BI A S C Letter from the Editor:

Shows, Centennials and Circus Acts Now that the Building Industry Show is over (see the BIS Inside Edition starting on page 30), it’s a good time to recognize some of the other things that have been going on at your Building Industry Association. But first, can I get a big “Thank you!” to our staff and the staff at BIA San Diego? They all pitched in, working through seemingly endless to-do lists building up to the show, during the show, and even after the show to help pull off what was probably the best BIS of all time. Putting on BIS is a bit like the circus act where a performer has a dozen plates spinning at the end of long poles – and it sometimes may feel a little like the act where the lion tamer puts his head in the lion’s mouth – but we get great satisfaction from hearing the accolades at the end of the show. So, thanks for all the applause, and, on behalf of the BIA staff, thanks to all of you who attended BIS and made our work worthwhile! Speaking of circus acts, at the first annual BIASC Builders vs. Associates Golf Tournament there were swings as graceful as a trapeze artist’s arch, putts as spine-tingling as a high-wire act, and maybe even a missed putt here and a slice there that might have reminded you of the clowns’ shenanigans. The Bella Collina Golf Course in San Clemente provided the players with a beautiful and challenging venue that seemed to inspire the Associates to greatness. By the time the last drive found the 18th hole, the Associates had out-golfed the Builders by a score of 11 to 3. Will the builders get their revenge at the second annual tourney next year? Stay tuned…. On a more serious note, the BIASC PAC Gala on September 12 at the Balboa Bay Club in Newport Beach was a great success and will help to fund our Association’s all-important government relations programs as we enter a year of critical elections that will influence the homebuilding industry. Political communications consultant, pollster and author Frank Luntz proved to be an enlightening and entertaining special guest

speaker, providing predictions on the 2024 presidential election and other significant races. Looking ahead, the next big BIASC event we are all hard at work on is the Centennial All Regional Installation Gala on November 10th at the Rancho Mission Viejo Riding Park in San Juan Capistrano. What’s expected to happen at the Gala is the installation of BIASC’s 2024 Chair, Nicole Murray of Shea Homes and the incoming Board Presidents of our Los Angeles/ Ventura, Orange County, Riverside County and San Bernardino County Chapters, along with the Greater Sales & Marketing Council and the Council on SAGE Presidents– plus the Boards of Directors of all of the above. And, to top it all off, you’ll see the induction of the first class of the BIASC Hall of Legends. What’s not expected is … well, everything else. Since this will be the last big event marking BIASC’s Centennial Year, we’ve pulled out all the stops and turned over all the stones to make sure that this will be the night to be remembered. It’s a high bar, but for 100 years, Southern California’s building industry has been clearing high bars so, as the fliers say, Expect the Unexpected – and reserve your table now. Finally, you don’t need Southern California Builder magazine to tell you that these are the most tumultuous times our industry has faced since the Great Recession of 2008. If there’s any relief in sight, you can be sure that your Building Industry Association will be fighting for it, because working for the furtherance of homebuilding in Southern California is just what we do. We know that whenever sales slump it’s necessary to cut expenses, but to re-cast a great old inspirational quote, when the going gets tough, the tough can’t get going without your membership dues. In down markets, there is more that BIASC needs to do than in good ones, so please, when you get your membership dues notice from BIASC, process it quickly. And when that’s done, think about someone you know who needs to join BIA and give them a call! That’s how we will stay strong for another 100 years. 

BIASC New Home Market

Quarterly Report Sales and Prices Stabilize Amid Higher Rates The new home market has proven resilient in the face of higher mortgage rates and historically poor affordability. New home projects continue to benefit from constrained resale supply and mortgage rate buydowns, allowing buyers to access sub-6% fixed rates. • New home sales in Southern CA averaged 3.5/mo/project in Q3 which is above the 2016 – 2019 average (2.8/mo/project) for the third quarter. Q3 sales are down slightly from Q2 (3.9/mo/project) corresponding with a typical seasonal slowdown. Orange County led the way in Q3 with an average sales rate of 4.3/mo/project.

• Prices were relatively flat in Q3 after rising rapidly in the second half of Q1 and throughout Q2. Despite low new and resale supply, poor affordability has curbed demand resulting in a price ceiling in most markets. Material price growth will likely not return until interest rates come down closer to 6% (or lower). As the new home market finds its footing in a higher interest rate environment, there have been interesting shifts in the Southern California land market. The following summarizes key trends related to failed/ modified escrows, land buyers, and sales by lot condition provided by Land Advisors California.

Top 3 Reasons for Failed and/or Modified Escrows in the Most Recent Quarter

• Cancellations averaged just 10% in Q3, down a tick from earlier in the year. A cancellation rate in the 10 – 15% range is considered typical. The 2016 – 2019 average for Q3 was 16%. A relatively low cancellation rate indicates most buyers are well qualified at current mortgage rates and competition is limited. Orange County had by far the lowest cancellation rate in Q3, averaging just 4%.

