant information also attracted a lot of interest.

An overview of the Blue Flag Beach Program, an international environmental standard sought by the Village for the Harrison Hot Springs beach area, was also exhibited.

A big “thank you” is in order to the Miami River Streamkeepers, Chris Ovens of Bear Aware, the Harrison Communities in Bloom, the Village of Harrison Hot Springs staff and public works crew, Councillor Allan Jackson, and members of the public who participated. Mayor Leo Facio dropped by after his Corn Festival and Fall Fair duties. That was appreciated.

Only 28 pounds of trash was collected from the shoreline of Harrison Lake and Lagoon this year compared to 100 pounds last year. It would be nice if this

This year, food wrappers, beverage containers, toys, clothing items and tobaccorelated items were the most common rubbish collected by the Great Canadian Shoreline Cleanup participants.

Thank you again to everyone who participated in the Harrison Lagoon and Foreshore Great Canadian Shoreline Cleanup and especially those 11 brave souls who did the task of pick up.

It was an admirable act considering the 108th Agassiz Fall Fair and 64th Corn Festival was happening concurrently.

The local business community is wrapping its arms around one of their own this month.

The owner of the The Echoes Harrison River Retreat, Susan Bohonos, has recently been diagnosed with pancreatic cancer. In an effort to help with the high costs of treatment, her family and friends are hosting a burger and brew night at Ian’s Bar and Grill.

While Bohonos is reported to be cancer free and recovering from surgery at home, she will still have to undergo preventative chemotherapy.

The drugs for her treatment are not covered by BC Medical.

The fundraiser is being held on Sat-

urday, Sept. 22 at 5 p.m., with music

by Treblehook and a silent auction.

Tickets are now sold out, however another local business is stepping up to help as well.

After 52 years, Aquadel owners Dick and Wendy Whitlam are closing their business. Thanksgiving Monday (Oct. 8) will be their last day. The Whitlams have said they will donate all green fees from that day to the Bohonos family, along with any donations that come in.

“This has been an extremely difficult time for Susan, Clint and her adorable boys Reese and Nash,” the Whitlams said in a press release.

“Susan continues to keep a smile on her face and a very positive attitude throughout her journey to recovery.”

Busy fair weekend for vandals and police

Agassiz RCMP were kept busy with a number of calls during the Fall Fair weekend.

Overall most people were well behaved, said Sgt. Stuart Falebrinza, and the majority of calls were minor in nature and involved youth.

"Unfortunately over the weekend, windows out of a couple of local businesses on Pioneer Avenue in Agassiz were broken," he said. "This is a senseless act of vandalism that costs our local merchants money."

He added that the

RCMP believe people in the community know who committed this crime. They are asking for who was involved to turn themselves in.

Thefts continue Two thefts from vehicles took place on Sept. 12.

One vehicle was parked on Miami Drive in Harrison. Numerous items were stolen, including personal ID, binoculars and sunglasses.

Another vehicle was broken

into on Canterbury in Agassiz. Two GPS units were stolen out of this vehicle.

And on Sept.

14, Agassiz RCMP responded to a break and enter to a local restaurant on Pioneer Avenue in Agassiz. Falebrinza said it seems the thief seemed to know exactly what he or she was looking for.

Parents will be given another tool for keeping their children safe in Hope on Saturday, Sept. 22.

A child identification clinic is being held at Envision Financial, in partnership with Hope Crime Prevention.

All families are invited to visit the branch that day, from 10 a.m. to 2 p.m., where volunteers from Hope Crime Prevention will fingerprint the children and provide them with their personalized Child Identification book.

There will also be games, prizes, popcorn and other activities for the children to take part in.

The clinic focuses on children and infants 12 years of age and younger, and a parent or legal guardian must be present in order for the child to participate. Upon completing the Child ID book, none of the child's

personal information will be kept by Envision Financial or Hope Crime Prevention.

The Child Identification book is designed to help RCMP search more quickly for a missing child. All information the police will need is contained in this book, including the child's photo, description details, medical information, fingerprints and DNA as well as a listing of important phone numbers.

"We are pleased to partner with Hope Crime Prevention to offer this invaluable service to families in Hope,” said Ruby Rempel, assistant branch manager at Envision's Hope location. “Envision strives to make a meaningful difference in the lives of our members and in our local communities which is why we are proud to support initiatives like the Child Identification day.”

