Property values stay stable Assessments should reflect minor change, say officials

Kevin MILLS Abbotsford News

Abbotsford’s total property value now rests at $20.19 billion, up marginally from last year’s total of $19.98 billion. Mission rose from $5.65 billion to $5.67 billion.

That minimal increase will be reflected in the more than 187,000 assessment notices that have been mailed out in recent days, according to the Fraser Valley office of BC Assessment. “The assessment role this year is very stable,” said John Green, dep-

uty assessor. “Most homeowners in the Fraser Valley will see minimal changes in the value of their properties.” Assessments are based on perceived value of a home and property Continued on A6

A 12-year-old Abbotsford boy’s condition has been upgraded after being hit by a garbage truck on Wednesday morning while using a crosswalk at the intersection of Bevan Avenue

and Ware Road. Abbotsford Police Const. Ian MacDonald said the boy has gone through surgery and is now in the process of healing and recovery. He is expected to remain in hospital for several weeks. He was airlifted to a

Vancouver-area hospital with serious lower body injuries after he was hit by the truck just before 8 a.m. Wednesday. MacDonald said a police officer was stopped at the intersection when the accident occurred, and witnessed the “rather severe impact.”

He said a group of students was crossing Bevan northbound to get to Abbotsford Middle School, with the right of way. The victim was trailing behind the group. The truck was southbound on Ware, facing the crossing pedestrians, Continued on A6

New job is moving Fast Government’s trade focus has MP busy Neil CORBETT Abbotsford News

His new job has Ed Fast hopping. The Abbotsford MP took on the cabinet post Minister of International Trade and Minister for the Asia-Pacific Gateway at a time when Stephen Harper’s Conservative government has placed a higher premium on trade agreements. In only seven months in this new role, Fast has gone from backbencher to globe-trotting cabinet minister. He got the job in late May, replacing former International Trade minister Peter Van Loan. In June he was already on his way to South America. Last month it was Germany, France and Geneva, Switzerland for the World Trade Organization meeting. In between, Fast has been to numerous nations, including China, India, and Brazil – three of the world’s largest emerging economies. “It’s been a very exciting and busy seven months,” said Fast. Political pundits note the Canadian government has not been so focussed on trade since it was negotiating NAFTA 20 years

Ed Fast (second from left) with French officials at a Solarwall installation in Paris, France. The Canadian company plans to do a significant amount of business in Europe. ago. Fast agrees. He explained that every nation is entitled to impose tariffs on imported goods under WTO rules, and many nations add protectionist standards to imported goods designed to keep them out. His focus has been negotiating trade deals to eliminate those trade barriers. As a key member of the Canadian government, Fast is welcomed wherever he goes. “Canadians are well liked around the world,” he said. “We may not have taken advantage of that as much as we might have.”

Critics say free trade agreements eliminate as many jobs as they create, but Fast said evidence shows encouraging trade creates more wealth. It actually “grows the pie,” he said. He uses Chile as an example of a nation that has used trade to stimulate its economy, and become one of the wealthiest nations in the Southern Hemisphere. On the contrary, protectionist measures can hurt a nation’s economy. “Our government believes trade is one of the key economic drivers,” he said. Foreign Affairs and International Trade

Canada released a progress report at the end of the year highlighting the top accomplishments of the year. These included completion or significant work on trade agreements with the above mentioned nations, as well as the European Union, Colombia, Honduras, Jordan, and Panama. Canada launched exploratory talks with Mercosur, South America’s largest common market, and adopted a joint declaration on trade and investment with the Association of Southeast Asian Nations. “With one in five Canadian jobs linked

to trade, deepening Canada trading relationships in priority markets around the world is key to protecting and strengthening the financial security of hard-working Canadians,” said Fast in the press release. Fast’s public profile has risen considerably, and he is now quoted in the Montreal Gazette, London Free Press and the Globe and Mail, in stories with headlines like “Free trade frenzy.” There has been one casualty. His gospel vocal group Father’s Daughter, featuring Fast and his three daughters, did their final performance on New Year’s Day in Chilliwack. “It was bittersweet. We have had a wonderful time performing together, but I am at this new season of my life.” Fast is in Abbotsford, having returned home for the holidays, but will soon return to Ottawa. Then it’s off to Libya, followed by Chile, Peru and Australia. “I expect the next six or seven months will be as busy as the first six or seven months were,” said Fast. “It is an amazing job to have. I am truly honoured to do this job.”

More charges for former priest Allegations of uttering threats and assault Vikki HOPES Abbotsford News

The former priest of an Abbotsford Hindu temple who was charged with sex offences involving two teen girls over a year ago is in trouble with the law again. Karam Vir, 32, has been charged with three counts of uttering threats and one count of assault in two separate incidents. Abbotsford Police Const. Ian MacDonald said the first occurred in the fall of 2009, when Vir allegedly threatened a 52-year-old man and grabbed him by the arm. The second was in September 2010,

when a 51-year-old man was allegedly threatened by Vir. MacDonald did not know the exact circumstances involved in the offences, but the first alleged victim did not approach police until after the second incident had occurred. Charges were approved by Crown counsel last month, and Vir made his first court appearance on the matter on Tuesday. Meanwhile, a trial date has not yet been set on the two counts of sexual exploitation and one count of sexual assault with which Vir was charged in November 2010. Abbotsford Police began an investiga-

tion in March 2010 after a group came forward with concerns of “improper conduct” by a priest at the Hindu temple on Walmsley Avenue. During the police investigation, two teen girls reported that they had had interactions with the man. A pre-trial conference on the matter is scheduled to begin Oct. 3 in B.C. Supreme Court in Chilliwack. Vir was believed to have been at the Abbotsford temple for about a year at the time of the sexual-offence charges. Police have said he was in Canada on a working visa and he spent time in Ontario before coming to Abbotsford.

