PRINCE RUPERT - A second major gas company has begun looking at Prince Rupert for the site of an LNG export terminal.

PETRONAS, a Malaysian state-owned oil and gas company, announced it would be conducting a feasibility study for an export terminal in Prince Rupert at the same time it announced plans to purchase Canada’s Progress Energy Resources Corp. for $4.8 billion. PETRONAS joins the BG Group in undertaking a feasibility study for an LNG export terminal in Prince Rupert, though this time Ridley Island isn’t the focal point.

“The site PETRONAS is looking at is on the Lelu Island industrial site, just a stone’s throw from where the BG Group would set up their LNG facility,� explained Prince Rupert Port Authority spokesperson Michael Gurney, adding that the port authority is excited about this development because of the PETRONAS’ international standing in the energy industry. “We’ve been looking at this for a few months, having conversation and pre-feasibility talks, and I’m pleased that we’ve reached the point where the company is considering a feasibility study and is releasing this good news to the public.�

According to a statement

from the company, in addition to a feasibility agreement being signed with the port authority, more work has been taking place behind the scenes. “We have begun engagement with relevant authorities and First Nations, as well as community groups, and we look forward to working closely with them in the course of our site investigation,� said Datuk Anuar Ahmad, Executive Vice President of the gas and power business for PETRONAS. “A key consideration in our investigation will be understanding the environmental and social impacts as well as ascertaining technical feasibility.�

Airline does a family a huge favour with transportation so that they could see son who was injured in accident

KITIMAT - Regional airline Hawkair has reached out to an elderly Kitimat couple who are reeling after their son was severely hurt in Fort McMurray.

Ross Jeffrey, 76, and his wife recently received tragic news that their son Steven had been involved in a freak automobile accident.

The Jeffrey’s desperately wanted to see Steven,

who is currently receiving treatment at an Edmonton hospital, as soon as possible.

Unfortunately, they found themselves in a financial bind and couldn’t afford travel costs. Upon hearing the news, Hawkair, who do not have flights to Edmonton, offered the Jeffrey’s a round-trip flight to Vancouver where they can connect to Edmonton much more affordably.

“We were delight-

ed that they were able to help us,” said Ross.

“Hawkair is flying us to Vancouver and back home once we return to Vancouver. “ Steven was enjoying a leisurely day at a golf course in Fort McMurray when in an instant his entire world was turned upside-down.

“My son was in a freak accident; he had just finished playing golf with a bunch of guys that he works with up in Fort McMurray. He

just got home and he was at his condo taking his clubs out of the trunk and a vehicle with two occupants struck him,” says Ross. “The driver smashed into the front of my son’s Nissan and it folded up like an accordion having him pinned to the ground.”

Alcohol is considered to be a factor in this incident.

Steven, who spent over 20 years working for Rio Tinto Alcan and is still well known

throughout the local community, had to have his leg removed before doctors had him air lifted him to Edmonton for further recovery. He is currently receiving treatment in the intensive care unit.

The Jeffrey’s flew from Terrace to Vancouver on Wednesday morning and then planned to take the Greyhound bus from Vancouver to Edmonton to be with their son. Throughout this entire ordeal Ross, who

spent his life working as a taxi driver, a longshoreman, and at RTA, has learned a valuable lesson.

“To be honest, at 76-years-old I’ve learned the hard way that we need to have money in the bank so we can get to somewhere when we have to,” says Ross.

“The way it is right now, we’re on a fixed income of $1,200 a month and we’re paying over $250 a month just for natural gas so it doesn’t go very

far.”

Although they have already left for Edmonton, anybody who would like to make a donation to help the Jeffrey family recover some of their expenses such as meals and bus tickets would be greatly appreciated owing to the nature of the expenses they couple will face.

TERRACE - The Terrace RCMP responded to approximately 159 calls for service from June 29, 8 AM to July 3, 8 AM. 16 of these calls were for false alarms/911 calls.

During the same time period, 30 people were lodged in cells. 14 of these were for public intoxication.

NDP MPs rally against Enbridge pipeline

TERRACE - Enbridge’s plan to build the Northern Gateway pipeline has become a national issue, says one of several NDP MPs touring the area this week. “I had to come see for myself,� said federal NDP deputy leader and environment critic Megan Leslie at a forum held in Terrace last night. “This is not just a northern B.C. issue. It’s a B.C. issue, but it’s also a Canadian issue. People back east are talking about this,� said Leslie who is from Halifax.

