Further, the Mills Act Pilot Program would be categorically exempt from environmental review pursuant to section 15331 of the CEQA Guidelines, which exempts projects limited to maintenance, repair, stabilization, rehabilitation, restoration, preservation, conservation or reconstruction of historical resources in a manner consistent with the Secretary of the Interior's Standards for the Treatment of Historic Properties with Guidelines for Preserving, Rehabilitating, Restoring, and Reconstructing Historic Buildings (Weeks and Grimmer, 1995) in that it is a program the results in the preservation and maintenance of historic resources in exchange for property tax reductions. In addition, the Program is categorically exempt from CEQA, pursuant to CEQA Guidelines Section 15308 because it is an action by a regulatory agency (the City) to maintain, restore and protect the environment through protection of historical resources in the community. Concerts On Canon Set The Beverly Canon Gardens will once again play host to the “Concerts on Canon” summer concert series. Sponsored by the City of Beverly Hills Community Services Department, these take place Thursday nights from July 21 through Aug. 25. Kicking off the concert series will be the Ronnie Gutierrez Band, featuring an eclectic mix of Afro-Cuban and Latin Jazz music.

Beverly Canon Gardens is located at 241 N. Canon Dr., between Montage B.H. and Bouchon. There will be two performances at 6 and 7:15 p.m. Seating is provided on a first-come basis along with an open grass area for blankets. Tables with chairs are also available on a first-come basis and are located in the back of the venue.

School Board Approves Teacher Contracts By Marla Schevker The Beverly Hills Unified School District Board of Education approved the tentative agreement with the Beverly Hills Education Association, or teachers union at a special meeting on July 7. This agreement, negotiated by BHEA and BHUSD negotiating teams during the 2010/2011 academic year, was approved 5-0 after being rejected by the board 41, with Boardmember Steven

Fenton in favor, during the June 28 meeting. The board also passed a policy for the 2011/2012 school year which would cap K-3 class sizes in all four K-8’s at 20:1. At the June 28 meeting, Board Vice President Brian Goldberg said he voted against the agreement because of the option in the agreement for K-3 class sizes of 22:1. On July 7, the board voted to hire a minimum of three additional teach-

ers. This will allow the board to follow the newly passed K-3 class size policy. “I am gratified that the BHUSD is once again at a 20:1 hard cap for K-3 at all our sites, which means an average class size of 18:1 for the coming year,” Goldberg said. “This is something I fought hard for over the last three years.” Boardmember Myra Lurie said she voted in favor of the (see ‘CONTRACTS’ page 11)

City’s BHTV Receives Emmy Nomination The City of Beverly Hills cable TV division received a Los Angeles area Emmy nomination for the upcoming 63rd Los Angeles-area Emmy Awards. The Fire Will Come To You was nominated in the Public Service Announcement

(PSA) category. This is the City’s sixth Emmy nomination in seven years. The PSA was created by the City of Beverly Hills Cable TV Office in collaboration with the Fire Department. The Fire Will Come To You is about the

City Council News & Notes The Beverly Hills City Council met Thursday, July 7. Here is an overview of what happened. Mayor, Vice Mayor Meet With Metro Board Members, Executives Last week, Mayor Barry Brucker, Vice Mayor Willie Brien and City Manager Jeff Kolin held meetings with Los Angeles Metro Board of Directors members including L.A. Mayor and Metro Board Chair Antonio Villaraigosa, County Supervisor Dan Knabe, Metro Assistant Director Paul Taylor and Metro Boardmember Richard Katz regarding the Westside Subway Extension and tunneling under Beverly Hills High School. Brien said the meetings were “candid” and they discussed why the Santa Monica route was the correct alignment and why tunneling under BHHS would have a “significant adverse effect in a permanent way.” According to Brucker, the meetings lasted approximately one hour each. Brucker said the Century Park East and Santa Monica Boulevard station, which Brucker and Brien proposed to the Metro Board earlier this year, was discussed. These meetings produced no tangible change so far. City Council Passes On Rose Parade Float Again The City Council decided not to fund a float in the 2012 Tournament of Roses parade. The cost for a 35-foot float was presented to the council as an effort by Tournament of Roses 2011 Volunteer Coordinator Julie Steinberg to respond to concerns voiced by the council at the June 21 meeting. Ordinarily, a float is 65-feet long. A smaller float would cost approximately $155,000, $40,000 of which was already promised to the float in donations. The City would then be responsible for $115,000 at most. Through the completion of questionnaires, it became clear the City, the Rodeo Drive Committee and the Chamber of Commerce and Conference and Visitors Bureau were in support of having a 2012 Rose Float in the parade. While they would support the float with personnel and promote it with their resources, they could not offer to allocate any monies from their budget as no commercial logos are allowed on floats. Councilmembers John Mirisch and Lili Bosse remained in favor of the float. Mirisch reminded the council the Rose Parade float was bragged about in the Beverly Hills sustainability plan. However, both Councilman Julian Gold and Vice Mayor Willie Brien agreed the float should be cost neutral and not cost taxpayers a penny. While Mayor Barry Brucker said he believed it was worthwhile to spend marketing earmarked dollars on a float, he could not support building a float right now. City Reports Out On Contentious Oil Well Discussions The City Council unanimously agreed it was necessary to meet with the Beverly Hills Unified School District’s Board of Education to discuss the emergency interim Oil Well Ordinance. City Manager Jeff Kolin and City Attorney Larry Wiener attended the June 28 school board meeting to discuss the interim ordinance and consideration of a proposed permanent ordi-