Crown seeks seven years Amrit Gill convicted of manslaughter in 2008 death of Harvey Hans

Vikki HOPES Abbotsford News

A man convicted of manslaughter in the stabbing death of 18-year-old Harmin (Harvey) Hans apologized in court Wednesday for the role he played in the incident. Amrit Gill, 23, said although he did not stab Hans, he wanted to apologize for being at the scene in the early-morning hours of May 24, 2008. Hans was stabbed in the neck and died on the front lawn of his family’s Ridgeview Drive home following an altercation with Gill; Shavinder (Shevy) Brar, who previously pleaded guilty to manslaughter and was sentenced to five years in prison; and a group of their friends. “I would like to say sorry to the Hans family for their loss ... There has not been a day that I have not thought of Harvey,” said Gill, speaking to a packed courtroom at his sentencing hearing in B.C. Supreme Court in Chilliwack. His voice wavered several times as he talked about the suffering expe-

Supreme Court in Chilliwack on Wednesday, where his sentencing hearing for manslaughter was being heard. rienced by both the Hans and Gill families, and the impact the charges and trial have had on his life. Justice William Grist has previously said that he cannot conclusively determine whether it was Gill or Brar who stabbed Hans, but both were

responsible for the events that led to his death. Crown prosecutor Carolyn Lawlor recommended a federal sentence of six to seven years for Gill, saying he should receive a sterner punishment than Brar. Lawlor said Gill “delib-

erately orchestrated” the events of that night, in response to a fight that Hans had with Brar’s brother. She said this included arranging for friends to gather outside the Hans home and wait for Hans’ arrival, as well as obtain-

ing the knife and Taser that were used. “This was a mob lying in wait,” she said of the group. “There was nothing accidental about what happened on the Hans’ lawn that night.” Defence lawyer John Conroy presented almost 30 character reference letters from family and friends, many of whom referred to the remorse that Gill has expressed since Hans’ death. Conroy also challenged the references to Hans as the ringleader of the group, saying it was Brar who organized the attack and “was getting others riled up” to back him. He said Gill has been an exemplary citizen since the incident. He has held a job, attended school to work towards a diploma in criminal justice, and fully complied with his probation orders. Conroy suggested a provincial sentence of two years less a day, plus three years’ probation, would be more appropriate. The judge has reserved his decision until today (Friday) at 2 p.m.

Compost program now set for summer Kevin MILLS Abbotsford News

Abbotsford residents will be required to take a closer look at their garbage later this year. The city is preparing to launch a new curbside composting program, tentatively scheduled for the middle of summer. Originally expected to launch at the beginning of this year, the city is still waiting for Minister of Agriculture Don McRae to approve the use of the property at 5050 Gladwin Rd., to create a facility to process the compost. “The Agricultural Land Commission had already approved the land for use as a composting facility ... but that’s not the same as the approval from the Ministry of Agriculture, and in this case it’s actually the Minister of Agriculture that has to approve it,” explained Barry Azevedo, the city’s solid waste and environmental engineer. The city has already held a public hearing on the proposed rezoning and given the bylaw second and third reading. However, nothing can move forward without the minister’s approval.

Abbotsford homeowners will soon be expected to separate compostables from their trash. Azevedo said a decision is expected sometime this month. First made public in April of 2011, the new program will require people to separate all compostables (food waste, grass clippings etc.) and collect them separately from other household wastes. The city will collect all

three streams of household waste (recycling and compost once a week and garbage once every two weeks). The company Net Zero Waste Inc. is set to be awarded a $6-million, 10-year contract for compostable waste disposal and processing services. Net Zero Waste would then lease the Gladwin Road property on a 10-year term and construct a facility using state-of-theart composting technology. The composting process will take place inside a structure to help limit the possible odour associated with the process. Azevedo said the new program expands the amount of waste being diverted from the landfills. He said the compostable waste can, usually a small pail under the sink or located somewhere in the kitchen, could replace garbage cans as the main collection device. Once recycling and compostables are removed, little would be left for regular garbage pick-up. “For every ton of compostable waste that you take out of the landfill, you save, it’s estimated, one ton of greenhouse gas emissions ... it’s probably one of the biggest bangs for the buck that the city can do,” said Azevedo.

NewsBytes DOWNTOWN GAS LEAK There was a strong smell like sulphur or rotten eggs in downtown Abbotsford on Thursday morning at approximately 9:30 a.m., after a gas leak on Roberts Avenue. Work crews widening Roberts dug into the street and hit a gas service line to a nearby apartment building. Abbotsford Fire Rescue Service responded, ensuring no ignition sources were in the area, and having nearby businesses on South Fraser Way shut down their furnaces to avoid having the gas taken into their buildings. Fire officials said a breeze helped to dissipate the gas, making their presence on the scene mostly precautionary. Fortis B.C. was on scene to close off the line further up the street, and fix the damaged pipe.

ASSAULT VICTIM STILL CRITICAL The 17-year-old victim of a baseball bat assault last month is still in critical condition in hospital. Abbotsford Police Const. Ian MacDonald said no suspects have yet been arrested in the attack that occurred on Dec. 10. The incident began after six or seven people crashed a private party on Sumas Prairie and deployed bear spray. About two hours later, police were called to an altercation in Clearbrook Park, where they found a 19-year-old male suffering head injuries from an attack with a baseball bat. That victim was hospitalized but has since been released. The 17-year-old, a student of Mennonite Educational Institute, was found after police received a report of someone being chased along Discovery Trail. He has been in critical condition ever since.

as of July 1, 2011. “Really what it is, is we follow the real estate market. So what this says is, year over year, the real estate market in Abbotsford and Mission has been very stable.” Green said if comparable properties in a person’s neighbourhood are selling for more, residents can expect their assessments to rise. The opposite is true of homes selling for less money. “So, stability is a very good thing in real estate.” Overall, the Fraser Valley’s assessment roll increased from $85.9 billion last year to $88 billion this year. Most of this growth was due to subdivisions, rezoning and new construction. In Abbotsford, a typical singlefamily home rose in value from $419,000 in 2010 to $425,000 in 2011. Apartments dropped in value from $187,000 to $182,000, while townhomes increased slightly

Which of these costly mistakes will you make when you sell your home? ABBOTSFORD - A new report has just been released which reveals 7 costly mistakes that most homeowners make when selling their home, and a 9 Step System that can help you sell your home fast and for the most amount of money. This industry report shows clearly how the traditional ways of selling homes have become increasingly less and less effective in today’s market. The fact of the matter is that fully three quarters of home sellers don’t get what they want for their homes and become disillusioned and - worse Ànancially disadvantaged when they put their homes on the market.

