Following is a brief snapshot of what the documents show. On Sept. 3, 2010, the City of New Westminster sent a letter to UPG to inform them it has reviewed its submission and “endorsed the Proposal in principal (sic).” Just over a month later, on Oct. 8, 2010, city chief planner Lisa Spitale sent a letter to the provincial government regarding the casino funding portion of the project, stating, “If the City decides to proceed with the developer, the City will enter into a legally binding Joint Building Agreement with UPG in

November 2010.” That highlights a mystery the documents fail to answer: Why was this agreement never signed? How was UPG able to just walk away, apparently so deep into the process, with no penalty? The public was given the impression a formal partnership had been established, when no such thing existed. As an active young boy growing up in New Westminster, Jason Dallavalle couldn’t understand why some of his friends from the playing fields and outdoor lacrosse boxes weren’t on his teams in the arenas and on the ball diamonds. After all, what would be better than winning a provincial lacrosse championship with your best buddies? It was only when he was a little older and a lot wiser that he realized some of those kids with whom he played pickup baseball, street hockey and lacrosse games after school couldn’t afford to play those sports in organized leagues. Now Dallavalle, Sandon Fraser and others are hoping to give every kid the opportunity to play organized sports by forming a New West chapter of KidSport, a community based sport charity that helps kids overcome the financial obstacles preventing them from signing up. Since it was established by Sport BC in 1993, KidSport has set up 150 chapters across the country and helped 45,000 kids to play in 65 different sports. see a ChaNCE, a2
