Message from the President and CEO

Over

the past several decades, we have celebrated many achievements in Canada’s biotech industry. From the founding of Canada’s first biotech company, Allelix, in 1981, to the 10-year anniversary of the commercialization of genetically modified crops in Canada, we’ve reached several exciting milestones.

2007 adds one more to the growing list. This year marks the 20th year of the national association dedicated to the promotion and awareness of biotechnology and its public policy issues. BIOTECanada continues to serve as the voice for industry leadership to build a sustainable environment for our community of researchers and innovators.

And it is no wonder the association is growing and busier than ever when we look at the growth of Canada’s biotech industry over the last 20 years. We boast a network of over 530 companies—the majority of which are small or medium-sized enterprises— with dozens of leading academic and research institutions. We are able to invest in research and development at all stages, and have highly-skilled people committed to building our value and potential.

From coast to coast, we find ourselves able to compete and partner with companies and institutions globally, and we have started to identify some of the more active areas where our Canadian strengths are found.

We continue to attract expertise from throughout the world: Researchers, corporate leaders, and investors who are inspired by what we have to offer and the potential to help grow a company and make a meaningful contribution to the development of biotechnology. Some of these leaders are our contributors to this issue of insights.

We continue to see advancements in health research and vaccines. The headlines from the early part of 2007 touted the told stories: Canadian discoveries in diabetes, autism, cancer, and graft-versus-host disease for transplant patients. But our headlines will look at the untold stories of biotech from the perspective of emerging companies in Canada. Their expertise is pushing us forward in agriculture biotech, and propelling us to the next generation of biotechnology: Industrial and environmental biotech.

From developing solutions to long-standing plant molecular biology puzzles, to developing a pipeline of enabling industrial enzymes for bioprocessing and bio-product manufacturing, I know the next 20 years will continue to give us exciting developments to celebrate.

Au

cours des quelques dernières décennies, nous avons célébré les nombreuses réalisations de l’industrie canadienne des biotechnologies. De la fondation de la première entreprise de biotechnologie au pays, Allelix, en 1981 au 10e anniversaire de la commercialisation des cultures génétiquement modifiées, nous avons franchi plusieurs étapes palpitantes.

En 2007, un autre jalon déterminant s’ajoute à la liste, car l’association nationale qui se consacre à la promotion de la biotechnologie et des politiques publiques pertinentes, ainsi qu’à un travail de sensibilisation en la matière, en est à sa 20e année d’existence. En effet, BIOTECanada exprime, depuis tout ce temps, l’orientation du secteur, qui désire créer un milieu durable pour sa communauté de chercheurs et d’innovateurs.

On n’est pas surpris de la croissance de l’association et de ses activités quand on observe l’évolution de l’industrie canadienne des biotechnologies au cours des 20 dernières années. Nous sommes fiers de son réseau de plus de 530 sociétés – constitué en majorité de PME – et de douzaines d’établissements universitaires et de recherche de pointe. L’industrie dispose d’investissements à tous les stades de la recherche-développement et de ressources humaines hautement qualifiées engagées dans la mise en valeur de sa compétence et de son potentiel.

D’un océan à l’autre, nous arrivons à faire concurrence aux entreprises et établissements à l’échelle mondiale et à conclure des partenariats avec eux. Nous avons de plus commencé à découvrir les secteurs où le Canada se révèle le plus fort.

Nous continuons à attirer une expertise de partout dans le monde : des chercheurs, des chefs d’entreprise et des investisseurs inspirés par ce que nous avons à offrir et par la possibilité de faire croître une entreprise et de contribuer de manière utile à la mise au point des biotechnologies. Certains de ces chefs de file sont les collaborateurs de ce numéro d’insights.

Ajoutons que la recherche en santé et sur les vaccins continue de connaître des avancées. Les grands titres du début de 2007 ont annoncé encore et encore ces histoires que vous connaissez : les découvertes canadiennes sur le diabète, l’autisme, le cancer et la réaction de greffe contre hôte chez les transplantés. Les articles du présent numéro porteront sur l’histoire des biotechnologies vue de l’intérieur par les entreprises émergentes du Canada. Leur expertise nous fait avancer en biotechnologie agricole et nous propulse dans la nouvelle ère biotechnologique : celle de la biotechnologie industrielle et environnementale.

Que ce soit par les solutions aux très anciens puzzles de la biologie moléculaire végétale ou par la mise au point d’une filière d’enzymes industrielles pour la biotransformation et la fabrication de bioproduits, je sais que les 20 prochaines années s’accompagneront elles aussi de passionnantes percées à célébrer.

CANADA’S VOICE FOR BIOTECH: LA VOIX DU CANADA EN FEDERAL ADVOCACY PROGRAMS MATIÈRE DE BIOTECHNOLOGIE : DRIVE INDUSTRY SUCCESS LES PROGRAMMES FÉDÉRAUX

And as BIOTECanada celebrates our 20th year as the voice for biotech in Canada, we’re also DE L’INDUSTRIE celebrating a number of successful public policy campaigns.

The association has made a difference in terms of recent changes to intellectual property protection—Canada now has internationally competitive data protection standards— and the federal government made a commitment to a science & technology strategy that sees investment into universities to improve global competitiveness, support for cleaner technologies, changes to the tax environment to make Canada an innovation leader, and resources to spur commercialization of Canadian products and processes.

BIOTECanada is dedicated to the sustainable commercial development of biotechnology in Canada, and we do this in several ways: Educating the general public about the technology; creating business development opportunities for companies in Canada; and developing and delivering policies to serve the needs of the industry to the federal government. Although we deal with three distinct audiences on a regular basis, I will be focusing on the latter of the above: Federal government.

Being seen and heard No one will listen to you if you’re not telling your story.

BIOTECanada and our members are taking advantage of opportunities to do just that by appearing before or providing written submissions to federal committees on issues that directly influence the success of biotech in Canada.

Standing Committees form a link between the legislative authority of Parliament and the federal government.

Appearing before these committees is essential in influencing the decision-making process through education and information sharing on the needs of the industry. Before it released its federal budget for 2007, BIOTECanada appeared before the Standing Committee on Finance with a number of policy recommendations to improve Canada’s ability to compete internationally in this industry.

As a result of our efforts, the government has committed to addressing issues to improve Canada’s international economic competitiveness and enhance our research excellence. In the coming months, we will be increasing our overall federal advocacy activities with appearances before other key parliamentary committee hearings. insights Spring/Printemps 2007

L’association a fait une différence en ce qui a trait aux changements récents apportés à la protection de la propriété intellectuelle. Le Canada dispose maintenant de normes de protection des données qui sont concurrentielles sur le plan international. Pushing the agenda forward

One would normally think that getting a group of CEOs together in one room would lead to pretty dry conversation about fiscal policy, or how the company shares are doing.

But not when you put a bunch of biotech executives in the same room. Our CEOs are passionate about their technologies, and who wouldn’t be? They’re talking about technologies that do everything from battling drug-resistant bacteria for human and animal health, to growing enough insulin in plants to meet world-wide demand for diabetes patients, to creating drought-resistant crops and vaccines that could prevent cancer.

