Kitimat could be left in oil pipeline lurch

KITIMAT - As the Joint Review Panel approaches the conclusion of hearings relating to the proposed Enbridge Northern Gateway Pipeline project, Kitimat may be left in the dust in favour of other communities for the questioning phase and the final hearings.

The JRP announced their plans for a procedural conference to take place on May 30 in Calgary. The conference will seek input on procedural issues relating to the final hearings, explained the Procedural Direction 7 document which was distributed late last week.

Within the document, it said that the questioning phase is ex-

pected to be held in Prince Rupert, Prince George, and in either Calgary or Edmonton, Alberta. “These locations are centrally located, have adequate facilities and reasonable transportation access,� the document said.

It further asks “would fewer than three locations be appropriate?�

Witness questioning will be done at each location based on the local issues.

In Prince Rupert, they outline the issues as impacts on Aboriginal interests, environmental effects, socioeconomic effects, consultation (public and Aboriginal groups), and safety and accident prevention.

Prince George’s issues are listed as potential impacts on the project on landowners and land use, routing and location of fa-

cilities and siting of a marine terminal, design and construction, follow-up and monitoring, and safety and accident prevention.

In Edmonton or Calgary, they’ll speak to the need for the project, impacts on commercial interests and financial and tolling matters. When the final argument phase arrives, it is anticipated to be held in Prince Rupert and either Edmonton or Calgary.

Annie Roy, communications manager with the Canadian Environmental Assessment Agency, provided a response to the question of why Kitimat is not a chosen location. She reiterated what the document said, relating to transportation and facilities, and added “The Panel will consider the results of the procedural conference as well as its own require-

ments in finalizing and announcing the process and schedule for the final hearings.

Kitimat Mayor Joanne Monaghan was quick to express her disappointment at Kitimat’s exclusion. “I have told them [the JRP] that I wasn’t very happy with that,� she said. She counters the claims that facilities and transportation are not adequate in Kitimat. “I told them that we did have adequate accommodation and it was easier to get to, by plane, from Vancouver,� she said.

She said not having the hearings in Kitimat is a ‘slap in the face’ to the community. “It’s just like we don’t exist sometimes.�

Kitimat Council will participate in the conference through teleconference on May 30.

The Pinnacle Pellets Westview Terminal Redevelopment Project The Prince Rupert Port Authority (PRPA), under the Canada Port Authority Environmental Assessment Regulations, is conducting an environmental assessment of the Pinnacle Pellets Westview Terminal Redevelopment Project, Prince Rupert, BC. The PRPA is hosting an open house on May 29, 2012 at the Crest Hotel from 7:00 PM to 9:00 PM to receive public comments to be considered in the environmental assessment.

Train traffic picking up in region PRINCE RUPERT CN’s general manager for BC North was a guest speaker at the Prince Rupert and District Chamber of Commerce, and spoke about the growth in traffic between Prince Rupert and Prince George.

“Prince Rupert is right at the heart of this.

With a shorter distance to Asia and the increased demand for Canadian products, more and more people are wanting to ship through Prince Rupert than other ports...

We’re seeing it up here now more than ever, our customers are growing,” said Doug Ryhorchuk, noting the increased traffic going to Fairview Terminal, Ridley Terminals and Prince Rupert Grain.

“At any given time there are about 18 trains running on the tracks in BC North. We’ve been growing at about 20 per cent per annum over the past several years, and we expect that growth to continue.”

Along with the growth comes investment. In 2012 CN expects to spend $47 mil-

lion, with another $67 million to be spent between 2013 and 2015.

This year the company will be expanding five more sidings between Prince Rupert and Prince George to maintain the speed of delivery.

“Intermodal between Prince Rupert and Chicago takes about 97 hours. In order to maintain that and attract new customers, we as a company need to perform and we know that,” said Ryhorchuk.

“There is a lot of work to do this year and a lot of work to do in the future. But with a strate-

gic plan, we have the resources needed to meet the needs of our customers.” To carry out the increased traffic and investments, CN has been hiring quite a few people in the northwest and plan to hire many more going forward.

“Approximately 180 employees were hired in 2011 between Prince Rupert and Prince George.

This year we might not reach 180, but I can tell you that we have hired 50 people so far this year, so we’re not slowing down,” he said.

Ryhorchuk addressed the lone level

crossing left along the northern corridor, which is located between Prince Rupert and Terrace.

However, at the moment there are no firm plans to address that issue.

