ACCESSING CITY HALL - 151 MARTIN STREET

The City Hall lobby remains accessible to the public through the Martin Street entrance on the north side of City Hall during regular business hours, Monday Friday from 8:00 a m 5:00 p.m.

Main floor services including the Clerk’s and Treasurer's offices are accessible. Necessary in person meetings between City Hall employees and the public take place at a designated location on the main floor of City Hall. Social distancing of six feet should be maintained during all in person meetings The Police Department lobby entrance on the east side of City Hall on Pierce Street continues to operate as the point of contact for all off hour requests.

MASKS

The City continues to recommend the public wear masks while attending City meetings All City employees, commissioners, and board members must wear a mask during meetings because adequate ventilation cannot be maintained. This is to ensure the continuity of government is not affected by an exposure to COVID 19 that can be prevented by wearing a mask The City continues to provide KN-95 respirators and triple layered masks for all in person meeting attendees.

CITY MEETINGS

City Commission and other city boards meet in person, and most have a virtual option available to the public.

Individuals may access City Hall from the Martin Street entrance during normal business hours, 8 a.m. 5 p.m. For meetings that occur after hours, visitors can access City Hall through the Police Department lobby entrance on Pierce Street. SUSTAINABILITY INITIATIVES WORKSHOP MONDAY, OCTOBER 3, 2022 AT 6 P.M.

Leaf blowers and sustainability initiatives will be discussed at the City Commission workshop on Monday, October 3 at 6 p.m., immediately before the regularly scheduled City Commission meeting.

Residents are encouraged to attend the workshop to gain a better understanding of topics and projects considered by the City Commission The Mayor will call for public comment at the end of each workshop to ensure the City Commission has as much time as possible throughout the workshop to learn, explore, discuss and hear community input as well.

LEAF COLLECTION BEGINS THIS MONTH

STREETS

For streets with curbs only, simply rake your leaves into the street immediately next to the curb the weekend prior to your street’s designated pickup week. Please note the city is divided into two zones (see map below). Leaves remaining after the final collection week, November 28 December 2, must be bagged in accordance with the below instructions for uncurbed streets.

UNCURBED

Residents living on uncurbed streets must place their leaves in containers for pickup and may use the following containers:

Brown paper yard waste bags, 30 gallon size, found at most hardware stores. Rigid 35 gallon containers that contain Birmingham's yard waste decal Decals can be obtained at the Department of Public Services, 851 S. Eton Road or the Clerk's office, located at City Hall, 151 Martin Street.

Place approved containers curbside by 7:00 a.m. on your trash day. Yard waste is collected each year until the third Friday in December. For more information, please visit www bhamgov org/leaves

PARKS & RECREATION UPDATES VISIT BIRMINGHAM'S SKATE PARK

Outdoor adventure awaits at the Birmingham Skate Park, open daily from 8:00 a.m. 10:00 p.m. Located in Kenning Park just east of the Birmingham Ice Sports Arena, the Skate Park is a great place for some free, fast paced fun! Bring your skateboards, in line skates or scooters (sorry, no bikes allowed), and test your skills on the ramps and obstacles, with varying degrees of difficulty. All ages and abilities are welcome, so be sure to check it out! View the Skate Park Rules prior to visiting.

HELP IDENTIFY INVASIVE SPOTTED LANTERN FLY

The spotted lanternfly is an invasive insect with the potential to affect over 70 plant species in Michigan Plants at risk include some species of hardwood trees and important agricultural crops like grapes, applies and hops.

The Michigan Department of Agriculture and Rural Development (MDARD) is working with Oakland County to limit the spread of spotted lanternfly (Lycorma delicatula) Last month, the U S Department of Agriculture (USDA) confirmed a small population of spotted lanternfly in Pontiac You can help protect Michigan resources from this pest by looking for and reporting spotted lanternfly.

What can you do?

Check your vehicle: Before leaving a parking lot or work site, inspect vehicles for spotted lanternfly eggs or insects. Check doors, sides, bumpers, wheel wells, grills, and roofs. If found, destroy any eggs or insects you find.

Park with windows closed: The spotted lanternfly and its nymphs can enter vehicles unsuspectedly. When parked, make sure to keep windows closed.

Remove and destroy pests: Crush nymphs and adult insects Scrape egg masses into a plastic bag containing hand sanitizer or rubbing alcohol to kill them.

Report sightings: Use the Eyes in the Field online system to submit reports. Photos are necessary to verify a report and to aid in identification.

The City Clerk will hold office hours on Saturday, November 5, 2022 from 8 a.m. - 4 p.m. for voting related purposes. On this day, a section of meters in front of City Hall will be reserved for free parking for voting relatedpurposes.

Residents can register to vote online at mi.gov/vote or www.expressSOS.com, by mail or at any Secretary of StatebranchofficeuntiltheendofthedayonOctober24(15daysbeforetheNovember8generalelection).

ABSENTEEVOTING

In late September, absentee ballots were mailed to voters who have an application on file at the Clerk’s Office. If something has changed since you submitted your absentee ballot application, or if you have any questionspleaselettheCityClerk’sOfficeknowsowecanhelp.

Registered voters who have not applied for an absentee ballot can still request one for November. You can do this online at mi.gov/vote, or with a signed application returned to the City Clerk’s Office in person, by post mail, in a City Hall dropbox or to elections@bhamgov.org. After 5 p.m. on November 4, you can only obtainanabsenteeballotin-personattheclerk’soffice.

Did you know you can pick up your absentee ballot at the Clerk’s Office during business hours? After you receive your ballot, you can choose to complete and return your ballot to the Clerk’s Office all at once, or you can take your ballot home to fill out and return before 8 p.m. on Election Day. Voters who will be out of the United States for the 2022 elections can submit a Federal Post Card Application (FPCA) to obtain an absent voter ballot by email, fax or regular mail. NEWS FROM THE POLICE DEPARTMENT

On September 13, 2022, Captain Scott Grewe was one of 234 law enforcement officers to graduate from the 283rd session of the FBI National Academy in Quantico, Virginia. Internationally known for its academy excellence, the National Academy offers 10 weeks of advanced communication, leadership and fitness training. Selected participants must have proven records as professionals within their agencies. The class included members of law enforcement agencies from 21 countries, five military organizations, and five federal civilian organizations.

A total of 53,670 graduates have completed the FBI National Academy since it began in 1935 The National Academy is held at the FBI Training Academy in Quantico, the same facility where the FBI trains its new special agents and intelligence analysts. When asked about his experience at the academy, Captain Grewe stated, “I am extremely grateful for having the opportunity to train with the top law enforcement leaders from around the world and I’m looking forward to bringing the education and experience gained back to the Birmingham Police Department."

Captain Grewe has served our community for 23 years and is currently in charge of the patrol division of Birmingham Police Department He is second in command under Chief Mark Clemence Congratulations to Captain Grewe on his graduation from the prestigious FBI National Academy!

SOUTH OLD WOODWARD RECONSTRUCTION PROJECT

PROGRESS UPDATE

We are now in the home stretch! We thank you for your patience as we work toward completion of this important project. Infrastructure work including water and sewer upgrades and connections are complete. Concrete work continues on road surfaces and the streetscape, including sidewalks, planters and other decorative features. The contractor is currently on track to open the roadway and sidewalks by the end of this month, weather permitting. Some landscaping and streetscape elements may continue to be installed throughout November.

2022 SIDEWALK REPAIR PROGRAM

The City started the annual sidewalk repair program toward the end of September This program includes ADA ramps in the downtown area, a new sidewalk along Oak Avenue, and sidewalk repairs between Southfield Road to Cranbrook Road and Maple Road to 14 Mile Road.

The contractor will continue eliminating trip hazards along sidewalks in October.

WATER SERVICE VERIFICATION PROGRAM

Building on September’s newsletter article about reducing consumption and minimizing waste as an integral part of a sustainability strategy, a logical first step is to evaluate and minimize paper usage and waste. In general, paper is part of our everyday lives and we should use it wisely. We may not always consider that paper production, distribution, use, and disposal require a large amount of energy and raw materials

According to the nonprofit StopWaste, of all trees harvested for industrial use, 42% go to making paper. In addition, the pulp and paper industry is also the largest industrial user of water, the biggest water polluter, and the third largest emitter of global warming pollution in most industrialized nations. With careful planning and good communication, and the multitude of tools available to us in this digital age, printing should be a last resort.

If you have to print, only print pages you need, print double sided (and set your printer to do this by default), and print in black and white wherever possible And remember, the most effective way to reduce waste is to not create it in the first place.

Pet licenses are required for puppies and kittens four months old and up, and expire with the expiration of your pet’s rabies vaccination. PET ORDINANCE REMINDERS:

All dogs and cats four months old and up must have a license

Beyond the premises of its owner, all dogs must be on a leash and under reasonable control at all times

Owners cannot allow animals to deposit fecal matter in any place other than the premises where the animal is harbored or kept, unless it is immediately collected and removed. Pet waste should be disposed of in your own garbage container, not the containers of others, or your yard waste bin.

No person shall harbor or keep any dog which, by loud or frequent or habitual barking, yelping or howling, causes a serious annoyance to the neighborhood, or to people passing on the street

NEWS FROM THE MUSEUM

MUSEUM'S HUNTER HOUSE: A FRESH COAT OF HISTORIC PAINT

Visitors to the museum’s Hunter House might notice a fresh coat of paint on the interior walls. A recent analysis of the layers of paint on the oldest intact parts of the house revealed the colors on the walls during the mid 1800s. While we cannot definitively say what colors the Hunter family used when the house was built in 1822, we can attest that these colors were used shortly thereafter.

Led by Alex Patterson Tichy, PT, DPT, SCS, this class will provide the opportunity to improve muscle activation and strength necessary to maintain proper stability, balance, posture and technique when skating. FIRE DEPT. OPEN HOUSE

SATURDAY, OCTOBER 8, 2022, 1 P.M. 4 P.M. FIRE STATION 1: 572 SOUTH ADAMS, BIRMINGHAM MI 48009

The Birmingham Fire Department Open House event will return on Saturday, October 8, 2022 from 1 p m 4 p m at Fire Station 1, located at 572 South Adams Road During this family friendly interactive event, attendees will operate a fire hose, try on a fire coat, view live demonstrations and learn about fire safety.

Attendees will watch an EMS and vehicle extrication simulation with air bag deployments, along with HAZMAT apparatus and equipment The community will also enjoy an up-close look at emergency vehicles and see the City’s first water pumping fire truck from 1924. The Michigan State Police Bomb Squad and a Birmingham Police vehicle and officer will also be on site to display equipment and answer public safety questions.

Additional festivities include an inflatable obstacle course, face painting, a fire safety equipment raffle and more. UNDERGROUND RAILROAD COMMEMORATION CEREMONY

HONORING ELIJAH FISH AND GEORGE TAYLOR

On September 17, the community gathered to commemorate the designation of the grave sites of Elijah Fish and George Taylor to the National Park Service's Underground Railroad Network to Freedom. The event included remarks by descendants of the honorees, and a walking tour to the grave sites at Greenwood Cemetery

We enjoyed honoring these two men and recognizing their lifelong struggles to bring an end to slavery in America, and their contributions to Birmingham's history. Follow this link to view a video about the event.

Elijah Fish was an anti slavery activist who co founded the Oakland County Anti Slavery Society with over 50 other nearby pioneer settlers even before Michigan had formed such a group. He brought nationally known lecturers and formerly enslaved abolitionist speakers to the small village of Birmingham, drawing crowds from all over the area in the years leading up to the Civil War to create awareness and promote anti slavery public policy. Fish, who was also a deacon in Birmingham's First Presbyterian Church, died in 1861 before seeing slavery finally abolished and was buried in Greenwood Cemetery.

GEORGE TAYLOR

In 1855, George Taylor, who was held as a slave in Kentucky, fled on foot by night after a public whipping, almost died of hunger and thirst, was hunted by dogs and narrowly escaped capture and re enslavement. After almost a month's journey, he finally reached Michigan and then made it to Canada by the Underground Railroad. Taylor returned to Birmingham after achieving freedom and became a farmer. He later purchased a house in Birmingham, becoming the first African American to own property here, and also helped found Birmingham's United Presbyterian Church George and his wife Eliza, also formerly enslaved, made their home here until they died in 1901 and 1902. They are buried together in Greenwood, but do not have grave markers Past public donations will make it possible to install a marker for them this fall
