Message from the President and CEO

here’s no better way to increase public awareness and ultimately understanding of biotechnology than to get people talking about biotech, and that’s what this issue of insights magazine is about.

We have made important contributions to health research, agricultural biotech, and the bioproducts industry in Canada. For example, one of our contributors this issue, Winnipeg’s Medicure Inc., received fast-track designation in September from the FDA for one of its products for cadiovascular disease treatments. And Canadian manufacturers can now craft your kitchen cabinetry and clothing from crops and create fibres and materials that will biodegrade when you’re done with them.

When talking biotech to any audience, it helps to understand what they may already think about the technology. That is why BIOTECanada partnered with Pollara, a Canadian public opinion and marketing research firm, to ask the public to weigh in on Canadian biotech.

On page 23, you’ll read highlights from a national poll conducted during the first week of September. It revealed 81 percent of Canadians expect to see the benefits of biotechnology impact our environment, our health and the Canadian economy. But almost one-third of Canadians fail to see our country as leading or keeping pace with the rest of the world.

Canada can play a leading role in biotechnology, and BIOTECanada is working with the federal government to make us a world leader. Our Federal Perspective contributor, the Honourable David Emerson, Minister of Industry, concludes his piece by emphasizing the importance of communication between biotech stakeholders to help Canada reach its full potential.

Willingness to keep those lines of communication open was a huge factor behind the success of this year’s National Advocacy Day. In the centre section of the magazine, you’ll read more about this year’s National Biotechnology Week, September 26–30, but I wanted to highlight the achievements of September 27.

We had over 50 of our CEOs and senior industry representatives attend almost 60 meetings on Parliament Hill. Our message to ministers, members of Parliament and senior policy makers was clear: our companies need capital formation support, and a modern regulatory environment. There is a vast amount of interest among our federal politicians on the potential of this technology, but changes need to be made that encourage more growth and commercialization for our company’s products.

Our recommendations to the federal government include the need to allow for direct foreign investment of capital to Canadian companies by correcting the Canadian tax recognition of Limited Liability Corporations (LLCs). Most biotech companies in Canada are small, with limited cash reserves (more than half of Canada’s publicly listed biotech companies had less than two years cash on hand in 2004) and rely on venture capital investment to bring products to market.

Canada doesn’t recognize U.S. LLCs, the main legal entities for the organization of U.S. venture capital.

U.S. LLCs are tax-exempt in the U.S., but may be taxed up to 25 percent on dividends or interest in Canada. Correcting this disincentive will level the playing field in venture capital flow by unilaterally granting an exemption to U.S. LLCs under the Canada–U.S. Tax Treaty.

Part two of our discussion with federal officials emphasized the need for a regulatory environment that recognizes the unique nature of bioscience inventions. Adopting international standards for product

l n’existe pas de meilleur moyen de sensibiliser la population à la biotechnologie et d’augmenter ses connaissances en la matière que de faire parler de la biotechnologie, et c’est là tout l’objectif de ce numéro du magazine insights.

Dans ce pays, nous avons de quoi être fiers. Nous avons fait d’importantes contributions à la recherche en santé, à la biotechnologie agricole et au secteur des bioproduits. Par exemple, un des collaborateurs de ce numéro, l’entreprise Medicure Inc. de Winnipeg, s’est vu attribuer la priorité « fast-track » (traitement rapide) par la FDA en septembre pour un de ses produits de traitement de la maladie cardiovasculaire, et des fabricants canadiens peuvent maintenant réaliser vos armoires de cuisine et vos vêtements à partir de produits agricoles. En effet, en transformant les glucoses en biopolymères par fermentation, on peut créer des fibres et des matériaux biodégradables.

Peu importe le public auquel on s’adresse, lui parler de biotechnologie aide à comprendre ce qu’il pense déjà de la technologie.

C’est pourquoi BIOTECanada s’est associé avec Pollara, une entreprise canadienne de recherche sur l’opinion publique et en marketing, afin de demander aux gens leur avis sur la biotechnologie canadienne. À la page 23, vous pourrez lire les points saillants d’un sondage national effectué pendant la première semaine de septembre.

Ce sondage a entre autres révélé que 81 % des Canadiennes et des Canadiens s’attendaient à ce que la biotechnologie ait des effets bénéfiques sur l’environnement, la santé et l’économie canadienne. Cependant, presque un tiers des Canadiennes et des Canadiens ne voient pas leur pays comme un chef de file du domaine ou même comme suivant le rythme mondial en la matière.

Le Canada peut jouer un rôle d’avant-plan en biotechnologie, et BIOTECanada travaille avec le gouvernement fédéral à faire du pays un des leaders mondiaux du domaine. Notre collaborateur au Point de vue du fédéral, l’honorable David Emerson, ministre de l’Industrie, conclut d’ailleurs son article en insistant sur l’importance de la communication entre les différents intervenants du secteur de la biotechnologie pour la réalisation de son plein potentiel par le Canada.

La volonté de ne pas rompre le dialogue a été un important facteur de succès de la Journée nationale annuelle de défense de nos intérêts. Au centre du magazine, vous pourrez en apprendre davantage au sujet de la Semaine nationale des biotechnologies de cette année, qui s’est tenue du 26 au 30 septembre, mais je tiens à souligner les accomplissements du 27 septembre.

Plus de 50 chefs de direction et cadres supérieurs de l’industrie ont assisté à près de 60 réunions à la Colline parlementaire.

Nous avons lancé aux ministres, aux députés et aux hauts fonctionnaires un message clair : nos entreprises ont besoin d’un soutien à la formation de capital et d’un cadre réglementaire moderne. Un vent d’intérêt souffle parmi les politiciens fédéraux en ce qui concerne le potentiel de cette technologie, mais des changements s’imposent pour encourager la croissance et la commercialisation des produits de nos sociétés.

Nos recommandations au Parlement comprennent la nécessité de permettre l’investissement étranger direct dans les entreprises canadiennes par l’exemption fiscale canadienne pour les sociétés à responsabilité limitée (SARL). La plupart des entreprises de biotechnologie du Canada sont petites, n’ont qu’une mince réserve liquide (plus de la moitié des entreprises canadiennes de biotechnologie cotées en bourse avait moins de deux ans d’encaisse en 2004) et dépendent des placements de capital de risque pour la commercialisation de leurs produits.

