FIEO hails increase in Vice Admiral Anil Kumar Chawla assumes limit for Courier exports and E-commerce exports Command of SNC

n BSN Network / Kochi Vice Admiral Anil Kumar Chawla, AVSM, NM, VSM, has taken over the reins of the Southern Naval Command (SNC) as its 28thFlag Officer Commanding- inChief on 31 Jul 18. The Admiral has replaced Vice Admiral AR Karve, PVSM, AVSM who retired after 38 years of yeoman service.

VAdm AK Chawla was previously the Chief of Personnel at the Integrated Headquarters of Ministry of Defence, Navy at Delhi. The Flag Officer, a native of Dehradun, had arrived in Kochi on 30 Jul 18.

A static ceremonial parade, consisting of 16 platoons including 4 armed platoons and a 50 men “Guard of Honour” was held at the naval base on the occasion in which both the admirals were accorded General Salutes and which concluded

with a “March in Review Order”.

Subsequently, both Flag Officers carried out the formal handing / taking over in the office of the Flag Officer Commanding-inChief.

Speaking to the members of the media, prior to his departure, V A d m K a r v e e x p r e s s e d satisfaction at the synergy achieved by the Command with the civil administration of the state in responding to different “Humanitarian Assistance and Disaster Relief (HADR)” requirements.

On completion of the handing over, V Adm Karve met and was bid farewell by various Heads of Units, Commanding Officers, Chief Staff Officers of headquarters, SNC and other senior officers. As he drove away, he was given the traditional ‘Teen Jais’ by officers and sailors of the Command.

n Agencies The second quarterly report from the ICC International Maritime Bureau (IMB) shows that all 2018 crew kidnappings have so far occurred in the Gulf of Guinea in six separate incidents.

A total of 107 incidents were reported to the IMB Piracy Reporting Centre (PRC) in the first six months of 2018. In total, 69 vessels were boarded, with 23 attempted attacks, 11 vessels fired upon and four vessels hijacked. No vessels were reported as hijacked in the second quarter of 2018.

The number of crewmembers taken hostage increased from 63 to 102 compared to the same time period in 2017.

The number of crew kidnappings decreased from 41 by the second quarter in 2017 to 25 so far in 2018. However, all 25 crew kidnappings reported this year have occurred over six incidents in the Gulf of Guinea, highlighting the higher risks in this area.

Moreover, the true number of incidents in the Gulf of Guinea is believed to be “significantly higher” than what is reported to the IMB PRC, says the report.

Pottengal Mukundan, Director of IMB, said: “The 2018 figures aptly demonstrate the value of timely and transparent reporting. The reports help to focus on risk areas, and to accurately inform vessels of evolving dangers and allow authorities to deliver an effective response.”

Fewer incidents in the Philippines and off Somalia Outside the Gulf of Guinea, the number of 2018 incidents decreased in other piracy hotspots. There were no reported incidents recorded off the coast of Somalia in the second quarter of 2018.

Masters are however again urged to continue to maintain high levels of vigilance when transiting the high-risk area and to follow the latest version of the best management practices.

Ministry of Shipping issues new guidelines for improving treasury investment for Major Ports Potential to increase Surplus at ports by Rs 150 Cr n BSN Network / New Delhi The Ministry of Shipping has undertaken a diverse set of initiatives as part of its drive to boost profitability across major Indian ports. One major initiative is to improve the returns earned on treasury investments by the ports for pension, provident and surplus funds. Across all major ports, these funds add up to around Rs 33,000 crore, yielding interest of around Rs 2,700 crore. Looking for ways to push this amount further, the Ministry has realized an opportunity to improve returns

by Rs 150 crore or more through a strategic shift in its guidelines for provident and surplus funds.

As per the most recent guidelines, major ports have been investing their provident and surplus funds in the fixed deposits of nationalized banks, earning returns in the range of 5.5 to 8 percent. However, many PSUs have enjoyed significantly better returns. For instance, ONGC earned 8.4 percent returns through Oil Corporation of India and Government of India special bonds; RECL earned 10 to 11 percent through Tier I bonds of the UP Power Corporation Limited and SBI bonds. Realizing the potential to earn higher returns, the Ministry of Shipping has evaluated its recommended investment pattern in comparison to the frameworks followed by other PSUs and government bodies.