National Biotechnology Week (NBW) is a celebration of Canadian innovation and success. This year marks the 4th year of our NBW program (September 22-29, 2007). As a part of the week, BIOTECanada hosts National Advocacy Day when we bring industry leaders together to blanket federal government offices throughout the day. Last year, our members met with over 100 members of the federal government to educate and inform them about the technologies they are working on, and to tell the government what it can do to help the companies be more successful and globally competitive.

It’s not every day you can get CEOs from multi-national corporations to take a full day of meetings, working alongside emerging technology company leaders from health, agriculture, or industrial biotechnology applications!

But you don’t always have to go to the government.

Sometimes, it’s more fun to bring your representative to you …

Brag and tell Launched during NBW 2004 in Alberta, the Take your MLA1 to Work Day is catching on. The program brings elected officials into companies in their ridings to meet with CEOs and see biotech in action. There is no better way to tell your story than to show your local politician what it takes for a biotech company to be successful and the benefits biotech brings to their citizens.

NBW celebrates Canadian imaGENEnation. This year, BIOTECanada is launching an ImaGENEnation speaker series to bring industry leaders to venues across the country to speak on the developments and opportunities biotech offers to Canadians. Working with other national agencies, participants in the speaker series will also meet with members of the federal caucus throughout the year.

BIOTECanada’s programs have raised the profile of biotechnology in Canada. Working with and on behalf of our members, our advocacy campaign is growing and our voice is becoming louder. Les comités permanents constituent un lien entre l’autorité législative du Parlement et le gouvernement fédéral. Il est essentiel de comparaître devant ces comités pour influencer le processus décisionnel au moyen de l’éducation et du partage de l’information sur les besoins de l’industrie. Avant la publication du budget fédéral de 2007, BIOTECanada a comparu devant le Comité permanent des finances et a recommandé diverses politiques visant à améliorer la capacité du Canada à être concurrentiel à l’échelle internationale dans cette industrie.

Suite à nos efforts, le gouvernement s’est engagé à examiner ces enjeux pour améliorer la compétitivité internationale du Canada et à perfectionner l’excellence de notre recherche. Au cours des prochains mois, nous augmenterons nos activités de défense de nos intérêts fédéraux grâce à des dépositions devant d’autres comités parlementaires importants.

Faire progresser l’ordre du jour On serait porté à croire que le fait de réunir un groupe de PDG dans une pièce se traduirait par une conversation plutôt aride sur les politiques fiscales ou sur le comportement des actions de leurs sociétés. Mais ce n’est pas le cas quand on rassemble un groupe de cadres en biotechnologie.

Nos PDG sont des passionnés de leurs technologies et qui ne le serait pas? Ils parlent de technologies capables de tout, depuis la lutte contre des bactéries résistantes aux médicaments, dans le domaine de la santé humaine et animale, en passant par la possibilité de faire pousser suffisamment d’insuline sur des plantes pour répondre à la demande mondiales provenant des diabétiques, jusqu’à la création de récoltes résistantes à la sécheresse et à des vaccins qui pourraient prévenir le cancer.

La Semaine nationale de la biotechnologie (SNB) célèbre l’innovation et les réussites canadiennes. Cette année sera la quatrième de notre programme de la SNB (du 22 au 29 septembre 2007). Dans le cadre de cette semaine, BIOTECanada tiendra une Journée de défense des intérêts alors que nous réunirons des chefs de file de l’industrie pour visiter les bureaux du gouvernement fédéral pendant toute cette journée. L’an dernier, nos membres ont rencontré plus de 100 membres du gouvernement fédéral pour les éduquer et les renseigner sur les technologies auxquelles ils travaillent et indiquer au gouvernement de quelle façon il peut aider les entreprises à mieux réussir et à être concurrentielles sur le plan mondial.

istorically, Canada has been one of the hot spots for biotechnology talent and innovation. Research and development hubs in Vancouver, Toronto, and Montreal have generated many success stories in the pharmaceutical industry, and continue to do so to this day. In the past 10 years, however, the drive for industrial stability and the desire for environmentally friendly chemistries has pushed biotechnology research and innovation beyond pharmaceuticals to what is commonly referred to as ‘white’ or industrial biotechnology.

Many market analysts view industrial biotechnology as a shift away from an oil-based economy towards a bio-based economy. Its main objectives include replacing fossil fuel raw materials with renewable raw materials and replacing traditional non-biological chemistries by ones based on biological systems, such as enzymes. Today, countries such as the Netherlands, Germany and Denmark lead the world in industrial biotechnology research and development. With its vast natural resources and research infrastructure, Canada has a huge opportunity to lead in this sector as well. Now is the time to capitalize on this opportunity and move Canada closer to the top of the list of nations making an impact in this field. However, is Canada headed in the right direction? What will it take for us to become a role model in industrial biotechnology?

Bio-products and renewable biomass resources are expected to amount to $100 billion of Canada’s GDP by 2020. These products are derived from renewable resources and present an opportunity to contribute significantly to manufacturing, energy, agriculture and the broader spectrum of the Canadian economy. In addition to added economic growth, bio-based products present a significant environmental benefit, increasing the quality of life for all Canadians. As a result, there are numerous indications industrial biotechnology in Canada is moving toward significant growth and expansion. insights Spring/Printemps 2007

From the perspective of a CEO of an emerging industrial biotechnology company, the most important shift is that lobbyists and policy makers have started to proactively promote the field and get involved. For example, in 2003, when the other co-founders of Zymeworks and I were first discussing starting the company, industrial biotechnology was a foreign concept to many. This is no longer the case.

the importance of the field and have allocated resources to educate government officials and the public of its relevance to the Canadian economy.

The venture capital community is also beginning to take notice. When Zymeworks was looking for its first round of investments in 2003, less than a handful of funds in Canada were available for industrial biotechnology initiatives. Today, all across Canada, more and more funds are being established for clean and alternative energy technology companies, such as those set up by Calgarybased Avrio Ventures. In light of this trend, it is no coincidence Zymeworks’ most recent financing round was oversubscribed. These and other examples are clear indications the Canadian biotechnology mentality is changing with the times.

So we are definitely headed in the right direction. But what will it take for us to become a leader in industrial biotechnology?

I believe we need to start by significantly improving our financial support for research in academia. Currently, researchers in many Canadian universities have to come up with creative ways to tailor their industrial biotechnology grant proposals to meet the criteria of health-related funds, such as the Canadian Institutes of Health Research (CIHR), to support their work. In addition to dedicating funds to insights Spring/Printemps 2007

Par exemple, en 2003, lorsque les autres cofondateurs de Zymeworks et moi-même avons amorcé les discussions en vue de lancer notre entreprise, la notion de biotechnologie industrielle était étrangère à bon nombre de gens, ce qui n’est plus le cas. Des organisations nationales de l’industrie telles que BIOTECanada et des organismes de financement comme Génome Canada reconnaissent maintenant l’importance du secteur et ont fourni des ressources pour sensibiliser les responsables gouvernementaux et le public à sa pertinence pour l’économie canadienne.