Le Canada ne reconnaît pas aux SARL des États-Unis, qui constituent la principale forme juridique pour l’organisation du capital de risque chez notre voisin, le droit à l’exemption fiscale. Les SARL états-uniennes sont exonérées d’impôt au sud de la frontière, mais peuvent être imposées jusqu’à 25 % sur les dividendes et intérêts au Canada. La correction de cet élément dissuasif par l’accord d’une exemption aux SARL des États-Unis en vertu de la Convention Canada–États-Unis en matière d’impôts équilibrera le terrain de l’investissement du capital de risque.

review will help eliminate an extensive backlog of new technologies pending review by federal agencies such as Health Canada and the CFIA. Making these changes will benefit Canadians in a number of ways, not just by strengthening Canada’s ability to compete in the global knowledge-based economy, but by giving them access to innovative technologies that will improve the quality of their lives.

The federal government’s Smart Regulation initiative is a start at making changes to the regulatory system, but until changes are implemented, our companies will continue to struggle to maintain themselves through a costly and lengthy regulatory approval process.

It’s clear from our poll that Canadians want our companies to succeed, now is the time to make the necessary changes. If we keep talking biotech with all stakeholders—government, industry and the public— and keep making it a priority, we will realize many more milestones to celebrate, and Canada will reach its potential of being a leader in biotech.

iotechnology holds tremendous potential for Canada and Canadians. In my view, this potential is twofold: technological advances promise to deliver benefits in terms of improved health, a cleaner environment and a more sustainable economy. Equally important, biotechnology is proving to be a source of new high-skill, high-wage jobs for Canadians, which will contribute to our overall prosperity and quality of life.

Canada has already demonstrated its leadership in biotechnology in a number of important ways. We’re all familiar with the extraordinary accomplishment of British Columbian scientists, who sequenced the severe acute respiratory syndrome (SARS) virus. It’s this kind of leadingedge research that has given Canada a well-deserved reputation of excellence on the world stage.

This reputation is due in part to our biotechnology-related investments in organizations such as the Canada Foundation for Innovation (CFI) and the National Research Council (NRC), and through our strategic investment in genomics research led by Genome Canada. These investments reflect the Government’s recognition of the great potential of biotechnology.

We have increased support for biotech research, with average annual investments of $582 million. We have improved infrastructure and established a competitive investment climate that includes some of the most generous tax treatments among G–7 nations. In the last budget, we provided an additional $375 million to the three granting councils (the Canadian Institutes of Health Research, the Natural Sciences and Engineering Research Council of Canada, and the Social Sciences and Humanities Research Council of Canada), and increased funding by $15 million, to a total of $260 million annually, for the indirect research costs in universities and research hospitals.

We committed an additional $165 million (on top of the $435 million previously invested) to Genome Canada.

Raptiva™, a biological drug with a unique mechanism of action, was approved in many countries in 2004 – for the treatment of a subgroup of moderate to severe chronic plaque psoriasis (pending approval in Canada). It is Serono’s vision to make Raptiva™ the leading therapy for moderate-to-severe psoriasis and to further strengthen this position by adding other products to the portfolio.

Multiple Sclerosis Rebif®, Serono’s treatment for relapsing forms of MS, reached blockbuster status by achieving sales of $1.1 billion and maintaining its market leadership outside the U.S., with 36% market share in terms of sales. The MS market is forecast to grow to between $5 and $6 billion by 2006. Serono is on track to achieve global market leadership by 2006.

Serono has a long-term commitment to find novel therapies that could lead to a new treatment paradigm for MS. Previous Phase 2 and 3 clinical trials demonstrated the positive effect of low dose injectable cladribine in MS patients. Mylinax™ is an oral formulation of cladribine that has been developed in collaboration with IVAX. A Phase 3 study has been initiated for Mylinax™, potentially the first orally available treatment for MS.

Growth and Metabolism Serono’s commitment to innovation in this area has given rise to indications for growth hormone products: growth disorders in children; growth hormone deficiency in adults; AIDS wasting; and short bowel syndrome. Serono is the only company in the growth hormone market to offer a family of customer-focused injection devices (not all indications and devices approved yet in Canada).

A next generation e-device is in development, with a launch planned in 2005.

Serono’s new delivery devices are backed by comprehensive patient and practitioner education, a patient registry, the Growth Support® program, and a commitment to ongoing research on treating growth disorders.

Serono is sponsoring the Assisted Conception Taskforce (ACT), a group of healthcare professionals and patients; their objective is to empower couples that are having difficulty conceiving, and their healthcare providers, through education and support. They have launched an awareness campaign to address public misunderstanding about assisted conception so that more people can achieve their dream of having a child.

Psoriasis Psoriasis is a chronic disease which affects one in every 50 people. About 25% of patients suffer from a moderate to severe form of the disease, which is often life-ruining.

With Micromet, Serono is collaborating on the development of a fully human monoclonal antibody adecatumumab.

The product is currently being tested in two Phase 2 trials for the treatment of prostate and metastatic breast cancer.

Canvaxin™, a specific, active immunotherapy (a collaboration with CancerVax), is being tested in a Phase 3 study for the treatment of Stage III malignant melanoma. With these substantial additions to our development pipeline, Serono is poised to enter into the oncology therapeutic area.

These activities and business results demonstrate an ability to successfully commercialize and bring products to market for the benefit of patients. Serono will continue to work on leading-edge treatments that will dramatically improve the quality of people’s lives.

It is an approach that complements the much larger amount of curiosity-based research within our universities.

However, we must keep in mind that government efforts are intended to complement the larger investments made by industry. The Canadian biotechnology private sector is made up of nearly 500 firms, employing close to 12,000 Canadians and generating $3.8 billion in revenues.

R&D has grown from $494 million in 1997 to $1.5 billion in 2003, making biotechnology firms among the most R&D-intensive in Canada.

These private sector investments, together with the public sector commitments, have created clusters of cutting-edge R&D activity across the country. Montréal is a hot-bed of pharmaceutical activity, Toronto is one of North America’s largest centres of biomedical activity, and Vancouver is becoming well known for its expertise in biopharmaceuticals. There are strong centres in the West, such as Innovation Place in Saskatoon, which is home to more than 100 companies and organizations, and an emerging cluster in Atlantic Canada, where life sciences is a key focus.

Canadian biotech organizations from across Canada were well represented at BIO 2005, the world’s largest and most prestigious biotech convention. A delegation of more than 80 groups, including Canadian companies, industry associations, provinces, departments and agencies, attended the convention to promote the Canadian biotech success story to an international audience.

