January 14, 2023
A virtual chapter meeting of the Beta Xi Sigma chapter was held on January 14, 2023. It was presided over by Basileus Townsend with Soror Ameesha Smith as the Anti-Grammateus.

The purpose of the meeting was to provide updates and to conduct chapter business.
Soror Newton opened the meeting with a greeting and meditation. Basileus Townsend followed with her greeting.
Grammateus Horner reported we have 44 active financial sorors with one pending transfer request.
Anti-Grammateus Smith reported correspondence received. Parliamentarian Jackson provided reminders. Sergeant-at-Arms Shannon Clarke reported a sisterly reminder of using the raise hand feature during the meeting. She also confirmed there were 28 financial sorors in the meeting.
Basileus Townsend identified a quorum was established and called the meeting to order at 10:10am.
Soror Edwards moved to approve the January 14, 2023 meeting agenda as written. The motion was properly seconded with no dissent. The motion passed.
Soror Horner moved to approve the previous meeting minutes. The motion was properly seconded, with no dissent. The motion passed.
Committee Reports
Basileus Townsend asked for Soror Smith to share the Holiday Service Committee report. Soror Cierra Allen reported details about the day of service on Christmas Day. She also shared that in her report she provided ideas for future holiday events.
Soror Clarke reported the Social Action Committee had a great time at the bell ring for the Salvation Army and we received a shout out from them on their social media page. For Human Trafficking Awareness Month, she would like the chapter to do a Human Trafficking movie screening of “Still I Rise” at the Hopewell Library on Saturday January 21 from 9:30-12p. Soror Clarke asked for input from the chapter if this was something we would like to move forward with. Financially, the committee would be requesting to be able to provide snacks during the screening.
The Social Action Committee moved that the chapter have the human trafficking awareness event on Saturday, January 21st from 9:30 AM-NOON and the chapter allows the purchase of simple snacks at the Hopewell Library. The motion was properly seconded. The floor was opened for debate, for sorors to speak for or against the motion. A question was asked about the cost of snacks? Soror Clarke reported no more than $40.
Debate ended and the question was called for a vote. 22 sorors voted in favor of the motion and 0 voted against the motion. With a vote of 22/0, the motion passed. Basileus Townsend reported email communication would be sent to the chapter and that Soror Clarke would be the POC for this event. Basileus Townsend also advised that Soror Clarke contact Madame Epistoleus for Marketing.
Officer Reports
Basileus Townsend reported that she did not have any additions to her report. She thanked Madame Anti-Grammateus for getting the chapter survey out and for sorors who have filled out the survey. The idea is that everyone will take the opportunity to complete the survey, the survey closes on Monday January 16th, and there will be a meeting forthcoming with our Area 2 coordinator to discuss the details of the survey responses. All concerns and feedback provided through this survey will be addressed during the scheduled meeting. Basileus Townsend asked if there were any questions regarding her report. Basileus Townsend answered all questions asked from the body.
1st Anti-Basileus Edwards reported that she did not have anything additional to add to her report, other than dates for Spring 2023 TORCH. The calendar submission due January 22 & March 4. The committee is looking at the March 4 submission date. Formal rush is March 26 or April 2, with induction being May 6 or May 13. Basileus Townsend asked if there were any questions for Madame 1st Anti-Basileus. Basileus Townsend opened the floor for questions and discussion with Madame 1st Anti-Basileus.
Basileus Townsend informed the body that we would move onto the recommendations that have been presented in the 1st Anti-Basileus report.
1st Anti-Basileus Edwards moved that the chapter votes to conduct spring 2023 intake or not. A point of order was called by Soror Jackson - the point of order was acknowledged and well received by Madame Basileus.

Soror Edwards moved that we do not conduct Spring 2023 TORCH. The motion was properly seconded. The floor was opened for debate. A Point of Order was called by Soror Allen - the point of order was acknowledged and well received by Madame Basileus. Basileus Townsend informed the body the meeting time expired and that she could entertain a motion to extend the meeting time or to adjourn the meeting.
Soror Clarke asked for a Parliamentary inquiry regarding extending the meeting time. Basileus Townsend called for a 5-minute recess to allow the Parliamentarian to review and advised the body to resume at 11:25am.
The meeting resumed at 11:25am. Soror Clarke moved that we extend the meeting time by 30 minutes. The motion was properly seconded. The meeting was extended 30 minutes, with the new ending time for noon. Basileus Townsend reminded Sorors the debate time and would allow an additional minute for debate. Madame Basileus restated the motion presented by Soror Edwards. Debate ended and the question was called. With 16 in favor of the motion and 8 against the motion, the motion passed to not conduct Spring 2023 TORCH.
1st Anti-Basileus Edwards moved that we move forward with the attire presented for chapter photos. The motion was properly seconded. The floor was opened for debate. With 0 in favor of the motion and 21 against the motion, the motion failed.
1st Anti-Basileus Edwards moved that we schedule chapter photos to be taken on Saturday, May 13, 2023 at 1pm. The motion was properly seconded. The floor was opened for debate. With 18 in favor and 0 against the motion, the motion passed.

