BILD’s committees play a pivotal role in shaping the foundational direction for industry connections, advocacy, recognition, and education This essential work is crucial for BILD to achieve its overarching vision: being recognized as the trusted, unified voice supporting affordability, innovation, quality, and choice for residents in the Calgary region

In addition to guiding BILD Calgary Region, our collaborative efforts with BILD Alberta and the Canadian Home Builder Association (CHBA) inform provincial and federal advocacy

Building Industry and Land Development Association – Calgary Region (BILDCR) works closely with various levels of government and stakeholder groups to ensure vibrant, established neighbourhoods and new communities in our region – now, and in the future. BILDCR provides our members with a variety of opportunities to learn, connect, and share knowledge in order to improve our industry and ultimatelymeetthehousingneedsofourcommunitiesintheCalgaryregion.

Our association is made up of over 570 members including: Builders, Developers, Material Suppliers, Service Providers, Renovators and more

The residential building and development industry accounts for over 57,000 jobs in Calgary and the region and equates to over $4.4 billion dollars in wages.

Key Manufacturer, Trade, Supplier Focused Wins:

Engineering Seal and Onsite Inspection on Trusses In collaboration with BILD Alberta, successfully put off requirements for further engineering certifications and onsite inspections for trusses for “Part 9” buildings

Key Builder Focused Wins:

Regional Municipality Advocacy. Advocated for a number of issues across the region including: Airdrie – Successful creation and implementation of Alberta Building Code Variance for zero lot line product/homes Creation and implementation of Development Engineering working group to discuss and review technical specification and build relationships between industry and city administration

Labour Supply Outreach and Initiatives. Trades and Labour focused Breakfast and labour survey created BILD awareness to non-member trades. Participation in ongoing Career Fairs at High School’s throughout the year to provide information and contacts regarding careers in our industry. Ongoing work with Calgary Board of education, Calgary Catholic School Board and other industry association on a variety of educational initiative for K-12 students.

Established the Building Advisory Committee in September 2023. To address challenges or issues faced by home builders and the City of Calgary, BILD worked with the City of Calgary Building Services department to establish an advisory committee The committee serves as a platform for dialogue and consultation between key stakeholders, including representatives from the home building industry, municipal officials, and relevant regulatory bodies Through this advocacy, the following initiatives are being undertaken:

Formation of the Purpose-Built Rental Committee. In recognition of the significant of purpose-built rental additions, the Purpose-Built Rental Committee was established to serve as a collaborative platform for industry members involved in the planning, development, and management of purpose-built rental housing.

RCG Zoning. Represented BILD members’ interest in a fair and balanced way, supporting thoughtful implementation of the controversial zoning bylaw

Key Developer Focused Wins:

Regional Municipality Advocacy Advocated for a number of issues across the region including:

Chestermere – Municipal Development Plan amendment passed to remove the 35% Planned Lot cap, allowing for more efficient land use mix and optimization of housing Off-Site Levy Bylaw 2024 update was approved with a reduced 5 4% increase, ongoing work with Administration to assess and reduce Transportation project costs

Cochrane – Ongoing work through the Developer Liaison Group to coordinate efforts on an annual Growth Symposium, MDP and OSL updates (in the works), and address emerging industry challenges Rocky View County – Ongoing work to inform the Municipal Development Plan and Off-Site Levy Bylaw with significant impact to growth and costs is underway for 2024

OSL Bylaw Updated. After four years of consultation between industry and the City of Calgary, the OSL Bylaw was passed on Jan 16, 2024 On behalf of Industry supported a data-driven, transparent, and competitive levy system designed to reduce barriers to new housing supply and improve housing affordability

Successfully advocated for and achieved an Established Area Linear Levy of zero with the implementation of a pilot investment program avoiding additional costs to housing We remain committed to challenging the inputs used for the water infrastructure Council provided directions to Administration with respect to follow up on those items and are to report back to IPC with a plan to engage a party for an arms-length review of MDD. We will continue to consult and collaborate with the City on Council recommendations related to growth and infrastructure.

Formation of the Development and Development Policy Advisory Committees. Advocated for changes to the Development Advisory Committee (DAC); specifically, to divide into two separate committees: DAC, which focuses on technical development matters, and DPAC (Development Policy Advisory Committee), which focuses on policy matters affecting development. Through this advocacy, the following initiatives are being undertaken:

Type G Catch basins Pursuant to BILD’s advocacy, the City of Calgary agreed to remove the implementation of Type G Catchbasins from the updates to the 2011 Stormwater Management Strategy, leading to cost savings of approximately $7,000,000/year for homebuyers.