Around 100 people attended the forum on the environmental implications of the Northern Gateway pipeline held at the Terrace Best Western. The event, hosted

Prince Rupert city councillor Joy Thorkelson, who is also the United Fisherman and Allied Workers’ Union representative for northern B.C., expressed the need for a “political fight� to stop the pipeline. “I’ve been involved in a few of these [over

the years],� she said. “Every time it’s taken politics, not a reasoned argument.�

Her union is advocating a cross-Canada wide protest. Some audience members shared her sentiment, asking questions that centred around how to organize and coordinate a streamlined movement.

Rupert hospital a stand out in the north

KLEMTU - Family and friends of Maxwell Brown Jr. continued to pray this weekend as they search for any evidence that may lead to his whereabouts.

Maxwell Brown Jr. was last seen on Tuesday , May 1st 2012 at approximately 01:00 am in the small community of Klemtu B.C. where he was visiting friends. The community has a population of 200 residents and is located on Swindle Island which is six hours south of Prince Rupert B.C. In order to access the community, visitors and residents require the use of a B.C. Ferry or float plane. The closest community to Klemtu is Bella Bella.

Family and friends reported Maxwell Brown missing on May 3rd 2012 when his family had not heard from him. Prince Rupert RCMP along with members from the Bella Bella Detachment, West Coast Marine Services, BC Coast Guard, RCMP Air Services and Police Dog Services exhausted their search by covering all geographical areas from land, water and air throughout the first few days of his disappearance.

Last weekend the Heiltsuk Tribal Council, along with family, friends and community members from the area, will be focusing their search efforts in the Jackson Pass. The Jackson Pass is the water way located between the communities of Klemtu and Bella Bella. The organized search will include boats and other small water vessels so as to cover a larger area with the ability to observe more details.

Maxwell Brown Jr is described as; * 24 yrs old * 5’10” * 161 lbs * has brown eyes * dark brown hair Maxwell has a tattoo “Rest in Peace” located on the left side of his neck.

PRINCE RUPERT - A City Hall commissioned review of Prince Rupert’s medical facilities and equipment found that the local hospital offers more medical services than other facilities in Northern BC. The variety of these services is constantly on the rise, due in no small part to the community support in helping buy new medical equipment.

That said, there are problems such as a shortage of beds and chronic difficulties in attracting new staff.

The review was done by the City’s Medical Facilities and Equipment Standing Committee, which was formed by council in April 2011 to perform the review and then report their findings back to council. At the council meeting on Monday, committee members Kathy Bedard and Marty Bowles came to City Hall to do just that.

“You never really know what you have in a community until you actually have an op-

portunity to speak to staff and to see the actual facility in motion and in play,” said Bedard, who like the other committee members, volunteered her time to do the review Aside from visiting the hospital in Prince Rupert, committee members also examined the Bulkley Valley Hospital, Dawson Creek’s hospital as well as Quesnel’s, Terrace’s and Campbell River’s.

They found that out of all of these hospitals, Prince Rupert’s provides the most medical services. Out of a checklist of 70 different medical services provided by hospitals in the region, Prince Rupert had 56 of them available to its patients. The next highest was Campbell River – a community with a bigger population than Rupert’s – which had 50 out of 70.

“We stand out as a service hospital that has physiotherapy and the only cancer services in the above mentioned facilities. As of March 2012, during our conversation with hospital staff, Prince Rupert now has a specialized general practitio-

ner in Oncology,” said Bedard.

“Dermatology will be available as soon as the specialist and equipment are in place. Tele-Health is available as a regional clinic; it’s one of three pilot projects in the province because of our high statistics of heart failure. And our new psychiatrist has a growing patient load.”

The review also looked at the hospital’s medical equipment insofar as what it has on site and what it needs. The hospital spends about $200,000 a year on upgrades and improvements to its minor equipment.

Purchases over $100,000 have to be approved by Northern Health and this is where the bulk of the funding for the hospital’s big purchases comes from.

But the hospital depends heavily on help from the community to afford additional medical equipment. The North Coast Health Improvement Society, for instance, is currently fundraising to buy the hospital a bone mass density scanner and the Prince Rupert Lions Club recently donated a state-

of-the-art medical crib.