Back to school made easy for adults Options open up for non-graduated adults at ACE ferrable.

There are many levels of the Literacy Foundation courses, which cover English skills, computers, various math skills, a range of sciences, and social studies.

The courses can prepare an adult student for high school programs that will allow them to graduate, she said.

ACE also teaches a wide range of courses that lead to a Dogwood diploma.

“These are available for anyone who has not graduated in B.C.,” Balascak said. “And a lot of people don’t even realize there’s no cost.”

While the programs are funded by the government, the school does charge a deposit for textbooks — if the student needs to take them home.

Going back to school got a little easier for adults this September.

There are now numerous courses available for adults who have never attended a B.C. high school, and those courses are being offered at no cost to the student.

That includes the Literacy Foundation courses, being offered at ACE in Agassiz. The school’s administrator, Sandy Balascak, said the courses are perfect for adults who speak English as a second language.

Balascak would like every adult to have the opportunity to increase their education, a major stepping stone for improving quality of life. Because, she said, you’re never too old to learn something new.

She has had students coming through the school that are in their sixties and seventies, working alongside high school aged students and adults completing their diploma.

Vets getting connection to trades jobs with Helmets to Hardhats

There’s a new program designed to connect builders and contractors to Canadian military veterans.

Helmets to Hardhats is being promoted by Chilliwack-Fraser Canyon MP Mark Strahl, who issued a

statement Wednesday urging contractors to sign up with the program.

“The Conservative Government is determined to help veterans find employment after they leave the military,” said Strahl.

“We want industry to know that the skills and experience of our veterans can be enormously beneficial to their businesses.”

PLANNING FOR INCAPACITY A physical or mental incapacity can be extremely stressful and emotionally taxing for the entire family, and will often create new and unanticipated financial burdens. Thinking and planning ahead can reduce these burdens and allow the individual and their family (as well as any ongoing business which they are operating) to carry on without unnecessary trauma.

Some of the important considerations and documents which might be included in planning for incapacity include: Power of Attorney The most common planning document when dealing with the possibility of mental or physical incapability is the Enduring Power of Attorney. Under a Power of Attorney an individual (the “Donor”) may give one or more other persons (the “Attorney”) authority to administer the Donor’s property and finances. For a Power of Attorney to be “enduring”, the document must state whether the person appointed may exercise authority while the Donor is capable, or only while the Donor is incapable, of making decisions about their financial affairs, and that the authority of the Attorney continues despite the Donor’s incapability.

An important point to remember when dealing with Powers of Attorney is that granting of the Power of Attorney does not in any way limit the Donor’s ability or authority to continue to deal with his or her financial and legal matters.

The granting of the Power of Attorney simply provides somebody other than the Donor with the powers specified in the Power of Attorney.

It is also important to note that a Power of Attorney in British Columbia is limited to the handling of the Donor’s property and finances.

The Attorney does not obtain the authority to make decisions regarding the Donor’s personal affairs, such as consent to medical treatment or where or with whom the Donor should reside.

One unfortunate fact is that many individuals do not turn their mind to planning for incapacity until it is too late, and as a result, due to illness or otherwise, the Donor no longer has sufficient mental capacity to create a valid Power of Attorney. The degree of mental capacity which a Donor must have in order to create a valid

Enduring Power of Attorney is set out in Section 12 of the Power of Attorney Act, and is set very high due to the great degree of power which is given to the Attorney. Potential Donor’s and their families should consult a lawyer if there are questions or issues as to whether adequate mental capacity exists to create a legally valid Power of Attorney.

Representation Agreement As mentioned above, Powers of Attorney do not provide any authority to the Attorney to make any personal, health or medical care decisions for the Donor. In British Columbia any such authority may be given by way of a Representation Agreement.

Under the Representation Agreement Act an individual may appoint some other person or persons as their Representative to make, or to assist them in making, personal, health and medical decisions.

Advance Health Care Directive Since September of 2011 another option exists for individuals who choose not to create a Representation Agreement, but still wish to put their specific health care wishes in writing.

