We hope all of our readers are finding this publication a useful industry communication tool, to bridge the gap between buyers and suppliers in the rail industry. In this edition, we have our regular features from Christian Wolmar; a writer and broadcaster specialising in transport. He has covered the railways since privatisation in the mid-1990s and writes regularly for national newspapers and magazines. In this edition, Christian discusses the need for the rail industry to make wi-fi a standard for passengers on all journeys. Taking into consideration the costs and future benefits, Christian offers a comprehensive report on the developments being made on pages 04-05. In light of the fares review published in October, Christian looks at both the good and bad news it has for passengers. Although the review failed to address several complaints from passengers, Christian looks at some of the encouraging developments it offered, on pages 16-17. On pages 18-19 Christian writes about his recent visit to Nottingham Station, providing an update on the series of improvements which may eventually see the city boast one of the best connected transport services in the country. he frustration of using mobile phones and computers on trains is finally being addressed by both the rail industry and the Government. Ensuring that passengers are able to communicate and work on their rail journeys should no longer be seen as an optional extra by the train companies, but rather a basic provision like, say, toilets or catering on longer distance services. However, rail companies have so far been reluctant to provide a service that passengers these days see as essential. That is now finally changing. Currently, wi-fi of variable quality and indeed cost is available on most longdistance services. All of Virgin’s trains are fitted, as are East Coast, and the Norwich and Stansted services and most, but not all, CrossCountry trains.

There are still, however, gaps: while First Great Western offers free wi-fi on its services to the Cotswolds on its 180 train sets, it is not yet available on its High Speed Trains, though this is about to change. Under the new short-term franchise extension which lasts till September 2016, the company is required to roll out wi-fi on its HSTs and while there is no precise timetable a spokesman said it was likely that two trains a month would be fitted out. FGW’s wi-fi is being provided free but most other train operators charge standard-class passengers. The big gap is on commuter trains. While it may seem unnecessary on short journeys, more and more people expect to be fully connected at all times. Even the London Underground has got in on the act with some provision at stations but so far none of the south-east commuter train operators have installed it. A few years ago, C2C and Southern began to offer a service on a limited trial with the operators providing it free to the train companies but charging customers for their use. The experiment proved to be a failure as commuters were unwilling to pay for the access, highlighting the fact that this was a business model that wouldn’t work. The reason wi-fi has not been introduced universally is, quite simply, cost. Trains need to be able to obtain enhanced signals from the mobile phone network. The most common method is to have an antenna with perhaps half a dozen sim cards which receive signals from masts much further away than a normal phone and transmit the signal through the train via repeaters in every carriage. The Railway Safety and Standards Board, which has produced a series of documents on rail connectivity (available on its website), calculated the cost of providing wi-fi to a carriage at between £5,000 and £9,000. That means a total for the industry of around £70million, significant but hardly insuperable, given the advantages. The question is, therefore, who pays? There are numerous possibilities: the train operators, the rolling stock owners, Network Rail, the phone companies and the Government. The operators are unlikely to want to fund much of the cost even though, with added ticket revenue, they could

be the beneficiaries. They have to be wary of rushing off to install the latest technology. The blank atseat screens on Great Western and Virgin, which were going to provide in-train entertainment, proved to be a technological dead-end. It became far easier for people to bring their laptops on board loaded with films and TV programmes, or simply to use DVDs. Indeed, in-flight systems on planes are now looking rather redundant, particularly as the screen quality is so bad in relation to what people are now used to at home or on their laptops.

The Railway Safety and Standards Board calculated the cost of providing wi-fi to a carriage at between £5,000 and £9,000. That means a total for the industry of around £70million, significant but hardly insuperable, given the advantages. There is, in fact, a similar issue related to the provision of wi-fi on trains – is it really going to be necessary given that people have increased connectivity on their phones with the introduction of 4G technology. There are two ways for passengers to connect with the internet as they can do so either directly from their phones or tablets, or via train wi-fi. If people can obtain a strong signal for their phones, then the train company would not have to provide its own service. However, that is unlikely to happen. The mobile phone companies are reluctant to set up masts near railway lines as these are expensive and are used only fleetingly. A railway insider explained: “It is much better for them to have static users, say at stations, who use the same mast throughout a call, instead of shorttime use for lots of masts which are expensive to put up.”

The issue has begun to attract the attention of politicians, putting it up the political agenda. In September, Maria Eagle, who was then the shadow transport secretary, gave a commitment that Labour would ensure widespread wi-fi: “In the 21st century when people are trying to work on the train, part of the service that they get from the train company ought to be free wi-fi and not just in first class,” she said. She suggested that the free facility should be mandatory and written into the future contracts of train operators. Patrick McLoughlin, the Secretary of State for Transport, has set the Government on the path of universal wi-fi, and has promised “70 per cent of rail passengers will benefit from speeds of up to 50 megabit per second by 2019”. This is 20 times faster than the current best achievable on Britain’s trains. The first stage will be to improve the “not spots” which bedevil train travellers and lead to endless shouts of “can you hear me?” and “I’ve lost you” that so irritate their fellow passengers. This is the result of lengthy negotiations between Network Rail and the Government over the issue. However, exactly how this will be paid for has not been decided. There is no money in Control Period 5, Network Rail’s investment plan for 2014-19 and there is no government cash available. However, Network Rail “ship to shore” communications are being upgraded but specific enhancements will be required to adapt this for wi-fi – or perhaps 4G – use on trains and it is uncertain at the moment who will pay for this. Network Rail is currently in talks with suitable partners and an official announcement is expected in the New Year. There is one strange side effect of the widespread introduction of wi-fi on the rail network. Rather ironically, it weakens the business case for HS2, which is dependent on the notion that people’s time on trains is wasted. In fact, with good connectivity, business passengers can find they are more productive on the train than in the office, where gossip and trips to the water cooler waste time. Nevertheless, the march towards providing 21st century communications on our 19th century rail network is progressing, albeit slowly.

FIRST CAPITAL CONNECT INVESTS £350,000 TO MAKE ITS TRAINS CLEANER FOR PASSENGERS All 221 trains will receive a thorough ‘deep clean’ in the coming months using new steam cleaning equipment normally deployed in hospitals. One class 313 three-carriage train is going through the process every day on the Great Northern route to and from Moorgate. So far over 25 trains have been cleaned out of the 44-strong fleet. The operation is also under way on the Thameslink route between Bedford, Brighton, Wimbledon and Sutton with five class 319 four-carriage trains deep-cleaned so far out of the 86-strong fleet. This will continue on all other train types across both routes. As part of the investment, FCC has also employed more cleaners to work on the trains while they are in service during

morning and evening peaks on the line into Moorgate and the Wimbledon and Sutton Loop. This is because there is not enough time for a thorough clean when turning around at terminus stations. FCC Managing Director David Statham, joined a train presentation team to work one of its shifts at Hornsey depot in north London and see the changes firsthand. He washed the outside of a train and helped steam clean the interior. David Statham said: “Our passengers have told us that we need to make our trains cleaner and I promised to do something about it, which is why we have invested this large sum of money. Having been on a shift with a train presentation team for a morning, I can tell you they do a great job. It’s hard work to clean a unit – scrubbing luggage racks and steaming upholstery. The new equipment will make it easier for our teams and will give our passengers much cleaner trains.” Passengers will also see further developments, including the introduction of newspaper recycling ‘zones’ in the luggage racks next to the doors on class 313 trains.

