Harris County Toll Road Authority Case Study
Before 2021, the Harris County Toll Road Authority (HCTRA) system inspection annual reporting process was outdated and utilized manual compliance (legacy mobile application). This process was used for analyzing, reviewing and generating the annual report and appendices based on the yearly field inspection data. The result of utilizing this outdated reporting system included incomplete and/or inaccurate data, incomplete reporting and difficulty in meeting internal reporting milestones.
To improve upon the outdated system, HCTRA contracted BGE to assist with developing a streamlined process for the system inspection report, including:
• The creation of automated processes to streamline the report and form generation by utilizing ESRI Field Maps, ArcGIS Notebooks and ArcGIS Pro report templates
• The development of modernized data collection applications and Key Performance Indicator (KPI) dashboards – These dashboards currently serve HCTRA in planning routine and heavy maintenance, ensuring repairs are completed on time and providing report progress to key stakeholders
BGE’s many successes in improving HCTRA’s system inspection reporting process led to HCTRA contracting our team to implement their new asset management program using Cartegraph’s software. As the implementation program manager for this new asset management program, BGE has been able to integrate Cartegraph’s software to fit the needs of HCTRA’s overall asset management program. BGE has:
• Developed a more comprehensive asset management data model that provides more detailed issue reporting and analysis
• Developed Key Performance Indicator (KPI) dashboards for Capital Improvement Planning (CIP) and progress tracking
• Enhanced field collection applications to streamline inspections and facilitate collaboration between field and office workers
• Implemented Cartegraph for operation and maintenance workflows and asset condition tracking
• Assisted in the training of field staff and continued automation/ integration improvements