Par ailleurs, la communauté de capital de risque commence aussi à réagir. Quand Zymeworks a entrepris sa première ronde de financement en 2003, très peu de fonds étaient disponibles au Canada pour les projets en biotechnologie industrielle. Maintenant, d’un bout à l’autre du pays, on lance des fonds de capital de risque de plus en plus nombreux pour les entreprises qui évoluent dans le secteur des technologies énergétiques propres et de remplacement.

Pensons entre autres aux fonds établis par la société Avrio Ventures, située à Calgary. À la lumière de cette tendance, ce n’est pas une coïncidence si les souscriptions faites lors de la dernière ronde de financement de Zymeworks ont dépassé les attentes. Ces exemples et bien d’autres illustrent clairement que la mentalité dans le domaine de la biotechnologie canadienne évolue avec son époque.

Donc, nous avançons vraiment dans la bonne direction.

Cependant, que devrons-nous faire pour devenir un chef de file en matière de biotechnologie industrielle?

Selon moi, il faut commencer par améliorer de façon notable le soutien financier consacré à la recherche dans les universités. Actuellement, pour obtenir de l’aide, les chercheurs de nombreuses universités canadiennes doivent trouver des façons créatives d’adapter leurs demandes de subvention en biotechnologie industrielle aux critères établis pour l’octroi de fonds dans le domaine de la santé, par exemple à ceux définis par les Instituts de recherche en santé du Canada (IRSC). Outre l’attribution de subventions aux chercheurs, il est nécessaire de créer et de soutenir des chaires de recherche en biotechnologie industrielle dans toutes les universités canadiennes. Ainsi, nous unirons nos efforts en vue de mener des recherches de pointe qui, au bout du compte, permettront de donner naissance à de nouvelles entreprises.

researchers, industrial biotechnology research chairs need to be established and supported in all Canadian universities.

This will create unified efforts to conduct leading-edge research that, ultimately, can spin-off new companies.

Other policy initiatives that will lead to the economic success of industrial and environmental biotechnology include: Government procurement practices for bio-products; overcoming regulatory hurdles to product development; import/export issues; and government investment to the sector.

Not only is it important to lay the ground work for the creation of new companies, it is also essential to create the environment necessary for them to grow and stay in Canada.

This need was voiced by Peter Brenders, President and CEO of BIOTECanada during his address to the House of Commons Standing Committee on Finance in September 2006. He made two recommendations to the federal government to deal with this concern. The first was to make changes to the Scientific Research and Experimental Development (SR&ED) Tax Incentive Program that would include increasing the annual research and development expenditure limit for refundable credits from $2 million to $10 million. The second was to recognize the corporate entities known as limited liability corporations (LLCs) in the United States. From the perspective of a company such as Zymeworks, the latter is of extreme importance because we are in the process of pre-positioning with many American venture capital LLCs for our first institutional financing round. It is a Herculean challenge just to compete with American companies for investment by American venture capital firms, let alone having to convince them to also shoulder the additional Canadian tax burden for not being recognized by the federal government.

In short, there is no reason why Canada will not be able to achieve the same success in industrial biotechnology as it has in pharmaceuticals. The country is rich in talent and resources, is aware of the benefits to its economy and although some change to current practices is needed to accommodate the requirements for success, they are not insurmountable changes. With a few tweaks, Canada’s emerging industrial biotech sector will quickly move up the leadership ladder of this sector internationally.

Le pays est riche en compétences et en ressources; il connaît les avantages de ce secteur pour son économie, et, même s’il doit modifier en partie ses pratiques actuelles pour parvenir à la réussite, les changements à apporter ne sont pas incommensurables. Grâce à une légère mise au point, le secteur émergent de la biotechnologie industrielle au Canada se hissera rapidement aux premiers rangs, pour faire du pays un chef de file du domaine à l’échelle internationale.

In Canada, researchers work within an ethical framework that requires them to protect patient privacy, and federal and provincial legislation simply reinforce and mandate good personal information management practices. However, in a world where boundaries blur because of the ease of communication, a little refresher may be helpful to know some of the key requirements.

1. It’s not just about you …

… it’s also your service provider. Since researchers have obligations, so should their service providers. Canadian researchers remain accountable for the personal information they collect. Because of this accountability, whether it’s contract research organizations or specialized IT service providers, service agreements should address the subject of personal information protection. Restrictions on use, security, and post-agreement destruction are just a few of the topics that need to be addressed. Where the researcher is not the initial collector, he or she may be required to enter into such agreements in their capacity as an agent or sub-contractor.

2. It’s not just about privacy … … it’s about personal information. That may seem a bit repetitive but a variety of obligations exist in places where you might not expect them. For example, researchers need a licence in the Northwest Territories, you can’t ask about race in Nova Scotia, and research proposals have to be sent to the Privacy Commissioner in Alberta. If the research involves a hospital in British Columbia, then you have to ask yourself some USA PATRIOT Act questions.

Know the legal framework that may affect your collection of personal information.

data centres can have fires; requests for access to personal information may be received. Be prepared to deal with them before they might happen. Information management is about planning for contingencies and being organized to respond. Everyone looks good when things go right. How quickly and efficiently one can deal with issues when things go wrong is the mark of a good information manager—a skill becoming more important and valuable when competing for research funds and dealing with ethics boards.

4. You can never have enough sunblock in Florida … … or security for your data. The newspapers are littered with horror stories of security incidents involving lost or stolen data. Don’t be one of them. The legal obligation is “appropriate security” and simply removing names to de-identify often isn’t enough. Encryption helps, but the whole set-up has to be organized to avoid inadvertent loss. Procedural and technical security measures are both required to minimize security incidents. Keep in mind the exercise is about risk management, not risk avoidance, because bad things do happen to good people.

Researchers should familiarize themselves with these requirements because they will be asked by increasingly sophisticated funders (including potential investors), ethics boards and study participants about how they are addressing the management and protection of personal information.

4. Tout comme on ne met jamais trop de lotion solaire en Floride… … On ne protège jamais trop ses données. Les journaux sont parsemés de terribles histoires d’incidents de sécurité concernant la perte ou le vol de données. Ne comptez pas parmi les victimes. Vous avez l’obligation juridique de prendre les « mesures de sécurité appropriées », et souvent, la simple suppression de noms pour dissimuler les identités ne suffit pas. Le chiffrement est utile, mais l’ensemble de la configuration doit être organisé de manière à éviter les pertes fortuites. Des mesures de sécurité administrative et technique sont nécessaires pour réduire les incidents de sécurité à leur plus bas niveau. Souvenez-vous que vous avez l'obligation de gérer les risques, et non de les éviter; des malheurs arrivent aussi aux personnes prudentes.

To spur Canadian innovation, Canada benefits from significant public and private spending on research and development. Approximately $8.5 billion is spent annually on R&D by the private and public sector, which is more, on a per capita basis, than the R&D spending of countries such as the U.K., France and Ireland.

