Greetings Chamber EDC membership friends! It is hard to believe that I have served as Chair of our Board of Directors for the past 11 months. 2024 has been a fast and productive year and it’s been an honor and a privilege for me to serve our membership in this role. By the time this magazine hits the mailbox we will have a new President of the United States and the election for our state, cities, and counties, along with important measures will be wrapped up. I hope that each of you exercised your right as Americans to cast your vote in this very important election.

On a more local level, the November edition of the Connection showcases the City of Mandan and all of the great things going on in Mandan. There is no doubt they are a city on the move and their growth has been very impressive to witness. I had the opportunity to attend the Mandan Progress Organization’s Annual Dinner in Dykshoorn Park this fall and I must say that it was a great event and experience in a space that has become known as a place where memories are made. Soon they will decorate for the Christmas holiday season and I encourage you and your family and friends to visit and take in all of the holiday festivities.

At the Chamber EDC, we are welcoming two new employees, Noah Vroman and Adam Vogel. Noah will be working with the Economic Development team to further our economic development efforts in Bismarck and Mandan and Adam is our new Office Coordinator who will help keep our finances in line as well as keep watch over our building operations. I look forward to interacting with these new members of the team as I know that they will be a great fit with Brenda’s already strong team at the Chamber EDC. Speaking of the team, they are in full swing planning out a great slate of events for 2025 and have been in touch with many of you already about sponsorships for those events. New in 2025, as a result of feedback from our membership, State of the Cities and Focus on Bismarck Mandan will be a combined event. Many of our members have told us the content is very similar and it would be great to combine the events into one. On February 4, 2025, we will do just that! The event will contain an update from the Mayors of Bismarck and Mandan along with a presentation from an economist regarding the state of affairs on a national, state and local level.

Mandan’s three business districts are booming

A dozen years ago, Walmart announced it would build one of its supercenters in northwest Mandan.

“Some people thought if Walmart was built, all of the small businesses in downtown would fail,” said Madison Cermak, Mandan’s Business Development and Communications Director, “but that’s not the case.”

Almost every storefront in downtown Mandan is currently filled. Business is booming in the northwest corridor. Mandan has a third business district along Memorial Highway that will be renovated starting next year. Mandan is able to support all three of its thriving business districts.

Railroad development and Old Highway 10, now Main Street, spurred downtown Mandan’s commercial growth. For decades, a diesel spill from the BNSF rail yard hurt real estate sales in downtown Mandan.

“The diesel fuel spill in downtown Mandan had a pretty devastating effect in a 5-6 block area,” said City Administrator Jim Neubauer. “Before that fuel spill was cleaned up, it was very difficult to buy and sell property. Prior to settlement with BNSF, property sales were stagnant for many years. There were a lot of vacancies at that time.”

The diesel fuel spill was first discovered in 1984. After 35 years, remediation was completed in 2019.

“Some people thought it was doom and gloom when we started tearing up streets for the diesel fuel remediation,” Neubauer said. “As the Mandan Remediation Trust started to acquire buildings, things began to get cleaned up. There were buildings people hadn’t been able to invest in. The Remediation Trust was able to buy some of those buildings to clean up the diesel fuel.” Most storefronts in downtown Mandan are full today. There are niche retailers from boutiques to butcher shops.

DOWNTOWN

“I have many businesses wanting to go downtown,” Cermak said. “It’s pretty full right now. That’s not necessarily a bad problem to have.” Cermak said she has seen a new generation of business owners investing in downtown Mandan such as Mike and Brittany Kennedy of Copper Dog, John and Amber Larson of Larson’s Tattooing, and Eve Kostelecky of Every Eye.

“The biggest asset is Dykshoorn Park,” said Mandan Mayor James Froelich. “That’s the focal point for our downtown events.”

“Main Street is the heart and soul of every community,” said Matt Schanandore, Executive Director of the Mandan Progress Organization. “Having an organization like ourselves helps bring some vibrancy to the residents in the community.”

Most of MPO’s events are held in downtown Mandan. That includes Buggies-n-Blues, Mandan Independence Day Parade, Art in the Park, Touch-a-Truck, and Mandan Holiday Lights on Main.

“The majority of our events are in the downtown corridor,” Schanandore said. “We have become known for utilizing the downtown parks which have been designed as great event spaces for a variety of events.”