nance for a permanent ban of oil well drilling and extraction at the Venoco site on the Beverly High campus. It was at that time the board asked for a joint meeting, which the City and BHUSD staff are in the process of setting up. The emergency oil drilling ordinance was passed in January and called for all drilling in Beverly Hills to cease after 2016. The Venoco lease expires on Dec. 31, 2016. Kolin said the City has the ablity to create an ordinance such as this because although the school district owns the property, oil drilling is not an educational use and therefore is governed by the local land use authority or in this case the City of Beverly Hills. The meeting between the City Council and Board of Education will be an open meeting and will be governed by the Brown Act. Council Establishes Preferential Parking Zone “O” The City Council unanimously approved establishing a preferential parking zone on the 700 block of North Alta Drive and the north side of Elevado Street between the east and west alleyways of North Alta Drive. The Traffic and Parking Commission recommended the zone stay consistent with the neighboring blocks of 800 Cinthia Street and the 700 blocks of North Sierra and Oakhurst Drives. The permit regulation will be two-hour parking from 8 a.m.-8 p.m. Monday through Saturday and no parking from 8 p.m.-2:30 a.m., Permit “O” exempt. Interim Funding Approved For CVB and Chamber of Commerce The council approved interim funding to the Conference and Visitors Bureau and the Chamber of Commerce at the July 7 meeting for $358,350 and $130,000 respectively. City Announces Team BHEF Members Members for the 16th class in the Team Beverly Hills program were announced. The classes begin in September and run 10 weeks. Of the 82 applications received, the City Council selected 20 applications, BHHS chose two student participants and 15 names were chosen at random through a lottery with the assistance of City Clerk Byron Pope. Team Beverly Hills is an interactive and educational program developed for residents that informs citizens of their local government representatives, departments and programs; community associations and current community issues. UCLA Health System, St. John’s Prepare For Weekend’s 405 Closure With some predicting “Carmageddon” when 10 miles of the 405 Freeway in Los Angeles are shut down for construction work tonight until Monday, UCLA Health System and St. John’s Health Center have stepped up contingency plans to make sure its hospitals are adequately staffed and patient care is not compromised. “Most importantly, we want to emphasize that patients and visitors should expect traffic delays and plan accordingly,” said Shannon O’Kelley, chief operation officer for UCLA Health System. “We hope friends and family will reconsider visiting patients during this time to keep traffic congestion to a minimum. We’re also encouraging patients who have medical appointments on Friday and Monday at any of our UCLA medical offices to consider rescheduling if they are concerned about arriving on time.” “Our primary goal is to be able to continue the high-quality of care St John’s is known for,” said Lou Lazatin, president /CEO. “By planning ahead and being prepared for all scenarios, we will be able to assure continuity of care in all depart-

ments.” Both hosptials also advise the public to refer all urgent medical transportation matters to authorities during this time. “If you have an emergency, please call 911 first rather than trying to drive yourself or a loved one to the hospital,” O’Kelley said. “This will ensure the patient will get to an emergency department by ambulance in the most efficient manner if the medical situation warrants.” “A team of hospital leaders developed plans for physicians, nurses and other staff members who live in outlying areas to stay near medical facilities that weekend,” said William Dunne, director of UCLA Health System’s Office of Emergency Preparedness and administrative director of Security and Safety Services. All of St. John’s departments have developed weekend schedules using local staff as much as possible. Critical hospital staff who live in the affected area as well as on-call employees will be housed in area hotels or in the hospital to ensure prompt response time. “We are collaborating with area hospitals, EMS providers,

fire and law enforcement personnel, traffic and parking agencies, emergency management personnel and the Department of Health Services to ensure that we are able to maintain patient safety,” said Dunne. These agencies include L.A. police and fire departments, Santa Monica police and fire departments, CHP, CalTrans, L.A. Metro, Los Angeles EMS Agency, UCLA police/fire/EMS/traffic, and L.A. and Santa Monica Emergency Operations Centers. Additionally, Saint John's has altered department hours for all elective procedures, including those in the breast and cancer centers and the imaging department. The emergency department will remain open. Private medical offices affiliated with the hospital have been advised to consider rescheduling appointments on Friday afternoon and Monday morning to reduce the commuting time for patients and staff. UCLA Health System has also made arrangements with major vendors to ensure adequate amounts of medical equipment and supplies are in stock at the hospitals before the