Specific government spending on biotechnology-focused R&D in 2003-04 (the most recent year for which Statistics Canada has compiled data) was approximately $700 million, which was almost 11 percent of total publicly funded R&D in Canada. This financial support for basic research alone, however, is not enough to enable successful commercialization of biotechnology.

Canadian government agencies, at all levels, are responding to industry calls for action to create a more favourable climate in which researchers and investors can team to bring technology from research to revenue.

Public federal funding opportunities in Canada In addition to government funding through its support of higher education,1 Canada encourages businesses to conduct research here through the Scientific Research and Experimental Development (SR&ED) tax incentive program.

The program provides financial assistance to companies conducting research in Canada through a combination of deductions and/or, if you are eligible, refundable tax credits.

For companies eligible for refunds, the result is a cash payment to the claimant.

Cash is always good. In 2003, two of every three Canadian innovative biotechnology companies applied for SR&ED benefits2 and, collectively, received a total of $212 million in tax credits and refunds that year. This program can, depending on the province in which the claimant is based (and, to a more limited extent, depending on the nature of

the research institute where a claimant conducts research), effectively reduce a claimant’s R&D burn rate to as low $0.34 on the dollar.

Cluster development and visibility improve commercialization potential Provincial governments have also taken steps to create a favourable climate for commercialization. They help small firms advance research platforms and projects by providing support to the commercialization process through a series of direct initiatives, including increased cluster building and creating more powerful linkages between public research institutes and the funding community.

For example, the last few years in Ontario have seen the establishment of several Regional Innovation Networks (RINs), which, together with local research institutes, have been able to use new provincial funding to bolster technology transfer at participating institutions.

More and more, specific details of promising research being conducted at public research institutes is more visible, available on-line at sites such as www.canadianlifesciences.com and www.biodiscoverytoronto.ca. It is now far easier for investors to learn about and find technology that matches their investing mandate or focus. This is increasingly important, given that more than 40 percent of Canada’s small biotechnology firms were specifically created to transfer/commercialize inventions and/or technology developed in a university, firm or other lab (more than 85 percent being from universities). In fact, almost half of all Canadian biotechnology companies pursuing human health products and processes were created this way.

Swimming through the private pools The continued growth of Canadian biotechnology companies (see page 23) is, in part, attributable to the pool of private equity capital available to life sciences companies, which in recent years has broadened past the Canadian venture capital (VC) funds and other traditional sources of private capital.

In 2006, Canadian life sciences companies raised almost $500 million of VC funding (almost all of which went to biopharmaceutical companies). U.S. investors have taken notice. At the beginning of 2007, notable VC financings included: • Variation Biotechnologies Inc.—US$35.7 million of Series A financing from a syndicate of U.S. investors • Neuromed Pharmaceuticals—expansion round of just under $29 million from existing investors that include major U.S. life science investment firms • Xanthus Pharmaceuticals Inc.—$28 million in an expansion round from existing investors, almost all of which are major U.S. life science investment firms • Zelos Therapeutics—$40 million from a syndicate led

Canada is home to 532 biotechnology innovative companies and those companies spend over $1.8 billion annually on R&D, with most of that spent by companies pursuing human health products and processes.

Canada is second only to the U.S. in the number of biotechnology companies and, with total 2005 biotech revenues of approximately $3.8 billion, Canada ranks 3rd in the world.

The number of companies has almost doubled since 1997, the first year in which Statistics Canada compiled data with respect to the industry.

The market capitalization of Canada’s pubic biotech companies is almost $22 billion.

Most of Canada’s companies are relatively small—almost three-quarters of Canadian biotechnology companies have less than 50 employees—and it is not surprising that most (approximately 65 percent) of the people employed by small firms are either directly involved in scientific research/direction or are technicians.

Overall, Canadian biotechnology companies employed approximately 3,700 people in full-time scientific research/ direction in 20033 with, in addition, approximately 2,800 people employed as technicians.

Small firms have minimal cash flow and may be years away from having approved products on the market. It therefore no surprise the great majority (approximately 84 percent) of biotechnology revenues are generated by larger companies (more than 150 employees). Canada’s small biotechnology firms however are actively advancing research projects and are seeking financial support. In 2003, Canadian biotechnology companies (small, medium and large) had approximately 17,000 products/ processes under development or on the market, with more than half of those owned by large firms.

At the R&D stage, small firms saw their number of products increase 49 percent from 2001 levels to a total of 3,345 products/processes, with almost 600 additional products/processes in pre-clinical and clinical trials.

There is a demonstrated commitment in Canada to strong basic research in the area of biotechnology, but the industry is still young and small firms continue to struggle to fund sufficient pre-clinical research and, especially, clinical trials.

The combination of a continued commitment to basic research and a continuing shift to policy developments that emphasize increased support (financial and otherwise) for private sector applied research, however, provide reasons to believe in a bright future for biotechnology innovation and commercialization in Canada.

iotech innovation is about to give a big shot in the arm to public health in Canada, thanks to the development of new vaccine adjuvants. With this new technology, more vaccine doses can be made faster and with greater potential to be effective— developments that are all the more crucial as the world prepares for a global flu pandemic.

Vaccine adjuvants are not new. The word adjuvant means “an addition,” and since the 1950s they have been added to vaccines to induce a more potent immune response.

Until recently, the most common adjuvants have been aluminum-based, called “alums.” Although alums have had a good safety record, their effectiveness varies. They have shown to be weak adjuvants for antibody induction to protein sub-units, and poor inducers of cell-mediated immunity, meaning they may not be sufficiently potent or suitable for a lot of the newer vaccines that work in these ways.

Now, thanks to biotech innovation, newer adjuvant systems under development are enabling effective immune responses to occur with a reduced number of vaccine doses. In regions with poor health care infrastructure where it is difficult to administer multiple doses to an individual, this advance is welcome news. It also represents a critical development in the management of sudden outbreaks where mass vaccination is paramount to public health.

A prime example of this is avian influenza—the virus that is currently making headlines around the world.

GlaxoSmithKline, a leading influenza vaccine developer and manufacturer in Canada, is developing a vaccine against the H5N1 virus, the strain implicated in avian influenza and thought of as a possible cause of the next global flu pandemic. This vaccine uses the proprietary AS03 adjuvant system to allow a very low amount of antigen to be used to elicit a strong seropositive response. With lower amounts of antigen in a vaccine, manufacturing capacity could be increased substantially, enabling more people to be immunized in less time.

New adjuvant systems have other benefits as well. The most successful adjuvant systems are tailored to the particular antigen and capitalize on the way the various vaccine components trigger responses in the human immune system.

Les adjuvants vaccinaux ne sont pas nouveaux. Le mot adjuvant signifie « additif ». Depuis les années 50, on ajoute ces substances à la préparation de vaccins afin d’augmenter la réponse immunitaire.