“Our hospital is reasonably well equipped. As with any other hospital in BC, we are chronically underfunded and if it was not for the generous donations from the community, we would have a big shortage of up to date and state-of-theart equipment,” said Dr. Marius Pienaar, the hospital’s gynecologist, told the committee.

There are some issues though.

For one, the Prince Rupert Regional Hospital is at 90 to 95 per cent capacity most of the time and they actually run out of space for new patients an average of one week every month. When this happens the hospital often uses the BC Bedline service to find vacancies in other hospitals.

“I have no idea what the rest of the province is like, but if you have to move people out of town one week out of every four, that seems to me to be problematic,” said councilor Joy Thorkelson.

Another ongoing issue for the hospital is a difficulty in finding new staff.

Apache to delay Kitimat LNG project until 2017 KITIMAT - The Kitimat Liquefied Natural Gas project has been delayed one year due to market conditions in Asia. The first shipment was scheduled to leave Canada in 2016 but has now been pushed back to 2017.

The news hurts most for Western Canada’s struggling natural gas providers, as they are now having to wait even longer for some alleviation of extremely low prices.

The Houston-based Apache Corporation blames the proposed start-up delay to needing more time to shore up contracts with Asian buyers. Apache’s proposed LNG plant in Kitimat, a joint venture with Encana Corporation and EOG Resource Inc. is scheduled to be the first in line to ship mass quantities of LNG to Asia.

The project has regulatory approval but Apache Corp. need to take the necessary steps

to ensure the project is economically viable before making a final investment decision. Apache, North America’s largest oil and gas independent producer, in the meantime are looking to ensure their is a stable market for the gas.

Beleaguered natural gas producers in Western Canada are going to have wait a little longer for relief from severely depressed prices. Janine McArdle, the senior executive in charge of the Kitimat LNG project at Houston-based Apache Corp., said the facility’s planned startup will take an extra year as the company continues to look for firm contracts with buyers in Asia.

Apache’s proposed natural gas liquefaction plant on the northern British Columbia coast, which it owns with Encana Corp. and EOG Resource Inc., would be the first in line to ship large quantities of LNG to Asia.

Vandals strike church windows KITIMAT - On June 17 Kitimat RCMP were called to the Kitimat Full Gospel Bible Fellowship Church in regards to youths vandalizing property. On arrival, it WAs found that the youths had smashed out 3 windows of the Church. The Church was entered but nothing was taken. At this time Kitimat RCMP are seeking the help of the public in assisting with identifying the person or persons involved.

In other news, over the last few weeks the Kitimat RCMP have noticed a substantial increase in reported incidents involving mischief. Numerous reports have been investigated including damage to windows of local businesses, schools and churches,

damaged lawn ornaments, graffiti and one report of arson to a Nechako area residents hedge.

TERRACE - Barring any sort of unforeseen weather events, fears of serious summer flooding are easing in the area.

The Regional District of Kitimat-Stikine on July 3 cancelled its state of local emergency declaration which it had put in place the latter part of June in response to a combination of hot weather and rain.

At the same time, the provincial government raised the level of concern on the Skeena River from a high stream flow

advisory to flood watch.

That was followed by evacuation alerts for places such as Dutch Valley and Old Remo.

And in one instance, an evacuation order was placed for an area of Old Remo by the regional district.

It then opened an emergency reception centre in the Terrace Sportsplex for those affected by the order.

There was some localized flooding in lowlying areas but not to the extent of the widespread damage caused during the extremely high water

year of 2007.

On July 3, the regional district rescinded its local emergency declaration and ended its evacuation alerts for Dutch Valley and for Old Remo.

Power line project starts to accelerate

By Staff Reporter THE NORTHERN CONNECTOR

TERRACE - The largest construction project ever seen in Terrace is taking shape on a cleared section of land just a few kilometres up from the junction of Hwy16 and the West Kalum Forest Service Road.

There, Valard Construction has started to assemble the pylons, insulators and other material needed for the $561 million Northwest Transmission Line which will reach from BC Hydro’s Skeena Substation south of Terrace to Bob Quinn on Hwy37 North, a distance of 344 kilometres.

A camp at the location that’s large enough for 75 people is slowly filling up as Valard employees arrive.

“We like to hire locally where we can,” says Valard BC vice president Graham McTavish during a recent tour of the site.

“For assembly and foundation, we like to hire locally. When it comes to stringing [of the line itself], that’s

fairly specialized and we have to bring in our own people,” he said.