BALFOUR BEATTY RAIL LAUNCHES ONLINE SUPPLY CHAIN MANAGEMENT SYSTEM Balfour Beatty Rail is implementing a new supply chain management system to ensure a consistent and standardised approach to supplier qualification and evaluation, and enable companies of all sizes to have a free ‘shop window’ with its procurement team. The firm has implemented a total supplier management solution (TSMS) in partnership with Achilles – which helps organisations manage potential risks in their supply chains to protect people, planet and profit. Suppliers for Balfour Beatty Rail are being asked to complete standardised registration, pre-qualification and assessment processes online. Information will be stored in a centralised database, hosted by Achilles. This will enable Balfour Beatty Rail to effectively manage data, assess companies consistently, and prevent potential issues in the supply chain. The new system, called Balfour Beatty Accreditation and Supplier Information

System (BBASIS), will work in conjunction with Achilles Link-up – the UK Rail Industry’s supplier registration and pre-qualification scheme. Link-up enables businesses that carry out potentially medium to high-risk services to qualify to work for 115 rail organisations, through completion of a single questionnaire. Now Balfour Beatty Rail is extending that principle to all of its suppliers, asking them to complete standardised processes online, at no cost, to gain a complete picture of activity across its entire supply chain. John Green, Supply Chain Assurance Manager for Balfour Beatty Rail, said: “Balfour Beatty Rail has been a member of Achilles Link-up for over 15 years and we have seen directly the positive impact smarter procurement processes and communication have had on the rail industry. “Balfour Beatty Rail is now looking to extend this commitment to continuous

improvement, by introducing our own comprehensive supply chain management system. This will incorporate existing data and intelligence from the Link-up community. “With visibility of activity at all levels of our supply chain, we will have a more systematic approach towards managing potential risks. The online registration will also make it easier for new suppliers to engage with us and demonstrate their interest, which is often difficult particularly for small and medium sized companies.” Annette Gevaert, Director of Rail and Transport at Achilles, said: “We are delighted to offer a total supplier management solution to Balfour Beatty Rail, which will enable the company to reduce the risk, time and cost associated with procurement activities.”

THE NEW HIGH-SPEED RAILWAY WILL TEST THE UK SUPPLY CHAIN “LIKE NEVER BEFORE” Rail company First Capital Connect has launched a campaign encouraging passengers to be more careful on the railway and to be more considerate of one another. A humorous series of train and station adverts entitled ‘The Modern Day Guide to Train Etiquette’ features important safety messages about walking on stairs and arriving in good time to catch the train. The stylised artwork, which has also been turned into a booklet featuring character Ed Ticket, additionally targets anti-social behaviour such as leaving newspapers behind on seats, listening to loud music, and eating smelly food.

tunnelling technique called sprayed concrete lining. They are approximately 50m long, 17m wide and 15m high. Stepney Green will have a critical role to play when Crossrail opens; it is where the railway divides with the southeast spur running underground to Canary Wharf, Woolwich and then onto Abbey Wood. The northeast spur runs from Stepney Green through Pudding Mill Lane, Stratford, and then on to Shenfield in Essex. Crossrail is Europe’s largest construction project and includes 42km (26 miles) of 6.2m diameter tunnels built up to 40m beneath central London and Docklands. Nearly 14 miles of tunnels, over half of the total, are now complete with major tunnelling expected to be complete by the end of next year. Speaking at the HS2 Supply Chain Conference in Birmingham yesterday, Patrick McLoughlin said HS2 will drive growth in the UK supply chain. He explained Britain has not done “anything as ambitious as HS2” for 50 years. “A key part of the challenge is to ensure we have the specific skills required for HS2,” McLoughlin told the conference. “It will test our supply chain like never before. So we need to make the most of the skills we already have. And as suppliers gain experience with technically innovative projects overseas, we need to bring those skills home. To train apprentices. To make sure HS2 reflects the very highest design and manufacturing standards. And to drive down cost. “More than £10billion in HS2 contracts is up for grabs. It’s a guaranteed flow of investment sustained over decades: a commitment by the government to help the industry further build its capabilities, which will ultimately help you compete for more global contracts in the future.” McLoughlin said the government is helping businesses with Construction 2025, which was announced over the summer. It is a long-term partnership between government and the construction industry to help British companies win overseas contracts. He also mentioned the Rail Industry Supply Chain Forum, which aims to help British businesses in the railway industry win work in the UK and abroad. “In the face of stiff competition from countries like France and Germany, the UK rail supply chain has struggled to grow in recent years,” McLoughlin added. “So the Forum will bring together UK suppliers and government to help our industry fight back.”

BREAKTHROUGH FOR CROSSRAIL AS TUNNELLING MACHINE ELIZABETH ARRIVES AT STEPNEY GREEN CAVERN Crossrail reached another important milestone as 1,000 tonne tunnel boring machine Elizabeth broke into one of Europe’s largest mined caverns, 40m below Stepney Green in the East End of London. Elizabeth, along with her sister machine Victoria, is completing the longest tunnel drive on the Crossrail project, from Limmo Peninsula near Canning Town to Farringdon, a distance of 8.3 kilometres (5.16 miles). Since being launched last winter, both machines have been working round the clock to create the new tunnels, passing through the new Canary Wharf Crossrail station during the summer. Tunnelling machine Elizabeth will now undergo maintenance inside Stepney Green’s westbound cavern before resuming tunnelling towards Whitechapel, Liverpool Street and Farringdon. The Stepney Green caverns are some of the largest mined caverns ever built in Europe using a

An innovative go-to resource for cyclists has been embedded within the National Rail Enquiries app, supported by funding from the rail industry’s RISE (Rail Innovation Support Engine) scheme. RISE is an opportunity for innovators to obtain investment funding for ideas that will improve the railway. The scheme is available to help fund practical demonstrator projects for concepts which are proven on paper. The funding is provided by the rail industry’s Enabling Innovation Team which operates as part of the FutureRailway. The new cycle app upgrade is an example of how innovators have partnered with RISE to bring an idea to market. The need for the new cycle app arises because since 2009, the number of people cycling to and from railway stations has more than doubled to over 53,000. In response to this increasing demand for cycle-rail journeys, the industry has recognised that cyclists need to have easily accessible, clear and relevant information relating to their journey. As individual operators have differing restrictions, rules can change by time of day and stations have varying facilities for cyclists. Those undertaking a cycle-rail journey told us they sometimes found it hard to access the information they needed to plan their trip. By using the new cycle app, even the most complex cycle-rail journeys can be planned speedily, easily with convenient access to what you need to know. ATOC’s Integrated Transport team has partnered with National Rail Enquiries (NRE), the country’s leading source of train travel information, to make the journey from bike to train easier. Formally launched by Phillip Darnton, Executive Director of the Bicycle Association, the new

cycle app functionality grew out of an idea submitted to the RISE team. A joint project managed by the Cycle Rail Working Group, the app received funding from ATOC, EIT, the Department for Transport and the Bicycle Association and has been developed and tested in partnership with key cycle groups including CTC and Sustrans. Commenting on the RISE scheme’s role involvement in the app development David Clarke, Director of EIT, said: ‘The increase in the number of cyclists using the railway is great news. We were pleased to be able to support this new easy to use app which we hope will make it easier for still more cyclists to use the railway as part of their journey. It’s really good to see a great idea with a clear customer need translated into reality through the RISE scheme. £73 BILLION COMMITMENT TO DELIVER SKILLS LEGACY FOR BRITAIN is a great way to start a career in an interesting industry, including in engineering and tunnelling. These apprentices are being given a chance to learn new skills and are getting real work experience at the same time on a major project. The Tunnelling and Underground Construction Academy is a purpose-built training facility set up in 2011 to supports the key skills required to work in tunnel excavation, underground construction and infrastructure. LEEDS STATION RECEIVES £17MILLION FUNDING FOR IMPROVEMENTS