Canadian biotech firms continue to face unique challenges, however, including long product development cycles, high R&D costs and increasing competition. And while raising

ost people have heard there are risks associated with disclosing an invention to the public before a patent application is filed. This is quite true, and in many countries of the world, public disclosure of an invention will render it unpatentable. The reasoning behind this limitation is that an invention must be both novel (i.e. new) and non-obvious in order to be patentable. In other words, it is not possible to obtain patent protection for an invention that is known to the public or could easily be produced given the state of public knowledge.

However, there is an important exception in Canada where a public disclosure has been made by a patent applicant, or someone obtaining knowledge from the patent applicant, prior to a patent application being filed. In that case, there is a one-year period from the date of the disclosure during which a patent application may be filed. This grace period can save the patentability of an invention that might otherwise lack novelty. A one-year grace period following a disclosure also exists in the United States, although the rules regarding patentability are somewhat different in the United States from those in Canada.

What types of disclosures will prevent patenting?

In order for a disclosure to destroy the novelty of an invention, it must be sufficient to enable the public to make or obtain the invention. The issue is whether a person skilled in the art, using data and techniques available at the relevant time, and without the exercise of inventive skill, would have been led inevitably to the subject matter of the patent claims.

For example, disclosing the purpose or benefits of an invention will usually not suffice to destroy novelty if the substance of the invention has not been disclosed.

Therefore, simply stating that a new drug for disease X has been found will not destroy the novelty of this invention.

However, publishing the theory by which the invention works could destroy novelty if it would allow a person skilled in the art to make the invention.

In order for a disclosure to destroy novelty, one must be able to look at a single disclosure to find, for practical purposes, that which is said to be the invention. In other words, a reader must not need to consult other publications in order to learn aspects of the invention. However, in determining whether an invention has become obvious, different publications can be combined, along with other public knowledge. Accordingly, it is important to avoid disclosures of important aspects of an invention that could be combined with other documents to render the invention obvious.

There are some very common disclosure pitfalls for inventors in the biotechnology field. Often, premature disclosures are made in journal articles, published abstracts, oral presentations at conferences and presentations to investors. This is particularly common where inventions are developed in universities or research institutions, organizations that are mandated to disseminate academic findings. However, business documents revealing a company’s technology, such as prospectuses, can also include damaging disclosures. It is very important these potential disclosures be reviewed, in advance, with patent counsel. After the disclosure, it is often too late. While it may still be possible to seek patent protection in the United States and Canada, patent protection may no longer be available in many other important countries, such as those in Europe and Asia. This can be devastating in the biotechnology and pharmaceutical sector where worldwide rights can be important.

What is considered available to the public?

There is no precise definition of what constitutes a public disclosure. Sometimes, disclosing the invention only once to one person can make it available to the public. As well, if a product containing the invention is sold or given away to someone without restriction, the invention is considered to be available to the public if it can be ascertained through inspection, analysis or reverse engineering of the product. It does not matter whether anyone actually finds, analyzes or reverse-engineers it.

Some examples of disclosures that are not considered available to the public are internal memos, private uses, experiments and idle gossip. Disclosures made under conditions of confidentiality are not considered available to the public.

Preventing premature disclosures Every biotechnology company should have a policy in place whereby journal articles, abstracts and presentations are reviewed by patent counsel prior to submission.

If, for some reason, an invention becomes available to the public, patent counsel must be notified immediately so that patent applications can be filed within one year from the date of disclosure in Canada and the United States.

If it becomes necessary to disclose an invention to a person, or a selected group of people such as potential investors, a non-disclosure agreement should be executed to ensure that the disclosure does not constitute a public disclosure that could destroy novelty. Of course, it is usually preferable to ensure that patent applications are filed prior to disclosures since the risk of an inadvertent disclosure to the public increases as time passes and more people are informed about the invention.

Launched during National Biotechnology Week 2004, the contest is open to all Canadian high school students planning on attending a Canadian post secondary institution in a life sciencesrelated field. Alistair is attending the University of Alberta as a biology major. He plans to apply to medical school after the first two initial years.

A more recent form of scientific technology to come into being is that of biotechnology. Though still a relatively young branch of biology, this field has enormous potential. The Darwin theory of evolution states that if an organism is unfit for its environment, it will be out-competed and thus die off. With the agricultural demands of both Canada and its trading partners, crops now have to be grown in conditions unfavourable to their survival. With the newly found ability to change the genetic structure of certain crops, humans have the means to give plants new resistances to environmental factors, such as climate and bacteria, as well as the capability to grow larger and produce more. An example of a genetically modified organism being used in the agricultural industry is Monsanto’s genetically modified wheat. Monsanto created wheat that is “Roundup Ready.” Roundup is a herbicide Monsanto developed. The Roundup Ready wheat is unaffected by the application of Roundup, meaning all plants competing with the wheat will be killed by the herbicide, leaving it without any competition for survival.

Genetically modified plants have an enormous potential to increase production, but unfortunately not all of North America’s trading partners approve of the technique.

European consumers are unsure about whether or not there is any potential for harm. Once the technology is proven harmless to humans, European countries may purchase genetically modified grain.

The future for GM food is also looking to benefit human health. Rice seeds around the world are being produced with increased amount of vitamins and iron in order to prevent malnutrition. As well, work is being done on implanting genes into bananas, causing them to produce the human vaccines for viruses, such as hepatitis B. With its numerous improvements on existing plants, the use of biotechnology in the agricultural industry will grow, benefiting Canada by increasing the amount of yield each farmer obtains as well as the nutrition within the food.

An industry that usually leads the world in breakthroughs is that of health care. Numerous innovations in medical science help to improve the lives of many each year.

Recently, biotechnology has become a major factor within the health care industry, due to innovations in medications, vaccines and disease prevention. Scientists have developed techniques to produce hormones found within the human body using bacteria. Some sufferers of type II diabetes require regular injections of insulin, a hormone that controls blood glucose levels. Originally, the insulin used was taken from animals such as pigs, but recently, the need for pig insulin has gone down due to the ability to use bacteria to produce insulin identical to that of humans. The technology, developed in 1978, has given an affordable supply of safe insulin to many sufferers of type II diabetes, ensuring them an improved quality of life.

Another area in which transgenic species have been used by the medical industry is in the creation of vaccines.

The vaccine for hepatitis B is no longer produced from the virus cells, but from yeast. By implanting the genetic code the hepatitis B virus uses to produce surface proteins into the yeast, the surface protein can be mass-produced and injected into the human body in order to stimulate antibody growth. This is a much safer and more effective system for producing vaccines than using blood-derived and attenuated viral vaccines.

