RAIL CONTINUES EXPANDING BY ACQUIRING CLINTON TERMINAL RAILROAD

i Group-backed Regional Rail LLC has announced that it acquired the assets of Clinton Terminal Railroad in Sampson County, which will be owned and operated by Regional Rail subsidiary Carolina Coastal Railway (CLNA). The acquisition in Sampson County expands Regional Rail’s presence in North Carolina, which the company built by acquiring Carolina Coastal Railway in 2020. “We are excited to partner with the team at Clinton Terminal and view this as a natural expansion of our footprint in North Carolina. We believe there are attractive opportunities in the market and look forward to building upon the railroad’s existing operations,” shared Al Sauer, CEO of Regional Rail, in a press release. Chris Spiceland, Vice President of Marketing & Sales, Regional-Rail LLC shared that the acquisition of Clinton Terminal will add about

three miles of rail line. “We are proud of what we have built at Clinton Terminal over the years and believe that Regional Rail will be a great steward of the railroad, in addition to a strong partner to our customers going forward,” remarked Bob Lowe, CEO of Clinton Terminal, in a press release.

Regional Rail provides freight transportation, car storage and transloading services across the United States and western Canada. In addition to freight rail services, Regional Rail provides railroad crossing signal design, construction, inspection and maintenance services to a diverse base of short-line and industrial cus-

tomers via the company’s Diamondback Signal subsidiary. “We’re always looking for new acquisitions, new partnerships, you know, we're very flexible… we don't come in as the new sheriff in town and fire everybody and put our own people [in], that's definitely not what we do. We work with the existing infrastructure, use existing personnel, you know, we kept all the people on Clinton, down there. So we work with who's there and we try to just make it a little better than it was,” shared Spiceland. Expansion of rail service demonstrates economic growth in an area and promotes new business. “Sampson County Economic Development looks forward to partnering with Regional Rail, LLC to bolster rail opportunities for Sampson County as well as its existing industrial base,” stated Ray Jordan, Interim Director, Sampson County Economic Development, in a press release.

phases at the same time. So it’s been a fun one to do,” shared William M. Mees, Jr., Director of Development for Midland Atlantic Properties. The whole development will eventually be about 100 acres, and the first phase of that was about 45 acres. Phase I required the construction of Carolina Green Parkway, a four lane parkway connecting regional corridors that extends from 15-501 all the way to Morganton road with signalized intersections at each end. Within these first 45 acres dedicated to phase I, about 31 acres of that is the Target anchored shopping center. Anticipated opening for Target is Oct. 2024. Some of the other stores in the shopping center will be opening up late March and early April 2024. “[Target] was really the catalyst that brought us to the market, because we knew that they had asked us to go find and locate a site for them there,” explained Mees. “The owner of our company is a gentleman named John Silverman. And he was kind of the developer behind Southpoint [shopping center in Durham]…And after Southpoint finished we were asked by Target to keep an eye on a couple of different markets and Southern Pines was one of them.” The first stores to open will be Dick’s Sporting Goods, Golf Galaxy, Home Goods and Five Below.

Mees shared that they will start construction on the BJ’s Wholesale project within the next two or three weeks. By early February, it should be under construction. There are still more parcels of land to be claimed by businesses for future phases of the project. Mees shared that they are talking to a number of different prospective users for those parcels. successful project,” remarked Mees. With a clock tower, pond and fountain, the property developers are dedicated to making this space charming and welcoming as residents and visitors to Southern Pines enjoy these new shopping and dining experiences. The additional acres portioned off for phase I will be home to a multifamily development. That property was sold to Zimmer Development Company, a multifamily builder out of Wilmington, and

ACHIEVERS Mercer announced as Dean of College of Pharmacy & Health Sciences DR. JEFF MERCER has been named the next dean of Campbell University’s College of Pharmacy & Health Sciences. Mercer becomes the third dean of the College, since its founding in 1985, following Dr. Michael Adams who was named provost and Mercer vice president for academic affairs in January 2023. Mercer has served as interim dean since June 2023. He joined Campbell in 2022 as the associate dean of administration after serving as an associate dean and dean of the College of Pharmacy at Harding University. “Dr. Mercer brings significant expertise in education administration and leadership that has prepared him for this critical leadership position with the University,” Adams said in a press release. “He has already made a significant impact during his time in the interim role. I am confident that he will continue to be a valuable asset to the College of Pharmacy & Health Sciences and Campbell University.” During his time as interim dean, Mercer helped guide the College and key program leaders through the final steps of three on-site accreditations, including the Accreditation Council for Pharmacy Education (ACPE), Accreditation and Review Commission on Physician Assistant Education (ARC-PA) and the Council on Education for Public Health (CEPH). “I am honored to serve as dean of the College of Pharmacy & Health Sciences,” said Mercer in a press release. “I look forward to working collaboratively with our faculty, staff, alumni and friends as we continue to prepare our students to lead purposeful lives as they graduate and serve in our communities.” Dr. Mercer has a proven track record of excellence due to his education, experiences and formal leadership training through organizations like Strata Leadership and the Academic Leaders Fellowship Program of the American Association of Colleges of Pharmacy. FSU faculty selected for AASCU’s Department Chair Leadership Institute