closure dates. Managers also looked at the need to reschedule elective procedures during the event. “We will keep our emergency centers on both campuses open throughout the closure to meet the needs of the Westside community,” said O’Kelley. “Our employees are extremely dedicated and we are committed to providing the highest level of patient care during this freeway closure.” “We have been working closely with our staff and doctors to make sure their needs have been met,” Lazatin explained. “Everyone has been pitching in to make sure this weekend will go as smoothly as possible.” St. John’s command center will be activated to monitor traffic and events throughout the weekend and help with any critical department needs. The center will also ensure coordination between the city of Santa Monica, Emergency Medical Services and area hospitals and work to ensure no problems arise throughout the 405 closure. The hospital is also urging staff members and all Santa Monica residents use alterna-

tive modes of transportation throughout the weekend, like bikes or taking public transit, and staying in their local communities to reduce the amount of traffic on the roads. To survive the traffic, Cedars-Sinai Medical Center Psychiatrist Dr. Waguih William IsHak, medical director of Outpatient Psychiatry, advises people to: • Check the car carefully to avoid stress about running out of gas of breaking down in an epic traffic jam. • Get enough sleep so temper isn’t influenced by fatigue. • Bring water and snacks and take a restroom break before venturing into traffic so discomfort doesn’t lead to overreactions. • Create a comfortable environment with soft music or comedy routines playing. • Don’t forget a mobile phone for emergencies. • No texting while driving. • If challenged by another driver, resist the impulse to react or get even, lock doors and windows and call 911. New State-of-the-Art Facility Opens

CHLA to Move More Than 200 Inpatients Into New $636 Million Hospital After months of training and preparation, doctors, nurses and staff at Children’s Hospital Los Angeles (CHLA) will move more than 200 young inpatients into its new $636 million Marion & John E. Anderson Pavilion, which opens Sunday. The process begins at 6 a.m. Sunday, and is expected to take no more than eight hours —an average of one patient moved every 2.5 minutes. All patients currently admitted to the hospital—from the tiniest babies in the Newborn & Infant Critical Care Unit (NICCU) to teenagers in the Center for Cancer and Blood Diseases— will be transferred to their new rooms. Cardiac Intensive Care Unit patients, cancer and bone-marrow trans-

plant, orthopaedic and general medical and surgical patients will continue to be moved throughout the the day. The day will find doctors and nurses rolling groups of patients down the hall, including tiny babies in isolets, patients hooked up to IVs and monitors and parents holding their child’s stuffed animals. Patients’ new private rooms will feature new flooring, bright colors, murals on the ceilings and, integrated technology allowing them to play games, watch movies, and order food, and daybeds for parents to sleep overnight Also moving will be the emergency department, which will close its existing location while simultaneously opening its new location in the Anderson Pavilion.

land Bridge spanning the 405 near the Skirball Cultural Center. The demolition is being carried out as part of a $1.2 billion widening project to add carpool lanes to the 405 in the Sepulveda pass. Beginning Friday night, the northbound freeway will be closed for 10 miles between the Ventura (101) and Santa Monica (10) freeways. The southbound freeway will be closed from the 101 Freeway to Skirball Center Drive. The freeway and all ramps are expected to be reopened to traffic by 6 a.m. Monday. Kiewit will be fined $6,000 for every 10 minutes each side of the highway is not open after 6 a.m. This means Kiewit will be fined $72,000 for every hour that both sides are not opened or $36,000 per side per hour. “We based that on the cost of delay,” Caltrans 7th District Director Mike Miles said. “For every minute of delay, we figure there is a cost to the public.” The Los Angeles County

Before the passing of this bill, districts could only, legally punish students for bullying that took place within the school day or using school district equipment such as a computer from a district computer lab. “I am excited this law has passed and we will now be able to punish students who engage in cyber bullying,” Goldberg said. “We had to comply with the court case. Now, with this new law, we can readjust our policies. In August of 2008, the BHUSD was sued by a student who was punished at Beverly Vista the previous spring for cyber bullying. The student made a video of several girls saying cruel things about a girl who was not present and posted it on YouTube. At that time, board policy treated cyber bullying like any other form of bullying and the girl was suspended. The girl and her attorney father sued the BHUSD and won. The BHUSD had to change its cyber-bullying policy to stay in line with the law. Now, it can strengthen it again and punish students for all forms of bullying, not just bullying that takes place during school hours and/or with school propery. Goldberg said he was optimistic the board would adopt a cyber bullying policy before the 2011/2012 school year starts.