After as a detailed study of investment options available and

their achieved performances, the Ministry of Shipping has issued fresh guidelines to all the major ports on the investment of provident funds based on EPFO (Employees Provident Fund Organization) guidelines from the Ministry of Labour and Employment in 2015, and on the investment of surplus funds based on guidelines from the Department of Public Enterprises (Ministry of Heavy Industries & Public Enterprises) in 2017. These new guidelines are expected to increase the returns of provident and surplus funds by 1 to 1.5 percent across ports, adding around Rs 150 crore annually to the current earning figures.

With the new guidelines, many ports, including Kandla, Goa, JNPT, New Mangalore and Visakhapatnam are all set to switch the investment pattern with higher rate of return. The financial benefit estimated would show up in the books of accounts of major ports from 2018–19.

Evergreen Strengthens Asia – East Africa Service n Agencies In order to meet increasing and diverse market demands, Evergreen Line has announced enhancements to its current Asia – East Africa service (AEF) – adding to its direct calls in Central & Southern China.

Five vessels are currently deployed on the AEF service – three operated by Evergreen Line, the remaining two by COSCO and X-Press Feeders. To accommodate the extended service to China, Evergreen Line and COSCO will each provide one more vessel. As such a total of seven ships with an average capacity of 4,200 TEU will be utilized with a service rotation of seven weeks.

In addition to the current AEF calls in Malaysia, Singapore, Sri Lanka and Kenya, the extended weekly service will provide a direct connection between three Chinese ports and Kenya.

ONGC with Navy plugged leakage in Offshore Well in rough weather n BSN Network / New Delhi A team of ONGC engineers with support from Indian Navy has successfully plugged a gas leakage on an unmanned offshore platform in Mumbai High South around 180 KM from the sea shore in the Arabian Sea. A gas leakage was observed in one of the unmanned wellhead platforms S1-6, in the south field of Mumbai High. As a safety measure, the platform team immediately initiated all remote actions to shut down the well platform and to bleed off the pressure in the pipe lines. Fire-fighting vessels were instantly deployed near the platform to provide water blanketing by continuously spraying water.

APL unveils Weekly JRX Service n BSN Network / Mumbai APL unveiled the new Japan Russia Express (JRX) service, the only weekly Japan-Russia ocean freight service to be available in the marketplace.

A jointly operated service with TG FESCO, the JRX service will be characterised by its unparalleled transit times.

Russian-destined cargoes from Yokohama to Vostonchny and Vladivostock will be delivered in as soon as seven and nine days respectively. Shipments from Kobe to the two same Russian ports will arrive in just four and six days respectively.

Having exhausted all available options to transfer ONGC team to S1-6 Platform, ONGC approached Indian Navy for help. After detailed discussions between ONGC and Indian Navy, it was decided to winch down ONGC team with the help of Indian Navy commandos.

‘Seaking’ helicopter N555 of Indian Navy reached ONGC process platform and took ONGC technical team to S1-6. ONGC team consisting of Mr. BKB Patel, Mr. Sanjib Kumar, Mr. Ravindra Kumar and Mr. S K Khakhalary, well trained in all safety aspects in high seas however, had no previous training or experience of winching down from helicopter. The team displayed extreme courage in adverse conditions, quickly learnt the technique and in synergy with Navy commandos landed on the unmanned well head platform S1-6.

Braving rough weather, the team identified the leakage source successfully and safely plugged it within one hour making the well ready to flow. The entire operation was planned and executed with utmost precision. ONGC Team displayed extreme courage, presence of mind and technical acumen in controlling the situation in the least possible time. ONGC acknowledges with very high appreciation the support rendered by Indian Navy.

Journey in the Maritime Industry Her father being a Master Mariner, Dr. Deepti Mankad has been brought up in a seafarer’s family, so she has always been close to seafarers and their lives. Her journey into the marine industry started around 7 years back where she used to take lectures in the Human Element for Masters Revalidation, Chief Engineers refreshers course and PSSR. Gradually she started working more and more on the Human Element and also began Counselling.

Its then that she realized that how neglected are seafarers and their families.