The government wants to see its massive programme of infrastructure investment build a highly skilled workforce with employees capable of transferring their capabilities to other flagship projects in the UK and exporting them around the world. Transport Secretary Patrick McLoughlin said: “We are equipping Britain to succeed in the global race with the most ambitious programme of transport spending in generations, totalling more than £70billion in the next Parliament.” Investment in major infrastructure projects has already delivered thousands of apprenticeships, including around 4,000 through Transport for London and its suppliers since 2009. Network Rail, meanwhile, recruits approximately 200 people a year, while Crossrail will support a minimum of 400 apprenticeships during the delivery of the project. HS2 will also offer significant opportunities for apprentices. Matthew Hancock MP, Minister for Skills and Enterprise, said: “We want choosing an apprenticeship or going to university to become the new norm for young people. An apprenticeship

Rail passengers in Yorkshire are set to benefit from better access to Leeds station thanks to £17million funding. The proposals – which include a new pedestrian entrance and access to the southern side of the station to and from the existing platform footbridge – received final approval from Local Transport Minister Baroness Susan Kramer on 31 October 2013. Baroness Kramer said: “This scheme will help the Leeds city centre’s economy continue to grow by improving access for the many people who work to the south of the station. “The £12.4million we are putting into this project shows that the coalition government is serious about investing in the infrastructure the country needs to drive economic growth both locally and nationally.” The scheme will support the redevelopment and regeneration in the southern quarter of the city centre where a large proportion of the new jobs forecast for Leeds city centre are to be located.

The scheme consists of an enclosed structure over the River Aire that incorporates lifts, escalators and stairs allowing passengers access from the current western footbridge within the station to ground level either side of the river. The proposals also include CCTV, lighting, help points, ticket machines, passenger information screens, ticket barriers, cycle parking and measures to improve pedestrian access in the immediate surrounding area. The Leeds station southern entrance scheme was one of the schemes given funding approval in 2011 as part of the Spending Review process. Work can now start on the scheme. The Department for Transport will provide a maximum of £12.4million towards the full scheme cost of £17.319million. The main works are scheduled to be completed by March 2015.

The UK’s five major Rail Freight Operating Companies and Network Rail are pleased to announce the formation of The Rail Freight Alliance. The formation was endorsed by the Rail Delivery Group after a framework and set of strategy objectives were agreed by the Rail Delivery Group’s Freight Group; with a view to delivering a sustainable and flourishing rail freight sector in the UK: delivering whole-industry cost savings, developing “smarter use” of the network, and a sustainable charging framework for freight. FARES BECOMING A BIT FAIRER

While the fares review failed to address several long standing complaints by rail passengers, it has offered some comfort to them

he long awaited fares review which was finally published in October had both good and bad news for passengers. The review was originally supposed to have been completed by the spring but was delayed because of detailed and intense negotiations between passenger groups and the ministers in the Department for Transport. Undoubtedly the worst aspect for passengers was the absence of any commitment to moving away from the RPI plus 1 per cent formula which has now dictated regulated fares for the past decade. Passenger groups feel this is an abuse of the system that is supposed to protect them from the rail companies who are monopolist suppliers. The regulatory regime applies to season tickets and off peak return fares and it is the season tickets holders, the commuters, who feel most aggrieved because most have little choice other than to take the train. Anthony Smith, the head of Passenger Focus, says it is time to end these above inflation rises: ‘We have seen ministers time and again stop increases on fuel duty and yet they are continuing to impose what amounts to a tax on rail passengers’.

He points out that whereas a decade ago fares from passengers contributed just one third to the total cost of the railway, they now pay two thirds of the running of the system. Yet, by using rail, they reduce congestion on the roads, providing enormous benefit to drivers who are being protected from rises.

The other defeat for the passenger groups was the failure to win the argument over passengers who travel on the wrong train after buying an advance ticket. Under the current arrangements, the train operator is entitled to ask them to pay the full fare in addition to the cost of the advance ticket, effectively getting revenue twice from one journey. Passenger Focus

has long argued that this is unfair and that the cost of the advance ticket which has already been bought should be deducted from any extra demanded by the train operator. The Association of Train Operating Companies argued that this would encourage people to cheat the system by always buying an advance fare and then suffering no penalty, other than paying the normal fare, if they took another train. This argument eventually won the day with ministers siding with the train operators, but Passenger Focus and the Campaign for Better Transport are expected to lobby hard to get that decision reversed. On the issue of flex, the arrangement by which train operators have a measure of flexibility over imposing higher increases on some of their routes, a compromise has been thrashed out. From next year, rather than being allowed to impose rises of 5 per cent above the RPI plus 1 per cent formula, the maximum will be 2 per cent. According to Anthony Smith, this will be a great relief for commuters: ‘Some people, especially in Kent where the formula has been RPI plus 3 per cent because of the construction of the High Speed One,

have endured rises of double digits two or even three years running. That really makes travelling by train out of reach to many people on low or even middling incomes.’ There were, however, several points where the Review has been met with approval by passenger groups. Smith points out that one long running battle has been won, namely the retention of what used to be called Saver fares – off peak returns – within the regulatory system. There had been some suggestions by government ministers that this would become a market-determined fare which Smith says ‘could have made the railway unaffordable for many people’. Now, however, the Review guarantees that off peak returns will remain regulated which is seen as a victory for passenger groups. Related to this decision, too, is the announcement of a trial whereby one long distance passenger operator will be required to set up a system so that single fares will be available for half the cost of a return. This appears to be the start of getting rid of the anomaly, created by British Rail, whereby returns normally cost just £1 more than a single. This makes it

very expensive for people who may travel just one way by train and, for example, use a car for the return or go on a complicated journey involving two or three destinations which makes a return ticket invalid. The other proposed trial, for partial season tickets, has also been welcomed. It has long been a complaint of passengers who travel regularly but not every day that they are discriminated against. Season tickets offer discounts of as much as 60 per cent on the full fare, which part time workers who travel say, three times per week, have to pay. Now one operator in the South-East will trial these part time season tickets but also, since this will require some form of smartcard, will also be testing out the wider use of electronic forms of ticketing. Indeed, this was another advance contained in the Review. The government has now finally accepted that the technology it was developing – ITSO – must also be compliant with the Oyster system. This paves the way for widespread use of smart ticketing across the network. Another advance in the review is improved information for passengers. Anthony Smith says this is long

overdue, too: ‘It is amazing that the train operators can sell tickets which say nothing other than meaningless statements like “see restrictions” or “validity as advertised” given that in this day and age tickets could contain a lot more information.’ Now operators will be required to be a bit more specific on ticket validity although according to Smith there is still a long way to go. He is also pleased that ticket machines will be required to provide much more comprehensive information about what tickets are available, allowing people to choose the cheapest option. While, therefore, in many respects the Review has been welcomed by passenger groups, it avoided many of the fundamental issues over complexity and standardisation. Issues such as the huge disparity between advance fares and tickets bought just before the journey, the amazing complexity and array of different fares and the widespread anomalies in the system have not been addressed. Given how difficult it would be to find solutions in the complex world of the privatised railway, it is very unlikely that they ever will be.

he implementation of big projects on the railway is always a difficult balancing act. The costs of projects can escalate out of control as more and more improvements are thrown in as a result of mission creep and that can even result in plans being shelved permanently. At one stage it looked as if the project to improve the crumbling and poorly laid out Nottingham station might suffer the same fate. The city council had long envisaged improving the station and as far back as 2001 architects were appointed for a redesign. However, there were also plans to create a new tram line that went over the station on a bridge, replacing, ironically one removed in the 1970s, and Network Rail was also seeking to undertake a resignalling project to replace time-expired 1960s equipment. After numerous setbacks, not least the scrapping of the East Midlands Development Agency which had promised nearly £10million, the go-ahead was finally given three years ago for all these interlinked improvements to be carried out.