The top 3 factors causing transactions to fall out of escrow in Southern California are: (1) retrades influenced by market dynamics, (2) intricacies and terms within the Purchase & Sale Agreement, and (3) complications arising from the Cost to Complete. In Q3 2023, failed transactions decreased by 50% compared to the previous quarter. Market conditioninduced retrades remained the principal cause, accounting for 60% of fall-outs, while issues related to Cost to Complete, constituted the remaining 40%.

Share of Land Buyers By Type Public homebuilders have accounted for 57% of all residential land transactions so far in 2023, followed by investors at 21%, and private homebuilders at 11% of the deals. In Q3 2023, public homebuilders increased their market share to 62% while private builders decreased to just 9%. The continued dominance of public homebuilders reflects a bullish stance and capital capacity in the current land market.

Share of Sales By Lot Condition As the availability of finished lots declined in 3Q 2023 compared to earlier in the year, the share of semi-finished, blue-topped and unimproved lots increased. With 46% of sales in 3Q 2023, unimproved lots, consisting primarily of entitled land, represented the largest share of transactions.

PETER OWEN SHEA PRESIDENT OF J.F. SHEA CONSTRUCTION, INC., VICE PRESIDENT OF J.F. SHEA CO., INC., AND A LEADER IN HEAVY CONSTRUCTION, HOMEBUILDING, AND COMMERCIAL REAL ESTATE

From early in his career, Peter was most comfortable in khaki pants, a blue collared button down, and boots muddy from a J.F. Shea Co. heavy construction or Shea Homes building site. The J.F. Shea Co., Inc., renowned for its work on the Golden Gate Bridge, Hoover Dam, and Interstate Highway System, has been a leader in the heavy construction industry in the United States for over a century. A relentlessly hard worker, Peter grew up around the family business's construction sites, spending his childhood, adolescent, and college summers on dam and tunnel projects in the Western United States and working as 'chucktender' and miner on several tunnel projects. In 1961 he joined his cousin John Shea and brother Edmund Jr. as co-owner of the newly dissolved and reincorporated J.F. Shea Co., serving as the company's Vice President. He later served as President of its heavy construction subsidiary, J.F. Shea Construction. Peter led every Shea heavy construction project since 1960, and he left his mark on the industry through the innovations and improvements that the company achieved under his leadership. Alongside John and Edmund, Peter helped expand the Shea organization to include not only heavy construction but also one of the nation's largest privately held home building and real estate development companies, Shea Homes and Shea Properties. Peter truly was a building industry legend and he lives on in the hearts of all who knew and loved him.

The expectations were high, and the expectations were met. And then some. We thought that if we put BIASC and BIA of San Diego together, threw in the U.S.S. Midway, mixed it with a booth-packed exhibit floor, and stirred in our members, something incredible would happen. And it did, creating what many said was the best BIS ever! From the full-house BIASC Centennial Celebration (and BIASC 80th Anniversary Celebration) on the flight deck of the Midway at the start of BIS, all the way until the BIS Scream and Shout Party that entertained 280 of us at The SHOUT House! in San Diego’s famous Gaslight District at the end, every event was packed – and fun. Just check out the photos that follow. We honored our veterans with a Salute to America, with fighter jets, bands, parachutists, fireworks, and Medal of Honor recipient Sergeant Dakota Meyer. And we were inspired by our keynote speakers, global futurist Jim Carroll, who opened our eyes to AI, and Lakers star and business visionary Metta World Peace, who encouraged us all to do better. On the business side, it was standing room only at the Governing Board Meeting and Roundtable – the first time the Boards of BIASC and BIA San Diego met together to share ideas and solutions. The meeting’s keynote, California Business Roundtable President Rob Lapsley, provided detailed insights into what’s happening in Sacramento that will affect our industry. Amidst all that, let’s not forget that BIS is a trade show – quite a trade show! The 85 exhibitors that came to San Diego drew over 1,500 people to the show floor, and the biggest-ever Meet The Builder event attracted over 450 people eager to provide our Builder members with the products and services that will make tomorrow’s homes even better than the already amazing homes being built today. Now, you can relive the BIS experience by simply turning the page. 

Junior Builder Camp October 28, 2023 This month, the BIASC and BIA San Bernardino County Chapter co-hosted the Fall Junior Builder Camp in partnership with Builders For Better Communities Foundation. This full-day program was co-hosted by Fontana Mayor Acquanetta Warren and the Boys and Girls Club of Fontana and allowed 20 students to participate in day-long learning experience about the homebuilding process led by homebuilding professionals.