Metropolitan Transportation Authority, the agency coordinating the 405 closure project, is considering a monetary incentive for Kiewit to finish the

project ahead of schedule, but has not set a final figure. Local officials have been warning motorists for weeks about the impending closure–

Spend the weekend in Shanghai? It’s Like Seeing An Old Friend By Marcia Hobbs For me, this year kicked off with an overly full schedule of meetings—-planning for the opening of Children’s Hospital L.A.’s new high-tech hospital building, struggling with funding for the Good Shepherd Center for Homeless Women & Children, new plans at St. John’s Health Center, a new television schedule for KCET, how would the declining state budget impact my Los Angeles County High School for the Arts—outside my “day job” here at The Courier where, as you all know, the public policy issues and questions multiply faster than rational beings can hash out considered solutions. In the back of my mind I was dreaming of time to rest and plow through some part of my tottering stack of books, particularly the World War II spy novels and mysteries I love. The frustration of always being in a whirl had reached a crescendo in midApril when I received an email from Alan Phillips of Weber Shandwick, who handles PR here for American Airlines, asking if I would like to go to Shanghai the first weekend in May on American’s new direct flight to Shanghai—American Airlines being the first US airline to launch daily non-stop service. Well—yes I said after some hesitation; but only if I can fly up front. Fine says Alan as he elaborates that the press group would be staying in the Waldorf= Astoria that had opened the weekend before on the Bund. I had first strolled the Bund, the waterfront of the Huang Pu River, in 1975 when the dingy buildings across

the road still contained government offices and the Peace Hotel, where visitors were from Russia, Africa, and possibly the occasional overseas Chinese. The architecture reflected the heydays of British and European business (and opium trading) in the early 20th century and the view of those amazing buildings on one side and the vibrant river traffic on the other was electric— and Pudong was not even a twinkle in anyone’s eye. I was staying at the Jin Jiang which had hosted Henry Kissinger and Richard Nixon in 1972 and was the center of what little tourism existed, a short walk to to the old Dragon wall and the former embassy section of Shanghai. Dozens of trips followed as I negotiated for Pandas, golden monkeys, and sister city exhibitions. But in my wildest dreams about China I could not have envisioned what she has become and what this most recent trip drove home; which is the economic center of a fast-growing and vibrant economy challenging our own. My suite at the Waldorf was as big as my house with every technological innovation possible—and a stunning view of Pudong and the computerized graphics on the side of the the Skyscrapers—a vast ever-changing video game. The front building, No 2 on the Bund, is the former Shanghai Club; British to the core and no women were allowed. It was the home of the celebrated Long Bar, 110 feet of raw mahogany when it was christened in 1910. Your status was determined by

how close to the river you were seated. Mary Frances Fagin’s American Airlines team and Dirk DeCuyper, the GM of the Waldorf and his great team created an itinerary to reinforce the “new China.” No visits to Dzapu Lu, the oldest restaurant street in Shanghai, but a continuing feast in the hotel from the Red Velvet tea served while ensconced on the red velvet cushions of the Salon de Ville, to the memorable “tasting” menu in the Pelham. We ventured out our first morning for an intimate tour of the restored Bund buildings with Peter Hibbard, whose book on the subject is essential to help you explore the incredible architecture and interior details. I was hobbling along for 90 minutes on my torn tendon before the group dropped me in the Peace (formerly Sassoon’s Cathay Hotel) shop so they could continue to the new shopping centers on Nanjing Road. Fortuitous for me as I immediately discovered that the owner, Sieglinde Simburger, not only had a wonderful selection of English books on the old and the new in Shanghai and maps for the Jewish Ghetto (no papers were needed to live in Shanghai in the late ’30s and early ’40s until the Germans pressured the Japanese occupiers), the art galleries, and Art Deco tours; but she had a tailor who would take care of my desire for made-to-measure silk jackets. Sieglinde is a great resource because of her years of living in Asia and her wide network of contacts. Over the next three days we visited

the famous M on the Bund, Lost Heaven, some museums, and were turned loose in the Dong Tai Road antique market (channel Portobello Road in the ’70s), the new Tian Zi Fang area—would be amazing shopping if I were 19 again, and other strolling areas that were mobbed by young and wellhealed locals. I missed my biennial visit to the Jade Buddha Temple and the Yu Garden as the weather discouraged ambling. But I found three wonderful not-to-miss stores: the first is the Suzhou Cobbler (17 Fuzhou Rd.) where I found beautiful embroidered silk mules to match my new jackets; the second is Life Gallery (down Lane 8 just north of the Waldorf) where Tara and I bought the most delicious Mongolian cashmere shawls and Zhao Yao, the owner gifted us with wonderful teas to try at home. The third was Annabel Lee (next to the Life Gallery) which had the most luxurious silk and silk and cashmere clothing I have ever played with. Sadly, there was no more time to see the suite where Noel Coward wrote Private Lives, or visit the haunts of Doris Duke, Charles Chaplin, Douglas Fairbanks and others—or to visit Armani, Salvatore Ferragamo and Dolce Gabbana to check prices. Forty alumni ate, drank and reminisced as a DVD slideshow of their school years played on a loop all night. The event was staged by Scott Furie, Michael Raich and Jay Jennings. and to not allow any new-todistrict permits. The district is still granting permits for children who are employees of either the BHUSD or the City of Beverly Hills. Cherniss said for the 2011/2012 academic year, the district renewed over 300 permits district wide and did not renew 28 permits. In 2010/2011 the district did not renew nearly 100 permits. As a basic aid district, the BHUSD does not receive funding on a per-student basis but rather a percentage of Beverly Hills property tax. Those graduating from 8th grade, whose permits were not renewed, were allowed to stay in the BHUSD for an additional two years without any funding to the district, Cherniss said. “We believe it’s more than equitable to consider this a natural break and fortunately the LACOE board agrees,” Cherniss said Board President Lisa Korbatov said the outcome of the permit hearings so far was gratifying. “It shows that reasonable minds do prevail,” Korbatov said. “We appreciate (LACOE’s) thoughtful considerations of our issues and the excellent outcome for the district.” Cherniss said the appeals could continue into the school year. He anticipates at least 20 to 30 more appeals, depending on the number of new-to-district permits that are appealed to LACOE.

