We plan to lean even further into community projects, partnerships, and hands-on involvement that showcase who we are—not just as an association, but as an industry that improves lives every single day.
We also anticipate a very active legislative session. Our goal is to elevate our voice with local legislators and government officials, ensuring that we remain a respected and influential resource on housing issues. Over the past four years, the camaraderie, the workforce initiatives, the advocacy for our builders, and the culture shift within our organization have been nothing short of remarkable. What we have built together is powerful, meaningful, and deeply rooted in collaboration and shared purpose.
I am incredibly energized by the traction we continue to gain—not only in our programming and community presence but also in our membership growth. As we near 700 members, my gratitude runs deep. Born in Wall, South Dakota, Doyle Estes was raised in a family rooted in entrepreneurship and community commitment. After earning his law degree from the University of South Dakota and a master’s in tax law from New York University, he began his career in public service before settling in Rapid City in 1978. In 1990, he and his wife, Kathy Johnson, founded Estes Law Firm—launching decades of work that intertwined legal expertise with community development.

If you’ve been following development news in Rapid City lately, you’ve probably heard a lot about “TIDs or TIFs” — especially with the proposed Libertyland USA project heading to a public vote in January. But unless you work in development, finance, or government, the term “TIF” might still feel like a bit of a mystery. So let’s break it down. What is a TIF? How does it work? And why does it keep popping up in Rapid City’s biggest development conversations?
A Tax Increment Financing district (TIF) is a tool cities use to jump-start development in areas that are struggling, underutilized, or lacking the infrastructure needed for private investment. Here’s the simple version:
When a TIF district is created, the current property tax value is certified.
As the area develops and property values rise, the new tax revenue above that certified established base — the “increment” — is set aside.
Instead of going into the city’s general budget, that increment is used to pay for infrastructure like roads, utilities, drainage, sidewalks, or site prep.
In other words:
A TIF doesn’t raise your taxes. It redirects future tax growth in a defined area to pay for improvements that make development possible.

There are a lot of misconceptions, so let’s clear these up: A TIF is not a pot of free money. It does not come from current taxpayer dollars. It does not increase the tax rate for property owners inside the district.
It is not a guarantee — if the project doesn’t happen or values don’t increase, the increment doesn’t appear. Think of it like planting seeds: the city invests in the soil (infrastructure), and the “harvest” (higher property taxes as development happens) pays the city back.
Infrastructure is expensive, especially in undeveloped areas. Running water, sewer, storm drainage, road access, lighting, and grading can cost millions before a single building goes up.

The development costs of a project are sometimes high compared to the return available to the developer. A TIF helps bridge that gap.
By using future tax growth to pay for today’s infrastructure, a TIF can:
Open land that’s otherwise too costly to develop
Encourage housing construction
Support commercial and mixed-use projects
Reduce financial barriers to large, communityimpact developments
For cities, the long-term payoff is a larger tax base once the TIF expires.
Rapid City has used TIFs for a variety of projects over the years. Some have been small — like a TIF created to support infill townhomes near Dilger Avenue and Monroe Street. Others have supported roadway or utility expansions needed to open land for development.
TIFs are not new here — but the size and scale of proposals can vary widely.

One of the most talked-about TIFs in Rapid City history is the proposed TIF for Libertyland USA, a massive mixed-use entertainment district planned north of Rushmore Crossing.
The development concept includes:
A large theme and amusement park
Indoor water park
Hotel and convention facilities
RV resort
Retail, dining, and entertainment spaces
Around 400 residential units
To support the infrastructure needed for a project of this size, the city has proposed a $125 million TIF. This funding would cover public improvements such as road extensions, utilities, drainage, and other infrastructure necessary for development to proceed. Because of its size, this TIF will come before Rapid City voters in January. It’s important to note: The vote is about whether future tax growth can be used to reimburse infrastructure — not about whether the park itself can be built.
People tend to have strong feelings about TIFs — supporters and critics alike.
Enable growth that wouldn’t otherwise happen
Expand the city’s tax base long-term
Offset the cost of infrastructure that benefits the public
Create jobs, housing, and amenities
Divert future tax revenue away from schools and services for many years
Sometimes support large private developments that could fund their own improvements
Carry risk if development stalls
Need more transparency and accountability
Both perspectives matter and both typically emerge in major projects like Libertyland.
As Rapid City continues to grow, TIFs will likely remain one of the most debated tools in the development toolbox. Whether it’s for housing, commercial corridors, or major entertainment districts, TIFs influence the city’s long-term growth pattern — and its fiscal future.














