co-working space provider revealed in November 2023 that it was looking to get out of three local leases: Two in Vancouver and one in Burnaby.

Combined, these account for 220,000 square feet of office space – less than ha l f a per cent of the office space

CO-WORKING market in Metro Vancouver, according to Colin Scarlett, vice-chair of Colliers Canada’s Vancouver brokerage.

He said these spaces are already attracting potential tenants from education, technology and professional services sectors.

“It doesn’t really move the needle dramatically, if at all,” said Scarlett.

“They haven’t dropped some of the other locations and if they do, then that maybe moves the needle a little bit more.”

WeWork had commitments to over 700,000 square feet of office space in the region at its peak, he said.

A former Wall Street darling with a valuation of almost US$50 billion, WeWork made headlines when it filed for Chapter 11 bankruptcy in the U.S. late last year.

In November, the company said it had entered into a restructuring support agreement with the majority of its stakeholders to reduce its debt and evaluate its commercial real estate portfolio.

“They grew too big, too quickly, but they still have some phenomenal locations,” Scarlett said, adding that the fundamentals of the co-working business are still strong.

“It provides an opportunity for a business to have a ton of flexibility in their lease term and no capital cost that would go into it. There’s actually higher demand today than there ever has been and the demand for co-working space in Vancouver is disproportionately high compared to other global cities.”

WeWork has retained locations in Vancouver adjacent to the Canada Line’s Marine Gateway station, and on Main Street in the city’s Mount Pleasant neighbourhood, among other local

office locations.

The choice to let go of two spaces in Vancouver was likely due to these locations not being built out, according to Scarlett.

I n a l most a l l com mercia l leases, landlords provide an “improvement allowance” to ensure the leased space is ready for use. But this allowance is usually not enough for the tenants to achieve the results they are looking for, he said.

“WeWork would have had to find capital to build that space out. In a time when capital is scarce, the easiest thing to do is to identify those locations that would have required a ton of capital and drop those first,” he said.

Scarlett said he expects demand for co-working spaces to remain strong in Metro Vancouver.

Co-working space provider IWG plc. plans to open two more B.C. locations in February 2024 – in Burnaby and Surrey.

“The business model just makes too much sense for it not to work,” Scarlett said.

“If you have a tech company that you’re starting out, the choice is to go do a deal with a landlord directly, where you have to spend a whole bunch of money building the space … or you can go to IWG or Spaces and take it for six months and the furniture is already in there.”  Originally published on BIV.com.

NEW ASBESTOS ABATEMENT LICENSING REQUIREMENTS FOR BUILDING SECTOR Provincewide training and licensing requirements through WorkSafeBC take effect Jan. 1

egulatory changes have come to a sb e s to s work i n B r it i s h Columbia.

As of Jan. 1, companies that perform asbestos abatement work in B.C. must now have a WorkSafeBC licence in order to operate in the province.

In addition, any individual who performs this work will have to be trained and certified.

The new requirements are part of amendments to the Workers Compensation Act that were made in 2022.

WorkSafeBC is in charge of developing and administering the licensing and certification regime.

Making, importing, selling and using products containing asbestos is prohibited in Canada. Nevertheless, it can still be found in building materials such as roofing shingles and insulation.

As it ages or when it is disturbed, asbestos breaks down into tiny fibres, which can linger in the air for hours.

Anyone who repairs, renovates or demolishes older buildings in B.C. is at risk of inhaling those fibres. This can damage the lungs and lead to diseases

SAFETY such as asbestosis and mesothelioma, which can end in death.

WorkSafeBC says asbestos is the No. 1 killer of workers in B.C. Between 2013 and 2022, there were 588 deaths due to historical asbestos exposure. About one-third of those who died were construction workers.

As of the start of this year, employers need to be licensed if they are engaged in asbestos abatement activities such as removing, repairing, transporting or disposing of materials that contain the mineral.

Once they have been licensed, the employers’ names will be added to a registry posted on worksafebc.com.

In addition to being required to have a licence, asbestos abatement employers will need to ensure that their workers are trained and certified for the level of work they are performing.

There are four different levels of training and certification – Level 1, Level 2, Level 3 and Level S – depending on the type of asbestos abatement a worker performs.

The organizations that provide asbestos abatement training must be approved and designated by WorkSafeBC. One of them is the BC Construction Safety Alliance (BCCSA), a non-profit that provides safety programs and training.

BCCSA programs and initiatives coordinator Sara Knights said the association provides online training for the first two levels, as well as assessment and certification. There are two courses each for Level 1 and Level 2. All courses cost $50 each, are available online and can be completed at a worker’s own pace.

“We are planning to offer additional online training courses for Level 3 and Level S,” said Knights.

Once asbestos workers have registered for training, online courses are available for 60 days. If they have not completed the courses within 60 days, they have to repurchase the courses.

To be certified for Level 1, workers must take the training and pass a written exam. For Level 2, they must also pass an in-person, hands-on skills assessment, which costs $750.

“We are offering sessions all over B.C. for the next few months,” said Knights.

“Depending on the location, it could take a few days up to a few weeks to complete the Level 2 requirements.”

Successful applicants will be issued an interim certificate from WorkSafeBC and then a full wallet card, which is valid for three years.

Mary Lovelace, director of prevention divisional services and credentialling at WorkSafeBC, said she expects at least 400 firms that are involved in some aspect of asbestos abatement to come forward and start to go through the licensing process.

“There could be more, too,” she said.

“There are many companies in B.C. that do some aspect of asbestos abatement, although it isn’t their main line of work.”

Whether an employer or an individual, Lovelace says it’s important to get started on the application process immediately.

“Begin the process now,” she said.

“The licensing and certification applications can take time.”