As this report uncovers, most home sellers make 7 deadly mistakes that cost them literally thousands of dollars. The good news is that each and every one of these mistakes is entirely preventable. In answer to this issue, industry insiders have prepared a free special report entitled “The 9 Step System to Get Your Home Sold Fast and For Top Dollar”. Green said these numbers aren’t averages, but rather examples. “This is taking a typical sample apartment, or home, and tracking its assessment and how it’s changed over the years.” Abbotsford’s highest assessed residential property is worth $4.9 million, while Mission’s is $2 million. Owners of commercial and industrial properties in the Fraser Valley will typically see changes to their assessment ranging from zero to 20 per cent. Municipal governments use the assessment values to determine the mill rate for taxation purposes. Abbotsford has yet to approve this year’s city budget,

so it is unknown as to how the assessments will affect local homeowners’ property taxes. Anyone who disagrees with the assessed value of their homes can contact BC Assessments. “Property owners who feel that their property assessment does not reflect market value as of July 1, 2011 or see incorrect information on their notice should contact our office as indicated on their notice as soon as possible in January,” said Green. “If a property owner is still concerned about their assessment after speaking to one of our appraisers, they may submit a notice of complaint (appeal) by Jan. 31, for an independent review by a property assessment review panel.” For more information, contact the Fraser Valley assessment office at 604-850-5900 or visit the website at www.bcassessment. ca.

QUESTION OF THE WEEK

Truck hits boy

If you are under 30 years of age, have you ever tried ecstasy?

I live a block a way from there, and the intersections at Ware and Bourquin and Ware and Bevan are awful ... People just aren’t being cautious anymore. Tammy Kettle

To answer, go to abbynews.com

It is a bad corner. Constantly having accidents. It needs more presence by the police especially during school times. You are looking at a junior secondary, senior secondary and two elementary schools all having to use this corner. That adds up to a lot of kids. I hope the boy will be fine.

LAST WEEK, WE ASKED:

Are you planning to make a New Year’s resolution?

Leslie Easte This intersection in the morning and after school is horrible. Besides having two terrific crossing guards, something needs to be done.

On Point Teenagers can live without telephones, television, texting, Facebook and Internet. Heresy, cry the youth! Impossible, proclaim the parents! ‘Tis true, say I. I have seen it with mine own eyes. For five consecutive days, no less. It was going to be an interesting social experiment. Could two 14-yearold girls be disconnected from the digital world for a week, and emerge emotionally and mentally unscathed? The test subjects: Our daughter and a long-time friend. The laboratory: A log cabin in remote northern B.C., approximately 120 miles from the nearest civilization ... and wi-fi service. The time frame: Between Boxing Day and New Year’s Day. The lab personnel: Parents of said

daughter, the couple who own the cabin, and their 20-something son with girlfriend. The concept of the experiment is introduced to the primary test subject, along with a description of environmental factors, i.e. no running water or indoor plumbing, wood heating only, and just short periods of generator electricity; the rest by gas lantern or flashlight. Reaction predictable: High-pitched interrogative, dilated pupils, shortness of breath. Period of recovery required. (While our lab subject has been exposed numerous times to summer and fall outdoor conditions, a spartan winter world will be a new one. Ditto subject number two.) Agreement reached, and arrangements made. One concession is negotiated. A portable DVD player and a movie is allowed during the 10-hour drive to said lab. Ditto on the way home. However, said electronic device cannot be used in the cabin. There will be other things to do, we promise. Such as staying warm. It’s

-10 C when we arrive (and drops to -22 when we leave). There’s a foot of snow on the ground, and that builds by another six inches after two more snowfalls. Prime conditions for snowshoeing. Ah yes, there’s a little known activ-

Reaction predictable: High-pitched interrogative, dilated pupils, shortness of breath. ity on the Wet Coast. Little point in putting flat baskets on the bottom of one’s boots to walk in water! Not so up in the snowy hinterlands of B.C. We did take some technology with us, in the form of two snowmobiles. Of course, one packed it in on day two. That limited the gas-powered travel to the northern version of transit – a sled behind a snow machine. And when we weren’t doing that,

there was wood to chop and carry inside. There were meals to prepare and consume. There was water to draw from under the ice in the creek, and tote to the cabin. And there was old-fashioned fun – cards. Who would have thought two teens could engage in variations of games that have been around for centuries? At night, there were stars upon which to gaze. Not the paltry little pinpoints we see through city lights and smog. No, northern winter skies are dusted with a billion diamonds, some in swaths so thick they seem like glowing dust. And then there was the silence. Silence so penetrating you can hear it. Silence so pure it compels one to be silent. Except for the talking. Imagine that. Instead of texting, the girls talked. And talked some more. And they laughed, and walked and worked together, with nary a digit working a digital device. And they were reminded that this is what people used to do all the time. And it was good.

letters The difference one boy can make

Thank-you, Mackie (in reference to the story “From the heart” in the Dec. 20 edition of the Abbotsford News). One nine-year-old boy can make a difference and that’s exactly what Mackenzie Cameron has done. With the support, help and encouragement from his mother and father, Melissa and Alan, and his twin sisters, Sasha and Bella, the help Jaden and I have received has been incredible. Mackenzie’s school, Sandy Hill elementary, knows the loss of a student to Cystic Fibrosis. When they heard about Mackie wanting to help, they truly made a difference and came together as a family for a family. I can’t properly express my thanks

to the parents, students and faculty of Sandy Hill Elementary. I am so incredibly overwhelmed by what you have all have done for Jaden and me. Thank you. Melissa and I have both received many letters and e-mails from community members who have wished to help. Children who gave their last $5, to people who have donated the last of their paycheques. Jaden’s own school, Ten Broeck Elementary, and several parents and staff from there as well, have contributed to help pay for Jaden’s medical needs. Thank you, to all of you. Thank you to The Abbotsford News for publishing such a beautiful story,