Network Rail had earmarked £100million for the resignalling, but the station works were held up by a lack of money. Eventually, this was unblocked with Nottingham City Council contributing a quarter of the estimated £50million cost and even the Railway Heritage Fund chipping in £500,000 to help preserve original features in the station, including lovely stained glass above a cafe that had been boarded up in the 1960s. There were several other architectural gems, such as a wide frieze depicting Classical themes, uncovered by the work. The co-ordination of these different schemes – the transformation of the station, the construction of the tram bridge over the station together with moving the stop to the south side of the station and the resignalling – means that Nottingham will have a new integrated transport hub by Easter next year when work is due to be completed. Passengers will benefit from extra capacity on the tracks created by the resignalling project, as well as a new platform and two concourses, one new and one entirely refurbished. As Chris Denham, Network Rail’s PR manager for the

project, put it, ‘it’s rather like European cities’ – except, unfortunately, that because tram and bus services are run by different companies, no overall cheap all inclusive ticket is available, something the local council is eager to sort out. The street works involved mean that buses will use the front of the station where the old porte cochère that used to be used by taxis will now be an enclosed area with cafes and shops, the tram will be accessible from the south alongside a new car park, now completed, with 950 spaces and the old station road on the north side will be a cul de sac with a turning circle for taxis. The southern concourse will allow access from that side for the first time, ensuring, too, that football fans have a more direct route to the two grounds. This new lay out makes it much more convenient for passengers who previously had to negotiate their way out of the front of the station through rows of taxis and cars dropping off and picking up passengers. The idea is to turn the station, which has long been in a neglected area as witnessed by the fact that the

arrival of Starbucks was seen as a major improvement, into a ‘destination station’ that will attract people who are not using its transport facilities. The station, built in 1903 in an Italianate style using terracotta blocks, has always been somewhat inconveniently laid out and has certainly been in need of a major overhaul given that it is now used by six million passengers annually. Train services, too, were slowed by the unwieldy track layout which now, thanks to the resignalling and extra sections of track as well as a small extra platform, will be far more flexible, saving time and creating flexibility. While work has progressed largely without mishap – there is always the odd unwanted discovery in such a project and in this case it was the rotten state of several of the iron beams in the roof – the major concern was over the disruption to passengers. London services had to terminate at East Midlands Parkway for five weeks during the summer and the whole station for two of those weeks, preventing the very popular services to Skegness from running. However, East Midlands Trains, which runs most of

the services at the station, organised a comprehensive bus operation that earned local plaudits. Denham says: ‘We took the view that it was best not to pretend that it was going to be great for passengers and therefore we warned them about the disruption for months ahead. We said it would be stressful but we would do our best’. Over 750 bus services were run daily operated by 160 drivers. Even Stagecoach, which owns the EMT franchise, did not have enough buses in its fleets and had to contract with other companies to obtain sufficient stock. The operation, though disrupting thousands of passenger journeys, attracted very little negative publicity in the press and passed off smoothly, thanks to the help of over 100 local people, some from passenger groups, who volunteered to provide help and assistance to those affected. With the extension to the tramline proceeding at a cost of nearly £700million, and scheduled to open in 2014, and another line planned, Nottingham may soon boast of having one of the best connected transport services in the country.

T

he rivalry between the two London stations that have sat alongside each other for nearly a century and a half has intensified in recent years. St Pancras received its huge makeover, at a cost of £800million, a few years ago to accommodate Eurostar and has subsequently flourished into an amazing transport hub, playing a vital part in the Olympics. Now King’s Cross, its less-illustrious neighbour, has benefitted from a similarly ambitious refurbishment. The two stations have been rivals since the completion of St Pancras in 1869, the creation of the upstart Midland Railway which previously did not have its own terminus in London and had to use King’s Cross’s platforms. Partly because of the indignities the Midland had to suffer while using King’s Cross, which had been completed in 1852 by the Great Northern, St Pancras was deliberately designed to overshadow its next-door rival. Even the clock on St Pancras was bigger and more imposing than that of the older station, and oddly, in a ridiculous extension of the two railways’ rivalry, the two never seemed to tell the same time. King’s Cross has therefore always seemed like the poor neighbour, with its tacky frontage, messy lay-out with the suburban platforms starting halfway up the track, and its rather neglected air. No longer. The Gothic splendour of St Pancras has now been equalled by the amazingly modern looking King’s Cross which, finally, has had the nasty plastic lean-to in front removed to reveal the clean lines of its two simple but elegant sweeping

arches with an Italianate town clock tower in between. That view had been completely hidden since the 1970s until it was revealed by the opening in September and there is now a pleasant piazza in front of the station that almost allows one to forget the noise of the heavy traffic on the Euston Road.

As well as restoring the main section in line with Lewis Cubitt’s original design, there has been the addition, completed last year, of the new station concourse, which features a near 1,000 ton wave like shell canopy that is supposed to evoke steam billowing from one of the locomotives that used the station until the 1960s. The third element, also now completed, is the renovated Great Northern Hotel, an alternative to St Pancras’s aptly named Renaissance Hotel and renewing a rivalry between the two stations. which had fallen on hard times before the renovation and at one time was scheduled for demolition, now calls itself a “five star boutique destination” and is indeed sumptuous after a renovation costing £40million. Pubs, too, are generating competition between the two stations. In St Pancras, the Betjeman Arms, fitted out as a mock 1930s waiting room, now faces having much business taken by the Parcel Yard at King’s Cross which, as its name implies, is the converted old parcel yard and other offices. It is literally a den of small glass rooms, perfect for private business meetings or rowdy drinking sessions, and it serves the highly popular London-brewed Fuller’s beer range. One thing King’s Cross will always have over St Pancras is the ludicrous but hugely popular Platform 9¾, a reference, of course, to JK Rowling’s mega popular Harry Potter series. It has become one of the area’s major tourist attractions. At the foot of the Parcel Yard pub, people line up, sometimes up to 50 strong, to have their photos taken pushing the trolley

embedded into the wall in front of the Platform 9¾ sign and with a scarf held up by the attendants who are specially on hand for the task. Even late at night, there are sometimes people queuing up. In fact, it is the combination of the refurbishment of the two stations that is in the process of completing changing the whole area. It is impossible to list all the companies and creative people that have already been attracted to the area. Some have already arrived, like the 4,200 students of the new Central Saint Martins, the world-renowned art school which occupies the Granary Building – another Cubitt creation – which once stored Lincolnshire wheat delivered by rail for London’s bakers. Others are about to come. Google’s new £1billion UK headquarters will shortly be completed, while a brief hike up the incline of King’s Boulevard, a new pedestrian road through the site that now throngs with people, there is the King’s Place, the headquarters of The Guardian and Network Rail, a bizarre combination, and which

has also developed into a major arts venue. There are various individual creatives, too, who have set up shop in the area. Thomas Heatherwick, who helped design the new bus for London, and the 2012 Olympic cauldron, has been based on Gray’s Inn Road in King’s Cross since 2008 while Antony Gormley, famous for his Angel of the North outside Gateshead, easily accessible on the train from King’s Cross, has been in the area since 2004. If ever there was an object lesson for students of town planning and architecture that investment in infrastructure is of central importance to the prosperity of an area, it is in the renaissance of these two stations. It is hard to believe that this area was only recently known only for seedy hotels, drug dealing and prostitution. Now it is the site of bustling popular restaurants, an open air amphitheatre and a pretty canalside walk. All thanks to the local transport hubs and a total of £3billion worth of investment, about half public, but with lots more private money pouring in. These are heady times for King’s Cross.