Talks Books It looks so easy, doing voiceovers. Terri Apple has written Voiceovers: Everything You Need To Know About How To Make Money With Your Voice ($26.95 Michael Wiese Productions). Terri Apple has been a success for 30 years as a top voiceover actress. This is an update of her Making Money In Voiceovers. Where do you begin? After taking classes and making a demo, jobs can be found through your local advertising agencies, post-production facilities, local industrial companies looking for a voice for in-house marketing, etc. There is no guarantee that if you invest in classes, coaching and that demo you will get the job unless you know how to read. You can use real scripts which have aired to understand advertising copy, beats, mood transitions and with a great voice learn how to use your personality. Animation uses celebrities, but there is still work for the voiceover actor as Terri showed me her different voices. She emphasized that any class you sign up for should have a booth with a microphone to give actual experience in reading copy and breaking down a script. An inexpensive source is through Learning Annex or a community college. The book explains how to find an agent and join the union. There are interviews with professionals who walk the reader through all the steps from ad agency executives, to working actors, to the sound engineers and to the clients. As for unions or non-union she discusses them in the more than 380 pages of practical advice and addresses casting services, recording studios and training classes.

The eighth Beverly Hills International Music Festival comes to Temple Emanuel of Beverly Hills, Saturday, Aug. 6Monday, Aug. 15. The festival will feature daily master classes for talented young musicians 12-24, and older. The festival will also feature nine public concerts representing a variety of musical styles from the music of Jewish composers and popular Hollywood tunes to world masterpieces. The festival will culminate with a performance by the Festival Chamber Orchestra.

Paley Sets Evening With Falling Skies The Paley Center For Media, 465 N. Beverly Dr., will host “An Evening With Falling Skies,” at 7:30 p.m.,Tuesday, July 19. From executive producer Steven Spielberg, TNT’s Falling Skies follows a resistance movement born in the ashes of an alien attack that has left most of the world incapacitated. At the center of the movement, dubbed the 2nd Mass because it is headquartered in Boston, is Tom Mason (Noah Wyle), a history professor whose family has been torn apart—his wife killed and one of his three sons captured. Falling Skies was recently picked up for a second season, following its June series premiere. Theatre 40 Kicks Off Season, Wiesenthal Solo Show Returns Theatre 40 will open its 2011-12 season on Thursday, July 28 with Agatha Christie’s whodunit Spider’s Web. Although the play is an original piece, written for Margaret Lockwood and premiering in 1954, Christie combined three plot devices from earlier works to produce a light entertaining farce with a tale that will appeal to fans of oldschool murder mysteries. The story concerns Clarissa, wife of a foreign office diplomat who discovers a body in her home’s drawing room. With her husband set to arrive any moment with a VIP in tow, Clarissa has to fabricate an intricate web of alibis and invention to save her family. When her lies lead to new surprises, the audience is left to untangle the puzzle. The play is directed by Bruce Gray who staged a critically acclaimed production of Christie’s Black Coffee last year as the company’s season opener. Gray has a long history with the queen of mystery writers— his production of Unexpected Guest at Theatre 40 a number of years ago was so popular it

transferred to the Tiffany Theatre for a successful run. Grey has assembled a cast that includes: Eric Boles, Lizanne Kiegley, Ilona Kulinska, Julie Lancaster, Richard Hoyt Miller, Peter Monroe, Grinnell Morris, Phil Person, David Hunt Stafford and Amy Tolsky. After opening night, the production will run for five weeks, Thursday-Sunday closing Aug. 28. Performances are at 7:30, Thursday-Saturday and 2 p.m. Sunday. New Les Miz At The Ahmanson—Penetrating Energy Lasts Through The Final Bow By Chelsea Cutler I first saw Les Misérables (Les Miz) in London as a teenager. It took me to my darkest place and back again. The sounds are deep, heart pounding and defiant, heartbreaking and hopeful. The characters are images of each of us from every stage of our lives. So here I am sitting in the audience at the Ahmanson on opening night with bated breath. There’s a tangible energy around us that I haven’t felt in a long time and not only because it’s opening night; something special is marinating and about to be born. With the swift movement of the conductor’s baton, the overture finally begins. It’s triumphant, massive and gorgeous.