Basileus Townsend advised that we were one minute from the chapter meeting end time. She asked if the 2nd and 3rd Anti-Basilei had any recommendations that needed to be voted on. They both reported they did not.
Basileus Townsend reported all unfinished business would be moved to the next meeting.
Soror Horner moved to adjourn the meeting at 12:01pm. The motion was properly seconded, with no dissent. The motion passed. Meeting adjourned at 12:01pm.

The purpose of the meeting was to complete urgent unfinished chapter business from January 14, 2023 chapter meeting.
Soror Newton opened the meeting with a greeting and prayer Basileus Townsend followed with her greeting.
Basileus Townsend reminded the purpose of the meeting.
Madame Sergeant-At-Arms confirmed there were 21 attendees in the meeting. Basileus Townsend identified a quorum was established and called the meeting to order at 6:12pm.
Soror Allen moved to approve the agenda as written. The motion was properly seconded, with no dissent. The motion passed.
The sorority pledge was recited silently.
Basileus Townsend reported the programs listed on the agenda were the programs that would be voted on for the rest of the year.
Basileus Townsend opened the floor for discussion and questions, following discussion and questions, the floor was opened to accept motions.
Soror Smith moved that we move forward with the March of Dimes event that Soror Allen shared for the Rhosebuds. The motion was properly seconded. The floor was opened for debate.
Basileus Townsend called for the question, there were 16 in favor of the motion and zero against the motion. With a vote of 16/0 the motion passed. Basileus Townsend reported Soror Cierra Allen would be the POC for this program.
Soror Parrish moved that we move forward with the Youth Symposium National Program. The motion was properly seconded. The floor was open for debate. Basileus Townsend called for the question, there were 17 in favor of the motion and zero against the motion. With a vote of 17/0 the motion passed. Basileus Townsend appointed
Soror Parrish as the chair and reported that there would need to be a committee. Basileus Townsend reported there is a payment discrepancy with the original location that was previously used for Youth Symposium that leadership will work on resolving. Updates will be provided to the chapter; in the meantime, the committee will also identify alternative location options.
Soror Allen, moved that we move forward with the following events: Project Cradle Care Joint Baby Shower with the Alpha Zeta Chapter, National Health Month - Walk/Steps Challenge, Mental Health Awareness, Swim 1922, Women’s Mental Health Week and Sickle Cell Awareness Day The motion was properly seconded. The floor was opened for debate.
Basileus Townsend called for the question, there were 17 in favor of the motion and zero against the motion. With a vote of 17/0 the motion passed.

Basileus Townsend requested for volunteers to chair the program initiatives that were voted on.
Basileus Townsend appointed Sorors Heather Allen and Cierra Allen as the chairs Project Cradle Care - Joint Baby Shower with Alpha Zeta.
Soror Victoria Brown was appointed as the chair of the National Heart Health MonthWalk/Step Challenge.
Soror Victoria Brown was appointed as chair of Mental Health Awareness/Women’s Mental Health Week.
Basileus Townsend volunteered chair Swim 1922.
Soror Newton was appointed as chair of Sickle Cell Awareness Day.
Basileus Townsend advised we had reached our hour limit for the meeting and could entertain a motion to extend time an additional 5-minutes, if needed, or to adjourn the meeting. Soror Clarke moved that we extend the meeting by 5 minutes. The motion was properly seconded. With no dissent the motion passed.
For announcements:
Soror Clarke announced that she got a lot of questions about how much of an impact we made during The Salvation Army bell ringing, and we raised $204.16 in a 2 hour shift. Soror Cherry announced a black history program with her residents will take place February 22nd.
Hearing no objections, Madame Basileus adjourned the meeting at 7:23pm.