As-Built Block Profiles (As-Built BP) from .DWG (AutoCAD format) to PDFs. Successfully collaborated with the City of Calgary on the retroactive implementation of As-Built Block Profiles submissions as TIFF and PDF for subdivision construction projects initiated prior to January 1, 2023, resulting in time and cost savings for industry

Standardization of Performance Securities. Collaborated with the City of Calgary on a standardized method of calculating performance securities for residential development agreements (onsite only), limited to Tier B Developers The standardization of performance securities intends to improve turnaround times for development agreements, provide greater consistency across agreements, and enhanced predictability in forecasting performance securities for developers

Shallow Utilities 4-party UIDP Improvements In collaboration with the 4-Party Shallow Utilities Consortium, successfully streamlined the shallow utilities design process, transforming the Underground Residential Distribution (URD) Shallows Workflow Process into the URD Integrated Design Process. In addition BILD successfully advocated for more contractors and a developer constructed model. This has resulted in substantial time savings in design, and faster construction starts.

Timely finalization of the 2024 Development Agreement Terms and Conditions. Finalized the Development Agreement Terms and Conditions prior to January 1, 2025, allowing developers to execute DAs prior to the updates to the offsite levies bylaw This represents approximately $10M in total savings for developers securing DAs before the new bylaw took effect

Field Trips

Initiated in fall of 2023 by BILD staff and its members, BILD and City of Calgary hosted 2 Field trips this past year with approximately 60 people attending each trip Our goal of these tours is to increase collaboration and networking between city departments, BILD, developers, builders, and industry professionals

As one participant explained, it was a “Great opportunity to see and hear of the real-world impacts of decision making and what developers face when they try to be innovative ”

Net Zero Field trip with Jayman in Mahagony

Feedback on the Net Zero tour was just as positive “Well done to Jayman and BILD! It was a great tour in so many ways learning, growing relationships and collaboration I will definitely want to be part of future events The food was great too!!!”

Committee involvement with BILD Calgary Region presents abundant opportunities for both newcomers and seasoned professionals in our dynamic industry With over 30 active committees this year, now is your chance to amplify your voice, learn from industry peers, and expand your network Committees play a pivotal role in providing industry experts the opportunity to engage directly with policy makers and ensure that both your voice and your organization’s perspective are heard Following the record year for housing starts in 2023, and with that momentum carrying into 2024, your involvement has been instrumental in our industry's ability to continue building homes and shaping our communities

I encourage each of you to explore the range of committees available and consider joining one that aligns with your expertise and interests Over the years, I have volunteered for numerous BILD committees and have experienced many benefits including professional growth, industry insights, and exposure to diverse perspectives Most importantly though, I have valued the relationships built with remarkable individuals in our industry

Advocates on behalf of members active in Airdrie. Developers, consultants, and contractors work to support government relations and policy reviews, assessing industry matters such as policy development, Land Use Bylaw, community design guidelines, standards, and specifications

Organizes an annual competition for members to showcase their products and be recognized by peers and the public for their achievements It furthers the industry and its standards by promoting innovation through healthy competition and celebration The scope of work includes full-scan assessment and criteria development, process consultation, event consultation, marketing and sponsorship coordination/consultation and annual evaluation BILD Foundation

Organizes an annual summer tournament (Priddis Greens) in support of the BILD Calgary Region Foundation. Scope of work includes planning/ implementation/evaluation, sponsorship, registration, and tournament fundraising activities

Supports charitable initiatives, research, and educational opportunities on behalf of the BILD Calgary Region Foundation Reviews charitable proposals and makes recommendations, raises funds, and manages approved projects. Meets quarterly.

BILD Golf Classic (Fairmont)

Organizes an annual spring member networking destination tournament on behalf of BILD Calgary Region. Scope of work includes planning/implementation/evaluation, sponsorship, registration, on-site coordination and execution Not accepting applications this year.

Supports the Chestermere Developers Liaison Group, hosted by the City The group broadly keeps eyes on planning policy, bylaws, offsite levies, capital works programs, DA’s, technical standards and specifications, CUI, CSMI, and other City initiatives under development.

Provides perspective on climate-based implementation initiatives related to strategies, regulatory frameworks, and guidelines while advocating for affordability, collaboration, and innovation in the building industry Identifies emerging issues and topics for discussion Builds awareness and knowledge through the consolidation and sharing of information with a broad range of subject matter experts and stakeholders. Implements constructive activities to identify barriers, find solutions, transfer knowledge, and inform policy

Supports the Cochrane Developers Liaison Group (CDLG), which is hosted by the Town Membership includes builders, developers, renovators, suppliers, manufacturers, and trades active in Cochrane Actively works on all areas of government relations affecting building and developing in Cochrane.

Represents the interests of the commercial and industrial development community in negotiating and reviewing existing and new approval processes, guidelines, bylaws, and rules as well as liaising with other commercial development organizations on relevant issues

Focuses on citywide mid-to-high rise building issues and practices Works with The City of Calgary and other organizations in the multi-family arena to identify issues and examine all processes, activities and opportunities in planning, construction, management, and marketing of end-use condominium and multi-family projects.

Provides a forum for information sharing and discussion on HR issues impacting the industry. Discussions focus on emerging HR issues, HR best practices, HR trends and statistics relevant to HR

Focuses on low to mid density residential built forms Provides a forum to discuss practical and proactive solutions to technical building and policy related processes and issues currently encountered with inner city home building.

