Energy Efficiency: A Vital Tool to Help Build the Clean Energy Future
California is a global leader in the effort to reduce the greenhouse gas (GHG) emissions that affect our climate.

As we conclude 2024 and strategically plan for 2025, we are reminded of the pressing challenges and opportunities that lie ahead, especially regarding the housing policy crisis in California. The ongoing housing policy crisis is a self-inflicted dilemma that requires our attention and action. Meaningful policy reform is necessary to avoid significant obstacles.
However, we remain optimistic and steadfast in our commitment to advancing a pro-housing agenda. Advocacy lies at the heart of our mission, and with the unwavering dedication of our chapter leaders and members, we are poised to continue making a significant impact.
In 2024, we faced a myriad of challenges, including the insurance crisis, energy issues, local anti-housing policies, and increased development fees. Despite these obstacles, our organization has consistently demonstrated that we can make a difference in moving our industry closer to making housing attainable again for Southern California. In addition to our advocacy and electoral victories, our events have continued to provide invaluable networking opportunities and insights into the home building industry.
As we look ahead to 2025, we are more determined than ever to challenge the status quo. Our collective purpose as members of BIASC is what truly drives us forward. Together, we will continue to advocate for improved local housing policies, striving for a more equitable and prosperous future for all Californians. So Long, 2024! Hi There, 2025!