This year, MPO tried a weekly farmers market in Dykshoorn Park called Mandan Market Nights.

“When you have Buggies-n-Blues on a Sunday and you have 15,000 to 20,000 people downtown, it opens up a new customer base to see your business,” Schanandore said. As a lifelong Mandan resident, Schanandore has seen the evolution of downtown Mandan. In recent years, Schanandore said he has seen many new businesses in downtown Mandan. “Rent and leasing in Mandan is not over the top,” Schanandore said. “It allows for a startup entrepreneur to get into the business realm.”

MEMORIAL HIGHWAY

The second Mandan business district that developed was Memorial Highway, or The Strip.

Kist Livestock Auction was key to developing Mandan’s commercial district on Memorial Highway. When the Kist family built their current location in 1956, there was nothing else around it. Originally, the Kist family owned almost all the property along The Strip. As the property was sold off, businesses were built that catered to the agriculture industry — little tractor shops, massive implement dealerships, four-wheel dealers, and veterinary supply stores.

“There are such a wide variety of vehicles you can buy on The Strip,” Neubauer said. “When folks come to Kist Livestock, they see the vehicles they can buy.

Steve Schwan is one such business owner selling vehicles along Memorial Highway. He is the President of Schwan Buick GMC Cadillac and has been working on Memorial Highway since he became General Manager of the dealership in 1982.

“I’ve seen a lot of new businesses built — Open Road Honda, Bobcat, the new Kia store, McDonalds,” Schwan said. “The racetrack has been modernized. The rodeo grounds have been modernized. The soccer fields have been really nice, as well as access to Prairie West Golf Course. We get a good cross-section of traffic between the two cities... We get rural and city traffic. Some of the businesses on The Strip cater to rural residents. A lot of people commute to and from Bismarck and Mandan through the Strip.”

In spring 2025, a two-year reconstruction of Memorial Highway will begin. Curb and gutter drainage will be added. Power lines will be buried. Turning lanes and traffic signals will be improved. Some raised medians will be installed. Sidewalks will be added to make the highway more pedestrian-friendly. “We’ve got the new Strip that’s going to be built starting next year,” Schwan said. “I think it’s going to be fantastic. I think it will add to the uniqueness of the location. With all of the rooftops growing south of us, I think The Strip is going to continue to be a growing area.”

The two-year construction will cause some inconveniences. Schwan said they are considering strategies like free pick-up and delivery of vehicles needing service. “Construction is going to be a positive thing,” Schwan said “I’m looking forward to the strip being completed. There will be some bumps along the way, but I think it’s going to be terrific. I think it will attract even more businesses to The Strip. We have a couple of banks, which we never had before. It would be nice to see a hotel someday.”

With the growth of homes in Lakewood, south of Memorial Highway, there is potential for commercial growth to serve those residents. “I think in 10 years we will be astounded what (Memorial Highway) will look like,” Froelich said.

NORTHWEST CORRIDOR

Mandan’s newest business district developed northwest of the city.

The northwest corridor has different types of businesses in two areas. At the Sunset Drive exit on Interstate-94 there are hotels, restaurants, and medical and dental services. Farther northwest along Old Red Trail is an industrial park. It includes Cloverdale Foods, NISC, and North Dakota Association of Rural Electric Cooperatives.

Mandan Middle School opened in the Sunset Drive area in 2008. Big box retailer Walmart opened in 2012. Mandan Parks and Recreation opened the Starion Sports Complex in 2017. The brandnew Mandan High School opened this year. When Dawn Hager and Karen Schmidt were looking for a spot to open Balancing Goat Coffee Co. in 2020, they could see the growth happening north of I-94.

“It has evolved greatly,” Schmidt said. “When we were first dreaming of doing this, we would sit in the parking lot and watch traffic counts. Not even Thrifty White Pharmacy or Arby’s were there yet. We would watch people walk over from Mandan Middle School to grab Subway from inside Walmart.” With Mandan High School opening in August 2024, they have seen an uptick in high school age customers. They get foot traffic from the hotels as well as sporting events at Starion Sports Complex.

The City of Mandan has long-range plans to extend Sunset Drive north. It could connect to Highway 1806 via a five-way roundabout. “This was a perfect spot,” Schmidt said. “There was nothing like it in Mandan. At the time it was just a parking lot. We knew there were lots of opportunities for growth up here.”