Mindspeak started working on different areas for the Maritime Industry like workshops on Human Element, Behavioural Assessment for the officers on bridge simulators to help them understand their weak areas and work on their development. She started providing this service and feltl fortunate to work for companies like MAERSK Tankers, EPIC Gas and K-LINE. When she was awarded Gold Medal for my Masters in Education by the University of Mumbai., awarded Doctorate (Ph.D) in Multiple Intelligence by the University of Mumbai, later when she was appointed as the India Coordinator by the Sailors’ Society for the Wellness at Sea program and the high point was when she finally got a copyright for Multi-Dimensional Assessment of Human Skills of Seafarers which was launched on 15th July 2018 at the Convention of Human Intervention in the Maritime Industry. Her milestones are many but for her when she counsels the seafarers and their families and they bring back their lives to normalcy, that gives her a great sense of achievement.

The journey for her had ups and downs as the industry is male driven to make ones presence felt took a while. Also for the Maritime industry to take the Human Element seriously was a very slow and gradual process.

When she started making behavioral observation she realized that even though the seafarers were seeming technically fine, yet were faltering in their human skills that was leading to miscommunication, poor team work and lack of judgment. This is when she decided to make some assessment tools to help them identify their weak areas to develop these skills to make them better workers.

To make these tools took her two years. Sometimes people told her that the industry will not change, it will not accept things easily, industry may not invest in

Also in this journey she was selected to go through the Wellness at Sea Train the Trainer program. This was an initiative of Sailors’ Society which is one of the oldest and biggest NGO for seafarers. It was a turning point in her life as she was approached by them to become a part of their team for this program as India’s Coordinator. This recognition came with responsibility.

The main obstacle here was to convince the pre-sea training institute to take by this training for their cadets. Any new project has its teething problems and so did this. But she was determined to get this program through in India as she felt this was the need of the hour. It required a lot of convincing to get this program through but finally she saw light and was glad that these trainings happened in T S Chanakya, Anglo Eastern Maritime Academy, Seaspan cadets, HIMT – Chennai, Synergy Shipping, Goodwood Marine Services, etc…

But still there is a long way to go as in the Maritime Industry, women were still finding it a struggle to make a place onboard the vessel.

One area where she wanted to work on was diversity of workforce.

One wants to strive to create an environment where people are comfortable sharing their points of view and feel that their input is valued. She was finding a lot of changes happening in the shore base opportunities for women, but in India it was still a long way to go.

Driving a successful diversity strategy begins with the senior leaders, but to be fully sustainable it needs to be lived by every one of us.

By embracing diversity in your business today, you can adopt an entrepreneurial mindset and sustainable skills that will help you succeed.

She feels that men and women need to be seen on the same platform for work, but

sadly that’s not true so far.

Shipping is one of those very few industries which has the lowest number of women workforce. Blame it on the traditional mind set of the “male dominated” industry or the lack of awareness, the paltry number of female seafarers clearly states that very little has been done to encourage women for taking seafaring careers. (as quoted in marine insight).

It is necessary to improve career awareness and preparedness. The schools can provide career guidance and address young women on careers in the maritime world, making them aware of the bright career prospects.

Educators can also help students to translate awareness into pursuit of seafaring as a career. In order to attract women in the industry, institutions of higher education should have policies to help women understand and know about maritime careers in a better manner.

In fact, this will be successful only if the companies start recruiting more women, as if there would be job opportunities then only will the girls take this up as a serious job prospect and as a career.

At Mindspeak she is now also planning to cater to the families of the seafarers especially the wives of the seafarers. she feels if the family life is balanced then the seafarer going on board will be going to work stress free. This is very important. So she wants to start a series of workshop for the wives to provide them with psychological understanding and also financial literacy awareness.

As a child she was always wanted to be a teacher. She used to feel that somehow teachers have a power to change lives and today when she looks back she feels she has lived with that aspiration to help people change their lives for a better living.

The high point in her career so far has been working for Sailors’ Society and launching of my MultiDimensional Assessment of Human Skills of Seafarers. But still there is a lot to be done in order to improve the quality of life of seafarers globally.

Maersk and Shetrades ink MoU to connect women via a global network

n Agencies Maersk has made a public commitment to empower women in trade, in signing a significant agreement with SheTrades Global.

Anita de Werd, Global Head Marketing and Business Development for Damco International, signed the memorandum of understanding on behalf of Maersk, on stage at the SheTrades Global event in Liverpool.

The SheTrades initiative was launched in 2015 by the International Trade Centre, a multilateral agency linked with the World Trade Organization (WTO) and the United Nations (UN).

The ITC reports that corporations struggle to increase the participation of women entrepreneurs in their supply chains because of the difficulty identifying suitable companies to engage with as potential suppliers. The SheTrades initiative seeks to connect one million women entrepreneurs to the global market by 2020.