“I was speaking with the Ministry of Transportation before I came up here. Obviously that is a concern for us...We are looking at it with the Ministry. Is it going to happen next year? Probably not, but it is on the radar,” he said.

“I can tell you that CN is interested in addressing it.”

Terrace store to emphasize recycling of many products

TERRACE - There’s a new-concept store coming to Terrace and its philosophy is to be an eco-conscious social enterprise.

Pioneered by the Terrace and District Community Services Society, the store which will be located in the old garden centre on the former Terrace Co-op property on Greig Ave. will be selling items refurbished.

These will be refurbished items that would otherwise have been tossed into the trash.

But the key here is not to turn a profit, at

least one that will line the pockets of a private interest. Instead, that money will go to getting people in the community job ready, and the refurbishing work to be done there will teach essential skills as well.

“We want to invest in people,” said Casey Eys, who works for the community services society and who is managing the project. “We want to use that as a vehicle for people to get retrained or reintroduced into the workforce.”

The COReStore, as it is named, stands for Community Oriented Recyclable Store. It will operate on a volun-

teer basis for everything from management to refurbishing work to sales.

“Anybody is welcome to show up and lend a hand,” said Eys. The store will focus primarily on accepting materials like construction waste that can be reused, reusable appliances, fixtures, furniture and larger household items.

“What we want to avoid is turning it into a garage sale,” said Eys, who clarified that there are many reusable products that need a little TLC but which are now thrown away because there’s no other place for them to go.

And it’s the TLC

part that will see community members – employed or not – using or learning skills that can be applied in a variety of contexts.

Eys pointed out that when it comes to employment, gaps in a resume can raise flags to employers and that the COReStore is a great way to fill space and show future employers one’s motivation to be engaged.

Also, money raised will be dedicated to training people who require it elsewhere — and the formula for deciding who gets help will depend on need and motivation, said Eys.

Before the store can open, which is estimated to be in late May or in early June, improvements to the building will be need.

The community services society will be providing seed money, which will be spent getting the building movein ready.

A trailer will be brought in to act as an office and washroom facilities will be provided.

The City of Terrace will be renting the building for $1 a year.

The building’s most recent inhabitants, city firefighters who trained inside, have moved out their equipment.

Repairs needed include a new stairway into the building, some electrical, flooring and drywall fixing, and possibly some roof repair.

“It’s not a lot at this point,” said Kwiatkowski. “We’re keeping it fairly simple.”

Pair travel Northwest in a vegetable powered car

KITIMAT - When Ana Santos and Jade Dumas pulled into town last month they may have sent area birds into a frenzy.

They say it’s happened to them at least once as they drove through B.C.’s Northwest.

The birds get up in arms, so to speak, because their vehicle, a 2006 Volkswagen Golf, actually runs on filtered vegetable oil.

The pair drove to Kitimat as part of their tour of northern communities who stand to be impacted, one way or another, from the Northern Gateway Pipeline.

Santos, a columnist for the Squamish Chief newspaper, and Dumas, a close friend and self described “Santos helper,” were on the tour to meet with people both for and against the project to get a sense of how people think about it.

“It gives us an idea of how people are thinking and how things are progressing along the way,” said Santos.

Santos plans to bring her knowledge back to Squamish for future columns.

What this tour has shown them is that opinion on the pipeline gets stronger the further north they go — in contrast, in Squamish knowledge is growing on the project however opinion remains fairly neutral.

That’s not the case in the north, particularly in Kitimat where they say that there are lots of people who will speak against the project.

That being said they have found that Kitimat, more than most other communities they’ve visited, does seem to have more people who favour the project.

That’s based on people telling them they know of others who support the project.

Yet the people who are against the project are “very” against the project, said Dumas.

“We haven’t been able to find anybody

During their two day stay in Kitimat, the two attended a Douglas Channel Watch meeting and spent a day climbing Clague Mountain.

They set off for Prince Rupert for their next stop after leaving town.

Although they are opposed to the pipeline, they do believe everyone should have their own informed opinion on the project, even if it’s in favour of it.

“Don’t be afraid to stand up for what you think,” said Dumas. *****

Ana and Jade’s mode of transport was a modified 2006 Volkswagen Golf.

Converted by a mechanic in Squamish, the vehicle runs on filtered vegetable oil, supplied by another Squamish local.