Jusqu'à récemment, les adjuvants les plus courants étaient ceux à base d’aluminium, connus sous le nom « d’alun ».

Bien que ce type d’adjuvants ait un bon dossier d’innocuité, son efficacité est variable. On a démontré que l’alun produisait de faibles taux d’anticorps protecteurs dans le cas de vaccins fabriqués à partir de protéines sous-unitaires et ne stimulait que faiblement la réponse à médiation cellulaire, ce qui en fait par conséquent un adjuvant inefficace ou inadéquat pour bon nombre des nouveaux vaccins ayant ces propriétés.

Maintenant, grâce à l’innovation biotechnologique, de nouveaux adjuvants en cours de développement permettent d’offrir une protection efficace avec moins de doses de vaccin. Cette percée constitue une excellente nouvelle dans les régions dont les infrastructures sanitaires déficientes rendent difficile l’administration répétée des doses vaccinales.

Les adjuvants vaccinaux constituent également une réalisation de taille au regard de la prise en charge d’éclosions soudaines où l’immunisation de vastes populations est capitale pour la sécurité de la santé publique.

La grippe aviaire est un excellent exemple – ce virus faisant actuellement les manchettes partout dans le monde.

GlaxoSmithKline, qui occupe une des positions de premier plan au Canada pour la mise au point et la fabrication de vaccins antigrippaux, développe actuellement un vaccin contre le virus H5N1, la souche responsable de la grippe aviaire et susceptible d’être à l’origine de la prochaine pandémie mondiale de grippe. Son vaccin renferme l’adjuvant breveté AS03 qui assure une forte réponse immunitaire au moyen d’une très faible quantité

This creates two further benefits. The first is they allow protection against diseases caused by pathogens that have a complex interaction with the immune system (such as malaria). The second is vaccines can be made to be more effective in people with compromised or immature immune systems such as the young, elderly or those with reduced immune function from disease (such as HIV/AIDS or cancer) or medical treatments.

Another example is the cervical cancer vaccine being developed by GlaxoSmithKline. It is formulated with the proprietary adjuvant system AS04 that was developed to induce strong and sustained immune responses. AS04 is composed of aluminum salt and monophosphoryl lipid A (MPL), which is an immunostimulant capable of directly activating key immune mechanisms, ultimately enhancing the immune response to the antigens in the vaccine.

New adjuvant systems hold great promise for federal, provincial and territorial public health authorities as they develop strategies to protect Canadians against disease.

In the future, they will have access to a broader range of vaccines able to treat more people with a wider variety of conditions. As scientists and vaccine developers such as members of the BIOTECanada Vaccine Industry Committee continue to pioneer this exciting new field, Canadians and people around the world will benefit.

Un autre exemple est le vaccin expérimental contre le cancer du col de l’utérus de GlaxoSmithKline est préparé avec l’adjuvant breveté AS04 développé pour favoriser une réponse immunitaire élevée et soutenue. L’adjuvant AS04 est formé de sel d’aluminium et du lipide monophosphoryl A, un immunostimulant capable d’activer directement les mécanismes immunitaires, et donc de renforcer la réponse de l’organisme aux composantes antigéniques du vaccin.

Les nouveaux adjuvants sont donc très prometteurs aux yeux des autorités sanitaires du Canada, des provinces et des territoires qui élaborent des stratégies visant à protéger les Canadiens contre la maladie. Ces organismes pourront désormais compter sur une plus vaste gamme de vaccins capables de traiter plus de gens dans des conditions diverses.

New approach to an old disease Since 1922, when Banting and Best discovered insulin as a treatment for diabetes, Canadian research is synonymous with advances in understanding and treating that disease.

Early in 2007, Edmonton’s SemBioSys Genetics Inc., a biotechnology company developing a broad pipeline of protein-based pharmaceuticals and non-pharmaceutical products, announced its proprietary plant-produced insulin has been demonstrated in animal models to be chemically, structurally and functionally equivalent to U.S. pharmagrade human insulin. SemBioSys says the insulin produced in safflower, its commercial crop, is indistinguishable from human insulin analytically and physiologically. Their research could help meet the world’s demand for insulin and an efficient new way.

Global recognition Frost & Sullivan selected Toronto’s Axela Biosensors, Inc. as the recipient of the 2007 Frost & Sullivan Product Innovation Award in the North American protein assays market for its dotLab System.

The device offers an accessible platform for scientists to determine protein levels and characterize protein interactions. Canadian scientists lead international autism genome discoveries Researchers at The Hospital for Sick Children (SickKids) and the Offord Centre for Child Studies led an international consortium in the discovery of a previously unidentified chromosomal region containing autism-causing genes. The findings are part of the largest genome scan ever attempted in autism research. Working with 137 researchers from eight other countries, the scientists analyzed DNA from about 1,600 families worldwide to zero in on a special group of neurons and the genes affecting their development and function. The breakthrough will help scientists better understand autism and improve diagnosis and treatment for patients and their families.

Research identifies risk-factor genes for type 2 diabetes A new study led by researchers at the McGill University Health Centre identified four genes that increase the risk of developing type 2 diabetes. This form of diabetes is the most common worldwide and affects nearly two million Canadians. In recent years, the prevalence of type 2 diabetes has increased rapidly. This genetic discovery may help stem this rise. By comparing hundreds of thousands of DNA fragments from patients with diabetes to those from non-diabetic individuals, they discovered patients who developed diabetes shared common gene variants on chromosomes 8, 10 and 11.

Helping transplant recipients Canadian researchers published a study outlining a way to predict whether transplants from specific bone marrow donors are likely to trigger rejection. The knowledge could lower the risk of graft-versus-host disease for bone marrow recipients and cut back on immune suppressant drugs needed for some transplant recipients. Doctors could also predict the recipients likely to reject some organs such as kidneys and livers, and tailor post-transplant drug regimes to the patient’s risk-factor. The researchers will now test the theory in a larger group of donors, to corroborate their findings.

Predicting cancer risk Canadian Cancer Society-funded researchers discovered that certain changes in DNA may help predict which patients are at higher risk for developing cancers related to an inherited genetic condition called Li-Fraumeni syndrome. In this study, the researchers found that shortened telomeres—the end-caps on chromosomes that help preserve genetic integrity—are linked to the earlier onset of tumours. The knowledge may be able to be used to improve diagnosis and treatment of those at increased risk of the disease.

Prévoir les risques de cancer D’après des chercheurs financés par la Société canadienne du cancer, certaines modifications de l’ADN peuvent permettre de prédire quels patients présentent plus de risques de développer certains cancers liés à une maladie génétique héréditaire appelée syndrome de Li-Fraumeni.

Au cours d’une étude, les scientifiques ont trouvé que des télomères (coiffant les extrémités des chromosomes qui préservent l’intégrité génétique) plus courts favorisent l’apparition précoce de tumeurs. he numbers tell the story. The rapid adoption of genetically enhanced (GE) crops has built the foundation of an industry in Canada that provides substantial agronomic, economic, environmental, health and social benefits to farmers, and increasingly, to society at large. Growing better crops doesn’t have the pizzazz of treatments for AIDS or Alzheimer’s, but it could decrease poverty and hunger, virtually eliminate malnutrition, make plants drought and cold tolerant, and clean up toxic waste sites.