At SheTrades Global in Liverpool, Anita de Werd of Damco signed a memorandum of understanding on behalf of Maersk, signifying the company’s commitment to facilitating new connections between women in business worldwide.

The MOU signed means that Maersk will contribute to building the capacity of the more than 10.000 female entrepreneurs who are members of the SheTrades network on https:// shetrades.com.

The progress of monsoon in the western belt of the country has been satisfactory. The eastern regions however continue to receive deficient rainfall since the previous week.

Conditions of monsoon in most regions of central and the south of India have been consistently normal. A spell of excess rainfall in the Karnataka region had turned out to be worrisome for the coffee planters there.

The Kharif acreage this season has been improving for the oilseeds. Owing to deficient rainfall in the eastern regions area sown for pulses have been affected.

A. Record of Rainfall so far: The cumulative rainfall for the season beginning from 1st June 2018 up to 25th July 2018 is 384.7 mm, a departure of -3% from the normal level.

- East Rajasthan joins the Konkan and Goa region to receive the highest above-normal rainfall this season.

- Amongst the eastern region receiving deficient rainfall, east Uttar Pradesh is the most affected, with rainfall 43% below normal.

The north eastern regions have also been fairly affected and have been receiving deficient rainfall, owing to the turn of the monsoon winds towards the western belt.

B. Sowing of Kharif Crops The acreage for Kharif crop cultivation has declined by about 9%, since last year.

- Acreage for pulses has declined by around 17% as compared with last year. Area sown for Tur has reduced by 28%, which is likely due to the slow progress of the monsoon towards the eastern regions of the country, where Tur is mainly produced.

- Sowing for Groundnut is a concern as its acreage has been lower by 21% this year. Area sown for soya has risen by 10% as compared with last year. With the western regions of Gujarat and Rajasthan recording a normal monsoon, a higher acreage for major oilseeds grown in the region can be anticipated.

- Sugarcane continues to have the highest acreage amongst the very few crops that have had a positive acreage this season, as compared to 2017. With shortage in storage space and a dim export side, the markets may face an oversupply situation. The government has announced a rise in price paid by sugar mill owners to the sugarcane farmers, by Rs. 20 for the 2017-18 season. This

BMCT Hosts celebrations in Mumbai and Delhi for PSA’S 20th Year in India

n BSN Network / Mumbai Following the celebrations at PSA’s terminals in Tuticorin and Chennai to mark its 20th year in India, Bharat Mumbai Container Terminals (“BMCT”) hosted celebrations in Mumbai and Delhi on 24 July and 25 July 2018 respectively to mark the occasion. The Mumbai event was attended by almost 200 people from the shipping lines, logistics, trade associations and business partners; whilst the Delhi event was also well attended by the shipping and logistics fraternity from the area.

BMCT is PSA’s newest terminal in India and has already handled over 130,000 TEUs since starting operations in February. The terminal has been regularly achieving vessel productivity levels in excess of 100 containers per hour. BMCT also won “Upcoming Terminal of the Year” at the Jawaharlal Nehru Port Trust (“JNPT”) 29th Anniversary Awards on 6 July 2018.

Regional CEO for PSA Middle East and South Asia Mr Wan Chee Foong took the

opportunity at both events to thank the Ministry of Shipping, JNPT and many other government agencies for their strong commitment and support which had enabled the timely completion of BMCT. He also expressed his appreciation to the customers and partners who continue to grow their business with PSA; as well as highlighted PSA India’s evolving focus on developing cargo solutions beyond container terminal operations.Acommemoration video to mark PSA’s 20 years in India was also screened during the program, which included a message from PSA Group CEO Mr Tan Chong Meng.

At Delhi, detailed updates on BMCT’s development were provided, particularly on rail connectivity with Delhi / National Central Region.

The Mumbai event also saw an enchanting performance titled “Jewels of Mumbai” by renowned sand artist Mr. Sarvan Patel. He created sand images of Mumbai landmarks; finally ending with the image of BMCT and the PSA20 logo.

As with all PSA terminals, BMCT continues to contribute positively to the local community. Earlier in the year the company held a Career Counselling Session for students who were, or had taken, their Higher Secondary School Certificate (“HSC”) and Secondary School Certificate (“SSC”) examinations. On 25 July 2018, BMCT with support from its staff held a blood donation camp at the terminal.