Ana describes the process as fairly simple for them to have done. The vehicle has the oil tank in their trunk and some extra tubes can be seen running through the engine. They also had to install a smaller battery.

The vehicle does still run on diesel as well and usually they drive on that until the engine heats slightly, allowing the oil time to

get the right consistency.

They acknowledge that cooking oil as fuel isn’t an option for everyone or is something that should be adopted more widely, but they say things such as this car can show that creativity can bring new solutions to otherwise reduce use of fossil fuels.

RCMP planning a bike rodeo

TERRACE - The Terrace RCMP Detachment is organizing a community bike rodeo June 1, 2012 from 4-7 pm. It takes place at the west end of the Skeena Mall parking lot. On hand will also be the fire department, BC Paramedics, and Terrace RCMP. The bike rodeo is a hands-on, interactive day, designed to teach children fundamental biking skills, road safety, and rules of the road. Bike rodeos take place across the province of BC and are conducted in a safe and positive environment. This is a free event open to all youth of all ages. All participants will receive a prize bag and a hotdog and drink. The fire department will be stamping all bikes with a security number.

Rio Tinto Alcan has donated grand door prizes of one girl’s bike and one boy’s bike from McBike.

KITIMAT - Kitimat’s Fields store is not going out to pasture after all.

A company called FHC Holdings Ltd., announced May 16 that they have purchased 57 Fields stores in B.C., Alberta, Saskatchewan, Manitoba and the Northwest Territories with plans to keep the stores running.

“Our team is very excited at the prospect of serving the 57 communities in which it has acquired stores, and will work to ensure people continue to be able to get what they need in their local communities,” said FHC President Jason McDougall, in a media statement.

McDougall is expected to tour each of the company’s stores to meet local staff.

The company also said that a percentage of profits will support initiatives and charities within each community.

Fields had been owned by the Hudson Bay Company.

Province tables bill to go to PST

VICTORIA - The B.C. government has tabled its long-awaited legislation to kill the harmonized sales tax and return to the old provincial sales tax, with some modernization to make it easier for small businesses to administer and pay the tax.

Finance Minister Kevin Falcon said Monday the PST will return as scheduled in April 2013, with exemptions for haircuts, restaurant meals, bicycles, movie tickets, gym memberships and all the other rules it had before.

pired by now, including energy-conserving windows and appliances, and fuel-efficient cars.

Tax changes that were made along with the HST will be maintained. That includes a 12-per-cent provincial tax on privately sold used cars, making the tax equal to that paid at a car dealership. Provincial tobacco taxes were increased seven per cent when the HST came in, and that tax will continue.

Due to a growing local economy, particularly in the mining and oil and gas industries, there is increasing demand for heavy equipment operators in northwestern British Columbia.

With Western Diversification’s investment of $573,380, NWCC will help meet this demand by purchasing 11 virtual training simulators, along with a heavy duty truck and 32 foot trailer. The equipment will create a mobile classroom, used to train students in rural communities where access to traditional school campuses is limited.

City council is asking for pellet terminal review to be put on hold

PRINCE RUPERT - Prince Rupert city council is asking the Prince Rupert Port Authority and Pinnacle Renewable Energy to extend the environmental assessment of a contentious wood pellet terminal on the city’s waterfront so that the public is given more than three weeks to give their input on the project.

They are also asking the port to work with the City to develop a waterfront plan before the project moves ahead any further.

The pellet terminal has been met with opposition from residents who live near the proposed site of the pellet facility at Westview Terminal. They have raised concerns about the effect dust and noise coming from the terminal will have on their quality of life, and have been more than a little skeptical of the port and the company’s assurances that these issues will be greatly mitigated.

Last November the Prince Rupert Port Authority sent a letter out to the residents encouraging them to share their views on the project during the environmental assessment process.

“Simply put, your opinion matters. If Pinnacle’s proposal proceeds to an environmental assessment, your participation in community consultation will be highly valued,” reads the port’s letter.

The environmental assessment report, which provides all the information on the project and its expected environmental impact, was uploaded to the Port Authority’s website on May 14, but residents only have until June 5 to make their comments on the project. There is also an open house for the public to attend scheduled for May 29.

One of the neighbourhood residents, Ken Shaw, came to Prince Rupert city council on Monday to argue that three weeks was simply not enough time. He asked council to intervene on residents’ behalf and ask the port and Pinnacle Pellet to extend the time line, which council voted to do.

“I’m concerned about how quickly the environmental assessment is being rushed through and that the community will not be able to fully assess and discuss the implications of this,” said Shaw.