A third area in which biotechnology plays an important role in medicine is genetic screening. If a heritable disease can be traced back to a single faulty gene, it would be possible to detect the threat of the disease at birth through a single blood test. This would allow for advanced treatment of the condition, potentially avoiding having to deal with the disease. With the entire human genome now recorded, scientists will have the ability to determine which genetic codes are responsible for numerous genetic disorders.

Canadian biotechnology and pharmaceutical companies are industry leaders, researching and developing new products every year. Due to their drive to control the market, as well as the universal need for health care throughout Canada, biotechnology will greatly benefit members of the medical fields as well as the general population.

With engineers constantly researching to create potential for new materials, new sources for chemicals and fibres must be found. It seems that humans may have exhausted

Le génome humain entier étant maintenant connu, les scientifiques auront la possibilité de déterminer quels codes génétiques sont responsables de quels troubles génétiques.

Les entreprises pharmaceutiques et biotechnologiques canadiennes sont des chefs de file dans l’industrie; elles cherchent et créent de nouveaux produits chaque année.

Biotechnology has opened the doors to a whole new range of compounds that can be harnessed. An example of a product being developed by biotechnology engineers is artificial spider silk. The process involves the isolation of the silk-producing gene of the spider. Now that scientists have obtained this, they can alter it to increase the strength or elasticity of the strand. Once the genes have been set to what the scientists desire, they can be inserted into a variety of organisms, ranging from bacteria all the way to goats. Access to this technology has given engineers a whole new ability to produce products from spider silk such as more durable paper, self-repairing car bodies, thinner instruments for doing precise surgeries, and body armour for armed forces and police. Given the numerous uses of new technology, there is little doubt that it will benefit both citizens and businesses within Canada due to the new products created from it, which improve on existing technology.

Another biologically engineered product is corn-based plastic. Called polylactides, these plastics are fully biodegradable and produce no toxic fumes when burned.

The process involves taking the dextrose found in corn syrup and fermenting it to produce lactic acid, which is further refined into polylactide pellets. The ability to produce biodegradable plastics from non-oil-based chemicals is a great benefit, ensuring a longer-lasting oil supply and a reduction of plastic ending up in landfills. These and other items will be of great use to Canada, benefiting its citizens with new technologies ranging from tools for intricate surgeries to environmentally friendly plastics.

The future of scientific research lies in biotechnology. Every year, new inventions and innovations are developed in the biotechnology field. Not since the invention of microchip have we seen a scientific movement so influential in society affecting such a wide range of industries. Improvements in food, medicine and materials are greatly improving the lives of many. The citizens and businesses of Canada are no exception to this trend, benefiting from both use and development of these technologies. With the discipline growing so quickly in popularity, biotechnology will continue to develop around the world for years to come.

NATIONAL BIOTECHNOLOGY WEEK 2005: EDUCATION NEEDED AND DELIVERED

eptember 26–30, 2005, was Canada’s second annual National Biotechnology Week, a celebration of the imagination and innovation of Canadian scientists from Vancouver to St. John’s. The focus for this year’s efforts was to continue building the profile of Canadian biotech innovators, researchers and technology with decision makers, opinion leaders and the general public.

More than sixty events took place in every region of Canada. Many provinces and cities officially proclaimed Biotech Week. More than 5,000 Canadians participated in events across the country. MLAs and MPPs participated in local events including tours of facilities in Edmonton, Science Olympics in London, and the grand opening of Genome Prairie in Saskatoon. Montreal’s two-day career fair was packed to launch the week in that province, and in Charlottetown, the Canadian Chamber of Commerce held a gala dinner. BioPort Atlantic was another success in Halifax, and in Ottawa more than 50 meetings were held with federal ministers and members of Parliament.

Des activités, plus de 60, ont eu lieu dans toutes les régions du Canada. De nombreuses provinces et villes ont officiellement proclamée cette semaine la semaine des biotechnologies. Plus de 5000 Canadiennes et Canadiens ont participé aux activités dans tout le pays. Some interesting trends among the general population emerged that tell us we need to do a much better job at educating all stakeholders about the benefits of biotechnology. Some of the key findings include a trend toward support for biotechnology;

The majority of Canadians (56%) have no reaction at all to the term biotechnology however, Canadians are somewhat apathetic to the term biotechnology, demonstrating a general lack of awareness and understanding of the biotechnology industry in Canada, which tells us they need to be better informed about biotech.

Unique national teacher award program to recognize outstanding bioscience educators Biogen Idec-BIOTECanada National Teaching Excellence Award n the spirit of helping to build on the tremendous success of the National Biotechnology Week program, Biogen Idec Canada and BIOTECanada announced, on September 27, the creation of a new national award designed to recognize some very important people in the future of our technology—Canadian teachers.

The Biogen Idec-BIOTECanada National Teaching Excellence Award is a unique award program dedicated to promoting and recognizing bioscience teaching at the secondary school level in Canada. It includes three annual cash awards, one for $5,000 and two for $2,500.

These awards will be shared by the winning teachers and their respective schools.

Teachers play an integral role in encouraging and mentoring our next generation of bioscience leaders. This program will recognize them for their creativity in the classroom and curriculum development, and for fostering awareness of biotechnology.

All submissions will be adjudicated by a national selection committee in May 2006, with the inaugural winners to be announced during National Biotechnology Week 2006 next September.

Biogen Idec Canada and BIOTECanada look forward to the success of this program and to seeing it develop into a feature of the legacy National Biotechnology Week is building throughout Canada.

BIOTECANADA MEMBERS MAKE SUCCESS HAPPEN

ithout the support of the 2005 Funding Partners—AMGEN, AstraZeneca, Biogen Idec, Genzyme, GlaxoSmithKline, KPMG, Pioneer Hi-Bred, QLT Inc., Roche and Sanofi Pasteur Limited—this week would not have been such a great success.

National Biotechnology Week (NBW) exceeded threefold the milestones set last year for the number of meetings with public policy developers. The number of participants in Biotech Week activities across Canada more than doubled, and the number of people learning about biotech through information kits; our Web site, www.imagenenation.ca; and the media increased exponentially.

Beginning last November, our working group (see page 25) began meeting regularly, planning this year’s NBW. The coalition of almost 40 of our members, academic institutions, local economic development organizations, the National Biotechnology Accord—regional and provincial biotech associations—and BIOTECanada’s funding partners contributed to the growth and success of this year’s program.