SPECIAL NIGHTS AT OCEAN PARK

and thank you to Breakfast Television for telling that story as well – the story of the boys’ friendship and Mackenzie’s “What friends are for” fundraiser. Although Jaden’s health needs are continuing, and he is back in Children’s Hospital, I thank you all for everything you have done to make things a bit easier for us in so many ways. Lastly, to the Cameron family, Mackie, Melissa, Sasha, Bella and Alan, we love you all and thank you for everything that you have done for us. You are a truly beautiful family. I truly wish I could find a better way to express it. Thank you to the whole community!

deaths have been caused by the use of tobacco? Marijuana is more dangerous than tobacco. Current research tells us there is four times the amount of tar in a marijuana cigarette as a tobacco cigarette. A major cancer-causing chemical, benzo(a)pyrene, is present in greater quantities in marijuana than in cigarettes. We know that smoking is the number one cause of lung cancer. Research tells us that young people that use drugs

are more likely to engage in other high-risk behaviours. In addition, the risk of heart attack is five times higher than usual in the hour after smoking marijuana. A person who smokes five joints per week may be taking in as much tar and cancercausing chemicals into their lungs as someone who smokes a pack of cigarettes every day. Smoking marijuana weakens the immune system, raises the risk of lung infections, and is linked

Pot has medical uses

Re: Letter from George Bochenek, Dec. 27. This is a very uninformed letter. First off, the Beatles song Let It Be is not about marijuana – it is about Paul McCartney’s mother. Now to this marijuana issue. I have a friend who contacted a disease called fibromyalgia. It is a crippling disease with no cure. Before this came on, she ran 10 miles four times a week; a mother of two and very active woman – bright, talented and positive. She has been fighting this disease for over five years. She has gone to many doctors and none have been able to help her. She is now bedridden, in excruciating pain. Because of the drugs she has been given, she fights depression, lethargy and doubled her weight. She is not a pot head, but what she

discovered through a friend was that marijuana was the only thing that helped her at all – she could actually function somewhat with the intake of marijuana. I have never heard of anybody dying of a marijuana overdose. There have been many who have died from legal prescription drugs. How many people have died from smoking tobacco? All those chemicals and toxins that are mixed in to the natural tobacco leaf to get smokers addicted – the government collects huge on tobacco. Everybody knows if you smoked a little natural tobacco leaf, it certainly wouldn’t do the damage that the processed tobacco does. Get your head out of the sand, this is 2012. Colin Daniel

Inadequate facilities

I would like to set the record straight .... not once did I complain about the care I received on my many visits to the hospital. I feel that the doctors and nurses who looked after me were excellent and went above and beyond for me. What I was talking about was the lack of beds! This hospital is only a couple of years old and yet there isn’t adequate space for patients. Patients are lined up on gurneys in hallways, told they have to sleep in recliners in emergency which are four to a curtained off area, and have no privacy. I don’t know about you, but when I am ill, I don’t need everybody to know about what is going on. I feel it is a sorry state of affairs when a hospital this new is not up to the needs of the community.

P O CO

rket a m y t i n u r comm u o y t a k this wee GROCERY G ROCERY & PRODUCE

On my second stay, I was interviewed by pediatrics as that was the only place that had a bed for a prolonged stay. I, for one, don’t feel that children and adults should be mixed together in a hospital, but I was extremely thankful for the bed. We have one of the better medical systems in the world, but with the government doing cutbacks and private clinics taking over, how much longer are we going to be allowed to keep this medical system going? This community deserves to have a hospital that meets the needs of the community, not just for the few but for everyone! If this means higher taxes for us, so be it. But at the same time, I would like to see the politicians take no more pay raises until the facilities for our health care are adequate to do the job. Elly Rhoades

The Jurys along with 15 volunteers were kept busy earlier this week, making up 96 dozen perogies for the celebration. The food is one of the key elements of the New Year’s festivities. “We’ve already sold tickets to people in the Okanagan who want to come, just for the food, said Jean. The event usually attracts more than 200 people who get to sample perogies, cabbage rolls, garlic sausage and more. But it isn’t just about food. “We have our dance group that does a 20-minute show, said Elwood. The Yevshan Ukrainian Dancers are part of the association and are always a popular attraction. Abbotsford News

Elwood and Jean Jury, founding members of the Ukrainian Club of Abbotsford, display some of the food served during the Ukrainian holidays. The club will hold a celebration on Jan. 14 in honour of Malanka (New Year’s). Ukrainian Christmas Today (Jan. 6) is Ukrainian Christmas Eve and, unlike the New Year celebration, families gather together for a quieter, traditional meal. The dinner, which is meatless, consists of 12 courses, representing the 12 apostles. The first item to be eaten is called Kutia, a cold cooked wheat with honey and poppyseeds. It’s similar to a very moist stew. “Ukraine was the bread basket of Europe ... that’s why wheat is the first course, explained Jean.

The rest of the meal consists of kolash (pastry with fruit), borsch, stuffed salmon or fried fillets, pickled herring, cabbage rolls, varenyky (stuffed dumpling), sauerkraut and peas, broad or mashed beans, pidpenky (mushroom) in gravy, compote (fruit dessert) and pampushky (a light pastry or doughnut). T r a d i t i o n a l l y, Christmas Eve dinner was not started until the first star is seen in the sky. “You had to hope it wasn’t cloudy, said Elwood.

the region’s 187,000 properties rose from $85.9 billion last year to $88 billion this year, mostly due to subdivisions, rezoning and new construction. Fraser Valley commercial and industrial properties have seen increases between zero and 20 per cent. North Fraser, from Burnaby to

Port Coquitlam, saw increased values on average, with pockets of increases in the 15 to 25 per cent range. South Fraser properties were also up on average in Surrey and White Rock, with Delta values holding steady and increases of up to 30 per cent for some areas of Richmond. Single-family homes

in West Vancouver also increased in a range of 15 to 30 per cent over last year, with demand fuelled by buyers from Asia. Single-family homes in North Vancouver are up on five to 10 per cent on average, with condominiums up less than five per cent. In Greater Victoria, the 144,000 regis-

Agency helps youth ‘repair the harm’

An Abbotsford program is helping young people take responsibility for their behaviour and be part of the solution in repairing the harm, says its executive director. Tony deWaal said Abbotsford Restorative Justice and Advocacy Association (ARJAA) is playing a valuable role in the community. “The goal of this program is to help youth turn a negative experience into a learning opportunity that can help change the course of their lives in a positive way.”