CHAMBER EDC LEVERAGES LOCAL WORKFORCE DATA

The Bismarck Mandan Chamber EDC is taking steps to better understand our local workforce. The Chamber EDC recently recruited JobsEQ, a data driven platform that congregates workforce data from hundreds of sources.

This software allows the team to access workforce data related to the jobs in demand in our region, talent pool in our market, identifies the industries that should be prioritized in further development, compares our region to others, quantifies impacts of expansion or contraction of certain industries, and forecasts how the region is expected to expand. JobsEQ will also help to discover gaps in our current workforce for more targeted talent attraction efforts.

CHAMBER EDC & CITY OFFICIALS ALIGN FOR ECONOMIC GROWTH INITIATIVES

Earlier this fall, Chamber EDC President & CEO, Brenda Nagel, spoke at the October City Commission meetings of Bismarck and Mandan, sharing recent economic development efforts.

The City of Mandan staff and Chamber EDC have updated the Bismarck Mandan Chamber EDC - City of Mandan Economic Development Services Working Document. This document is an agreement between the Chamber EDC and the City of Mandan that showcases their joint efforts to advance our community through economic development. It also outlines their collaboration to maximize resource use. Efforts agreed upon in this document include industrial and office park site development, communication efforts between teams, business attraction and marketing programs, business retention and expansion programs, and participation in the Mandan Tomorrow Committee.

At the City of Bismarck’s commission meeting, Nagel summarized the Chamber EDC’s Q3 Economic Development efforts and plans for the rest of the year. In Q3, Workforce Development held an Internship Network Mixer, the 20242025 Student Leadership Network kickoff, and launched the New American Leadership Network. During Q3, the Chamber EDC also began the planning steps of a new welcome initiative to help those moving to the area get connected with the information they need to get involved and make BismarckMandan home.

Business Development efforts made in Q3 include monitoring local ordinances, assisting in ongoing business projects, and direct mailings to recruit primary sector businesses. In the coming months, the Chamber EDC will put additional focus on serving on the steering committee for land development codes, supporting the Keep It Local property tax coalition, and serving as a committee member to review Bismarck Event Center RFPs.

PROGRAM OF THE MONTH: NEW MARKETS TAX CREDIT

Congress created the New Markets Tax Credit (NMTC) program in 2000 through the Community Renewal Tax Relief Act, administered by the the U.S. Department of Treasury. The government has allocated tax credit authority to two Community Development Entities (CDEs) in North Dakota. They are DBL Equity Partners (an entity of Dakota Business Lending) and Bremer CDE (an affiliate of Bremer Bank).

Orientation Day

The Class of 2025 is the 35th cohort in the Leadership Bismarck-Mandan program. The class of 16 began their first day with a speed-networking activity to get to know the people with whom they will spend the next nine months with.

The class participated in a “Civic Engagement 101” panel with Jim Froelich, Mandan Mayor; Mike Schmitz, Bismarck Mayor; Julie Jeske, Bismarck Park Board; Jim Neubauer, Mandan City Administrator; and Brian Bitner, Burleigh County Commission.

Chamber EDC President & CEO, Brenda Nagel, spoke on “The State of Bismarck-Mandan.” The class also participated in a group exercise to examine their communication preferences.

Agriculture & Natural Resources Issue Day

Agriculture Day kicked off at the Bismarck Public Schools Career Academy. Marko Davinic presented the BSC Mobile Ag Classroom and demonstrated how he uses soil samples from his students’ farms to test for salinity, compaction, and nutrients. The class spoke with a panel of BSC agriculture students to find out how future farmers are embracing changing technology. Then, the class departed for a tour of Burleigh County agriculture sites. At Menoken Farms, Jay Fuhrer from Burleigh County Soil Conservation District spoke on soil health principles. The class learned about regenerative agriculture ranching at Black Leg Ranch.

You refer to yourselves as a fine art concierge. What do you mean by this?

As a fine art concierge, we match fine art with people who love fine art. We recently helped match a client in Billings, Montana, with seven bronzes by Michael Westergard. The client is a developer who is working on a 30-thousand square foot event center in downtown Billings. The bronzes will be on display in the event center. The client loves Michael’s work and already had his own collection of Westergard bronzes. As part of our concierge service, we delivered the bronzes to the client.