JI YOUNG KIM, PH.D, a Fayetteville State University department chair, was selected to participate in the American Association of State Colleges and Universities’ inaugural Department Chair Leadership Institute. Dr. Kim, associate professor and English department chair, is a member of the first cohort of the AASCU’s new leadership development Kim institute for higher education department chairs. The experience is highlighted by a twoday, in-person intensive program in Washington, D.C., with academic unit leaders from across the nation. The institute also provides other virtual engagements and networking opportunities throughout the academic semester. “Gathering with other department chairs [in] Washington inspired me to continue furthering the path to equitable student success in the English Department,” said Kim in a press release. “This experience will provide strategies to overcome challenges and empower me to be a more equity-minded chair and provide insight to other academic departments at FSU.” The Department Chair Leadership Institute is designed for current department chairs who serve at state colleges and universities and aspire to be dynamic, strategic and empathetic leaders. Winter Peak Hours (November - March) For PWC Electric Customers

As a small business, you can save money on your energy bills with PWC’s Time-of-Use billing. Power used during Peak Hours is billed at higher rates (just four hours a day), and power used during Off-Peak Hours is billed at 29% lower rates. During the winter schedule – from November 1 through March 31 – Peak Hours are weekdays from 6:00 am – 10:00 am. Some things you can do to shift your usage and conserve power during Peak Hours: •

Use a programmable “smart” thermostat to keep your heat at the lowest comfortable temperature during Peak Hours and avoid allowing employees to adjust thermostats. Consider setting the schedule to preheat your building(s) during Off-Peak Hours (before 6:00 am), then lower the heat from 6:00 – 10:00 in the morning.

Schedule non-essential equipment to run during Off-Peak Hours. When possible, schedule required equipment to run sequentially (not concurrently) during Peak Hours.

Educate your employees on Time-of-Use, encouraging them turn off lighting and equipment they don’t need during Peak Hours and perform non-urgent, high energy-use tasks after 10:00 am.

Started in the 1950s by patriarch of the family Sonny Floyd, Floyd Properties began with residential construction and under his direction has since grown into a prime contractor in the Fayetteville area. Lennox Townhomes is a new luxury small 10 unit Townhome community located in Haymount off of Elvira Street near the intersection of McPherson Road and Fairfax Ave. The official address is 409-420 Morecrest Lane, a private street just off Ft. Bragg Road near Terry Sanford High School. Floyd shared that the architectural design is contemporary modern with some eclectic features. With the Lennox Townhomes complete, other projects are continuing across Fayetteville and other counties. Floyd shared that one of their long standing construction neighborhoods in Cumberland County, the Legacy at Traemoor subdivision, will be expanding soon. “We’re starting a new section of Legacy, we’ve got 21 home sites and we’re building very luxurious homes priced mainly between $600$900,000,” shared Floyd. “It’s right next to Gates Four across the street from Harris Teeter in the Jack Britt school district. We’ve already built

about 30 or more homes there in the last couple of years and many of them are customized.” Other projects will be popping up right beside the Legacy at Traemoor with Floyd sharing that construction began in 2023 for a new neighborhood made of 32 half acre lots called West Haven. This new neighborhood will also be offering luxurious, customized homes. Outside of Cumberland County, another development, the Turnberry community, is in progress south of Fayetteville in Raeford, North Carolina. This new community is located just 25 minutes from Fort Liberty on Royal Birkdale Drive of Fayetteville Road in Hoke County. “This new neighborhood out in Hoke County will be ready in late 2025. It’s going to have parks and walking trails and playground equipment. All of the houses will have gourmet kitchens and luxury bathrooms and be very dramatic inside. With a dramatic ceiling and walkways across the grand room and that sort of thing,” shared Floyd. “We’re really selling lifestyle more than anything else. Our vision for our families that we build homes for is just to give them a wonderful place to live.” In order to showcase the full realm of possibilities, new “Idea Houses” will be coming soon to Floyd Properties’ neighborhoods. These houses