ARJAA receives files from the Abbotsford Police Department and the Abbotsford school district for youth ages 12 to 23 who are firsttime offenders. This year, the organization handled 160 referrals. The youths are given an opportunity to share their story, take responsibility for what they have done, and be part of the solution. “It is always hoped that this process is a learning experience that opens the youth’s eyes to see the impacts that their actions had

on their victims,” deWaal said. He gave the example of a teenage girl caught shoplifting. When she had her first meeting with ARJAA, she revealed that she was only a few months old when she had been placed in foster care. Her mom was a drug addict, and her foster mom died of an illness. DeWaal said police chose not to lay charges, recognizing there were underlying issues at play, and instead referred her to ARJAA.

The girl wrote an apology letter and completed 15 hours of community service. She also met with the business owner to explain her past and what led to the shoplifting. In turn, the business owner was able to tell the girl how the incident impacted him/ her, personally and corporately. The teen then wrote a letter reflecting on what she had learned through the process of mediation and her community service. DeWaal said she now wants to keep volunteering. “It could have been easy to write this girl off as another shoplifting teenager, but we need to remember that things are not always as they seem,” he said. ARJAA also offers a mentoring program in

which an individual, usually an adult, is paired with a youth for a year. The mentor then works alongside ARJAA staff to support the young person through the process of making amends. “This process would

have been a lot harder without a mentor,” said one youth who participated in the program. “I would have felt alone in the process, without anyone to talk to.” ARJAA is currently receiving applications

Abbotsford News Friday, January 6, 2012

Every week, employers and employees come to see me for advice on wrongful dismissal claims. Most often they come to me after the dismissal has taken place, and they want to know their rights and obligations. Many have already checked and learned that the Employment Standards Act prescribes the amount of severance payable to an employee whose employment is terminated without just cause. However, what they are not aware of is that the Employment Standards Act prescribes the absolute minimum that an employer must provide in the form of notice or damages in lieu of notice. The act itself provides that after three months of employment, an employer must give an employee an amount equal

Doug

Lester

Legal Ease to one week’s wages as severance compensation and that the amount of compensation required increases gradually, to a maximum of eight weeks’ wages payable. What the Employment Standards Act does not tell you is that the decisions of judges, or what is called the “common law, most often gives an employee greater entitlement to damages than the standards prescribed by the act. The courts have repeatedly ruled that an employer is required to give an employee reasonable notice of its intention to terminate the employment relation-

ship in the absence of just cause. What is reasonable notice varies from case to case, but is determined by a number of factors, including the person’s age, education, skill and ability, level of responsibility within the organization, and the availability of alternate employment within the person’s chosen occupation. Also, many people are unaware that it is possible for an employer to give an employee written notice of an intention to terminate the employment relationship at a date in the future. When this is done, the employee continues to work for the duration of

the notice period. At the end of that time, the job ends and the employer does not owe the employee any further payment as long as the notice was reasonable in the circumstances. Whether you are an employer, or an employee, you should be aware that there are multiple factors at play that will dictate what is appropriate notice or damages in any given termination situation. If you are in doubt, you should consult a legal professional to avoid the pitfalls that can arise when it comes to termination of employment. Lester is a partner with RDM Lawyers. Brebeuf kids adopting streets Students at St. John Brebeuf High School are serving Abbotsford by adopting some streets near their school. Since October 2011, SJB students have adopted the streets Townline to Upper Maclure, and Old Yale to Blue Jay. By class rotation, each week students pick up at least 14 bags of garbage from the streets. Students are taking the initiative to take action and make a visible impact on the local environment. “Working together, SJB students are aiming to

improve the standards of our community,” said a press release from the private school. “These youths are leading by example to hopefully inspire all Abby residents to do the same – respect, clean up, and maintain the environment we live in!” The Adopt-A-Street program at the school was started and directed by Ms. C. Tsou and 14 Business 10 students. Soon, they inspired the whole school community and this project has become a school-wide event to serve the city.

The Running Room started 2012 by hosting its annual New Year’s Day Resolution Run, which this year saw some 130 participants run a 5 km course – two laps of Mill Lake. The run was also a fundraiser, and $1,000 was given to the Firefighters Burn Fund.

Fraser Valley realtors give $20,000 to food banks Abbotsford Community Services Food Bank director Dave Murray accepts a donation from Sukh Sidhu, president of the Fraser Valley Real Estate Board.

The Fraser Valley Real Estate Board has made its largest donation ever to area food banks – $20,000 – to assist them in their fight against hunger. “As realtors, we understand the challenges many families face to pay rent, utilities as well as put food on the table,” said Sukh Sidhu, board president. “We were fortunate this year to be able to help thousands of families achieve their dream of home ownership. Not every year is prosperous. However, whenever possible, we feel it’s

important to do what we can to improve the quality of life in our communities. With this gift to Fraser Valley food banks we’re hoping to assist some of those who can’t afford a home by stocking their pantries.” The $20,000 donation was divided proportionately based on the number of realtors represented in each community with $9,000 going to the Surrey Food Bank; $3,600 going to both the Langley Food Bank and Sources White Rock South Surrey Food Bank; $3,200 to the Abbotsford

Or it will provide formula to 230 babies for almost two months. This is a very special gift and on behalf of all Fraser Valley food banks, we are very grateful.”

