Matt started at BIA San Diego in 1997 and has led the association through 28 elections, 450 candidate races, 16 mayoral elections, defeated multiple growth limiting initiatives, led the effort to knock out City Attorney Mike Aguirre, and raise the PAC from a struggling low six figure PAC to a now strong seven figure PAC which is active in every race to create the opportunity for housing supply on behalf of future homeowners and renters
Mike Neal, President of H.G. Fenton Company, had the honor of inducting Matt into the Hall of Fame at the annual Installation Dinner. “To know Matt is to know that Matt is much more than the sum of his accomplishments. He is warm, funny, modest, good-natured, non-assuming, respectful, caring, passionate, loyal, faithful, level headed, smart, and driven. He is arguably the best lobbyist and the best housing advocate in all of Southern California. He has done so for 25 years, giving his very best, every day Matt has achieved more as a single operator than teams of policy consultants and lawyers could ever hope to pull off”

Gbeh founded and served as the President of the San Diego County Democratic Farmer Coalition, a San Diego County Chartered Democratic Club and Political Action Committee.
The San Diego County Building Industry Association has hired Hannah Gbeh as our new Vice President of Government Affairs.
“I am thrilled to have Hannah leading Government Affairs as BIA’s new VP,” said Lori Pfeiler, President and CEO of the BIA. “Hannah understands our sense of community really only comes when we have enough homes for San Diego families. She has the right experience for our association.”
Gbeh has an extensive background in environmental science and political advocacy. Her last role was as Principal Environmental Planner for SWCA Environmental Consultants.
Prior to working at SWCA, Gbeh served as Executive Director of the San Diego County Farm Bureau from 2019-2022. At the BIA, Gbeh replaces Matt Adams, who is retiring March 31 following a successful 25-year career with the BIA.
“It’s an honor to join the BIA,” said Gbeh, who brings nearly a quarter century of experience as a teacher and researcher of environmental science, with a focus on land use regulations. “I’m looking forward to working with Lori and the team to help ensure our region has enough homes, infrastructure, and services to accommodate San Diegans and future generations. The challenges we face are great, but there is no better organization advocating for housing than the BIA.”
Gbeh holds a degree from the University of Michigan in environmental science, with a minor in global climate change and a focus on environmental justice. She is a County of San Diego Qualified Environmental Impact Report Preparer and holds Gubernatorial and Supervisorial appointments. In addition to Gbeh’s professional experience, she has farmed for nearly a decade within the County of San Diego, including owning farms in Jamul, Valley Center and Bonsall. In 2017, Gbeh founded and served as the President of the San Diego County Democratic Farmer Coalition, a San Diego County Chartered Democratic Club and Political Action Committee.
“All of us at the BIA are excited about Hannah and the skills she brings to our advocacy work,” said BIA Board Chair Chris Hall of Hallmark Communities. “She brings a wealth of knowledge and experience to the job and a strong voice with a deep understanding of our housing crisis and the challenges facing people who need a home and the people who build those homes. She is a great addition to the team.”
Pfeiler added: “Hannah is uniquely qualified. Interesting, at this time when housing is such a crisis, the BIA and so many institutions are women-led. I look forward to working alongside Hannah and seeing what she accomplishes on behalf of San Diego families.”

