Talgarno Recreation Reserve – What’s happening
Well the good news is that contracts have been signed for the tennis courts and for the BBQ shelter but the bad news is that the wet weather has meant that work has stopped and won’t start again until the ground dries out. It is still likely that the BBQ shelter will be completed before Christmas but the tennis courts may take longer.
The new committee met on August 21 and decided to get some assistance in planning the kitchen upgrade with the idea to make the kitchen also serve as a small meeting room. We still have not heard anything from Towong Shire about the suggestion that there might be public toilets built on the reserve or if they were considering building them on one of the roadside reserves such as Johnstone Creek. The committee is seeking more information from the Shire on this and other matters.
Berringa Peninsula Community Network (BPCN)
The Network aims to support and encourage advancement of the Berringa Peninsula and ensure that in the event of another disaster like the summer of 2019 20, the Berringa community will be in a more prepared and a resilient place with the best chance of safety and a positive outcomes for all.
The Three Halls Project which will provide substantial support for insulation, heating, lighting and a kitchen upgrade has stalled awaiting the appointment of a Head Contractor. We have an agreement for the installation of solar panels on the BBQ shelter but just awaiting the shelter to be built.
Concerns were raised about the restricted access for vehicles to the hall’s kitchen owing to the placement of some of the equipment and we are seeking to re locate the concord closer to the courts to overcome this issue. There were also concerns about the wooden barriers holding the soft fall material posing a trip hazard and we will investigate installing safer barriers. The wet weather has highlighted the need to improve the drainage around the hall and we will try to get some assistance to do Withthis. all the work going on and planned we are looking forward to being able to provide even more opportunities for the community to use and enjoy their Rec. Reserve.

Update on the Three Halls Project No work has commenced on the halls yet. We are working in the background, setting up the financing and building management structure. A project manager has been appointed. We are now waiting to appoint a head contractor who will hold the building licence and insurance for the project. This is taking longer than expected due to the current shortage of builders.

The IOD is expected to remain in a negative state over spring and this should provide better than average rainfall. The ENSO has now moved to a La Niña alert rather than reverting neutral levels as had been expected. It now looks quite possible that we could have three La Niña events in a row which is highly unusual.
Rainfall Round-up BOM got it a bit wrong saying that the winter rainfall was likely to be slightly above average, whereas it was slightly below.
Prospects for the Season Ahead
The BOM forecast is that rainfall is highly likely (82% chance) to be above the median over the September to November period.

Thenormal.rainfall pattern over winter was pretty typical with rain events related to the passage of fronts and dry periods related to persistent high pressure areas which blocked the fronts. The ENSO (El Nino Southern Oscillation Index) remained in the neutral territory over winter but the Indian Ocean Dipole (IOD) moved into negative territory in June, increasing the likelihood of more rain sources in North West Australia.
The historical median rainfall for May to end of July is 189 mm and Hume Reservoir had 169 mm or 89% of median. I had 184 mm and Jim & Julie (TAFCO) had 154 mm. May and June were pretty average but July was drier than normal about 4 out of every 5 Julys have more than we had. The pattern over the past year, of a dry month in the mix of each season seems to continue.
The run of wet months continues and we have had over 1018 mm over the past 12 months, well above the average of around 700 mm. This kept soil moisture levels high and Jono Green told me he could push star posts in by hand last week! It’s going to be quite a shock when things revert to

Dale Grey reports that for the August to October period, 10 of the 12 models he follows suggest wetter than average rainfall, and 2 neutral. Everything is lining up for a wetter than average spring. Temperatures are expected to be around average. Make sure you have some room in the hay shed.

Never really thought I'd be wishing the rain away, but I have been.. Digging up the soil while it's so wet is often detrimental to the soil, and leaves you with more of a mess and broken down soil. If you can, try and wait till it dries up a bit.
Drainage is on lots of people's minds at the moment, something to really consider after all this rain. Work out in your garden where the water is sitting or running and see if you can use it to your advantage or divert it somewhere more convenient. One of my friends had a landslide at the back of her property due to all the rain.
It's time to ramp up your preparations for your spring garden plans. You can still be planting seeds for salad greens, carrots and beetroot, as well as preparing to get your tomato, basil, capsicum and spring onions seeds into the nursery Weedingetc.and pruning are still high on the jobs list. Prune back your perennials, fix up any deciduous and fruit trees that you might have missed or that just need a bit more of a clean up.
Start spreading some potash around the base of your fruit trees to promote great fruit and healthier trees. As your fruit trees all finish flowering, add that organic compost and some organic fertiliser to give your trees the much needed boost for spring.

