Financial Resources The Department of Public Social Services is aware of the financial impact that the Coronavirus is having on the health and financial well-being of County of Los Angeles residents, leaving thousands unemployed or underemployed. The department has provided the below resources to help residents who may be experiencing financial challenges due to the pandemic:

IF YOU HAVE HAD YOUR HOURS CUT, BEEN FURLOUGHED, OR LAID OFF: If your employer has reduced your hours or shut down operations due to COVID-19, you can file for unemployment insurance. If you are expecting to return to your job after the dust settles, you do not have to be actively seeking new work during the outbreak. California Lifeline Program California Lifeline offers low-cost and free monthly telephone services to eligible, low-income California residents. Participants can qualify for the program if they receive public benefits or meet household income limits. Specific documents are required to certify eligibility. Applicants must submit copies of required documents with the completed and signed application. Signatures must be clear and legible. The following subsections detail eligibility criteria, required documents, and the application process. Application Process and Required Documents To apply, participants must submit proof of eligibility and verify their identity. Option 1: California LifeLine suppliers enroll participants on site (15 min per participant on average). Prepaid Cell Phone Options Various low-cost prepaid cell phone options are available for participants who are not eligible for California LifeLine. Internet Access To help ensure participant with limited cell phone data maintain access to services, various low-cost internet services, listed in the table below, are available to homeless service providers and their participants

STIMULUS CHECKS Many of you have been in touch with my office because you had difficulty accessing the Get My Payment web portal to check the status of your stimulus check and provide your banking information. This includes a number of frustrating error messages and technical glitches. I have been informed by the IRS that they have made a number of improvements to the portal. If you have been unable to check on the status of your stimulus or provide your direct deposit information, please check again on the IRS website HERE. If you continue to have difficulty, you can contact my District Office at 714-459-4575 for further assistance. Social Security recipients are eligible for the rebate payments (subject to income thresholds) and will NOT be required to file a return. Recipients will receive their rebate just as they would normally receive their Social Security benefits. Those with qualifying dependents are eligible to receive an additional $500 per dependent if you register your dependents with the IRS using the IRS’s Non-Filer tool. In response to a letter I sent with my colleagues, the deadline for Social Security recipients who did not file a tax return in 2018 or 2019 and who have qualifying dependents is now Tuesday, May 5, 2020. Eligible SSI recipients will start receiving their automatic payments directly from the Treasury Department in early May. UNEMPLOYMENT ASSISTANCE The CARES Act expands unemployment compensation (UC) benefits for workers during the COVID-19 pandemic. These provisions have now been fully implemented by California’s Economic Development Department (EDD). If you are unemployed, you may benefit from one of the following: •

Additional $600 payments for workers with an Unemployment Insurance (UI) claim. Starting April 11, 2020, the EDD began paying an additional $600 on top of the current weekly benefit amount with the extra money coming from the federal government as part of the federal CARES Act. For more info, click HERE. New Pandemic Unemployment Assistance Program. The Pandemic Unemployment Assistance (PUA) is a brand new program that serves unemployed Californians who don’t usually qualify for regular UI benefits, including business owners, the self-employed, independent contractors, those with limited work history, and others who are out of business or whose services are significantly reduced as a direct result of the pandemic. Governor Gavin Newsom issued an executive order that authorizes local governments to halt evictions for renters and homeowners, slows foreclosures, and protects against utility shutoffs for Californians affected by COVID-19. o The order does not relieve a tenant from the obligation to pay rent, or restrict the landlord’s ability to recover rent that is due. DRAI ELIGIBILITY To be eligible for disaster relief assistance, an individual must be able to provide information that they (1) are an undocumented adult (person over the age of 18); (2) are not eligible for federal COVID-19 related assistance, like CARES Act tax stimulus payments or pandemic unemployment benefits; and (3) have experienced a hardship as a result of COVID-19. Assistance will be provided on a first come, first served basis. Disaster relief application services and assistance are not guaranteed.

VERIFICATION OF DRAI ELIGIBILITY The nonprofit organizations will verify DRAI eligibility and use a centralized portal to capture applicant information, document eligibility and prevent duplication of applications for assistance. The nonprofit organizations will request that applicants provide documents to verify their identity, home or mailing address, and to show they have been impacted by COVID-19.

The nonprofit organizations will verify that the documents applicants submit match the information applicants provided during the application assistance process and will make final application approval determinations. DRAI BENEFIT AMOUNT The disaster relief assistance amount is $500 per person, with a maximum of two individuals ($1000) per household. A household is defined as persons who live and purchase and prepare meals together. DRAI PAYMENT CARDS Applicants who are approved for disaster relief assistance will receive a DRAI payment card with the onetime assistance. The nonprofit organization who helps the individual apply and approves their application will inform them of how they will receive their payment card. The nonprofit organizations will maximize remote services in order to minimize the risk to public health and the health of their employees, DRAI applicants and approved applicants. DRAI TIMELINE DRAI Application Assistance and Card Delivery Begins: May 18, 2020 • Nonprofit organizations will begin assisting applicants with the application process and receiving verification documents to approve applications. • Delivery of payment cards will vary depending on when individuals submit their verification documents and are able to pick up the payment card or receive the payment card in the mail. • Applications will be accepted on a first come, first served basis, so individuals are encouraged to apply early. Application Closes: The DRAI application process will close as soon as all the disaster relief assistance is delivered or by June 30, 2020. EMERGENCY COOLING Background: With warm weather arriving in L.A. County, vulnerable populations (such as the elderly who do not live in air-conditioned homes may need relief from the heat. To meet this need, 10 Emergency Cooling Centers are opening throughout the County. All Centers are located in public spaces, such as community centers, and are offered free of charge. Dates and Hours of Operation: • Centers are open on Friday, April 24 and Saturday, April 25 from 12:00 p.m. to 6:00 p.m Emergency Cooling Center Visitors: • Emergency Cooling Centers are intended for people who urgently need relief from the heat. • All visitors who come to any one of the Centers should bring with them and wear a face covering at all times. Center Operations and Safety Procedures: • Emergency Cooling Centers are staffed by trained Disaster Service Workers from the Los Angeles County Department of Public Social Services. • Staff and visitors at the Centers practice social distancing, keeping at least 6 feet away from one another. o One exception to social distancing requirements is that members of the same household can be closer than 6 feet apart. o To maintain social distancing, staff may limit the number of visitors at any one time. • Visitors who have COVID-19 symptoms (cough, fever, or difficulty breathing), or are actively following isolation or quarantine orders, may not enter. • Hand sanitizer, soap and water, or effective disinfectant are available to visitors and staff at each Emergency Cooling Center. • Staff cleans and disinfects surfaces frequently, focusing on high-contact areas.