The port authority says that the public comment period is not being rushed and that three weeks is fairly typical for projects of this kind.

“The three week period for public comment is what has been dictated by the environmental assessment working group in accordance with regulations, and we feel that it is sufficient,” said port representative Michael Gurney.

Besides, he says, the port is just overseeing the assessment process as the regulatory authority. Any changes will have to be approved by the members of the working group, which includes the company and government agencies.

This assessment is known as a “screening” and it is considerably less in-depth than the assessments most large new industrial operations must go through.

But government regulations just don’t require anything more than a screening. While most new marine terminals projects do require a comprehensive study be done as part of the assessment, the regulations make an exception for projects that are being built on land that has historically been used for industry. Westview Terminal has been used off-and-on for industrial projects since 1910.

“The technicalities in regards to this project are being met. So the legal justification is there, but I think the moral justification is not,” said Shaw.

Council did ultimately agree with Shaw’s request to ask the company and the port for an extension to the public comment portion of the environmental assessment process, saying that only giving the public three weeks notice to comment was “problematic”. But other than asking on behalf of residents, the City has no power to control anything the Port Authority decides to do.

“We have no control over whether that project goes ahead or not and we don’t have the ability to rezone it, we don’t have any ability to have any impact on it,” said councillor Joy Thorkelson.

Not according to the port authority. They say that they invited city council several times to be a part of the working group that overseas the environmental assessment of the project, but were turned down every time. If they had decided to join, they would have had the power to evaluate and study the noise and dust mitigation measures for themselves

and consider the public comments.

“It was our desire that the working group include input contributed by the City of Prince Rupert. We were disappointed that they decided not to join despite several invitations,” said Gurney.

It’s not entirely clear why the city decided against joining the working group. It has been suggested by Councillor Jennifer Rice that the city was hoping to keep their distance from the project so as to not appear to be endorsing it.

What council wanted is to negotiate a waterfront plan with the port authority. This would lay out a mutually acceptable vision for waterfront development for both the port and the community. This is something that has been worked toward in the past but the City has no ability to compel the port to make one with them.

Speaking only for herself, councillor Thorkelson says that the port has been avoiding a conversation that might put limits on what is considered acceptable development on the waterfront or impose new requirements on projects there.

“My opinion is that the port authority has been very remiss in talking to us about how much social license they have and whether they should be moving forward without a development plan that is approved by the City,” said Thorkelson.

“The port should not be going ahead – even if they can legally – without developing a waterfront plan with the City so that we can be able to talk about what kinds of things are acceptable on parts of the waterfront that are adjacent to residential areas.”

Other council members agreed, and council is asking the port not to go ahead with the project until a waterfront plan has been established.

VICTORIA - Despite controversial private power contracts and approval of two pricy dam refits, BC Hydro’s rate increase will be only 1.44 per cent next year, Energy Minister Rich Coleman announced Tuesday.

Coleman said the B.C. government is instructing the B.C. Utilities Commission (BCUC) to limit rate increases to a total of 17 per cent for the three-year period ending April 1, 2014. With rates up 7.1 per cent since April of this year and last year’s eight-per-cent hike, the 1.44 per cent increase for next year is to meet a political commitment made by Coleman and Premier Christy Clark last year to reduce planned rate increases by half.

The smallest rate increase in years is to take effect April 1, 2013, just weeks before the next provincial election. And the latest government instruction means a BCUC public hearing on the latest rates won’t proceed.

Coleman said in an interview the directed increase was not done for election purposes, but because it was the simplest way to proceed. A “negotiated settlement” with major ratepayer groups means a BCUC hearing that could run for months isn’t necessary, he said.

NDP energy critic John Horgan said Tuesday the government’s move is the latest in a series of political interventions into BC Hydro policy. It forced the utility to buy private power on expensive long-term contracts, it imposed the smart meter program and moved ahead on the Site C dam on the Peace River, all without review by the BCUC to see if they are in the best interests of ratepayers, he said.

“This is a Crown corporation, the envy of North America, and these guys have run it into the ditch,” Horgan said.

Coleman launched a review of BC Hydro last year, after Clark spoke out against the prospect of a 50 per cent increase in hydro rates expected over five years.

The review by deputy ministers said reducing BC Hydro staff and inhouse engineering, along with other cost-saving measures, would meet the government’s target of keeping annual rate increases below four per cent.