In this final issue of Southern California Builder in 2024, we have put together for you a celebration and remembrance of the year we have just gone through together. It was, from every perspective, a year well worth remembering. I hope you enjoy the pages that follow, as they will bring back memories of the great events and get-togethers big and small that brought the BIA family together and advanced our industry in 2024. Our events team is already hard at work on the 2025 BIASC event calendar, so watch for future announcements.
This year was a big year for our advocacy teams, with the government relations staff here at BIASC and in all the chapters working hard to reduce the impacts of regulation, unfair fees, and anti-housing activists on our industry. Every win we scored was important, of course, but of particular significance this year was our victory at the Southern California Association of Governments (SCAG), where we and our coalition partners succeeded in turning one of our original “Perfect Storm” threats, the Southern California Greenprint, from something that would have exposed our industry to endless litigation into a reasonable planning tool that we could support.
In this issue, you’ll find the final BIASC Chair & CEO Joint Message co-signed by our outgoing BIASC Chair Nicole Murray of Shea Homes. Nicole has been an outstanding and inspirational leader and she deserves a big round of applause from all of us for her dedication to BIASC and the homebuilding industry. In January, Mike Balsamo of Rancho Mission Viejo will take the helm of our organization, going full circle from being BIASC’s CEO to being its Board Chair. We’d say welcome back, but Mike has never left, staying deeply involved in BIASC through all the years between those two milestones.
Of course, there is also sadness as we consider entering the new year without some dear friends, colleagues and leaders who we’ve lost in 2024. This year the BIA family lost many friends and champions of the industry, including Brian Maag, owner of OC Drywall and member of the BIASC Executive Committee, former BIASC Chair and Orange County Chapter President Gordon E. Tippell, and Brian Nestande, who served as our Coachella Valley Chapter Senior Vice President. And sadly, in November our dear friend and colleague Randy Carver of Kovach Marketing passed away, snuffing out a light that illuminated so many of us. Because Randy was the heart and soul of this magazine, you’ll find a special tribute to him in the pages that follow.
In closing out this year, all of us at BIASC want to express our thanks to you, our members, for making this a great year for us. If you could extract DNA from bits and bytes for testing, you would find Randy Carver’s DNA on Southern California Builder because it is, in many ways, his baby. And Randy’s DNA will always be a part of every issue of this magazine. Randy tragically passed away on Sunday, November 10th. His passing followed a long and seemingly successful battle against cancer. In fact, just three days before the disease took him, after he had endured chemotherapy, radiation treatments and a painful but successful surgery, Randy and his wife Susan were told by his doctor that he had a clean bill of health.
Life, unfortunately, can bring cruel and unwarranted surprises.
Although his close friends could be counted in the hundreds, few knew that Randy, Vice President of Client Services at Kovach Marketing, was engaged in protracted mortal combat against cancer.
“He was very careful not to share his battle in a public way because he didn’t want his many friends to worry about him, which was so Randy,” his boss and coworker for 25 years, Dana Kovach told me. “He wanted them to appreciate the moment, to be in the now, to be happy. Even when he was hurting after his surgery last summer, he didn’t want to let go of his clients. He would reluctantly tell me he could hand off some, but so many more he still wanted to handle, to be there for them and to take care of their needs.”
Randy came back from that surgery to everyone’s relief, returning to the office and taking up work on behalf of his clients as if he’d just gotten back for a pleasant vacation in Cabo. But it turned out that the cancer was taking no vacations.
“I have never gained trust and loyalty in someone as quickly in my 46 years in the building industry as I did with Randy,” BIASC’s Chief Operating Officer and SoCal Builder’s chief editor Craig Foster told me. “Several years ago, I was in the process of bringing back Southern California Builder magazine and I was told to reach out to Randy to help me get the magazine digitally produced every other month. At our first meeting, Randy and I found that we had a lot in common – family, the industry, a passion for our work – and that we shared the same
sense of humor. From then on, every conversation, whether it was via Zoom, email, text, or a phone call, was filled with humor, even when we were discussing serious matters. This bond allowed us to work in a very enjoyable but very effective way and kept us and our teams grounded and smiling even on tough days.”
“I was always amazed at his willingness to go beyond the job and do things out of friendship. For example, I might mention a problem I was having with other vendors, and Randy would say ‘I can help you out’ and he would make the problem go away. Through his dedication to ‘helping me out,’ I eventually moved most of my outside vendor business over to Randy and the Kovach Marketing team and have never looked back. I wish I had known him longer and I grieve that now I can’t know him any longer. He truly was a generational spirit that touched everyone he met.”
As for me, I never met Randy because I left the marketing side of the business for the public affairs side shortly after he joined KM, but I did interview him a year ago for the December 2023 issue of this magazine. I have done dozens of these interviews over the years and his stood out as one of the two or three most enjoyable because he had such positivity and he was continuously brimmed over with excitement. Over the hour that we talked, there wasn’t the slightest hint that there was any sort of weight on his shoulders.
“I love what I do,” he enthused. “It’s relationship based, and I love my clients. We all have our jobs to do and our work to do, but when you’re working with fun people, people you know and who know about you, it makes it so much better. You become so willing to bend over backwards to get things done, because we’re on the same playing field with the same goal.”
Dana expressed the same thought. “He brought a tremendous amount of joy. He approached his clients as friends as well as business. Every time he showed up, his positive enthusiasm made the other person feel like they were important, that they mattered. All day long I could hear him in his office laughing with his clients, even if they were just going through the drier details of a marketing agenda.”
Brian Newquist, who worked alongside Randy as Vice President of Operations at Kovach Marketing, agreed with Dana, saying, “Randy, the life of the party, will be deeply missed. His infectious humor, boundless creativity, and quick wit brought joy to everyone around him. A natural collaborator, he made every project feel like a shared adventure, inspiring and elevating those he worked with. Though the world feels a little quieter without him, his spirit will live on in every new idea and our cherished memories.”
Clients and colleagues also are mourning the loss of the man who took their home sales so seriously and personally.
“Everybody’s friend – that’s Randy. He was hilarious, kind, creative and someone you could always count on. He loved his family and loved his work and it showed in every interaction you had with him. His bright spirit is missed tremendously,” said Karen Ellerman, Vice President of Sales and Marketing at Shea Homes, Southern California Division – the company that was Kovach Marketing’s first client and remains a client to this day.
Susan Cleary, Tri Pointe Homes’ Vice President of Marketing - Bay Area, added, “Randy brought light and laughter to every encounter we shared over the past decade, creating a lasting friendship that went beyond work. He approached life with inspiring joy and his deep love for his family was evident in all he did. I’m grateful for his friendship and the memories of his contagious joyful spirit will remain with me always.”
Our hearts go out to Randy’s wife Susan and their three sons, Jake, Grant and Zach, all in their 20s with their lives unfolding before them, now without the father who absolutely adored them. In addition to all the attention he gave to his clients, he also believed his mission as a father was to create great memories for his sons, which he did, taking them on a tour of baseball parks around the country, countless adventures on family vacations, and so much more, including the joy he brought to even the most mundane day. What a great gift and legacy to leave behind!
“To the end,” Dana said as we concluded our conversation, “he had a very optimistic perspective on what life still had to bring. He was probably the most surprised of all of us that he had passed away.”

How do you summarize an eighteen-year working relationship in a few words? Someone mentioned “gutted” to me this week, and that seems about right. For now, I will just say thank you Randy. Thank you for the laughs and for the inside jokes, and for providing consistency for so long as a colleague, a friend and someone I could, and did, look up to. I don’t envision a future without you, but I also know that isn’t an option either. So, I, we, will continue in your memory and hope we will make you as proud as you made your family, us and the industry and clients you supported. I’ll see you later buddy.

Randy wasn’t just a colleague; he was family. He was one of the first people I met when I started working at Shea, and right away he became one of my favorite people. For the past seven years, his presence has brought warmth and light into every room. The world feels a little dimmer now that he’s no longer with us. I will miss every email, text, phone call, Instagram message and hug. The way he spoke about his wife and three boys showed just how much he cherished his family, and I admired that deeply. Randy’s impact on my life will never be forgotten.