REVENUE RISK IN BUS AND RAIL

The plan by Nexus (The Tyne and Wear Passenger Transport Executive) to introduce Quality Contracts for bus operations in Tyne and Wear has been controversial and has re-ignited the debate on passenger transport revenue risk. Rail – ‘traditional’ franchises At the core of the rail franchise model, a passenger rail franchise is a contract granted by a government body to a train operator which allows the operator to run services on specified routes. Under the ‘traditional’ franchise model, the train operator has generally assumed the passenger revenue risk and corresponding reward. However, the model has not been settled. There were difficulties in the first round of franchising after privatisation; the Strategic Rail Authority was required to step in and revise the level of support offered to some franchises so that they could remain solvent. There has always been a tension between a train operator retaining revenue risk in the context of a business where passenger service and other restrictions in the franchise agreement seriously limit the extent to which a train operator may control its cost base. The recognition that private sector organisations need some form of protection or insulation from unacceptable levels of risk on the railway led to the introduction of the ‘cap and collar’ mechanism which committed the Government to supporting rail operators if revenue fell below predetermined levels after a certain period. Such mechanisms have been used since the 2008 recession and have insulated certain operators from the full consequences of their otherwise total revenue exposure. There has been some criticism of the ‘cap and collar’ mechanism and, indeed, it was abandoned in

favour of a GDP linked economic risk share mechanism as part of the aborted InterCity West Coast franchise competition. Richard Brown remarks in his Review that this issue is yet to be satisfactorily resolved, and the ‘new’ model for economic risk share has yet to be established.

In contrast to the ‘traditional’ rail franchise model, rail operators operating a ‘concession’ are subject to a much less significant level of passenger revenue risk. This is because they are paid a contractual fee to provide the service and the revenue raised from that service is passed to the letting authority. This allows the operator to predict and plan for its level of income with a greater degree of certainty than it may be able to if it assumed full revenue risk. The passenger revenue risk therefore lies with the relevant transport authority, and as a result the authority is normally keen to

maintain a greater amount of control over how the rail operator conducts itself on the concession. For this reason, concession agreements are generally much more tight and stringent than franchise agreements. Each aspect is usually heavily specified so that the authority can indirectly manage its own revenue risk. Train operator performance can also be regulated by various defined rewards or penalties contained within the concession agreement. These might relate to any number of performance indicators, but can also relate directly to revenue streams. For example, Transport for London (TfL) shares fare revenue on a 90/10 split with the operator on London Overground routes. Similarly, there may be a penalty for lower than expected revenue yield. In this sense, operators may be motivated by a desire to increase revenue on the lines they run without being exposed to much actual revenue risk. Of course, this means they also take a lesser share of any reward than they might if they were operating a franchise. To date, concessions are seen on regional networks such as London Overground and light rail or tram systems such as Manchester’s Metrolink, Liverpool’s Merseyrail and the North East’s Tyne and Wear Metro. However, the more ‘horses for courses’ approach to franchise specification has also meant that the Department for Transport is currently procuring the Thameslink Southern Great Northern franchise on the basis that it retains farebox revenue risk.

Buses – Fully De-regulated Model Before de-regulation of the bus network, there was a significant gap between the cost of running the buses and the revenue generated from passenger fares. Each year, the taxpayer lost money to the buses. Deregulation shifted this entire passenger revenue risk from the public to the private sector, with bus companies generally exposed to all of the revenue risk, often without the security of subsidy payments or contractual fees. Under the de-regulated model, companies may compete with each other along the same routes, with bus operators encouraged by the market to pitch themselves competitively, efficiently and competently to the public in order to generate their revenues. In practice, the exposure to revenue risk and intense competition has led to a reduction in the number of surviving bus operators. Critics of the current system argue that there are too many monopolies on the bus network (with a few large operators barely competing with each other from their settled routes and territories), fare escalation and insufficient services on the less profitable routes. Supporters counter this with the observation that the market is fairly stable, customer satisfaction is good and none of the revenue risk lies with the Government – exactly the scenario de-regulation set out to create. In fact, the Competition Commission investigation into the bus market in the UK demonstrated that 50% of the market is still owned by independent operators.

Buses – Regulated in London Unlike the more usual fully de-regulated model described above, London’s bus network is subject to regulation. Companies may only operate in London under a contract from TfL which stipulates where and when they can run services and how that service may be performed. Initially, attempts to shift revenue risk through to the private sector through the use of contracts linked solely to revenue income were unsuccessful. Currently, TfL uses an incentive based contracting model whereby

operators are rewarded for meeting targets based around quality of service. As part of the model, TfL retains the revenue risk by collecting fare revenue and rewards bus operators for good performance based not on levels of revenue raised but on deemed levels of customer satisfaction.

Buses – Quality Contract The Quality Contract Scheme has been the subject of polarised debate since local authorities were given the power to set them up in the Transport Act 2000. To date, local authorities have been slow to take up the ability to introduce Quality Contracts, perhaps as they can be regarded as a last resort when there has been market failure.

The Quality Contract model therefore represents a return to a more regulated industry, where the revenue risk is carried chiefly by the local authority whose intention is to invest a proportion of any profits into the community. This aspect of the scheme has been criticised as the local authority could again become exposed to loss should the scheme lead to a fall in profit levels.

Where next for revenue risk? There is no ‘one size fits all’ solution. The solution, of course, depends on the question, and the question always changes (as does the personality of the public authority answering the question, which is of course subject to the vicissitudes of political accountability).

The Quality Contract model therefore represents a return to a more regulated industry, where the revenue risk is carried chiefly by the local authority whose intention is to invest a proportion of any profits into the community. It is also open to operators to consider other models, such as a less regulated Quality Partnership which allows the operators to retain control, as shown in Oxford and West Yorkshire. However, Nexus is currently seeking to impose Quality Contracts in Tyne and Wear and other local authorities are publicly considering them. The Quality Contract model involves a local authority taking control of the time-tabling, fare level and day-to-day operation of the bus services in that area. The proposition could also involve the local authority taking control of fare revenues and perhaps re-investing a greater proportion of the profits in local services. In return for providing a bus operating service, the bus company would get a contractual fee with performance related rewards and penalties. The bus operators would also lose a significant amount of control to the local authority and any remaining elements of competition would be removed.

So, passing revenue risk to the private sector may look attractive if the priority is promoting innovation, generating competition and avoiding a strain on the public purse. But it looks less attractive if the priority for the transport authority is heavy specification of a public transport service. Placed in this context, Quality Contracts do not seem quite so controversial – public transport in the UK has been a partnership between the public and private sector for some time, with most major private sector operators equally happy to bid for new business based on passenger risk being held by either the public authority or the private sector. Therefore, it is hardly the revenue risk position under Quality Contracts that is so controversial. The disagreement is more about the particulars of introducing a new regime after liberalisation has taken hold and the private sector has developed mature and successful businesses in its wake. But that is another story.

ver the past year, the Office of Rail Regulation (ORR) extensively consulted with members of the public, consumer groups, industry, governments and Network Rail in drawing up the multi-billion pound plan to grow and improve the rail network between 2014 and 2019. What we are particularly focusing on, in this review, is putting passengers right at the heart of these decisions. By 2019, the regulator wants to see a railway that actually delivers what its customers expect and have paid for. The plan is designed to deliver better punctuality and reliability, more capacity and seats for passengers, and a much more efficient railway. ORR is funding Network Rail to deliver nine out of ten trains on time on regional, London and South East and Scottish routes, as well as halve the number of severely late or cancelled trains on long distance passenger services. We have toughened the targets for long-distance passenger trains. By 2019, fewer than three in 100 trains on the West Coast Main Line and around four in 100 trains on the East Coast Main Line should be hit by severe disruption (delayed by more than 30 minutes/cancelled).