Valard does have an experienced local workforce – people it hired at the beginning of the year to work on a power line project in Fort McMurray. But some are still at work in Alberta on other Valard projects.

“We may not be able to get them back here because of our guys in Alberta,” said McTavish.

The camp contains full food services, laundry and other facilities.

The single rooms are large and have shared bathrooms with another room in what’s called a “Jack and Jill” set up.

Workers spend three weeks in camp and one out with a shift being being 10 hours a day.

Valard will have at least four and possibly five camps along the power line route, anchored by the larger one here and a large one at Bob Quinn.

At construction peak, the company could have upwards of 150 people at its various camps but the total pop-

ulation could be larger because of other companies working on various aspects of the line.

Construction activity is taking place simultaneously at various locations. The activity began early in the new year by clearing a route north of the Skeena Substation toward the Skeena River and at Bob Quinn in the north reaching south.

The seven kilometres from the Skeena Substation to the Skeena River paralleled an existing line running to the north and it’ll cross the river at the same location of the existing line just before New Remo.

The clearing work was done by the Kitselas First Nation on a contract awarded directly by BC Hydro that follows a policy of involving First Nations in work when work takes place on their traditional territory.

Clearing work for the portion of the line running through Kitsumkalum and that First Nation will benefit.

“It’s fully serviced with electricity, water and sewer,” says McTavish. “For us, we need to have a yard but when we leave it, it’ll for the long term use of the Kitsumkalum. It’s something they can use.”

Valard will be installing 1,100 towers along the 334km route.

The construction

plan is to first prepare all of the foundations.

“Once we’re out of the ground, we’re a bit more comfortable,” said McTavish. The transmission Line is to be completed by mid-2014.

Valard is planning to be in the region a long time. It has the contract for a 10km 138kv line over a section of mountain to connect the Long Lake run of river project near Stewart into an existing 287kv line which connects to the BC Hydro provincial grid

at Meziadin. And it will be building a 40km line to connect the AltaGas Forrest Kerr run of river project along the Iskut River to the Northwest Tranmission Line’s Bob Quinn substation. That’s just one of the lines AltaGas will need because of its plans for two other run of river projects.

McTavish reels off a list of other potential work up to and including the construction of a line from the Red Chris copper property near Iskut south to the Bob Quinn

substation, the Galore Creek copper property and the Seabridge gold development.

BC Hydro itself is planning work on existing lines and planning for new construction in the region as well to service what promises to be a burgeoning liquefied natural gas industry.

“There’s a lot of work up here as long as governments stay supportive of industry and as long as commodity prices stay strong,” said McTavish.

PRINCE RUPERT - Prince Rupert is moving closer to an air-quality monitoring station following the installation of a meteorological station on Roosevelt Elementary.

Politicians merge for animal well-being

TERRACE - A class of grade five students took what was supposed to be a year-end mockelection assignment and turned it into a real-life opportunity to raise money for charity.

Earlier this month, students in Teresa Palahicky’s class at Veritas Catholic School took part in a fake election in order to learn about how the Canadian government works.

Student Sophia Franco ran

as Liberal leader on a platform of giving to charity and helping people cope with problems like bullying. Her opponent, Mackenzie Gorman, ran as NDP leader with the campaign promise of “recycling and helping the school to buy sports equipment and textbooks.”

The assignment required the girls to make posters, and give a speech to the class about their vision for the school before the whole class would vote for their leader.

But to Palahicky’s surprise,

the class took it to another level by actually acting out their election promises – over three days, the students arranged a bake sale and lemonade stand to raise money for their respective causes. And they did it all under their teacher’s nose. “I had no idea they were doing any of this,” said Palahicky.

After coming up with the idea for the bake sale and deciding who would do and bake what, the students went to the principal and asked him to put their sale on the next day’s an-

nouncements. Then they spent their lunch hour selling their goods to the rest of the school.

TERRACE - The City of Terrace has re-opened the vehicle gate to its cemetery on Kalum Lake Rd. “It was just determined that it was best they be opened back up,” she said. “Last week they were opened ... they’re open all the time.”

The city had first decided to lock the vehicle gate to its cemetery after a string of vandalism incidents.

Following that action, several community members protested because locked vehicle gates blocked a drive-around road that enabled vehicle access to grave sites.

The locked vehicle gate meant only a walkthrough gate was accessible during most hours.

Those who opposed locking the vehicle gates said access was difficult for seniors and others.