The penetrating energy that begins this musical lasts until the last bow. The cast is strong and interesting, a twist on stage voices and familiar roles. The sets and background have changed to represent the paintings of Victor Hugo (on whose novel the musical is based). The set is dark and haunting but at times reminded me of a shtetl, Fiddler On The Roofesque, and it worked. Betsy Morgan plays Fantine, who, after being laid off from a factory job, reverts to selling herself on the street to pay for her child. She has an unusual voice for the stage and is a treat to listen to, but her character was lacking fight and desperation.

J. Mark McVey as Jean Valjean, is superb—comparable to the original, Colm Wilkinson—but doesn’t take a deserved moment before singing Bring Him Home. Instead of being intimate, it felt rushed and technical. Sitting stiff on the barricades, McVey belted out the prayer, but failed to inspire. The standout performance goes to Chasten Harmon playing Eponine like no one has before. She has a stunning voice, once again unique for stage, and when she sang On My Own it was her own. Harmon contemporized it and brought it to church at the same time. She is a star and reason to see this show. The music has been changed

in a few places, but it’s for the better and adds dimension. In the beginning, the sound of early 19th century France, where this musical takes place, was incorporated and worked beautifully. There’s no hint of the ‘80s left in this production and I applaud Laurence Connor and James Powell for their direction. They’ve subtly reinvented the musical enough to make it bigger and better. The only criticism I have is I found it obvious a duo had directed it because there were times the Thenardier couple (comedic villains) seemed disconnected. The direction conflicted in a few areas as if one director worked with one actor and the other with the opposing

actor, but neither came together. Mme. Thenardier (Shawna M. Hamic) is, however, fantastic, fun, and a pleasure to watch in action. Adult Cosette is soft and heartfelt and I really enjoyed Jenny Latimer’s performance. Sopranos usually bore me in any musical, especially in comparison to the sassier and more dangerous altos or mezzos, but Latimer held her own bringing a sweetness to the show. Overall, this is a spectacular, energetic, special production (at the Ahmanson through July 31). I highly recommend you go see it, but recommend you stretch before you get to the theater, at intermission, and after the show. You’ll thank me.

Then, Jennifer’s mom, Dyan Cannon, who he eloped with in Las Vegas in 1965. A year after Jennifer was born, Dyan and Cary divorced, but the threesome remained friends.

stop. Film critic Richard Schickel says Cary “was the best star actor in the movies.”

uring the 1970 Oscarcast, Frank Sinatra presented Cary with an Honorary Oscar “with the respect and affection of his colleagues for his unique mastery of the art of screen acting.” Cary retired at age 62, and Jennifer says that he had no regrets about leaving showbusiness.

uring our army service, Cary stopped by our base to greet the troops while promoting a film, and he kindly agreed to be quoted for our military newspaper. He regaled us with his “English muffin” experience at New York’s Plaza Hotel. “I always ordered two muffins, sliced and toasted, and every morning room service delivered three slices. The mystery being where was the fourth slice? I finally called the manager, who explained that most guests rarely ate the fourth. The next morning, four slices arrived.”

The new building will require the developer to start over with its environmental impact report and approvals. Given high vacancy rates in existing Century City offices and scarcity of construction financing, the announcement may only be a ploy to allow the MTA to claim greater ridership generated from a Constellation and Avenue of the Stars subway station location. There is no guarantee JMB would actually ever construct the added building. Today, the MTA’s own studies show that a location on Santa Monica Boulevard (which does not require a tunnel under BHHS) generates more riders than the JMB-favored site. The announced new building's occupancy projections may end up being used by MTA to change its traffic projections and justify the under-BHHS route. Ridership is the key factor in locating subway routes under federal law. The new building project now starts the California Environmental Quality Act (CEQA) process.

week. Knapp had originally become a Rotarian in 1988, joining the Los Angeles #5 club downtown. She moved to the RCBH nine years later and has since served on the board. The former aviatrix set or broke more than 100 world aviation speed records including the fastest speed around the world in a civilian jet aircraft. Her 1984 “Flight for World's Children” delivered letters of peace and friendship to and from children, raising almost $1 million for UNICEF. “Rotary is one of largest and most influential of all humanitarian organizations,” Knapp stated. “Our club members get together to make good things happen such as the recent visit to the kitchen of The Peninsula to join the hotel’s Executive Chef James Overbaugh in baking brownies for the troops in Afganistan.” She continued: “Of course, our own club’s priority along with Rotarians everywhere is joining in the quest of eradicating polio in the four remaining countries which are still plagued with that horrible disease–India, Nigeria, Pakistan and Afganistan.” In the past 26 years, Rotarians have contributed $900 million to the cause