4000 additional long-distance trains on the Great Western main line will be required to run on time. In order to achieve these stretching, but deliverable targets and new incentives, the industry will need to work closer together for the communities they serve – supported by a strong focus on areas which need improving. One of the major factors hindering performance and reliability of services is the condition of the assets on our rail network – tracks, signalling, drainage, bridges and earthworks. Too often we see the network unable to cope in bad weather with severe disruptions to passengers as some of the equipment fails. ORR has for the first time set new regulatory targets for Network Rail’s asset management in key areas where performance needs to improve, particularly focusing on how it manages, maintains and

renews the rail network. Better asset management will allow the company to move from a ‘find and fix’ approach to maintenance to a ‘predict and prevent’ way of working – nipping problems in the bud before they become an issue for passengers, improving both performance and efficiency. Although punctuality and resilience of the network are some of the key concerns, safety has been paramount in drawing up the five-year plans. Britain is amongst the safest rail networks in the world, however, there can be no room for complacency. Safety runs right across our plans, and we provided an increased dedicated funding of £109million to close around 550 level crossings and improve safety at hundreds more across the network, as well as an extra £571million to upgrade structures such as bridges and tunnels. There will also be around £250million to help improve safety

Within this, projects totalling more than £7billion do not yet have clear delivery plans or costs. ORR is giving Network Rail until March 2015 to work up detailed and efficient plans for these projects before we sign off on the costs. This will ensure that our determination is both deliverable and makes best use of public money. ORR is also keen to see Network Rail involve rail users and train operators to give them a bigger role to shape the specification and delivery of these enhancements. This will put passengers at the core of decisions on how the railway is improved. savings will not come at the expense of safety, they will be achieved through the implementation of new technologies, better management of the railways, and more efficient ways of working. This final plan for Britain’s railways between 2014 and 2019 will deliver a safer, higher performing and more efficient railway. It improves the resilience and sustainability of our rail infrastructure, while equipping the network to meet growing demand and rising customer expectations. With increased levels of funding in vital areas such as safety and closer monitoring from us, we expect Network Rail to build on past successes, and beat the challenges we have set.

t’s no secret that the UK rail industry is suffering from a skills shortage. A recent survey conducted by The Institution of Engineering and Technology (IET) found that 50 per cent of the 400 organisations it interviewed are recruiting engineering staff and that transport is one of the sectors recruiting most actively. Many in the industry are feeling the pinch of this shortage with important infrastructure projects to deliver including HS2, Crossrail and the Great Western Electrification Programme. So how are engineering firms bridging the skills gap? Offering opportunities to apprentices and graduates is one option which has paid dividends to design, engineering and project management consultancy

Atkins. This year the company has welcomed over 400 graduates and apprentices to its businesses across the UK, which is one of its largest intakes ever. The company is also a member of ‘The 5% Club’ which is a campaign designed to boost the number of apprentices and graduates in the workforce. We take a look at what Atkins is doing to train and retain skilled railway engineers. Investing in the next generation is something that Atkins’ Rail business takes seriously. Its Rail Communications Systems (RCS) business has been running an apprenticeship scheme for four years now. Under the scheme, apprentices complete a Level 3 Certificate or Foundation degree

in Electronic Engineering which provides them with basic engineering knowledge. On the job they get a wide range of experience from installing CCTV cameras to designing rail communications systems. The scheme has recently been approved by the IET which shows that it is providing apprentices with professional competence, while demonstrating a commitment to their development and progression. IET approval also means that Atkins’ apprentices will have a streamlined application process for gaining Engineering Technician (EngTech) status once they complete their training, providing them with more opportunities. To date the scheme has introduced ten young people into the rail industry. Of these, four apprentices have completed their Level 3 Certificate with three out of the four now undertaking a foundation degree. Two apprentices have finished their foundation degree and five apprentices have achieved EngTech status. Philip Parker who is head of design for Atkins’ RCS business believes that the success of the scheme lies in giving apprentices meaningful work. “It’s important that apprentices are given challenging, interesting tasks that develop them as engineers,” he said. “When they are on site I want them to learn something. A lot of the work that I have done over the past few years is about educating our business on the value of apprentices.” This work has paid off with Atkins’ apprentices finding real value in their training. Laura Reardon is an assistant engineer who started with the business in 2009. Having spent the past four years working in the rail industry, she has just applied for chartered status. During her time at Atkins she has worked on a range of projects including safety risk modelling for train operating company Southeastern, helping it gain approval to run services during London 2012. She gained valuable experience as assistant project manager to deliver the outline design so that London Underground could introduce new S7 rolling stock onto the existing infrastructure on the Metropolitan, District, Circle and Hammersmith & City lines. Laura is currently producing operational telecommunications design for the East Sussex Coast re-signalling project.

Speaking about her experiences of Atkins’ graduate programme, Laura said: “I’ve had the opportunity to work on a variety of interesting projects and to find out what type of work appeals to me. The people I have worked with are enthusiastic about what they do and have given me their time and support. I’ve learnt a lot and feel like I have added value to the projects I have worked on and am looking forward to achieving chartership.”

With rail passenger numbers expected to rise by a further 14% by 2019, ORR has approved a £12billion programme of enhancement projects to boost capacity on Britain’s railways. Like any growing business, there are plenty of opportunities available. Next year Atkins’ rail business will be looking to employ over 40 graduates and a number of apprentices as well. The business

usually looks for graduates who have completed a degree in Civil & Structural Engineering, Electrical Engineering, Mechanical Engineering and other technical disciplines. Wider skills such as the ability to communicate effectively, work in a team and initiative are also taken into account. Clearly there is an important role for apprentices and graduates to play in the rail industry. Douglas McCormick, managing director of Atkins’ rail business has recently been appointed a Commissioner for the UK Commission for Employment and Skills. Speaking about the challenges facing the rail industry, he said: “There is a significant skills shortage in the engineering sector and enthusing the next generation about career opportunities is going to be key to ensuring the UK produces world-class engineers and delivers world-class projects.” It appears that employers who invest in graduates and apprentices and ensure that they are given a well rounded learning experience will be doing their bit to plug the shortage of engineers in the UK.

The direct cost of metal crime has been estimated by Deloitte at £220million per year with indirect costs far greater, although an Association of Chief Officers (ACPO) report from 2010 put these costs much higher, at £770million. The disruption caused by metal theft has had a huge impact upon the rail industry, and in 2010-2011 there were 995 incidents of cable theft-related disruption that caused 365,265 minutes of delays, costing approximately £12million in compensation and around £16million in total. British Transport Police (BTP) was quick to identify metal theft as an emerging issue. Chairing the ACPO Metal Theft Working Group and the equivalent committee in ACPO Scotland, it presented the Force with an opportunity to lead in developing police policy and tactics, mustering forces and other law

enforcement agencies, and driving partnership working to tackle offending and raise awareness of the issue. The ACPO Metal Theft Working Group, chaired by BTP Deputy Chief Constable Paul Crowther, developed a national strategy, covering four key areas with short, medium and longterm aims. 1. To increase the effort required to steal metal by improving security through better industry practices. 2. To increase the risk to offenders by ensuring that the theft of metal is no longer seen as low risk by criminals through the use of targeted enforcement action. 3. To reduce the potential rewards of selling stolen metal and to provide dealers with the tools to identify stolen metals and discourage the thieves from stealing metal by reducing the cash benefits and increasing risk. 4. To increase the risk to dealers of handling stolen metals and place a greater responsibility on scrap metal dealers to take all reasonable steps to ensure they are not unintentionally supporting criminal activity.

