Aim This session will introduce you to the authority establishing the Emergency Operating Centres in Barbados; their structures and roles in managing emergencies, crises and disaster situations.

Introduction to the NEOC The NEOC is the central coordinating focal point for the management of all emergencies and disasters in Barbados which demand a coordinated interagency response.

Introduction to the NEOC Emergency Operations Centres are provided for under Part IV, Section 10 of the Emergency Management Act, Cap 160A “The Director shall be responsible for the establishment and maintenance of an Emergency Operations Centre that shall be the headquarters of the activities undertaken in response to a disaster or other emergency and may establish supplementary Emergency Operations Centres or facilitate the establishment and maintenance of such supplementary Emergency Operations Centres, whether distributed according to geographical location or otherwise, by persons or bodies referred to in paragraph (a) of section 9(2).� [Ministries and Departments of Government, statutory bodies, volunteers who perform functions related to emergency management in Barbados]

Introduction to the NEOC NEOC Operations are directed by a set of Standing Operating Procedures (SOPs) which are used as guidelines for the effective coordination of the response, recovery and rehabilitative actions to emergencies or crises affecting Barbados, either at a national or sector level.

Introduction to the NEOC Concept of Operations During a national emergency or crisis event (either anticipated or unfolding) the NEOC is activated on recommendation of the Director, DEM, and under the authority of the Minister of Home Affairs‌and will generally: 1. Control and coordinate actions (via the Operations Group) generated as a result of directives from the Executive Policy Group; 2. Arrange for all Logistics to Support the response; 3. Plan ahead to meet the requirements that will generally follow the effects of a national emergency/disaster. The NEOC manages/coordinates the response on behalf of the Barbados Government.

Introduction to the NEOC The NEOC is organized into five (5) functional groups as follows: 1. Executive Policy Group 2. Emergency Operations Group 3. Emergency Telecommunications Group 4. Public Information and Crisis Communications 5. Logistics and Support Services Group

Introduction to the NEOC Executive Policy Group 1. Gives overall direction and control of the Emergency/Crisis operation/s. 2. Charged with the making of decisions, whether strategic or policy, which are beyond the authority of the Emergency Operations Group. 3. Made up of a select committee of Cabinet and recommended Public Officers.

Introduction to the NEOC Emergency Operations Group

Introduction to the NEOC Emergency Telecommunications Group Handle all incoming and outgoing communications within the NEOC utilizing various types of equipment and pre-designed forms and status boards. The Emergency Telecommunications Group is made up of the Emergency Telecommunications Officer, Radio Operators, and Message Handlers. Generally manned by the Barbados Defence Force and responsible for receiving, sending and logging all NEOC communications.

Introduction to the NEOC Public Information/Crisis Communications Staff operating in this Group are under the sole direction of the Chief Information Officer, GIS, who will also manage ALL National, Regional, and International Press Relations.

Introduction to the NEOC Logistics and Support Services Group Staff in this Group are generally provided by the DEM, but may also be drawn (co-opted) from the wider public service if the situation warrants. This Group is responsible for security, finance & procurement, receipt & issuing, welfare, and hospitality / feeding for ALL personnel working in the NEOC.

Introduction to the NEOC NEOC ACTIVATION Generally, the NEOC has two (2) levels of activation which are initiated through a ‘Call-Out’ System. During activation, NEOC Team Members will be contacted by the Director, or staff of the DEM. The methodology for activating all levels will be through the mediums of Phone, Fax, Email and Radio. The NEOC may also be self-activating. This means that any member may, on hearing of, or seeing an incident, contact the Director, or the Deputy Director, DEM to inform of the situation; at which time the Director/Deputy may initiate the activation process (after verification).