But the BCUC’s rate hearings pushed the increase for the current year up to 7.1 per cent, to increase repayment of debt that has been stacked up in recent years.

Auditor General John Doyle issued a report last year that said the government was taking annual dividends from BC Hydro that were not justified by its earnings, and the utility was increasing deferred debt as a result.

Coleman announced Tuesday that the province was able to reach its rate goal by forgoing $75 million in dividends over three years.

TAKING THE TIME TO GET IT RIGHT: DESIGNING THE KSM PROJECT The KSM Project is a proposed gold/copper mine, located 65 kilometres northwest of Stewart. If approved, the mine could become an important economic anchor in northwest BC and a source of four important minerals we use in our daily lives.

Our vehicles, computers, cell phones and countless other items we use on a daily basis contain many different metals and minerals, including gold, silver and copper. These are all found at the proposed KSM Project where the proven and probable mineral deposits total 38.2 million ounces of gold; 9.9 billion pounds of copper; 191 million ounces of silver; and 213 million pounds of molybdenum.

A lot of effort goes into planning a mine. Originally discovered in the 1960s, Seabridge has been working since 2006 on the KSM Project design, doing exploratory drilling, geotechnical, engineering, environmental and socio-economic studies; and gathering input from communities and groups who have an interest in the project.

“Our aim from the beginning has been to work collaboratively to forward a project which reÀects public input prior to submitting our permit applica-

tions for review by provincial and federal regulators,” says Rudi Fronk, Seabridge Gold’s President and CEO. “Six years of work and community feedback have gone into designing a mine plan for KSM that is both environmentally responsible and economically feasible.”

The proposed KSM mine gets its name from three of the four deposits found at the site: Kerr, Sulphurets and Mitchell (the other deposit is called Iron Cap). These deposits will be mined in a combined open pit

and underground operation over the mine’s ¿ve-year construction and 50 to 55-year mine life.

How it works is, rock is blasted from the ground using open pit, truck and shovel mining methods (in the open pits and underground). Rock that does not contain ore will be stored in rock storage facilities (RSFs) near the pits. Rock containing minerals – the ore – will be moved on a conveyor through a 23 kilometre-long tunnel to the processing plant.

trucked offsite for further re¿nement. The location of roads to and from the mine site and processing plants were selected based on feedback from Seabridge’s Working Group and Aboriginal partners.

The remaining ground-up ore with the minerals removed – the ‘tailings’ – are pumped to a nearby tailings management facility. Here, dams will be built to contain the tailings. There will also be a special lined pond in the centre of the tailings management facility where some of the tailings will be stored. This is the ¿rst lined pond in British Columbia; it is not required for the project, but Seabridge is committed to upholding high environmental standards in its mine design.

Other project elements include water diversion tunnels to divert fresh water and runoff away from the pits and mine site; water treatment facilities, to collect and treat water running off the pits and the RSFs; two camps to house employees; and places to store equipment, explosives and supplies in various locations across the site.

The estimated capital cost of the proposed KSM Project is 5.3 billion dollars, providing annual employment for 1,100 during construction and 930 during operation. The KSM Project will be going through the Environmental Assessment process this fall and, pending approval, will go into construction in 2014.

TERRACE - A provincial agency that helps train people for skilled jobs expects to work closely with Northwest Community College as industrial activity increases in the region.

The Industry Training Authority (ITA) spent $1.5 million at the college last year in helping finance apprenticeship training at the college.

It hasn’t settled on a dollar value for this year but anticipates growing interest in trades training as employment opportunities open up, says Kevin Evans, tts chief executive officer.

“Last year we were involved in eight technical training programs taking up 482 seats,” he said.

“The key is we have to have the employers who have the employees and then we find the money [for the training],” Evans added.

And while most of the attention has been focused on large-scale companies moving into the northwest, Evans said the training authority tends to work more closely with smaller companies who have hired apprentices.

In particular, Evans said the authority is acutely aware of the need to train northerners for trades openings in the region.

“We’d like this to be of the north, in the north and for the north,” Evans added of general plans to increase skill levels in the region.

But he did acknowledge the need to bring in those workers who have the kinds of specific skills required by companies.

“Even if we could train everyone in the area, there would still not be enough workers. There will have to be a balanced approach,” Evans continued of the need to bring in outside workers.