Au cours de la Semaine nationale des biotechnologies (SNB), trois fois plus de réunions se sont tenues auprès de responsables de l’élaboration des politiques publiques que l’objectif fixé l’an dernier. Le nombre de participants aux activités de la semaine des biotechnologies à travers le Canada a plus que doublé, et le nombre de personnes qui se sont renseignées au sujet des biotechnologies par des trousses d’information, notre site Web, www.imagenenation.ca, et les médias a augmenté de manière exponentielle. À partir de novembre dernier, notre groupe de travail (voir page 25) a tenu des séances régulières de planification de la SNB de cette année. L’alliance de près de 40 de nos membres, d’établissements universitaires, d’organismes locaux de développement économique, du National Biotechnology Accord— les associations régionales et provinciales de biotechnologie— et des partenaires financiers de BIOTECanada a fait la croissance de ce programme et son succès cette année.

National Biotechnology Week is one of the mechanisms to do this, giving Canadians access to forums, speakers and events where they can learn about biotech. What is clear is that consistent and credible information is required for strengthening support for the biotechnology industry today and in the future, in particular in advance of any industry issues.

Six in ten (60%) Canadians believe Canada is making advancements in biotechnology; however only one in ten (10%) feel Canada is a world leader.

Despite the fact Canada is a world leader in bioscience research and in the production of genetically modified crops, only one in ten Canadians describe Canada as a world leader in biotechnology.

An overwhelming majority (84%) of Canadians agree biotechnology will bring benefits to health sciences, genetics and agriculture.

But as the survey also noted, Canadians need to be more aware of the economic benefits the biotechnology industry provides, including the development of a highly skilled workforce and substantive investments in research and development.

In summary, we have a fantastic opportunity to better educate Canadians. Key to raising awareness about the benefits of biotechnology for Canadians is sharing credible information in a consistent manner. National Biotechnology Week will continue to contribute to this goal.

Six Canadiens sur dix (60 %) croient que le Canada fait des progrès en biotechnologie, mais seul un sur dix (10 %) d’entre eux pense que le Canada est un chef de file mondial de l’industrie.

Malgré que le Canada soit un chef de file mondial en recherche bioscientifique et en production de cultures génétiquement modifiées, seulement un Canadien sur dix décrit son pays comme un leader de la biotechnologie.

Une écrasante majorité (84 %) de Canadiens s’accorde à reconnaître que la biotechnologie a des bienfaits pour les sciences de la santé, pour la génétique et pour l’agriculture.

recent poll conducted for BIOTECanada shows 63 percent of Canadians expect to benefit from biotechnology in their lifetime. Thanks to vaccines, a higher percentage of the population has already benefited.

Anyone immunized against polio, whooping cough, measles, influenza and a range of other vaccine-preventable diseases is healthier today because of biotechnology.

The Vaccine Industry Committee (VIC) recently joined other BIOTECanada members in a series of meetings with federal politicians and policy makers during Biotech Week to promote the potential of biotechnology in Canada.

It is a message that needs to be understood by all levels of government because 81 percent of Canadians polled expect to see the benefits of biotechnology positively impact the environment, their health in general and the Canadian economy.

Members of VIC represent established companies with commercialized products, and they have created a foundation of success for emerging vaccine companies in Canada. The benefits of vaccines are easy to understand. These products have reduced infectious disease in Canada and around the world, and governments have adopted vaccine technology because immunization is the primary tool of public health.

Canadian jurisdictions have recently implemented programs with existing vaccines for chicken pox, whooping cough, meningitis and pneumococcal disease. New vaccines will offer additional opportunities to prevent infectious disease and to treat or prevent certain cancers.

It is true some of our greatest successes in immunization have been in response to a crisis, and that is sure to happen again. This year marks the 50th anniversary of the Salk polio vaccine in Canada, a product that changed the lives of Canadians and has since helped control or eliminate the disease throughout the world. In the first part of the 20th century, the polio threat led to collaboration between governments, academia, non-governmental organizations and industry. As a result of that collaboration, Canada’s

Since the polio vaccine was introduced, Canada has developed into a world leader in biotechnology.

And we’ve managed to do this without fully leveraging our greatest strength—collaboration. Canada will only be able to maintain and improve its leadership position if governments help create the research, regulatory and business environments necessary for the biotech industry to succeed. All members of the biotech community need to inform that debate and promote the potential of biotechnology. Failure to collaborate will disappoint the many Canadians who expect to benefit from a technology they believe will be an economic driver for our country.

Canadians are already benefiting from biotechnology through immunization. The Vaccine Industry Committee will continue to promote those successes and the potential of new vaccines, offering support for emerging companies and advocating the benefits of collaboration in Canada’s biotech industry.

Les nouveaux vaccins offriront des possibilités additionnelles de prévenir les maladies infectieuses et de traiter ou prévenir certains cancers.

Il est vrai qu’une partie de notre succès fulgurant en matière d’immunisation résulte d’une réaction à une crise, et il est fort probable qu’une telle situation se reproduira.

Cette année marque le 50e anniversaire du vaccin Salk au Canada, un produit qui a changé la vie des Canadiens et qui, depuis lors, a aidé à maîtriser ou à éradiquer la maladie à l’échelle mondiale. Tous les membres du milieu de la biotechnologie doivent favoriser un tel débat et promouvoir le potentiel de la biotechnologie. L’absence de collaboration décevra les nombreux Canadiens qui comptent sur une technologie qui deviendra, selon eux, un moteur économique pour notre pays.

Les Canadiens bénéficient déjà de la biotechnologie, grâce à l’immunisation. Le Comité de l’industrie des vaccins continuera de promouvoir de telles réussites et le potentiel de nouveaux vaccins en offrant un soutien aux entreprises émergentes et en faisant valoir les avantages d’une collaboration dans l’industrie de la biotechnologie au Canada.

Right from the beginning, the raison d’être for the Council for Biotechnology Information (CBI) has been to talk to consumers about food biotechnology. And in keeping with a distinctly Canadian preference to inform rather than to educate, the Council has worked hard to engage the public in a conversation that leaves decision making about genetically modified (GM) foods up to individual logic and reason. Our inaugural advertising campaign, the “Would it surprise you to know?” series, aptly demonstrates our approach.

Depuis ses tout débuts, la raison d’être du Conseil de l’Information en Biotechnologie (CIB) a été de parler de biotechnologie alimentaire aux consommateurs. Respectueux de la préférence bien connue des Canadiens pour l’information plutôt que l’éducation, le Conseil a tout mis en œuvre pour guider le public dans une discussion qui laisse à la logique et à la raison individuelles la décision au sujet du bien-fondé des aliments génétiquement modifiés. Une approche qu’illustrait bien notre campagne publicitaire inaugurale, « Seriez-vous étonné d’apprendre? ».

