Background to Barbados’ NEMS Barbados’ NEMS was established by the Emergency Management Act, Cap 160A 2006 which gave birth to the Department of Emergency Management (DEM) and the NEMS as we know it today. DEM replaced the Central Emergency Relief Organization (CERO), which was established in 1955 (in the post-Hurricane Janet period). 3

Mandate DEM is the lead Government Agency with responsibility for managing and coordinating any response to a national emergency or disaster situation via: 1.Informing, educating and training entities in Comprehensive Disaster Management 2.Mobilising resources to respond to emergencies, crises and disasters 3.Coordinating all other emergency management activities 5

NATIONAL DISASTER OFFICE The DEM functions under a National Comprehensive Disaster Management (NCDM) Strategy and Programme which embodies the concept of: 1. All hazards (natural and man-induced) 2. At all phases of the disaster cycle (mitigation, preparedness, response and recovery), and 3. At all levels of society. The goal of the CDM Strategy is to reduce the risk and losses attributed by all hazards and to enhance sustainable development. 6

As the lead Government Department with responsibility for Barbados’ National Emergency Management programme, the DEM: Maintains the NEOC in a state of operational readiness