Marketing & Communications

The Marketing & Communications Committee seeks to examine all opportunities for effective marketing and communications both internally and externally, foster membership retention and to develop strategies to encourage new member and consumer investment in the association’s mission.

Off-site Levy Steering

Shapes BILD’s position in advocacy with the City primarily on the OSL Bylaw update but also in respect of the Joint City Industry Governance Committee and the ongoing stewardship of the OSL funds

Being part of the committees allows a great deal of collaboration between the different builders and developers to charge forward and find new solutions to the everchanging world we work in.

Attendance

Respond as promptly and definitively as possible on issues of meeting attendance and scheduling

Commit the necessary time to attend meetings. Missing meetings without a reasonable excuse will jeopardize your position on the committee

Preparation

Read all minutes and agendas prior to the meeting

Be prepared to report on assigned action items

Stay informed of any relevant projects, initiatives, or issues pertinent to the committee in which the committee might be interested in or involved

Participation

Actively participate in discussions, ask questions, and contribute opinions, ideas and feedback on committee items. This may include work outside of the regular committee meeting In some cases, subcommittees or task forces may be formed on an ad-hoc basis when deemed appropriate Committee discussions, decision making and recommendations are to take place at a professional level with the Association’s objectives first in mind Decisions will be based on overall impact to the building industry as a whole, as opposed to corporate or individual concerns

The following Code of Conduct has been established to promote a safe and inclusive environment for all members of BILD Calgary Region Association (BILD). By participating in any activities, discussions, or events associated with BILD, you agree to abide by this Code of Conduct

BILD strives to maintain a welcoming and respectful atmosphere We encourage open and constructive communication, and we expect all participants to treat others with dignity and respect, regardless of their race, ethnicity, gender, sexual orientation, disability, religion, or any other protected characteristic

Harassment, discrimination, or any form of offensive behavior will not be tolerated. This includes but is not limited to derogatory or offensive language, personal attacks, unwanted advances, or any actions that create an uncomfortable or hostile environment for others.

All participants are expected to adhere to applicable laws and regulations. Any illegal activities or discussions promoting such activities will result in immediate removal from BILD and may be reported to the appropriate authorities

Any content or materials shared within BILD remain the responsibility of the individuals who created them BILD does not endorse or take responsibility for the accuracy, reliability, or legality of any user-generated content

BILD reserves the right to take appropriate action, including warning, temporary suspension, or permanent expulsion from the Association, for any individual found in violation of this Code of Conduct.

COMMITTEE MEMBER ADDITIONAL VOTE

Each member of a Committee who is in good standing with the Association shall be entitled to a maximum of one additional vote at meetings of Members of the Association in addition to the vote they are entitled to as a Member. For clarity, each committee member is only entitled to one additional vote regardless of the number of committees and councils they sit on. Voting details regarding the Annual General Meeting and Special Meetings of the Association are outlined in the BILD Calgary Region bylaws, available upon request.

COMMITTEE MEMBER APPOINTMENTS

A maximum number of Committee members are identified in the individual Committee Terms of Reference. Committee membership appointments will be determined by the Chief Executive Officer (CEO), as per Bylaw 42 of the Association bylaws. Open committee appointments will be filled at the discretion of the CEO and may include a membership wide solicitation or a targeted approach.

Trust and confidentiality are fundamentals of our Association’s relations with colleagues and municipal partners.

All circulated Committee materials, emails and meeting discussions are deemed confidential unless otherwise specifically noted. Meeting materials are not to be forwarded or shared unless express permission is provided by the Association. Video Meeting Recordings, recorded minutes, emails and any written or verbal discussions are for the express purpose of advancing the work of the Association

CONFLICT OF INTEREST

Any member of a Committee who has a conflict of interest on any matter/issue discussed at a meeting shall, upon the conflict arising, declare said conflict and shall abstain from discussion and/or voting on this matter Any conflict-of-interest issue may be reported to the Board of Directors to be addressed at their discretion

CHANGE OF EMPLOYMENT STATUS

In the event that a committee member’s employment or association status is altered or changed, or a committee member is no longer able to fulfill the requirements of committee membership, they should immediately inform the Committee Chair and Association so that appropriate steps can be taken. Committee members who have a change of employment status have up to 90 days to attain Association Member status; possible exceptions may be agreed upon by the Association CEO

These efforts should prioritize advancing industry matters that contribute to affordability, innovation, quality and choice as per BILDCR’s core focus. BILDCR members are encouraged to volunteer their time on any of the various technical, standingandpolicyadvocacycommitteestoengageinemergingadvocacymatters.

4.AdvocacyPriorityDetermination:

Any advocacy initiative taken on by BILDCR must be identified as a priority by the relevant BILDCR Committee(s) and/or the BILDCR Board. Final decisionsregardingthepriorityplacedonadvocacy matters as well as pursuit of any matter shall be made in alignment with the Board's annual processes, strategic objectives, and budgetary considerations or as the Board may direct from time-to-time. Advocacy issues shall be prioritized based on their significance to industry, potential impact on stakeholders, and shall be in alignment with BILDCR's mission and goals, as may ultimately be determined by BILDCR’s Board.
