Step 1 – Issue Identification
Examples
Reactive
Unexpected
Presenting a solution to the governing bodies based on innovation or ideas that currently do not exist
Typically, these concepts are introduced based on an existing idea or framework in another jurisdiction and with the support of key stakeholders. Proactive solutions take longer to formulate since they must be socialized among members, key industry partners, the general public, and eventually the government
Policy, idea or proposal that we were not aware of beforehand
This is typically government proposing changes, in some instances they are looking for feedback in other instances they are letting you know the change is already in the process of implementation
A media-related event that we have no control over and is completely unexpected
These are typically short-lived and require a combination of Government Relations, member engagement, and media relations and, depending on the severity of the issue, puts a pause on anything we are working on
Off-site levies
Building permit timelines Alternative infrastructure financing Development agreement terms and conditions
Blanket zoning Calgary Plan Land use bylaw
ENMAX transformer shortage Government funding announcements

Timing
Cost impacts on housing
Implementation
Government mandate
Is this policy in the proposal draft stages or much more developed and nearing the finish line?
Will this policy have an immediate impact on the price of a home and if so, can we quantify it?
Are we seeking a policy, regulation, or legislation change? If it is the latter, this will take a much longer approach, and with that, expectations to members on timing
How does this policy align with the current Council’s direction? Where are we in the election cycle, and is there an appetite to explore this issue?
Proactive vs reactive
Cost per door for off-site levies or shallow utilities
Environmental approvals (process) vs Municipal Government Act (legislation)
Continuous intake of New Community Business Cases
Public perception
Stakeholder alignment
Member engagement
Is the general public on board with this idea? Can we feel confident Calgarian's (and region) support this?
Do other stakeholders align with this policy? Can we join efforts and submit a letter supporting or rejecting a proposal?
Is this concern a member-specific concern, or can we tie this into a broader industry concern?
Industry Alignment
Political Capital
How important is this issue for our industry municipality-wide? Is this unique to only builders, or is this a broader industry issue? Also, is there broadbased agreement among members?
How much BILDCR staff time and other resources are required to achieve a desired outcome? Does the desired outcome deliver significant membership value juxtaposed against securing sufficient Administration and Council support?
Housing affordability