What makes a good employee? Work ethic? Punctuality? Time management? What about the ability to comprehend and relay pertinent information? According to a 2024 survey*, 57% of employers valued effective communication as the single most desirable trait amongst new hires. Another global survey** found that 86% of respondents listed the breakdown of communication as the number one cause of workplace failures, according to both employees and executives.

The ability to convey essential information up and down is paramount, especially regarding safety of personnel and equipment. Now imagine how much harder that same communication can be when employees have a basic or limited understanding of English.
The Literacy Council of the Black Hills has been working with English as a Second Language (ESL) students here in Rapid City and the surrounding areas for the last 40 years. We offer free, individualized English tutoring to anyone, no questions asked, as well as multiple group classes throughout the hills. Many of our active students currently work in construction, development, and the trades industries.
Because our services are completely free, we rely heavily on donations from the community to continue our work. Your one-time gift or small monthly contribution could have an incredible impact on the lives and livelihoods of our friends, neighbors, employees and coworkers here in the Black Hills.

This month, we are proud to feature Malcolm Peters, owner of The Remodeling Artist, as our BHHBA Member of the Month. With nearly two decades of experience in the home building industry, Malcolm brings a unique blend of skill, creativity, and passion to every project he undertakes.
Malcolm’s journey in the industry began early. “Growing up, there were always projects to be done,” he recalls. While his career path initially took him in different directions, it wasn’t until after college that he decided to commit fully to the building industry. With 18 years of experience spanning concrete work, remodeling, new construction, and electrical work, Malcolm has developed a deep understanding of both the technical and artistic sides of home building.
The Remodeling Artist began as a side business while Malcolm worked in electrical jobs. Over time, small projects gradually grew in size and complexity. When the pandemic paused his energy field work, Malcolm seized the opportunity to focus on his own business full-time. After several successful years in North Dakota, he relocated his company to Spearfish, South Dakota, in January 2025.
What Malcolm enjoys most about his work is the ability to transform homes into beautiful, functional spaces. “There’s something incredibly rewarding about taking a space in need of repair or updating and making it beautiful,” he says. One of the most fulfilling aspects of his career has been seeing his vision come to life for clients seeking both comfort and quality.
Being a member of BHHBA has also enriched Malcolm’s journey. “The networking opportunities are invaluable,” he notes, emphasizing the importance of connecting with peers and learning from other professionals in the field. He is particularly excited about the growing application of effective building science, which allows builders to create more durable, comfortable homes.
Outside of work, Malcolm enjoys spending time outdoors hiking, hunting, and fishing, as well as traveling. He has also contributed to several church-related community projects and has a personal passion for forest management—a fun fact that many people may not know about him.
Above all, Malcolm wants his fellow members to know about his love for building and creating beauty in the structures where we live and work. As one year comes to a close and another begins, many members take a moment to reflect on all that has been accomplished while also looking ahead to what the coming year may bring. This time of year often sparks fresh conversations about goals, priorities, and the decisions that help set the tone for the months ahead.
With that in mind, we want to highlight a high-impact benefit available through BHHBA membership, our state level group health insurance plan. While many members may not be fully aware of this option, it is well worth considering as you plan for the year ahead. If you are a Builder or Associate member working in the building trade in some form, you may be eligible to take advantage of this benefit.
Whether you are self employed, growing a team, or simply reassessing your coverage for the year ahead, this benefit deserves a closer look. It is another example of the added value your BHHBA membership provides throughout the year.