Over the last five years, the subject of GM foods has waned for most. However, when prodded by yet another controversial survey, consumers instinctively become cautious and therefore negative. Similarly, Canadian media are not really interested in the genetically modified foods debate with no new products to pique interest, particularly none with consumer benefits. Lured by the scent of conflict, the media are at the ready to suggest health risk, environmental damage and conspiratorial multinational ownership of the food chain, often without scientific counterpoint. A recent example was the Canadian Press story, triggered by the Cartagena Protocol Conference on Biosafety in Montreal, making the unsupported claim that biotechnology stunts biodiversity.

To balance the media’s inclination toward unsubstantiated coverage, CBI’s communications strategy has been twofold: Firstly, mobilize trusted and credible voices—academics, dietitians and farmers—to both respond reactively and reach out proactively.

And secondly, create opportunities to broaden the context for communicating about the tools of biotechnology beyond food to include scientific innovation and bioproducts. At this point, the Canadian agricultural biotechnology industry has a cache of academic reports and third-party experts to respond to such statements, reassuring consumers about the trillion meals consumed with no harm and an environment that is more robust with wildlife.

Robert Wager, for example, is an academic from Malaspina University in Nanaimo, BC, who became frustrated with the lack of scientific literacy in the media on the subject of GM foods.

He’s a frequent writer-to-the-editor and author of opinion editorials that have appeared everywhere from The Globe and Mail to the Saskatoon Star-Phoenix. Never afraid to back off from a debate,

Afin d’équilibrer la tendance des médias à offrir une couverture non corroborée, le CIB a mis de l’avant une stratégie de communication en deux volets : d’abord, mobiliser des intervenants crédibles—universitaires, diététistes et agriculteurs—afin d’être en mesure de répondre aux allégations et d’informer le public de façon proactive. Et deuxièmement, créer des occasions d’élargir le débat afin de parler des outils de la biotechnologie en dehors du contexte alimentaire et d’inclure l’innovation scientifique et les bioproduits. À l’heure actuelle, l’industrie canadienne de la biotechnologie agricole peut compter sur des rapports de recherches universitaires et sur des experts indépendants pour répondre aux propos alarmistes ou erronés et rassurer les consommateurs au sujet des billions de repas consommés sans effets néfastes et du regain de la faune dans les environnements épargnés grâce à la biotechnologie.

Wager has supported the biotechnology cause with facts and interpretation on tough issues. He describes, with scientific rigour, the details of how these issues play out in Canada as well as globally, on such subjects as genetic use restriction technologies (GURTS), biodiversity and labelling.

One of CBI’s most successful programs has been the Young Scientist Footsteps Awards, adjudicated by Genome Prairie for scientific excellence. To date, there are eight $5,000 award winners spanning the country from Truro’s Nova Scotia Agricultural College to the University of Alberta. In every case, regional media have reported on the angle of “local student makes good” with the unique personal story of the winner. The first winner was one of two sisters working on Ph.D.s in wheat biology.

Another winner was a world-class Ultimate Frisbee player, combining international sport with the competitive rigours of Ph.D. canola science. Yet another winner told his life story of growing up in modest circumstances in India, only to outcompete his country’s best in molecular science and to choose Canada over Germany for his Ph.D. on saline-tolerance in food crops.

The secret has been to put a human face—in this case under the age of 30—to communicate about Canadian science innovation.

Another consumer-engaging strategy has been to broaden the focus from biotech foods to biotech products. Through dietitians such as Lois Ferguson and Mary Sue Waisman, we communicate how a seed can take different directions, from providing food to fuel or fibre. This concept was made real by constructing, along with our partner, BioProducts Canada, a consumer booth called The Green Kitchen: Taste and Touch the Future. This booth demonstrates biotech soybeans, corn and canola as well as how biotech enzymes are breaking down fibres from wheat and hemp.

In this “taste and touch” environment, consumers are receptive to the possibilities—and benefits—of biotechnology in the kitchen, whether in food or renovation products. TV media in particular have welcomed the portable kitchen counter into their studios.

The ultimate success is to end the interview with the host snacking on chocolate-covered soybeans.

Le secret a été de donner un visage humain—dans ce cas celui de jeunes de moins de 30 ans—à la communication au sujet de l’innovation scientifique canadienne.

L’élargissement du débat, des aliments transgéniques aux produits biotechnologiques, constitue une autre stratégie destinée à capter l’attention des consommateurs. Nous avons fait appel à des diététistes comme Lois Ferguson et Mary Sue Waisman pour expliquer comment une semence peut prendre diverses directions, de la production alimentaire à la fabrication de combustible ou de fibres. Media attention on the biotechnology sector tends to focus on large-scale companies with commercialized products.

Small to mid-size biotech companies often find the media has little interest in following their story. Certain events such as the signing of a big pharmaceutical partnership or an FDA approval will unquestionably attract substantial media interest, while important clinical events such as Phase I or II trial results can often fly under the media radar. This article will address how small to mid-size biotech companies can attract media attention, as well as offer a few tips on how to effectively communicate your company’s science when in discussions with the media.

Certains événements tels que la conclusion d’un grand partenariat pharmaceutique ou une approbation de la FDA attirent incontestablement une attention considérable, alors que d’importants événements cliniques comme les résultats d’essais de phase I ou de phase II se produisent sans alerter le radar des médias. Le présent article traitera des moyens pour les PME en biotechnologie d’attirer l’attention des communicateurs et offrira quelques conseils sur la manière de transmettre efficacement la science de son entreprise quand on en discute avec les gens des médias.

I am the first to admit that I am not an expert in dealing with the media, but in my 30+ years in the biotech industry, I have learned a few things. It should go without saying that knowing your audience is perhaps the most important aspect of communicating through the media. There are three main media/audiences biotech companies should be targeting: scientific, business and general news. It is beyond the scope of this article to discuss all three groups in detail, so I will focus on the general news. Specifically, I will focus on how biotech companies can try and earn media coverage from newspaper/television biotech and health reporters.

Establish relationships The best way to interest or engage the media is to think long term and work toward establishing relationships with key biotech and health reporters. Too often, companies think about short-term objectives and reach out to the media only around important clinical events, while neglecting media relationships during their quieter time. Of course, the media is only interested in writing a story on your

Les sociétés de biotechnologies doivent cibler trois principaux types de médias et de publics : le milieu scientifique, le milieu des affaires et le grand public par les nouvelles générales. Traiter de ces trois publics en détail dépasserait la portée du présent article, je me concentrerai donc sur les nouvelles générales.