As of the beginning of October, approximately 100 employers had submitted online applications for licences, and more than 250 workers had received their certification, with many more currently receiving training, Lovelace said.  Originally published in BIV. owntown Vancouver offices are looking a lot more like ghost towns than they have in years past.

According to a fall 2023 report, the city’s downtown office vacancy rate climbed to 11.9 per cent in the third quarter of 2023 – the highest rate in nearly 20 years.

The report from commercial real estate firm Colliers also found that the office vacancy rate across Metro Vancouver hit a six-year high during the third quarter.

The region’s office vacancy rate stood at 8.6 per cent – up from 7.4 per cent in the second quarter of 2023.

“While the Greater Vancouver area has one of the highest return-to-office levels in Canada, many businesses continue to optimize their office space requirements to adapt to the growing prevalence of hybrid work arrangements and the changing nature of in-office work,” said the report.

Meanwhile, health care surpassed the tech sector in Q3 in terms of demand for space. The health-care sector sought more than 560,000 square feet of office space across Metro Vancouver in the third quarter.

More than 30 per cent of employees across Canada – in industries such as government, professional services, finance and technology – now work mostly at home, according to Labour Force Survey data Colliers cited in its report. This trend A14 | PROPERTY MANAGERS’ SOURCE BOOK 2024

means weaker demand for office space.

The national office vacancy rate reached 14.1 per cent as of the third quarter of 2023.

“Despite these obstacles, asking rents remain near record-high levels in many markets. This reflects the removal of aging buildings for redevelopment, landlords’ desire to negotiate other concessions beyond lower rent and the construction of new AAA-class offices,” the report said.

Despite office vacancies trending upwards in Metro Vancouver, prices remained firmly above national levels.

But the average asking rent per square foot in the region decreased slightly to $34.49 in the third quarter of 2023. This is higher than the national average of $21.08 per square foot and Victoria’s average of $22.79 per square foot.

Canada’s commercial real estate markets, meanwhile, are in some flux as companies adjust to hybrid work arrangements and a weakening job market. The national unemployment rate stood at 5.5 per cent in August, however the report said that job losses have been concentrated in areas tied to commercial real estate.

Construction is the No. 1 source of job losses followed by office tenants in the government and technology sectors, said the report. Originally published on BIV.com.

eople need to be at the centre of landlord efforts to lease up space, panellists told commercial real estate association NAIOP in Vancouver late last year.

Stubbornly high vacancies that average 11.8 per cent in downtown Vancouver have been driven by economic pressures, putting the onus on landlords to reconsider how to reposition space to attract workers. The available volume is equivalent to about 168 full floors of space.

come,” said Glenn Gardner, a principal with Avison Young in Vancouver, cribbing a quote from moderator Andrew Dickson, leasing director with Oxford Properties Group, to round out comments from fellow panel members.

Gardner said he is optimistic that the next year could see vacancies drop below current levels if landlords took the approach seriously.

Spaces that people want to visit must create both a calm working environment and an activated environment for social engagement. This was the biggest demand from workers as they returned to work from the comforts of home – and with a new-found appreciation for the sound of silence.

OFFICE “The biggest surprise that we’ve seen is privacy, and acoustical privacy,” said Janay Koldingnes, founder of Edit Studios, an interior design consultancy in Vancouver. “So many people were saying I don’t want to be in an open work environment, I don’t want to be disrupted, I want quiet, heads-down space.”

When one of her clients surveyed its staff to see what their ideal workspace was, the image came back of a 1980sstyle cubicle, bucking the whole notion of collaborative workspaces that gained momentum as co-working gained in popularity prior to the pandemic.

“We’re not going to design people into government-style stations again, but we have to be more cognizant of the private spaces, the contemplative spaces,” Koldingnes said.

Reading nooks have become popular as shared spaces, which now account for much more than the 30-per-cent share of floorspace they had prior to 2020.

It’s those shared spaces that facilitate the “collisions” that panellist Jarvis Rouillard, senior vice-president with PCI Developments, said are vital to the social life of workers.

“Collisions is going to be our thing,” Rouillard said. “People want to collide, not only with their colleagues but also people from other companies that are also in that building.”

This doesn’t mean that traffic cops aren’t needed, of course. While the permeable nature of public space lends vibrancy to the urban environment, buildings are closed communities – something the increase in civil disorder has underscored for building owners in major downtowns from Dublin to Dallas, and north to Vancouver.

“We’re so focused on security,” Rouillard said. “We’ve had 24/7 lobby guards

and things like that put into some of our buildings, which has helped, and has actually secured some tenants.”

But the average worker seldom signs the leases, and this means putting the needs of tenants up front, too.

PCI, for example, has been filing tenant improvement permits for multiple floors at a time to ensure they’re ready for when a tenant signs a lease. This saves them time, reduces uncertainties and minimizes the interruption a move can cause.

CBRE Ltd. vice-chair Kevin Nelson, who works with technology companies, said spaces also have to measure up to a higher standard than ever before in terms of how a tenant’s workers will occupy the space.

“You literally have to check every single box that they want or they’re just not going to look at your building,” said Nelson.

They’re looking for conference rooms, cafés, restaurants and gyms on site so that the workplace is a destination and not just a location.

“And not just that it’s a gym, but it’s a real gym. It has the towel service, it has the showers, it’s a place where you want to go,” Nelson said. “If somebody can come in, use the gym, work for five or six hours and go home, that’s a win for a lot of employers today.”

An office block that can convey such amenities at first glance will make a winning impression on a tenant, Koldingnes added.

“The lobby is the front door to all of it,” she said, describing the MNP Tower lobby at 1021 West Hastings Street in Vancouver as an example of a lobby that’s fully activated. “That first experience sets the tone for the tenant.” Originally published in Western Investor.