On behalf of the Black Hills Home Builders Association and our members across the state, we strongly oppose sweeping or transferring the remaining Housing Infrastructure Financing Program (HIFP) dollars away from South Dakota Housing for non-housing purposes. HIFP was created by the Legislature through SB 41 (2023) and signed into law to address South Dakota’s housing shortage by financing the public infrastructure that makes new homes possible The program was funded at $200 million specifically for housing infrastructure streets, water, sewer, stormwater, grading, and related public improvements.
From a builder’s perspective, HIFP fills the “last-mile” gap. Infrastructure costs are frequently the deciding factor in whether a housing development pencils out, especially in today’s high-cost environment When those costs can be financed through HIFP, projects can move from plan sets to permits to homes on the ground.
We are concerned that the proposals now being discussed moving roughly $65 million to GOED for airport projects, the REDI Fund, or a one-time tax rebate would permanently reduce the state’s ability to produce housing at the very moment communities are still short on supply
Housing is economic development: employers in every sector are telling us the same thing without attainable housing, they cannot recruit or retain workers. Diverting housing-dedicated dollars for other economic development uses is counterproductive.
Rather than diverting funds, we recommend targeted modifications that keep HIFP housed at South Dakota Housing, where it was designed to be administered and tracked for housing outcomes. SD Housing has the statutory role, staff capacity, and program expertise to manage these dollars effectively.
Specifically, we support:
1. Infill flexibility for Rapid City and Sioux Falls
Allow projects that include infill development to finance up to 80% of total project cost This will make the program more competitive while unlocking housing in areas with existing services, jobs, and demand
2. Broader development types in other communities
In other participating cities, allow up to 80% of total project cost funding for all development types including infill, greenfield, and adaptive reuse/rehab-adjacent infrastructure so smaller and rural markets can use the program in ways that match local needs. HIFP’s own rules recognize a broad range of eligible public infrastructure, and clarifying the rehab/adaptive-reuse pathway would help many mid-size towns bring underused properties back into productive housing.
Loans stretch dollars further. Because HIFP is a revolving loan fund, repayments can be redeployed into the next generation of subdivisions, infill sites, and redevelopment projects creating durable, compounding benefit. Sweeping the funds ends that multiplier
Other states are doubling down on revolving housing finance tools; South Dakota should not be moving backwards by dismantling ours.
In short, the state will get far more return by improving HIFP’s rules and deployment than by eliminating the tool entirely Our association is ready to work with you, SD Housing, and legislative leaders on practical changes that increase speed, flexibility, and housing units delivered statewide.

The following amendments are proposed to the Black Hills Home Builders Association By-Laws. All language below is written to be inserted directly into the bylaws upon approval by the membership.
Article VI, Section
Add the following new subsection immediately after Article VI, Section 1(B):
(C) Second Vice President.
A Second Vice President shall be elected by the Board of Directors. The Second Vice President may be a Builder, Associate, or Affiliate Member of the BHHBA. He/She shall assist the President and First Vice President in the performance of their duties and shall perform such other duties as may be assigned by the President or Board of Directors.
Renumber the existing subsections accordingly.
Article VI, Section 2(A)
Replace the existing subsection with the following:
(A) In the event of the absence, disability, resignation, or death of the President, the First Vice President shall act as President of the Association. Should the First Vice President be unable to serve, the Second Vice President shall act as President, provided that the most recent prior President was a Builder Member. Should the Second Vice President be unable to serve, the Treasurer shall act as President. The officer so designated shall serve until such time as the Board of Directors names from among its Builder Members a President to fill the unexpired term.
Article V, Section 10
Executive Committee
Replace the first sentence with the following:
The Executive Committee shall consist of the President, First Vice President, Second Vice President, Executive Board Advisor, Treasurer, Secretary, and Immediate Past President.
Article VIII, Section 2(A)
Replace the subsection with the following:
(A) The Association Officers and Directors, including the President and First Vice President, shall be elected at the Annual Meeting of the membership. The Second Vice President, Executive Board Advisor, Treasurer, and Secretary shall be elected by the Board of Directors. The Nominating Committee shall submit its report at such meeting. Additional nominations may be made from the floor.
Resolved, that all references throughout the By-Laws to “Vice President,” “Executive Officers,” or officer succession shall be interpreted to include the Second Vice President where applicable, and that section lettering or numbering shall be adjusted as necessary to reflect these amendments.