World’s Top Coin Collectors in Town Next Week to Purchase All Types of Coins! By DAVID MORGAN STAFF WRITER

ICC will be placing ads in newspapers, radio and running television spots this week asking people to bring in any old silver and gold coins made before 1968 and U.S. coins made before 1970. Those that bring in their coins will be able to speak with collectors one on one and have their coins looked at by a specialist. With the help of these ICC members, offers will be made to those that have coins made before 1968. Offers will be made based on silver or gold content and the rarity of the coins. All coins made before 1968 will be examined and purchased including gold coins, silver coins, silver dollars, all types of nickels and pennies. Those that decide to sell their coins will be paid on the spot. If you are like a lot of people you might have a few old coins or even a coffee can full lying around. If you have ever wondered what they are worth now might be your chance to find out and even sell them if you choose. They could be worth a lot according to the International Coin Collectors also known as ICC. Collectors will pay a fortune for some coins and currency for their collections. If it is rare enough, one coin could be worth over $100,000 according to Eric Helms, coin collector and ICC member. One ultra rare dime, an 1894S Barber, sold for a record $1.9 million to a collector in July of 2007. While that is an extreme example, many rare and valuable coins are stashed away in dresser drawers or lock boxes around the country. The ICC and its collector members have organized a traveling event in search of all types of coins and currency. Even common coins can be worth a significant amount due to the high price of silver and gold, says Helms. Washington quarters and Roosevelt dimes can be worth many times their face value. Recent silver markets have driven the price up on common coins made of silver. Helms explains that all U.S. half dollars, quarters and dimes made before 1970 contain 90% silver and are sought after any time silver prices rise. Right now it’s a sellers market he said. The rarest coins these collectors are looking for include $20, $10, $5 and $2 1/2 gold coins and any coin made before 1850. These coins always bring big premiums according to the ICC. Silver dollars are also very sought after nowadays. Other types of items the ICC will be purchasing during this event include U.S. currency, gold bullion, investment gold, silver bars, silver rounds, proof sets, etc. Even foreign coins are sought after and will be purchased.

Here’s How It Works: Also at this event anyone can sell their gold jewellery, dental gold or anything made of gold on the spot. Gold is currently trading at record high prices. Bring anything you think might be gold and the collectors will examine, test and price it for free. If you decide to sell, you will be paid on the spot – it has been an unknown fact that coin dealers have always paid more for jewellery and scrap gold than other jewelers and pawn brokers. So whether you have one coin you think might be valuable or a large collection you recently inherited, you can talk to these collectors for free. If your’re lucky you may have a rarity worth thousands. Either way there is nothing to lose and it sounds like fun!

Bernhard Van Velze will continue to stand behind the chair at daughters’ businesses Melissa WELSH Abbotsford News

For most of his life, Bernhard Van Velze has not been without a pair of scissors and a comb. The tools have almost become like a third and fourth appendage for the barber, who started cutting hair in Holland when he was just 17. Now after 51 years, Bernhard is retiring those trusty instruments, at least for five days out of the week. With three daughters who have taken up their father’s vocation, Bernhard will still stand behind the barber’s chair at their individual businesses on Thursdays and Saturdays. “It made me proud that the girls wanted to do the same thing,” Bernhard said. “I often thought it was a good job for ladies, even though back then it was just men.”

gets up when a small boy enters the door. “He asked for you, the mom said. Hopping up into the chair, the boy takes off his glasses while Bernhard wets down his hair with a spray bottle. They talk about their Christmas plans while the barber snips, the hair gathering on the floor. Many times, youngsters squirm and scream during their first few haircuts. “You have to be fast, Bernhard said smiling. His quick hands enable him to serve more than 20 clients a day at times. He’s also taught a handful of barbers in the Abbotsford area. “I think I’ve done my duty to society of bringing good barbers in, he said, adding that there are few barber shops around nowadays. The father was the teacher for all his children as well. Like their father, they call themselves barbers, not hair stylists. “The two are very different things, Bernhard said. Barbering carries a public misconception of being easier, but it is very precise with a lot of scissor work. Bernhard is also one of the few barbers left in Abbotsford who do a razor shave. “Rewarding is the right word (to describe my career), because everyone leaves feeling a little bit better.

After finishing a short apprenticeship in Holland, Bernhard and his wife Carla moved to South Africa in 1964. There, Bernhard set up his first shop. With the country still under apartheid, Bernhard was only allowed to serve Caucasian customers. The racial segregation is what finally caused the couple to leave the country 10 years later. Unable to transfer money out of the country, the couple sacrificed financially for the wellbeing of their three daughters, the youngest of whom was only seven months old. “For six months, we slept on mattresses on the floor. We had no money in our pocket, Carla said. “We worked hard, like a lot of people do. Bernhard took over an established barber shop in the Clearbrook area, where he met his first few clients. Those men, some of whom began as customers in their childhood, have since brought in their own children over the years, and they followed Bernhard when he moved shop. After 32 years, the couple was asked to vacate the building. They found a spot just around the corner on South Fraser Way, where they stayed up until a year ago when Bernhard sold the building and continued his trade in the home of his daughter Nicolette. Sitting in the basement level studio, Bernhard

A wealth of flowering shrubs have been blooming in many gardens since late November, especially with our mild weather so far. But many folks have yet to discover the beauty winter flowering shrubs can bring to a winter garden. To me, a fragrant Chinese witch hazel (Hamamelis mollis), blooming in mid-winter, is more special than a whole row of flowering plums in May. Winter flowering shrubs provide that lift we need during those cold, grey days, and they bring a gentle reminder that spring is on its way. Let me unfold a chronological map of winter treasures that everyone can enjoy. The star-like yellow blossoms of Jasmine nudiflorum are open

now and will continue to flower until midMarch. I recently saw an artistic bouquet of these branches in someone’s home, and the old-fashioned charm of these flowers was a match for any spring bouquet. These shrubs are actually a semi-vine and look smashing

Gardening against an old wall or rustic fence, and if you can provide a south or west exposure, the blossoms will appear earlier and bloom more reliably throughout the winter. In colder parts of the Lower Mainland, winter flowering Japanese cherry trees (Prunus Autumnalis) are rather fickle

when it comes to early blossoms, but in Vancouver there is a row of them along Nanaimo Street north of First Avenue which actually starts flowering in November and continues almost nonstop until April. I have mentioned deciduous winter flowering Viburnum Pink Dawn so many times, but it is still one of my winter favourites. Its fragrant clusters of tiny pink blossoms just never seem to quit. It will throw out a few blossoms in fall, but from early February onward, more and more blossoms will open until this shrub is a mass of pink through to April. We too often overlook a distant cousin of Pink Dawn, the evergreen Viburnum tinus Spring Bouquet. It is full of white blos-

