Former planner says the town ignored sexual harassment

Aresimowicz offers take on close race for 30th House By Jesse Buchanan Record-Journal staff

Former Town Planner Hellyn Riggins claims in a federal lawsuit that she left for a job with a city in Tennessee because town officials created a hostile work environment by failing to address sexual harassment by a prominent developer in town. Hellyn Riggins said in the lawsuit, filed Oct. 22, that she accepted a job offer from Eagleville, Tennessee in September 2017 because the town’s failure to take corrective action caused her to suffer extreme emotional distress accompanied by physical symptoms.

The lawsuit claims Thomas Coccomo, owner of Coccomo Brothers LLC in Berlin, repeatedly made false accusations that she had sexual relationships with co-workers at Town Hall. Coccomo, who did not respond to requests for comment, made the allegations in emails to other managerial staff and other employees within Riggins’ department. The lawsuit details emails going back as far as 2013, when Coccomo emailed then Mayor Adam Salina questioning why Riggins had not been fired for allegedly engaging in sexual acts with another town employees. Other emails, sent as recently as September 2017, including allegations of sexual acts with other employees. In the lawsuit, Riggins denied all of the allegations. The lawsuit cites an email Riggins sent to the town’s human resources director on Jan. 20, 2017 stating: “I have been through his abuse for 13 years. I will not tolerate it any longer, and I certainly will not tolerate it for my employees … I am asking that (Coccomo) be told that he can no longer meet with me or with any See Lawsuit, A3

Author Joe Clifford visited his alma mater, Berlin High School, on Oct. 19 to speak to students about his writing and life’s journey. The author of Junkie Love, a book about his heroin addiction and recovery, Clifford spoke to students mainly about his battle with drugs and how he overcame them. “I know what’s going on in town, with the struggles with pills and

such … I’m not a particularly good guy, but if I can do something to make the world a less horrible place then I’ll try to do it,” Clifford said. After graduating from BHS, Clifford attended Central Connecticut State University for a spell before dropping out and moving to San Francisco with dreams of becoming a rock star. This is when his drug problems See Clifford, A2

The event features free children’s holiday crafts, food trucks and performances by Caroline’s Dance at 4:30 p.m. and Dance Step at 5:30 p.m. The fire departments have also planned a toy and food drive where unwrapped toys, stocking stuffers and/or food donations will be accepted. “My deal with drugs was simple; I’m going to stop doing heroin … It’s not my place to judge or say who can do what. I can’t use drugs because I can’t stop after one. But I have no judgment.” After overcoming his addiction in 2001, Clifford returned to college and earned a degree. His first book,Choice Cuts, was released in 2012. in the district than other candidates from his party. Republican Michael Gagliardi conceded the election in the 30th House District following the Tuesday, Nov. 13 recount. In the final tally, he lost by 50 votes. The district includes parts of Southington and Berlin. Aresimowicz described his seat as a “swing district” that was held for 20 years by Republican Ann Dandrow. As House speaker, he’s also in the public eye as a Democratic leader more than most. “The positions I have to take as the leader of the caucus — does that cost me some support? I’m sure it does,” he said. Gagliardi entered the race three weeks before the election. Steve Baleshiski, the party’s initial nominee, bowed out after controversy

voters that tend to lean right. The district supported Republican gubernatorial candidate Bob Stefanowski and Republican U.S. Senate candidate Mathew Corey, both of whom lost their elections. “It seems as though the people the 30th district were not in favor of voting for a Democrat,” Aresimowicz said. “I’m the only Democrat to win this district overall … Sometimes it’s less about party and more about the individual as it pertains to my win.” Aresimowicz, who has announced he won’t run again, said he’ll focus on General Assembly business over the next two years, modernizing the state’s transportation, improving workforce education and increasing tourism dollars rather than the prospects for keeping the seat blue. Romano was encouraged about the GOP’s prospects in two years. “The numbers look good,” he said. “When someone

steps into the race on such short notice and does so well, it’s obviously trending in a Republican fashion.” Democrats gained legislative seats on election day, including some held by Republicans for decades, but Romano said Democrats’ support came mostly in very wealthy or urban areas. “What you see in this entire electoral map is that Democrats have lost the blue collar workers, they’ve lost the middle class,” he said. “The Democratic Party no longer represents hard working, middle class Americans.” Aresimowicz didn’t see the same effect at work, saying Democrats won seats based on quality candidates whose messages resonated with voters. Even with two additional recounts ordered in recent days, Democrats stand to hold more than 90 seats in the House and at least 22 seats in the Senate come January.

Foster parenting sessions slated Klingberg Family Centers has scheduled foster and adoptive parents information sessions for Tuesday, Nov. 27 and Thursday, Nov. 29, 10 to 11 a.m., at the main campus building, 370 Linwood St., New Britain. The no obligation information session plans to discuss how you can share your home as a safe place for a child in need of foster care and how you can use your experience to provide stability as a therapeutic foster parent for a child. An overview of the licensing process and the on-going support provided to foster or adoptive families and children placed in their care will be discussed. Walk-ins are welcome; RSVP preferred.

Molly and Tiffany, 8 years old, were surrendered because of family situation that left them alone a lot. Tiffany is outgoing, while Molly is shy. They would be happy if they could be in a home instead of a kennel. Please consider them for your home. Find an online adoption form at www.fobac.org. For more information, call 860-828-5287.

For more information and to RSVP, contact Nicolin at 860832-5536 or visit www.klingbergfosterandadoption.org.