operate as show homes and will feature all of the customizable options for buyers who contract with Floyd Properties. Alternatively, it keeps the contractor up to date with current trends and the wants of their clients. “The families do a lot of individual customizing of our homes. We're making innovations now, we’re starting to put EV charging stations inside our garages and we’re adapting to the changing landscape,” shared Floyd. “We’re adding everything you can imagine in the house that can be an option for our buyers. Anything that you can have made custom, anything you can imagine that a family could want, we’re going to be putting into these Idea Houses coming in 2024, 2025 and 2026 in multiple high-end neighborhoods.” As progress continues and new homes continue to go up, Floyd shared that the company is family based and will remain close to its roots. “We’re excited about having this opportunity to continue. We’re celebrating our 73rd year as a family and building homes together. The third generation is now here, three of my sons have joined my brother and I, so it’s been a real privilege for us to enjoy this work that we do. And all of our employees have been with us for 20, 30, 40 and 50 years; Our high school friends, our cousins, our families, our children, even our seven-year-old, four-year-old, threeyear-old and one-year-old are all involved,” shared Floyd. THE NCMBC PROVIDES A BRIDGE FOR CUMBERLAND COUNTY CONTRACTORS TO RECEIVE DOD DOLLARS

he North Carolina Military Business Center (NCMBC) is helping businesses in the Tar Heel state secure contracts with the U.S. Military, as well as aiding in the transition of meaningful technological innovation into the defense contracting space. The NCMBC, which opened its doors in 2005 and is headquartered at Fayetteville Technical Community College, leads North Carolina’s efforts to grow the state’s military economy through existing local businesses. Part of the center’s services include identifying lucrative federal contracting opportunities and preparing area businesses to understand government contracting processes so that they can win and execute federal contracts. A vital tool in introducing businesses to the marketplace is the NCMBC’s MatchForce.org online portal, which allows businesses to receive matches to federal prime opportunities and to subcontracting opportunities posted by other registered businesses. The center estimates there are close to 24,000 registered users as part of MatchForce. Defense, including contracting, has a $79.7 billion total annual impact on the state’s economy, according to NCMBC, which represents prime opportunities for North Carolina businesses to secure contracts with the U.S. Department of Defense (DOD). In 2022, with guidance from the NCMBC, businesses in the state executed $5.51 billion in defense prime contracts. These contracts extended throughout 77 of the 100 counties in the state. A significant number of those contracts served Fort Liberty in Cumberland County, to the tune of $1.49 billion. NCMBC Executive Director Scott Dorney said the center has steadily and healthily helped bring in millions in opportunities to state businesses. Yet, there are still plenty of federal contracting opportunities for companies to seek out. Last year, MatchForce connected more than 150,000 contract opportunities to its close to 24,000 users. “The biggest obstacle that we have in North Carolina to growing our defense contracting is not a lack of opportunity,” Dorney said. “There is no shortage of opportunities. Our challenge in growing contracting in

our state is getting more businesses into the marketplace.” The NCMBC currently has 17 offices across the state that work every day to help businesses compete for and win federal contracts. In turn, this helps expand the local economy and the state’s tax base. In 2023, NCMBC’s offices analyzed and sourced 10,161 contract opportunities to businesses in the state. Clients assisted by the NCMBC won at least 711 contracts amounting to $574.1 million. The NCMBC also helps companies and organizations in strategic industries like medical, biomedical, biodefense, aerospace, cybersecurity and information technology (IT), to transition useful technologies into the defense market through the state’s Defense Technology Transition Office (DEFTECH). This past year, DEFTECH connected more than 140 research and development opportunities to the state’s ecosystem of innovation. The NCMBC’s ability to help with defense technology transitioning developed about a decade after the center started operations in 2005. Back then, Dorney said, a big part of its mission centered on procurement support. “If the government wants to buy something, our job is to find somebody in North Carolina that makes it or sells it and help that company win the contract,” Dorney said. “In doing that for 10 years and traveling all over the state, we found that there are a

lot of innovative businesses in North Carolina, developing new products or new technologies that have defense applications.” For businesses set on innovating, the NCMBC sought to provide a helping hand. “Those companies maybe didn't even know their technologies had a defense application, or if they knew it had a defense application, they had no idea how to navigate DOD to get their technology in the door,” Dorney said. During a funding review period in 2009, the NCMBC decided they wanted to devote even more time and resources into technology transition. “It is very important that the warfighters have advanced technologies,” he said. After the public sector continued to prioritize technology transition, the NCMBC received more funding, setting out to look for innovations that could help the military. The NCMBC monitors grant opportunities through the Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) programs and makes businesses aware of the potential awards. “Then we run coffee calls and we always have federal agencies talking about their needs,” Dorney said. One of North Carolina’s major assets, its life sciences research and development industry, plays a key role in technology transition in the state. For instance, despite not being a conventional defense company,