and are trying to raise another $200 million by next year to match a $355 million challenge grant by the Bill & Melinda Gates Foundation. (The Microsoft chieftain had come to Rotary International with the challenge because of its long history in fighting polio.) The format for the weekly meetings of RCBH is set in stone. The luncheon begins at noon followed by a short business meeting, then a 20-minute speech by a guest speaker and finally a Q&A period. Like clockwork, the meeting ends at 1:30 p.m. “When I first joined the club in 1991, I was serving on the school board and thought it imperative to get to know all the City’s movers and shakers in a social situation,” said computer consultant A. J. Willmer, RCBH’s president-elect who will take over for Knapp upon the completion of her tenure next July. “Since then I realized that while it is great to belong to Rotary, it is far more important to become a genuine Rotarian and give back to the community and the world,” he added. RCBH is heavily involved in supporting The Maple Counseling Center and the Beverly Hills Public Library on the local level and the World Health Organization, Centers for Disease Control, UNICEF, etc. internationally.

ORDINANCE NO. 11-O-2610 AN ORDINANCE OF THE CITY OF BEVERLY HILLS CLARIFYING TERMS OF VALIDITY FOR DEVELOPMENT AND SUBDIVISION MAP APPROVALS AND AMENDING THE BEVERLY HILLS MUNICIPAL CODE THE CITY COUNCIL OF THE CITY OF BEVERLY HILLS HEREBY ORDAINS AS FOLLOWS: Section 1. The City Council hereby amends Subsection (C) of Section 10-2-206 of Chapter 3 of Title 10 of the Beverly Hills Municipal Code to read as follows: “C. Time Limits On Extensions: Extensions of a tentative map approval or conditional approval shall not exceed an aggregate of six (6) years.” Section 2. If changes in city policies have occurred between the later of the date of project approval, or the most recent extension thereof, and the effective date of the State legislation, and the related subdivision map is not a vesting map, the Director shall have the authority to refer extension requests to the reviewing authority.”

Section 3. The City Council hereby amends Section 10-3-1844 of Chapter 3 of Title 10 of the Beverly Hills Municipal Code to delete existing Subsections A and B, and re-letter the remaining Subsections to read as follows: “10-3-1844: APPROVALS: The planning commission may approve a planned development if the commission finds that the proposal will meet the requirements of this code and will advance objectives of the zone in which it is located. The planning commission may impose such conditions and restrictions on the approval as are necessary to ensure that the planned development will advance objectives of the zone. A. Vested Rights: The approval of a planned development shall not create any right to an extension of such approval or any vested right to develop the subject property in a manner that does not comply with the laws and regulations in effect at the time that the applicant obtains a building permit. B. Notice Of Decision: Notice of the decision of the planning commission shall be provided to the applicant in the manner specified for notice of a hearing pursuant to section 10-31843 of this article. C. Traffic Monitoring After Development Approval: The planning commission shall require as a condition of a planned development approval that the traffic generated by the development be periodically monitored, at the expense of the applicant, to ensure that the actual levels of traffic do not significantly exceed the levels of traffic anticipated by the environmental review of the development when it was approved. In the event that such monitoring shows there has been a significant increase in the anticipated traffic generation, the planning commission may impose additional traffic mitigation measures on the development that are reasonably necessary to mitigate the traffic to the anticipated levels.”

Findings. The City Council hereby finds that it can be seen with certainty that there is no possibility that the adoption and implementation of the proposed Ordinance may have a significant effect on the environment. The Ordinance merely clarifies the Municipal Code to set the expiration date of subdivision map approvals and of planned development approvals. This Ordinance is therefore exempt from the environmental review requirements of the California Environmental Quality Act (CEQA) pursuant to Section 15061(b)(3) of Title 14 of the California Code of Regulations. Section 6. Severability. If any section, subsection, subdivision, sentence, clause, phrase, or portion of this Ordinance or the application thereof to any person or place, is for any reason held to be invalid or unconstitutional by the final decision of any court of competent jurisdiction, the remainder of this Ordinance shall be and remain in full force and effect. Section 7. Publication. The City Clerk shall cause this Ordinance to be published at least once in a newspaper of general circulation published and circulated in the City within fifteen (15) days after its passage in accordance with Section 36933 of the Government Code, shall certify to the adoption of this Ordinance, and shall cause this Ordinance and his certification, together with proof of publication, to be entered in the Book of Ordinances of the Council of this City. Section 8. Application to Existing Entitlements. The provisions of this Ordinance shall not be applied in a manner that would cause an existing entitlement to expire at a date earlier than the expiration date applicable to such existing entitlement on the day that this Ordinance takes effect. This Ordinance shall go into effect and be in full force and effect at 12:01 a.m. on the thirty-first (31st) day after its passage. ADOPTED: July 7, 2011