SECURITY: SCRAP METAL DEALERS ACT 2013

995 In 2011-2012 there were 995 incidents of cable theft-related disruption on the railways.

Pressure from police and industry partners, including Network Rail, led to the creation of the National Metal Theft Taskforce Programme (NMTTP) at the end of November 2011, with the Government committing £5million for additional operational activity by police, other law enforcement agencies and partners to tackle metal theft. NMTTP funded a small central team within British Transport Police to manage the programme and support metal theft investigations and operations in each region. NMTTP supported 202 bids for funding and has committed £4.6million of financial support for operations and coordination activity. NMTTP financially supported the pilot of Operation Tornado, an enhanced identification initiative agreed with the British Metals Recycling Association (BMRA). The positive reaction to the initiative resulted in a high level of adherence to Operation Tornado by scrap metal dealers (SMDs) across the country, with 84% of yards nationally signing up. This proved hugely effective in eradicating the anonymity some thieves enjoyed in the past and, last year, amendments to the Legal Aid, Sentencing and Punishment of Offenders (LASPO) Act outlawed all cash transactions at metal yards to make life harder for those who flout the law, with significant fines for

dealers who fail to abide by the rules. Now, the Scrap Metal Dealers Act 2013, has codified some key changes, including: More rigorous licensing regime for scrap dealers; Greater powers to shut down unlicensed yards; The creation of a single, national, publicly available register of all scrap dealers; A requirement for sellers to have verifiable identification. The new regime applies to all sitebased dealers, as well as motor salvage operators and mobile collectors, all of whom must now apply for a licence from their local authority which lasts three years. The latter two categories have previously been excluded from any licensing regime. Regular visits to those covered by the new act will take place to help educate scrap metal dealers on the changes and to ensure that those who choose not to comply with the legislation are penalised. Metal theft crime on the railway decreased by 51% in the financial

year 2012/13 compared to the national average of 44%, while yearon-year Network Rail continues to report a 42% reduction in incidents with a 66% reduction in minutes lost. For 2012/13, the most recent year with complete figures, there were only 287 incidents of disruption, creating 160,254 minutes of disruption with around £5million compensation costs and approximately £12million overall costs. The Scrap Metal Dealers Act will remove the anonymity of those selling metal through its requirement for identification and reduce the rewards for those hoping to sell stolen metal with the ban on cash payments. In addition, Network Rail has improved its approach to potential thefts, using focussed intelligence to their direct patrols in hotspot locations and fast time reporting for an enhanced response from BTP. Where incidents do occur, fast time debriefs ensure any lessons learned are disseminated quickly and through the appropriate channels. The SMD Act 2013 is one element of a range of activity directed towards protecting assets on the railway from theft, detecting those who put themselves at risk by offending, and ensuring the railway network provides a safe and undisrupted service for its users.

s a train operator that does not own the physical assets it operates, ScotRail is limited in what measures it can take when considering alternative energy sources. However, alternative sources of energy are a proven and cost effective way of reducing the environmental impact of running Scotland’s railways.

ScotRail has a long-term commitment to improve the environmental performance of Scotland’s railways. It uses income from renewable generation to fund additional programmes, introducing a method of ‘financial recycling’. ScotRail also

applies the conventional energy management philosophy to help deliver a more sustainable future: No Cost – Changing behaviour to reduce waste. Through ScotRail’s Environmental Champions network, it is trying to eliminate waste by encouraging staff to highlight opportunities through the Your Recognition scheme. The scheme not only encourages and rewards initiative, but also gives employees a chance to be heard. Low Cost – Incorporating measures such as insulation, sensors and control along with low energy lighting within refurbishment schemes as well as, in some cases, stand-alone projects.

For example, it has renewed the heating system at the Ayr Townhead depot, adding more accurate thermostatic control and eliminating overheating. As part of the scheme’s development, ScotRail assessed the thermal performance of the building and is now installing additional thermal insulation to the roof space. Investment – The train operator has funding to carry out a number of strategies including development in alternative energy. However the funding is not limited to renewable energy – combined heat and power is also being installed at the Haymarket depot with any savings from importing energy being ‘recycled’ and used for future projects.

Wind turbines: ScotRail’s efforts to become a more environmentally-friendly train operator were highlighted when it installed two wind turbines at its Bathgate depot – the first time that turbines have ever been installed at a ScotRail depot. The 5kW turbines have been up and running at the West Lothian depot since the start of September. The project will save almost eight tonnes of CO2 per year, as well as producing approximately 14,000kWh of electricity – enough to power a small station like Greenfaulds in Cumbernauld.

Montrose station last summer became the first staffed station in Scotland to create its own wind energy. The turbines used are part of ScotRail’s renewables portfolio that is funded by the rail operator under a franchise commitment. It is estimated that the turbines will save the rail operator around £4,500 in energy bills every year with all of the savings being reinvested in more renewable energy schemes on Scotland’s railways. Pat Callaghan, director of facilities and building services, said: “The wind turbines at Bathgate are part of our continual focus on providing a more environmentally-friendly and energy efficient railway for Scotland. They will have a positive impact on the environment and help us save money for use in further exciting eco-friendly projects.”

Considerations for future developments As a train operator, ScotRail is aware of the barriers that arise from introducing environmental measures into its depots and stations. However, the company has taken the approach that an assessment of the available technologies applied to each location will ensure that the best value opportunities are developed. This requires collaboration with rail industry stakeholders, Network Rail and Transport Scotland.

ScotRail works with its sister TOCs to identify opportunities and discuss the benefits and risks of pursuing them. It is possible to use more generic material and apply this to rail applications, and this is where ScotRail can use its industry knowledge. By monitoring the outcome of our schemes, we hope to not only reduce our impact in the most effective manner, but to contribute to the body of knowledge for the rail industry.”

Additional strategies used by ScotRail to help reduce the environmental impact of running Scotland’s railways: Launched a renewables portfolio – installing solar panels on seven station roofs and the first wind turbine at a staffed Scottish station (Montrose station). By January 2013, these had produced a total of 16,200kWh of energy – the equivalent of nine tonnes of CO2 (about the annual CO2 output of an unstaffed suburban station). Achieved a 3.5% annual reduction in diesel fleet CO2 emissions by expanding its pioneering ecodriving project, which trains all its drivers in techniques to cut throttle use and engine idling. Worked with Network Rail to electrify 8km of line between Paisley Canal and Glasgow Central, significantly improving environmental performance. As well as cutting noise and boosting air quality, electrical trains reduced CO2 emissions on the line by over a third, from 0.23kg to 0.15kg per seat. Installed its first-ever rainwater harvesting system to recycle water from the roof of Corkerhill depot for use in cleaning the undersides of trains.

ith the forewarned arrival of the St Jude storm at the end of October this year, Network Rail and train operators across the UK were required to make difficult decisions about how to proceed with their transport services. Memories of the devastating 1987 storm, famously dismissed by weather forecaster Michael Fish, were a source of concern for many. Assisted by weather forecasting services, the decision was made to make cancellations across London and in

the surrounding regions. The move was generally regarded as sensible, and the industry was able to uphold its proud record of no passenger fatalities since 2007. With an ever increasing requirement for the railways to be safe, reliable and efficient, it is important that the industry remains abreast of current and future weather conditions. A variable that, if wrongly predicted, can cause travel delays, cost money and endanger lives. It is therefore recognised that specialist forecasting services must be employed in order to ensure that

appropriate action is taken during times of adverse weather conditions. Organisations such as the privately owned MeteoGroup offer customised and localised forecasting services to the railway industry, providing an understanding of the needs and requirements of those operating within it. Whether seeking clarification on an impending situation or in need of advice about |the best way to move forward, clients are able to discuss forecasts with meteorologists over the telephone. Meteorological knowledge can then be translated into valuable operational decisions.