Biotechnology adoption on the rise In a recent report published by the International Service for the Acquisition of Agri-Biotech Applications (ISAAA), 2006 saw a 13 percent increase in biotech crop plantings around the world, with the addition of one and a half million more farmers planting biotech seed on 30 million more acres in 22 countries. While the U.S. continued to be the number one adopter of biotech crops plantings, Canada ranked fourth in the world following Argentina and Brazil with just over 15 million acres planted. In 2006, we entered the second decade of GE crop commercialization. Currently, 84 percent of canola, 60 percent of soybean, and 50 percent of corn grown in Canada are genetically enhanced varieties.

International leadership The agbiotech industry in Canada has matured over the past decade and Canadian researchers are making a global impact. Canada holds a leading role in the international biotechnology industry, due largely to its research excellence and the vibrancy of its small to mid-sized biotechnology companies. Canada clearly has the R & D infrastructure in place to continue as an agbiotech leader, both through publicly-funded institutions such as Agriculture and Agri-Food Canada, Genome Canada and The National Research Council of Canada’s Plant Biotechnology Institute, as well as its leading research institutions such as the University of Guelph, University of Saskatchewan and Université Laval.

Much of the underlying technology that made the current commercial products of agricultural biotechnology possible has been developed by university-based researchers and emerging biotechnology companies, and it is these innovators who continue to push the technology forward.

Agrisoma Biosciences is one such emerging Canadian company, offering a unique solution to a problem that has plagued molecular biology since its inception. Standard genetic engineering inserts one or two genes at a time into a cell, letting them land at random in the host cells’ chromosomes. Sometimes the genes express the desired trait in the crop plant, but sometimes they don’t.

Researchers are faced with inserting genes into hundreds to thousands of modified plants, a fairly random process, to produce the desired trait. You then have to breed the offspring selectively to get a consistent strain that gives reasonable gene expression. This intense crop breeding process results in lengthier development times and higher regulatory hurdles.

Agrisoma has developed a unique chromosome-based platform technology with the capability to transfer multiple genes into plants simultaneously, as opposed to one or two at a time, in an efficient, precise and predictable way. This process produces higher and more consistent levels of gene expression compared to conventional gene delivery technologies. Desired plant lines expressing multiple desired traits can be generated in significantly less time as the whole gene delivery and expression process is made more efficient, providing tangible cost, yield and time advantages.

The capability to stack traits in crops by transfer of multiple gene combinations is leading the way to introduce new quality traits for improved and healthier oils, nutritionally enhanced foods and animal feed, improved production of ethanol and other biofuels from crops, and the creation of novel industrial products. Agrisoma is collaborating with partners to bring such products to the marketplace.

Les chercheurs sont donc obligés de modifier des centaines ou des milliers de plantes en y insérant des gènes, qui suivent ensuite un processus assez aléatoire, pour produire le caractère désiré. Enfin, on doit cultiver les rejetons de manière sélective afin d’obtenir une souche qui exprime les gènes voulus de manière relativement constante.

Ce processus d’amélioration génétique des cultures exige beaucoup d’énergie et a pour résultat des délais de mise au point très longs et la rencontre de nombreux obstacles en matière réglementaire.

Agrisoma a conçu une technologie unique fondée sur les chromosomes. Celle-ci consiste en une plate-forme de transport qui introduit dans les plantes de multiples gènes, par opposition à un ou deux, simultanément, de façon efficace, précise et prévisible. Ce processus produit une expression génétique plus fréquente et plus constante que les technologies courantes d’insertion de gènes. On peut faire exprimer de multiples caractères recherchés chez les plantes voulues en considérablement moins de temps, étant donné que l’ensemble du processus d’insertion et d’expression génétiques est plus efficace, et ainsi produire des avantages concrets en matière de coûts, de production et de temps.

La capacité d’accumuler les caractères dans les cultures par l’introduction de combinaisons de gènes multiples ouvre la voie à de nouveaux caractères qualitatifs en vue de la production d’huiles plus saines et d’aliments à aspect nutritif amélioré, de la production améliorée d’éthanol et de biocarburants à partir de végétaux et de la création de produits industriels originaux. “SHOW US THE MONEY”!

First and foremost on any discussion regarding financing is “Where is the money?” The usual sources of Canadian private venture capital financing are still around, although their treasuries are not as abundant as in past years. The Canadian venture capital industry, and the life science venture capital firms in particular, have had some difficulty attracting investors. The recent Ontario decision regarding Labour Sponsored Venture Capital’s (LSVC’s) made a bad situation worse.

There are pockets of brave (and smart) angel type investors in Canada who still invest (and prefer) early stage investing.

We also have organizations like MaRS in Toronto that are dedicated to commercialization of early stage science.

BioQuest Innovations Inc., a private early stage investor and a resident of the MaRS facility, also actively invests in early stage life science opportunities.

Lately, at Borden Ladner Gervais LLP, we have witnessed an increase in U.S. venture capital investment in Canadian life science opportunities. With the assistance of organizations like “Canada’s Top Ten” (operated by Ottawa Life Science Council) working with the Department of External Affairs consulate offices in Boston, New York and San Francisco, early Canadian life science appears to be attracting investor interest south of the border. This recent interest has been assisted by a replenishing of U.S. life science venture capital coffers, a phenomenon which has so far eluded their Canadian counterparts.

Canada and Ontario, in particular, need to address the issue of a lack of venture capital. Although we have a terrific base of scientific opportunities, unless we are

content in having those opportunities exploited by U.S. investors, we need to introduce measures to encourage investment in innovation in Ontario.

There have been lots of discussions both in Ontario and in Ottawa but to-date, no concrete action. To the great loss of this country, opportunities are being missed altogether, or taken south. Unless we take up this issue in a serious way, there is little hope of building an innovation economy for our children and theirs.

Recently Timothy McCunn, a business lawyer with the Ottawa office of Borden Ladner Gervais, made the argument for flow-through shares. Although many policy experts in Ottawa dismiss flowthrough shares for all sorts of policy reasons, the fact is nothing would ignite the life science sector faster then the introduction of this program. The analogy is the mining/oil and gas exploration sector where Canada has built a worldclass reputation.

We are equally blessed with an abundance of “natural resources” in the life science sector and we must fashion a public policy that encourages the development of these resources by Canadians for the benefit of Canadians.

In 2004, Agrisoma established a strategic alliance with Dow AgroSciences to develop innovative animal vaccine products from plant cell culture. Dow recently achieved the world’s first registration with the USDA for plant-made vaccines.

In 2006, Agrisoma initiated a partnership with The National Research Council of Canada’s Plant Biotechnology Institute to develop canola plants producing value-added oils for industrial applications in the bio-products area. Partnerships such as these recognize and build on the strengths and capabilities of each other ultimately driving products to market quicker than if they had to do on their own.