We also recently helped facilitate the purchase of a collection of historic artworks by Karl Bodmer, which will be on display in a major museum in North Dakota.

At Masters Gallery, we offer consultation and installation, so if you need help deciding on a piece of artwork or its placement, or if you need to live with a piece of work for a few days before deciding, we are happy to assist.

What should my marketing budget be for 2025?

If you’re not planning for 2025 yet, now’s the time to start! For small to mid-size businesses, a smart rule of thumb is to invest 5-10% of your annual revenue on marketing. If your goal is to maintain your current growth, 5% might do the trick. But if you’re looking to grow, especially in a competitive market, aiming for 7-10% can give you that extra edge.

For newer businesses or those looking to expand, be prepared to spend a little more up front to get noticed. Your industry, business model, and goals will also shape that budget.

One common mistake we see? Not considering all that goes into a marketing budget. It’s more than just ads! Content creation, website updates, promotional items, sponsorships, community involvement, and market research all work together to support your bigger business goals.

November is Lung Cancer Awareness Month. What do I need to know to protect myself from lung cancer?

The American Lung Association estimates over 235,000 Americans will be diagnosed with lung cancer this year, making it the most diagnosed cancer in North Dakota for both men and women. Smoking causes 85-90% of cases, but exposure to asbestos, radon, industrial chemicals, radiation, air pollution, and family history also increase risk. Symptoms include persistent coughing, chest pain, shortness of breath, voice changes, recurrent bronchitis or pneumonia, chronic fatigue, pain when swallowing, and wheezing. Quitting smoking, reducing exposure to secondhand smoke, and ensuring environments are free from harmful substances like radon and asbestos are crucial steps to lower your risk.

Educating yourself on lung cancer prevention and making informed, daily health choices can significantly improve your lung health and overall well-being.

What is a construction lien, and how can my company use one to get paid?

Generally speaking, a construction lien is a statutory lien available to one who improves, or provides materials for improvements to, real property. Before a construction lien can be claimed, notice must be provided to the owner of the improved land. Thereafter, to “perfect” one’s construction lien, the lien must be recorded in the county records within a statutorily provided time period after the improvement is complete. If the lien is not recorded within the appropriate time period, there is risk of losing one’s lien right.

Further, waiting too long to record a lien may result in the claimant being barred from recording and perfecting one’s claim. What’s your professional journey, and how did it lead you to Cappuccino on Collins?

I (Trish) have worked in almost every job imaginable, but definitely always stuck with work that centered around taking care of people. My first job was at the Mandan Dairy Queen and Mike taught me so much through that experience. From mopping floors to customer service, I learned a lot! My husband, Joe, has a background in history and public administration and is the analytical one. He is in charge of the numbers, making sure payroll is done, and helps to pull me back down to reality with the numbers when I get a little over zealous with big ideas. We work well as a team.

Can you share a pivotal moment, decision, or challenge that shaped the cafe’s history?

I think the fact that we are one of the only coffee shops in town without a drive-thru has been a challenge, but at the same time a blessing. Cappuccino on Collins has never had a drive-thru and has still stayed steady in serving the community.

What’s the most exciting innovation or trend you’re currently seeing in your industry?

Coffee has become incredibly trendy in the last 5 years. Coffee has always been a staple since the first bean was ever roasted, but with the dawning of apps such as TikTok, fun and exciting things have popped up. People are craving true connection again and often supporting locally owned places more than corporate run shops and that is truly amazing. People want that artisan experience more and more over convenience.

How does Cappuccino on Collin’s contribute to the local community beyond its products/services?

We have created a strong sense of community by supporting local events and being present at them. Mandan has a unique population, it is a small town with most of the basic needs covered for shopping and dining. There is a group of retired guys that come in every morning rain or shine and it helps keep the atmosphere inviting. We offer toys for children to play with while parents sit and enjoy their drinks. The little free library has been a hit along with the used coffee grounds that we bag up for people to use in their gardens and compost.

How is technology changing the way you do business and what innovations are you most excited about?

Online ordering has become huge. We haven’t quite made the leap yet but it is just a matter of figuring out our software to make it happen. We hope to attend some different coffee conferences in the coming year to be on top of what is new and exciting in the coffee industry. Coffee has started crossing paths with cocktails and artisan drinks which is very interesting to see.