Clear and easy-to-use interactive weather maps, tables and graphs are also available to clients and can be understood regardless of weather expertise. Current weather conditions and forecast data alike can be accessed for specific railway stations and infrastructure, and warnings of adverse weather conditions can be given up to five days in advance. Sensible and accurate planning, enabled by foreseen weather issues, can serve to significantly reduce expenditure and unexpected service disruption. Recognising that there is a wide variety of weather factors that can affect the tracks across the UK, weather forecasting services endeavour to provide clients with the specific information to address adverse weather conditions. Leaf fall on the tracks is a common hazard during the autumnal months leading up to winter. A mature tree is capable of producing and shedding up to 50,000 leaves every year. Millions of trees can be found across the UK’s 30,000 hectares of railway and their fallen leaves are inevitably swept onto the tracks by the slipstream of passing trains and also windy weather conditions. The Teflon-like coating that develops on tracks as a result of trains passing over these leaves then behaves like black ice, reducing braking ability. Forecasters can identify areas where low adhesion may become a problem due to wind, precipitation and leaf fall, reducing the risk of potential dangers on the tracks. Dropping rail temperatures and freezing rain can increase the risk of ice developing on railway tracks and overhead power lines during the winter period. Forecasting services assist companies in predicting and understanding where icy conditions are likely to be an issue, and anti-ice treatments can then be administered in a timely manner. Potential problems caused by the ice can thus be prevented before they have occurred. Similarly, where overtopping may become a problem on coastal rail lines, making routes more dangerous and possibly impassable, forecasts providing details of prevailing sea conditions near-shore and at inshore defences are available. Colour-coded warning emails (red, amber, green) are issued, using information regarding

wind, water level, swell direction, wave height and wave period to determine the risk of overtopping. Safety concerns can then be promptly addressed with the appropriate urgency and in the appropriate places. Hazard warning systems can be tailored specifically to the requirements of clients. It is possible to specify certain weather conditions that are of particular concern in specific areas. Critical thresholds can then be set, enabling warnings to be given when these thresholds are at risk of being exceeded. Safety, reliability and efficiency can all be improved upon with the help of these hazard forecasts.

Sensible and accurate planning, enabled by foreseen weather issues, can serve to significantly reduce expenditure and unexpected service disruption. Weather forecasting for the rail industry is constantly improving. MeteoGroup, whose clients include Network Rail, DLR and London Underground, continually invest in research and development, improving upon their service in line with the latest developments in meteorology. Jeremy Fidlin, UK Sales Manager at MeteoGroup, explains, “We are always striving to improve the services we offer. One area we are currently looking to develop is our forecasting of low adhesion on the railway lines, advancing the model we presently use to an even higher resolution.” The private weather forecasting industry is driven by the trusted relationships that develop between forecaster and client. In recognition of this, Jeremy further explains, “MeteoGroup offers tailored advice from experts who are specially trained to provide assistance in specific areas that matter to the rail industry. Our forecasters work extremely closely with our clients in order to help develop solutions to problems that occur due to adverse weather.”

ith over 450 industry professionals in regular attendance, the dinner at the Derby Roundhouse is perhaps the most prestigious networking evening of the rail calendar. As well as providing an annual opportunity for business leaders and key industry decision makers to meet, it has, since 2012 become an invaluable fundraising hub for Railway Children. Last years’ event saw Andy Ridout of rail recruitment company, advance Training and Recruitment Services (advance-TRS) announce his personal challenge, a challenge that would see him endure a freshwater swim of 2.4 miles, an agonising 110 mile bike ride, followed by a gruelling marathon across the hilly terrain of Dartmoor, all in all, an ironman. In aid of Railway Children he aimed to raise a staggering £10,000 whilst inspiring others to step forward and support him on his journey to

end child neglect. The Roundhouse provided a perfect reception for his announcement; that night Ridout raised £3,700 towards his target. One year on and it seems that ‘Ironman Andy’ as he has become known has completed his journey in more ways than one. Since last year the dinner at the Roundhouse helped raise in excess of £85,000 for Railway Children, with Andy having personally raised a staggering £12,777 towards that total. We recently caught up with the man himself, he spoke frankly about the race that pushed him to his limit. ‘It has been an emotional twelve months’ says Andy, who celebrated his 41st birthday two days after completing the race. ‘The training was definitely tough with many obstacles along the way, not least the back injury that almost meant pulling out at the last minute.

‘On the morning of the Ironman I was filled with excitement and apprehension and was very much looking forward to the swim, my favourite of the three activities (unfortunately the shortest too). There is nothing more sobering than entering a lake as the sun rises, the sky was clear and the red glow as the sun came up was magnificent. The atmosphere on the lake side was buzzing and everyone was in high spirits. In such events there is a feeling of unity and camaraderie amongst the contestants and everyone is really encouraging of one another.

‘The swim was exhilarating but as I mounted my bike the excitement and fear of what lay ahead was consuming. I had a very sore back and was conscious of the impact the hilly terrain may have, it didn’t take long for my fears to be confirmed; the 3rd mile of the 110 was a mile long climb which induced exceptional muscle tightening, after that I’m not sure how I managed to persevere but somehow I kept going. ‘The views during the ride were magnificent and I was filled with a spectrum of emotions ranging from determination, to frustration to adrenalin fuelled excitement as I descended at speeds of up to 40mph. On the 109th mile I had a sudden sense humour failure; the race owners having decided to put the finish at the top of a 40% hill! However, I was on the home stretch and as I pushed towards the cycling finish line I felt a combination of relief and immense satisfaction. Unfortunately my feelings of relief lasted all of 2 minutes as my attention was turned to the moors and the marathon that lay ahead. By this point my back was in agony and I was mentally drained, but I had got

so far and pulling out was not an option; even if it meant walking 26 miles I knew I had to cross that finish line. ‘The run was spectacular, the views breath taking. Every few miles I grew in confidence and relaxed into a routine of running for 4 or 5 miles and then eating and drinking to keep my energy levels going. At sun set I happened to be at the highest point of the moors and the view was incredibly inspiring, from this I drew encouragement and pushed on to complete the final 10 miles. ‘Crossing the finish line was extraordinarily satisfying and emotional; it was the end of a 12 month race. ‘I would like to say a special thank you to everyone who has helped support me on my journey to the finish line, the industry’s response to my efforts have been overwhelming and the £12,777 raised for Railway Children has been well worthwhile.’ There is still time to donate, just visit uk.virginmoneygiving.com/ AndyRidout alternatively, call Andy directly on 01483 361062 or go to secure.thebiggive.org.uk/project/19551 between the 5th and 7th November and double your money!
