Garden club honored at state lunch The Kensington Garden Club received state level awards at the recent Federated Garden Club of CT Awards Luncheon. The club was awarded the Civic Creativity Award and recognized for its active participation in civic projects including entries in the Wadsworth Fine Arts & Flowers floral design program, entries in the annual Berlin Scarecrow Contest, participation in the Memorial Day Parade and designing and installing a garden at Sage Park as a memorial to deceased member Jeanne Spilka. The Kensington Garden Club also received the Award of Excellence in Horticulture. This is in recognition for the related monthly programs that are open to the public, the maintenance of town gardens, including the Civil War monument, participating in the Berlin Fair and the Connecticut Flower Show, creating holiday wreaths or floral displays in locations around

Expansion of church progressing By Devin Leith-Yessian The Citizen

Building Committee Chair Allan Hall said the added space is needed to accommodate the growing needs of the church’s approximately 300 parishioners. “In order to address today’s society’s needs we needed this,” he said.

As the game began, the hype looked to be warranted, as neither team was able to score for the first nine minutes. Report: Connecticut’s economic outlook improves By Mary Ellen Godin Record-Journal staff

Connecticut’s economy edged up slightly from 40th to 39th place during 2017, but it remains one of the last states to fully emerge from the recession, according to the state Department of Labor. The DOL report, issued last week, found that Colorado had the best overall economy in 2017, while Alaska scored at the bottom. Connecticut’s rating of 128.7 was its best score in seven years, but still below the U.S. average of 139.1, according to the report. The report examined each state and Washington, D.C., using quarterly census employment and wage data, annual average unemployment rates and the number of businesses. Connecticut’s overall score

The combination of federal tax cuts coupled with the growing deficit is likely to significantly contract the economy, said Fred Carstensen, an economics professor and policy advisor at the University of Connecticut. has increased by 28.7 percent since 2010, below the national overage of 39 percent. Among the nine Northeast states, Connecticut outscored only Pennsylvania. “Most states fared better over the year, and have contributed to a continued modest national economic growth since 2010,” the report concluded. “However, given the nature of the business cycles, the probability of another national recession rises with each passing

month. So it remains to be seen what this or next year will bring for the states and the nation.” Some economists predict a contraction in late 2019 or early 2020, saying interest rate hikes have already had some impact. Housing permit activity in Connecticut last month was down by 40.5 percent from September 2017, according to the Department of Economic and Community Development. Permits for new

The next governor and the General Assembly need to do more than cut spending, Carstensen said. Universities need to develop more, and the state can help by seeking more federal funds to help them collaborate with aerospace, bio-medicine, and information technology firms. “We started to go off the track in the 1990s, with legacy industries,” he said. “We failed to make adjustments in the Internet age. We are easily 20 years behind where other areas are. The land of steady habits is a condemnation. That’s the new challenge for the new governor.” mgodin@record-journal.com

Letter to the Editor A new idea To the editor: I normally do not write letters to the editor of any newspaper. But I have not seen this issue brought up as a solution to the problem regarding funding pensions by the state or cities or towns. Over the last 10 years or so private business has elimi-

nated pensions and instead they have implemented 401K plans for their employees. Employees had no say in this change. So I feel the time has come for the state or cities or towns to eliminate fully-paid pensions and implement 401K accounts for all employees. This would resolve the issue of funding for pen-

sions that the state, cities and towns are no longer able to afford every year. This would make every employee responsible for their own retirement, and not the taxpayers. It could be made retro-active to July 1, 2018. Again, no one has presented this as a solution to the funding of pensions. This solution has been implement-

ed by small and big business alike. It is time for this solution to be implemented by the state, the cities and the

Local brings deli to downtown Southington By Jesse Buchanan Record-Journal staff

SOUTHINGTON – After years of sitting vacant, a small shop on Liberty Street is open as a deli. Tammy Liberatore, a Berlin resident, opened Liberty Street Market & Deli a month ago. Many of her customers come to the one-story shop from the surrounding neighborhood. “I thought it was a great location for a little deli,” Liberatore said. “I liked the design.”

She bought the building in 2014 for $175,000. The floor sloped, insulation was missing and the former location of Al’s Meat Market was a mess. It took years for Liberatore to renovate it.

While Liberty Deli is Liberatore’s first restaurant venture, she’s familiar with the industry since she’s worked as a health inspector. She was surprised at the amount of work it takes to run a restaurant, though.

In Brief 2019 Hall of Fame class unveiled The Berlin High School Athletic Hall of Fame has selected its newest inductees. The Hall of Fame Class of 2019 is: Edward Magruda (Class of 1937), Kenneth Burt (Class of 1957), Sean Garrison (Class of 1990), Joy Cooper (Class of 1992), Bill Robinson (Class of 1999), Kyle Zarotney (Class of 2006), and the 2006 CIAC Division III state championship boys basketball team. This will be the 10th class to be inducted. To date, a total of 110 athletes, coaches, contributors and teams have entered the Hall of Fame.

Obituary BERLIN- Herbert R. Carlson, 97, of Berlin, husband of Shirley (Wollman) Carlson for the past 71 years, passed away Thursday (Nov. 1, 2018) at the Hospital of Central Connecticut. Born in New Britain, he was a former Hartford resident, moving to Berlin in 1954. Herb was a graduate of Hartford High School and was a World War II U.S. Marine Corps veteran. He worked in delivery and refrigeration for Sealtest Ice Cream in New Britain and Hartford for 33 years, retiring in 1978. He was a member of St. Mark’s Episcopal Church in New Britain; and was a charter member of VFW Post 10732 in Berlin. Besides his wife Shirley, he leaves a son, Robert R. Berlin police offer women’s self-defense course

She’s back.....

The Berlin Police Department has scheduled a women’s self-defense tactics course, Dec. 11 through 13, 5:30 to 8:30 p.m., at Berlin High School. Officer Tyler Cyr and Detective Ted Fuini, certified instructors of R.A.D. (Rape Aggression Defense), system plan to instruct the class. The course involves three, three-hour blocks of instruction, designed to work in tandem to progressively build self-defense skills.

‘Old Time Fun’ in Berlin presentation Nov. 14 By Lorraine Stub

Berlin Historical Society welcomes the public to a slide show and conversation exploring Berlin history on Wednesday, Nov 14, 1 to 3 p.m., at the Senior Center, 33 Colonial Drive.

How about the Berlin Playhouse, with performances at the old town hall on Worthington Ridge and in local barns?

This program will be repeated early next year at a date and location convenient for those who are unable to attend daytime programs. Details will be published in The Citizen.

In preparing for this topic, we pulled photos from our archive depicting skating on frozen ponds, hiking up Mt. Lamentation, swimming at Memorial Pool, playing baseball in open lot fields and sharing Sunday dinners with family.

If you have photos to share, bring them to the event for us to scan that day, or make an appointment to have them scanned at the Historical Society Museum.

LOCAL ARTISTS CREATE PORTRAITS FOR AFGHAN CHILDREN In the spring of 2018, the Berlin High School ECE UConn Drawing class, under the direction of Kathy Miller, participated in the Memory Project. This is a nonprofit organization that invites art teachers and their students to create and donate portraits to youth around the world who have faced substantial challenges such as neglect, abuse and violence. Portraits are created to help these children feel valued and important, to know that many people care about their well-being and to provide a special childhood memory in the future. Teachers are provided photos of children, art students create portraits, and the Memory Project delivers them. Berlin High School students created portraits for 14 children in Afghanistan. Portraits were delivered in August with a donation of $4,000 to put toward the children’s education.