The Sales & Marketing Council of the BIA of San Diego exists to promote a high level of professionalism through enhanced educational and motivational programs that enable membership to respond to housing challenges, opportunities, and trends within the community. By joining San Diego's SMC, the premier forum for Building Industry marketing professionals, you will have the ability to exchange ideas, share knowledge, expand your skills, and stay on top of the latest trends through industryspecific workshops and events that will inspire your creativity to give you a competitive edge.
SMC provides a dynamic network of professionals interested in positive housing solutions in San Diego County. Our council provides educational and motivational programs and events to serve sales and marketing professionals in the new home industry.
The Sales & Marketing Council provides a platform to connect and share ideas, knowledge, and resources. It serves its members and supports:
Small, medium, and large volume builders/ developers
Employees of builders and in-house sales and marketing professionals
Related Associates and/or consultants
Independent new home sales and marketing professionals
Independent Realtors
SMC's events and educational programs are designed to encourage individual excellence. Membership in the San Diego BIA's SMC includes automatic membership in the National Sales and Marketing Council (NSMC).
Awards - The Sales & Marketing Council provides an awards program on a quarterly basis to recognize the contributions of the dedicated BIA professionals of our industry. The members of this committee will assist in the coordination of the awards format, judging, and presentation each quarter.
Education - This committee provides educational opportunities to its members to further personal and professional growth in the industry. Members of this committee inform other SMC members on changing aspects of the industry as a whole through educational seminars and networking opportunities.
Marketing - The Marketing committee of SMC sets the vision for and manages the overall marketing strategy to ensure that the council's goals and mission are aligned with the overall greater BIA. This committee creates content for SMC social media and produces the monthly People, Props, and Properties (PPP) newsletter that is sent to the SMC membership.
Membership & Networking - Membership & Networking are an integral part of the SMC council. This committee aids in facilitating connections with other industry professionals and its SMC members to create business and lifelong relationships to further progress its members in the future.
The Young Generation of Leaders Council was established in 2008 when y|GEN founders recognized a void in the Building Industry Association. From this void, they found a way to provide opportunities for development of its future industry leaders through the creation of this council. Y|GEN originated as a group of young professionals looking to make a difference in the San Diego Building Industry. Through education, networking, and leadership y|GEN has advocated for their generations' wants and needs in land development. Housing in San Diego is woefully undersupplied, but by new and different obstacles than what our members faced 5 to 10 years ago. Today's challenges include a lack of supply of housing and a need for revitalization of existing development that has fulfilled its lifecycle. Working with these challenges, y|GEN's members find friendships and lifelong industry resources to help grow and foster housing development and become industry leaders, together.
The Building Industry Association's y|GEN is an organization focused on empowering the young generation of future leaders to make meaningful connections and to work together to create a more sustainable housing future. The goal of y|GEN is to provide young professionals with the support and resources they need to stay informed on industry policies, foster meaningful relationships, and promote the benefits of y|GEN and the BIA to the greater of the industry.
Membership & Networking - Membership & Networking are an integral part of the y|GEN council This committee aids in facilitating connections with other industry professionals and its y|GEN members to create business and lifelong relationships to further progress its members in the future.
Education & Events - The foundation of y|GEN is to provide educational opportunities to its members to further personal and professional growth in the industry. This committee coordinates the y|GEN educational events throughout the year to further encourage knowledge and growth
Advocacy - y|GEN's Advocacy committee plays a key role in helping community stakeholders and government officials understand young leader's future real estate needs. This committee differentiates y|GEN from other industry groups with how influential the advocacy component is to its members and the overall role it plays in the building industry.
Diversity & Inclusion - y|GEN strives to cultivate a diverse and inclusive group of young leaders that is representative of the multi-faceted nature of the BIA This committee should be reflective of the diversity present in the San Diego Building Industry regardless of race, gender, and profession.
Mentorship - Since y|GEN's inception, the Mentor Program has and will continue to be integral to the development of its members. The Mentorship Program's goal is to provide guidance to y|GEN members seeking to grow personally and develop professionally

The Mentor Program gives young leaders in our industry the opportunity to be paired with and learn from a seasoned industry professional.
The Specialty Contractors Council (SCC) focuses on promoting the business of Specialty Contractors, Suppliers, and Associates while also providing support for the goals of the Building Industry Association of San Diego (BIA). The SCC creates value for its members by presenting opportunities for professional growth and success via educational seminars and networking events. These offer a forum for relationship development with other specialty contractors and Builder members.
SCC members are informed and updated at SCC meetings on current political, policy, and industry issues. SCC meetings provide an opportunity for a collaborative discussion on best practices that affect all aspects of the trades.
Our meetings have monthly member spotlights. The spotlight gives members an opportunity to provide other SCC members and guests with a better understanding of their business.
The SCC also offers monthly Builder/GC spotlights. The Builder/GC presents on their upcoming projects as well as the biding process and their specific needs.
The SCC organizes some of the most popular BIA events including: Meet the Builder Two annual educational seminars
Trade Topics - Explore relevant issues and trends affecting the trades and bring them to the SCC board for discussion. Education Seminars - Provide topics and speakers for general membership education seminars.
Builder Spotlight - Invite builder members to present their upcoming projects to the council.
Meet the Builder - Organize annual Meet the Builder event alongside BIA staff. This is the BIA's most premier event where trades and associates get to interact with builders.
New Member Liaison - The goal is to help new BIA members become familiar with the BIA events and invite SCC specific new members to SCC events/ councils.

The Building Industry Association's Political Action Committee (PAC) takes formal positions on political candidates and measures based on how the individual or the measure will affect our ability to build.
The BIA PAC is comprised of an outstanding group of industry leaders selected to make decisions on how and when to invest the industry's political capital to ensure a favorable business and political environment for San Diego's building industry. The mission of BIA Cares is to build and contribute to projects that facilitate charitable outreach on behalf of San Diego's building industry. The Building Industry of San Diego believes in giving back to the community it serves. In 1990, BIA established this 501(c)3, charitable organization to help build a better future for those in need. BIA Cares has donated more than $2.3 million to charitable projects and programs in San Diego County.
In addition to donating monies to political campaigns, the BIA Political Action Committee board members research voting records, conduct polling, and analyze local and state initiatives. Together with the Political Communications Committee, the BIA PAC serves as a well-recognized and respected political force in the region.