I. Officer Report Summary.
This officer attended the special meeting with Area II Coordinator (1/18); attended Rhosebud meeting/activity (1/22); presided over January’s meetings (1/14 regular scheduled monthly chapter meeting; 1/25 special chapter meeting; and 1/29 Executive Board meeting).
This officer requested the previous financial audit request and the audit has been received The executive board has received a copy to review and will meet to further discuss and present recommendations to the chapter
This officer continues to monitor submission responses from the national programs committee form Notifications are provided to each committee chairwoman when responses are received

Regional leadership recently learned that the traditional way alternate conference delegates have been used was incorrect according to Robert's Rules of Order (RONR) 12th edition
Previously, in the Northeastern Region, an alternate chapter delegate would serve in the absence of a delegate leaving the room, giving the alternate delegate the same authority to act in the capacity of a primary delegate Per RONR (58:17):

Greetings Sorors and Happy Black History Month!
BHM FACT:
Did you know? The NAACP was founded on February 12, 1909, the centennial anniversary of the birth of Abraham Lincoln.
This month the Membership Committee has planned an exciting soror-only get-together. We have a fun evening planned for fellowship, fun, and FOOD! Please join us on Saturday, February 25th at 7 PM. We’ll use this time to get to know each other (again), create vision boards, dance, and celebrate our accomplishments. The committee will take of the logisticswe want you to bring yourselves and your appetites. More details to follow soon.

FEBRUARY 2023 OFFICER/COMMITTEE REPORT
I. Officer or Committee Report Summary.
- Hosted an Interest Meeting to find out and get to know ladies who are interested in the Sorority on VSU’s campus.
-Received TORCH Clearance to proceed with Formal Rush from International Headquarters
-Volunteered at the Children’s Home of Virginia Baptist
-Participated in a Panel Discussion entitled “He Say, She Say” with the National Association for the Advancement of Colored People (NAACP), where gender stereotypes from both sides of the fence were discussed.
-Volunteered at the Petersburg Food Bank
-Volunteered at the Red Cross Blood Drive assisting with Pre-Registration for those who would like to donate blood
-Sent request for signature to Soror Wells and Soror Ray of confirmation of their attendance at the 2023 Northeastern Region Conference due to the Alpha Zeta Chapter paying for their registration. Notification that these sorors were unable to attend needed to be made by Tuesday, January 31st, per the instructions received from the Northeastern Region. Neither ladies indicated that can not attend. Both ladies returned signed copies, stating that they will be in attendance and that they understand the reimbursement fees associated with not attending the conference.
-Submitted Fall 2022 Grade Report to UCC Smith for her review.
-Requested Beta Xi Sigma Parliamentarian Jackson to assist with facilitating Module 4 which includes a heavy discussion on conducting the business of Sigma. Additionally, a request was made to conduct a follow-up training entitled “Parliamentary Procedures” once TORCH is complete. Soror Jackson is unable to assist with Module 4, due to not being TORCH trained but is willing to facilitate the follow-up training. A date will be confirmed, once a final decision is made by the Alpha Zeta Chapter.

FEBRUARY 2023 FINANCIAL OFFICERS REPORT
I. Officer or Committee Report Summary.
• There are currently 43 Financial Active Sorors. With one Soror who paid on all three levels, however, isn’t showing on our Active Roster. A helpdesk ticket was created.
• Created 2023-2024 Dues Payment Plan to be reviewed by the Executive Board prior to presenting to the Chapter.

• Reviewed the working budget to provide update to the chapter on where we standing financially.
• The proposed new voucher request form is still under test.
• Attended HandsOn RVA day of Service at Ettrick Elementary School, where we built raised garden beds to support the agriculture program at the school.

Please Note: The items in the red box under December 2022 income were PayPal transactions that were exported in bulk to the Chapter's Truist account ($957.66) on January 3, 2023. That plus the January's income ($1,687.09) equals the total monthly income for January 2023 of $2,644.75.

I Committee Report Summary
● Orchestrated the completion of 2 5 hours of hands-on service (32 5 Verified Combined Team Total) on January 16, 2023 for MLK Day of Service at two locations: Children’s Home of Virginia Baptist and Ettrick Elementary School Two teams of volunteers assisted with cleanup and organizing at the Children’s Home and building of raised garden beds at Ettrick Elementary
● Amount Raised/Impact of the service with Salvation Army during bell-ringing shift was $204 16 Coordinators were extremely pleased with our service and enthusiasm, and requested that we make contact in September 2023 to get on next holiday season’s calendar Point of Contact:
