ACCESSING CITY HALL - 151 MARTIN STREET

The City Hall lobby is accessible to the public through the Martin Street entrance on the north side of City Hall during regular business hours, Monday-Friday from 8:00 a.m. - 5:00 p.m.

Main floor services including the Clerk’s and Treasurer's offices are accessible. In-person meetings between City Hall employees and the public take place at a designated location on the main floor of City Hall. The Police Department lobby entrance on the east side of City Hall on Pierce Street continues to operate as the point of contact for all off-hour requests

The city recommends members of the public wear a mask if they have been exposed to COVID-19 or have a respiratory illness City staff, City Commission and all board and committee members must wear a mask if they have been exposed to COVID-19 or actively have a respiratory illness. The city continues to provide KN-95 respirators and triple-layered masks for attendees.

CITY MANAGER SELECTION PROCESS

JANA ECKER SELECTED AS NEXT BIRMINGHAM CITY MANAGER

Following an extensive recruitment process, the Birmingham City Commission unanimously selected Jana Ecker as the next Birmingham City Manager on Monday, March 13, 2023 Ecker will begin her new role when current City Manager Tom Markus completes his term on June 30, 2023.

“As a City of Birmingham employee for more than 20 years, Jana has demonstrated dedication to this community and she possesses a wealth of knowledge and leadership skills that make her an excellent candidate for this position,” said Mayor Therese Longe. “We are pleased that community members and city staff participated in the selection process, and their feedback is aligned with the decision of the City Commission We look forward to a seamless transition.”

Ecker has more than 26 years of professional experience in municipal law and local government. Throughout her employment with the City of Birmingham, she has served as Planning Director, Interim Executive Director of the Birmingham Shopping District, and her current role of Assistant City Manager. In addition to municipal government experience, she is also a licensed attorney. She possesses a Bachelor of Arts in Urban Planning & Environmental Studies from the University of Toronto, a Bachelor of Laws from the University of Windsor, and a Graduate Certificate in Public Administration from Central Michigan University

“I am very pleased to serve as the next Birmingham City Manager,” said Ecker “Working in local government and serving our residents and businesses allows me to further my passion for community building, and I look forward to using my extensive experience and knowledge of Birmingham to lead the city in this new role.”

Ecker will carry forward many initiatives currently underway, including the implementation of Parks and Recreation bond projects and sustainability initiatives, securing a permanent location for the Next senior center, numerous infrastructure projects, and adoption of the Citywide Master Plan. AD HOC ENVIRONMENTAL SUSTAINABILITY COMMITTEE

On January 23, 2023, the City Commission unanimously passed a resolution declaring a climate emergency and enabling the Ad Hoc Environmental Sustainability Committee (the “ESC”) The city received 16 applications from residents wishing to serve on the ESC, all of whom possessed a wealth of knowledge in environmental sustainability with expertise in the following areas: energy, equity, civil/construction engineering, water quality, environmental engineering/consulting/law, recycling and solid waste.

City Commissioners and staff members were impressed with the skill set of each applicant, and grateful for the community’s support surrounding this important initiative During the City Commission meeting on Monday, March 27, 2023, the following residents were appointed to the Ad Hoc Environmental Sustainability Committee:

“This is an exciting time for the city," said Mayor Therese Longe. "The Ad Hoc Environmental Sustainability Committee will help formulate the city’s goals as it relates to developing a sustainability and climate action plan, and give input into the possible formation of a permanent board going forward.”

The work of the ESC will include a greenhouse gas emissions inventory to set a baseline and develop greenhouse gas emission reduction targets for 2030 and 2050, and the creation of a sustainability plan over a period of 18 months. Learn more about the committee at www bhamgov org/sustainability

Join us for a Public Input Session regarding the city’s Wayfinding/Signage Program on Monday, April 17, 2023 from 5:30 – 7 p m in City Hall conference rooms 202 and 203 Representatives from the city’s design consultant, Corbin Design, will lead the meeting and gather input from the community

Wayfinding and signage design programs establish a vision and long-range set of general guidelines for current and future signage needs. They serve an important directional function, but also play an integral role in identifying key points of interest. Last fall, the city’s Ad Hoc Wayfinding and Branding Committee reviewed the 2004 Wayfinding Program and determined it was in need of an update. Following a competitive bid process, the committee selected Corbin Design for the update

“At the public input session, we will be introducing attendees to the concept of wayfinding and how it will benefit the community,” said Corbin Design Wayfinding Project Manager, Moira O'Polka. “We look forward to gaining input about hidden gems, top destinations, how people navigate the city, terminology used to describe different areas and, overall, how they describe and see Birmingham.”

Learn about a potential Police Department and City Hall renovation/expansion project at the City Commission workshop on Monday, April 3, 2023 at 6 p.m., immediately before the regularly scheduled City Commission meeting.

Residents are encouraged to attend the workshop to gain a better understanding of topics and projects considered by the City Commission The Mayor will call for public comment at the end of each workshop to ensure the City Commission has as much time as possible throughout the workshop to learn, explore, discuss and hear community input as well

SOUTH ETON STREET

DESIGN CONCEPTS

PUBLIC OPEN HOUSE EVENT ON APRIL 18, FROM 6-8PM

The city will host a second S Eton Resurfacing Project Public Open House event on Tuesday, April 18 from 6 – 8 p.m. in the conference room at the Department of Public Services located at 851 South Eton Street. Comments received from the public regarding proposed concepts will be considered by the MultiModal Transportation Board (MMTB) during their May 4, 2023 meeting. The project will take place on South Eton Street between 14 Mile Road and Yosemite Boulevard beginning in the spring of 2024.

The first open house was held in January and the public was invited to provide input on proposed concepts. Upon review of possibilities at their meetings in February and March, the MMTB narrowed down their concept preferences Preliminary concepts under review for South Eton Street between Lincoln Street and Yosemite Boulevard include either additional pavement on the west side, or removing on-street parking on the east side in order to improve visibility and accommodate space for bike lanes. Concepts for South Eton Street between 14 Mile and Lincoln Street involve additional pavement to extend the bike lanes and connect them to Royal Oak

PARK EASY WITH NEW EQUIPMENT

Parking in Birmingham is easy with the installation of new equipment in all five of the city's parking structures. The city has received positive feedback from the community regarding the equipment and its ease of use

Equipment and software by TIBA Solutions provides an expedited easy-in, easy-out experience for all parkers with cloud-based kiosks featuring user-friendly, contactless entry and convenient payment options.

Transient parkers (those without a monthly parking pass) may enter and exit using a credit card, or they may pull a ticket at entry and scan the ticket upon exiting As always, parkers will enjoy two hours free in all structures.

The new system offers multiple forms of payment, such as debit/credit card (insert or tap to pay), Apple Pay and Google Pay In the near future, the equipment will also integrate with the ParkMobile app. Monthly parking pass holders will have the option to access the structures by scanning a new parking pass, or use the TIBA Mobile Access App.

ADOPT-A-SENIOR PROGRAM

The Birmingham Police Department Adopt-A-Senior program has existed for nearly 25 years. It is comprised of a group of dedicated police officers and dispatchers that volunteer their time to assist our elderly residents with tasks they are unable to do themselves. The program focuses on seniors who are isolated from family and/or friends and do not have a caretaker to assist them. The seniors may also struggle financially and need guidance or resources.

Our volunteers help with a variety of things from seasonal yard work to stopping by to chat about last night’s baseball game If you are a senior citizen who resides in the City of Birmingham that could benefit from the program, or know of a resident who can use our assistance, please contact Dispatcher Joe Misiak at jmisiak@bhamgov org You can also call (248) 530-1878 to set up a time to meet with an officer to see if the program can help

DOWNED POWER LINE SAFETY TIPS

With the arrival of spring, it is a good time to review the following downed power line safety tips:

Always consider wires live and dangerous – please remember to stay 25 feet from downed wires and anything in contact with those wires

Stay away from fallen trees or branches – they could have brought down a wire when they fell. Downed wires can look like sticks; do not pick them up.

Report outages or downed wires by calling 800-477-4747, visiting https://outagemap dteenergy com/, or using the DTE Energy app Also, call the Birmingham Police at (248) 530-1870 for downed wires so that the Fire Department can respond to evaluate and secure the scene

Everyone should also heed the warning of yellow caution tape, indicating a downed power line in the area. DO NOT CROSS

Never use a portable generator inside a home or business – it emits carbon monoxide, which can be deadly. Keep it outside, away from windows and doors so that fumes won’t come in

GENERAL ELECTION ON NOVEMBER 7, 2023

Birmingham will hold a General Election on Tuesday, November 7, 2023. At this time, four Birmingham Commissioner positions for a 4 year term and three Birmingham Library Board positions for a 4 year term will be on this ballot. The petition and candidate filing deadline for the November 7, 2023 General Election is 4:00 p.m. on July 25, 2023. ELECTION CHANGE UPDATES

The effects of the State constitutional amendment known as Proposal 22-2, Right to Vote are still being fine-tuned in the State House and State Senate. Legislature will need to be drafted, approved and signed into a bill before the Board of Elections will finalize procedures to implement the changes There are currently a lot of moving parts but full implementation is projected to be in time for the Presidential Primary.

The changes we will see in future elections are as follows:

State-funded postage for ballot applications and return postage on ballots. Ballot mailing will continue to be funded by the local municipality. Mandatory, approved drop boxes for every 15,000 voters, secured and under video surveillance.

Military and overseas civilian absentee ballots will be accepted if post dated by Election Day and received within six days after the election.

Permanent ballot registration to allow voters to automatically receive a mailed absentee ballot without having to send in an application for each election.

Mandatory nine days of early voting for State and Federal elections, to be set up as a precinct but will service multiple precincts simultaneously This may be done in conjunction with other municipalities or through the county.

WALKING YOUR PETS & ORDINANCE REMINDERS

All dogs must be on a chain or leash and under reasonable control of some person at all times

Owners cannot allow animals to deposit fecal matter in any place other than the premises where the animal is harbored or kept, unless it is immediately collected and removed

No person shall harbor or keep any dog which, by loud or frequent or habitual barking, yelping or howling, causes a serious annoyance to the neighborhood, or to people passing on the street.

Please remember dog waste should be collected with a bag and disposed of in your garbage container, not your yard waste bin

MASTER PLAN TO GO BEFORE CITY COMMISSION

During a public hearing on March 8, 2023, the Planning Board completed its review of the Birmingham Plan 2040 (“2040 Plan”) and recommended the City Commission adopt and approve in its entirety the Birmingham Plan 2040, inclusive of all maps, plans, charts, and other related matter, figures and the Future Land Use Map. The 2040 Plan will move to the City Commission for final review and approval per the requirements of the Michigan Planning Enabling Act. HELP IDENTIFY INVASIVE SPOTTED LANTERN FLY

Spotted Lanternfly (SLF) is an invasive planthopper with the potential to seriously threaten Michigan agriculture and the environment. Spotted lanternfly cause direct damage by sucking sap from host plants, and indirectly damage through mold grown on its honeydew excretions, inhibiting plant growth and causing death Great numbers of hungry lanternflies can stress hosts by depriving them of nutrients and carbohydrates plants need for growth and maintenance.

What’s the threat? First found in the United States in 2014 in southeastern Pennsylvania, spotted lanternfly has rapidly spread Confirmed observations of SLF have since been recorded in several states across the eastern United States Egg masses are difficult to identify and can be transported to new areas on outdoor furniture, vehicles, or other objects.

What’s at risk? SLF poses a significant threat to the fruit, hops, nursery, landscape and logging industries. Some fruit hosts include apples, plums, cherries and grapes Tree hosts include oak, willow, maple, and sycamore

What is happening in Michigan? In July 2022, live spotted lanternfly was found in Oakland County. Treatment of the infested area was completed and MDARD is working to contain and limit the spread of this small population Early detection is vital to protect Michigan businesses and agriculture

What can you do? If you see a suspect insect, try to collect them or take a photo, record the location, and report it. If you think you found an egg mass, do not disturb it. Record the location, take a photo, and report it. Reporting can be done at www.michigan.gov/eyesinthefield.