soms now that look exceptional when contrasted with its bronze buds and steel blue berries. I like Spring Bouquet because, if it is located in a protected, sunny location, it never seems to quit blooming. I have a great weakness for witch hazel, especially the fragrant yellow mollis. Cut a few branches from a vine for indoors, and your whole home will be filled with a most exotic perfume. One of the lessknown winter gems is the series of winter flowering Oregon Grape, or Mahonia. The variety Winter Sun is in full bloom right now and is just as beautiful in sun or shade. Winter heathers, or more correctly Erica carneas, are very important to all our gardens and are being used more frequently now. They perform beautifully in perennial borders, but don’t forget, they make sensational ground covers too! Have you ever seen a bed of white birch clumps surrounded by Springwood white heather? If not, try planting one because winter will never look better. Plant them in groupings of threes or fives for more impact. As the last leg of winter turns the corner, a whole host of winterblooming shrubs celebrate its passing. Chimonanthus, or Wintersweet, is in bloom now, and its fragrant, light yellow/ stained purple flowers are a delight few gardeners have enjoyed ... probably because it is so hard to find. If you can find one, grab it! Its perfume alone is worth the price. After mid-March, the spring flowering shrubs take over, and we forget all about winter for another year. Next fall, however, when the last of the gorgeous fall foliage disappears, wouldn’t it be nice to look forward to these delightful winter flowers? Well, you can only enjoy them if you plant them now, so visit your favourite garden shop and discover the pleasures of winter flowering shrubs.

Ivy League-bound centres highlight Snowball Tournament Dan KINVIG Abbotsford News

In recent years, the Abbotsford Collegiate Snowball Classic has been defined by dazzling point guard play. Since 2008, when organizers of the storied senior boys basketball tourney began augmenting the field by bringing in highprofile American teams, it’s been all about the floor generals. In ‘08, it was Mykel Cleveland leading the Williamson Lions of Mobile, Alabama to the title. In ‘09 and ‘10, Marek Klassen of the hometown Yale Lions asserted his status as one of the Snowball’s all-time greats by winning back-to-back MVP awards. And last year, highly touted junior Landon Drew led the way as Los Angeles’s Fairfax Lions won gold. But when the latest edition of the Snowball tips off next week (Jan. 11-14), expect some taller gentlemen to take centre stage for a change. The biggest names among the big men are a pair of centres bound for Ivy League schools next fall. Cedric Kuakumensah, a 6’8” pivot from the St. Andrew’s Saints of Rhode Island, has landed a hoops scholarship from Brown University. Braxston Bunce, a 6’11” behemoth out of Kelowna Secondary, is ticketed for Cornell University. The way the Snowball draw sets up, St. Andrew’s and Kelowna – B.C.’s No. 1-ranked AAA squad – are on a collision course to meet in the final. Though there are no guarantees that match-up will materialize, the prospect of a battle between two future Ivy League opponents makes for a fascinating subplot. “It would be a good test for our team, and myself personally,” Bunce told The News earlier this week. “It would be a great mea-

Everything’s at a high level for him.” St. Andrew’s is a private school located in Barrington, R.I., and the senior boys basketball team boasts a long track record of success. The Saints have won eight New England championships in program history, six of which were earned during Hart’s 18year tenure.

The AHL's all-star weekend will be the next stop on the Krys Kolanos comeback tour. The high-scoring winger was one of two members of the Abbotsford Heat, along with blueliner Clay Wilson, to be named to the midseason showcase, which runs Jan. 29-30 at Boardwalk Hall in Atlantic City, N.J. When the news came down on Wednesday, Kolanos was in a thankful mood. And understandably so – after sitting out a season and a half due to major hip surgery, simply being back on the ice is extremely satisfying. "I'm very blessed," he asserted KOLANOS with a smile. "I've got to thank the good Lord first and foremost, then secondly all the great people around me – my fiance, my family, my teammates, my linemates, my coaches, the equipment staff. None of this would be possible without all them. I'm very humbled." As grateful as Kolanos is, the Heat might be even more thankful for the Calgary native. The sniper has had a transformative impact on the squad – in nine games without him in the lineup, the Heat scored an average of 1.67 goals per game. In 24 games with him, they've averaged 3.04.

Fundraising effort saves UFV sports teams Dan KINVIG Abbotsford News

Four University of the Fraser Valley athletic programs on the chopping block have been granted a reprieve, thanks to a successful grassroots fundraising effort. The four programs – men’s and women’s volleyball, men’s golf, and rowing – had been on the verge of elimination due to university budget limitations. Last-minute funding was secured to cover the 2011-12 season, but the teams’ future beyond that had been up in the air. On Thursday afternoon, interim athletic director Chris Bertram told The News that the athletic department had secured a renewed commitment from the university to maintain the programs through 2012-13. Pivotal to that commitment was the fact the sports teams in limbo went out into the community and raised nearly $50,000 to bridge the financial gap. “The cost to run these programs is in the range of $100,000 a year,” said Bertram, who doubles as the men’s golf coach. “Essentially, community support is picking up almost half of that. “We’re in the process of putting together a more permanent strategy for funding the athletics program. But we needed a temporary solution to make sure we had time to get our permanent solution in place.” The athletic department’s fiscal issues are an extension of the challenge facing the university at large – decreasing funding, increasing demand. UFV enrolled more than 16,000 students last year, accepting 104 per cent of the admissions it received provincial funding for. The number of waitlisted students soared to 5,800 this fall, 21 per cent higher than last year. In previous years, the athletic department budget only covered UFV’s four flagship Canadian Interuniversity Sport (CIS) programs – men’s and women’s basketball and soccer. Money for the non-

The Cascades women’s volleyball team was one of four UFV teams on the chopping block, but a successful fundraising effort earned them a reprieve through the end of the 2013 season. CIS teams has been scraped together from unallocated funds after the university’s budgeting process was complete. When the funding crunch became public, the teams received an outpouring of financial support from the community. “It was really the whole community,

from families up to corporations – everybody coming together and saying, ‘We care about this,’” Bertram said. “I don’t think anybody, for one second, wanted to see any programs disappear. But we’re in some tough budget times, and there are some realities that we had to

face up to. “To realize that the school was committed and the community was willing and able to jump in and get behind some of these teams that were in jeopardy, I think says a lot about how relevant and important both the university and the community feel athletics are in the larger picture. We’re really happy that the programs will continue, and really optimistic about the future of athletics – the strength, stability and potential for growth of all of our programs.” The next order of business for UFV is hiring a permanent athletic director. On Oct. 5, the university parted ways with former AD Rick Nickelchok, who “left to pursue other opportunities,” according to a brief press release. UFV has not advertised for a replacement yet, but Bertram expects the job posting to be released within a couple weeks. It’s a complex position, in that the institution has teams

in both the CIS university league and the Canadian Colleges Athletic Association. UFV is seeking someone with a proven track record of community relations and fundraising.