Plus précisément, je m’attarderai à la façon dont les entreprises de biotechnologie peuvent tenter d’obtenir une couverture médiatique de la part des reporters en biotechnologie et en santé des journaux et de la télévision.

company when you have a newsworthy clinical event, but without established media relationships, most companies will find it challenging to earn media coverage even with good clinical news.

In my opinion, biotech companies should begin media communications well before important clinical news. By doing so, the reporter has ample time to learn about the company and ask questions well in advance of your clinical news. If you have established media relationships prior to important clinical news, not only is there a greater likelihood that your news will get covered, but there is also a greater likelihood your news will be accurately reported.

At Medicure, we try to maintain an ongoing dialogue with a number of biotech and health reporters. In the next several months we are expecting important milestone achievements that could be very newsworthy: the clinical results from two large Phase II trials. We have already conducted several preliminary interviews with reporters in preparation for the clinical results this fall. Our relationships with these reporters date back to the publication of our first Phase II trial results in 2003, and we have maintained a dialogue with them. Our expectation is that by working with the media prior to the release of important news, there is a strong possibility of earning media coverage once the clinical results are released, but also the possibility of media coverage in advance of the results.

Assuming you have good media contacts and have an upcoming clinical event, how do you best communicate your company’s science to earn media coverage? Although there will be exceptions, in my experience the vast majority of reporters are not interested in detailed science.

Simplifying the science Reporters are interested in the “macro” ideas: how your company’s investigational product/technology will improve patients’ lives, potential advantages of your company’s investigational product/technology versus the incumbent therapies, and how your company’s investigational product/ technology will treat an unmet medical need. These macro ideas are what the majority of readers want, so we in the biotech business need to be aware of this and tailor our communications appropriately.

When communicating with the media, I try to convey a story: I start with the problem (disease state) and then present our solution (drug/technology). It is best to step back from the clinical and scientific details and focus on the greater medical significance of the work being done. In Medicure’s case, the focus is on presenting the burden of coronary artery disease on patients and the medical system, and the number of patients afflicted with this disease.

I also discuss the current treatment options and how our product would fill a treatment void for certain patients.

When communicating the scientific details, I try to use terminology that would be understandable to the lay reader.

Bien sûr, un journaliste n’écrira un papier sur une entreprise que si celle ci a un événement clinique digne de ce nom à partager, mais sans liens solides avec les médias, la plupart des sociétés trouveront difficile d’obtenir une couverture médiatique, même en cas de bonnes nouvelles cliniques. À mon avis, les entreprises de biotechnologie doivent commencer leurs communications avec les médias bien avant les nouvelles cliniques d’envergure. Grâce à cette méthode, le reporter dispose d’amplement de temps pour apprendre à connaître la société et peut poser les questions pertinentes avant la survenue des événements cliniques. Si vous avez tissé des liens avec des journalistes avant la transmission des nouvelles importantes, non seulement y-aura-t-il de meilleures chances qu’on diffuse votre nouvelle, mais il y aura aussi de meilleures chances qu’on la diffuse avec exactitude.

Chez Medicure, nous tentons de maintenir un dialogue suivi avec un certain nombre de reporters en biotechnologie et en santé. Dans les quelques prochains mois, nous nous attendons à des événements marquants qui pourraient valoir de nombreuses nouvelles : les résultats cliniques de deux grands essais de phase II. Nous avons déjà donné plusieurs interviews préliminaires à des reporters en prévision des résultats cliniques de l’automne. Nos relations avec ces reporters remontent à notre première publication de résultats d’essais cliniques de phase II en 2003; depuis, nous avons entretenu le dialogue avec eux. Nous croyons que ce travail auprès des médias avant la diffusion d’importants communiqués favorisera la couverture médiatique des résultats cliniques quand ils seront publiés, mais également la couverture médiatique avant l’annonce de ces résultats.

Vous vous demandez peut-être comment, une fois les liens créés avec les médias, leur expliquer la science de votre entreprise en cas d’événement clinique à venir…

Sauf exception, selon mon expérience, la grande majorité des reporters ne veulent pas de détails scientifiques, et ceux ci n’auront pas d’incidence sur la couverture qu’ils vous accorderont.

Vulgarisez le contenu Les reporters s’intéressent aux idées générales : comment le produit ou la technologie de recherche de votre entreprise améliorera la vie des patients, les avantages potentiels du produit ou de la technologie de recherche de votre société par rapport aux traitements déjà utilisés, et la manière dont votre produit ou technologie de recherche répondra à un besoin médical non comblé. Ces idées générales correspondent à ce que la plupart des lecteurs veulent savoir. Le milieu des biotechnologies doit en être conscient et adapter ses communications en conséquence.

I would say, “MC–1 protects the heart during bypass surgery by preventing damage to heart cells.” This is only scratching the surface of the MC–1 mechanism of action, but discussions about receptors and agonists/antagonists are usually too much detail for most reporters and readers.

Although these are important aspects of MC–1’s action, they are not important in the bigger picture relating to the potential of the drug to improve lives and lessen the burden of disease.

Offer additional sources The media will often look for third-party opinions on the information you present. It is best to be proactive in this area and volunteer the names of medical opinion leaders and analysts that can add credibility to your story. Offering to put a reporter in contact with principal investigators from your trials or with analysts that cover your company not only shows a willingness to help the media but also allows you to introduce the best people to validate your story.

One final word of advice for biotech executives communicating with the media: Don’t be afraid to

Even in telephone interviews reporters can sense an executive who is truly excited about their business, and I like to think this excitement can help you earn media coverage. There is a fine line between excitement and promotion, so be committed to sharing the facts and realistic expectations. Nonetheless, I believe that when you are passionate about what you do, and the potential benefit it can have on society, it can only help you tell your story.

BRINGING BIOTECH TO THE PUBLIC

By Karimah Es Sabar, Executive Director, BC Biotech n the home page of BC Biotech’s new Web site, an animation runs that states: “From agriculture … to forestry … to the environment … to aquaculture … to medicine … biotechnology affects all aspects of life in British Columbia.” In truth, however, it is beginning to affect all aspects of life everywhere, and has the potential to bring great advances to our global society and address many of the afflictions the world is facing.

Being a native of Africa, I have seen first-hand the tremendous need for solutions to the unprecedented crises in relation to the lack of both adequate food and therapeutics for vast populations. And although Africa’s problems in these areas are extremely multi-faceted and complex, and will not be solved via the development and implementation of new biotechnologies alone, what biotechnology brings to the continent is hope—hope based on the belief that biotechnology can play a key role in mitigating these problems, and others around the world.