GlaxoSmithKline in Durham, was the largest DOD contractor in the state in 2022, according to Dorney. “Because they develop technologies in pharmaceuticals and antibodies they did a billion dollars worth of business with DOD,” he added. The types of technologies that are in high demand vary based on industry trends and geopolitical developments. As an example, Dorney said that during military operations in Iraq and Afghanistan in the early 2000’s, a big source of opportunity for innovation in defense contracting came from technology to counter unmanned aircraft systems (UAS), as well as technology that could counter improvised explosive devices (IED). “The DOD set up special acquisition processes to bring those technologies to testing and to implementation, so it can happen very quickly,” Dorney said of the timeline for technology to transition to being part of the defense contracting market. UAS and counter UAS technologies continue to be sectors of technological innovation that offer opportunity for expansion, Dorney said, especially as U.S. Military focus centers on the Indo-Pacific region. “We know that we’re going to have to deal in a contested logistics environment,” he added. “In Iraq and Afghanistan, we dominated the air, so if there was a casualty on the ground, that person could be at a military hospital having surgery in less than an hour. But we can’t do that in an Indo-Pacific region that's very dispersed and where the enemy will have the surveillance capability and counter air capabilities that we haven’t encountered since World War II.” The NCMBC will continue in their mission to leverage military and other federal business opportunities to expand the economy, grow jobs and improve quality of life in North Carolina.

ayetteville's US Foods CHEF’STORE® location is now open to the public at 511 Cross Creek Mall. Announced in the summer of 2023, the new Fayetteville location is the fourth CHEF’STORE® location in North Carolina, joining existing locations in Charlotte, Winston-Salem and Greenville. Boasting over 20,000 square feet, including two shop through freezer areas, CHEF’STORE® storefronts across the country work to be the “go-to wholesaler” for the needs of restaurateurs. Now fully open to both members and the general public, the warehouse formatted store specializes in providing frozen and fresh food products, restaurant equipment, catering essentials, janitorial supplies and other essentials in bulk for restaurants, food trucks and other food based vendors. The warehouse began operating on its regular business hours on Friday, Jan. 19, however, to help showcase its products to their main audience, the store welcomed in local business owners for a Business Preview Day on Thursday, Jan 18, giving them first look and a chance to browse through and sample products following a ribbon cutting with local business and City of Fayetteville representatives. “We reached out to local businesses in the community over the last few weeks telling them about our store opening, wanting to show them all that we can offer. We have everything from produce deli, dry grocery paper and all of your equipment and supply needs. So we’re excited that people come on down and check us out,” shared Director of New Store Execution Gina Rogers. The first planned event for the storefront, Business Preview Day allowed local businesses first dibs on discounted prices, the chance to participate in a gift card raffle and sign up for a US Foods CHEF’STORE® membership. A

new Internet Service Provider (ISP) is making waves in Moore County following the opening of their first physical location in Pinehurst. Ripple Fiber, a fast growing fiber internet company based in the southeast, commemorated their new Pinehurst location and entry into the area with a ribbon cutting on Wednesday, Jan. 17, with company leaders and teammates joining with the community to celebrate. The newest Ripple Fiber office, located at 7647 NC 211 Highway, Suite A, between Pinehurst and West End, is currently the only one planned for Moore County and will service what is recognized as the “Pinehurst market” which includes both Pinehurst and Southern Pines with discussions about expanding into West End, Carthage and Whispering Pines still ongoing. “We’ve been open for the last three months at this location, this office has been open, but officially, we want to make sure everyone knows that we're here and we're on the market. Anybody that has any needs can come

into our office and we’ll answer any questions,” shared Regional Executive for Pinehurst Market Kylar Martin. “We’re a local presence, we’re here in the market, we are out there during construction. We want to ensure that everybody knows that they have a voice and that they have somebody to go to that’s in the community.” According to Vice President of Franchising Bill Grogan, Ripple Fiber will be able to support around 60-70,000 users out of this single location. “We do analytics that show where communities are underserviced for connectivity and that was our attraction; your [Moore County’s] population density along with the fact that candidly, you needed some technology. So it makes a great fit,” shared Grogan. A new resource for businesses and

residents alike, many residents within the greater Pinehurst area will soon have access to innovative technology. “We offer full gig service fiber to the home, so it’s fiber directly to the back of the modem. There’s no coax whatsoever in our product and it's a one gig service with 1000 megabytes per second upload and download symmetrical speeds,” shared Martin. Driving digital transformation across the world, fiber internet is a powerful solution that functions at the speed of light. It transmits data through light pulses and is less susceptible to outside interference, making the fiber optic connections uniquely durable and strong.