To the editor: I would like to take this opportunity to thank the many people that donated to the annual veterans clothing and goods drive. We are so close to the holidays, where giving to family is so important, but so many people are still able to find it in their hearts and pocketbooks to give to our needy veterans. For that, I can only say, thank you, from myself and our veterans. Richard A. Rampone Berlin

Great day To the editor: On behalf of the Berlin Golf Commission, I would like to thank the Berlin Town Council for approving our recommendation to allow veterans and active military personnel the ability to have their greens fees waived on Veterans Day.

Most gathered after their round in the restaurant and continued their conversations. A great day had by all. Peter DeFazio Chairman, Berlin Golf Commission

The Berlin Police Department is supporting Connecticut Mothers Against Drunk Driving (MADD) “Tie One on For Safety” campaign to eliminate drunk driving, by displaying red ribbons on Berlin police cruisers. The department will also have a limited number of red ribbons available at police headquarters (Records Division) should citizens want one to display on their vehicles. Did you know? From 6 p.m. Thanksgiving Eve through New Year’s Eve 2017, 1,143 people were killed in drunk driv-

ing crashes, which is 29 percent of total traffic fatalities during this period. 2 out of 3 persons will be impacted by a drunk/drug driving crash in their lifetime. In 2017, 120 people were killed in alcohol-impaired driving. * Stats provided by Connecticut MADD The Red Ribbon is a symbol of the driver’s pledge to drive safe, sober and buckled up. It also reminds other drivers to do the same.

During this period Berlin police officers plan occupant safety belt checks at various locations in town. Officers will enforce state occupant protection laws and issue citations to those who are unbuckled. The intent of this enforcement effort is to remind motorists to always use good highway safety sense, especially during the highly-traveled holiday season. During the safe driving campaign, motorists are also reminded that state and local police will also be enforcing speed, cell phone, distracted driving, and DUI laws during the entire holiday driving season.

Violation of the Automatic Orders, like violation of any other court order, can constitute contempt of court that exposes the violator to sanctions.

Often overlooked or misunderstood are a few pages of the divorce papers that are served which contain Automatic Orders that apply to both spouses when the case is started.

A natural reaction to the resulting mixture of fear and anger, in different proportions for different people, is to take some action. The spouse may, for example, seek control over assets, like bank accounts, or hide them to protect them from the other spouse or to punish the other spouse by doing things such as changing insurance to remove coverage for the other spouse or change an insurance beneficiary.

attended the event, and summit participants will spend the next seven months researching topics and creating an action plan. Jennifer Gerarda Brown, dean of the QU law school, said: “The program’s primary objectives are to generate policy recommendations to

tackle the opioid crisis; identify programs to help and support those afflicted by opioid addiction, including their families, towns, schools, communities and treaters; to de-stigmatize the disease; and to offer hope to those who have been affected by opioid addiction.” The group’s findings will be presented on June 7, 2019. We hope some sound solutions will be unveiled. Too See Editorial, A19

The Automatic Orders don’t provide complete protection. The reality is that dishonest and frightened people violate court orders. Others take actions before the divorce case starts that would be prohibited by the Automatic Orders after it is started. The Automatic Orders apply only to the divorcing couple. They don’t require, prohibit or punish third parties like banks, credit card companies, insurance providers, family members or anyone else from doing anything.

Editorial

In Brief

From A18

Lamont stands by plan to toll only tractor trailer trucks

many lives have been ruined by opioids.

HARTFORD — Connecticut Gov.-elect Ned Lamont says he continues to support tolling only big rigs, despite a new study that shows more money can be generated from wider-ranging tolling. The Democrat said Monday that his position on electronic tolling “is very clear” and his new administration will “focus just on those big tractor-trailer trucks.” Lamont estimates such a move will generate $250 million in revenue. A new Department of Transportation study projects electronic tolls installed on major expressways and parkways for all vehicles would generate $950 million in annual net revenue by 2023, after accounting for operating costs. That study estimates electronic tolling gantries would be installed every 6.6 miles. Connecticut commuters would receive various discounts. The trucking association is currently suing the state of Rhode Island over its truck-only tolls.

At the QU forum, Miriam Delphin-Rittmon, commissioner of the Department of Mental Health and Addiction Services, said heroin and opioid dependence has increased at least 150 percent across the country, adding that New England has been hit particularly hard.

Meanwhile, each day, 44 people in the U.S. die from an overdose of prescription drugs, with painkillers topping the list. While these statistics are jarring, when it comes to the fight against opioid abuse, it’s heartening to know that law enforcement, medical personnel, lawmakers on both sides of the aisle and laypeople aren’t waving a white flag. If we're to get a handle on this epidemic, we'll need all hands on deck. This editorial was originally published in the Record-Journal.

According to the state's Office of the Chief Medical Examiner, Connecticut saw a 10 percent increase in fatal overdoses in 2017, driven by a nearly 40 percent rise in those attributed to fentanyl, a synthetic drug much stronger than heroin.

Health and Human Services reports that since 1999, deaths from prescription opioids — drugs like oxycodone, hydrocodone and methadone —– have quadrupled.

HARTFORD — With recreational marijuana sales beginning in neighboring Massachusetts, Connecticut's new governorelect says he continues to support legalization in his state. Democratic Gov.-elect Ned Lamont said Monday he expects recreational marijuana legalization will be a priority for the new legislative session, which begins in January. Lamont had campaigned in favor of legalization during the election. Connecticut has already legalized medical marijuana. Lamont says he doesn't "want the black market controlling marijuana distribution in our state," adding how he thinks "that's a lousy way to go." It's unclear whether there's enough support in the General Assembly to pass a legalization bill, so in the meantime he says officials will continue to enforce Connecticut laws. The first recreational marijuana retail shops in Massachusetts open on Tuesday. They're located in Northampton and Leicester.