What’s one thing about Cappuccino on Collins that might surprise people?

We’re 30 years old this year and proud to be Mandan’s original coffee shop! While there have been other great cafes, such as Ohm’s, in the past that serve drip coffee, Cappuccino on Collins was the first specialty coffee shop in town opened by Sherry Jo Ereth in 1994. Cappuccino on Collins has also always been at least 50% woman owned. We are proud of that legacy and hope to continue it.

Cappuccino on Collins has been a Bismarck Mandan Chamber EDC member since 2022. What’s the most valuable aspect of your membership?

The connection to other local businesses within the Bismarck-Mandan community has been very valuable to us as a small business. We also appreciate the fact that the Chamber EDC supports our community by providing state legislators with the knowledge of what local businesses want and need to help them thrive.

BISMARCK-MANDAN MPO KICKS OFF MOBILE DATA COLLECTION PROJECT

The Bismarck-Mandan Metropolitan Planning Organization (MPO) recently kicked off a project to inventory the condition of major and minor thoroughfare roadways within the region. To accomplish this, the MPO retained the services of Quality Engineering Solutions, Inc. (QES) based out of Reno, NV. QES is a nationwide firm and provides professional asset management and mobile data collection services to local and state government agencies.

This project will encompass all the MPO’s functionally classified roadways—which include urban arterials and collectors in the region. Additionally, the City of Bismarck has joined this project and hired QES to survey all local Bismarck Roads. This is a routine capture, which his complete approximately every 4 years, and was last collected in 2020.

The consultant, QES, has subcontracted the data collection to Roadway Asset Services (RAS) which operates a fleet of state-of-the-art Roadway Asset Collection (RAC) vehicles that utilize sensors and instrumentation designed to support local governments in assessing the conditions of roadways and adjacent infrastructure assets.

The RAC vehicles are equipped with laser imaging and 360-degree camera systems that will collect imagery on all pavements and above ground, transportation related assets located within the right-of-way. The imagery will be utilized to develop a Pavement Condition Index (PCI) for each roadway to update the MPO’s pavement management program.

All major and minor thoroughfare roadways maintained by the MPO jurisdictions will be surveyed by the RAC vehicle to ensure that high quality data is acquired across the roadway network. The RAC vehicle is a Ford work van and will travel at posted speeds during daylight hours without interruption to traffic flows. RAC vehicles are expected to continue their collection through the end of next week, October 18th.

11TH ANNUAL SANTA RUN TAKES FLIGHT IN MANDAN FOR THE FIRST TIME

The beloved Santa Run, a holiday tradition that has warmed the hearts of the community for the past decade, is hitching up the sleigh and flying across the river to its new home on Main Street in Mandan!

The Mandan Progress Organization (MPO) is excited to announce it will host the 11th Annual Santa Run on December 14, 2024, as part of the increasingly popular Mandan Holiday Lights on Main celebration.

“We are honored to take on this wonderful tradition as Judge Dave and Ann retire,” said Matt Schanandore, Executive Director of the MPO. “It seems fitting that the Santa Run finds its new home in Mandan and joins the holiday celebrations in conjunction with the region’s largest Christmas lights display, the Mandan Holiday Lights on Main.”

The Santa Run began in 2014 when Judge David Reich and his wife Ann decided the best way to spread Christmas cheer was to gather the community, dress everyone in Santa suits, and run a 5K together. Since then, the event has grown into a joyous annual tradition, drawing hundreds of participants and raising awareness for an important cause: addiction recovery.

The Santa Run brings attention to the pervasive issue of addiction in our communities while sending a positive message of hope and recovery. Through the support of generous sponsors, volunteers, and the community, the Santa Run has encouraged people to embrace running as a healthy lifestyle alternative. For the past 10 years, this uplifting event has celebrated many success stories amidst the challenges of addiction, offering hope to those in recovery.

LOCAL STUDENTS ATTEND FBLA FALL LEADERSHIP CONFERENCE

Members of the Mandan High School Future Business Leaders of America (FBLA) chapter attended the North Dakota FBLA Fall Leadership Conference in Bismarck on October 6th-7th. Over 530 FBLA high school and middle school members and advisers from across the state participated in this conference where the emphasis was on developing the leadership skills of local chapter members.