Okanagan Biotechnology is developing genetically modified tree fruit varieties such as the non-browning apple, to make them more attractive to consumers and growers alike, offering unique products to the marketplace.

Leading research centres in Canada Despite the fact that the majority of Canadian biotech companies are engaged in health research, the province of Saskatchewan is one of the world's leading research centres in agricultural biotechnology with recognized capabilities in agricultural genomics, new crop varieties, nutraceuticals and functional foods, and animal health. For example, the Canadian Light Source in Saskatoon has a unique capacity in protein identification that has applications in seed development and structure assessment, and in animal feed and health areas, while the University of Saskatchewan's Vaccine and Infectious Disease Organization is credited with five world-first animal vaccines.

The city of Saskatoon has a thriving biotech cluster, with Innovation Place, a biotech industrial park, housing many of them. Innovation Place includes established agribusiness leaders operating side-by-side with start-up companies. t amazes me to think that 20 years have passed since a few of us started work on a national biotech association. This year, we are celebrating 20 years of biotech industry representation with the association you know as BIOTECanada.

I

As a founder of the Industrial Biotechnology Association of Canada (IBAC), I served as Chairman of the Board of Directors for the first four years. The industry was quite different back then—the beginning, small, little investment capital, and it was just starting to understand and encounter outdated legislation that didn’t address the needs of biotech.

The Association was to be a club to help each other realize the commercial potential and to be a voice to the government to facilitate the realization of this huge opportunity.

Another major objective was to educate the general public about the opportunity biotechnology provided Canada,

his is my first year as Chair of BIOTECanada’s Board of Directors, and it’s an exciting time to be involved with the association. For over 20 years, biotech has been a growing sector in Canada. If you look back just 10 years, you’ll see that the number of biotech companies has almost doubled, to over 500 companies in operation today.

and we began doing so in a time when biotech was a barely-known word.

The role of a national association was important in laying the groundwork for industry successes we have seen over the past two decades. Myself with three other founding members incorporated IBAC in 1987, and established a head office in Montreal, which later moved to Ottawa. The focus of the organization was to promote the growth of commercial biotechnology in Canada. We saw a need to provide a united voice to speak on behalf of those whose primary interest was to see a biotech industry grow in this country, and to see Canada benefit from the huge potential for biotech to serve as an economic engine.

The early days focused on bringing the Canadian industry together to figure out who we were and what we wanted to see done in Canada to create sustainable and successful companies. It was a lot of learning, but it was a very exciting time. Only three years after we were incorporated, the Human Genome Project was launched, opening up a whole new world of opportunities for companies and researchers to be involved in projects on an international scale.

Our role was to provide government with the industry’s point of view on issues they’d never before considered. Our technology was new. The issues biotech companies faced were different from those of pharmaceutical companies.

We represented health, agriculture and environmental companies under one industry. It was important to address regulatory barriers, industry ethical standards, and to inform the public on the benefits of biotechnology across these sectors.

We’ve come a long way in addressing many of these issues thanks to the work of the national industry voice, but the dynamic changes, the growing and evolving issues mean there are always improvements to be made. There is no more visible proof of this than looking at association membership.

After our first year, we had 16 members, and roughly half of those were corporate entities. Today, many of the names on that list may be unfamiliar, but in their wake, another 10 emerging companies were established and are now doing exciting research in the industry and putting Canada on the world map of biotech centres.

I left the Board of IBAC in 1992, and have been fortunate to continue in the growth of the industry, the last 10 years as Founder, President and CEO of Medicure Inc. From establishing a National Biotech Accord that brings together regional associations, to hosting the world in Toronto for BIO 2002, to establishing Canada’s National Biotechnology Week, Canada’s industry association has played an important role in the development of Canada’s biotech sectors.

BIOTECanada is the voice for biotechnology in Canada and continues to represent industry matters in front of the federal government and to promote the benefits of biotech to the public. If all that can be done in only 20 years, I can’t wait to see what the next two decades hold. insights Spring/Printemps 2007

years have shown the public is increasingly aware of biotech and understands its real and potential benefits to our way of life, our health and to our environment. It’s become the “hot new technology,” and may become a future economic driver.

But we’re not ready to rest on our laurels quite yet.

BIOTECanada is dedicated to the sustainable commercial development of biotechnology in Canada, and we’re looking at the global impacts of our technology. We are also looking forward to new technologies with global impacts such as industrial biotech products and ‘green’ processes.

BIOTECanada speaks as Canada’s voice for biotechnology to international audiences, and offshore companies in that sector look to Canadian counterparts as a global partners.

The association itself has grown to respond to the needs of its expanded membership. We have established Advisory Boards and Committees to work on the policy priorities our members identify. Our work is achieving successes that range from better intellectual property and data protection, to regulatory improvements and increased attraction of direct foreign investment. We work with many federal government departments on an ongoing basis and we have created a number of cost-saving and business development opportunities to help our members succeed. Young companies especially benefit from discounts in procurement of equipment and supplies, of ready access to employee insurance plans and many similar operational business benefits.

The role of a national association is a crucial one. Without it, there is no unified voice to push for, and succeed, in bringing about change within the federal government.

Members also adhere to our Statement of Ethical Principles, devised to guide the practices of biotech companies in Canada. Programs such as National Biotechnology Week celebrate Canadian research and technology, and showcases at international conferences such as the BIO International Convention give our industry the opportunity to shine in a global forum.

To echo the closing words of my colleague and co-founder of Canada’s national association, Dr. Albert Friesen, the past 20 years have seen a number of changes to the industry. It is exciting to reflect on the continuing shift from the narrow definition of biotechnology to encompass more generally biology as a knowledge resource, requiring us to try to streamline complex regulatory hurdles, as well as pushing for new tax laws that help emerging biotech companies succeed in this country. I’m looking forward to what the next 20 years will bring and being a part of that growth.

uand je pense qu’il y a vingt ans déjà, certains d’entre nous commençaient tout juste à œuvrer à la création d’une association nationale de biotechnologie, je suis stupéfait. Cette année, nous célébrons le vingtième anniversaire de l’organisation représentant l’industrie de la biotechnologie, que vous connaissez sous le nom de BIOTECanada.

En tant que fondateur de celle qui s’appelait alors l’Association canadienne de l’industrie de la biotechnologie (ACIB), j’ai été le président du conseil d’administration pendant ses quatre premières années d’existence. L’industrie était très différente à l’époque : de petits investissements de capitaux de départ, et nous commencions seulement à comprendre et à affronter des lois désuètes qui ne correspondaient pas aux besoins de la biotechnologie. L’association devait nous permettre de nous aider mutuellement à réaliser le potentiel commercial de l’industrie et nous aider à nous faire entendre par le gouvernement afin de faciliter l’exploitation d’immenses possibilités. Cette organisation avait par ailleurs comme autre objectif principal de sensibiliser le grand public aux occasions que pouvait offrir la biotechnologie au Canada, ce que nous avons commencé à faire alors que le terme « biotechnologie » était à peine connu.