A final local meeting to determine the future of the church was held on Sunday 28 August. The Church sought feedback from the community prior to the meeting with the resolution from this meeting to be sent to the relevant diocesan authority for a final decision.
No Functioning Churches in Bethanga?
The Anglican Church recognises that many residents have had significant events such as baptisms and weddings in this building. Therefore, the congregation wanted to send a message out to the community to give people notice that the closure of the church is looking increasingly likely.
Holy Trinity Church Bethanga
Both the Anglican and the Catholic Church in Bethanga have experienced a declining number of people in the congregation for some years. The Catholic Church currently has St Francis Church listed for sale and the Anglican Church has announced the potential closure of the Holy Trinity WithChurch.the declining attendance and an audit of the church building completed earlier this year, the results of which suggest that the structure will require significant work in order to be deemed safe. The recent storms have also impacted the church making this situation even more pressing. For these reasons above it is looking likely that the church will close soon.

Over the last month have commenced upgrade works at Roy Williams Park, Bellbridge. We are continuing to progress the repair and remediation works across the Berringa Peninsula following the storms in January. There are a number of requirements Council has to meet when applying for Natural Disaster Financial Assistance which often means we can't get works completed as quickly as we (and you) would like. There are also other councils in a similar position because of the storms. Our outdoor crews have been able to complete some immediate road works. Further works are needed but require assessment and approval from VicRoads before works are undertaken. Last week we received advice that the claims we have lodged are under consideration.

Bellbridge Ladies’ Night Out’ and these were very memorable nights for all. She was actively involved on the fundraising committee which raised funds to build the Bellbridge Kindergarten/Community Centre. For many years Rose worked tirelessly along with our small committee to raise the funds needed. Rose loved her family and was very proud of her grandchildren Riley, Scarlett, Zoe and Jai. Rose, along with family and friends, spent many happy hours on the weir in their ski boat these were some of Rose’s happiest times. To the world Rose was just ONE, but to us and her countless friends, she was a very special person.

Rosalie Ann Warde was born on 10 January 1956 in Echuca to parents, John and Dot Trevena. Rose passed away on 6 June 2022 in Wodonga, with Jenna and Nikki by her side. She was an older sister to Rob. Rose was educated at Moama Public School, then went on to Echuca Technical School where her father was a teacher. Rose loved her sport. She was a state champion swimmer, played basketball into her 40s and softball into her 50s. She was also a Vic Swim instructor. When Rose left school she worked at several places, including Stuart and Sons, Uncle Bens, Corcoran and Parker and Podgson and Cronin, before setting up her own book keeping business at home. Rose married Wayne Warde in 1977 in Echuca. After their marriage they went on a working trip around Australia, before heading back to Echuca where Jenna was born in May 1982. Second daughter, Nikki, arrived in 1985. The family eventually moved to Bellbridge to live, where Rose was to become the only JP in the area. She loved Bellbridge and quickly fitted in with the locals. For more than 30 years she organised the annual end of year

In the case of road accidents, the ambulance costs are generally paid by the Transport Accident Commission and workplace accidents are generally paid by the Victorian WorkCover Authority.

Yet again our brigade has been operationally very quiet thanks to lots of rain, people taking care on our roads and looking after their properties for fire of winter are expected to continue into spring at this stage in our part of the world, with above average rainfall and also above median maximum temperatures. With these conditions there will be significant growth of fine fuels. As summer hits and grasslands dry out, the risk for grassfires will increase.

• Agistment agreements are being completed with several locals to provide paddocks for horses and these will also be signed off by DELWP.
• An application has been submitted to Towong Council for assessment of the reserve as a “Neighbourhood Safer Place (Bushfire Place of Last Resort). Updates to this application will be provided in future editions of the Berringa News.
• Unfortunately, the smaller elm tree is responsible for the damage and has been assessed as a high risk to the building structure and public safety. This assessment, engaging an arborist and plumber, has been provided to the governing state body (DELWP) and the tree has been confirmed as unsafe and we will be directed to remove Fortunately,it. the big shade elm nearby has been unaffected and given the all clear.
• DEWLP have advised the BRRCoM of our Public Liability Insurance coverage for the year ahead.
• Caravan and Camping receipts have continued to exceed expectations over the winter period as we enjoy increased patronage and great reviews on camping websites. These funds contribute enormously toward the cost of providing the facilities and services available at the Recreation PermitsReserve.&Approvals:

• The oval has been sprayed for unwanted weeds in preparation of the playing surface for the summer cricket season.
In preparation for the spring and summer ahead, the following activities has been undertaken by the Bethanga Recreation Reserve Committee of Management (BRRCoM): Grounds & Surrounds:
• With input from the Bethanga Cricket Club, Mitch Trafford, Brodie Sirl and others, new steps and handrails have been installed at the north end of the oval leading to the kiosk.
• A condition of our insurance requires user groups that conduct fee paying activities at the Reserve to provide their own PL insurance as well.
BETHANGA RESERVE Winter is generally the quiet period for public activity at the Recreation Reserve. However an enormous amount of work has gone on in the background this year, and thanks must go to the committee of management for their ongoing commitment.
• Substantial plumbing and earth works have been required to repair water & drainage pipes to the kiosk.
RECREATION

A meeting with the Peninsula Market’s committee has commenced planning and works to provide the facilities and services required for this highly successful community market.
This year’s cricket season commences with preseason training activities at the Recreation Reserve in September. The BRRCoM wish the Bethanga Cricket Club every success in the forthcoming season.
The BRRCoM are pleased to advise our reserve has been selected as the location for the next Peninsula Market on the 11 September 2022.

The BRRCoM has applied for a government grant to assist with the ongoing development of the Master Plan for the Recreation Reserve. If successful, this grant will require a co contribution by the BRRCoM that we have included in our expenditure budget.
The Commonwealth Bank has donated $500.00 to the Bethanga Cricket Club through their sporting grants program.

Simon organised a very successful tree planting day with the Talgarno School at a small wetland near the tennis courts. Approximately 200 trees were planted. Thanks to the parents and particularly the children for their help.
Currently we have several projects happening, tree planting on some new sites but one site is a continuance of creek protection with trees dating back 20 years. This site now is attracting multitudes of birds.

• Dance/music/movement sessions are to commence this term led by Murray Youth Performing Arts group.
• Responsible pet ownership day was another fun learning day for the children.
There is also a visit by a touring African Drumming Company set to engage with the children this term and a Reptile show planned for term 4.
The centre has had a steady increase in numbers and is hoping to announce a new educator shortly to join the team. Nature remains a key focus for the centre too, with the veggie beds looking great and bird feeders have been made to provide a food source during winter.
• The kinder kids continue to enjoy the Bluearth program every fortnight which teaches them about self awareness, resilience and mindfulness through a variety of active games often utilising the nearby tennis courts.
FOBEYLC are also looking to pay for some upcoming incursions;
• There have also been lots of new resources ordered for the centre. These include a water play trolley, home corner play kitchen, large foam climbing blocks, simple machines set, wooden tepee and a road safety set. These are funded by FOBEYLC ($5,000) and a Bushfire Recovery Grant ($3,000).
• A visit by Marg Murray who taught the kinder kids about Aboriginal artefacts and then all enjoyed painting boomerangs together.

There has once again been a lot happening at the centre over the last term. Highlights include:
• Flying Bookworm are set to captivate the children’s minds with their performance on Wednesday 7 September.
The centre’s educators undertook some professional development on utilising puppets in their teaching and have started using ‘Speedy the Snail’ to talk about different emotions. Another puppet, Word Bird’ helps to explain how words are made up; and “Word Bird” to discuss how words are made up of syllables, upper and lowercase letters, letter sounds and word meanings. These are being well received by the children.
• The musical performance from Captain Pete had everyone getting involved. It is hoped Captain Pete will join the centre once a term for more musical performances.

Students have been involved in so many ‘hands on experiences’ this term to enhance their learning. As part of our ‘Student Voice in Recovery’ Grant, we have continued to work with Aimee Chan this term, recording podcasts, writing a book and designing a story staircase leading to our Millewa Classroom! In addition, students had an excursion to Hyphen and visited the street exhibit ‘First Responders’. Students in Mudgee have packed in a lot into their first 100 days of school (which we celebrated with a Dinner and Movie night at the end of July). During a dinosaur discovery excursion to Talgarno students loved being able to explore fossils and learn more about the prehistoric creatures which hold their imaginations so captive! We hosted the MARC Van (Mobile Library) NAIDOC themed cluster day with 150 students in attendance from our Cluster Schools. This was an amazing day organised by our teacher, Amy Musgrove, who created space for us to learn more about Australia’s First People in a respectful and engaging way.