Specifically, an individual may create a written Advance Directive in which they give or refuse consent to any health care described in the Advance Directive. Such wishes might include a stated desire that if there is no reasonable expectation of recovery from extreme physical or mental disability and death is otherwise imminent, they request that they be allowed to die and not be kept alive by artificial means or heroic measures.

Although this is in no way an exhaustive list of planning measures available, it is hopefully sufficient to cause individuals to turn their minds to planning for the possibility of future unfortunate events well before they occur.

Huge crowds turn out for Agassiz Fall Fair Last year’s fair may have been dreary and wet, but that was all forgotten under the warm, sunny sky at Saturday’s Agassiz Fall Fair.

Temperatures hit about 25 celsius, and the visitors kept coming thorugh the gates.

Victoria Brookes, president of the Agassiz Agricultural and Horticultural Association, said that it was a very successful event.

“It was one of our biggest

fairs ever, if not the biggest,” she said.

This year had the largest involvement from the 4H, along with having chicken dairy display trailers on hand.

There were raptors on display in the Ag Hall, along with 1,300 exhibits. There was even an increase in the number of lawnmower racers.

For those who missed the ever-popular goat milking contest, top honor went to Kent elementary Chris Wejr (reigning champ), while Sankaran Krishna Raj and Mayor John Van Laerhoven took second and third respectively.

And when it was time to wrap up it all up, it was

done quickly and efficiently.

One reader — who wished to stay anonymous — came into the Observer office to commend the work done by those in charge of cleaning up after all those visitors.

“You could eat off that ground when they were done,” she said. “Well done.”

Mysterious history brought to life

Legends Day features professional Sasquatch researchers Kilby will come alive this Saturday, with a full day of local history, B.C. ghost stories, Sasquatch folklore and First Nations songs and legends .

Five special speakers have been invited to celebrate the historic site’s second annual BC Legends Day. Nelson Leon from Sts’ailes will start the day at 11 a.m., with First Nation stories and songs. At noon, Denis LeClerc will speak about Metis Legends in B.C., also through stories and songs.

Renowned Sasquatch expert John Green is also scheduled to make an appearance during the day, she said.

Green lives in the area, and is well known for his lengthy research on all matters relating to the Sasquatch.

Also speaking about the mysterious creature is author and researcher Thomas Steenburg, who will be on hand for questions and autographs throughout the day.

John Mitchell from BC Ghost Towns is speaking at 2 p.m. on British Columbia’s colonial times, the steam era, fur trade companies and exploration.

And at 4 p.m., Adam McGirr will be speaking about the province’s unknown aquatic animals, such as the Okanagan’s Ogopogo and the Cadborosaurus.

Betty Block and Johanna Block Richards are holding a mother-daughter art show, beginning Sept. 29 at the Ranger Station Art Gallery.

Betty Block has been involved in the KentHarrison arts scene for many years. Owner of the Black Orpheus Gallery in Harrison Hot Springs during the 1990s and member of the arts council, Block has been an active contributor to our visual arts culture. Her daughter, Johanna Block Richards, has also been involved in the art scene of the Lower Mainland. Bold, colourful and diverse, there is something for everyone in this show.

A three-day arts festival is planned for next weekend, as a way to celebrate “the life-giving waterways of the Fraser Valley of British Columbia through arts and action.”

The Rivers of Peace festival, running Sept. 28-30, and it includes a juried art exhibition.

It all kicks off Friday, Sept. 28 at 7 p.m. with the opening reception of the visual arts exhibition at the Woodside Gallery, 2226 Lougheed Highway, on Mount Woodside in Harrison Mills.

That exhibition runs from Sept. 28 to Oct. 7.

“We are seeking art in all mediums,” says Dehlia Simpere, of Woodside Gallery. The call for artists deadline is today.

The festival will continue on Sept. 29, with an afternoon of poetry and music at Harrison Mills Community Hall.

The Eco Arts Salon will run from 1 p.m. to 4 p.m., and is part of a worldwide event taking place that day called 100 Thousand Poets and Musicians for Change.

The Eco Arts Salon includes singer songwriters Cathy Hardy, Deanna Knight, poets Marion Quednau, Deborah L. Kelly and more. There will also be a screening of the documentary film Fraser River Journey. The film follows a group of 12 B.C. First Nations youth on a raft trip down the Fraser River.