ABOLITIONIST ELIJAH FISH’S HISTORIC GRAVE MARKER AT GREENWOOD CEMETERY TO RECEIVE NEEDED PRESERVATION

The gravesite of abolitionist Elijah Fish in Greenwood Cemetery was listed last year on the National Park Service’s Underground Railroad Network to Freedom to acknowledge his anti-slavery efforts in the 19th century. Fish’s 150 yearold grave marker, however, has deteriorated over time and is in need of professional intervention to clean and help restore it to its upright position. The Birmingham Museum will be coordinating the effort with the Fish family and the Friends of the Birmingham Museum to help preserve the marker and make it more visible to the public

April showers bring May flowers! We all need to take part to help protect our nearby water bodies by storing rainwater for reuse and/or filtering water back into the ground For a modest 1,500 square foot home, as much as 5,000 gallons of water from a one-inch rainstorm can run off the roof, driveway, patio and even lawns Urban rainwater runoff goes into storm pipes, or ditches, both of which can go straight to natural water bodies such as the Rouge River or Quarton Lake. Rain barrels, rain gardens, cisterns and pervious pavement are all readily available tools to help any homeowner in Birmingham reduce runoff from their property.

AMERICAN RESCUE PLAN ACT UPDATE

Two years ago, the American Rescue Plan Act (ARPA) became law. Since then, communities like Birmingham have used ARPA funds to rebuild and recover The City of Birmingham is using ARPA funds to replace more than 700 lead service lines which are required to be replaced by the State of Michigan. Replacing these lead service lines will dramatically reduce the risk of lead contamination from resident's homes. DECONSTRUCTING THE MIDDLE EAST: EXPLORING DIVERSITY

The Middle East has been largely painted to Western audiences as an ethnically, linguistically, geographically and religiously monolithic place. However, the reality is that the region is home to an array of people from a multitude of cultures, religious milieus and linguistic traditions, representing a rich tapestry of diverse communities, customs, spiritual practices and more Outside of academia, the region is often presented as a static and immutable place, characterized by instability, war and a people preoccupied with violence. However, the

Middle East is a space and a concept that cannot be reduced to an essentialist caricature. Professor Ramadan will highlight this diversity by first deconstructing assumptions that have come to dominate popular perceptions of the region, challenge the myth of ethno-religious homogeneity and address the geo-political terminology used to describe the Middle East and provide a breakdown of the region’s inhabitants and seemingly disparate populations. Lincoln Hills Golf Course is scheduled to open April 1 and Springdale Golf Course will open April 8, weather permitting. SPRING STROLL EVENT BIRMINGHAM SHOPPING DISTRICT

Register to participate in the free Spring Stroll event featuring local retailers, with special giveaways! The event will take place throughout downtown Birmingham on Saturday, April 15 from 11:00 a m and 2:00 p m , with staggered start times. Attendees are invited to visit participating retailers, collect giveaways and complete an activity sheet. Completed activity sheets may be returned to the event check-in for a prize, and will be displayed around town

CELEBRATE BIRMINGHAM PARADE AND PARTY SUNDAY, MAY 21: PARADE AT 1 P.M. WITH PARTY TO FOLLOW IN SHAIN PARK, ENDING AT 4 P.M.

Mark your calendars for May 21, 2023 for the Annual Celebrate Birmingham Parade and Party in Shain Park! The Parade will kick off at 1 p.m., and it will be a vibrant display of hometown pride. The parade route will begin on Old Woodward Avenue by Booth Park and will proceed through the downtown area before ending at Shain Park Attendees can expect to see various community groups, businesses, and organizations showcasing their creativity and spirit in the parade.

After the parade, the fun begins at the Party in Shain Park with various activities for all ages. The event will be a celebration of the community and a great opportunity to connect with friends, family, and neighbors and enjoy the beautiful park. For children, there will be a bounce house, games, face painting, and crafts. Food trucks will be on site, offering a range of delicious treats, including sweet and savory options. A photo booth will be available to capture memories of the event with friends and family.

The Parade and Party in Shain Park is an event not to be missed. It will be a vibrant display of color and creativity, with something for everyone to enjoy. Be sure to mark your calendars for May 21, 2023, and come along to Shain Park to be part of this fantastic community event We look forward to seeing you there!