Members attending the conference had the opportunity to participate in sessions that focused on leadership development, time management, investing, and career exploration. In addition, chapters had an opportunity to learn about state and national FBLA membership and recognition programs.

UMARY TO DEDICATE NEWLY RENOVATED MULTI MILLION-DOLLAR STATE-OF-THE-ART NURSING FACILITY

One of the nation’s top-ranked nursing programs just got even better. Thanks to donor contributions totaling nearly $3 million, the University of Mary’s nursing program continues to be on the cutting-edge for technology and workspace to best assist faculty and train students for real-world experiences. This nursing renovation to the Casey Center for Nursing Education supports one of the four pillars within Phase II of Mary’s three-phased $272-million Vision 2030 Capital Campaign.

“We are deeply humbled and profoundly grateful to our donors for their extraordinary generosity,” stated University of Mary President Monsignor James Shea. “Your financial contributions have transformed our nursing facilities, elevating the spaces to their highest possible standards where both faculty and students can thrive. As the nation faces an unprecedented nursing shortage, this new facility will help ensure our students are equipped with the skills, knowledge, and compassion they need to meet the challenges ahead. Your support is not just an investment in our university but in the future of healthcare, as our students go forth to serve their communities with distinction.”

The physical space within the Casey Center for Nursing was transformed to include six high fidelity simulation labs with three control rooms, a large nurses station, medication room, an updated nursing skills lab, and two private nursing skills practice labs. Simulation equipment upgrades include seven new hospital beds, five exam tables, high and low fidelity manikins, a gurney, a nurses call light system, an AED, and a suite of adult and infant CPR manikins for basic life support education. All simulation and lab spaces were equipped with a state-ofthe-art VALT system, combining high-quality audio-visual equipment and powerful software for capturing and analyzing nursing simulation experiences. Additionally, classroom and lab technology was enhanced, with a Pyxis machine—identical to automated medication dispensing systems used in hospitals— coming soon.

“The goal of this endeavor was to provide University of Mary nursing students and faculty with a high-tech facility aimed to support transformative educational practices that best prepare nurses for entry into the workforce as highly competent, confident, and compassionate professionals grounded in moral courage,” said Dr. Billie Madler, associate dean of Nursing at the University of Mary. “As a result of these renovations, student experiences in simulated patient encounters have more than quadrupled for every University of Mary nursing student, allowing them to practice high-stakes, real-life scenarios in an environment where it is safe to make mistakes, learn, and develop into highly skilled registered nurses.”

The University of Mary is doing its part to help solve a national shortage, with graduates of the program in high demand. This new high-tech space complements the recently launched tuition-free Nursing Academy and Student Success Coach program. “Our new simulation and clinical lab spaces provide students with hands-on experience in a controlled, realistic environment,” added Dr. Mary Dockter, dean of the Saint Gianna School of Health Sciences. “This exposure helps them practice critical decision-making and develop a deeper understanding of caring for the sick and vulnerable, while fostering a culture of continuous learning essential for maintaining high ethical standards in healthcare.”

The Educator of the Year Award is given to an individual who contributes significantly to the field of education, models professionalism, continues to upgrade educational skills and promotes education locally and statewide. The 2024 recipient is Nadine Nelson, an instructor at the Minot Adult Learning Center.

The Outstanding Leadership/ Service Award is given to an individual, legislator, administrator or businessperson who demonstrates exceptional leadership in his/her area of responsibility, exemplifies and supports the NDALL purpose of supporting lifelong learning, and encourages others. The Outstanding Leadership /Service Award winner is Beth Hurt, director of the Dickinson Adult Learning Center. The Student of the Year Award is given to individual that is a current or recent student/graduate, that demonstrates determination, perseverance and sacrifice to achieve their educational goals. The Adult Education Student of the Year Award winner is Elisabet Weber, a former student with the Minot Adult Learning Center.

Blinsky joins the construction group as an Engineering Technician. He has a decade of experience in the construction field and will earn his bachelor’s degree in civil engineering from NDSU in the spring.

LIGNITE ENERGY FOUNDATION NAMES LACOE AS EXECUTIVE DIRECTOR

The Lignite Energy Foundation is pleased to announce the appointment of Kay LaCoe as its Executive Director. With more than 20 years of experience in marketing, communications, and leadership, LaCoe brings a wealth of knowledge and a deep connection to the lignite industry. Her leadership will help guide the Foundation as it continues to support and promote the vital role of lignite energy in the region.