Overall, a provincial study predicting top employment demands for the next decade in the northwest suggest that 570 non-automotive machinery and transportation equipment mechanics, 550 carpenters and cabinetmakers and 510 heavy equipment operators will be needed to replace people who are retiring or to fill new positions.

In examining requirements for 15 trades in the northwest, the study estimated that 3,600 people will be needed to replace retiring workers or to fill new positions over the next decade.

Generally speaking, the authority helps finance the operating costs of an institution’s training programs and it can provide money directly to students depending upon their individual circumstances.

Evans said assistance to students includes people who are not eligible for Employment Insurance.

The goal is to ensure people have the opportuni-

ty to gain the kind of skills needed leading up to the pre-apprenticeship phase.

“We don’t provide the capital to institutions.

That’s more of the role of the advanced education ministry,” Evans cautioned.

Evans did say the authority has an excellent working relationship with Northwest Community College.

“We deal with 16 public and 23 private institutions,” said Evans. “The northwest is exceptionally well served by Northwest Community College from my experience.”

He said the college’s regional network of campuses shows it understands the area and the needs of its residents.

For its part, the college has been building up its trades programs over the past several years.

It has, for example, applied to several federal agencies for up to $1.5 million to purchase heavy equipment simulators.

Some of those requests were granted when the college received $573,380 which it used to buy 11 simulators, a 32-foot long trailer and a truck.

Six of the simulators are installed in the trailer which is then towed by the truck.

Barker September 13, 1940 May 17, 2012

Born in Prince Rupert, Norm lived most of his life here. He had many jobs over the years until 1970 he joined Prince Rupert Fire Department - A job he loved, and retired from as Captain.

He married his sweetheart Iris in 1985 and they had many great times on the North Coast and Dodge Cove.

He had a good life and only slowed down the last couple of years after a 15 year battle with Prostate Cancer He was greatly loved and will be sadly missed.

He leaves behind his loving wife Iris; son Norm Jr. (Val); grandson Thomas; daughter Christy (Bill); grandsons Austin and Jeremy.

In lieu of Áowers, donations to the UBC Prostate Centre or the Fire Fighters Burn Fund of Life would be greatly appreciated.

A celebration of life will be announced soon.

The family of the late Norman C. Barker would like to thank the Prince Rupert Fire Department. Mabel Emes

July 24, 1919 - May 10, 2012 It is with great sadness that we announce the passing of our dear Mother, Mabel Emes of Kitimat (formerly of Prince Rupert).

She was pre-deceased by our Father, Mike after 60 years of marriage. She was also predeceased by her 6 brothers and sisters and her son-in-law Pat Bell.

Left behind to mourn are her four children: sons Arthur (Jo), Arnold (Sheila), and Micheal (Carol), and her only daughter Gloria Dielschneider (Gene Sr.). She is also survived by her 9 grandchildren, numerous great-grandchildren, and 2 great-great-grandchildren, her daughters-in-law Ruth and Reta, her sister-in-law Lillian Emes, as well as numerous nieces, nephews, extended family, and friends.

We would like to extend a special Thank You to Dr. Wahl, the nurses and staff of The Mountainview Lodge, and the family and friends that have helped us through this time.

To honour Mabel, a tea in celebration of her life will be held on May 26, 2012 at 1:00 at the Royal Canadian Legion Hall.

She will be laid to rest in Two Hills, Alberta at a later date.

In lieu of flowers, donations can be made in Mabel’s name to The Mountainview Lodge Activation Program.

(Proponent) of Vancouver, BC has applied to the Ministry of Forests, Lands, and Natural Resource Operations (MFLNRO) for a new hydroelectric power project on McLymont Creek (proposed Project), located on Provincial Crown land approximately 100 km northwest of Stewart and 140 km southwest of Iskut, BC. The proposed Project includes a Crown land tenure that covers All That Unsurveyed Crown Land and Foreshore in the Vicinity of McLymont Creek and Iskut River, Cassiar District, Containing 1,841.49 Hectares, More or Less, and a Water Licence to utilize approximately 30 m3/s of flow and 61,600 m3 of storage for waterpower purposes. The proposed point of diversion for the project is located approximately 4.5 km upstream from the mouth of the creek. The proposed Project will require various other provincial authorizations including a timber cutting authorization for the Project footprint.

The file numbers that have been established for these applications are Land File: 6407684 and Water File: 6001068.