And this belief in the fundamental potential of biotech to do so is what underlies everything we do here at BC Biotech. In particular, it underlies how we communicate the merits of biotechnology to the greater public.

Biotech is still a very misunderstood concept. If you ask the average person on the street about biotech, they may be able to reference cloning, GMOs or perhaps stem cell research, but little else, and with little context or real understanding of even those elements of biotech. In fact, a recent study conducted in South Africa found that eight out of ten South Africans have no knowledge about biotechnology and well over half have never even heard of the term. Yet these technologies can, and very well may, literally change the world. Therefore, one of our key outreach objectives at BC Biotech is to ensure that this knowledge gap is filled in order for people to have a better understanding of these technologies that are already affecting their lives.

In preparing our own communications plan, we discussed whether or not we should even be spending time and money attempting to communicate with the general public.

After all, BC Biotech is an industry association mandated with strengthening the commercial biotech industry in British Columbia. We are not a public education entity.

However, we realized that even in the strictest definition of our mandate, public education was still important to the development of our biotech industry for several reasons: 1) In addition to ongoing private investments, Canada’s biotech research community receives strong public support. The importance of that publicly funded research to the biotech industry cannot be overstated. insights Fall/Automne 2005

Originaire d’Afrique, j’ai pu constater de près le besoin pressant, pour de vastes populations, d’obtenir des solutions aux crises sans précédent liées à la pénurie de nourriture et de soins. Bien que les problèmes dans ces régions africaines soient extrêmement variés et complexes, et qu’ils ne seront pas réglés uniquement grâce à la création et à la mise en œuvre de nouvelles biotechnologies, cette discipline est un souffle d’espoir pour ce continent—un espoir basé sur la conviction qu’elle peut jouer un rôle clé dans l’atténuation de ces problèmes et de ceux d’ailleurs. Cette conviction que la biotechnologie a le potentiel fondamental d’y arriver sous-tend tout ce que nous faisons chez BC Biotech. Plus particulièrement, c’est ce qui sous-tend notre façon de communiquer les avantages de la biotechnologie au grand public.

La biotechnologie est encore très mal comprise. Si l’on demande au commun des mortels ce qu’est la biotechnologie, il mentionnera le clonage, les OGM ou peut-être même la recherche sur les cellules souches, mais sans contexte ou compréhension réelle de ces éléments. En fait, des études récentes effectuées en Afrique du Sud montrent que huit Sud-Africains sur dix ne connaissent pas la biotechnologie et que plus de la moitié d’entre eux n’ont jamais entendu ce terme. Et pourtant, ces technologies peuvent littéralement changer le monde et le feront sans doute. C’est pour cette raison qu’un des objectifs clés de BC Biotech est de s’assurer que les gens connaissent et comprennent mieux ces technologies qui touchent déjà leur vie.

En élaborant notre plan de communications, nous nous sommes longuement demandé s’il valait la peine de dépenser temps et argent en vue de transmettre de l’information au public. Après tout, BC Biotech est une association dont le mandat est de renforcer l’aspect commercial de l’industrie biotechnologique en ColombieBritannique. Nous ne sommes pas un organisme d’éducation du public. And if public dollars are going to be used to support that research, then the public needs to understand why, and to support it.

2) The public also represents investors in our industry.

Developing a biotech product requires a lot of dollars— dollars that are typically not easy to find. So anything we can do to increase the pool of investors in biotech is incredibly important to the industry.

3) Recruitment is important for the industry. In order for this industry to be successful, we must attract the brightest scientific minds. The industry is only as strong as the people conducting the research, and therefore we must ensure we nurture those people so they are empowered to make a significant contribution. Equally important to the researchers, however, are those in support roles to the industry, and we must also remember

L’industrie ne doit son succès qu’au talent des chercheurs; nous devons donc nous assurer de former ces gens afin qu’ils soient en mesure de faire une contribution d’une grande portée pour notre industrie. N’oublions pas toutefois que travailler en biotechnologie ne signifie pas nécessairement travailler dans un laboratoire et que les membres de l’industrie qui jouent un rôle de soutien sont aussi importants que les chercheurs. Notre industrie n’existe pas sans l’aide des meilleurs gens d’affaires et des industries de soutien requises.

These are just a few small examples of vehicles for communicating to the general public. Perhaps the most important vehicle however is personal discourse. Whether a scientist, business person or policy maker, we all have a duty to explain why we do what we do, and how biotech can bring hope to wherever you come from, much as it can for my native Africa.

We need to see an increased focus on commercialization.

We need to see more Canadian companies demonstrating competitiveness at the global level. To make that leap, many companies are looking for new ways to work in partnership with other companies, between industries and with public research institutions. Improvements in commercialization and competitiveness are necessary to ensure the future success of the industry and the undeniable benefits that go along with it—benefits to human health, the environment and the economy.

That is one of the reasons I set up a commercialization panel, whose expert members will advise the Government on how to ensure that more new technologies and products from all industries make their way to the marketplace.

We have also provided financial support to strengthen the commercialization potential of publicly funded research and leading-edge firms, including Canadian biotech companies. We’re finalizing plans to invest $75 million in pilot projects to better commercialize university and government lab research, and we’re following through on our $250 million investment in the Business Development Bank of Canada to encourage technology transfer and to strengthen venture capital investments in innovative firms, including those in the biotech sector.

And while commercialization performance is one of our top priorities, the Government also recognizes that the pace of change in this industry demands an increased responsibility to anticipate and manage risks. The Government of Canada is committed to ensuring an effective and efficient regulatory system is in place in order to protect the health and safety of Canadians and the environment.

We are making great strides through our Smart Regulations initiative in making the regulatory process more fair, efficient and predictable. The new Government of Canada BioPortal (www.biotech.gc.ca) is a good example of a project that is helping simplify regulatory compliance for business. Businesses and individuals looking for answers to regulatory questions involving biotechnology can now visit a single online source to find the information they’re looking for. The site has received rave reviews and was recently awarded five out of five stars in Biotechnology Focus’ review of Web sites.

In keeping with the theme of this edition of insights, let me conclude by emphasizing the importance of communication between all the stakeholders in the biotech community: industry, researchers and governments.

Strengthening and expanding these partnerships will be key in helping us reach our full potential in this critical sector, and in reaping the resulting benefits—both health/environmental and economic—for all Canadians.