LaCoe has been a key part of the Lignite Energy Council’s staff for more than 16 years, where she currently serves as vice president of marketing and communications. In that role, she has led various initiatives to increase public understanding of lignite, advocate for the industry, and build strong relationships with community leaders and policymakers, all of which have contributed to a deeper understanding of the importance of lignite energy across the region.

In addition to her role as executive director, LaCoe will continue to serve as vice president of marketing and communications with the Lignite Energy Council. Her dual responsibilities will enable her to continue shaping communication strategies and advancing the goals of both organizations.

Essentia Health and Brightside Surgical, an ambulatory surgery center in Bismarck, are now shared owners of Brightside Surgical. The goal of the partnership is to enhance access to surgical care in the Bismarck-Mandan community.

DUTOIT ASSUMES ROLE AS CEO OF BRADY MARTZ & ASSOCIATES

DuToit is a Certified Public Accountant (CPA) with extensive experience in auditing, accounting, tax, and business consulting services for privately owned businesses. A member of both the American Institute of Certified Public Accountants (AICPA) and the North Dakota Society of Certified Public Accountants (NDSCPA), DuToit currently serves on the BismarckMandan Chamber Foundation board and has held several leadership roles throughout her career, including former Trustee of the North Dakota Certified Public Accountants Society Foundation. Recently, she was honored as one of Prairie Business magazine’s Top 25 Women in Business.

Having spent nearly her entire career with Brady Martz, DuToit joined the Firm as an associate in 2001. NDIRF HIRES BURBACH AS DIRECTOR OF CLAIMS

The North Dakota Insurance Reserve Fund (NDIRF) is proud to announce Tony Burbach recently joined its team as Director of Claims. In this role, Burbach oversees all services and activities within the NDIRF claims department, including staffing, budgeting, and implementing and monitoring all claims department policies and procedures.

Burbach brings nearly 35 years of claims experience to the NDIRF, previously serving nearly 24 years in claims leadership and supervisory positions. He also has experience as a claims examiner and adjuster.

Burbach has a bachelor’s degree in business administration from Minot State University and holds an Associate in Claims (AIC) and Senior Claims Law Associate (SCLA) professional designations. He serves on the North Dakota Assigned Auto Claims Plan Board of Directors and North Dakota Insurance Guaranty Fund Board of Directors.

DCN HIRES JORGENSON

DCN has hired Shelby Jorgenson as Executive/ Office Assistant in the Bismarck office. In this role, Jorgenson provides high-level administrative support to the chief executive officer as well as managing day-to-day office responsibilities such as ordering supplies, creating purchase orders, preparing documents for electronic signature, and managing the reception desk. She also provides administrative support to all departments within the company as needed.

Most recently, she was a business administrative specialist at a local engineering firm. Prior to that, she owned and managed a shipping store for a decade. Jorgenson studied graphic design and communications at Bismarck State College.

DCN PAIR EARN CERTIFICATIONS

Aparna Subramanian & Branden Rasmussen, members of the Dakota Carrier Network information systems team, have recently earned industry certifications. Both are based in Bismarck and serve customers throughout the state. Subramanian completed Optical Communications Associate (OCA) certification through Ciena. This certification equips professionals with essential skills in optical network design and optimization, focusing on increasing network capacity and efficiency. Rasmussen, who has been with DCN since 2021, is cloud services specialist. He recently completed CompTIA Linux+ certification. This certification also includes CompTIA Systems Support Specialist and CompTIA Linux Network Professional.

Melanie Schmidt was recently promoted to director of human resources at Capital Credit Union. She has also joined the credit union’s Management Team.

As director of human resources, Schmidt serves as a resource to credit union managers and employees on all human resource related topics. She is responsible for administering all aspects of the Human Resources Department including benefits administration, employee relations and regulatory compliance. Schmidt also guides the credit union’s direction on compensation, performance and budget and assists in special projects.

Schmidt has more than 10 years of experience in human resources and has been with Capital Credit Union since September 2021, most recently as a senior human resources specialist. She earned her Bachelor of Science in Human Resources from Dickinson State University.