As a component of this project review, the Proponent was required to submit a Development Plan to the MFLNRO. The Development Plan should identify, assess, and address the impacts of the proposed project, as well as provide a detailed description of the activities related to project construction and operations. If the Development Plan is approved, then the Agencies will proceed with issuing the primary authorizations for the project, which will include a Water Licence for waterpower purposes and a Licence of Occupation for the general project area (described above). Secondary permitting for the project will occur closer to the construction/development phase. The MFLNRO has now received the Development Plan from the Proponent and invites your comments.

Golf takes new swing in school classrooms

TERRACE - The game of golf has been reinvented in the name of getting children learning it early, and hopefully loving it.

It is also being introduced in Terrace in a classroom-style format that will not only see children of all ages able to try out the sport, but hone their skills year-round.

Last week, the B.C. Golf Association’s School of Golf director Cathy Gook visited Terrace on May 14 and 16 to teach a program called SNAG, standing for Someone New at Golf.

She taught the game to students at Uplands Elementary School, to volunteers at the Skeena Valley Golf Club and also Parkside Secondary School.

“Our Playground to Fairways school program ... mission is every child in B.C. has the opportunity to learn the game of golf,” said Gook.

“We come up to train teachers, professionals or community volunteers to use the modified golf equipment we use.”

The SNAG equipment is designed to be child friendly, intended to assist learning techniques of the game while being skill-level appropriate and fun, she said.

Equipment includes two types of clubs: one similar to an iron with a larger head called launchers, and another like, and larger than, a putter called rollers.

“They’re modified grips so it’s really easy for little hands to hold onto the clubs,” she said.

The terminology is intended to associate with the action of the ball, which in this game is roughly the size of a tennis ball but weighs the same as a golf ball, said Gook.

There are targets at which the kids aim. The balls stick to them, said Gook.

There are four different swings, or shots, that are taught.

The first swing is called rolling, otherwise known as putting. There’s chipping, which in golf is a small low elevated shot intended to land close to the green and get a ball near the hole.

Next, there’s pitching, which is the third biggest swing.

“It’s when you’re fairly close to the green and want to loft it,” said Gook, “a soft, short little shot that goes up in the air.”

Next, there’s the launch.

Gook brought up three different lengths of launchers and rollers — each designed for a different age stage and each with a slightly different approach to learning the game.

The smallest size is for kindergarten to Grade 3, and that game focuses on adapting literacy skills with golf, honing hand-eye coordination, and target awareness.

That program is currently being developed to be rolled out B.C.-wide

But in Terrace, now, is a set of SNAG equipment that’s ready to be used in schools.

There’s enough for 32 children at a time to play at various stations, and this set of equipment is intended to do more than just teach golf.

Colleen Annibal teaches at Parkside Secondary School, which recently purchased the equipment.

“I did the certification Monday night at the golf course,” said Annibal, adding she plans to train students who attend Parkside how to lead the program.

The plan is, she said, for her and those students to attend schools with younger children and teach SNAG as part of leadership training for the older students as well.

“My goal is to introduce as many kids as I possibly can to golf,” said Annibal.

“And for our kids to feel good about themselves helping little kids.”

Annibal’s intent is to start training her students within the next few weeks and hopefully have taught two physical education classes with her students by the time school is finished.

“I definitely want to build it as leadership for our kids,” she said.

“And throughout the winder months have even the golfers coming. We’re hoping to get more kids involved, more kids turned on to golf,” said Annibal.

KITIMAT - Nine swimmers from the Kitimat Marlins Swim Club attended the West Coast Open Swim Meet in Richmond.

The competition was in a 50 metre pool and was a great opportunity for the Marlins in attendance to get some extra long course (50 metre pool) racing experience. The swim meet was very competitive with more than 440 swimmers from 17 swim clubs in attendance all from the Lower Mainland, except for the Marlins of course.

Kleanza Cathers, 12, led the way with a first place overall finish in the 11-12 girls 400 m freestyle, second place finish in the 100m freestyle and 200m butter-

fly and a fourth place finish in the 50m freestyle.

Zachary Dumas, 12, also had four top eight placings in the 1112 boys category with a sixth place finish in the 50 and 200m backstroke, seventh in the 100 back and eighth in the 200 individual medley.

Hannah Pearson, 10, had three top eight finishes in the 10 and under girls category with a sixth place finish in the 100 backstroke and an eighth place finish in the 50 and 100m freestyle.

Leah Desousa, 9, competing in the 10 and under girls category placed fifth in the 100 butterfly and eighth in the 50 backstroke.