Rupert golfer takes third at PGA event

PRINCE RUPERT - Prince Rupert’s own Edd Boudreau took home bragging rights and a hefty pay cheque after finishing third in the PGA Championship of Canada held in Calgary earlier this month.

The PGA Championship started on Tuesday, June 18 and finished up on Friday, June 22, with Boudreau starting his run in the Stan Leonard Division, playing his first game against Darrell Stubbs. After winning his first round, Boudreau went on to play Ontarian golfer Brian McCann.

Entering into the tournament, Boudreau was ranked No. 32 out of 64-players, and knocked off McCann, who was ranked No. 1., during the second round of the Stan Leonard Division.

Boudreau played his next match of the division against John McCann, who birdied seven holes in a row, leaving Boudreau four-under par after eight holes and three down to McCann.

“I ended up birdying three on the back nine, and shot seven under par that day to win on the 18th hole,” said Boudreau, crediting his caddie as a huge help in his PGA run.

In the final round of the division, Boudreau went on to play Conor O’Shea, shutting him out on the 17th hole, bringing him to the Final Four along with Eric Laporte from Montcalm Club de Golf, Brad Clapp from the Chilliwack Golf and Country Club, and Lindsay Bernakevitch from the Shaughnessy

“He made a couple long bombs on me, and I didn’t putt very well…

He made a 25-foot bogey putt that took a lot of wind out of my sails,” explained Boudreau.

After being beaten by Bernakevitch, Boudreau went on to play the consolation match against Clapp.

In this game, Boudreau was two holes down and then behind by three before things turned. Boudreau took the 10th and 11th holes and after that it was a seesaw battle between the two. Boudreau made a 12-foot birdie putt on the 18th hole to force extra holes and during the second extra hole he putted a 35foot downhill putt for the win.

“I felt like I was going to make it, and sure enough I slam dunked it right into the hole and made that for a birdie,” he said.

Boudreau won $8,000 for placing so well in the competition, the largest cheque he’s ever made from golfing.

“When you have three kids, you know what you’re going to be spending it on,” joked Boudreau.

Boudreau was born and raised in Prince Rupert, and graduated from Prince Rupert Secondary School in 1983.

He lived in town, working as a commercial fisherman until he moved down south.

Boudreau did not become serious about golf until after he moved away from Prince Rupert, although he did spend some time at the Prince Rupert Centennial Golf Course practicing.

“When I needed help, Moe Hayes was there to give me advice and push me in the right direction,” said Boudreau, who turned pro when he was 35.

“I would love to get back up there and play in the jubilee,” said Boudreau, adding, “I wouldn’t trade where I grew up.”

Since leaving Rupert, Boudreau went on to graduate from the Camosun College Professional Golf Management Program, and is a Class A CPGA Professional.

Boudreau now plays at the Gorge Vale Golf Course in Victoria, and he is an academy instructor there.

In terms of competitions, Boudreau will be competing in the PGA of BC Championship in Crown Isle in July, a tournament he won in 2006.

He will also play the Canadian Assistants Championship in September, a tournament he won back in 2003.

Marlins make their mark at provincials

KITIMAT - The Kitimat Marlins swim club had two swimmers attend the AA Provincial Long Course (50 meter pool) swimming championships over the weekend at the Commonwealth Pool in Victoria.

Competition was tight as 341 of B.C.’s best AA qualified swimmers were in attendance.

The Marlin swimmers were up to the task though and came up with some impressive results.

Alivia Salema (12) who just aged up into the 12 year old age group a month ago took double gold in the 12 year old girl 400 and 800 meter freestyle.

More importantly she achieved her first AAA Provincial qualifying standard in the 800 freestyle for the age group and will now attend the AAA Provincials in two weeks in Rich-

mond.

Salema also made two more finals (top 8) placing 4th in the 200 Individual Medley and 5th in the 200 meter backstroke.

Zachary Dumas (12) who continues to make impressive improvements after a full season out of the sport continued to impress as he medaled or made the finals in the 12 year old boy age group in all 5 of his individual swims.

Dumas took silver in the 200 meter butterfly.

More importantly, his time was his first ever AAA Provincial Qualifying time.

He will now be able to attend the AAA Provincial Champs in two weeks in Richmond.

Dumas also took the silver in the 200 meter freestyle, a bronze in the 200 Individual Medley and two 5th place finishes in the 100 and 200 backstroke.