Bertram denied that the lag between Nickelchok’s departure and releasing the job posting was a costsaving measure. “The goal is to have someone in place as soon as possible,” he

said. “We had to have some meetings and take a good, long look at putting out a posting where we’d find the right person. I think we’ve got that now pretty much nailed down.”

From A24

2011-12 was supposed to be a rebuilding season for St. Andrew’s, after the graduation of star shooting guard Michael Carter-Williams. The first player from Rhode Island selected to McDonald’s All-American Game is now a freshman with the Syracuse Orange, the NCAA’s No. 1-ranked squad. But the Saints have fashioned a 9-2 record behind a deep stable of big men led by Kuakumensah, and a stellar sophomore class led by point guard Henry Bolton. “It’s funny, because traditionally we’ve been press-trap-runscore,” said Hart. “I learned from (current University of Louisville coach) Rick Pitino in the late ‘80s when he was at Providence, and I always wanted to play that way. “But this year, we are a slowdown, flex offence team that plays halfcourt defence and halfcourt offence. It’s a personnel thing. Usually we come in with a bunch of guards and maybe two big men. Now, we have five big guys and a couple guards.” Beyond the Saints and the Owls, the Snowball field is

stacked. Five of B.C.’s preseason top-10 AAA teams – No. 1 Kelowna, No. 3 W.J. Mouat, No. 6 Kitsilano, No. 7 Burnaby South, and No. 9 St. George’s – will be in attendance. The draw also features the Kelvin Clippers of Winnipeg; the G.W. Graham Grizzlies of Chilliwack, B.C.’s No. 2-ranked AA squad; and a terrific cross-section of Abbotsford talent including the Yale Lions, the MEI Eagles and the host Abby Collegiate Panthers. The 52nd annual event tips off next Wednesday, as Abby Collegiate takes on the Chilliwack Storm at 12:45 p.m. The tourney gets going in earnest on Thursday, with games tipping off from 9:45 a.m. to 8:15 p.m. The semifinals are set for 6 p.m. and 8 p.m. on Friday, and the final goes at 8 p.m. Saturday. “I don’t think there’s been a Snowball with better teams or better players than this year,” said Panthers coach Prentice Lenz. Q The News will be providing blanket coverage of the Snowball at abbynews.com, with a live blog updated all day Thursday and during Saturday evening’s final.

Eighth in AHL scoring From A24

With 16 goals and 18 assists, Kolanos is eighth in AHL scoring, despite playing only 24 games. His points-per-game (1.42) is third-best in the league. Kolanos has found great chemistry with playmaking centre Ben Walter on the Heat's top line, with a rotating cast of wingers on the left side. "He (Walter) was the first guy to congratulate me (on the all-star berth), and I told him, 'I wouldn't even be close without you,'" Kolanos said. "He's that special a player. He sees the ice so well and gets me the puck even more than I expected. I wish I could take a guy like that with me, because he's been that important." As for Wilson, the all-star nod was the second element of recognition he's received in the past week – last Friday, he was recalled by the Calgary Flames, and he's still up with the NHL parent club. Both honours are well-deserved – the veteran defenceman has been a rock for the Heat this season, and currently sits eighth among AHL defencemen in scoring with 20 points in 32 games. Heat head coach Troy Ward said that while Wilson's offensive abilities are more eye-catching, he's been most impressed with the 28-yearold's dedication to tightening up his defensive game. "As his coach, I feel he's embraced the defensive side," Ward said of Wilson, who was an AHL all-star last season as a member of the Rochester Americans. "And while he's tried to do that, he's still an all-star, and I think that's a credit to him. "Change is tough for all of us in life regard-

Cummings off to bowl game Dan KINVIG Abbotsford News

Ben Cummings of the Robert Bateman Timberwolves junior football team is in San Antonio, Texas this week, preparing to represent Canada in the Eastbay Youth All-American Bowl. The Grade 10 running back is a member of a Canadian under-15 all-star squad which takes on the United States on Sunday. The game is part of the U.S. Army All-American Bowl festivities, which brings together all the top high school seniors in the U.S. Cummings, speaking to The News via cellphone on Wednesday afternoon, seemed in awe of the scope of the event. “It’s been really cool,” he enthused. “I got to see all the (high school all-American) players get off the bus yesterday, and there are flags all over the town. It’s a big event,

In essence, it means he’s been evaluated as one of the top two running backs in his age

class in Canada. The 5’8”, 165-pound speedster is coming off a huge season with the T-Wolves – he led the B.C. AA junior varsity ranks with 1,614 rushing yards and 29 touchdowns, and led Bateman as far as the provincial semifinals.

“It’s awesome, just being able to represent Canada and play in a game that’s such a high level,” Cummings said. “I think we have a shot (at winning). Canada’s team won last year, and we have a lot of talent on our team.”

The third question that governs my life is “How am I going to commit to this?â€? We have a speciďŹ c goal, we have a speciďŹ c game plan, and yet we need commitment. How do we commit ourselves to the things that we desire most in life? Time is of essence. I do not know about you but as I get older, it just seems to me that time disappears a lot faster. Procrastination seems to divert us! Opportunities come and go. We may or may not take them. In order to add value to the lives of people, I need to be committed to them. It becomes a lifestyle. We cannot take people for granted. When a family is in need, we need to be present for them. Families depend on us. They want us to take

care of them and help them through a difďŹ cult time. There are many emotional needs during a crisis, especially when someone has died. People need to know that we care. We want them to experience healing through their journey. In order to do this, we need to be sensitive to them, and we need to meet them where they are. We have to be available. Commitment encourages sacriďŹ ce. When we are committed to others, we add value to them. This gives us a purpose in living. We are making a difference in the lives of people. We are committed to their needs twenty-four hours a day seven days a week.