L’effectif de l’association nationale de biotechnologie affiche aussi une hausse, de 16 à la fin de sa première année d’activité à 185 en 2007. De plus, l’effectif augmente toujours. La sensibilisation du public à la technologie a crû parallèlement. Les programmes des écoles secondaires comportent maintenant un volet biotechnologie. Les collèges et universités offrent aussi des programmes d’études complets en biotechnologie. Des articles sur la biotechnologie paraissent régulièrement dans la presse de grande consommation.

Des sondages réalisés par BIOTECanada depuis deux ans révèlent que le public est de plus en plus sensibilisé à la biotechnologie et comprend ses avantages réels et potentiels pour notre mode de vie, notre santé et notre environnement.

Elle est devenue la « nouvelle technologie populaire » et pourrait devenir un moteur de l’économie.

Le rôle d’une association nationale était primordial pour poser les jalons des réussites de l’industrie que nous avons connues au cours des deux dernières décennies. En 1987, trois autres cofondateurs et moi-même avons fait constituer l’ACIB en personne morale et établi son siège social à Montréal, lequel a par la suite été déplacé à Ottawa.

L’entreprise avait pour mission de favoriser la croissance de la biotechnologie commerciale au Canada. Nous ressentions le besoin de former une voix unie qui parlerait au nom de ceux dont le premier intérêt résidait dans l’expansion du secteur de la biotechnologie au pays, ainsi que de voir le Canada profiter de l’énorme potentiel de l’industrie, qui pourrait tenir lieu de moteur économique.

Les premiers temps, nous avons consacré nos efforts à rassembler l’industrie canadienne pour définir notre identité et nos attentes par rapport à ce qui pourrait être fait au Canada pour mettre en place des entreprises durables et prospères. Nous avions beaucoup à apprendre, mais c’était une époque extrêmement stimulante. Trois ans seulement après notre constitution en personne morale, le projet du génome humain voyait le jour, offrant un tout nouveau monde de possibilités aux entreprises et aux chercheurs, qui pourraient alors participer à des projets d’envergure internationale.

’est ma première année à la présidence du conseil d’administration de BIOTECanada et une période stimulante pour participer à l’œuvre de l’association. Depuis plus de 20 ans, la biotechnologie est un secteur en pleine croissance au Canada. Si l’on remonte de seulement 10 ans, on constatera que le nombre de sociétés de biotechnologie a presque doublé et qu’il existe plus de 500 sociétés actives aujourd’hui.

Mais nous ne sommes pas prêts à nous asseoir sur nos lauriers. BIOTECanada se voue au développement commercial durable de la biotechnologie au Canada et examine l’incidence globale de notre technologie. En outre, nous commençons à percevoir de nouvelles technologies qui auront une incidence globale, comme les produits de biotechnologie industrielle et les procédés « verts ».

BIOTECanada représente la voix du Canada pour le public international, en matière de biotechnologie. Les sociétés étrangères de ce secteur considèrent leurs homologues canadiennes comme des partenaires mondiaux. L’association elle-même a grandi pour répondre aux besoins plus grand de ses membres. Nous avons constitué des commissions et des comités consultatifs pour œuvrer aux politiques prioritaires définies par nos membres. Notre travail est couronné de succès depuis l’amélioration de la propriété intellectuelle et la protection des données, jusqu’à des améliorations de la réglementation et à une hausse des investissements étrangers directs. Nous œuvrons, de manière continue, avec de nombreux ministères fédéraux et nous avons créé diverses possibilités de développement des entreprises et d’économies de coûts pour aider à la réussite de nos membres. Les jeunes entreprises bénéficient tout particulièrement d’escomptes dans leurs achats d’équipement et de fournitures et d’un accès facile à des régimes d’assurances de leur personnel, ainsi qu’à divers autres avantages opérationnels semblables.

Le rôle d’une association nationale est crucial. Sans elle, il n’y aurait pas de voix unie pour demander des changements au sein du gouvernement fédéral et les obtenir. De plus, nos membres adhèrent à notre Déclaration de principes BIOTECanada

Notre rôle consistait à faire connaître au gouvernement le point de vue de l’industrie sur des questions qu’il n’avait encore jamais considérées. Notre technologie était nouvelle.

Les problèmes auxquels faisaient face les entreprises de biotechnologie étaient différents de ceux rencontrés par les compagnies pharmaceutiques. À elle seule, notre industrie représentait des entreprises évoluant dans les domaines de la santé, de l’agriculture et de l’environnement. Il était important de surmonter les obstacles de nature réglementaire, d’établir des normes déontologiques et d’informer le public sur les avantages de la biotechnologie dans ces secteurs.

Grâce au travail de la voix nationale de l’industrie, nous avons fait du chemin dans le règlement de bon nombre de ces questions, mais le dynamisme du changement, la croissance du nombre d’enjeux et l’évolution de ceux-ci indiquent qu’il y a toujours place à l’amélioration. La preuve la plus visible de cela se trouve dans le nombre de membres au sein de l’association.

Après notre première année, nous comptions seize membres, dont environ la moitié étaient constitués en personnes morales. Aujourd’hui, beaucoup des noms de cette liste sont peut-être inconnus, mais dans leur sillage, dix autres entreprises émergentes ont été créées et effectuent maintenant de la recherche passionnante dans l’industrie, plaçant le Canada sur la carte des centres de biotechnologie mondiaux.

J’ai quitté le conseil d’administration de l’ACIB en 1992, mais durant les dix dernières années, j’ai eu la chance de continuer à contribuer à la croissance de l’industrie à titre de fondateur, président et chef de la direction de Medicure Inc. De l’établissement de l’Accord national de biotechnologie, qui réunit les associations régionales, à l’accueil de gens du monde entier lors de la conférence BIO 2002 tenue à Toronto, en passant par la mise en place de la Semaine nationale des biotechnologies, l’association canadienne de l’industrie a joué un rôle de premier plan dans le développement des secteurs de la biotechnologie au Canada.

BIOTECanada est la voix de la biotechnologie au Canada et elle continue à représenter les préoccupations de l’industrie devant le gouvernement fédéral, de même qu’à faire connaître les avantages de la biotechnologie au public. Si tout cela a pu être réalisé en seulement vingt ans, je suis impatient de voir ce que nous réservent les deux prochaines décennies.

As the first full-time employee and President of the Winnipeg Rh Institute he oversaw the development and initial pharmaceutical approval of WinRho. Dr. Friesen has also been instrumental in founding several health industry companies including Novopharm Biotech Inc. (now Viventia Biotech Inc.), Genesys Pharma Inc., and KAM Scientific Inc. He has been in executive positions in small and large science and technology enterprises in the U.S. and Canada, and serves on the boards of several public and private sector life sciences organizations. Il a occupé des postes de haute direction dans des petites et des grandes entreprises de technologie aux États-Unis et au Canada. En outre, il siège au conseil d’administration de divers organismes publics et privés du secteur des sciences de la vie.