TALK VS. VOTE Beverly Hills is like the crow’s nest on top of the highest mast on the ship that is sinking. We will be the last to go under, but the signs are there. Still, despite skyrocketing business vacancies we have not sunk yet. There is a reason for this. Thanks to heroic efforts by our hotels, the Rodeo Drive Committee, former Mayor Jimmy Delshad, the Beverly Hills Tournament of Roses Committee and a truly pro-business City Council (the last one, not this one), Beverly Hills invested hundreds of thousands of dollars of private and tax monies last year to promote Beverly Hills. The results were on display at Wednesday’s monthly Economic Development Council lunch presented by City Manager Jeff Kolin. Hotel and sales tax revenues are nearly back to 2008-2009 levels. The only reason this happened is the foresight of some city leaders to promote when others pulled back and the willingness of community members to volunteer, contribute and work. This current City Council majority has consistently voted against business and community volunteers in favor of staff projects and massive new expenditures. They reject consensus projects and create “straw man” arguments to block or impede citizens’ objectives. They do this in spite of the proven, demonstrated success of last year’s efforts. Not one penny was spent last year beyond the historical marketing budget based on a small portion of the hotel tax, or “Transient Occupancy Tax.” In fact, the City withheld $420,000 of that money which was actually a bad decision. Unspent marketing money markets nothing. Instead, Delshad raised $250,000 of private money for his “90210/Taste of Beverly Hills” event and the Beverly Hills Tournament of Roses Committee raised another $170,000. The Rodeo Drive Committee is largely funded by the merchants with a seriouslyreduced amount kicked in by the City. For RDC events—always a huge success—some councilmembers take credit while they vote against them. Of note, whenever the City “contributes” money to the Rodeo Drive Committee for a public event, the City turns around and charges the RDC more than that to close Rodeo Drive. It's really a scam against the merchants, but RDC lives with the deal. What has become obvious is the disconnect between the “we're pro-business” mantra spouted by the City government, and especially Vice Mayor Willie Brien, and their votes. Brien always tells you he is pro-business and always shows up to get his picture taken at a business event, but then votes against business time and again. He voted to strip the Rodeo Drive Committee of most of its funding for the Walk of Style honoring Fred Hayman. That event received phenomenal world-wide coverage. Brien voted for last year's Rose float then denied he thought any City funding was involved even though every other member of the council knew that for a fact. That float, funded 2/3s by private citizens, earned over $9 million of television coverage worldwide and helped fill the City’s streets with shoppers before and after the Rose Bowl. The City will now kick in $70,000 to pay the rest. That still leaves $350,000 untouched from last year. The City continues to try to strip funds from the TOT allocation and now charges the merchants and hotels $200,000 a year in staff salaries to “administer” the programs the merchants and hotels already administer. As for getting things through City Hall, Kolin reported the City is considering permit fee deferrals, bargain-basement rents for cityowned buildings, and maybe even loans. These all sound good and some may actually help. Those of us who deal with business on a daily basis (as opposed to seeing patients) know that these are eyewash. The real problem of business in Beverly Hills is getting started in the first place. City bureaucrats need to join “Bureaucrats Anonymous” to stop throwing roadblocks in front of every new business coming to town. Planning tells you one thing; Building & Safety tells you another; when they finally agree, the fire department shows up and says “no” to everything. Hyperbole? Tragically, not really. Same goes for homeowners trying to remodel. Are we overstating the problem? Just ask around. Enough of you, your friends and neighbors have experienced this personally to confirm that is the case. It is time for the City government to get serious and realize they are the impediment. They need to spend what is allocated on marketing. They should stop pontificating or pretending they did not know something they know or could have had simply for the asking. Spending money on marketing is what the City’s marketing budget is for–not social programs, not “set asides,” not “reserves,” not pet projects or phantoms. They want a couple hundred thousand more for social programs? Why don’t you get your pension costs under control or take it from the $4.2 million you approved to recarpet the library and move a couple of bathrooms? How much have you paid the architect already to plan a community center in Roxbury Park the people do not want? Beverly Hills has an amazingly successful group of merchants and hoteliers. The best way to support them (and keep the money coming in to City coffers) is to support them with votes and actions. Stop pretending you support them as you vote against them, then show up for photos. We don’t want our ship to sink like everyone else’s.

Subsequent literature endowed it with all manner of dire and bloody wars. One version is that Satan will come up from Hell, gather the people of Gog and Magog, and fire will come down from Heaven and devour them. Whoever was not written in the book of life will be thrown into Gehenam, a lake of fire and brimstone. Armageddon is all that. LETTER Talk-talk-nowhere. Our nicely, nicely conversations with Metro and Los Angeles County powers seem to have gotten us nothing. Reading the article about the Mulholland Drive bridge and the group of residents who were listened to was revealing. It would seem being reasonable and objective in today’s political environment gets you the nice pat on the head response. Threaten a lawsuit and delay of their timing plans gets you attention and results. They do seem to understand a whack in the head with a sledge hammer. Our City Council and citizens must send Metro a message--if it persists on digging tunnels under our high school, we will start legal proceedings which will tie them up forever. When the message sinks in, Metro will then seem to understand reality. Victor Moss
